Police are still seeking suspects, witnesses to Donald Beckles’ murder Community mourns his loss at vigil CYNTHIA REASON creason@insidetoronto.com Saturday evening, people in the community, friends and family attended a vigil to honour the life of Donald Beckles, the 46-year-old man who was shot to death outside his townhouse in Jamestown last month. The day before, police released security footage of the moments immediately before and after the fatal shooting. The video images, cap-

tured shortly after 11 p.m. on Monday, March 30, show a dark-coloured car pulling up to the scene about 50 metres from where Beckles, a hearing-impaired husband and father of two, stood smoking a cigarette off-camera at his 163 Jamestown Cres. townhome, Homicide Det. Murray Barnes said during a news conference at police headquarters last Friday morning. “As you will see in the footage, two suspects arrive in a dark-coloured, four-door vehicle,” Barnes said, noting that there was at least one other person involved in Beckles’ murder – a driver who remained in the vehicle during the shooting. “They drove past Donald, they saw him standing on the threshold of his door,

and as soon as they came around the corner, they got out, they hugged the wall, they ran around, and they executed him right where he stood,” Barnes added, noting that police believe Beckles was targeted because “he was the first person these killers saw”. “Where he fell indicates to us that he didn’t see them, he didn’t hear them...and he didn’t have a chance to run.” Beckles’s mother, Edith, who was also on hand at the media briefing, said watching the surveillance footage of her son’s killers was “very hard”. “I pray that the person or persons who murdered my son, if this is their first senseless act of taking a life, I pray that this is their last. There is a better path to travel in this walk of life – a path of love and respect for others, and it is not too late,” she said, pleading with those responsible to come forward and turn themselves in. Toronto Homicide investigators, Barnes said, believe there are still some members of the community with information about Beckles’ murder, Toronto’s 11th homicide of 2015, who have yet to share what they know with police. “His killers do not deserve the protection of the community’s silence,” he said. “Any information, no matter how small, is very important to this investiga-

olunteer recognition: it’s important, but doesn’t need to be expensive. As we’re in the midst of National Volunteer Week, many organizations across the country that rely on volunteer efforts are busy acknowledging those efforts. And for good reason. According to Statistics Canada, 12.7 million Canadians volunteered for nearly two billion hours in 2013. That’s a lot of work being put into making our communities stronger. Though it may seem counterintuitive – as volunteering tends to be a selfless act – recognition is nevertheless important. According to Volunteer Canada, studies show that volunteer retention rates are linked to recognition. So what are organizations and causes to do? Resources are limited. Yet the time and expertise of volunteers are critical cogs to getting jobs done. One recent study, published by Volunteer Canada, suggests there’s reason for optiour view mism. According to the organizaa win-win tion’s 2013 National Volunteer Recognition Study, the ways people want to be recognized tend to be the most cost-effective ones, such as “being thanked on an ongoing, informal basis.” Least-preferred methods included items like banquets and formal gatherings. “Few volunteers want to be thanked in public ways,” states the Key Findings section. “But they do want to know the impact of their contribution.” So here’s a challenge: if you’re an organization, take this week as an opportunity to review your recognition practices and get to know your volunteers a little better. Engaging your volunteer base may spark conversations and ideas that can be of mutual benefit. If you’re a volunteer, don’t be afraid to ask how your efforts are making a difference. Finally, if you’re not already a volunteer in some capacity, consider becoming one. The average contribution in Canada ranges from two to four hours per week, according to Statistics Canada. It may not be about the recognition, but the benefits of meeting people, learning a skill and contributing to your community (a key point in the Volunteer Canada survey). Council only has two choices when it comes to future of Gardiner Expressway

A

h, what a relief! Councillor Jaye Robinson and Mayor John Tory and, with any luck, a voting majority of Toronto council are going to end the debate over the Gardiner Expressway’s future once and for all, and will do so by the summer. “This is a once-in-alifetime decision and we need to make sure we get it right,” said Robinson, in her capacity as chair of the Public Works and Infrastructure Committee. Robinson said that at a Tuesday news conference, made necessary by a bit of reporting by Oliver Moore at The Globe and Mail, about certain leaked details of an environmental assessment report looking at options for the crumbling elevated expressway. By now (as you read this) the report will be out and the first public consultation on its con-

david nickle the city tacts will have occurred. But as I write this, I have only Moore’s word on its content: Robinson and city staff would not confirm the most likely option, a ‘hybrid’ that reroutes part of the expressway at ground level, would cost about $900 million. That’s a lot of money, but it would provide a lot of benefit to a lot of people: first and foremost, the developers at First Gulf who are planning a massive redevelopment of the Unilever site. The development would create thousands of jobs, and generate millions of dollars in revenue to be put toward Mayor Tory’s SmartTrack plan – the surface rail project that would run right through the First Gulf

