Etobicoke woman offering psychosocial support to Ebola victims, families in Sierra Leone Media’s waning interest in Ebola outbreaks abroad is ‘frustrating’ TAMARA SHEPHARD tshephard@insidetoronto.com International missions’ medical support of west Africans with Ebola has been highly publicized. Lesser known is the psychosocial support being provided people with Ebola, especially the dying, and their grieving families. Etobicoke social worker Sandra Damota flew out Monday to Ottawa for a Canadian Red Cross delegate briefing. Later this week, she will fly to Geneva for training, then on to a new Ebola treatment centre opened last month in the Kono district of Sierra Leone, a rural area of largely jungle where the virus continues to spread. Canadian Red Cross’ other Ebola treatment centre in Kenema, Sierra Leone has treated 600 patients, the agency reported. In Kono, Damota will wear personal protective equipment for no more than an hour, as per protocols, as she supports people dying of the virus. “It’s providing palliative care versus lifesaving care. That’s when psychosocial support becomes more important,” said Damota, a mother of three young sons, 12, seven and six. “Not everyone is going to survive. I’ll be working with families who have lost one, two or even all their family members and friends. Helping them die with dignity. You provide support just by being there, listening.” Damota will also support families and friends of people who have

died of Ebola in their acceptance that cultural practices around burials is prohibited to prevent spread of the virus. “We’ve found that the Ebola virus transfers mostly through the burial process,” Canadian Red Cross spokesperson Chiran Livera said. “There is a lot of touching and kissing of the body during a funeral. The Red Cross is doing a lot of work with families around the burial process to make it safe and dignified.” The Canadian Red Cross has deployed 36 Canadians, most to Sierra Leone, some to Guinea, since the Ebola outbreak began last March. The 2014 Ebola outbreak in west Africa is the “largest and most complex” since the virus was first discovered in 1976, the World Health Organization (WHO) reported. Damota said her mission work will include helping Ebola survivors fight stigma as they prepare to reintegrate into the community. This is Damota’s fifth missions trip. On her first, she started a shelter for women and children with another aid organization after Hurricane Katrina devastated parts of New Orleans.

Damota said she thrives in the role, both at home and abroad. “I love it. It fits my skills and personality. I thrive in a crisis. That’s when I’m at my most calm and effective,” said Damota, the city’s east region manager of its community crisis response program. It provides support and resources to communities following a critical incident like a shooting, stabbing, swarming or gang-related activities. Missions work abroad is rewarding in a way few Canadians can appreciate by watching a nightly newscast, she said. “When a disaster or a medical emergency happens, we see the negative. One of the biggest eye openers for me in New Orleans was the positives you don’t see on the news,” she said. “The hope, resiliency and strength of people who have lost everything. You see those beautiful things that you don’t experience from your living room.” When Damota returns to Canada on March 23, she will be met and interviewed by the Public Health Agency of Canada. She will do self-assessments for fever for three weeks with regular reports to public health. She cannot return to work during that period. Recently, the UN reported its entire system, including WHO, needs an extra $1 billion this year to effect its role to end the virus. David Nabarro, UN Secretary General’s special envoy on Ebola, urged the entire UN system adopt the motto: “Ebola will not be gone in any country until it is gone from every country.” “This outbreak has not finished; it is very dangerous when we talk about it in the past tense,” Nabarro said.

