tumour. While the news was devastating for her family, they and a raft of supporters have gone on to ensure the legacy Meagan left behind was a positive one. Following her passing in 2001, Meagan’s mother Denise decided to start Meagan’s Walk, which has become an annual

Islington JMS student heads to Ottawa to compete Abir Elahi, 13, studying two hours a day for upcoming Canadian Geographic Challenge An Islington Junior Middle School student has been chosen as one of just 20 finalists from across the country to compete in the national final of the Canadian Geographic Challenge. Thirteen-year-old Abir Elahi was selected by the Royal Canadian Geographical Society (RCGS) to participate in the Ottawa competition this May, after performing well at previous contests at both the local school and provincial levels. Even before emerging as Islington JMS’s champ, though, Abir had his sights set on the national finals – preparing for each stage by utilizing a number of resources, including the Canadian Geographic Challenge Study Zone, the Canadian Oxford School Atlas, his class geography textbook, and countless books from

the library. “(Geography) is a subject area that has always excited me,” the Grade 8 student said in a statement. “It enables me to expand my knowledge base of different cultures and geographical masses.” During the provincials in March, Abir and other participants in grades 7 to 10 were tasked with answering 50 questions in an online, multiplechoice format quiz, with a maximum of 30 seconds to respond to each. Scores were then recorded by RCGS and used to narrow down the provincial/territorial champions, who have since been invited to compete at the national level. In addition to being chosen as one of those Canadian Geographic Challenge national finalists, Abir is also a member of Islington JMS’s

Science Challenge team (University of Toronto), Gauss Math Team (University of Waterloo), and still finds time for art and to play Captain Hook in the upcoming school play Peter Pan.

His next challenge will come this May, when he’ll travel to Ottawa for the Canadian finals. The national championship is made up of three rounds: one which requires students to complete geographic field work; a semi-final round that consists of a written test; and a final round that sees the top five finalists square off in a game show-inspired competition. Principal Rocco Coluccio said he’s confident Abir will do his school proud, describing him as a likeable and funny student who’s very focused on his goals. “He studied – and is still studying – for at least two hours per day,” Coluccio said in a statement. “We are extremely proud of Abir’s accomplishments and know that he will bring his A-game to the national finals.”

Eat 2 Feed TO is coming back to Montgomery’s Inn on May 1. The brainchild of Good Food For Good founder Richa Gupta, the Eat 2 Feed TO dining series is aimed at bringing the community together for a delicious, healthy meal, while also helping to improve local access to fresh produce. “It’s dining for a purpose,” Gupta told The Guardian before the March launch of the bimonthly series, which donates 100 per cent of its profits to benefit FoodShare Toronto’s G o o d Fo o d program. Three-course “The idea meal on May 1 behind Eat supports local 2 Fe e d TO is simple: to food producers bring together great partners; enjoy a world-cuisine inspired dinner with local food and wine; and be in a truly unique atmosphere – all this while making a difference in the community.” For just $55, diners at the event will enjoy a three-course meal of Mexican and Indian flavours, including: Oaxaca arbol Mexican sliders, a coconut curry quinoa bowl, and Ka Shu Cake for those who prefer a vegan diet; or a non-vegan menu of endive chicken tacos, chicken tikka skewers, and ginger ice. New police chief should listen to his own voice

oronto’s new police chief, Mark Saunders, is going to be hearing from a lot of people telling him how he should do his job. The one voice he most needs to listen to is his own. He is a 32-year veteran of the Toronto Police Service, most recently serving as deputy chief prior. He also served in a number of high-profile units including guns and gangs, and homicide. Saunders also makes history as being Toronto’s first black police chief. He said he understands many may view that as meaning he can magically improve the relationship between police and the black community which has been strained due to the “carding” policy that critics say unfairly targets black youth our view in the city. However, he warned residents at his introductory press Saunders must conference at police headquarters he does not have “superpowquell desire to ers.” Fair warning, and the right we believe. overpromise approach, Saunders has to be careful in these first few weeks about overpromising and making people think he will change things done by the outgoing chief, Bill Blair, that were considered unpopular. He needs to remember he is a police chief, not a politician. That, of course, won’t stop the politicians from coming after him if he won’t bend to their will. One area where Saunders can have an impact is by reaching into Toronto’s many different communities. Blair held numerous town hall meetings hosted by the different police divisions which were usually well attended but rarely confrontational. This wasn’t enough to convince some of the city’s communities he was a chief of the people, understanding life in the streets. Saunders must get this message through. He must be highly visible to residents. He must show an intimate understanding of the daily challenges of life in marginal neighbourhoods and he must motivate the leaders in these communities to advocate on his behalf. Saunders should go a step further and attend town halls organized by youth groups and organizations representing different multicultural communities. Having visibility and compassion for circumstance will go a long way to winning the trust and respect in the neighbourhoods and communities where he needs it most.

