Mayor’s 2016 priority: making Toronto run better DAVID NICKLE dnickle@insidetoronto.com It’s the day after the launch of the 2016 budget process – really, the first full budget of Mayor John Tory’s term – and it’s fair to say the mayor is feeling the sting of his critics. The budget is not quite balanced – councillors will have to find $23 million in savings to just hold the line at inflation for property taxes, and find another $67 million if they want to keep the promises of service enhancements that council and the mayor have made through 2015. As Tory sits down for his endof-year interview with Metroland Media Toronto, the bristling is barely noticeable. “It is the beginning – I have been working on it for months and this is the beginning of the process that is continuing,” says Tory. “We have eight weeks of hard work ahead.” Indeed, as 2016 unfolds, fixing the city’s budget and dealing with the city’s finances will be the first of a series of big jobs that Tory hopes to complete, to eventually make more sense of the mayoralty that Tory began just over a year ago on the heels of the tumultuous Rob Ford mayoralty.

In many ways, Tory’s year in 2015 was about restoring calm to an office that had seen a bit too much tumult. Polling data may have told Tory that transportation and public transit are the biggest issue, but he says that in conversation, Torontonians are most grateful for the simple stability of a mayor that if anything tacks to

the dull side. “The number one thing they raise with me every day is how happy they are that I’m conducting the job in a responsible and balanced way,” says Tory. “It’s not just about not engaging in bad behaviour – but they also see that my comments on television are balanced. They see that I’m prepared to take into account the other side.” Tory would like to be understood in this way: as a balanced, evidencebased politician who steps outside of the world of partisan politics that he himself once inhabited. He offers up evidence to that, in talking about one of the major debates at Toronto Council in 2015, over what to do with the eastern portion of the Gardiner Expressway. Tory advocated strongly against tearing that section of the highway down and instead building a ‘hybrid’ elevated highway – and in the end, he prevailed. “Once the vote was over I could have said I won that vote, that’s that, let’s get on with building it,” he says. “The first thing I did was to ask my staff to sit down with all the people that most vehemently opposed the position I took and ask them how

we could make the so-called hybrid much better.” The result? Tory says the modified hybrid is an improvement on the original plan, and what had begun as a relatively narrow victory at council – he only won by a 24-21 vote – has turned into a much broader consensus. He admits that consensus was not always the result of what he termed an honest approach to issues. Taxi and limo drivers took Tory’s name in vain in early December when they blocked thoroughfares to protest the city’s slow action in curbing Uber-X drivers who collect fares via the unregulated Uber app. Tory has taken an agnostic approach to the issue – along with council directing staff to find a way to bring Uber-X under the city’s regulatory regime and acknowledging that apps like Uber will likely remain. “The truth is that when I said they’re here to stay it wasn’t a statement in favour of Uber – it was simply a statement of reality,” says Tory. “They may not like the truth.” Going forward, Tory is bracing himself for dealing with more reality. Early in the new year, he and council will be shown reports on the

efficacy of two inter-related transit projects: the extension of the BloorDanforth subway into Scarborough, and Tory’s own SmartTrack. Tory has been steadfast in his support of both projects, despite questions being raised about both the expenditure and the engineering possibilities. On SmartTrack, he acknowledges that there will be engineering problems, particularly in the western portion of the city-spanning project, where there are no existing rail lines. “The studies will come early in the winter, and why would I have bothered to go through the time and money, especially the time, of having those studies done if I didn’t want to pay attention to what was said?” he says. “We’ll see what the study says and make adjustments if necessary. But there will be a smart track that will run from the Mississauga Corporate Centre through downtown and out to Markham. Can I tell you how many stations? No I can’t. But I put forward a proposal and it’s going to be a transformative transit project.” Overall, says Tory, his priorities for 2016 are “traffic and transit and housing,” and also creating jobs.

