REIGN OF CRIMINAL IMPUNITY IN NIGERIA By Chief Lawson A. Omokhodion
Chief Justice of Nigeria Aloma Moukhtar Our country Nigeria has finally arrived at a forbidden destination where impunity aided by lack of consequences reigns supreme. It is like the era of the Wild West; the time of John Wayne, the American cowboy; the period of the Chicago mobsters, the frightening images of South Central LA, the era of Prohibition when the mafia and drug Lords ruled America. The case of Nigeria today reminds us of medieval Europe where dead bodies were picked up on every street, every day and no questions asked. Nigerians are in for a long struggle with crime and criminality and many lives will be lost before the situation can be remedied. The executive arm is corrupt. The Legislature is corrupt. Even the Judiciary is being accused of corruption. The self accounting National Assembly (NASS) of less than 500 members consumes so much of federal resources that make ASUU grin with envy. Now ASUU says it is now or never. We are in a country where nobody is made to face the consequences of his/her action. Nigeria is now a country whose national assembly members simply award salaries to themselves and ask Nigerians to go to hell. 4
Nobody in this country can truly say what our legislators and ministers earn. It is still not clear to me why a house member or a senator should earn more than a federal permanent secretary whose salary scale used to be Level 17. I wish many of these Nigerians working in any of the three arms of government lived in China where consequences are made to match inappropriate behaviour. If they did, all that stolen wealth, all the billions hidden in domestic vaults or in dollars in foreign lands would be disgorged. Every ill in Nigeria today takes its bearing from the behaviour of those in government. The examples of our leaders shall determine the behaviour of the led. With national and state assemblies and executives like the ones we have infamy and criminality will rule the land and corruption will be a permanent feature of daily life. The undesirable behaviour of Nigerian politicians, government officials and civil society members must be conditioned by consequences that act as a deterrent. Once a criminal is pretty sure of getting away with the proceeds or the loot of his crime he is emboldened to do it again. The country is replete with examples of July 2013

criminal behaviour that carry little or no consequences. In the year 2004, a very temperamental President descended on all the toll gates on federal highways in the country and left motorists exposed to this day. Nobody could bring him to order. The national assembly being an extension of the executive arm at the time was powerless to put up a resistance. In the year 2004/2005 one CBN Governor crippled the budding Nigerian banking system through an infamous consolidation programme which about 3 years later took another CBN Governor over N6 trillion to correct and nobody called that Governor to order and today the consequences live with us. Many former State Governors who left office in 2007 and 2011 have corruption cases in court but both the EFCC and ICPC are so strangely enfeebled that not a single case has been prosecuted successfully. And yet these former Governors have no immunity clause to protect them and some of them are in the Senate to make laws tainted with corruption for Nigerians. Former Governors, former Ministers of the Federal Republic, former senators, former Local Government Council Chairmen, several former commissioners and other categories of exgovernment officials have myriad of corruption cases in court and yet not one progress is being made in resolving these cases. The strategy is for these former government officials to pay enough money to those in charge and their cases are delayed until thy kingdom come and Nigerians lose patience and then forget. In that way the criminal political behaviour of these former officials are not punished and so others are encouraged to follow the same path. Impunity then takes centre stage. Where consequences are not visited on bad behaviour the outcome is predictable. Everywhere you turn contractors assigned to construct or renovate school blocks, hospital buildings and public facilities do

substandard work at best and quite often just walk away after collecting huge mobilisations and thus make a mockery of the original purpose of the contract. When the company of a federal permanent secretary, or that of a federal minister or that of the director of finance and supply or the counterparts at state levels put in bids for contracts in their ministry and compete for contracts with outside contractors, the system begins to rot from its head. Governments all over the country no longer insist on bid bonds, performance bonds, bank guarantees, defects liability period for construction contracts – small, medium or big, because the officials are so well compromised that their senses have become numb and dysfunctional. The professionals amongst these government officials simply put aside their professional ethics, their code of conduct and the professional oath they had once taken and go for the new game in town money, money and more money. The situation becomes quite puzzling when these projects collapse and yet nobody is penalised for doing a shoddy job. In that way the cycle of destructive corruption is perpetuated and impunity thrives. This anomaly runs through the three tiers of government and all levels of government of the federation. Whereas corruption at the federal and state government levels are visible for all to see, the looting taking place behind the closets at the local government councils is mind boggling. Billions of Naira allocated to the local government councils every month are shared and diverted for private ends by the Chairmen and the Councillors of these councils, including the party leaders and their cronies. Even State Governors sometimes just confiscate the allocations to councils. That is why all over the country primary school buildings are totally dilapidated and our children in such schools either study under trees or sit on the floor in roofless classroom blocks and run home whenever

rains pour down. This is the same reason why in local government council officials never consider building health centres, cottage industries, rehabilitation of markets, and least of all construct roads. In the full view of their people local government officials build magnificent private mansions, private estates, build first class hotels in their name while still in service, build private schools, set up private contracting companies to bid for jobs in the local councils they supervise and to prospect for contracts at both the state and federal levels depending on the political party they belong to. These council officials suddenly become overlords and title bearers in celebration of their new found status. But the people continue to grind in poverty. Even though these criminal political behaviours are very clear to all the law enforcement agencies in this country, there are no consequences visited on any of the culprits. It is therefore an aberration for anyone to think that Nigeria can actually develop with these parasites and criminals installed in every part of this country. Experts divide corruption into two categories fundamental corruption and petty corruption. Petty corruption has disappeared from Nigeria. What is prevalent now is fundamental corruption which is the equivalent of a mortal sin that kills the soul. Fundamental corruption has come to overwhelm Nigeria as a clog in the wheel of both economic and political progress. This unpunished and destructive type of corruption is an invitation to anomie. The manner the various corrupt practices and criminal behaviour are swept under the carpet or just simply ignored sends the wrong signals that in Nigeria the bigger the sums embezzled, the more you can get the law to look the other way. Each year the federal government talks and mouths reforms as if reforms are needed for their own sake. Reforms are expected to improve efficiency and effectiveness and create good order and decent behaviour. Reforms are supposed to make operations more transparent, less woolly and a lot more accountable. Reforms should prescribe acceptable behaviour and outline the consequences for violating what is allowed. Reforms must create the necessary environment for good conduct by giving clarity to rules and regulations, and must seek to punish behaviour that
runs counter to the acceptable norms. It is only when criminal behaviour is punished and good and appropriate behaviour rewarded that progress can be made in this country. But the whole notion of reforms has been totally misunderstood and bastardized in the Nigerian context because it is carried out as if the Nigerian civil service itself never had rules governing its operations. The Nigerian civil service was modelled along the lines of the British system and so it has rules and regulations. The GO (general order) was once the repository of the rules and regulations of the service. The Financial Regulations prescribe the way money, contracts, payments and other such financial matters are handled in the service. To me, government reforms programme in the recent past has simply been an attempt to return to the era of order and good conduct. But that is what this country must do. It has to return to the era of good order, decent behaviour and must begin to despise ill-gotten wealth, official corruption and must name and shame treasury looters and political marauders. Without the objective and fearless application of the country's rules and regulations wherein criminals and corrupt politicians are fished out and punished, progress will not come. Impunity thrives where consequences do not attend deviant behaviour. The recent execution of condemned criminals in Edo state is an example of meting out appropriate punishment for crime committed. I have read reviews condemning the execution of armed robbers and killers who were sentenced to death by duly constituted courts of the land. These criminals fully exhausted their appellate privileges and had been on death row for many years. When the Edo Governor signed their death warrants all manner of parties became advocates of human rights. Where were these human rights compatriots when these condemned criminals were busy killing, maiming and robbing other Nigerians? Any person who kills loses the right to his life. Other Nigerian State Governors should take their responsibility and execute all those prison inmates on death row. Impunity is corruption and failure to do the right thing will destroy Nigeria. In certain states of the United States of America death penalty is still imposed and criminals are executed at the due time. In Saudi

