their newborn daughter are depicted on one of the historical Canada Post stamps illustrating veterans post-Second World War housing in a special series, ‘Housing in Canada’, designed and created by the graphic design company of one of his sons, Peter. Kemp received an honorary Gold Medal at the Canada Celebration ‘88 ceremonies as part of the promotion of the 1988 Calgary Olympics for his outstanding volunteer effort in coaching house league minor hockey with the Humber Valley Hockey Association. He was later inducted into the Etobicoke Citizens Hall of Fame in 1990 and the Etobicoke Sports Hall of Fame in 1995 after coaching hockey for 32 years and being the Director of Sponsors for 16 years in HVHA. He and his first wife had three daughters. Following her early passing, Kemp married Carlette and they had three children and were together until she passed away at nearly 90 years of age. Kemp is now the patriarch of a family that has grown to 37 members, including six children, 11 grandchildren and eight great grandchildren.

The bluesman has been dazzling fans with his harmonica playing for 25 years and says he is on the verge of “breaking out” after being crowned the world’s number one “harp” player. Godboo’s bluesy tunes led him to victory over “255 acts from 40 states, 16 countries and four continents” to win the Lee Oskar Best Harmonica Player Award last January at the 30th International Blues Challenge in Memphis, Tenn. He has been nominated four times for Harmonica Player of the Year by the Toronto Blues Society; and his looks and style of performing is compared to that of rock greats as Mick Jagger, and the late Jim Morrison of The Doors. “My life changed the minute I won that award,” said Godboo, who was a frontman for The Phantoms, a top Toronto band in the 1980s. “Clubs and festivals that were not returning my calls, are suddenly calling and want me to perform.” The 52-year-old native of Victoria, B.C., who is known for his trademark Stetson and 15-harmonica pouch belt, has performed with some of the biggest names. Godboo has recorded and toured with fellow Etobicoke native, the late Jeff Healey; Alannah Myles, Dutch Mason, Ronnie Hawkins, Jack de Keyzer and Suzie McNeil, with whom he performed earlier this month at Lakeshore’s Mardi Gras Festival. He has jammed with Prince, Pinetop Perkins, Steve Lukather, James Cotton, The Tragically Hip,

The father of two, who has performed in hundreds of small towns, moved to south Etobicoke several months ago and loves being by the lake and the community. “I feel right at home here in Etobicoke,” he said. “I like the people and the area. Everyone has been great.” Godboo said the blues award means more recognition in the U.S., and performances at larger halls and festivals with headlining bands. “I did not realize that this award is like the Academy Awards of blues music,” he said. “We are now on the map and people are looking at what we do.” The recognition also has him

in the fast lane. So much so, that Godboo and his band, earlier this month performed at the Kitchener Blues Festival, where they received two standing ovations. Minutes after their show, band members packed into two cars for an eight-hour drive to Wheeling, West Virginia, for an appearance the next day at the Heritage Blues Festival. “We were on the road by 4 p.m. and we made it to Wheeling just after midnight,” Godboo recalled. “The people there were great and they treated us as stars.” He has recorded 14 albums, with the most recent being “Sanctuary City,” with drummer Gary Craig and guitarist Eric Schenkman, of the band Spin Doctors. “People in the blues circles now know who I am and they are taking notice,” Godboo said. “They know that I am here to stay.” next show He will be appearing at the Brogue Inn, in Mississauga, on Sept. 5.