City council begins untangling the knots of the food truck compromise

O

ur new mayor spent last year campaigning on a great many things – but one of John Tory’s earliest causes was also one of his most common-sensical. It boiled down to this: What the dickens is wrong with a food truck at the side of the road? Tory raised the issue about a year ago, when the notably mayor-free Toronto council was wrestling the deep philosophical question of how many food trucks can one fit on the doorstep of a restaurant. Council wasn’t sure. Owners of restaurants of the stationary variety thought there shouldn’t be any, as food trucks offered unfair competition. Food truck owners, meanwhile, called baloney, and pointed out that the rest of the world seemed to be able to sustain both

david nickle the city fine dining establishments and roving food vendors. And demand for this kind of thing is growing everywhere. In the end, council supported a twisting knot of a compromise: food trucks needed to operate no closer than 50 metres to the front of a restaurant, should they park in pay and display spots in the downtown. Tory offered tacit support for the policy as council approved it but made it clear he thought food trucks should be encouraged rather than restricted. No more red tape, at least not very much. The food truck industry could use that kind of TLC. Over the past year, the

restrictions of the original policy were such that only 17 new food trucks bothered to lay out for the $5,000-a-year license. On Tuesday, Toronto’s Licensing and Standards Committee took a baby step toward that vision, on the one-year anniversary of the approval of the new food truck bylaw. Licenses need not be year-’round affairs, and sensible food-truck operators that really only want to operate in warmer months can purchase them for a bit less. Fifty metres becomes 30 metres as the minimum distance between restaurants and food trucks. Tory and council could stand to relax that distance regulation even further. Food truck operators would of course be happiest with no distance requirements but would settle for 15 metres, opening up more

possibilities for locations. All of which might make restaurant owners – particularly those with smaller restaurants that specialize in take-out – nervous about the competition. Food trucks do have one advantage, in that they can, if business goes sour in an area, pull up stakes and set up somewhere else. A failing brick-and-mortar restaurant has no recourse but to close up. But restaurants on the edge have far more factors affecting them than the prospect of an RV-sized lunch counter pulling up outside for a few hours. In 1919, Herbert Ackrow was caught on film watering his nicely matched pair of work horses in the West Humber River which ran through his farm, located on the west side of Hwy. 27, north of Rexdale Boulevard. Herbert lived in the house on the hill to the right, likely built by his grandfather, John.

and today this beautiful river valley is all parkland with hiking trails leading to the Humber Arboretum.

Tibetan cultural centre receives funding for seniors’ programming

Organization to receive $24K through the New Horizons for Seniors program CYNTHIA REASON creason@insidetoronto.com Every weekend without fail, Choekyi Dorjee and a group of eight other elderly mothers head down to the Tibetan Canadian Cultural Centre (TCCC) in south Etobicoke to give back to their community. Just last week, the ladies were rewarded for their dedication to volunteering at the centre with the announcement that seniors’ programming at TCCC is set to receive $24,000 through New Horizons for Seniors – a federal grant program aimed at supporting projects led or inspired by seniors like Dorjee and her friends who make a difference in the lives of others. “I’m really glad to know that we received this funding and thank you very much to Canada,” she said in a translated interview with The Guardian last Thursday afternoon, following the funding announcement by Etobicoke-Lakeshore MP Bernard Trottier and YorkSimcoe MP Peter Van Loan, leader of the government in the House of Commons. “I come and volunteer here for all events and I get the opportunity to meet with other seniors. It’s really nice to have the centre so we can be all together, as well.” Now, thanks to the New Horizons funding, Dorjee and other senior members of the TCCC community will have even more reason to come down and visit the centre in the near future.