Arabia even drug peddlers are executed routinely. In China, Singapore and many countries in the Far East certain crimes must be visited with death and others by very long years in prison. Any criminal who knows that the consequences of his crime will be visited on him on conviction will be more circumspect in his criminal conduct. A situation where a government official embezzles over N28 billion (twenty-eight billion Naira) of public resources and is fined N750,000 (less than one million Naira) on conviction is an invitation to more crime. Such an official should rightly face the death penalty. A situation where Governors of poor states own private jets, purportedly bought for state use, is a hallmark of impunity. Such behaviour must be punished otherwise backwardness I. G. P MD Abubakar will be the portion of all Nigerians. It has become very clear to every Nigerian that our type of democracy promotes corruption rather than helping to stop it. In the era of military governments in Nigeria many Nigerians thought the military governors who secretly embezzled funds and diverted resources to their own home states did so because they were not indigenes of the state over which they governed. As was the usual practice then, any military governor who was caught with his fingers in the cash box of the state was courtmarshalled and removed from office. Because such military consequences were summary, cases of corruption against military governors were not common. However, under our democracy, corruption and deviant behaviour appear to be an officially sanctioned policy of government. Civilian Governors who are bona fide indigenes of their state turn to vandalize the resources of that state. In comparison, when the federal government of General Yakubu Gowon built flyovers, bridges, roads, ports, universities, colleges, and other infrastructure in Lagos and in other parts of the country Nigerians did not have to appeal to the patriotic instinct of that government. It was seen as normal for a government to be responsible and to lift its people from poverty. The comparison with the military era is an attempt to ask our politicians to 7

wake up to their responsibilities as people put in position not to loot the country's resources either by way of outlandish salaries being awarded to themselves as is done by the national and state assembly members or by destructive and fundamental corrupt practices by the executive arm of government. Let the resources of this country be used to promote the wellbeing of the people. The way we are going in Nigeria, the country's finances and its sociopolitical structures will one day, and very soon too, collapse like a pack of cards. The return to the era of good order requires both mental and behavioural transformation. In the past, governments would set up a tribunal, a commission, a probe panel or a working committee to investigate or examine a matter of public i n t e r e s t . T h e r e a f t e r, another group then reviews the recommendations of the panel and the report now forms the basis of a proposal which when accepted by government becomes the white paper. The white paper is government's final position and certain actions then follow. The one way to kill impunity in Nigeria is to subject the tenure of every government to a probe or a review panel that will examine its policies, actions and omissions and find out how the government promoted the welfare of its citizens or hindered it. It is an opportunity to point out the mistakes made by a previous government so that the succeeding government makes efforts to avoid the pitfalls. And where a government and its principal actors acted in defiance of our constitution appropriate consequences should be imposed. In this way, governance becomes driven by responsibility and the fear of tomorrow. At present any untoward conduct is condoned and justified and the fatter the loot the more respected the looter is. Silence means consent and any criminal behaviour that is condoned is an invitation for that behaviour to fester. Corruption has come to stay except we collectively do something drastic to fight it. Prologue: Edo politics gathering momentum By Kingsley Ogbeide-Ihama
T
he political atmosphere of Edo state may have experienced some calm after the local government council elections. But on Wednesday 26th of June 2013, came an event that once again, stirred a bit of the political consciousness in the state. The event was the formal unveiling of a resuscitated Edo Solidarity Movement (ESM) as a political pressure group. As it is well known, Edo is a very politically active state. Whether at the state or local government levels, there is mass involvement. Though it would have been easy for this quantum of participation to significantly translate to good governance, but a couple of other factors which include the initial misgivings about the sincerity of a transiting military junta to freely entrench a democratic setting devoid of their traditionally dissipating hiccups such as coups and banning of political activities when discovered to be gathering momentum or not swaying towards their stooges, did not do well from the onset to encourage the avalanche of interests that is now very pronounced. In the state's recent political dispensation which commenced from 1999, the seeming political harmony that was created by a transiting military rule of Gen. Abdulsalam Abubakar had inclined political power towards the Peoples Democratic Party (PDP) of highly concentrated vibrant political personages. This biased tilting of political leanings by the military, apart from creating a mindset of a vague or moderated political background that would constantly be controlled by the retired military

followership had swelled massively.
lords; which dissuaded a lot of prominent Edo state indigence from foraging in the political turf - also created a wrong but high level of complacency that made the initial civil rulers not only feel protected from without those they were supposed to give an account of their mandate, but in most part, grossly lacked the will or reason to do so. Lacking the will or reason to be responsive to the yearnings of the electing public meant disinclination to good public service which resonated in not only a massive decay of existing social infrastructure, but a near complete abdication of the need to build new ones. And to an extent, because this state of affairs was also telling on the quality of social life of those residing in the state or visiting, the interest of many thereafter grew from passivity to restitution. The first recourse to restitution saw the somewhat easy wresting of political powers from the hands of the sitting Peoples Democratic Party (PDP) by a disenchanted Edo indigenes who had become weary of the political lethargy and more disposed to the promises of a different political camp. Essentially as a result of this, even before the new political camp could invent itself in promises and indeed in action, its rank of
The rather cult-like affection Comrade Adams Aliyu Oshiomhole had built for himself as a union leader, who saw the need to lift the union's aspirations beyond confined interest; but duly standing up for causes that were affecting the proverbial 'common man' was undoubtedly a good seed with which to sow any political interest. And even now that he has proven to be upright in addressing the infrastructural decay and building new ones, apart from leaving a worthy legacy for himself and by extension the party, his political influence would henceforth definitely remain relevant in steering the political tide of the state. In this regard, any person who wishes to put his hand on the political plough of the state hereafter would definitely not disregard Comrade Adams Oshiomhole's influence. And may be with a feeling of nostalgia, Edo state PDP would by now have realised this as an essential political capacity for retention; which they failed to leverage on having been so well positioned as the first benefactors of the state's political fortunes. However, as it is not expected that the Peoples Democratic Party (PDP) would remain forever sulky about their political misfortune in the state, they have, or are still counting their losses, but certainly plotting a comeback to dispel the notion of being naturally fated to underperformance. There is an unveiled awareness about its intensified drive to reclaim Edo State from the present Action Congress of Nigeria (ACN) led government. This

