The big glowing TORONTO sign that made its debut at Nathan Phillips Square last July could become a permanent fixture in Toronto’s downtown — along with other, more abbreviated signs, that would travel around the city for special events. Toronto’s economic development committee voted Tuesday to approve the plan to make the sign permanent and come up with another, more portable version. Committee Chair Norm Kelly said the sign, which has become a fixture since it was created to promote the 2015 Pan Am Games, has turned into a promotional signpost for the city. “I can tell you that people around the world have responded very favourably. It also helps to highlight City Hall. One of the most retweeted photos of Nathan Phillips Square is the sign — an iconic City Hall with explosions and fireworks going off in the background said Kelly. Indeed, according to city staff the sign has taken flight on social media, with 122 million social media impressions since it was installed July 5, 2015. From May 12 to 14, a student Steel Band will perform alongside an array of artists, school tours featuring memorabilia from bygone years will see the light of day and an alumni dinner dance will invade the Woodbine Banquet Hall. Tickets are at www.whci50th.myevent.com WHCI hopes to showcase its growth since the school was built in 1966 while honouring the five decades of history during its reunion weekend. “Sometimes you have perceptions of the neighbourhood, that it’s changed and it’s a rough and tough neighbourhood,” said principal Dilawar Alvi. “But when you see the graduates from this school, back then and even now, it

kind of dispels the myths.” Dilawar referred to not only the former students who reached fame such as David Visentin from W Network’s Love It or List It or Hodan Nalayeh who founded Integration TV, but also those
who found success away from the spotlight. “There are some amazing people who’ve walked through these halls,” Alvi said. “We’re celebrating all the different decades of success.” That celebration is still
ironing out details such as finding keepsakes from WHCI for their decade rooms Susan Stoddart, a WHCI teacher for 25 years who heads the WHCI 50th anniversary committee said she is looking forward to catching up.
“It would be great to see the students I taught,” Stoddart said. “Because I’ve been doing the student council stuff, there’s always the past presidents and the people on the council, who get to know those kids differently.” Alana Rampersad, who will graduate in West Humber’s 50th year and assists the anniversary committee, summed up the organizers’ attitude. “I want everyone to talk to each other from different decades about things that have changed and things that have stayed the same.” Rampersad said. Students and staff agree their favourite memories of WHCI were the class trips from environmental studies excursions to the Everglades National Park in Florida to canoeing in Haliburton. “(Camp) is a totally new experience for so many of our students,” Stoddart said. “That’s where I find you get to know the kids on a different level, outside of the classroom.” Rampersad was a camp
leader for two years herself at Camp Manitou, describing her time there as “an amazing experience.” Hodan Nalayeh, who graduated WHCI in 1993 and founded a popular Somali diaspora video series called Integration TV, shares Rampersad and Stoddart’s love of the school camping trips and plans on making an appearance at the anniversary. Nalayeh’s Integration TV first appeared on Citytv in 2013 before going online only, attracting 2.5 million views on YouTube. “When I was going to West Humber (CI) it was a very interesting school because first of all there wasn’t a lot of Somalis in Toronto,” Nalayeh said. “But I loved West Humber (CI). Students swim for a cause in memory of classmate LISA RAINFORD lrainford@insidetoronto.com Halle Glen, a Grade 11 student at Silverthorne Collegiate Institute, said her late friend, Abby Fedosoff, would appreciate her friends raising awareness and funds to help fight the stigma of mental illness. Abby, 15, was a competitive swimmer, writer, and artist. Unbeknownst to many of her friends and teachers, the Markland Woods-area resident lived with ObsessiveCompulsive Disorder (OCD), an illness she kept to herself. Shocking those who loved her, Abby took her own life on April 17 last year. “Abby was the first person you’d see every day who would give you a compliment and a hug,” Glen recalled. Glen is part of the enriched math program at Silverthorne Collegiate, a class Abby took as well. It was their teacher, Nancy Nieuweboer, who spearheaded a fundraiser to raise money and awareness for the Centre for Addiction and Mental Health’s (CAMH)
‘One Brave Night,’ an all-night challenge to defeat mental illness. Silverthorne’s Team Abby is hosting a swim-athon on Monday, April 18, at the Runnymede Collegiate pool where team members will swim as many laps as they can in half an hour. Thirty teens are swimming and another 40 are volunteering to help, said Silverthorne principal Sam Iskandar. They are in the midst of raising pledge money. The event also serves as a way to commemorate the one-year anniversary of Abby’s passing. “I think she’d like it,” Glen said when asked what her friend would think of the swim-athon. “It’s not just in her memory, but it’s helping other people with mental illness. If we can help save one person’s life, she’d like that.” If Team Abby encourages others to not only raise funds, but also to talk about mental illness, it has succeeded, Glen added. “Mental health is something we need to get more people talking about,” she said.

