Charity aims to give kids ’lasting memories’

TAMARA SHEPHARD tshephard@insidetoronto.com Scary clowns, a bearded lady, stilt walkers, flashing lights, creepy music and carnival games brought the Creepy Carnival to life on Sunday (Oct. 29) afternoon for approximately 40 costumed children from south Etobicoke’s Stonegate neighbourhood.

The pre-Halloween carnival under a tent offered the children, aged six to 12, overwhelmingly from new-immigrant families in the Park Lawn and Berry roads area, an experience of the Canadian tradition of haunts, scares and trick-or-treating on a grand scale.

The event was the work of Kingsway resident Susan Watt and the Peter Pan Foundation she launched last year.

CYNTHIA REASON creason@insidetoronto.com Priya Ramsingh can remember Oct. 20, 1978 like it was yesterday.

It was, after all, the day the Rexdale novelist had her talent for the written word validated for the very first time by her fifth grade teacher at Melody Village Junior School.

"I remember Mr. Marshall calling all of us together and talking about a student who was a really good writer and how he wanted to award that student with a ’Well Done’ certificate, because he thought they were very talented," Ramsingh recalled.

"I also remember being stunned when he called my name and handed me this special piece of paper with my name on it. Until Mr. Marshall, I never had anybody tell me I was a good

writer, so that was the beginning of me saying, ’This is what I want to do with my life.’"

Fast-forward 39 years, and Ramsingh’s debut novel, Brown Girl in the Room, is finally set to hit book stores on Nov. 7 - an occasion she would love nothing more than to celebrate with the teacher who inspired her lifelong passion for writing.

So far, however, her months-long attempts to track down Robert Marshall - who she believes was in his 30s when he taught her in 1978 - have been unsuccessful.

She’s contacted the Toronto District School Board and the Retired Teachers of Ontario to no avail, and reached out to former classmates and teachers from Melody Village and West Humber Collegiate on Twitter and

Ramsingh’s debut novel, Brown Girl in the Room, is due out this month and she’s hoping to reunite with Mr. Marshall to thank him.

"I have a signed copy of my book just waiting for

him. I’d really like to tell him what a great inspiration he was to me, but I

need to find him first," said Ramsingh, who was born in Trinidad and moved to Toronto when she was five.

"I was a newcomer who’d only been in Canada about five years, and I was shy and uncertain. So to have Mr. Marshall reach out to me and say, ’You have a talent,’ it obviously had a tremendous impact on me."

After graduating from Etobicoke’s West Humber Collegiate Institute, Ramsingh studied English literature and communications in university, before embarking on a successful career path as both a freelance journalist - at one point writing for the Etobicoke Guardian - and communications consultant.

Still, she never fully abandoned her dream of one day becoming a novelist, and began writing Brown Girl in the Room in

her spare time.

By 2015, the half-written book was laying dormant on her desk when a breast cancer diagnosis spurred Ramsingh to complete it.

"I thought of Mr. Marshall and how he told me I had to be a writer, and that helped push me," she said, noting that she finished the book while still undergoing radiation treatment in December 2015.

"At that point, I was late 40s, and I thought ’I have to do this; it’s now or never.’

So I sat down and the story just fell out."

Novelist seeks reunion with ’inspirational’ teacher

New Etobicoke Civic Centre one step closer to reality DAVID NICKLE dnickle@insidetoronto.com The relocation of the Etobicoke Civic Centre from the West Mall to the cityowned Westwood Theatre Lands is one step closer to reality after Mayor John Tory’s executive committee recommended going ahead with more detailed design work and site inspection.

If Toronto council concurs when it meets in November, that means the design put forward by Adamson Associates Architects/ Henning Larson Architects/ PMA Landscape Architects will provide the blueprint for the redevelopment of the lands at Bloor Street and Kipling Avenue.

The civic centre will only

be a part of the $304-million project developing the 13.8acre site. It will also be covered with 20 per cent affordable housing - between 880 and 1,100 affordable housing units - which could be rental housing, if a report requested by the executive committee deems it feasible.