Ahead of the registration of the proposed All Progressive Congress (APC), a conglomeration of registered opposition parties, party gladiators are in a frenzy to construct their operational structures. In Edo State, the merging parties is led by the ruling ACN which harbours virtually all the well
including those scheming for the top job in 2016. Other contributors to the merger such as CPC, ANPP and a faction of the unsalted APGA remain on the fringes in the unfolding scenario. In the present circumstances, which bloc they join is immaterial as previous election results indicate they have little
relevance in individuals such as former ANPP gubernatorial candidate Solomon Edebiri or none at all in the others. All the same, they come in with numbers which can be converted to useful foot work. It is in the ACN that the political momentum is raging at ferverish pace Presently, the surge for power has created a tripod of Continued on page 13
especially on the grounds of fanning the ego of the party's national leader and current BoT chairman, whose somewhat diminished political relevance in the state must be buoyed up to equate with his towering profile at the federal level. And this, no doubt is relevantly an assignment they are prepared to invest all their political brinkmanship, however daunting a task. Currently in the state, apart from having a few members at the state's House of Assembly, the Peoples Democratic Party has been stripped empty of any political platform for reinventing itself as a promising political party which can bring good governance to bear. The necessity of this was crystallised in their frenzied attempt to capture a good number of the local government's council seats, against an expectation of the ruling party at the state wielding its influence to derive an overwhelming victory. And if it must be said, this is the crux of the last and only unresolved local council

election in Esan North East. On this ground, some have said that the stalemate attendant to the process and outcome of the election is weighed more on the fanning of egos than the electorates' preference. Mean while, as the Peoples Democratic Party is preparing itself to be the preferred bride of Edo state's electorates, it has also been enriching itself with some political cosmetologists to professionally makeup those that would stand in the bridal-train; and surely in a not too distant time from now, the public shall be made to know and assess the worth of the job which has been done in their political closet. The political air is beginning to simulate with speculations and pundits. Moreover, with the merger talks going on in the Action Congress of Nigeria (ACN) different political interests are jostling themselves in preparation for relevance, when the merger is fully erected as a single political platform. In an address presented by the resuscitated Edo Solidarity Movement,
their aspiration for a position of relevance in the advent of a successful merger was profusely expressed. As the chickens are gradually coming to roost, the days ahead would witnessed similar or more expressions of political interests and alliances. Whether as an individual or a group of persons, history would not fail to experience such. There is also no doubt that the flurry of this manner of events would be very tasking on the possibility of the current ACN as managed and populated in the state to build on its gains or make some fatal slips. But when the latter happens, it might as well result in some gains for PDP who are currently lurking at the corner to poach on additional political cosmetologists that could make their brides more beautiful and presentable. These are the core events that would make Edo state such a robust and interesting milieu of political events. It may seem far away in 2016; but every future starts now. And hence Edo state has started its progress towards 2016. July 2013

Taping from his vast experience since commence of the present political desperation and especially his function as the head of the Oshimhole campaign team, Ise-Iyamu appears to be well grounded in the complex act of putting a functional political machine in shape. But several factors beckon. For instance, party nominations in the emerging party may follow the well known character of CAN which has shown very clear affinity for imposing candidates by its leaders. Only recently in Ekiti State, CAN leaders Bola Tinubu broached all ideas of any form of primary for aspirants to challenge the incumbent governor by proclaiming that Gov. Kayode Fayemi is the party candidate for the next election. In Edo, Gov. Oshiomhole's 13
influence on the choice of candidate remains valid but how he dispenses it is vital in the entire process. He has a firm grip on the levers of power which also includes vast state resources. Now, IzeIyamu is fully conversant with the enormity of the power and resources at the disposal of the Governor. His ability to win Oshiomhole' to his side will count more than the gathering of mainly job seekers and political gamblers who will around him in swarms. His capacity to accommodate dissent and contrary views and opinions are expected to position him in the vantage position. All his acclaimed qualities and political shrewdness received a knock in the days leading to the local government election when Oshiomhole bared his fangs and mortally decimated Ise-Iyamu's camp. If the wound does not heal before the flag off of political activities by INEC, a good race may be hard to realise by Ize-Iyamu's Olaghodaro group. The Tiger group (Atalakpa) led by Deputy Governor Odubu draws its strength from royalty. In the run-up to June 2012 elections in the state, a well-knit scheme to replace Odubu as Oshiomhole's running mate almost hit the point of no return until Prince Ehemeden Eredianwa interceded and rallied a formidable support to incident Oshiomhole to retain him. This incident remained unresolved till a few hours to INEC deadline when Oshiomhole conceded. However, a
point of discord between the Ize-Iyamu group and Odubu's group developed with economic acrimony Ize-Iyamu and Odubu hail from the expansive Orhionmwon axis, a lack of amity appears to have split the area to the advantage of their challengers. No matter the misgivings, Odubu is a veteran of political intrigues, having managed to remain afloat in the murky water of elections previously moderated by some of the well-known godfathers. But his political machine has not covered sufficient grounds for the task ahead. His foray clearly lacks bite but his supporters says he is resilient and very mindful of dissipating energy before the race begins. Edo in safe hands (ESH) is Oshiomhole's inimitable political workshop which traverses the state, covers every space and hosts the movers and shakers in appreciable numbers co-ordinated by Ogie and Shaibu ESH cannot be ignored in whatever scheme that targets Government House Benin in any e l e c t i o n . Wi t h g o v e r n m e n t apparatus and resources oin stand by for deployment to confront this group is somewhat similar jumping into a cage with raging bulls. Even though Oshiomhole has put a cap on political activities within his jurisdiction, several open and nocturnal meetings hold regularly. A cross the state. Moreover his body language is audible enough even for the deaf. For instance, his handling of CAN priminaries for the recent Local Government elections give clear indication to his desired destruction. All the candidates had the stamp of ESH inscribed on them. Will Oshiomhole go outside the ESH to pick a successor? All such thoughts remain in the mind. July 2013

We Will Partner With Gov. Oshiomhole to Produce His Successor – Idahosa Charles Idahosa, a one-time governorship aspirant under the platform of the Action Congress Party of Nigeria, ACN, was a former Commissioner in Governor Lucky Igbinedion led administration. He is a household name in Edo State politics and hails from Ehor, Uhunmwonde Local Government Area of Edo State. He spoke with Kenneth Okunbor, on the choice of Oshiomhole's successor and other sundry issues. Are you satisfied with the recent composition of the Edo State executive council? am very satisfied and the leaders are also satisfied because before the election, the comrade Governor did promise that the leaders in the various local government will have an input in the composition of the state executive council and true to his words, all the commissioners are appointees of the leaders from the various local government areas and we appreciate him for that. At the end of the tenure of the comrade Governor, Edo North would have rule for eight years and Edo central having held the governorship slot briefly, there is this general opinion that it is the turn of Edo South to produce the governor come 2016. Do you share this opinion? You are correct that Edo Central also had it briefly and that it is the turn of Edo South to produce the governor. I am very happy for Edo North for successfully completing their eight years after Chief Lucky Igbinedion eight years. We are happy that the three senatorial district had a taste of power and it is the turn of Edo South and I am excited about it. We are going to enter serious alliance, discussion and partner together with the governor because he knows the state very well, he knows the politics of Edo State. More so, in as 14
much as Edo South wants to produce the next governor, we will not relate this comment in a war tone by saying you have finish your term, no we are going to partner with him and whoever the Binis will bring would be a candidates that is loyal likable and approved in a consensus with the Edo people and the comrade governor because he has a role to play. Is the process of picking the successor on now? I think it is too early to start the process now but I can tell you that consultation is going on and like you already know, there are different blocks; so many names are flying like you observed, all that happened during the local government nomination would reflect. Even the merger going on, there are different groups springing up, definitely, they must be there and we know that there are two to three people that said they want to be governor and we are watching them but as a body we have not taken decision because I am a leader in Edo South politics. Though, we have not put down the criteria, but maybe before the end of the year or in the middle of 2014 it would become clearer. As an individual, I definitely know those that would not be governor but I don't know who would be for now. There was crisis in some local government over the local government party primaries but your local government enjoyed absolute peace. What is the