One in five Canadians will experience mental illness or addiction in their lifetime, yet two thirds of those live in silence, according to CAMH statistics.
When Iskandar approached Abby’s parents about the swim-athon they thought it was an “awesome” idea. “Abby loved to swim. She swam competitively
for Etobicoke,” her mother, Jennifer, said. “We worry about her friends a lot because of what happened. I thought (the swim-athon) would be good for them to do because it’s
also a physical activity, which is great for their mental wellbeing. They’re a great group of kids.” The teens participated in last year’s One Brave Night, which took place one night after Abby died. “It made them feel like they were doing something,” Jennifer said. Nighttime is the most difficult for those who live with mental illness, according to CAMH. It is in the darkness that they feel the most alone. One Brave Night calls on Canadians to share one night by staying up and fundraising in an effort to inspire hope in those who are suffering with mental illness. In addition to Team Abby, Jennifer has formed another group comprised of the Markland Woods community. Instrument library right step in making Toronto a music city

new pilot project that allows library patrons to borrow a musical instrument simply with their library card is a big step in the right direction. The Sun Life Financial Musical Instrument Lending Library officially launched this past week at the Parkdale library, now giving the opportunity for aspiring musicians to sign out instruments ranging from violins and guitars to a full-size keyboard and a banjo. It’s a step in the right direction in making music more accessible to the community especially for the youth as well as those who can’t afford to buy goodquality instruments. Just as several organizations have seen the value in youth playing sports by subsidizing expensive equipment, this program shines a light on the value of youth playour view ing music to enrich their lives. It’s also a step in the right Pilot project direction in making Toronto a opens music to music city by cultivating homegrown talent. everyone It was fitting that in attendance at the launch event were two successful Canadian musicians – Juno Awardwinning artist Chantal Kreviazuk and her husband, Our Lady Peace frontman Raine Maida. Maida told Metroland Media Toronto that he didn’t have access to musical instruments until his brother bought one when he was 12 years old. To ensure more kids have that opportunity to play music, Maida and Kreviazuk donated a guitar and keyboard of their own to add to the 100 instruments already in the collection. The community can support this initiative, too. Residents can donate their own gently used or new musical instruments to this pilot program, which runs until the end of 2017, and help it grow and expand to libraries across the city. Instrument donation drive
There’s a Musical Instrument Donation Drive, which continues until May 7, and things are off to a great start. Calls have already come in from people wanting to donate such instruments as bongo drums, French horns, flutes, erhu (Chinese fiddle) and midi controllers. NDP crisis has been a long time in the making Last weekend, the New Democratic Party membership did what is unthinkable among mainstream Canadian party politics and ousted their leader Tom Mulcair. The shockwaves carried across the land: the NDP, stalwart voice of Canadian progressive thinking, is in crisis! Of course, the NDP has been in crisis for years and particularly for those of us watching from Toronto. Although you certainly can’t blame the late Jack Layton, it’s easy to mark the beginning of that crisis with the former federal NDP leader’s electoral success and then his death, both in 2011. The NDP was briefly the Official Opposition in Ottawa. As Stephen Harper’s Conservatives used their majority government to alienate much of the country, the NDP became a de-facto government in waiting. But it wasn’t just that collection of newly elected MPs that walked away with expectations raised. Layton
david nickle the city himself offered inspiration from his death bed. Love, he told the country, is better than anger. Hope is better than fear and optimism, better than despair. New Democrats, at least politically, cherry-picked: Optimism and hope, that the party that had traditionally been a third-party left-of-centre conscience, might persuade voters to allow them to lead; and also fear, that if they led too much with their leftof-centre conscience then they’d never win. It was a bad and selfdestructive lesson. The Ontario NDP forced a costly provincial election in 2014, rejecting in conscience the most left-ofcentre provincial budget that a Liberal government had ever put forward. Leader Andrea Horwath made some gains for the
party, but in Toronto lost some of the party’s most historically secure seats. The same year, Olivia Chow turned a commanding lead in the polls to a thirdplace finish in the Toronto mayoralty race, with a campaign that did tack more to the left, but was timid and unambitious. And last year, Mulcair did much the same thing federally, when he led the party to a place somewhat to the right of the Liberals, and predictably collapsed. It was enough to wipe the slate clean for New Democrats in Toronto. Now there seems to be strong interest in the grassroots of the party in turning back to its progressive roots, embracing as many members have, the so-called Leap Manifesto, which urges the party to return to its environmentalist, socially- and economically-inclusive roots. But don’t count out the lure of power to eclipse conscience. Alberta New Democrat Premier Rachel
Notley is still providing a lone successful example of the pragmatism that has proved so toxic to the party. At the convention, she provided a reminder the only way to make that stick for more than one term is to lighten up on the pipeline opposition. You’d like to think that in this age of surging U.S. presidential hopeful Bernie Sanders and “Sunny Ways” Justin Trudeau, the original Canadian party of hope and social justice and change would be in an unambiguous position to capitalize on the mood, and maybe use that to take their shot at forming a serious progressive government one day. Instead, the NDP is tangled in its own ambitions. Disentanglement will take time, and when it’s over, who’s to say what will be standing in its place?