recent study by the University of Toronto says our city has a “major infrastructure funding shortfall” when it comes to financial support from other levels of government and its own property taxpayers. We have said before that when it comes to projects such as transit expansion, roads and public housing, Toronto residents will get the city they are willing to pay for. So far, based on the fourth-place finish we received from the Economist Intelligence Unit’s Global Livability Survey this week, it seems Toronto residents have been getting an excellent return for their relatively low investment. That’s especially true since Toronto property taxes are, on average, lower than those paid by residents of other Ontario cities, according to the U of T report, Is Toronto Fiscally Healthy? our view The report by the Institute for Municipal Finance and Decide what Governance at U of T’s Munk School of Global Affairs also said we are willing Toronto does not have a problem when it comes to spending of taxto pay for payers’ dollars. “Toronto does not face a fiscal crisis by any means,” the report said. Toronto’s challenge is bringing in more money to pay for needed infrastructure improvements. In responding to the report, city manager Joe Pennachetti pointed out there is not a lot of room left for cost-cutting in the city, but “we don’t have all the revenues to ensure we can grow a city that we all want.” Most concerning is the estimated $860-million repair backlog faced by Toronto Community Housing, Canada’s biggest landlord. The operation of public housing is fully funded in every province except Ontario. Also, the city still must cover the operating costs of the TTC to the tune of $250 million, funding that used to come from the province. As campaigning becomes more intense in this fall’s municipal election, candidates will be cherry-picking bits of the U of T report as either justification for their past actions or as a call for change. Both arguments will have some merit. This campaign, listen to candidates who can speak about the challenges the city faces, what kind of city we want to build, what are we willing to pay for and who should be paying.

Time for the Toronto Zoo to make its own decisions as it marks 40th year

T

he Toronto Zoo turned 40 on Friday, and the best present Toronto could give it is independence. City councillors proved it didn’t have that by sending the zoo’s elephants to a sanctuary, over the objections of keepers and the zoo’s management board. By the time the “ladies” arrived in California last October, after a tug-ofwar lasting years, the U.S. Association of Zoos and Aquariums (AZA) had stripped the zoo of accreditation. Those elephants may be happier at the sanctuary; they’re certainly warmer, but the zoo’s prospects are damaged when it’s needed more than ever to breed endangered animals and protect them in the wild, and to teach people how to stop extinctions.

mike adler the city That’s work supported by both sides in the elephant battle, but one side, backed by most city councillors, made it harder for the zoo to reach its goals. Glenn De Baeremaeker, a councillor on the zoo board, says AZA is a “morally bankrupt” institution the zoo shouldn’t rejoin. That’s fine, until you consider animals the zoo has on loan to AZA zoos or is loaning from them, or conservation programs it works on with other AZA zoos. The longer it’s stuck with lower status, the harder dealing with AZA zoos gets, and it can’t get accredited until council agrees that, while the city owns the animals, the zoo decides

what’s done with them. Council also rejected the zoo’s proposal in 2012 to run itself through an independent body, as it did between 1974 and 1978. This time, the body would have “prominent corporate, community and business leaders,” and no council control. De Baeremaeker calls this “a fiasco,” but Gloria Lindsay Luby, a councillor and zoo board vice chairperson, hopes a report on zoo governance is heard next year by a different council that will “leave the zoo matters up to the zoo.” Lack of independence also hobbled the zoo’s fundraising. Its renewal plan in 2009 - $250 million over 10 years - was abandoned. Contrast that with the Art Gallery of Ontario’s Transformation AGO

funding drive; it met its $254-million goal five months early in 2008, then increased it to $276 million. This city stepped up for a place to house fine art. Why wouldn’t Torontonians do the same for the zoo, and the world’s animals? Our zoo is part of that mounting public infrastructure deficit mentioned in a University of Toronto report last week - only this isn’t chunks falling off the Gardiner Expressway, it’s a $15-million animal hospital the zoo needs but can’t afford; it’s work to save animals from human-caused extinction. When Octavius Laing Hicks of Humber Bay died in 1930, he was honoured in an obituary in the Engineering Review as “the most active and widely known bridge c o n t r a c t o r. . . a r o u n d Toronto.” But this was just one of his many talents. Scottish-born Hicks settled in Humber Bay in 1873 where he purchased the Royal Oak Inn on Lake Shore Road west of the Humber. He built boats just west of his inn, specializing in fine yachts and small pleasure craft. In 1880, he patented a sliding seat for racing sculls that was used by Ned Hanlan, professional rower, hotelier and alderman, in some of his races. Hicks also founded a boat livery business on the Humber near its mouth, owned a commercial fishing fleet and ran a brickyard on The Queensway. He and two other local hoteliers formed the Humber Steam Ferry Company and their