secret? The secret is the leadership and consultation. We don't interfere in each other business. I am the leader of the party in Uhunmmwode and it might also interest you to know that I was also the leader while we were in PDP. My style of leadership is consultation and we try as much as possible to ensure that every ward and villages have their own leaders. The problem you see in other places is a case of somebody looking down on others because he is a leader, he dictates who would be a councilor in another ward. Meanwhile, each ward is a component of its own. I don't interfere in the selection of councilors in each ward because, the leader there knows them and at the end of the day the people spoke in one voice. I only carried what they say to the chairman of the party and the governor to say this is what my people want. We don't go into money business in my local government. Most of our leaders are very contended and it might interest you to know that when you go to University of Benin to verify from the faculty of Education, the most educated people in Edo State are from Uhunmwonde local government. You are dealing with most enlightened people in the state. Do you see the nomination for the succession to the governor being smooth or heated as in previous ones? I don't think so because the leaders will sit down openly and spell out the criteria for the “would be” person. He is not going to come from the moon. The person must have a good track record and he might come from among those in government now, private sector or other areas but we must be able to X-ray that person. The comrade governor is not giving to rule for eight years and run away, he also must be looking around; the person might be among the people he is working with now or the people he has worked with before. By the time, we consult, the governor gives his own contribution and we all agree that this is the person that we want, the person would be approved. That is consensus and is the best in politics. Before governor Oshiomhole's his re-election, the issue of his running mate was a problem, and so many people showed interest until the governor indicated his interest on whom he desired after which the problem was put to rest. But some Edo people believe that the problem has not being resolved. How do you react to that? On the issue of the Deputy Governor that you raised now, I was mentioned as one of those who showed interest in the deputy governorship. You see politics is full of intrigues. A lot of people deliberately do things to negotiate what they want. It might interest you to know that I and the comrade governor contested the ACN governorship primaries in 2007. After the election, I was angry but we later settled and when the issue of deputy governor came up, I was offered the 15

position but I turned it down because I am not the type of person that want to be deputy governor and start by contesting for governor and when I lose, I now go for deputy governor. This is very common here, somebody wants to be a commissioner, he will start by contesting for House of Assembly and when he loses, they will say, mange the post of a commissioner. So I was not interested and when they came again, I said that I was not interested because I do believe that it is only God that gives power, if God says yes, nobody can do anything about it. The issue of that deputy governor was for 2016, they see Odubu as having governorship ambition, and naturally, having being a deputy governor, you will like to be governor. But some people outside government feels that if they allow Odubu to be deputy again, it would be difficult to dislodge him in 2016 and so let stop him. This is what led to the fight and all that happened. You should also consider how all these people came, thinking that they can remote control you and that when you start enjoying the office and is asked to leave, it becomes difficult. So what you saw was not really a problem and you saw the way the comrade governor resolved it. The Binis has been relegated for so long because of poor leadership we are in majority but we allow minority to be dictating to us. Going by your last statement concerning the Binis and the fact that they are more in terms of population; do you think the people have benefited from government? We have never really chosen our own leaders because people outside our own senatorial district have been picking leaders for us, when you allowed outsiders to choose for you, those people will not owe you any loyalty but the person that put them there. That is why a lot of people are now saying the Binis must carry their destiny in their own hands and we will get there. For instance, we are getting a Bini vice chancellor for the University of Benin after 40yrs because we did not put our house in order and the man has performed creditably. No other V.C. has done what the V.C. has achieved within three years. Another example is senator Uzamere, a high ranking Benin senator, you are aware that no Benin man has returned to the senate for a second time but he broke that record. Senator Oyofu did eight years in Edo North, Senator Osunbor did eight years in Edo Central but this Binis could not because the person deciding “who is who” in Edo State is from Edo Central and we are always excited but some of us said that we must stop it and that is how we left to from ACN in 2005 – 2006. Then, Anenih said we are hoodlums and that we are nobody but if this man knew hoodlums could drive him into political exile in his state, he would have negotiated because we know what is happening today. The issue of the dominance of Binis, the majority tribe by the non Binis is coming to an end and at the end of the day; we will know what to do when it comes to issue of governor in 2016. July 2013

Unending Security Challenges In Edo State E l d e r To m S o r a e , a renowned businessman in Edo State, closed from his wire Road Church on one Sunday. He left for his house along Textile Mill Road in the company of his wife, other members of his family and two armed mobile policemen but unknown to Elder Sorae, dare-devil a r m e d kidnappers laid siege for him. A s h e approached the IGP MD Abubakar gate of his house, a stone throw to the Textile Mill Road Police Station, the kidnappers opened fire on his Jeep, killing his amiable wife and the police orderlies, wounding his daughter and bundled Elder Sorae away in their car. Also, a very renowned Estate Surveyor, Mr. Dan Odiete, closed from his office along Akpakpava Road in the State Capital, and on his way home armed kidnappers opened fire on his convoy, killing an armed mobile policeman. The dare-devil kidnappers dragged Mr. Odiete out of his car and took him away. In 48 hours another very prominent Edo businessman,
Omoruyi Oloton, Chairman/Managing Director of Uyi Technical Ltd was also abducted on his way from his office along Mission Road in the state capital after killing his police orderly and a bread hawker. Before all these heinous crimes, a very popular musician Bayo Ade was also abducted and later killed by his abductors. He was abducted on his way to go and honour an engagement at Chief Gabriel Igbinedion's house. The Benin High Chief was celebrating his birthday. This chronology of crimes is just a few among the numerous degrees of crimes being committed against the innocent citizens in the State. At a time the crime wave became so high that prominent citizens of the state mostly businessman had to flee and relocate to either Lagos or Abuja with their family members. There are some cases of how some prominent men even fled abroad to avoid being kidnapped by daredevil kidnappers that had been raining terror on the people of the state. Those who were not able to relocate had to adjust their daily movements and continued to sleep with one eye open. Since several prominent persons had been abducted either on the way to church or from the church, most families, especially the well to do ones had to shun going to services and were allowed to conduct their Sunday services in the confines of their homes. From indications, the wave of kidnapping has seemingly overshadowed the wave of armed robbery in the State. Investigations have revealed that the underworld men have decided to go for kidnapping which they claim is easier and more lucrative. At a time, there was no day a case of armed kidnapping was not reported. From available records, this wave of crime has adversely affected night life as most persons have decided to stay indoors most of the time especially in the night. It is noteworthy that most social events, like burial ceremonies which used to be day
Okada Ban: Gains and Pains The ban on commercial and private motorcycles and tricycles in the three metropolitan Local Government Areas of Oredo, Ikpoba-Okha and Egor of Edo State by Comrade Adams Oshiomhole, the Governor of the State can best be described as “hasty and out-of-the blue�. Though the state governor cited security reasons for imposing the blanket ban, there could have been a more tactical approach to slowly, slowly cushion the harshness we have seen so far since the ban. Indeed, the people were not even told what specific problems the ban was supposed to address. While some 28
persons talked about rampant bike accident, others talked about bikes being used by armed robbers, and yet there were even wild rumors that the Boko Haram Sect was coming to Edo State on bike. All of these could as well be spurious claims. Though the ban, as a security measure targeted some commercial bike riders, it was obvious that government did not think of the ripple effect it would have on others, who possibly were dependent on the bike riding sector. As a matter of fact, the ban on bike riding, has continued on page 30 July 2013