would be removed. The public would have the experience with the ranked ballot for a period of elections and could make an informed input about whether to retain it. The public might conclude that ranked ballot builds are consistent with our traditions. We select party leaders with a series of ballots until one leader gets more than 50 per cent of the vote. Our laws, our companies, and our supreme court decisions are based on majority votes often with consensus building compromises. It would seem very consistent to also select our city representatives by a majority vote. Joseph Polito

W
hen voters decided in 2010 that Rob Ford should be the third mayor of amalgamated Toronto, they had some ideas of what to expect. The city councillor from Ward 2 had told them he would build a subway on Sheppard Avenue and kill Transit City; that he would stop “the gravy train” and save tens, if not hundreds, of millions of dollars that he said were currently being wasted. The $60 vehicle registration tax would be gone, and so would at least a part of the land transfer tax. And perhaps most importantly, the political and administrative complacency at Toronto City Hall would get a very good shakeup. As matters transpired, that last point is one of just a few voter expectations that did come to pass. Ford, who died at age 46 last month after a fight with cancer, shook things up from bottom to top at Toronto City Hall during his single four-year term as mayor, alongside his brother, Ward 2 Councillor Doug. But as to lasting changes? Early in the term, Ford did deliver on some of his promises. Hours after taking office, Ford announced that Transit City “was dead,” and for the remainder of his mayoralty, it was. He kept his promise to repeal the $60 “car tax” without difficulty – most other mayoral candidates had made the same promise, as had councillors from across the political spectrum. He and council persuaded the provincial government to deem the Toronto Transit Commission an essential service, ending the possibility of transit strikes even as it drastically reduced the city’s bargaining power for collective agreements. And through Doug Holyday, his first deputy mayor, Ford negotiated hard with inside and outside workers and avoided a strike. Although he wasn’t able to eliminate job protection clauses in the collective agreements that prevented wholesale contracting-out of garbage collection, he was able to do so enough See page 22 »

YouTube appeal launched to find suspects in 16-year-old cold case Homicide investigators have launched a YouTube appeal for information into the 2000 stabbing murder of 17-year-old Alexander “Sasha” Kalaba in Etobicoke. Police responded to a 911 call at the Trillium Health Centre in Mississauga Friday, Feb. 18, 2000 at around 10:15 p.m. “The victim was discovered in the hospital suffering from stab wounds previously received inside a vehicle at 296 Mill St. in (Etobicoke),” Toronto Homicide Det. Drive-by shooting sends one to hospital Police are investigating what appears to have been a drive-by shooting early April 12 in north Etobicoke. Const. Jenifferjit Sidhu said officers were called to the Dixon Road and Kipling Avenue area at 4:39 a.m. after receiving reports of a shooting.
Once on the scene, Sidhu said police located an 18-year-old man who had sustained gunshot wounds. “The victim advised that the person shot him from a vehicle,” she said of the victim, who was conscious and breathing as he was