t’s the eve of 2016. We’re all a year older and hopefully a little wiser. From the moment we’re born we begin to age. We’re cradled, we crawl, we stand, we walk, we run; always driven by our curiosity to know more, do more and be more. But how much is too much? Are we experiencing real value in our lives living in this fast-paced culture of technology and responsibility? We resolve to make changes, but most times these changes don’t stick. New year’s resolutions seem to be destined to fail. Maybe it’s because vowing to lose weight isn’t the real goal. But rather to be healthy have more energy to take our view and care of your family. Instead of saying you’re going Aim for a to go on a financial diet, how reframing the thought. life of value about Resolve to spend money only on and balance the things that bring you the most joy. You’ll soon realize you’ll save more money and accumulate fewer things. No one is asking you to come up with a grandiose plan for your future. But, of course, you could if you like. But how about simply resolving to slow down your busy life a bit and reflect on what’s important to you. Live a life of value and balance. Unplug. Increase face time with your favourite people. Find time to exercise. Take in what you’ve learned in the last 12 months and build on the good and be grateful for the bad, because the adversarial experiences no doubt taught you the most. We’re wired, tired and on the go non-stop. At least that’s how it must have seemed for many in 2015. Let’s not say the same next New Year’s Eve. If there’s something you want to do in 2016, don’t think, just do. Push through toward your goals, one foot in front of the other, because baby steps count too. There’s lots of great things that can be done in the coming year, including becoming more involved in your community or volunteering to help others. The best way to make change is to be the change and that’s the best new year’s resolution you could ever make.

Tory must address SmartTrack concerns If 2015 was simply about righting the ship of state in Toronto and restoring civility to civic life – and for many it was, as I argued in this space last week – the coming year is going to be a challenge for our new and agreeable city council. Indeed, looking at the new calendar, everything contained in the promise (and promises) of Mayor John Tory and his new council is going to be put to the test. There was a certain luxury to be had in the first year of this mandate, being able to set up not just the tone for a debate, but the factual basis for it. So two of Tory’s signature issues – the SmartTrack heavy rail transit system linking Markham to Scarborough and the downtown, and then Liberty Village and Etobicoke and eventually Markham, and the continued construction of the Scarborough Subway – could move slowly and

david nickle the city inconclusively through committee and council, blessed by open questions for another day. The day to answer those questions will come in 2016, probably sooner than later. Media reports have indicated there are problems with the implementation of SmartTrack, particularly in the west end where considerable tunnelling might be necessary. The question, until now avoided, of whether it makes sense to have SmartTrack run so near the Scarborough Subway extension will need to be addressed, definitively. Thanks to the new budget process, in which city finance staff don’t do the work of budget balancing but leave that to politicians, councillors will have to find ways to pay for $67 million worth of

programs that they cheerfully approved in 2015. The continuation of enhanced transit service, investment in poverty reduction strategies… something as simple as setting up safe ice-skating on Grenadier Pond… will all depend on the ability of councillors to make hard choices and take responsibility for their decisions. The city is going to need more money in any case, and councillors are going to have to have another look at that list of possible revenue tools they so neatly rejected during the Rob Ford mayoralty. In year-end interviews, Tory has made much of his indifference to ideology in his approach to governing the city and corralling council. It has served him well so far, and could serve him well this coming year. But it might be a terrifying time. Ideology, for good and for ill, can work as a kind of road map for a politician faced with making a

firm decision to deal with a complex problem. Without a notion of where one wants to be, it can be easy to confuse pragmatism with populism, to make a call that panders to a base rather than provides a solution. That’s not to say Tory should return to his Conservative roots or sign a New Democratic Party membership card – pick shirts or skins in an oldfashioned Toronto council mud fight. But he and the rest of council should remember that over the next year and the ones that follow, there are going to be debates and decisions that together will shape both the city and the legacy. Doing it right is going to require flexibility, and thoughtfulness – and in the end, a crystalline clarity of vision.

Silverthorn family’s legacy lasted for 148 years DENISE HARRIS denise.harris@sympatico.ca Part 2: The Silverthorn family After Aaron Silverthorn died in 1872, his son, Newman, inherited Mill Farm. Newman had left home in 1849 at age 20 to seek his own way. When he returned home in 1869, he brought with him his wife, Almira Beal of Chicago, and two sons. Newman lived in a house that his mother had bought for him before her death, located on Lot 10 on the south side of Dundas, east of Hwy. 427. He worked hard to improve the family farm, undertaking a massive project to restore the thousands of trees the farm had lost over the years. Ne w m a n’s y o u n g e s t son and heir, Charles, was educated at the Ontario Agricultural College. In 1894 he married Margaret

denise harris history corner Coulter, and Newman and Alvira gave up their house on Lot 10 to the newlyweds. Newman built a new house on Lot 12 on the south side of Dundas, west of Hwy. 427. Charles was a councillor from 1911 to 1912 and reeve from 1913 to 1917. In 1917, Charles died when his automobile collided with a Toronto Suburban Railway car on Dundas Street. Charles’ eldest son, Gideon, had to leave the Guelph Agricultural College and return home to run the farm. When Newman died the following year, Gideon became the heir of his grandfather’s estate of 400 hectares. Charles’ widow, Margaret, moved into the house Newman had built on Lot 12, and Gideon and his wife Nell moved into the house on Lot 10.