Right now in Benin – City, almost all burial ceremonies are held in the day time apparently to avoid being caught in the web of the ever – ready kidnappers, who are now holding sway in the crime world. In spite of these security challenges the security agencies have been working within the available resources to bring it to its barest minimum. The Governor of the state, Comrade Adams Oshiomhole, apparently worked by the lingering wave of crime opted to lobbying President Goodluck Jonathan to allow the use of soldiers to compliment the efforts of the police to combat the surging crime. The President graciously granted the request of the Comrade Governor and directed that soldiers be released. Consequent upon the release of the soldiers, “Operation Thunderstorm”, a joint patrol team of the army and the police was formed since its formation, this anti-crime patrol has performed remarkably well and have succeeded in a way to bring down the high rate of crime to an appreciable level. It is also very commendable the laudable efforts of the Comrade, who has spent millions of Naira of the tax payers money to purchase vehicles and equipment to aid the police and the army in the combat of crime. It is on record that the Governor has bought over 100 Hilux vehicles to the police and the army to fight crime which had almost crippled the socio economic life of the state. Aside the Hilux Vehicles, the Governor also purchased some Armoured Personnel Carrier

(APC) for the police and such vehicles are strategically positioned in Edo Central and Northern areas of the state to combat the incessant bank robbery in those areas. In order to further boost the morale of the policemen and soldiers involved in crime prevention, the governor approved allowances for them which are paid on very regular basis. There is no doubt that these efforts of government of Edo State are yielding the desired results as the issue of kidnapping and armed robbery has at least now been reduced to its barest minimum. As part of further ensuring crime prevention, governor Oshiomhole rose from the weekly security meeting and announced the ban on motorbikes popularly referred to as Okada. The reason for this is that statistics have shown that majority of the crimes, like kidnapping and armed robbery committed in the state are mostly done using motorbikes. There have been numerous cases of Okada riders robbing and kidnapping innocent persons. It is also known that the hired assassins also use the motor bikes to commit their terrors crimes. The sudden ban of Okada did not come as surprise as neighbouring states and other states across the country had already effected the ban on motor bikes. This ban by the Comrade Governor seem to be another very laudable effort to fight to a standstill the ever increasing criminals in the state. The laudable efforts of government to aid the security agencies in the state led to the ban on motor bikes and later tricycles, there is seemingly an end in sight to the rising crimes in the state. All the government and the security agencies should do now is to ensure the sustenance of the comfort to ensure that crime is drastically reduced in Edo State.

The same is applicable to those businessmen who trade in motorcycle spare parts and those that trade solely on new motorbikes. Worst hit by the ban are members of the various families of the bikeriders, their feeding, their education, and their upkeeps. It is very disheartening that it is all of these the ban has uncovered. Very important is the visitation of stress and hardship on the mass of our people, who had been patronizing these bikes to access their homes, businesses and their offices, especially in the near absence of motorable access roads in the Benin metropolis. Everywhere in the Benin metropolis it is obvious that the people are stressed up as a result of long distance trek on daily bases. Today on our streets, workers are trekking, students are trekking, workers (both private and public), traders and market women are trekking. Infact there is no quantifying the level of hardship this ban on motor-bikes has caused. The fact that the ban had been done enforced in some states cannot justify that it should be done in Edo State. There should have been sufficient notification of existing alternatives before making such pronouncements and enforcing its compliance. There is the need for the Government to have considered the interest of the people. Agreed that the governor may have acted in the interest of the people, but it should have been done in such a way as not to “throw the baby away with the bath-water�. There is no doubt that whatever has a negative effect will definitely have a good effect. This the case of the ban on okada. While the riders, their immediate 30

family members, Okada mechanics, okada sales merchants and the generality of the okada riders are groaning and gnashing their teeth as a result of the ban on okada by the state government several other persons are smiling to the banks prominent amongst these are the Tuke-Tuke (mini bus) operators who are now having a field day with the withdrawal of bikes and tricycles from our streets in the three metropolitan Local Government Areas of the state. All the erstwhile okada and tricycle and passengers have now been forced to use of Tuke-tuke to and fro their various destination. As a result of this, the tuke-tuke drivers are now making brisk business as they now smile to the bank on daily basis. It is however very disheartening that these tuke-tuke drivers are capitalizing on the increase in the volume of passengers, due to this ban of bikes to hike the cost of transportation by almost 50%, a situation which has added to the untold hardships being suffered by the people. Another positive aspect of the ban on okada is the drastic reduction in the noise pollution which was caused by the thousands of bikes that had plied our streets and roads. Right now the noise pollution has drastically reduced. Also there is now some sanity on our roads. It is now a beauty to behold the orderly movements of vehicles on our roads and streets without the bikes. As for the security aspects, though there has not been any report of serious crime since the ban on bikes, it is however too early to claim that crime has been reduced to the barest minimum with the ban on bike and tricycles. Whether the ban on bikes will totally ensure eradication of crime is a question of time.

RUMBLE IN DELTA; Orubebe vs Clark
U
ntil very recently, Nigeria's Minister of Niger Delta Affairs, Elder Godsday Orubebe, was a member of the political family of the Southsouth leader, Chief E.K. Clark in their native Delta State. The duo are from the Ijaw ethnic nationality in the South Senatorial District of the oil rich Delta State. While Clark hails from Kiagbodo, Orubebe is from Ogbobagbene, both in Burutu Local Government Area of the State. Possibly because of racial affinity and paternal love, the powerful 85-year-old Chief Clark favoured Orubebe politically which was the reason he nominated him as minister against all odds. Former Governor of Delta State, Chief James Ibori did not want Clark's nominee to sail through because of the power tussle between him and Clark. His preference for Orubebe angered some prominent members of the political family who became angered and they grumbled in secret. They were livid that the Patriach of the political family was positioning him above his seniors in the group. Right now the relationship between Chief Clark and Orubebe Elder Orubebe has turned soar as recently, Chief Clark severely criticized the Minister, Orubebe who he described as his son and that he (Clark) was instrumental to his rise to the post, saying he (Orubebe) is careless and irresponsible for claiming that it was the turn of the Ijaws to produce the next Governor of Delta State. At a world press conference in Warri, Chief Clark, said the minister should desist from insulting Mr. President, the Ijaws and himself (Chief Clark) for no justifiable reason. According to Chief Clark, our opponents and detractors are definitely cashing in on Elder Orubebe's careless and irresponsible statement and are now using it to insult President Goodluck Jonathan, the Ijaws and even myself that the President and I are definitely behind him. I have tried to disabuse the minds of the people and deny that neither Mr. President nor I is aware of Elder Orubebe's statements “It will be recalled that Mr. President has made his position very clear on this matter. He categorically stated that he was not going to take a decision on whether he will re-contest the Presidential election in 2015 until 2014 and that he needed time to concentrate on the job he promised Nigerians during 2011 election, when they massively voted for him”, Chief Clark stated. According to him, the President directed that none of his ministers and other government functionaries should engage in politics as to

declaring their intentions or supporting any one for elective position including senatorial, House of Representatives or gubernatorial. “It is unfortunate and ridiculous that Elder Godsday Orubebe should be the one to flout this order of Mr. President”. Chief Clark said Orubebe could not claim ignorance of this directive. “His flagrant disobedience is no doubt an embarrassment to Mr. President, to the leaders of the party and party faithful, particularly to me that everybody believes contributed greatly to his becoming minister, having regard to the opposition from governor of the states James Ibori and his supporters”. He said the assertion by Elder Orubebe that the governorship should be produced on ethnicity and for him to state that the Urhobos and Itsekiris have produced governors and that the Ijaws Isokos and the Ndokwas have not produced governor is not correct. Said Chief Clark, “for the purpose of argument, if the Ijaws are asked by the Delta State PDP for the Ijaws to produce a gubernatorial candidate, it will not be Elder Orubebe, and he is fully aware of that”. “I wish to advise Godsday Orubebe to give peace a chance and not to use his position to intimidate and cause confusion amongst the people. When the PDP gives the go ahead for aspirants to indicate their interest, the people of Delta State will then decide who will be their governor and where he will come from”. According to reports, Elder Godsday Orubebe, recently brushed aside a series of corrupt allegations dangling around his neck and publicly declared his intention and preparedness to run for the office of Delta State governor in the 2015 election. The embattled minister made his intention known during his condolence visit to the family of the late Alam Barovbe in Ovu Inland, Ethiope East Local Government Area of Delta State. He made it clear that ethnicity would be given priority in determining the states next governor. “It is the turn of the Ijaw people to produce the next governor of Delta State”, Elder Orubebe stated. The minister boasted that God had made him the unanimous choice for the post of state chairman of the Peoples Democratic Party (PDP) and added that he expected to be unanimously elected as governor in 2015. This unguided statement by Elder Orubebe apparently angered Chief Clark, who vowed that Elder Orubebe can never be the Governor of Delta State.

