Mural brings ‘good vibes’ to Rexdale TAMARA SHEPHARD tshephard@insidetoronto.com For Moises Frank, people interacting with nature along the Humber River depicted in a new community mural brings some welcome vibrancy to a mostly industrial area in Rexdale.

“As a coloured person, I’m thankful for the colour that brightens up the community and brings light and enjoyment to the community walking by,” said Frank, a Rexdale resident. “There is not a lot of colour here. It gives off good emotions, and good vibes.”

Frank was one of eight young artists, ages 16 to 28, and one arts’ assistant, led by renowned Toronto muralists Emilia Jajus and Sean Martindale, hired to work for 40 days this summer on the 110-metre-long nearly four-metre-high mural. Toronto’s Arts for Children

and Youth (AFCY) charitable organization unveiled the mural this month at the so-called “gateway to Rexdale” just north of an underpass on the northwest corner of Kipling Avenue and Belfield Road. AFCY works primarily in 10 >>>NINE, page 7

in memoriam: If you were in the area of The Queensway and The East Mall on Saturday, you may have been surprised to see hundreds of bikers cruising the area. Bikers from all across Canada – members of Hells Angels and other clubs – attended The Church on the Queensway for the funeral of Etobian Luke Walsh, who passed away Aug. 11 after a Luke Walsh battle with cancer. He was 57 and had been a prominent leader in the Hells Angels Motorcycle Club in Toronto. Walsh grew up in Rexdale, and attended West Humber Collegiate Institute where he excelled in wrestling.

Comedian takes the reins of Tiny Talent Time reboot Show debuts on CHCH Sept. 6 CYNTHIA REASON creason@insidetoronto.com After a more than 20-year hiatus, Tiny Talent Time is set to make its nostalgic return to TV screens next month with a comedic twist, courtesy of Etobicoke’s own Jason Agnew. Generations of Southern Ontario kids who grew up during the 35-year lifespan of the CHCH talent show from 1957 to 1992 will remember beloved longtime host Bill Lawrence for his straight-

faced interviews with the show’s pint-sized tap dancers, magicians and baton twirlers. As co-host of the revamped version of the show, which premieres Saturday, Sept. 6 at 7 p.m. on CHCH as part of the channel’s 60th anniversary celebrations, Agnew decided it was time to insert a little more humour into his hosting duties – playing the foil to co-host Jaclyn Colville’s straight woman. “Bill Lawrence, who was also the weather man at

CHCH for many, many years, was loved by everyone who watched Tiny Talent Time for 35 years. The difference with someone like myself is, I work in the world of comedy. I’ve always been a comedian and a comedic host in everything I’ve done, and so I’m more so the big kid on the set,” said the 36-year-old Bishop Allen Academy grad, who is best known to younger audiences as the host of YTV’s Splatalot (think Wipeout for kids). “With Tiny Talent Time, I like to get involved in the acts when I can – and I don’t even have any talents aside from talking – so that’s the kind of

fun factor I like to bring to the show,” he said. While viewers can expect to see a funnier and fasterpaced version of Tiny Talent Time come September, Agnew said the heart behind one of Canada’s longest-running show’s nevertheless remains the same as the original it’s based on. “It’s obviously still very family-oriented and it does really go back to the roots of the show,” he said, noting that unlike American Idol, America’s Got Talent, the X Factor and all the other “insanely popular” talent shows today, on Tiny Talent

Time there is no judging panel to evaluate its contestants’ performances. “The kids just come out and perform their talents in front of an audience in the studio and we have a little interview with them. There’s no judges.” The first season of the revived Tiny Talent Time will feature 12 half-hour episodes jam-packed with performances from talented kids aged four to 12, all hailing from right here in southwestern Ontario.