Feds smart to back SmartTrack

M

r. Mayor goes to Ottawa, and with him a pitch for those in our nation’s capital to consider his SmartTrack transit plan, the key plank in John Tory’s run to become mayor of Toronto. With the city already on shaky budgetary/financial footing – Toronto is to borrow from itself to fill the 2015 budget hole, and city manager Joe Pennachetti is looking at “new” revenue tools to fund growth – all levels of government need to step up. Especially when considering how much money Toronto sends to Ottawa and Queen’s Park. Tory’s Tuesday and Wednesday itinerary includes meeting with Liberal Leader Justin Trudeau, NDP Leader Thomas Mulcair, federal Transportation Minister Lisa Raitt and several Toronto MPs. These are discussions that must happen, something Tory started with Prime Minister Stephen Harper in December, shortly after being sworn in as mayor. Whether Harper drops the writ our view before the fixed Oct. 19 federal election date is uncertain, but it is time to start talking transit with Talk transit our local MPs – and it’s their job to bring our concerns and ideas with those to Ottawa. seeking votes Transit has been one, if not the main municipal issue for nearly a decade. With that comes the necessity to keep that discussion going on a daily basis. Not just during elections. Transit issues stretch beyond Toronto because the city is an economic generator for the entire country, and congestion is an economic killer – the social and economic costs across the Greater Toronto and Hamilton Area are estimated at $6 billion annually. The federal leaders have been in Toronto recently – making announcements, shaking hands – so it’s obvious interest in Canada’s largest city is there. SmartTrack will not solve the entire issue; however, getting people around the city more quickly on transit will help take some cars off the streets and quicken commuters’ trips. Tory has often repeated his position that the federal government needs to sign on to a 10-year agreement to fund transit in big cities across the country, and that SmartTrack should be next on the prime minister’s list. It is now our responsibility to make sure that position extends to our doors, when federal hopefuls start knocking. It is up to us to make sure transit – not just Tory’s SmartTrack – stays top-of-mind leading to the federal election.

T

here must be something liberating in the long goodbye. Just look at Joe Pennachetti, Toronto’s longsuffering and ever-efficient city manager, who agreed to hang around for a few months after his planned retirement to help Mayor John Tory make a budget for 2015. Pennachetti’s been good to his word – directing first one staff budget and then another, once the political realities of provincialmunicipal relations became apparent. Last week, Pennachetti delivered that second one with a neat fiscal flourish, forgoing a loan from either province or bank to “borrow” money from Toronto’s own capital investments. The plan raised some eyebrows but got Tory out of a pickle, made by the failure of his fledgling administration to negotiate a good deal with the provincial govern-

david nickle the city ment to soak up $86 million in lost revenue in time for March. It i s u n l i k e l y t h a t i f Pennachetti were planning on staying longer than a month or so he would have delivered his third piece of parting advice as he did. Act now Toronto, he said, needs to look at new sources of revenue, and it needs to do it now. The City of Toronto Act is under review, and with strong council support it is possible the province might allow Toronto to find sources of revenue beyond the ones it has now: specifically, a sales tax. That new source of revenue could make a dramatic difference in the city’s finances – allowing it to deal with its crushing

public housing and transit responsibilities, and manage everything else on its own terms. Sh e l l e y Ca r ro l l , w h o served as budget chief under former mayor David Miller, is going to bring forward a motion on the plan. Tory, meanwhile, is united with his budget chief Gary Crawford in thinking it a terrible idea. On Tuesday, Tory told reporters that first he wants to find some efficiencies and get some money from the federal and provincial government. New revenues should only be considered after all that’s failed. Tory’s nervousness is understandable. Even the pro-revenue Miller got cold feet before too long facing the opposition that comes with new revenue tools. In 2007, he just stayed home from the public consultations on the prospect of new taxes, leaving poor

Pennachetti to work on his grey hairs alone fielding snark about land transfer taxes and vehicle registration taxes in meeting halls across the city. It’s understandable, but it’s not acceptable. Toronto council is on its way to approving a budget that is built on short-term profligacy, paid for over time. It’s like raiding your kid’s college fund to get a new car: if you have any hope for pleasant holiday dinners and visitors at the retirement home, you’re going to have to spend the next few years cutting other things you may need – or go get a better job to pay it back in time. Or you could do both – cut back on frills and get some more money. That’s the gist of the parting advice from the guy who knows. David Nickle is The Villager’s city hall reporter. While the beginning of the two-hour sessions will be devoted to a brief overview of the project, where attendees will be brought up to speed on what the centre is going to be, what Humber’s vision for it is, and who the project’s advisory committee members are, Mazurk’s hope is the bulk of the time will be all about getting feedback from local residents. capturing the stories of people’s personal relationship to the grounds via video, audio, written and/or visual contributions, Mazurk said. “I hear stories constantly, like ‘oh, when the psychiatric hospital closed up, I used to climb over and look in the windows and see all of the clinical equipment just abandoned,’ and other people say ‘I grew up here when the hospital was open and I came and played on the grounds and I always felt safe, because the patients were part of the community,’” she recalled. “There’s lots of very beautiful stories to be told, so this oral history project is probably one of the biggest things we want to do.” Anyone interested in contributing a story to the oral history project is invited to