The ceremony which took place at his official lodge on Commercial Avenue in Benin GRA was like a political rally as politicians from the ACN, PDP and other political parties graced the occasion. Prominent amongst dignitaries at the ceremony were the Edo State Governor, Comrade Adams Oshiomhole, the Speaker of the House of Representatives, Alhaji Aminu Tanbuwal, National Assembly Members, their state House of Assembly counterparts and State Executive Council members. The Philips Expedition
I
n December 1896 Phillips took more than eight white men: he brought along 250 African soldiers of the Niger Coast Protectorate Force, five British officers, a column of 600 African porters and a drum and fife band military band to display his "friendly" goals. After arriving at Ughoton Phillips sent a messenger to King Oba announcing an impending 'visit' and without waiting for a reply, he advanced on Benin. It was described as a peace mission but correspondence shows that Phillips wanted, at the very least, to lay down the law to Oba Ovonramwen. Mid-way to Benin at a village called Ugbine, Phillips received a reply asking him to delay his visit for 34
a while due to the customary rites that were being performed at the time, during which foreigners were not permitted to enter the city. Philips ignored several such messages. It is not surprising that the generals whose task it was to defend Benin saw this expedition, that had refused to heed repeated request to turn back and wait for an official invitation, as a threat. In the recent past the British had used force several times to depose other African leaders whom they had found too powerful to dominate and from the Benin generals' point of view, it was an invasion and the mission was ambushed by local troops. 1896, Phillips made a formal request to his superiors in England for permission to invade Benin City, and in late December 1896 without waiting for a reply or approval from London Phillips embarked on a military expedition with a Niger Coast Protectorate Force consisting of 250 African soldiers and five British officers, a trader and an interpreter. His mission was to depose the king of Benin City, replace him with a Native Council and pay for the invasion with the 'ivory' he hoped to find in the Benin king's palace. Unfortunately for Phillips, some Itsekiri trading chiefs sent a message to the Benin king that 'the white man is bringing war'. On receiving the news the Benin king quickly summoned the city's high-ranking nobles for an emergency meeting, and during the discussions the Iyase, the commander in chief of the Benin Army argued that the white men were on a hostile visit and hence they must be confronted and killed. The Benin king however argued that the white men should be allowed to enter the city so that it can be ascertained whether or not the visit was a friendly one. The Iyase ignored the king's views, and ordered the formation of a strike force that was commanded by the Ologbose, a senior army commander, which was sent to Gwato to destroy the invaders. Philips real mission was to depose the Oba, replace him with a native council friendly to British 35

concerns, and pay for the expedition with spoils of war. Some chiefs had warned the Oba that "the white man is bringing war." Oba Ovonramwen wanted to allow the British Delegation into his city, but a hot-headed young general, Ologbose, thought otherwise. Ologbose and his men attacked the “unarmed peace" party, wiping out Phillips and all but two white men, and nearly all the native "carriers." The Benin strike force composed mainly of border guards and servants of some chiefs had caught Phillips' army totally unprepared at Ugbine village near Ughoton. Since Phillips was not expecting any opposition and was unaware that his operation had lost its element of surprise, the contingent's weapons were locked up in the head packs of the African soldiers who were posing as carriers. Only two British officers survived the annihilation of Phillips' invasion force, which became known as the 'Benin Preemptive Strike'. Brendan claims that he knew why Phillips had gone unarmed and left all of his revolvers in a locked trunk hoisted by carriers. During Brendan's last visit to Consular Hill in Old Calabar; he had glimpsed a letter on Phillips's desk in Ralph Moor's characteristically spiked handwriting, telling Phillips: "And do go unarmed, old boy. The first sign of so much as a revolver and those bloodthirsty savages will have your head." As Brendan surveyed the field of gore and destruction at Ugbine, he instantly knew why Moor had told Phillips that. Moor had a keen idea there would be some sort of altercation that he could use as the excuse for immediate punitive reprisal, his lusty goal for the region since taking control. This provided the opportunity that Ralph Moor had been looking for: force could now be used against Benin. The British government and press responded with self-righteous outrage. As expected, in January 1897, Rear Admiral Harry Rawson was appointed by the British Admiralty to lead an expedition to capture the Oba and destroy Benin City. extremely brave trek for the traders, as Ologbose had already sent out guerrilla parties to make surprise raids against the British, and the British were sending scouts with snider rifles and spies into Benin territory. They brought the news that twelve hundred bluejackets and Marines from London, Cape Town, and Malta had steamed up to Brass under the command of Rear Admiral Rawson. The brunt of the fighting was to fall on the well-seasoned men of the Niger Coast Protectorate Force, the unit of armed constabulary raised by Moor years before. In addition, there were hundreds of African carriers brought from Sierra Leone, Opobo, and Bonny. Ralph Moor, having been mobilized with alacrity back from London, was already en route to Sapele to inspect the Cape Squadron with Rear Admiral Rawson. Ominously, they were equipped with sevenpounder artillery for bombardment, rocket tubes, and Maxim guns that spewed out six hundred rounds a minute. John and Brad returned to Sapele the next day, never to visit again. Major Ralph Moore was the man who encompassed the Oba's downfall. Ralph Moor, was effectively the governor of Britain's Niger Coast protectorate., then aged 36 years, had long argued that Benin should be opened up to trade, "if necessary by force".
Who is Moore? Sir Ralph Denham Rayment Moor KCMG, first high commissioner of the British Southern Nigeria Protectorate, born on 31 July 1860 at The Lodge, Furneux Pelham, Buntingford, Hertfordshire. He was son of William Henry Moor (c.1830–c.1863), surgeon, by his wife Sarah Pears. Educated privately, and destined for business, he engaged in 1880–81 as a learner in the tea trade. On 26 October 1882 he entered the Royal Irish Constabulary as a cadet, and becoming in due course a district inspector resigned after involvement in a divorce case on 9 February 1891. In March 1891 Moor took service under Sir Claude Maxwell MacDonald, the Consul-General of the Oil Rivers Protectorate, as Commandant of Constabulary in the protectorate. In July 1892 he was appointed by the Foreign Office vice-consul for the Oil Rivers district, and from 6 September 1892 to 15 February 1893 acted as commissioner. Sir Ralph Denham Rayment Moor KCMG
district was formed into the Niger Coast Protectorate, he was made commissioner and consulgeneral for the territory, and consul for the Cameroons and Fernando Po. When in 1900 the protectorate passed from the Foreign Office to the Colonial Office, Moor became High Commissioner of Southern Nigeria and laid the foundations of the new administration, his health failing, he retired on pension on 1 October 1903. He was succeeded by Walter Egerton. He then allied himself with Sir Alfred Lewis Jones; he gave valuable advice on West African affairs, and aided in the development of the British Cotton Growing Association. He also served on certain committees at the nomination of the secretary of state. Moor became C.M.G. in 1895 and K.C.M.G. in 1897. Like so many other colonial policemen, he had earlier been an inspector with the Royal Irish Constabulary, stifling rebellion in Ireland. Translated to Africa, he was to become one of Conrad's Kurtzfigures, bringing "civilization" to the natives. He married in 1898 Adrienne Burns, née Shapland . He was found dead in bed at his residence, the Homestead, Barnes, on 14 September 1909; having committed suicide by poison. He was buried at the new Barnes cemetery. The coroner's jury determined that "the poison was deliberately taken whilst temporarily insane after suffering acutely from insomnia", they had heard evidence that Moor had suffered for the last four years on his return from Africa with malaria and backwater fever that induced insomnia.