TCCC President Tsering Tsomo said the $24,000 funding influx will be funneled towards programs such as intergenerational “Learning Lunches”, as well as seniors’ health and wellness programming, and various outings around the city. “This particular project that the funding was received for, we’re hoping that we will be able to get the seniors together for some activities that will help them physically and mentally, as well as intergenerationally,” Tsomo said at the April 16 announcement. “Many of our seniors are retired and don’t know what to do with themselves, but we know that they have a lot of experience they can share, so we want to have some ‘lunch-and-learn opportunities where our seniors can share their knowledge and information with youth. And the youth, in turn, can teach our seniors things like how to use internet or English language lessons.” Tsomo said many of her

seniors have also expressed an interest in using some of the funds to start up yoga and meditation classes, as well as bringing in Tibetan doctors to talk to them about chronic illnesses and how to deal with those issues. Another portion of the funding might also be earmarked for a prayerful celebration of the Dalai Lama’s

upcoming 80th birthday on July 6. For Trottier, a frequent guest of Tibetan seniors at their Titan Road cultural centre, word that the New Horizons funding had come through for TCCC came as welcome news – especially given the steady influx of Tibetan Canadians into his riding.

“More and more, people of a Tibetan background are moving here to EtobicokeLakeshore...and it’s a very multi-generational migration – there are children, there are young people and there are many seniors,” he said in an interview. “The nice thing about the New Horizons for Seniors program is that it engages seniors amongst themselves, yes, it but also engages them between generations...where children can learn from their grandparents. That, to me, is just so valuable, so we’re happy to help create that opportunity. It’s not an expensive program, but it really becomes an important program in people’s lives.” Another aim of the New Horizons for Seniors program, Van Loan said, is to

help decrease the social isolation felt by so many isolated seniors, through local grassroots initiatives accessible to them in their own communities. “Our government understands that Canadian seniors play a central role in this country. They’ve earned our respect and our admiration, and they deserve our support and help to enjoy the best quality of life possible...” he said. “We also understand the need for local grassroots initiatives, and that’s why our government has the New Horizons for Seniors program and why that program is so important.”

attended. “One of our students said ‘I’m going to make 1,000 cranes for Meagan’ and that little thought sparked something in the student community.”

More and more students began using their free time to make origami cranes, and eventually they were used to decorate the chain link fence and trees around Our Lady of

NOTICE OF DETAIL DESIGN AND CONSTRUCTION Highways 401 and 427 Pavement and Structure Rehabilitation Ministry of Transportation G.W.P. 2037-13-00 THE PROJECT The Ontario Ministry of Transportation (MTO) has identified the need for the following three projects: • Resurfacing of the Highway 401 eastbound and westbound lanes from Kipling Avenue to Mimico Creek, approximately 2.7 km; • Structural rehabilitation/replacement of the Humber River Bridge #4 (Site 37-188/4) on the Highway 401 (W) – Weston Road (N/S) ramp; and • Structural rehabilitation of the Rexdale Boulevard structure over Highway 427 (Site 37-982). The detail design phase for the proposed works is anticipated to be completed by: • Contract 1 – June 2015 • Contract 2 – January 2016 • Contract 3 – January 2017 THE PROCESS The proposed work is following the process for a Group ‘C’ project under the MTO Class Environmental Assessment for Provincial Transportation Facilities, (2000) (Class EA). The environmental assessment (EA) process documentation to be prepared for this project is an Environmental Screening Document (ESD) (for each contract), which is not made available for public review and comment. Mitigation measures to address potential environmental effects of the proposed works, as identified in the ESD, will be specified in the construction contract documents. CONSTRUCTION DETAILS The proposed construction of the pavement resurfacing of the Highway 401 eastbound and westbound lanes from Kipling Avenue to Mimico Creek is tentatively scheduled to begin in late August 2015 with completion anticipated in November 2015. The work will be performed utilizing nightly lane closures. The structural rehabilitation/replacement of the Humber River Bridge #4 (Site 37-188/4) on the Highway 401 (W) – Weston Road (N/S) ramp is tentatively scheduled to begin in May 2016 with completion anticipated in November 2017. The structural rehabilitation of the Rexdale Boulevard structure over Highway 427 (Site 37-982) is tentatively scheduled to begin in May 2017 with completion anticipated in November 2018. The staging will consist of lane shifts at the bridge location and potential closure of one lane in each direction. All ramps will remain open daily, but may require occasional nightly closures. Advance traffic warning signs will be posted in the area to advise the public of traffic restriction and lane closures. Construction is planned to take place during both daytime and nighttime hours from Monday to Friday. However, extended working hours (i.e. periodic weekend work) may be required in order to complete the construction on schedule. Sorrows. “It was sincere and incredible and magical that all these people came together for one person,” Ogonek said. That outpouring of support has only grown over the past 14 years as more and more people have joined in for the annual event. Last year, some 3,000 walkers raised more than $400,000 through the walk, which culminated in a giant group hug around SickKids. “We have the walk, our gala, school programs and third-party events, and those are all an opportunity to share awareness, share our message and fundraise,” Denise Bebenek said. “The walk is our big event, but it’s always been about sharing a message of hope 365 days a year.” While the walk bears Meagan’s name, it has become a symbol of compassion and care from youngsters to youngsters, with various schools in the GTA and elsewhere hosting their own events and participating in the yearly walk. “We always say, ‘every school has a Meagan,’” Bebenek said. Brain tumours are the leading cause of cancerrelated death for those under 20, with between 400 and 500 Canadian children diagnosed with a brain tumour each year. Meagan’s Walk aims to put an end to that. Eva Avramis of the SickKids Foundation noted the funds raised go toward brain tumour research, educational and clinical initiatives at the hospital. “Because the funds are