n this week’s papers and online (bit. ly/1pCC7MZ), we take a look at nine key ward races to watch this municipal election year, but truth be told every ward across the city is an important one to watch. There are ward races with high-profile name recognition (Michael Ford, nephew of mayor Rob and councillor Doug, in Ward 2), some with no incumbent (Ward 20 and 39 with the departures of Adam Vaughan and Mike Del Grande, respectively) and then there are rematches (Paula Fletcher versus Liz West in Ward 30, and Maria Augimeri versus Gus Cusimano in Ward 9). Regardless of whether you live in one of these ones-to-watch wards, it is the responsibility of every Torontonian to make their our view wards the most important ward to watch leading up to vote day, 27. Election will Oct. Although candidates have been pick up steam at it since Jan. 2, the last day to file nomination papers is Sept. come Sept. 11 11, at which time the races really begin. And for those few weeks leading up to election day, it is the responsibility of every Torontonian to ask their local candidates important questions about themselves, and what they plan to do for the ward. Because, after all, it’s what happens in your ward that impacts you the most every single day. Transit, development, safety, green space, visioning studies, the list of issues that could potentially impact one or every ward across the city are many. But what’s key to your neighbourhood, your ward may not be the same as the ward next door. That’s why it’s important to not be too distracted by what’s happening elsewhere in this municipal race. Keep your eye on the local prize. The race to become mayor is always the hotbutton topic, and the one that gets more play in the papers, but the mayor is only one vote on city council – no different than your local councillor. The administration’s vision may come from the mayor, but when it comes to voting, each councillor’s vote counts. Councillors will fight for what is good for their ward; they will raise issues the city needs to hear; and they should speak on behalf of their constituents. Make sure they do, and that you keep them accountable after they take office.

Pennachetti operated smoothly through turbulent times at city hall

S

ix years ago, Joseph Pennachetti came to the job of Toronto city manager abruptly and definitively. David Miller, mayor at the time, stepped out of his office to talk to reporters about the departure of Pennachetti’s predecessor, Shirley Hoy. Scarcely after thanking Hoy for her service, Miller announced that Pennachetti – Toronto’s chief financial officer – would be Hoy’s replacement. There were some formalities to be observed. For one, Toronto council had to vote on the matter. But Miller said that council would do so, and, speaking as a mayor at the height of his influence, he was right. Pennachetti stepped into the city’s top job easily, in a smooth transition in the middle of a term, with a mayor who had confidence in him. Pennachetti ran a smooth

david nickle the city bureaucracy even through the somewhat rougher transition to a very different mayor in Rob Ford, and the tumultuous years of his term as mayor – through a time when it was unclear that there was anyone in charge politically. It’s hard to imagine another bureaucrat being able to manage something like that as gracefully as Pennachetti – which is why the timing of his departure, to fall between the Oct. 27 municipal election and the convening of the new council – is such a gift. Deciding who the new city manager is will, as a result, be among the first orders of business for the 2014-2018 council and mayor. As such, it will give

council and the mayor in particular, the opportunity to choose a city manager who will mesh well with the political mandate that Torontonians will have granted. It’s a lot to ask of a brandnew council, which will have a number of greenhorn councillors blinking in the light and possibly a brand-new mayor who’s never done this kind of thing before. But a sympatico city manager will be essential for the job ahead. Because it’s going to be a tough job, one way or another. At the end of this year’s budget deliberations, Pennachetti warned council that in coming years it will have little choice but to raise property taxes at rates higher than the rate of inflation. Pennachetti said the bureaucracy has cut as much as it can without affecting core services.

Tax increases or other new sources of revenue are going to be the rule, to keep the city functioning. There will be more pressures as well. At some point, the real estate market in Toronto is going to slip, and when that happens, the city’s lucrative land transfer tax is going to start to dry up. If certain mayoral candidates prevail, taxpayers will also have to finance a costly subway through annual property tax levies. Council will be responsible for all this. They will need a bureaucrat that understands their mandate, understands city finance and gets the value of public service. And as Pennachetti will be otherwise occupied, the sooner they find a replacement the better. David Nickle is The Guardian’s city hall reporter. His column appears Thursdays. keeping neighbourhoods safe To the editor: Re: ‘‘Keeping an eye on your neighbourhood,’ Editorial, Aug. 7 I was delighted to see an interest in Neighbourhood Watch in Etobicoke. I agree we must get back to basics. Whatever happened to neighbours looking out for neighbours? Perhaps it drifted away when front porches disappeared. Our lives today seem more insular and less about what’s going on around us. It’s a pity as we lose some of our humanity when we are not getting involved. Now, no one says that you have to keep tabs on your neighbour, but wouldn’t it be nice to know that someone close by cares enough to check on you and your family? The population is aging, and more and more people are already living alone and may be without close family relations to check on them. I remember when I worked for Toronto police and there was a 911 call one evening from an elderly lady who said someone was knocking on her door and she wasn’t expecting anyone. Could the police please come and answer the door for her? Sigh. We don’t have to “organize” into groups or anything fancy. Sh e w r o t e d ow n t h e licence plate and then came for tea at my home. Shortly thereafter we noticed two men walking through my backyard. It turns out they had just robbed a neighbour and were headed for their getaway car. We called the police who staked out the car at its owner’s location and arrested the individuals for break and enter and robbery. As for collaboration, our neighbourhood rallied when youths were throwing stones at windows and shouting slurs at families. Neighbours shared information, which identified the youths, they admitted to it and the local school administration was very helpful in counseling these youths. We realize that it’s not only about property damage but also steering our youth away from activities leading to a