WE DIDN'T LOSE ONE NAIRA ON AIRPORT ROAD – OGIE Decked in complete khaki work dress made popular by his boss, Barrister Osarodion Ogie sauntered into his expansive office with a retinue of other government officials in tow. He apologized for getting to us later than the scheduled time for the interview. In his absence, we were made quite comfortable by his aides. He carries in his well trimmed frame a formidable knowledge of the political terrain which he has successfully navigated since the combustive days of Grace Group. He was Chief of Staff in the first tenure of Comrade Adams Oshomhole as Edo State governor. He currently heads the hyperactive Works Ministry. In a no-holds-barred discussion with our team comprising Emeka Ogbeide, Kenneth Okunbor and Sylvester Uyigue, he exhibited an uncanny ability to confront issues head long. What kind of pressure do you have here as Commissioner for Works? I have no pressure here because as a former chief of staff, I have seen it all. Having been a chief of staff at the inception of an administration, though it has its own challenges, you remember that for a about 5 months there were no commissioners, between me, the governor and the former SSG, we acted as Commissioners for all the ministries. There is nothing in the ministry of works that will overwhelm me. We have done a comparison between when you were a Chief of Staff and a Commissioner. I am in a familiar terrain I have been used to it How are you able to handle all of these considering 40
your background as a lawyer. People expect you to be in administration but you are in a ministry that is very technical. Let me remind you that immediately after the civil war, the first Federal Commissioner for Works was a lawyer. He was in charge of all the infrastructural development that took place during that period. What I am saying is that it is not the first time. The nature of government is that to be at the helm of affairs, it doesn't necessarily mean, you must be an expert, you have to be an administrator it is a policy matter, if you had the right policy, you get the expert to drive it. There are certain roads in the state which are under your ministry specifically upper Ekehuan road. Whenever its rains, that road is not motorable. What is your Ministry doing to address the issue? Yes people will talk about the bad roads that have not been but also let me remind them about the bad roads that have been fixed. Like I said some time last week we have made some progress and what has not been done is more than what has been done and again don't be surprised that for 8 years there was no infrastructural development in the state. The state has been in total decay for 8 years plus and for Oshiomhole to come in, he has to first make up for those 8 years. The level of decay was unprecedented and it is going to take some time to bring the state to a level before we can start running again. Oshiomhole has done a lot though we might not have gotten to Israel but we have left Egypt. When I came here I found out that as a lawyer, engineering work and design are a bit different. To build a good road, there are two things, you can decide to bring gravel, sand and pour Asphalt on the ground and you call people to come and cut tape because you have done a road and that is one type of road and the other, you have to get expert to do the soil test and after the soil test, you do the design and after the design, you now award the road contract. When the governor came in at the beginning, he said he was going to make a change unlike the past administrations where they were building roads for seasons and after heavy rain, those roads are washed off. Back to Ekehuan road, that you mentioned, when my attention was drawn to Ekehuan road, I went there during one of the rainy days, I didn't come out of my car, and from there I saw what the people were going through and of course I brought this before the governor. Also the governor took his time and drove down there and he saw the bad shape of the road and he called Setraco to go and fix the road. I invited Setraco to go and do palliative work there and when they got there they said that they cannot do anything until they do soil test so that they can find a proper solution to this bad spot and they asked for 3 41

to do that and they did the design and the cost came up to 2 billion naira. The question now is if you use 2 billion naira to fix the problem of less than one and a half kilometers, how much will you take to fix the whole of Ekehuan road? First of all when the governor saw the amount, he was alarmed but when he saw the design, and when the engineer explained to him what should be done and that 1.8 billion naira of the said amount will go into building the drainage of about one kilometer to take the water away from that spot and the governor saw reason with what they were saying and we had to reason and take decision and asked Setraco to do a design that will cover the whole of Ekehuan road and I am happy to tell you that the engineers are doing a design that will cover the entire Ekehuan road and we are going to dualise Ekehuan road right from Oba market road to a spot after the bad spot. By the time the contract is awarded and work commences, the hardship currently experienced by motorists will be a thing of the past and I enjoin the people to be patient as government is planning to do a proper job. We are doing a lot of work that would stand the test of time. Is it the same with Upper Siluko road? The case of Upper Siluko is a bit different because there is already an existing contract. The bad part is already a part of the contract given to Hitech and you will notice that Hitech is already doing the drainage and until you do the drains, you cannot fix the road. Ordinarily during the rainy season you can work on the drains but you cannot do earth work, the rain will destroy it so that part of the bad spot in Upper Siluko road is a part of an existing contract with Hitech and once they are through with the drains, work will commence on the road, Was this what you met or your initiative? This contract we are talking about was awarded by Gov Adams Oshiomhole which include the 30 billion naira storm water projects which includes about 12 roads. Amongst these roads are the streets you find around the Teachers House. Then there is Siluko road

contract Phase I that terminates at Textile Mill Junctions and the Phase II was extended to the point you are talking about now. These contracts you are talking about, are all only in Benin City? Everything about this administration is that, the same way we are working in Benin, we are also working in Edo North Senatorial and Edo Central. See attached list of roads constructed and those under construction by Edo State Government. Do you have any of these roads that are showing signs of stress? Knowing the standards of the roads that we have done, they go with drains, if you go to 5 junction today, you will not see flood, Uselu traditional ground that used to witness heavy flooding during raining season is now a thing of the past. The cost of drains is higher than asphalting roads, so when people shout that we spent billions on Airport Road, they have forgotten about the underground drainage which is more expensive than the road itself except you do the drains before the road otherwise flood will destroy the road. The enemy of road is water and if you don't take care of flood, you are wasting your time so when people talk that we spent so much money on one kilo meter of drain they failed to realize that it is equal to one kilometer of road in terms of cost, and if you have walk ways and streetlights, these are additional cost. There is so much information going out there about Airport Road. What is the actual amount the contract was awarded? When the governor said that he wanted to make Airport Road six lanes, these same people who are shouting about the cost said that it was impossible but the governor said that it can be done and we started though the first contractor proved to be incompetent and the man was bold enough to say that I have made a mistake and the earlier I correct my mistake the better and the contract was re-awarded to Setraco Nig. Ltd. They have to redesign the road and make corrections. If you talk about the cost of Airport Road, it is not the Airport Road alone, Vegetable market road, Adesogbe road which is 8 kilo is part of the Airport Road contract, Reservation road, Airport entrance, Ihama, Oni street, Giwa-Amu, Adesuuwa street, 15m, Igiebor 5m, Benin 200 M, Eweka way, 10m, 30, Esogban Avenue, 30, Oko central 16, m, Oko prison, Ukpowan, Ogiesoba, Golf course. When people talk that we have spent billions of naira on airport road, they have forgotten that all the adjourning streets are all part of the airport road contracts. They have walk ways and street lights which is the same way 42