denise harris history corner boat, Ailsa Craig, made four trips daily in summer to bring guests from Toronto to their hotels. In High Park, he invented a water merrygo-round called The Flotilla, later moved to the CNE. But Hicks is most lauded for his skill in building bridges. He lived in a time of great change in bridge technology, and he built the first one of nearly every new class of bridge. In 1905, his first commission was Musson’s Bridge on Albion Road over the Humber River, the first all-riveted steel bridge with a permanent floor. In Unionville in 1907, he built the first concrete through-beam bridge, followed in 1908 by the first concrete arch bridge in Canada over the Humber River on Scarlett Road. He then built new abutments for an electric railway over Mimico Creek using a new method he invented. This method was so successful that he was commissioned to build “sea walls” to stop shore erosion along Lake Ontario across

This is the only Hicks bridge that survives today. Protected by a heritage designation, it is jointly owned by Toronto and Mississauga. You can find the bridge at the west end of Sherway Drive, which runs west off The West Mall, just north of Evans Avenue. Twice widowed, Hicks died in 1930, leaving an estate of $47,000 to his four sons and one daughter. He is buried in Christ Church Mimico Cemetery on Royal York Road. mural project to be unveiled The second of two murals will be unveiled tomorrow, Aug. 22, in the Rexdale Community Gateway Mural project. Arthur Lockhart coined the term as an encouragement to childhood sexual abuse survivors to reach out of their darkness and isolation toward the light. Lockhart founded The Gatehouse, a communityrenovated 1890s’ Victorian house on the Lake Shore envisioned 16 years ago to give childhood sexual abuse survivors, both children and adults, a safe place to tell their stories, reclaim their voices, heal their wounds and inspire them to reach their own potential. The Gatehouse’s unique “Out of the Darkness, Into the Light” group support programs for adult men and women, and partner support program, help dozens of adult sexual abuse survivors in need of emotional healing every year. The Gatehouse Healing Garden will further grow survivors’ emotional transformation. This Sunday, Gatehouse staff and community volunteers will plant the garden in an expansive greenspace on the west side of the property at 3101 Lake Shore Blvd. W., west of Kipling Avenue. A pathway will lead to the entrance of the healing garden in which survivors and community members could practise tai chi, meditation and quiet contemplation. tive walk. The Gatehouse Healing Garden is being created under a banner of social and environmental healing and transformation. Artifacts from agencies that provide services to survivors of sexual abuse in the United Kingdom, Ghana, Nigeria and the United States will be incorporated into the garden. “It’s about bringing people out of isolation,” Brad Hutchinson, manager of The Gatehouse, said Friday in an interview, seated on the edge of the garden as a summer breeze rustled the leaves of a majestic oak tree. “Childhood sexual abuse is a global issue. We’re bringing energy from all over the world that says, ‘We understand.’” Recently, SIFU Shiheng Tao, a Shaolin monk from China, led a Gatehouse survivor with a brain tumour through a meditation in the future garden space. “He has limited mobility in his arms. The meditation gave him more mobility,” said Hutchinson, a Shaolin kung fu instructor with Brampton-

based Beyond Kung Fu, who knows Tao. “Meditation is a really powerful way to tap into that healing energy.” Hutchinson dispelled the myth that kung fu is strictly a “powerful killing art” and traced the potentially healing intersection of kung fu, meditation and nature. “Every point of pressure

and harm is also a point of healing in the body,” he said. “We have this healing energy within us. We just need to tap into it. “Trees, grass and flowers are symbols of purity, honesty and beauty. Survivors of childhood sexual abuse have been deceived and manipulated. There is dis-

tance between their spirit and how they are in the world and in themselves. To go beyond the trauma, you start bringing beauty, truth and goodness up in them. The garden is a great place for people to connect with self, spirit and the community.” The Gatehouse Healing Garden also brings awareness to the issue of childhood sexual abuse. In Canada, it is widely reported that one in three girls and one in six boys experience an unwanted sexual act. The Gatehouse is an unique agency specializing in healing that trauma in both adult, and child, survivors. It is also a child-friendly location where investigating police officers and child support workers interview children, youth and families during sexual abuse investigations. “People can be healed and get to the other side,” Hutchinson said. “We see it at The Gatehouse. People are silent in their suffering. We help them heal. You don’t have to continue