criminal record. We are deeply grateful for the vigilance and dedication of the community police who patrol our area. But resources are scarce, and they need our help to identify problems and to assist with their resolution. For that reason I joined the Community Police Liaison Committee to become more involved. I have also organized Neighbourhood Watch for the Stonegate/Queensway area in south Etobicoke. I send out a comprehensive e-news update of what’s happening in the community. Readers thankful for generosity, support of friends and neighbours To the editor: My children always ask me what marathons and fundraisers are. I explained to them what these events are and the money they raise goes to the charity of their choice. My children wanted to experience a fundraiser of their own. So on a Saturday in July we walked around the block,

going door-to-door to sell stamps for five cents each. The warm welcome that was given to my little ones and the generous donations was outstanding. The look on my children’s faces of happiness and pride was heartwarming to us as parents. At the end of our journey that day, they were so excited that they were able to raise

$37 on their own. We proudly kept our promise to deposit the money that we raised and collected in the Hospital for Sick Children jar at Dairy Queen at Albion and Islington. The arts agency recruited youth locally, and from Tro p i c a n a Co m m u n i t y Services in Scarborough. “It highlights the vital role arts play in culture, civic care and inspiration,” said Julie Frost, AFCY executive and creative director, calling the mural “an amazing landmark”. The Humber River is depicted in wide bands of blue in the mural’s background dotted with deer, squirrels and birds. An array of people are painted in silhouette: a boy and girl playing; a girl skipping; a boy walking his dog; a couple walking handin-hand; an adult doing Tai Chi; a woman in a hijab; seniors at a picnic table, and a visually impaired woman walking with her seeing-eye dog. Large-scale text that reads “MEETING PLACE” refers to

local and historical Aboriginal narratives of the Humber River, which once served as a meeting and trading hub for diverse First Nations’ populations. Jajus approached area Councillor Doug Ford two years ago to inquire about painting another wall when Ford urged her to make over the long concrete walls etched with bleeding rust from old chain-link metal fences above that flank either side of Kipling at Belfield. Last summer, Jajus led 20 young painters on the 101-metre-long mural on the east side of Kipling at Belfield in phase one of the mural project. It features First Nations’ inhabitants, a GO train, Rexdale Boulevard, apartment buildings, various coloured feathers representing residents’ ethnic diversity, a racehorse and jockey – Woodbine Racetrack is nearby – and children playing on a carousel, a nod to Woodbine Centre’s Fantasy Fair. The motion last week succeeded in gaining the City of Toronto’s executive committee endorsement to request the city manager report in the second quarter of 2015 on an increase of night flights in and out of Toronto Pearson International Airport. Earlier this month, Leon proposed the city ask Transport Canada to reconsider its approval of three 10 per cent increases, since residents, he said in a letter to the committee “are extremely concerned about increased aircraft noise at night and the impact on their quality of life.” Leon said Tuesday he requested the involvement of the city manager as the preferred “bureaucrat to bureaucrat” communication to Transport Canada, rather than one from Toronto council, which the executive committee would not have supported. “This has a better opportunity to go forward and not fall off the table,” Leon said of his successful motion.