As well, it will integrate an outdoor civic square, a child care centre, a possible Toronto Public Library district branch, a recreation centre and underground parking.

Local Ward 5 Coun. Justin Di Ciano urged the committee to support the plan.

"This is going to bring a new downtown to west Toronto," he said. "It’s exactly what the city needs. The notion of being able to bring

more office jobs into Ward 5 .... We need more of those office jobs."

Mayor Tory said that he might not have supported a rebuilding of the Etobicoke Civic Centre without the precinct redevelopment.

"This is going to give us the opportunity to do something hopefully creative with the site of the existing civic centre," he said. "We can’t look at this as just a civic building. It is going to start with dramatically improved infrastructure that is only going to happen if we’re doing this development as well. If it was just a government building we were putting up I’d say, you know what, let’s not bother.

But it is much more than that."

The Peter Pan Foundation identifies groups of children across Ontario facing unique challenges, and hosts them at several events throughout the year to provide "seasonal spirit and lasting memories" of Halloween and harvest time, Christmas, Easter and summer vacation.

While many other organizations ensure children are provided with necessities, such as food, shelter, education and health care, Watt’s foundation seeks to provide some of the "magic of childhood," she said.

"Through no fault of their own, these kids are living very hard lives and may miss out on the wonder of childhood. The foundation seeks to provide of a little bit of that magic of childhood to those children."

Halloween are "happy memories" for her family, Watt said, as seen in cherished family photos throughout their home.

Watt offered Creepy Carnival to some of Stonegate Community Health Centre’s (CHC) youngest clients who attend the centre’s after-school programs, and activity and recreation programs.

Stonegate is a community of families often new to Canada working paycheque to paycheque living in 70 full-market rent, low-rise apartment buildings, said Carol Barbosa, Stonegate CHC’s manager of health promotions.

Census data indicates a 38 per cent child poverty rate in the neighbourhood.

"The kids are very, very excited," Barbosa said Friday. "They’re going with a friend. The kids are all dressing up (in costume).

It will be a great memory the kids will remember the rest of their lives."

"There’s such satisfaction after all the work is done," Watt said of the

foundation’s events. "Interacting with the kids, for sure, learning a bit about their stories, seeing the look on their faces and how they enjoy it. It’s very rewarding."

While largely self-funded, the foundation welcomes financial contributions to help support its events.

Term limits are a temptation best avoided Sometimes it seems that nobody overstays their welcome so well and easily as does a long-serving city councillor.

With inertia on their side in the form of long-held incumbency, they have an easy time of it come re-election time, or at least some of them do. Voters in some parts of the city don’t seem to know when to get rid of a bad, or even just mediocre councillor.

Last month, Beaches-East York Coun. Mary-Margaret McMahon made it clear she’s not going to be one of those councillors.

She was first elected in 2010, and in 2017, she confirmed she will follow through on what she promised then: she would serve two terms and then step aside.

City politicians, she said, should not stick around more than two terms.

As refreshing as it is to see a politician follow through on her promises and stick to her principles, it is hard to follow McMahon’s reasoning too far - particularly to the point that she has continually advocated: term limits for city politicians.

McMahon has twice put forward motions asking council to set a two-term limit. Doing so, she argues, might promote a more diverse and representative council, and would certainly clear out the old and allow the new to gain a foothold.

If that were all we cared about in a city council, then term limits would make a lot of sense. But in the context of governing a city the size and complexity of Toronto’s, there is more to consider. Which is to say that experience and deep institutional knowledge and understanding is crucial - as is a professional understanding of public service.

That sort of depth can be gained after just a few years in office, perhaps. But it is squandered, if developed in a politician whose political lifespan wouldn’t even run to the end of an elementary school education.

More commonly, city councillors only find their feet after their rookie term in office, and hit their stride in the third and fourth term.

Why squander that?

There is the matter of accountability.

A two-term councillor is really only accountable to the electorate in the second election, after that rookie term. Disappointed voters in the second term have no recourse but to wait it out.

And that leads us to a final point to consider. Incumbency may offer an advantage, but only insofar as voters are apathetic.