Man wanted in sex assault case Police from 22 Division have released a security camera image of a man wanted for questioning in a potential sex offender investigation. It is alleged that on Tuesday, March 29 at around 12:30 p.m., the suspect sat down next to a 23-year-old woman on the westbound subway of the TTC’s Bloor/ Danforth line, then proceeded to place his hand on her lap twice before disembarking the train at Kipling station in Etobicoke.
The suspect is described as being 25 to 35 years of age, 5’10”, with brown hair in a ponytail. He was wearing beige pants, a black jacket, brown boots, and a beige baseball cap worn backwards. He was carrying a black computer bag. nnovation is driving patient satisfaction, health-care delivery and keeping wait times among the shortest in the Greater Toronto Area at Etobicoke General Hospital’s emergency department. Senior hospital administrators rolled out numerous innovative initiatives in the past year intended to better patient experiences in its emergency department, a top priority at Etobicoke General, hospital officials said. EGH average The hospital’s wait time challenge is to 1.1 hours keep wait times provincial in its emergency average department the 3.1 hours same as its patient volumes continue to rise in a space designed in 1972 to handle half the 70,000-plus patients it now treats each year, said Dr. Naveed Mohammad, William Osler Health System’s vice-president of medical affairs and an emergency department physician at Osler’s Etobicoke General and Brampton Civic hospitals. Last month, patients in Etobicoke General’s emergency department waited an average 1.1 hours for a Physician Initial Assessment, which is the time it takes to see a doctor. The provincial average was 3.1 hours. In Ontario, triage nurses in hospital emergency departments use the five-tiered Canadian Triage and Acuity Scale (CTAS) as a tool to prioritize patient need. Patients with life-threatening conditions – triage Level 1 – are seen by a doctor immediately. The CTAS guidelines for Levels 2 through 5 are assigned time frames ranging from 15 minutes to two hours. In recent months, Etobicoke General rolled out a pilot Physician In Triage (PIT) shift in its emergency department. An emergency department doctor worked eighthour shifts Sundays, Mondays and Tuesdays at the intake desk helping triage nurses assess patients. Next month, the PIT shift becomes an instituted practice. “We’ve had to become quite innovative and ingenuous,” said Mohammad, who leads organization-wide improvement initiatives working with physicians at Osler’s Etobicoke General and Brampton Civic hospitals. Central West LHIN’s (Local Health Integration Network) emergency medicine lead. “The (PIT shift) pilot worked. Physicians and nursing staff have confidence in it. It will really be a boon to patients.” The PIT shift gives patients faster access to a health-care professional, Mohammad said. “If someone has a sore throat, a doctor can see them right there and prescribe the appropriate medication,” Mohammad said. “If it’s more complicated, we can order tests. Doctors seeing patients start the triage right away to avoid the wait. It was a Godsend when influenza hit in the community, and also hit among our nurses and physicians.” Another innovation – emergency room doctors order an agreed-upon set of tests for patients presenting with certain conditions, including chest pain, asthma or abdominal pain. Nurse practitioners now work as “physician extenders” in the emer-

gency department. “Nurse practitioners are able to see patients sooner if a doctor is busy elsewhere,” Mohammad said. “They bring the case back to the doctor. It means patients are getting to a health-care provider and treatment decisions are being made for a patient faster.” Patient experience is a growing measure in health care globally, and in Ontario, including at Osler’s hospitals, said Susan deRyk, Osler’s vice-president of patient experience.
“We’re really trying to involve our patients and families in their treatment and care and help design our programs and model our care with that in mind,” deRyk said. “We all want to be treated with dignity and respect. We want to be involved in our health care and its decisionmaking.” Patient experience officers wear red vests and work as conduits between emergency department patients and families, and nurses and doctors from 10 a.m. to 10 p.m., seven days a week. “Part of the goal of the program is to support patients and families while they’re waiting, to make them more comfortable, to ensure they get the information they need about where they are in the journey,” deRyk said. “People come to the emergency department at their most vulnerable, when they’re in pain or sick. We let them know, at all times, doctors and nurses are paying attention to their care. They’re not forgotten.”
Each month, Osler surveys an average 1,125 discharged Etobicoke General inpatients, and an average 596 discharged emergency department patients. Patients are asked their level of satisfaction with their care, what could be improved, and whether they would recommend the hospital. That information then informs frontline patient care, deRyk said. “We take that information and put it on an electronic dashboard so managers, doctors and frontline staff can see the feedback within 24 hours,” deRyk said. “We are able to make real-time improvements and immediately go to action planning. That’s what makes it unique.” deRyk reported a 10 per cent increase in patient satisfaction with Etobicoke General’s emergency department from December through mid-March versus the same time a year ago. “It speaks to all the improvements and innovations,” she said.