Night flights are those which depart Pearson or arrive between 12:30 a.m. and 6:30 a.m. Markland Wood Homeowners Association approached Leon, their area councillor, to assist them in objecting to Toronto Pearson’s night flight increase granted last year by Transport Canada. Now, in addition to Pearson’s annual night flight increase based on total passenger growth, in a year when night flights reach more than 95 per cent of the night flight budget, the amended formula also allows the next year’s night flight budget to be bumped an additional 10 per cent. Transport Canada approved the Greater Toronto Airports Authority’s (GTAA) request for three increases of 10 per cent, when demand warrants, through 2025. That would result in 50 night flights per night compared to 36 at present. Leon said he respected his constituents’ position on the issue. “They have their wishes. I respect

their wishes,” Leon said. “I’m trying to work with them. The airport is also a business. It’s counterbalancing the two of them. That’s why I put forward the letter. “While my colleagues may not agree, my job first and foremost is to represent my constituents.” Last June, Transport Canada approved GTAA’s request for three “modest increases” of 10 percent, GTAA said, between now and 2025 when and if warranted by demand “to better meet the increased demand for flights at night.” the right move Richard Boehnke, a Markland Wood Homeowners Association director, expressed encouragement at Leon’s approved motion. “We’re thrilled it’s happening,” Boehnke said of Leon’s successful motion. “This is something that is already a fait accompli as far as the GTAA and Transport Canada is concerned. (Leon) did what we requested. He brought the matter forward.” Toronto Pearson’s growing need for additional night flights is the result of a number of factors, the GTAA said. “Greater connections with emerging markets, the evolving travel choices of an ethnically diverse population, technological advances that have turned one-stop flights into direct flights, ever-increasing trade cargo and, quite simply, the growth of our regions’ population and economy.” In 2011, Toronto Pearson denied more than 1,000 night flights, the GTAA reported. Most night flights are not overflow from daytime operations, GTAA said in a 2011 outreach report. “They are flights that because of travel distance, scheduling requirements or product delivery timelines need to arrive or depart at night.” Increased night flights at Pearson to as many as 50 per night would negatively affect residents’ sleep quality, Boehnke and the Markland residents’ association argued. “We treasure our sleep,” Boehnke said. “We recognize this as a City of Toronto problem. Along with Metrolinx the StreetART initiative, also known as StART, is holding a competition to find visual artists to conceive designs for three noise walls to be located in the city’s west-end, at Douro Street near a planned Liberty Village pedestrian bridge, Sudbury Street south of Queen Street West and on the east side of Dufferin Street north of Queen. Submissions must reflect the character of the neighbourhoods they’ll be in and the finished art will be maintained for at least five years, the group said in a statement. push for McNicoll bus garage approval A TTC board member is imploring city council to quickly approve a planned bus garage on TTC-owned land near Kennedy Road and McNicoll Avenue. Josh Colle’s motion asks council put aside an unexpected decision by the city’s planning and growth management committee earlier this month to defer consideration of the bus garage plan until 2015, and instead approve the project’s environmental report and send it the province for further consideration. The Toronto District School

Board (TDSB) said the Grade 8 teacher has been put on home assignment, with pay, pending the outcome of the police investigation. “Home assignment is not a disciplinary action,” TDSB spokesperson Ryan Bird said. “When any serious allegation is brought against a staff member,

Police responded to a call for a shooting outside an apartment building on Dixon Road at 1:15 a.m. Monday, Aug. 18. Police allege two men met with another man at the rear of the building and got into an argument. The man was shot multiple times, police said. He was

transported to hospital with life-threatening injuries. Nathaniel Evans, 18, of Toronto, is charged with nine counts, including: conspiracy to commit murder; attempt murder; aggravated assault; discharge firearm attempt to wound; point firearm; unauthorized possession of a firearm; possession of a fire-

arm knowing its possession is unauthorized; possession of a firearm contrary to prohibition order, and possession of ammunition contrary to prohibition order.

Toronto council votes to curb use of paid-duty cops

Mayor Rob Ford and his brother, councillor Doug Ford, were the only two members of Toronto council to vote against a motion to try and curtail the use of paid duty officers at city events at the Monday meeting of Toronto City Council. The next day, Mayor Ford said he’d opposed the plan because he felt police officers ought to be able to earn “a little extra money” and felt that eliminating paid duty officers at construction sites without also eliminating them at funeral processions would be unfair – a measure not contemplated in the motion that council approved. “You’re either going to have paid duties or you’re not going

to have paid duties. You can’t pick and choose and say no on construction sites...but at funerals we are going to have paid duties,” Ford said. He added: “This is just taking a shot at the police officers that want to earn extra money...” Ford and his brother voted again st a motion by St. Paul’s Councillor Josh Matlow to ask the Toronto Police Services Board to look at using the Vancouver model, which allows the use of less costly peace officers to oversee events and construction sites. In Toronto, police are paid $60 an hour to do so – creating what can be a crippling cost for event organizers.