If a city councillor has overstayed his or her welcome, it is up to their disappointed constituents to do something about it.

Term limits do nothing but let lazy voters off the hook.

Basing car insurance on postal codes isn’t fair The Kanetix.ca map showing car insurance rates by neighbourhood is something every Torontonian should see.

It looks strikingly like maps showing Toronto’s highest concentrations of poverty.

Angry red the company uses to show highest rates covers North Etobicoke, the Jane Street corridor in North York, the former City of York, Scarborough along Eglinton Avenue and north of Hwy. 401.

It’s white, signifying lowest rates, in places like Rosedale, Lawrence Park, and Bloor West Village.

As my colleague Justin Skinner reported recently, drivers in North Scarborough pay $2,300 on average $950 more than people in the wealthy core.

The Financial Services Commission of Ontario is supposed to make sure the rates are "just and reasonable." They’re based on the vehicles, where drivers live, driving experience, and their accident and conviction history.

But postal codes - just the first half of postal codes carry enormous weight, which is unfair.

I benefited a while, while I lived in downtown North York. Then I moved not far very west, into a postal code for Downsview. My rate took a huge jump.

Yes, there’s a plaza at Bathurst and Sheppard where you can watch people maneuver around the park-

ing lot like they were steering shopping carts at Costco.

But are they so much worse than drivers south of the 401, a short walk from where I live, where rates are much lower?

I had a Civic, Canada’s most popular car, so insurance companies punished me for that. They taught me buying a larger, more expensive, car will pay off if you keep it long enough.

Kathleen Wynne’s Liberal government pledged years ago to cut rates by 15 per cent, and hasn’t.

They’re supposedly dedicated to reducing income equality. The map tells a different story.

I

t has been just over three years since John Tory, former head of the Ontario Progressive Conservative Party, talk radio host and onetime head of Rogers, won the 2014 municipal election and brought an end to the tumultuous Rob Ford era.

It was a long slog, and in it, mayoral candidates Tory, Olivia Chow and Doug Ford spoke to and heard from Torontonians across the city. When it was all done and Tory was mayor, Metroland Media Toronto journalists sat down and distilled not only the promises made by the newlyelected mayor, but also the things that he and we learned about the aspirations of Torontonians.

Only by looking at Tory’s mayoralty through both of these lenses - promises and needs could we come up with an honest assessment of it. And since 2014, we have been assessing Tory through four key categories: transit and transportation, the unification of Toronto and council, diversity, and the city’s relationships with other governments.

Recently, Tory sat down to talk about his record after three years in the mayor’s chair to address these four pillars of accountability.

LEADERSHIP Tory stepped in the mayor’s office as it was being vacated by the late Rob Ford, who by the end of a scandal-filled term had been sidelined by a council fed up with his excesses. Tory came in with a promise to be respectful and build bridges on council and in the city itself.

Three years in, Tory says that he has largely fulfilled that - in spite of some fissures that have appeared on council as former councillor and the late mayor Ford’s brother Doug Ford has announced he’ll seek an electoral rematch. Following that, Tory was forced to fire Ward 1 Coun.

Tory noted that he has also not added any fire to the suburban-vs.-downtown debates of bicycle lanes. He points to polls showing that more Torontonians are feeling better represented in their communities.

DIVERSITY Tory says that he has made real progress in better representing Toronto’s diverse communities, as compared to when he started. Complaints in the 2014 election by businesses led by first- and second-generation Canadians that the procurement process for awarding city contracts was weighted against them have been addressed, says Tory, with an updated procurement process.

And he believes that he has

moved forward on other issues, despite a rocky beginning in attempting to deal with the police ’carding’ racial profiling issue at the Toronto Police Services Board, and a continued difficulty in dealing with Black Lives Matter on the question of armed School Resource Officers being placed in schools.

Tory insists that his push to have the controversial program studied rather than simply abolished was the right one.

"I didn’t believe the program

should be just wiped out," he says. "I heard a lot of parents and teachers say the program is beneficial. What I did support was a review."