Find out rent costs near TTC stations How much does it cost to live near every TTC subway station? A new rental map attempts to answer that question. The map posted by Sky View Suites finds, not surprisingly, units near downtown subway stations have the most expensive rents on average. For example, you could pay $1,800 for a one-bedroom condo near King station, but under $1,000 for the same kind of unit by Main Street station. One surprise is the relative affordability near Union Station where apparently a two-bedroom unit condo can be rented for no more than $2,500. Sky View says it calculated the average asking price based on a year’s worth of condo rental data, assuming rents and property values will continue to rise per year. Toronto’s bike share program is about to get a lot larger.
rahul gupta TO in TRANSIT The Toronto Parking Authority (TPA), which oversees Bike Share Toronto, announced it will purchase 1,000 new bikes and 120 new bike docks in 2016. That’s more than double the amount of bikes available for rental currently. Currently you can find bike share docks only in the downtown, but with the planned expansion there’s now a good opportunity to install the first stations north of Bloor Street. Got something to say about parking or the availability of car share spots? The city wants to hear from you. From now until the end of April, you can fill out a short online survey indicating your preference, or antipathy, for how streets
make use of street curbs, whether that’s adding or removing parking, restricting lane use or adding more transit and bike stops. You can also report problem curb areas for city staff to investigate. Also, on Tuesday, April 19, Transportation Services will host a presentation of its curbside management strategy at city hall beginning at 6:30 p.m. FESTIVAL PROVES TUFF ENOUGH for TTC wFILM
The Toronto Urban Film Festival, also known as TUFF, will celebrate its 10th anniversary this year. It was in danger of having the lights turned off for good when a major sponsor pulled out. This week, however, the festival announced it will soon begin accepting submissions for 2016. TUFF 2016 runs from Sept. 10 to 18. ‘Extensive consultation’ planned for future of park >>>from page 1 during a community meeting in February when residents were given a glimpse of one of the proposed concepts for the project. That proposal, presented by consultants Baird Sampson Neuert, suggested the construction of a 12,000-squarefoot pavilion in Humber Bay Park East, featuring a welcome desk, washrooms, food concession, meeting spaces, outdoor decks and administrative offices. Etobicoke-Lakeshore Councillor Mark Grimes said many people walked away from that initial presentation with the wrong idea that the proposed pavilion would be developed for purposes akin to those of a banquet hall. “A lot of people who weren’t even there (at the meeting) were up in arms about it. There was a lot of misconception, a lot of petitions going around with the wrong information, and there was a huge outcry,” he said of the controversy. “So I came out and said,
‘Listen, if there’s opposition to (the pavilion), I will not be supporting it.’ But we are going through a process and there’s going to be extensive consultation.” Part of that consultation includes the formation of the aforementioned Humber Bay Parks Project Community Resource Group, which consists of residents and park patrons, as well as representatives from neighbouring businesses, community organizations, environmental groups and waterfront land users, among others. After last week’s meeting, the group expects to meet four more times over the course of 2016 to “provide input, guidance and advice” for the Humber Bay Parks Master Plan and proposed pavilion. Just one meeting in, Moore said a pavilion proposal of the scale that was causing so much turmoil just a few weeks ago now appears to be off the table. “Where it’s at right now is (the city) is saying ‘Look, we’ve

heard loud and clear that you don’t want a 12,000-squarefoot event facility in the park, so we’re not going to build one.’ What they are going to do, they said, is take a look at what people might want to do indoors at the park, and based on that look at what makes sense,” Moore said. “And I think that’s a really good strategy.” The pavilion, however, is just one facet of the improvement