It’s back to school for Ontario students and that means back to sports as well as playground games and just running around. For children with asthma, however, the return to school can mean a return to sitting on the sidelines while their friends participate in sports and games. This concerns health professionals, who say there is no reason for children with wellmanaged asthma to avoid playing active games with friends. In fact, when asthma interferes with the child’s ability to be active, that is a strong signal that their asthma is not under control. Asthma management is front of mind for health-care providers at this time of year as they prepare for the “September Spike” – a sharp increase in the number of people, mainly children, arriving at hospital emergency departments with

asthma symptoms in September. Researchers attribute the “spike” to a combination of factors. Many children do not follow their asthma management routine – some even stop using their medicines – during the summer holidays. Returning to school, they are exposed to cold viruses and, with their asthma poorly managed, they are more likely to suffer a flare-up when they get a cold. Try these tips to help avoid a hospital visit: • Take precautions to avoid an infection: wash hands regularly; sneeze and cough into a tissue, then throw it away and wash your hands (if there is no tissue, use a sleeve); and keep hands away from the face when in public. • If your child doesn’t already have a written “asthma action plan”, ask your health-

care provider for one so that you’ll both know what to do if asthma symptoms start. Make sure you and your child know how to use the action plan and follow it all year. Asthma doesn’t take a summer holiday. • Any symptoms such as coughing, wheezing, chest tightness or shortness of breath can mean asthma is not under control. The asthma action plan will help you to get it back under control. • When playing sports or exercising, your child should warm up first and start slowly. If your child needs to use a reliever inhaler before exercising, it should be taken 10 to 15 minutes before the activity. If symptoms occur while playing, your child should stop, use a reliever inhaler and not start again until the symptoms are gone.

The Ministry of Transportation (MTO) is undertaking the widening and rehabilitation of Highway 427 from Campus Road/Fasken Drive to Steeles Avenue, a distance of approximately 7.3 km (refer to adjacent Key Plan). The project area lies within the City of Toronto and the City of Mississauga. The works include median side widening of Highway 427 to accommodate one High Occupancy Vehicle (HOV) lane in each direction from Campus Road/Fasken Drive to Steeles Avenue, plus the addition of one General Purpose (GP) lane northbound from south of Rexdale Boulevard to Steeles Avenue. Other improvements include: rehabilitation of the existing pavement surface; installation of median concrete barriers, storm sewers, stormwater management facilities, new high mast illumination; replacement of overhead signage; modifications to the existing berm at select locations on the west side of Highway 427 between Derry Road and Finch Avenue; the rehabilitation of one (1) bridge structure; and the widening and rehabilitation of seven (7) bridge structures to accommodate the additional traffic lanes. URS Canada Inc. has been retained by MTO as the Contract Administrator for this project. The construction contractor is Dufferin Construction Company.

Brenna Shanahan started playing hockey and lacrosse when she was four years old and played with boys until she was 13 when she started playing women’s field lacrosse. In 2009 her Mississauga Trilliums team won the provincial U15 gold medal in A division. The following year she made the U15 Ontario team and played in an international tournament in Germany. In 2011 the Mimico Minor Lacrosse Association started a girls program for U11 players. Brenna helped coach and the Mimico coaching staff was awarded the ‘Coach of the Year Award’ by the Ontario Lacrosse Association. In 2013 she was recruited to the Hill Academy (a sports school) where she focused on lacrosse and is co-captain of her team and was awarded the Female Athlete of the Year. In the same year, Brenna was a provincial bronze medalist and won the Mimico U19 Most Valuable Player Award. She helped lead her Mimico Mountaineers team to another bronze medal in the ‘A’ provincial championships this summer and quickly gained the attention of NCAA coaches and will be attending Canisius College next September on a scholarship. Brenna was among 60 players invited to try out for Team Canada’s U19 team that will com-