Council will see a draft antiblack racism policy this December.

INTER-GOVERNMENTAL RELATIONS In the area of dealing with other levels of government, and promoting Toronto as a place to do well, Tory boasts of success.

After Ontario Premier Kathleen Wynne unexpectedly refused to support a plan approved

by Toronto council and championed by Tory to raise transit funding through road tolls on the Don Valley Parkway and the Gardiner Expressway early this year, Tory embarked on a campaign to shame Queen’s Park into funding both housing and public transit.

After months of relentless criticism - "shaming" - Tory’s strategy bore fruit: as much as $343 million to repair Toronto’s crumbling social housing stock from the province; from the federal government and the Ontario government, billions of dollars in transit funding. And Tory says he made sure to show appropriate gratitude when it came through.

TRANSPORTATION Tory has been criticized for the evolution - some would say devolution - of his promised transit plan for Toronto in 2014, in particular his SmartTrack heavy rail system that would have seen 22 stations on GO commuter rail tracks to join the city together.

As it turned out, that ambitious plan wasn’t feasible, and early in the term Tory presented a different and reduced SmartTrack plan with just six new stations.

Tory maintains that the altered plan is still a win, because it includes light rail lines that hadn’t been contemplated.

"I am proud to say that since we came into office we developed something even more ambitious than SmartTrack. It’s a network transit plan," says Tory. "The city has never had a network transit plan that was multi-modal."

Rather than simply adhering to the notion that the youth of today are the leaders of tomorrow, the Ontario government has taken a step toward ensuring young people can help shape policy decisions now.

At the new WE Global Learning Centre at 339 Queen St. E. on Monday, Oct. 30, the province unveiled YouthVoiceON, a new online tool that allows youth aged 14 to 29 a chance to connect directly with government through social media.

Young people will be encouraged to share their opinions on a variety of topics that affect them, with the provincial government posing questions on a new topic each month. The new platform aims to capture a breadth of youth voices using media young people are familiar with.

"We know that young people have great ideas about how to make our government, our province even more awesome than it is, but we don’t always have a really good way to find out from (youth) what those good ideas are," said Ontario Minister of Advanced Education and Skills Development and Digital Government Deb Matthews.

Matthews noted that youth have already helped steer a provincewide transformation in how students access student aid.

That has led to one-third of Ontario post-secondary students paying nothing for college or university, with another 200,000 receiving grants to reduce tuition.

Minister of Children and Youth Services Michael Coteau said he has seen the passion young people have for many pressing issues, but noted it was crucial to help them reach government with their ideas.

"What we’re doing here today is looking for a way to capture the voice of young people here in Ontario," he said.

Hannah Alper, a 14-year-old blogger, activist, author and motivational speaker, exemplifies how engaged many young people can be when given a chance.

Having pushed for social change through WE, she hopes more young people use YouthVoiceON to bring about progress of their own.

"We are not too young to care and we certainly are not too young to understand the issues that are going on in the world," she said.

on the dog walkers but on Barley and on thanking those who have helped in his search.

"No matter what the outcome is, it’s nice to see that when there’s a need for help, people do reach out and actually help each other.

That’s what’s impressive, so that’s what I’m focusing on."

Jazz festival runs until Sunday

Major study finds untreated hearing loss linked to dementia Although the reason for the link is as yet unclear, a recent Johns Hopkins and National Institute on Aging study shows that seniors with hearing loss are significantly more likely to develop dementia over time than those with normal hearing. Researchers say these findings “could lead to new ways to combat dementia, a condition that affects millions of people worldwide and carries heavy societal burdens.”1 Further, they suggest a common pathology may underlie the two conditions, or that the strain of “decoding sound” over the years puts undue strain on the brain leaving them more vulnerable to dementia. Other speculation includes the social isolation that often results from hearing loss as a factor that could exacerbate dementia and other cognitive disorders.

“Whatever the cause,” the school reports, “their finding may offer a starting point for interventions — even as simple as hearing aids — that could delay or prevent dementia by improving patients’ hearing.”

The third annual Etobicoke Jazz Festival starts today.