with this secret inside. The only power this darkness has over you is to be kept hidden. When you look at it, it releases its power.” Through revisiting the trauma, survivors come to understand their defence and coping mechanisms, such as alcohol, drugs and workaholism, and reach instead for the healing light. “You come to understand subconscious behaviour. The inner child needs to be healed and paired with the adult. To do that, you go through the valley of darkness and get to the light. “The light has always been there,” Hutchinson said. Currently, Gatehouse staff is making stronger connections with area health-care providers. Developing an education program to train people in other Ontario communities how to create their own Gatehouse is also being investigated. “We get more and more people calling in,” Hutchinson said, some from as far as Thunder Bay, Ont. “It’s a service that is really needed. What we provide is really unique. There is a place for the clinical piece. What we provide is the peer-to-peer sharing. It helps bring them out of isolation and connect with other people. Hearing other people’s stories is a great tool to help them find the words to understand it and the language to express themselves.” Community members’ contributions to The Gatehouse and to its healing garden help survivors receive and heal. Union Pearson Express trains arrive for testing in Toronto The first Union Pearson (UP) Express trains have arrived in Toronto for testing. Reaching a top speed of 145 kilometres per hour, Metrolinx says the new trains will be able to travel between Terminal One of Pearson International Airport to a new station located inside Union Station’s Skywalk in 25 minutes making two stops along the way at Weston and Bloor GO stations. The city will conduct further analysis through a consultant as part of a second phase of study to create a Site and Specific Area Policy to guide future development of the apartment neighbourhoods north of Humbertown Shopping Centre. E t o b i c o k e Yo r k Community Council voted almost unanimously at its Aug. 12 meeting to endorse city-hired planning consultant IBI Group’s recommendation to conduct further study in order to undertake a comprehensive review of the 15-hectare study area. Councillors voted in favour of Councillor Gloria Lindsay Luby’s motion and residents’ preference, which was against city planners’ position they could lead the review and develop the localized policy utilizing IBI’s report in the first phase of the study. Ward 3 Councillor Peter Leon moved Lindsay Luby’s motion in her absence. Ward 12 York SouthWeston Councillor Frank Di Giorgio did not support the motion “on principle,” he said. “It’s an insult to staff,” Di Giorgio said. “Sufficient work has been done by the consultant group for staff to pick up the ball and carry on.” The study area is an established residential neighbourhood of primarily three- and four-storey walkup apartment buildings on The Kingsway and adjacent to Humbertown. The highly contentious Humbertown Shopping Ce n t re re d e v e l o p m e n t application amid residents’ concerns over potential over-development in the low-density Humber Valley

In 2007, Toronto council approved the $200,000 Dundas West Avenue Study, which sets strict height limits of five storeys on Dundas Street West on the eastern border of Etobicoke; six storeys if the developer funds community development. Last year, E lia Corp. proposed to replace five existing 3.5 storey rental buildings at 1, 3, 5 and 7 Stevens Crt. and 289 and 291 The Kingsway with six new apartment buildings ranging from four to 16 storeys with 603 units, and retention of the 17-storey, 73-unit rental building at 289 The Kingsway. Last November, community council directed that community consultations for Elia Corp.’s plans not proceed until the Humbertown study is complete. Technically, Elia Corp. is in a legal position to appeal to the OMB since its redevelopment proposal was submitted before community council ordered the study. A consultant’s report back to Etobicoke York Community Council on the results of the second phase of work is expected by the third quarter of 2015, city planners indicated in a July 24 report. ~ files from Cynthia Reason

Two teens have been charged following an armed carjacking in the Finch and Islington avenues area Monday evening. Police allege two males came up to a man on his driveway, cornered him up against his car and demanded his car keys. One suspect allegedly pointed to his firearm while the other violently grabbed the victim’s hand and took the car keys. The victim was then pis-

tol-whipped, and his car was stolen. He was taken to hospital with non-life-threatening injuries. Police followed the car to Black Creek Drive, just south of Lawrence Avenue, where it stopped due to traffic. “The officers safely arrested both the driver and passenger of the stolen vehicle and retrieved a fully loaded handgun, which had one round in the chamber,” police alleged

in a news release. Leon McIntyre, 18, of Toronto and a 16-year-old boy who can’t be identified by law face a string of charges, including possessing a loaded prohibited firearm, unauthorized possession of a firearm in a motor vehicle, possessing property obtained by crime and armed robbery.