Doug Ford has said he is not seeking re-election in Ward 2 in order to focus on the mayor’s reelection campaign. A recent Forum Research poll that asked voters if they would vote for Mike Ford or Andray Domise this October indicated twentysomething, Humber College student and family business employee Ford is leading with 43 per cent support over Rexdale native, financial planner and insurance company resolution manager, Domise, 34, who secured 24 per cent support. Among voters aware of them, one-half approve of each candidate, the poll reported. t’s a rematch in Ward 9 between incumbent Councillor Maria Augimeri and businessman Gus Cusimano, which saw the former almost losing her job in the 2010 municipal election by less than 100 votes. Augimeri, who has represented the area for three decades, held onto her seat by 89 votes four years ago. A court challenge to try to have the election overturned by Cusimano ensued. He initially won the challenge but then lost on appeal. He was then charged with breaching the Municipal Elections Act by voting for himself in a ward he did not reside in. He pled guilty and agreed to a $1,000 fine. Also running are Anthony Fernando, Danny Quattrociocchi, Ances Hercultes and Wilson Basantes.

hree candidates have so far signed up to run in Ward 12 - York SouthWeston in the upcoming 2014 municipal election on Oct. 27. Longtime incumbent Frank Di Giorgio is running again in the riding he’s served in since 2000. Before the city’s amalgamation, Di Giorgio was a North York councillor first elected in 1985. It will be Nick Dominelli’s third time running for Ward 12, finishing second both in 2010 and 2006 by less than 500 and 2,300 votes, respectively. Lekan Olawoye, who’s built a strong local profile as executive director of For Youth Initiative for the past six years, will also be on the ballot to represent Ward 12.

t’s the third matchup for municipal candidates Cesar Palacio and Alejandra Bravo in Ward 17 - Davenport, who faced off against one another in 2003 and 2006. The last time around, Palacio won with only a couple hundred votes ahead of Bravo. The incumbent says he’s running on his track record and experience, citing his advocacy for fiscal responsibility and neighbourhood revitalization. Bravo, on the other hand, feels the ward needs a change and thinks Palacio’s close alignment with Rob Ford is detrimental to the constituents of Ward 17. She’s mostly concerned about creating jobs and expanding transit.

he ward’s current councillor, Ana Bailão, has been leading the charge in Ward 18 for the past four years and will battle it out with a set of new candidates this year. In the last municipal election, Bailão defeated her closest rival for council, Kevin Beaulieu, by 1,366 votes. Of the 10 registered candidates so far, nine are candidates who didn’t run in the 2010 municipal election. Issues surrounding development, transportation, and green space are key in the ward. Ward 18 is known to have a high Portuguese population according to the 2011 Canadian Household Survey, which plays well for Bailão, who is Portugeuse. However, the riding is changing quickly, and the average household income is growing. Located just west of the downtown core, Ward 18 runs from Dovercourt Road to Dundas Street West, north to Dupont Street, with its most southern point at King Street West, Davenport is a vibrant area of the city.

he race for Ward 26 - Don Valley West features four registered candidates so far, and a re-match between two candidates who finished just over 400 votes apart in 2010. The ward includes the neighbourhoods of Leaside, Thorncliffe Park, Flemingdon Heights and Wynford and takes in parts of East York and North York. Registered to run are incumbent John Parker, who has held the seat since 2006, and challengers Jon Burnside, Ishrath Velshi and David Sparrow. In the 2010 election, Parker beat Burnside by 415 votes. Prior to being elected ward councillor in 2006, Parker, a lawyer, was MPP for the York East area from 1995 to 1999. Burnside is a former Toronto police officer, who has been involved in the ward through both his job and coaching youth sports. Velshi has served as executive assistant to Parker at city hall, and most recently as executive assistant to Ward 34 Don Valley East Councillor Denzil Minnan-Wong. Sparrow is a longtime resident and president of the Alliance of Canadian Cinema Television and Radio Artists (ACTRA).