projects being considered under the Humber Bay Parks Master Plan, whose purpose is threefold: - to establish a vision and design to protect and enhance the highly valued naturalized landscape, habitat and recreational uses in the park; - to improve safety and access to the park; - and to ensure that proposed improvements respond to existing and future needs
of the community and city residents. Pavilion controversy aside, that the city has agreed to engage in such a process – and to finally invest some much-needed capital funds into Humber Bay Park East and West – is a “good news story”, Grimes said. “Ever since I was first elected (in 2003), I’ve been asking for capital funds for improvements down at Humber Bay Park. We’ve got all this great public realm down there with a billion-dollar view of the Toronto skyline, but the park is in rough shape – we’ve got park benches that are beyond disrepair, broken light standards, cracked walkways, gardens that are rotted out,” he said of the Toronto and Region Conservation Authority (TRCA)-owned, city-operated parkland that spans 43 hectares of waterfront at the mouth of Mimico Creek. “This is great waterfront that’s dilapidated – that doesn’t happen downtown, so I’m not going to let it happen in my
ward. I fought for the funding, and what we’ve got now is a good amount of money to invest in the park – and I think we should be looking at that as a positive.” For Moore’s part, what he’d most like to see at the end of the Humber Bay Parks Master Plan process is the rejuvenation of what he described as a “great community asset.” “The park is such a nice combination of a wild space that’s right beside our city. I feel like you can get in there to explore and feel like you’re really not in the city anymore, which is what I really like about it,” he said. “But it’s also a park that needs a lot of work, and I think there’s a lot of opportunity here to make it better – and that’s why I joined (Humber Bay Parks Project Community Resource Group). “I think we’re moving in the right direction now and I just hope that the kerfuffle over the large pavilion is behind us so that we can move forward constructively together.”

Etobicoke York Community Council decided last week to try to designate the former St. Agnes Anglican Church in Long Branch as heritage.
City moves to protect heritage of former St. Agnes Anglican TAMARA SHEPHARD tshephard@insidetoronto.com The former St. Agnes Anglican Church in Long Branch could be on its way to heritage designation, Etobicoke York Community Council has decided. The unanimous vote last week is intended to preserve the building’s cultural heritage value as its new owner decides on an “adaptive reuse” to residential development of the 1958 Ecclesiastical Modern style former St. Agnes church and adjacent rectory. Designed by Murray Brown & (Gresley) Elton Architects, who also designed Long Branch Library, the church building has been on a city list of heritage properties since 2006. St. Agnes Anglican Church closed in 2005. The Anglican Diocese of Toronto leased the church to various church groups until its sale last year to 2480670 Ontario Inc. Gil Shcolyar, president of 2480670 Ontario Inc., asked community council in a letter to defer its decision to allow time for him to develop proposals in collaboration with Toronto Preservation Services staff, he said. In return, Shcolyar had agreed to make no demolition application to the city for 180 days after community council’s meeting April 5. Councillors instead voted to recommend Toronto City
Council state its intention to designate the two properties under the Ontario Heritage Act. Paul Oberst, Shcolyar’s architect on the project, told councillors Shcolyar hired him to come up with an “adaptive reuse” design. Council’s move to designate the properties under the Ontario Heritage Act came as a shock, he said. “It is already listed,” Oberst said of the church. “It’s not up to today’s standards. Next thing we know, there is an intention to designate it.” Community council voted to also recommend Toronto Council include the church’s rectory on the city’s heritage register. Oberst said he is working with Toronto Preservation Services to preserve heritage aspects of the building. But developing the church for residential use won’t be easy, he said. “It’s a tough little building to use because the floor is so high and the building is so small,” Oberst said. Toronto Preser vation Services city staff said in a February report the former St. Agnes’ Anglican Church and rectory meets the Ontario Heritage Act’s criteria for determining cultural heritage value or interest. City preservation staff identified the former church and rectory’s “traditional elements with a Modernist style” as representing a “high degree
of artistic merit.” Further, its historic value is in its association with the “growth and development of Long Branch from a Victorian summer resort to an independent village to a City of Toronto lakefront neighbourhood,” staff stated. The church’s historic value is also associated, city staff said, with the history of St. Agnes Church parish. It grew from temporary Anglican community houses in a tent in 1919 to an independent parish with full facilities and programs that “played a significant role in the Long Branch community for over 85 years,” the city report stated. Etobicoke York Community Preservation Panel supports the city’s Heritage Preservation Services staff recommendation to designate the two properties at 69 Long Branch Ave. and 24 Marina Ave., said Brian Mooney, chair of the panel. The panel also supports Toronto Preservation Board’s vote in March that Toronto City Council state its intention to designate the two properties, Mooney added. Toronto Council will vote whether it will seek to designate the property under the Ontario Heritage Act. Then Shcolyar has 30 days to appeal to the Conservation Review Board. The board then makes a recommendation to city council, which can choose to follow it or not.