Home buyers weigh in on ‘urban vs suburban’ The proverbial debate of ‘city versus the suburbs’ is in the forefront for many home buyers. It’s also an exploration that can lead to decisions about the type of home you will ultimately buy. Here are some key considerations:

Condos Deliver Choice From the post-war era to the early 1980s, the detached home was the leading choice for homeowners across the country. Then came the so-called ‘condo boom,’ which was largely fuelled by lifestyle changes and efforts to curb urban sprawl. The availability of condominiums as a form of home ownership has resulted in new options for those looking to live closer to the downtown core in urban centres. I need access,” Steen said at city hall Monday before the board decided to call on the province to add electronic

cigarettes to its public smoking bans across Ontario. “If I don’t have this, I will smoke.” Later, Steen said the quit-or-die message doesn’t work for many smokers, and e-cigarettes let people keep their nicotine habit without killing them. Toronto’s medical officer of health, however, said the full health effects of e-cigarettes – a battery-operated and still-

evolving “nicotine-delivery system” – are unknown. “This is a remarkably unregulated product that can be bought by children,” Dr. David McKeown told the board. West-end councillors vote to relocate driveway at Bloor Street condo

Change to plan could forestall fight at OMB TAMARA SHEPHARD tshephard@insidetoronto.com Relocating a proposed eight-storey condominium’s driveway from The Kingsway onto Bloor Street West could prevent an Ontario Municipal Board battle between a developer and the city. Etobicoke York Community Council voted unanimously at its Aug. 12 meeting in support of area Councillor James Maloney’s motion to approve the developer-requested bylaw amendment, subject to revisions to incorporate driveway access off Bloor Street West. The motion approved demolition of the existing 10-unit rental apartment building. It further required the owner to provide no fewer than three rental replacement units of approximately 867-square-feet each for at least 20 years. The motion also stated the owner, NDI (2800 Bloor Street West) Inc., would provide $50,000 for local improvements and $20,000 for the City of Toronto Affordable Housing Fund. In May, NDI appealed to the Ontario Municipal Board citing council’s failure to make a decision within the time prescribed by the Planning Act. Last month, NDI submitted to the city a revised concept to reduce the condo from nine to eight storeys, and from 44 to 41 units, three of which would be rental replacement units. Rental replacement units is the only “outstanding issue” between NDI and city planners, Shelly Tuloch, an urban planner with Goodmans LLP, which represents NDI, told councillors. Etobicoke-Lakeshore Councillor Mark Grimes commented the previous proposal by another developer to build a seniors’ rental building at 2800 Bloor St. W. had a sitespecific policy requiring 10 rental replacement units.

Tuloch replied “a minimum of three rentals” is required in the redevelopment of any redevelopment site. In October 2009, city planners recommended refusal of a revised application by thenowner Foram (Kingsway) Inc. to replace the rental building with a seven-storey seniors’ retirement building, and to reduce the rental replacement units from 10 to three, an Aug. 1 city planning report indicates. In early December 2009, Toronto City Council approved Foram’s applications, including the three rental replacement units. In June 2013, new owner NDI submitted a proposal to the city for a nine-storey, 44-unit condo with three rental replacement units. Maloney then asked Tuloch if NDI would be prepared to reduce the three rental replacement units in exchange for a voluntary payment. Tuloch said yes. “ We w o u l d c o n s i d e r $250,000 reasonable,” Tuloch replied. “That would be $50,000 toward a park, and $200,000 toward affordable housing.” The suggestion caused a stir in council chambers. Dr. Edna Becker spoke on behalf of Kingscourt residents. “We are in support of the (city) staff report, but we also oppose demolition of the