This election race promises to be an exciting one this time as three-time incumbent Paula Fletcher is running for a fourth term. She won the last election in 2010 by just 259 votes against television personality, Liz West. West is also running again. Jane Farrow, a journalist, former executive assistant to Ward 32 councillor Mary-Margaret McMahon and founding director of Jane’s Walk, is also trying her hand at representing Ward 30 as is Dan Trayes, Francis Russell, Kim Diep and Mark Borden.

ith former councillor Adam Vaughan leaving the municipal scene to join the Liberal Party of Canada as MP for TrinitySpadina, the race for the council seat in Ward 20 has attracted a full slate of candidates. The ward is one of the city’s most diverse in terms of neighbourhoods, from the artsy, primarily low-rise Annex community to a growing number of highrise condominiums downtown. It has seen its share of change in recent years, including an overhaul of the entertainment district, massive condo development and the rapidly redeveloping waterfront. Other issues that have captured the public’s attention include a proposal for a weatherproof dome at Central Tech, a proposal to build a Walmart near Kensington Market – which led to extensive community consultation on stronger development controls along Bathurst Street, and the fight over the expansion of the Toronto Island Airport. Whoever wins the election race will have their hands full representing their constituents’ disparate wants.

ith the decision by veteran incumbent councillor Mike Del Grande to step down earlier this year, the race for the Ward 39 Scarborough-Agincourt council seat features a number of high-profile candidates. Running for the seat are Christopher Blueman, Cozette Giannini, Clayton Jones, Jim Karygiannis, Franco Ng and Patricia Sinclair. Collectively, the candidates have deep community roots and a wealth of political experience. Karygiannis served as the area’s MP for more than 25 years before resigning his federal seat earlier this year Blueman, who grew up in the area, served four years as a councillor in Sundridge, Ont., before moving back to Scarborough. Sinclair has been actively involved in numerous city issues, mostly related to transit service in Scarborough. Ng worked as an assistant in Councillor Del Grande’s office.

Toronto Ombudsman tells city she needs to hire more staff Fiona Crean said there have been 60 per cent more complaints filed to office this year Mike Adler madler@insidetoronto.com City of Toronto Ombudsman Fiona Crean warns the mission of her office will be “compromised” unless it gets $800,000 a year to hire more staff. “The challenge of 2014 is the severe and chronic lack of resources that threatens to cripple the operations of the office,” said a five-year review of the ombudsman position, which Crean released Thursday, Aug. 21. The ombudsman ensures Toronto’s public service carries out city policy by responding to complaints. In the first seven months of 2014, there were 1,409 complaints, 60 per cent more than were filed during the same period in 2013. The “vast majority” of complaints – which have most commonly concerned Toronto Community Housing,

city bylaw enforcement staff and revenue-generating services such as water bills and parking tickets – are resolved without a formal investigation. The ombudsman has done 32 full investigations over the years, however, and has had some 300 recommendations adopted by city council. Crean’s report notes public servants increasingly use the office to seek advice and to mediate in disputes with the public. It argued the ombudsman doesn’t have enough resources to inform the public of its services, and “the number of systemic problems left unexamined is increasing,” particularly since council expanded its jurisdiction in May to include Toronto Hydro, and some of its other arms-length agencies. The increasing workload “is having a detrimental effect on staff morale and well-being,”

the review said, adding without enough funds to properly do its job, the independence of the ombudsman’s position “is meaningless.” Crean’s office has 11 staff members, four more than in 2009, and a budget this year of $1,636,000, but the

review said the ombudsman needs six more staff, at a cost of $800,000, or a backlog of cases will develop. Already, Crean – who had a staffer target the L’Amoreaux, Malvern, Rouge and Woburn neighbourhoods in Scarborough for a year to

promote the office – said she is concerned that people in Scarborough, Etobicoke and North York aren’t as likely to lay complaints. “The further away from public transit and the downtown core, the fewer number of people contact the office,” said the review, suggesting this would change only when the office has more resources to promote “equitable access.” At least one councillor is worried the ombudsman’s own contract may be used as leverage against the office’s

independence. Mary-Margaret McMahon asked for a report on possible term limits – “one five or seven-year term that does not include the possibility of extension” – on the position, stressing this would apply to future ombudsmen, and not to Crean. The Beaches-East York councillor’s request, approved by council’s executive committee Wednesday, Aug. 20, said a non-renewable contract would “ensure that the ombudsman is equally free to criticize councillors and the mayor,” and noted the city’s current integrity commissioner and auditor general were hired on non-renewable contracts. “I believe we can strengthen the independence of our accountability officers by removing city council’s authority to interfere with the length of their tenure,” it said.