able to support so much research, that translates to better care at SickKids,” she said. “It offers hope to so many families, and not just families of kids with brain tumours – families who have lost children and families of children with other conditions.” The group hug around the hospital at the end of Meagan’s Walk adds an extra bit of hope for children inside, who feel the compassion and love from outside. Seven-year-old Charley Bloor, who was diagnosed with a brain tumour when he was less than a year old, has participated in Meagan’s Walk with his family since 2009. Charley spent two weeks throwing up and then woke up one day with weakness in his left hand and problems with his right eye. As the day went on, he found he was unable to move his entire left side. “They did a brain scan and found a massive brain tumour the size of a really big lemon,” he said. “I had to have a 10-hour brain surgery, but my doctor was able to remove the whole tumour.” Seven weeks of radiation treatments followed, and Charley has been cancerfree ever since. Meagan’s Walk gives him a chance to reconnect with the staff at SickKids and to reflect on the fact that many children diagnosed with brain tumours face relapses. Meagan’s Walk will see participants walking from Fort York to SickKids on Saturday, May 9.

It says: ‘drive-thru facilities shall be restricted to industrial and commercial zones. And in commercial zones where residential dwelling units above businesses are permitted on the same lot, drive-thru facilities shall be prohibited’,” he said, noting that 330 Queens Plate Dr. falls into that latter category, where residential

Councillors want new rental units moved to Bloor West Unique agreement to see replacement units built at developer’s Bloor West site instead of Etobicoke CYNTHIA REASON creason@insidetoronto.com A ‘unique’ rental replacement agreement is in the works between a local developer and two west-end councillors, Etobicoke York Community Council (EYCC) heard last Tuesday. The idea is to have a developer who’s building two different developments – one in Etobicoke, the other in Bloor West – create new rental units at the Bloor West location, to make up for the ones being demolished at the Etobicoke site. If ultimately approved, the proposal will see the 10 rental replacement units necessitated by the proposed demolition of a 10-unit affordable apartment building at 2800 Bloor St. W. in Ward 5 be transferred to a proposed new nine-storey condo at

2114-21130 Bloor St. W. in Ward 13. “This is very unusual, what we have before us today,” Parkdale-High Park Councillor Sarah Doucette said, explaining that the same developer, NDI Inc., is responsible for both the development in her ward at 2114 Bloor St. W., and that in Etobicoke Centre Councillor Justin Di Ciano’s ward at 2800 Bloor St. W. “Councillor (Di Ciano) and myself, in the process of getting the best built form for both of these buildings, have agreed, and the proponent has agreed, to replace the full rental replacement units and move them from 2800 Bloor into 2114 Bloor St. “I know it doesn’t normally happen this way, but we agree to do this because there are no actual residents who are going to be displaced (from