Sixteen artists perform at eight venues during the festival, which runs from Nov. 2 to 5.

Feature presentations take place again this year at Long Branch Legion 101.

Polish film festival starts Monday The ninth annual Toronto Polish Film Festival returns to the city Nov. 6 to 12 at Revue Cinema in Rocesvalles Village.

The Ontario government will now announce next year the company that will design, build and finance the future redevelopment of Kipling Station in to a regional transit hub.

Ontario Transportation Minister Steven Del Duca said Tuesday at Kipling Station the government has now

closed the request for proposals to design and build the hub.

In April, the minister announced Kipling subway station would become a major transit hub integrating subway, regional rail and interregional bus services.

At that time, Del Duca said the government would

name the successful proponent this fall.

The government is integrating the TTC subway, GO Transit train and local and regional bus services, including GO, TTC and MiWay, into a single mobility hub that will include a new terminal and better access for drivers, cyclists and pedestrians.

As chief of Toronto Fire Services, Matthew Pegg knows all too well the deadly impact of carbon monoxide poisoning.

"Toronto Fire Services respond all too often to CO (carbon monoxide) incidents and are keenly aware of the lethal effects of carbon monoxide poisoning," Pegg said in a statement.

"It is essential, and the law, that Toronto residents living in a home with a fuel burning appliance have a working CO alarm outside of every sleeping area."

That’s why Pegg was on hand at Toronto Fire Station 444 in Etobicoke recently for the Insurance Bureau of Ontario’s (IBC) donation of 150 CO alarms to the Renforth Drive fire department.

As part of its campaign to raise awareness about the need for CO alarms in all homes with a fuel burning appliance or attached garage, IBC has so far donated 1,000 alarms to fire departments across Ontario, and will be donating an additional 1,500 units over the course of the fall.

"Despite the serious threat of carbon monoxide

poisoning, many Canadians do not have carbon monoxide alarms in their home," Kim Donaldson, IBC’s Ontario vice president, said in a statement.

"Events like today’s help create awareness about the steps Ontarians can take to protect themselves and their families."

Etobicoke Centre MPP Yvan Baker and Coun. Stephen Holyday were also present at the Oct. 20 event to support IBC’s donation of CO alarms to local residents, as well as to raise awareness of the dangers of CO poisoning.

"I am happy to be here today to support IBC’s donation of carbon monoxide alarms," Baker said in a statement. "Carbon monoxide poisoning is preventable. Donations such as these help raise much needed awareness in our community of the importance of guarding against carbon monoxide. My hope is that today’s donation will help save lives."

John Gignac, a retired veteran of the Brantford Fire Department, founded the Hawkins-Gignac Foundation for CO Education following the deaths of his niece, OPP Const.

Laurie Hawkins, her husband Richard and their two young children, Cassandra and Jordan, due to CO poisoning in 2008.

"We can’t change the past and bring Laurie, Richard, Cassie and Jordan back, but we can change the future by ensuring that what happened to our family never happens to another," Gignac said in a statement.

"There’s a reason carbon monoxide is called the silent killer. You can’t see, smell or taste it. The only safe way to detect the presence of this lethal gas is with a working carbon monoxide alarm."

"Please protect yourself and your family and install at least one CSA approved CO alarm in your residence today," Gignac urged. "Don’t wait for tragedy strike."

Ontario law requires that carbon monoxide alarms be installed in all residential dwellings that contain at least one fuelburning appliance (e.g., gas water heater or gas furnace), fireplace or an attached garage.

hat Torontoâ&#x20AC;&#x2122;s bike culture is changing and growing rapidly is made apparent by increased numbers of bike commuters and leisure/ sport riders on the cityâ&#x20AC;&#x2122;s roads and paths, and the financial resources devoted to them. But two less well-known cycling disciplines, street riding and cyclocross, are gaining a foothold among Torontoâ&#x20AC;&#x2122;s twowheeled enthusiasts.