project. Given that, council really only has two choices on its plate: either tear down the whole expressway as earlier suggested, or go with this hybrid model. This will not only help with vehicular congestion, but political congestion too. For more than a decade, the future of the Gardiner Expressway has been a political pinch point for the left and right on council. The left has, broadly, favoured the simple removal of the elevated highway. That option dovetails with the views of late urban planning guru Jane Jacobs and others, in that it would open up the city’s waterfront to pedestrians. The broadly-defined right on council, meanwhile, has put considerable political energy into maintaining the thing – on

the largely correct theory that right-of-centre voters from the suburbs feel that the expressway there is a kind of entitlement, even as every spring and summer it flings pieces of itself onto the hoods of cars travelling below it. These and other engineering conundrums surrounding the Gardiner have thus been subsumed in an existential fight between left and right on council for the course of the debate. The future of the Gardiner itself has always been something that could wait. But not anymore. The injection of First Gulf might be what it takes to break the standoff between the Jane Jacobs and Ayn Rand sets on council. Here’s hoping.

South Etobicoke community set to New street names in get another multi-building complex Humber Bay Shores Two residential towers and a commercial building approved for Lake Shore, east of Park Lawn West-end councillors gave the green light this week to another large, multi-building development proposal in Humber Bay Shores. Etobicoke York Community Council (EYCC) expressed unanimous support for the mixed-use development – which includes two residential towers of 49 and 14 storeys, as well as a four-storey, 3,544-square metre commercial building – to be constructed at 2161-2165 Lake Shore Blvd. W. (east of Park Lawn Road), during its monthly meeting on Tuesday. The application put forth by the owner of the prop-

the development will contain a total of 660 residential units, plus five levels of underground parking that will provide 605 residential parking spaces and an additional 100 spots for visitor/ commercial parking. In their report to EYCC, city planning staff recommended that the city enter into a Section 37 agreement with the developer in order to secure the following community benefits: n a cash contribution of $250,000 to be paid to city and used towards local park/ trail improvements; n another cash contribution of $250,000 to be paid to city and used for public art improvements in Humber Bay Shores Park; n and $500,000 towards the design and construction of the Village Court East. The chosen names for the proposed new roadways, which will be located within the site at 2143 to 2183 Lake Shore Blvd. W. and 80 Marine Parade Dr., all have “historical relevance” to the community, according to a city staff report.

Silver Moon Drive and Shore Breeze Drive, the report states, are names that acknowledge two former motels that operated along Lake Shore Boulevard West, while Annie Craig Drive will share its name with one of two steamboats that ran from Toronto to the Humber River in the late 1800s. The Marginal Boulevard will commemorate its samenamed predecessor, a 1921 roadway which was to make a complete loop around the city and then extend along the waterfront – that latter section would later become known as Lake Shore Boulevard West. And lastly, Crow’s Beach Lane acknowledges the beach that was formerly located where the Palace Pier condo development now sits. – Cynthia Reason

The Pan Am Games run July 10 to 26. Parapan Am Games take place Aug. 7 to 15. Reducing demand on transportation throughout the city is part of the Games’ five-point transportation plan, Gary Jamieson, team

Police HOV lanes’ enforcement begins June 22. “There will be officers on motorcycles for more-rapid deployment to accidents. Keeping the Games Route Network running is imperative to the Games,” said Toronto police Const. Craig Brister, Pan Am/Parapan Am business and community liaison. “HOV lanes will be heavily patrolled, especially in Toronto.” HOV lanes revert back to its two-occupant regulation from July 28 to Aug. 18, Brister reported. The Games’ Integrated Security Unit, comprised of many member police services including Toronto police, has reported a medium threat level for the Games. In addition to security sweeps of venues, Games’ security will use “intelligenceled policing,” Brister said. Brister said the security unit will look at what has happened around the world, as well as what is happening and

what could happen. “This is not the G20,” he said. “This is not a security event. It’s a sporting event... It doesn’t have the political baggage of an Olympics or the heads of state.” For him, planning ahead is key to a positive experience during the Games. “It’s going to be a busy time. Plan ahead. Think about where you’re going to be and when so what’s going on in the city has the minimum impact on you.” Councillor Stephen Holyday said he thinks the Games will be a long-lasting legacy for Toronto. “I’m excited about it,” he said. “It’s a great time to welcome visitors from all over North America, and to see and showcase our city. In the 1960s, Mackay and other volunteers traveled weekly to Etobicoke public schools to test the eyesight of children younger than seven for a Queensway ophthalmologist. Mackay worked on Queensway’s volunteer board for a decade before becoming its president in the 1980s. She went on to become one of the first women on the hospital’s board of governors chairing its nurses’ and fundraising committees. Mackay is keen to share the spotlight among all the hospital’s dedicated volunteers. “Everyone is so dedicated. There are so many good volunteers.�

Proceeds from sale funds mission to Nicaragua to build and fix water wells >>>from page 1 a.m. to 2 p.m. – will once again support the church’s ongoing mission trips to build and repair water wells in impoverished regions of the Central American country. “All of the items people donate to us for the sale, we will transform that into water in Nicaragua,” said Paul Payne, a deacon and youth co-ordinator at Richview Baptist. To those ends, the church is currently seeking donations of saleable items for this year’s fundraiser – everything from new and gently used clothes and shoes, to books and games, to furniture and electronics, among others. “To us, it’s all just stuff, but to people in Nicaragua with no access to clean water, those items that people donate are life-changing, life-altering, and life-saving,” Payne added. In fact, over the span of the last five years running its mission trips, Payne said Richview Baptist has used the money raised from the church’s annual fundraising sale to send 74 missionaries to Nicaragua to undertake projects in partnership with Water Ambassadors Canada and Bridges of Hope. Payne said the church hopes to continue that good work during this year’s upcoming trip in August, when the church will send a group of 20 or so missionaries to the mountainous Matagalpa region of Nicaragua for a week. “Our goal this year is to repair four wells for communities that are currently walking miles and miles for dirty water – complete restorations to ensure they get clean water,” he said, noting that each well repair will cost about $2,000 and take a day or so to complete. “We also have plans to build a house for a family of nine, and we’re going to bring another dental clinic, to do extractions, fillings,

and cleanings for people. And we’ll also go back to feed the maternity ward for two nights.” None of it will be possible, however, without the Etobicoke community’s support of Richview Baptist’s upcoming garage sale, which acts as the primary fundraiser for mission trips. Payne said there are several ways local residents and businesses can help out. Those with saleable items they wish to donate to the sale can drop them by the church, located at 1548 Kipling Ave. (two blocks north of Eglinton Avenue West), over the next three Sunday mornings (April 19 and 26, and May 3) from 9:30 to 10 a.m., or Tuesday evenings (April 21 and 28, and May 5) from 7 to 7:30 p.m. Additionally, businesses and individuals wishing to donate restaurant gift cards, spa treatments, gift baskets, retail gift certificates, entertainment and amusement park passes, attraction and sporting tickets, etc towards the event’s silent auction, are also being sought. And, last but not least, Payne said Richview Baptist is in need of dozens of additional volunteers to step up

to help make the sale a success. “We could use 100 people, but we’ll take what we can get,” he laughed, noting that volunteers are being sought to help sale organizers sort and display sale items the week leading up to the event, as well as to help out with organization and cleanup on the day of the sale. Volunteer hours, he added, can be provided to high school students wishing to help out. “This event, for us, is more than just a sale and lots of great deals – it’s all about community. It’s about bringing our community together, from our seniors to our youth, to help make a lasting footprint in a community 3,500 kilometres away. And it’s about educating people about clean water and teaching them that we can all be very resourceful if we work as a team,” Payne said. The rain-or-shine event will take place at Richview Baptist Church, 1548 Kipling Ave., on Saturday, May 9 from 8 a.m. to 2 p.m.

Dancing In The Third Act Co-produced by Arts Etobicoke, Lakeshore Arts and the City of Toronto, Dancing in the Third Act is a unique seniors’ dance project created by award-winning choreographer Randy Glynn. Dancing In The Third Act is a signature project of the City of Toronto’s Cultural Hotspot project in Etobicoke: toronto.ca/culturalhotspot Under Glynn’s guidance, 12 seniors with little to no dance training bring their indefatigable strength, endurance and life experience to an intimate and playful piece. The senior participants receive 3 months of intensive dance training and rehearsal that culminates in 3 professionally staged public performances. Our Etobicoke cast has company members ranging from 60-86 years of age and is currently in rehearsal week 6 of 12.

It’s not unusual for audience members to know or recognize the musicians in the orchestra. “There’s a community feel to it. musicians could perform the masterpieces of the classics – for fun. In 1960, Rose rented the local YMCA for rehearsals and with support from neighbourhood newspapers spread the word. By year’s end, the orchestra boasted 90 performers. The first concert was performed Feb. 22, 1961 and played to a full auditorium of friends and family. Following the inaugural season, the orchestra sought a charter from the Ontario government to form the Etobicoke Philharmonic Society, whose objective is to “promote, encourage and foster the performance of serious music, as well as to promote amateur talent and encourage the development of musicians in the community.”