2800 Bloor St. W., which is vacant)...and the residents in my ward are quite happy to take rental replacement, because some of them are going to be affordable and some of them are going to be mid-range.” Both the Etobicoke and Bloor West development proposals involved have been appealed by NDI Inc. to the Ontario Municipal Board (OMB). At this month’s EYCC meeting, councillors were originally scheduled to consider a Request for Direction Report for 2114 Bloor St. W. NDI’s initial application for the site – submitted on March 28, 2012 – proposed to amend the zoning bylaw to permit the development of a 10-storey mixed-use building, comprised of 110 residential units and 359 square metres of at-grade commercial floor

area. In their report to EYCC, planning staff noted that despite “extensive” discussion between the proponent and a local working group formed to address concerns raised with the proposal, NDI’s application remained unchanged until after the developer filed an appeal to the OMB on Feb. 13. Then last month, NDI submitted revised plans under a formal OMB settlement offer – modifying the proposed development to reduce the building height to nine storeys from 10, and the number of dwelling units down to 78 from 110. In a motion supported by her EYCC colleagues last Tuesday, Doucette requested the city solicitor and planning staff attend the OMB pre-hearing conference, scheduled for June 5, and request a deferral to allow for further negotiations between the applicant, city staff and local residents. She also requested that

staff come back to the May 12 meeting of EYCC with a detailed report on the new, revised proposal for 21142130 Bloor St. W. development and the 2800 Bloor St. W. rental replacement settlement offer. Di Ciano, meanwhile, deferred consideration of the OMB settlement proposal for 2800 Bloor St. W. until EYCC’s May 12 meeting. At 2800 Bloor St. W., NDI has proposed the demolition of a vacant 10-unit apartment building to pave the way for an eight-storey, 41-unit condo. The settlement proposal for the property originally

slated to go before EYCC recommended the city solicitor be authorized to settle the zoning bylaw appeal filed by the developer at the OMB, on the condition that the city enter into a Section 37 agreement with NDI Inc. That Section 37 agreement would have secured just three on-site, three-bedroom rental replacement units at 2800 Bloor St. W. for 20 years, but would have also come with a cash-in-lieu contribution of $1.55 million for the other seven rental units – $875,000 toward City of Toronto Affordable Housing Fund and $675,000 toward the capital improvements to Toronto Community Housing in Ward 5. The other condition of the settlement proposal was that the final plans for the development at 2800 Bloor St. W. would have driveway access from Bloor St. W. – a major sticking point for residents.

Liana Pinnock leads Synergy Gymnastics at provincials with repeat gold Etobicoke’s Liana Pinnock brought home her second consecutive provincial title from the 2015 Trampoline a n d Tu m b l i n g On t a r i o Championships earlier this month.

Competing with Synergy Gymnastics, the 10-year-old Father Serra Catholic School student won gold for the second year in a row in the Provincial level 2 category (12 and under) at the April 10-12

weekend competition. With more than 400 athletes competing at Centennial College, Liana was able to skillfully twist and tuck her way to number one by keeping her composure during

her trampoline routine. “When I do my routine, I don’t show that I’m really nervous,” she said in a statement. “That’s what the judges like. I smile and sometimes I say to myself, ‘it’s just like at the gym.’” Coached by Tania Czobit, Liana and her partner, Rebecca Howarth also landed strong with a silver medal in the synchro provincial level 2. Other notable performances out of Synergy

Gymnastics included: • Sarah Marrone, who won a gold medal in Provincial level 3 category 15 and over - Provincial Champion; • Je s s i c a Mc D ow e l l , who won a silver medal in Provincial level 4 category 15 and over; • Sarah Marrone and her partner Emma Howarth, who won a silver medal in Synchro level 3; • Madison McDowell, who came in fourth in Provincial level 4 category 14 and

under; • Jennifer Beemer, who placed eighth in Provincial level 3 category 15 and over; • Emma Howarth, who came in ninth in Provincial level 2 category 14 and under; • and Rebecca Howarth, who placed 11th in Provincial level 2 category 12 and under. A total of seven medals were won by athletes at Synergy Gymnastics. Liana Pinnock, 10, won two medals at the 2015 Trampoline and Tumbling Ontario Provincial Championships earlier this month.