After World War II, farming became less and less

profitable, and the city was encroaching. Gideon knew

it was time for change and so, with his siblings’ agree-

ment, began to sell off their farmland for industrial use. In 1951, a piece of lot 10 was sold to Dearborn Chemical, followed by sales to Lennox Furnace and Carling Breweries. Gideon lived on Lot 10 until 1958 when he moved to Thorncrest Village. Lot 10 was sold and an A & P store and warehouse (now Food Basics) was built on the property. Mill Farm, after being in the family for 148 years, was sold to Mark Cavotti, who developed it as the Markland Wood subdivision, keeping his promise to Gideon to save as many of Newman’s trees as possible. The fire department burned down the 1869 Mill Farm house as a training exercise. It was the end of an era.

On November 1, 2013, Expert Mortgage launched the “85Alive”program in Ontario. The concept was simple: as long as you had a pulse, Expert Mortgage would provide you with a home equity loan, up to 85 percent of the value of your property. No job required. Bad credit, OK. 2015: a look back

Heartwarming stories stand out for reporter IN REVIEW

Writer Cynthia Reason shares her first-hand accounts from the field

CYNTHIA REASON creason@insidetoronto.com I’ll admit it, I’m a sucker for a feelgood story. So when it came time to look back on my files from 2015 to compile a virtual Top 3 list of my favourite stories from the past year, it was the heartwarmers that really stuck out. For me, the common thread amongst the trio of favourites I’ve listed here was how inspirational the people behind those stories were. In my nine years working for The Guardian, I’ve come to realize that inspiration can be found in so many places and in so many people here in Etobicoke; you need only to look for it to be amazed.

PAN AM BMX RACE During the TO2015 Pan Am Games, it could be found at Centennial Park, where 38 of the world’s top BMX cyclists competed for their place atop the podium. On that blisteringly hot competition day on July 11, in front of a sold-out crowd that included many an awestruck young BMX fan, it was Coquitlam, BC native Tory Nyhaug who triumphed to claim gold for Canada in the men’s competition. I was there at the finish line when the 23-year-old pedalled his way to first place, and the energy was, quite simply, electric. There was so much positive energy in the air as fans young and old joined voices in the singing of O Canada as Nyhaug took his place atop the podium in the biggest win of his career to date. It was such a proud and exciting moment to be a part of, just being there to bear witness as the talented young Nyhaug emerged from that competition as a veritable Canadian hero. MIMICO CREEK DUCK RESCUE Speaking of heroics, did I ever tell you about the time I watched on as a dedicated group of Toronto Wildlife Centre staff and volunteers spent a humid day in July plucking dozens of oil-slicked ducks from a spill site in Mimico Creek? It was July 14 and I was working from my home office when I got a Google alert that a rescue mission was underway at Ravenscrest Park. I immediately packed up my notebook and camera and rushed to the area of the creek near Martin Grove and

Rathburn roads – just in time to witness a dozen or so staff and volunteers from the centre working together in perfect tandem to carry out the rescue efforts. Down in the shallows, two or three rescuers clad in rubber boots and armed with large nets scoured the shoreline seeking out ducks whose feathers had become saturated by mineral oil that had seeped into the creek via a nearby overturned tanker truck the night before. Once captured, the netted ducks were handed up to volunteers like 26-year-old Tim Rawn on the banks

above, who worked painstaking – and very gently – to free the ducks from their nets and place them into cardboard boxes. From there, yet more volunteers – including Rawn’s 11-year-old brother, Derek – were waiting to whisk the boxed ducks off to awaiting vehicles for transportation to the Toronto Wildlife Centre. “It’s all for the love of animals,” Rawn said when I asked him what made him drop everything he was doing that day to help out with the rescue efforts. In total, Rawn and his fellow lifesav-

ers plucked 111 oil-slicked ducks from Mimico Creek that day; more than 70 per cent survived the ordeal to be re-released after a good scrubbing by even more Toronto Wildlife Centre volunteers back at their Downsview Park headquarters. That so many volunteers like the Rawns responded to the call to help out a flock of mother nature’s feathered friends is heartening. See the story at bit.ly/1QCO7g2