Ideal volunteer opportunities for youngsters Youngsters are often enthusiastic about volunteering, and that enthusiasm only increases when kids find the right volunteer opportunities. The following are a handful of places that typically offer volunteer opportunities tailor-made for youngsters who want to give back to their communities. Nature cleanup: Kids can join large groups to clear beaches and parks of litter and debris, all the while spending a few hours outdoors in the sun. Soup kitchen: Soup kitchens may open Middle school students and high schoolers’ eyes to the reality that not everyone is as fortunate as they are, instilling a sense of obligation to the less fortunate

Some shelters may not allow kids under the age of 18 to have direct contact with the animals, so parents should inquire ahead of time.

If your ride was tagged improperly, all you have to do is remove the tag and resume riding. GO is planning to remove any tagged bikes by the first week of May. Faustina Fury continues to give back hope Ball hockey tournament in May supports juvenile arthritis and juvenile Type 1 diabetes

CYNTHIA REASON creason@insidetoronto.com The Faustina Fury Minor Atom Select team is once again banding together to champion the causes of two of its young players at its 2015 Giving Back Hope fundraiser. All money raised at this year’s main event – the Bar Down by the Lake ball hockey tournament in May – will again go towards supporting juvenile arthritis and juvenile Type 1 diabetes: chronic diseases that impact the day-to-day lives of teammates Jake Da Luz, 11, and Avery DiMaria, 10, respectively. To those ends, event coorganizer Jen Magnus said half the proceeds from this, the 3rd Annual Giving Back Hope fundraiser, will support the juvenile arthritis research team at SickKids Hospital that helped give Jake his mobility back, while the other half will go to Warren Retrievers, a non-

profit service dog organization that provided a diabetic alert dog to Avery. “This team is such a good team at supporting everybody, both on and off the ice. They’re very, very supportive of each other – and that doesn’t end on the rink,” said Magnus, Avery’s mom, of the team’s commitment to the fundraiser on behalf of Jake and her daughter. “Their friendships go beyond hockey.” Both Jake and Avery’s “perseverance and determination” to live full and active lives despite their sometimes debilitating conditions served as the original inspiration behind the Giving Back Hope fundraiser, which the team first launched back in 2013. So far, that inspiration has paid off – the annual fundraiser raised more than $6,500 in its first two years. And with this year’s Bar Down by the Lake ball hockey tournament, Magnus said she and

The three-on-three co-ed event will include a round robin tournament, with a championship round and awards presented to the winning team in each age category. Openings for teams in each

So basically if your policy has 2 million you are covered for 2 million regardless of the insurance policy of joe shmo. Make sense? The best thing to do is speak with a broker. Make sure you have enough insurance to cover you if you are hit. Think about how much you would need if you could never work again. This is a very real possibility for some of my clients. Then once you have that number, make sure you are covered for that amount. Yes, insurance is already expensive, however saving money could cost you dearly later. Satellite dialysis centre coming to Etobicoke General: Hoskins Ontario Health Minister Eric Hoskins recently announced government support of a future satellite dialysis centre at Etobicoke General Hospital. Etobicoke resident Robert Johnstone is one of a “significant number of patients” served by Etobicoke General who will soon access dialysis closer to home rather than traveling three times a week to Brampton Civic Hospital for treatment, hospital officials said. “This new satellite dialysis centre will help to ease a significant burden for patients suffering with kidney disease who will soon be able to access services closer to home,” Hoskins said in a statement. “Today’s announcement demonstrates our government’s commitment to putting patients first, connecting them with quality services in the community.” William Osler Health System, which operates Etobicoke General and Brampton Civic hospitals, is one of 26 Chronic Kidney Disease Programs across Ontario. Last year, it saw more than 72,000 patient visits at Brampton Civic Hospital. As need grows for dialysis services in Etobicoke, hospital officials said the new satellite dialysis centre will help improve patient experience and support “Osler’s vision of providing patient-centred health care without boundaries.” “The satellite dialysis centre aligns with Ontario’s Action Plan for Health Care – “Patient’s First” by

The future dialysis centre will include 36 stations and provide pre-dialysis treatment and haemodialysis for patients, along with home dialysis training, hospital officials said. That medical building will house a number of outpatient programs and services, including seniors’ wellness, mental health and addiction, COPD and cardiac. “Osler’s new satellite dialysis centre will offer treatment closer to home for our renal patients and greater access to the services this community needs most,” Osler president and CEO Matthew Anderson said in a statement.

To work as a returning ofďŹ cer, you must be a Canadian citizen, at least 18 years old, and live in the federal riding where you’re applying to work.

As a returning ofďŹ cer, it’s your job to manage the election in your riding. The work is varied, challenging and rewarding. If you have project management experience, with strong skills in ďŹ nance and human resources, this may be the job for you.

Pay Rates and Work Conditions Pay rates are set by regulation. The current fee for an election period is about $24,000. You can expect to work close to 500 hours in the year leading up to an election, at a rate of $49.44 per hour. Returning ofďŹ cers are appointed for a 10-year term. During this time, you must remain non-partisan.