Street riders go freestyle and use ramps, man-made and natural obstacles, as well as their own bikes to perform stunts

and jumps of outrageous athleticism. Cyclocross riders follow a set cross-country course over rolling terrain and varied surfaces, at some points even hoisting their bikes up and running with them. These two off-the-main-road sports recently found outlets in the city.

Montreal-based The Rise Bikes brought its Party Master Tour to Toronto cyclists in partnership with Dufferin Street bike shop ZM Cycle & Fitness. The boutique frame manufacturing companyâ&#x20AC;&#x2122;s pro

demonstration team took to area venues with local fans and riders to test their skills.

The Midweek Cycling Club, in cooperation with Batemanâ&#x20AC;&#x2122;s Bike Company, holds weekly cyclocross clinics and races at Etobicokeâ&#x20AC;&#x2122;s Centennial Park in the late summer and fall. Riders of all ages and experience ride high and low perfecting their off-road abilities, with a competitive edge.

That’s certainly a medical issue that arises," he said.

Most people, Boulos said, can absorb a onehour hit at night one way or the other, but people with sleep disorders such as insomnia are hit worse.

While it’s tempting to stay up later Saturday night, Boulos suggests to people to take full advantage of the extra hour of sleep this weekend.

"In the fall, don’t play the clock. Get the full hours of sleep that you’re entitled to," he said.

However, police don’t see a noticeable increase in pedestrian-struck accidents on the day or week Daylight Saving Time ends.

"The collision numbers are pretty much static - even in some cases an ever-so-slight drop (in collisions involving pedestrians) during that one week," Toronto police traffic services spokesperson Const. Clint Stibbe said.

But the season as a whole, and the month of November in particular, does show a rise in road accidents.

Stibbe said weather is the primary factor in the increase in collisions from Sept. 15 to Dec. 15, and shorter daylight hours are another factor.

"There are periods where say 5 p.m. we’re getting to the dusk period or even dark period, especially if there’s a heavy rainstorm," Stibbe said. "You’ve got a number of people that are crossing intersections along with less lighting, maybe inclement weather such as rain, and when those factors get mixed in along with a driver making a mistake, unfortunately (this) results in a pedestrian being struck or several pedestrians being struck in a short period of time."

The clocks fall back an hour on Sunday, Nov. 5 and Toronto police are warning drivers that November is the worst month for collisions involving pedestrians in the city.

So, can the end of Daylight Saving Time play a role in the rise of pedestrians getting hit?

Toronto police don’t believe so, saying there is no significant change right after the time change. The increase begins in the middle of September and ends by the middle of December, when daylight hours are generally shorter.

But, Dr. Mark Boulos, sleep neurologist at Sunnybrook Health Sciences Centre, who agrees that the shorter daylight hours and weather conditions play a role in the increase in collisions, says time change could also play a role.

"The thing that messes people up is that our bodies are used to a 24-hour cycle, what we call the circuit and rhythm ... The body is very much in tune. That’s why you tend to do the same thing over and over each day at around the

same time, generally speaking, particularly sleep and wake cycles.

"When you mess things up by pushing it forward an hour or pushing it back an hour, you disrupt that," he said.

For some people, this can result in poor sleep or sleep fragmentation, which could factor into collisions.

"Disrupting the circuit and rhythm has also been linked, particularly with the spring change, to heart attacks, strokes and so on.

Some 20 teams dressed in Halloween costumes raced their beds along Bloor Street West between Montgomery and Royal York roads on the morning of Sunday, Oct. 29.

Beaulieu Vision Care took home the pumpkin trophy this year after participating in the bed race every year since its inception.

All money raised from the annual bed race supports Dorothy Ley Hospice programs and services.

Anyone may refer or request support through the community program by contacting Dorothy Ley Hospice.

Dorothy Ley Hospice also offers a residential program for people aged 16 or older with a prognosis of less than three months to live on the Trillium Health Partners site opposite Sherway Gardens.

The Palliative Care Centre has 10 private care suites and serves as many as 200 people a year who are residents of west Toronto, the Mississauga/Halton region and to the broader health care community.

Anyone who applies to the hospice’s residential program is required to have their attending health care professional complete a common palliative referral form.