MR. LENNON Perhaps more inspiring than any

other story I’ve been fortunate enough to tell in my career, however, is the story of Radcliffe Lennon. I met Mr. Lennon – a man previously described to me by Etobicoke North MP Kirsty Duncan, as a “real community hero” – on a chilly day back in January at Mount Olive Seventh-Day Adventist Church, where he had served as a church elder for more than 15 years. Quite honestly, it’s hard for me to describe my encounter with Mr. Lennon and his devoted wife, Fayth, without tearing up, but needless to say, I immediately understood upon our meeting that what Duncan had said of him was true. Diagnosed with Lou Gehrig’s disease (ALS) in February 2014, Mr. Lennon was wheelchair-bound and, unable to speak above a whisper when I met him, relied on Fayth’s strong and steady voice to relay his dying wish to me. What Mr. Lennon wanted more than anything, you see, was to renovate his church’s 1970s-era kitchen – not only to expand the church soup kitchen and food bank he had founded, but also as a way of giving back to the “church family” that helped support him and his family through his diagnosis with ALS. “His body may be deteriorating as ALS robs him of his voice and mobility, but his mind is as sharp as it was before his sickness, and his one desire is to get the kitchen done so we can help more people in the community,” Pastor David Rogers said of Mr. Lennon at the time. “That’s just who Radcliffe is.” But even more than his steadfast dedication to his community, it was Mr. Lennon’s beaming smile and the inner positivity it radiated that still sticks with me today. He emanated light and kindness, and remained positive and upbeat despite his personal struggles and health issues. “Every step of this journey, he’s had a good spirit. He’s always smiling – a big, big smile,” Fayth said of her husband back in January, attributing that positivity to the couple’s shared faith. “He’s the one who keeps me going with that smile.” Sadly, Mr. Lennon passed away on Oct. 27 before he could see his dream kitchen become a reality – but, still, his legacy of light lives on. Teen chefs finish second, third on Chopped Canada TAMARA SHEPHARD tshephard@insidetoronto.com Two Etobicoke teens’ experience as competitors in Chopped Canada’s Teen Tournament finale taught them hard work breeds success. Thistletown Collegiate students Yohannes Asres and Justice Chea, both 17, fired up second- and third-place finishes, respectively, on the Dec. 26 finale Higher Steaks on Food Network Canada. Competitor Emilia Augello, 14, of Montreal, won the championship and the $20,000 prize. Four chefs face off in every Chopped Canada episode and create an appetizer, an entree, and a dessert using ingredients from a mystery basket. One competitor chef is chopped after each course. Asres faced off against Augello in the final dessert round. He made peanut butter and jam French toast with chocolate sauce ice cream. But an overcooked steak in the appetizer round came back to haunt him. “It was a really tough decision. It comes down to some overcooked steak,” judge and chef Antonio Park, of Park Restaurant in Montreal, told Asres. “You’ve got such a bright future. You’re going to become a very important chef to Canada.” Asres thanked the celebrity

chef judges, who included Lynn Crawford, author of The Great Canadian Cookbook, and Susur Lee of Top Chef Masters. “It has been a dream to cook for you guys, thank you,” Asres told the judges. “I stand by the judges’ decision 100 per cent. I think this will make me a completely better chef.” Had he won, Asres planned to financially help his mom, who taught him to cook. Asres works for a catering company, where this summer he was mentored by company chefs who catered the Toronto 2015 Pan Am Games. He said catering is in his future. Asres said what he loves most about cooking is the adrenaline. “When I’m in my production kitchen, I’m running and running. It’s racing against the clock every day.” In January, Asres will return to school to help his culinary arts teacher Keith Hoare by mentoring some Grade 10 students. Ho a re w o n C h o p p e d Canada a year ago, and now heads the culinary specialized high skills major program at Thistletown Collegiate. He took Asres and Chea around town to prepare for the national television cooking competition. He taught them how to cook unusual ingredients and with what to pair them. He gave them mystery baskets

of ingredients in class. “I’m very proud of them. I think they did a great job,” Hoare said. “They’re quickminded and quick-thinking. They’re smart young kids with a lot of creativity, a good skill set.” Hoare donated his $10,000 Chopped Canada winnings to help fund 18 of his elite program’s students’ nineday tour of Spain and France last March Break. The tour included cooking classes, museum tours, and restaurant dining as well as meeting professional chefs. Chea said she took to heart her mentor’s lessons. “It was a really amazing experience,” she said. “I want to inspire people to work hard, do what they love and follow their dreams. My dreams really did come true.” Judges complimented Chea’s dishes. And while Crawford said Chea perfectly cooked the pickerel in the entree, Lee said fish bones in her instant noodle broth ended her competition run. Had she won, Chea planned to use the winnings to help finance her and her younger brother’s and sister’s postsecondary education. Chea’s mom died when she was 10. “I think if my mom could see me right now, she’d be very proud of the person I’ve become; how hard I’ve worked to get where I am today,” she said during the finale.