we did around Dr. Samuel Ogbemudia's House. The comrade governor's policy is that, if I do a road, I have to do the roads around the area, so that you change the whole area. You saw what we did at Isonoro, which is the Gani Fawehimi layout, the New Lagos road and five junction, we did about 13 roads, so Airport road is more than the 7½ kilometer you see and when you add up the adjoining streets, you have all 15 kilometer. All these roads go with street lights and walkways. May be the controversy has to do with the initial contractor because nobody has said anything about penalizing the contractor? Every contract we enter into, there is a contract agreement. Has anybody cared to find out if the terms of the contract agreement have not been fulfilled? Every contractor has to come with a bank guarantee and Edo State government did not lose one naira. The comrade governor is an experienced administrator and the contract agreement ensured that Edo State government did not lose one naira in the course of reawarding the Airport Road contract. Why are they (government) not telling the public? Am I not telling you now? You are the eye of the public, you should now tell the public the true story. Before the election, the Comrade Governor had a programme on Independent Television and Radio he spoke so much about this Airport road and there are those who didn't want to hear but the voting public knew and I am sure they have a lot of confidence in him, and that is why they returned him overwhelmingly. They were convinced that he was a man of courage and he took the right decision by revoking the contract and re-awarding it and you can see the difference. Go to Airport road by 7 O'clock in the evening, you will see the streetlight working, you will be happy as somebody from this State. Before the election I could not recognized Sapele road, I must confess. July 2013

We are taking Sapele road street light further to Stella Obasanjo Hospital. What is stalling the re-construction of the collapsed part of the Central Hospital? The Central Hospital building is basically under the Ministry of Housing and Urban development but I can speak on it because government is one. As at today, work has commenced at the site and I can assure you that within one and a half years, the hospital building will be completed. Are there plans to desilt the drains? We must also tell our people to learn to keep their environment clean, we travel outside the state and see the kind of roads that have been built and we come back here to replicate same but you see our people blocking the drains with corn share and other refuse. It is a big problem. Sometimes, when you go out, you see the quality of roads built but the misuse of those roads, is sad. A lot has to do with the habit of our people and as a government; we are going to take some stringent measure very soon. There is a sanitation law in the state and we are going to enforce it. We are sounding notice to the public now. The same way the governor has the courage to ban Okada, the same way, he will have the courage to enforce the sanitation law, so that our people will learn to live a clean life. You cannot spend billions of naira to construct roads and drains and within three, four months, we have messed it up. First of all no government can do all the roads within 8 years. We know were we are coming from and we know where we are now. We have completed design on new set of roads and one of the road is St. Savior. We have to look at the major roads before the subsidiary roads and hopefully by the time we are able to fix the major roads, it will be easier to fix the subsidiary roads and I can confirm to you that St. Saviour is one of the roads that we are awarding soon. Adesuwa College road, Textile Mill, Ekehuan, 100 feet, is a forgotten area in upper Sakponba and is going to be one of the longest road in the Benin municipality it will link Upper Sakponba and Aduwawa with a bridge. The Ekosodin road for the university community. These roads will be awarded this year and next year. I can't hear Evbuotubu and Erhumwunsee in all of these? Like you said, over time, the PWD was phased out, and that was not done by Oshiomhole. When the governor came into office, he created an agency called Rapid Response Agency to take care of what the PWD was doing. I give you an example and a most recent one Holy Rosary road in Ugbowo was bad and the road needed attention. It was fixed by Rapid Response Agency and today that road serves an alternative for those in Medical store road, Okhoro and its environs. We might have been too active in fixing all the bad roads but I tell you that in the area of borehole drilling the Rapid Response Agency have done a lot. In Esan Central part of their responsibilities is also to provide water for the people but my conclusion is that because of scarcity of funds, they might not be able to fix all the potholes in our roads but they have done well within the resources that was available to them. Now politics. Do you have any aspirations? If you talk about aspirations, no aspiration at all. I am a man under authority. I am an aide to the governor, and this governor has just served 4 and half years and it is too early to start talking about any political aspiration.

The burial ceremony of Late Pastor Francis Osikpamobo Shaibu could best be described as a political gathering as the political gladiators in the state were on hand to support one of their own. KIDNEY CARE The kidneys are twin, fist-size organs located at the bottom of the rib cage on either side of the spine. They perform several functions, the most important of which is filtering waste products, excess water, and other impurities out of the blood. These waste products are stored in the bladder and later expelled from the body as urine. In addition, the kidneys regulate pH, salt, and potassium levels in the body, and they produce hormones that regulate blood pressure and control the production of red blood cells. The kidneys are also responsible for activating a form of vitamin D that helps the body absorb calcium to build bones and modulate muscle function. The kidneys' main function is to remove waste products from your blood through urine. Kidneys are essential to having a healthy body. Kidney disease occurs when one or more conditions damage your kidneys, keeping them from operating properly. This can lead to health problems including high blood pressure, weak bones, nerve damage, and poor nutritional health. Illnesses such as diabetes, high blood pressure, and a host of other chronic conditions can cause kidney disease. Kidney disease that gets worse can cause your kidneys to completely fail, which ultimately will require dialysis (a medical procedure) to clean your blood. Types and Causes of Kidney Disease Chronic Kidney Disease The most common form of kidney disease is chronic kidney disease, caused by high blood pressure. Because the kidneys are constantly processing the body's blood supply, they are exposed to about 20 percent of the total blood volume of the body every minute. High blood pressure is dangerous for the kidneys because it can lead to increased pressure on the glomeruli, which are the functional units of the kidney. In time, this high pressure compromises the filtering apparatus of the kidney, and kidney function begins to decline.
and a person will be required to go on dialysis. Dialysis filters fluid and wastes out of the blood, but it is not a longterm solution when the kidneys stop functioning. Eventually, kidney transplant may be an appropriate next move, but each circumstance will be different. Diabetes is also a major cause of chronic kidney disease. Over time, uncontrolled blood sugar will damage the functional units of the kidney, leading to kidney failure. Kidney Stones One other common kidney problem is kidney stones. Minerals and other substances in the blood crystallize in the kidneys, forming solid particles (stones) that usually pass out of the body with urine. Passing kidney stones can be extremely painful but rarely causes significant problems. Glomerulonephritis Glomerulonephritis is an inflammation of the glomeruli, microscopic structures inside the kidneys that perform the actual filtration of the blood. Glomerulonephritis can be caused by infections, drugs, congenital abnormalities, and autoimmune disease. This condition often gets better on its own or is responsive to immunosuppressive medications. Polycystic Kidney Disease Polycystic kidney disease is a genetic disorder that causes many cysts—round sacs of fluid—to grow inside and on the surfaces of the kidneys. These cysts can interfere with kidney function. (Individual kidney cysts are fairly common and almost always harmless; polycystic kidney disease is a separate, more serious condition.) Urinary Tract Infections Urinary tract infections (UTIs) are bacterial infections of any of the components of the urinary system. Infections in the bladder and urethra are most common. They are easily treatable and cause few long-term effects. However, if left untreated, these infections could spread to the kidneys and lead to kidney failure. A kidney infection is also known as pyelonephritis.