Announcing year 3 of Queer Media Arts Project (QMAP) QMAP is a youth-led arts based initiative in its 3rd year, designed to provide safe space in Rexdale for lesbian, gay, bisexual, trans gendered/ trans sexual, questioning (LGBTQ) youth. This program is presented in collaboration with REX Pride, LOVE-Leave Out Violence and Rexdale Community Health Centre. We are delighted to be among the first to create sustained arts programming in support of LGBTQ youth in Rexdale. The new partnership between QMAP and the Rexdale Community Health Centre has resulted in comprehensive mental health services sensitive to the needs of LGBTQ youth, and expanded safe space in North Etobicoke.
Toronto Police Services and youth-led workshop initiatives in 2015/16. In Year 3, QMAP will be presenting two class series. One will focus on a presentation at Pride Toronto 2016 and the other will see the creation of the second edition of Rex Pride Magazine a compilation of artwork, resources and stories created by and for LGBTQ youth. The Toronto Central Community Care Access Centre (CCAC) wants to recognize the unsung heroes who help others live with comfort, dignity and independence in its third annual Heroes in the Home caregiver recognition program. This program recognizes all types of paid and unpaid caregivers, including family members, neighbours, friends and health care workers who selflessly provide skilled and compassionate care. Nominees might include a wife caring for her chronically-ill husband, a son helping his elderly mother live independently, or a personal support worker whose home visits are essential to a person with disabilities. Caregivers such as these are the everyday heroes in our midst – and Heroes in the Home is an opportunity to recognize them for their contributions. Many nonprofit organizations rely on the unsung contributions of volunteers to meet their mission statements, which may otherwise never be realized. When seeking volunteer opportunities, men and women can quickly become overwhelmed by the volume of options available to them. But not all volunteering opportunities are equal, so prospec-

CAA launches its worst roads campaign RAHUL GUPTA rgupta@insidetoronto.com Caroline Grech won’t hazard to guess which Ontario road will receive the dubious honour of Worst Road for 2016. Grech, of the Canadian Automobile Association’s South Central Ontario chapter (CAA SCO), announced the launch of the CAA’s annual Worst Roads campaign, which allows anyone to nominate and vote for the most potholestrewn, congested or plain unsafe road, bridge or highway in the province. The campaign runs until April 29. “Last year I tried to guess the worst road, and I was completely wrong,” said Grech on Wednesday, April 6. “It could be a Toronto road, outside the GTA, anywhere.” Two thousand roads were nominated as part of last year’s campaign, and this time around you can nominate individual sections, Dufferin Street from Bloor Street to Dundas Street for example, in the case of larger roads, Grech said. “A lot of streets cross multiple municipalities, they’re so long,” she said. “Even within Toronto there are stretches of streets which are so big, which may have fixed and unfixed sections. It’s a little more specific, and that will also help us when we go

to municipalities (to advocate for repairs).” Last year’s worst road was Algonquin Boulevard in Timmins, and Dufferin finished third joined by Bayview Avenue which rounded out the top 10. Grech said she wouldn’t be surprised to see the same streets make this year’s list although significant roadwork on both Dufferin and Bayview was completed last year. Grech pointed to past problem streets like Steeles Avenue which made the Worst Roads list six times in a row, but has since dropped off. “It’s a dubious distinction, people don’t often like to (be associated with) the worst road, and now it doesn’t even register. No one votes for it, it’s been fixed,” she said. Tens of billions of dollars in new infrastructure funding is required to fix the province’s worst roadways, said Geoff Wilkinson from the Ontario Road Builders Association (ORBA). While the ORBA meets with
municipalities and regions across the province regularly to discuss road infrastructure improvements, Wilkinson said it was up to groups like CAA SCO to push for better funding. “We look at the deficit that’s there with municipalities in terms of their transportation infrastructure deficit,” he said. “There’s a significant amount of work required, and when we look at what the provincial government spends on an annual basis, tens of billions is a huge number in comparison,” he said. Wilkinson said ORBA’s research shows there’s a definite link between traffic congestion and roads in dire need of maintenance. “It affects speed limits, commute times, the routes which are chosen to travel,” he said. “We’re seeing there are people who will definitely stay away from certain roads, which causes congestion in other areas.” To vote for a road, visit www.CAAworstroads.com