rental housing,” Becker told councillors. “The proposed driveway on The Kingsway is of primary concern as drivers will use Kingscourt.” Maloney asked Becker if moving the condo’s driveway to Bloor Street West would satisfy Kingscourt residents. Becker said it would, “but it would not address density, the loss of parkland, the loss of trees.” Carole Goyette, a Mimico Lakeshore Network member and LAMP Community Health Centre planner, said those organizations oppose any settlement whereby the owner would pay cash-in-lieu to the city instead of providing three rental replacement units in their condo. “They’re willing to pay cash-in-lieu for these rental units, yet these people seem to want the rental units,” Maloney said after Goyette’s comment. Maloney’s motion maintained the three-unit rental replacement provision. It was Maloney’s first, and last, community council meeting. “I’m the rookie,” Maloney, a lawyer, told residents, many from Kingscourt Drive. “I only got this project late in the day. I took this job because I wanted to represent residents. “I’m not anti-development. I’ve lived in this neighbourhood since I was 12 years old. I’m particularly sympathetic to the area of this building because when I’m going east along Bloor Street, I often use your street to access The Old Mill.” Toronto City Council appointed Maloney councillor for Ward 5 EtobicokeLakeshore on July 7 after veteran area councillor Peter Milczyn won the EtobicokeLakeshore riding for the Liberals during the recent provincial election. The matter will go before Toronto City Council on Aug. 25 for a final decision.

Over the first year of the contract, progress on the installation appeared slow as the company dealt with logistical issues with the con-

struction and placement of the infrastructure needed for the wireless network as well as for future cellular service. But with heavy-traffic stations like Bloor-Yonge and St. George already connected, Ranger said implementing WiFi throughout the rest of the network will be much easier. “Pumping that kind of traffic at those stations was more

of a logistical challenge than anything we’ll do from here going forward,” he said. He estimated there have been 60,000 log-ons to TConnect per week, with two million in total since the service first became available late last year at Bloor-Yonge, St. George and Bay Station.

Committee proposes election signs on display for 14 days only MIKE ADLER madler@insidetoronto.com Election candidates in Toronto should have just two weeks to put up their campaign signs, councillors on a city committee decided Monday. The proposed reduction from 28 days would apply to the city’s campaign period this October, and would also affect provincial and federal candidates running in Toronto ridings. City staff had proposed making the campaign signs legal for 21 days, but members of the Licensing and Standards Committee opted for 14 instead. “I think it’s 14 days too many,” added Glenn D e B a e r e m a e k e r, a Scarborough councillor who argued such signs are an outdated technology and “just pollution.” Removing and storing campaign signs placed illegally uses the equivalent of 30 full-time city workers and costs about $207,000 over four weeks, the committee was told. Candidates in past elections have paid a refundable $250 fee if they wanted to put up signs, and the committee voted to replace this with a $125 flat fee, this one non-refundable. If all the 409 municipal candidates registered – 65 running for mayor, 250 for councillor and 94 for trustee – paid the fee, this would raise $51,000 for the city. Those who don’t pay would be charged $125 if they posted a sign, which was removed. Candidates would also pay an additional $25 for each sign removed, under this proposal, either before Oct. 13 or after 9 p.m. Oct. 30, three days beyond this fall’s vote. De Baeremaeker and fellow committee member

Ron Moeser said they’d ban campaign signs outright if they could. “ What purpose do they serve other than consuming precious natural resources?” said De Baeremaeker. The committee heard, from people, including some candidates, who thought its decision was wrong and self-serving. Any election sign bylaw is an infringement on freedom of expression, said Alan Kasperski, representing the Green Party of Toronto. The city should shorten its election period, which is too long, but it shouldn’t give incumbents an advantage by shortening the time in which opponents can put up signs, Kasperski said. unfair Annette Hutcheon, running for council in Etobicoke’s Ward 3, said there should be no restrictions on posting signs during the campaign. Candidates who put up signs will suffer if residents decide there is too much “visual pollution” – but that should be up to the residents, said Hutcheon. Mary Hynes, seeking the council seat in Ward 34, said present rules on campaign signs are hard to interpret, but introducing new rules so close to an election is unfair. The committee’s proposals don’t make major changes to r ules on where election signs can go, but clarify such signs cannot block sightlines for pedestrians, motorists or cyclists. Opinion was split on whether the shortened sign period will pass at a city council meeting this week.