do so at one of the upcoming open houses, where recording equipment will be on hand, or at a later arranged date. Information about the oral history project – including the different formats in which people can submit their stories – will be available at the open houses. Getting students in the building is the first step.” Sprogis cited in his nomination Palermo’s strong relationship-building skills, empathy, focus on collaboration in finding solutions and encouragement and support of teacher innovation among his strengths. “He thoroughly recognizes the power of positive relationships in improving outcomes especially for student learning,” Sprogis wrote of Palermo in his nomination. Supporting innovative programs is also one of Palermo’s strengths, Sprogis said.

“Under Randy’s leadership, Thistletown has become a school often looked to for its new and innovative programs,” Sprogis wrote. The Islington Avenue and Albion Road area high school has teachers who help students achieve through practice tests, and a social worker and a child and youth worker through urban priority high school funding. The school’s social worker created an “exercise for success” after-school program uniting school staff, students and the community to exercise together. “It’s about making con-

nections for students with the school so they can be engaged,” Palermo said. Palermo’s leadership has also led to community partnerships, May said. A partnership with Braeburn Neighbourhood Place offers students homework help at lunch and after school, complete with hot meals prepared by the school’s culinary students. PACT Urban Peace Project helped facilitate the creation of the school’s garden. The Geoffrey H. Woods Foundation funds academic scholarships. The north Etobicoke high school now also has a national TV star among its staff ranks. Last month, culinary instructor Keith Hoare won the Food Network’s Chopped Canada title on the show’s second season premiere. “I always tell my students that they can do whatever they want to do if they put their mind to it and if they work hard. Me winning Chopped Canada gives my words a little bit more meaning maybe,” Hoare said on the Jan. 10 episode. Palermo lauded Hoare’s efforts and win: “Keith recognizes the value of leading by example.” Hoare pledged his $10,000 winnings to help fund 18 of his Culinary Specialized High Skills Major Program students’ “culinary adventure of a lifetime” – a nine-day tour of France and Spain over March Break. Hoare led more than $45,000 in fundraising for the trip, a repeat performance. City to get $86M from feds to help reduce homelessness The City of Toronto is getting more than $86 million over five years from the federal government to help reduce homelessness. Mayor John Tory was on hand last Friday morning at Etobicoke’s Furniture Bank – an agency that provides newly housed clients with furnishings and household items, moving services and employment training options. The federal government’s Housing First initiative aims to stabilize the lives of homeless individuals for the long term by first moving them into permanent housing and then providing additional support for underlying issues, such as addiction and mental health. The end goal is to ensure that these individuals

become self-sufficient, fully participating members of society. “I am committed to taking real action to tackle poverty and homelessness in this city,” said Tory in a statement. “This five-year commitment from the federal government means we can continue to provide much-needed services to help Toronto’s most vulnerable residents put a roof over their heads, find work and address mental health challenges so they are no longer isolated, but active, integrated members of our community.” Federal ministers Candice Bergen, social development, Joe Oliver, finance and local MP Bernard Trottier were also in attendance for the announcement.

“We are pleased to partner with the City of Toronto to implement Housing First,” said Bergen in a news release. “Through this evidencedbased approach and with the help of organizations like Furniture Bank, we can move out of crisis mode in terms of managing homelessness and work toward eliminating it altogether, building stronger communities and ensuring Canada’s long-term prosperity.” Bob Waterworth, board member with the Furniture Bank explained how re-purposed furniture items go a long way to helping out those less fortunate. “By transferring gently used furniture to individuals and families who were formerly homeless,

Man charged after bank machine, cash stolen

An Etobicoke man has been arrested and charged after the theft of not just cash, but an entire bank machine from inside a movie theatre in Waterloo, Ont. Waterloo Regional Police reported three men attended the Galaxy Cinemas at Conestoga Mall in Waterloo in the early morning hours of Friday, Jan. 23. Foul play ruled out Etobicoke man’s death Toronto police have ruled out foul play in the death of an Etobicoke man found fallen from his wheelchair in frigid temperatures early Sunday, Feb. 15. Mark Stroz, 29, was discovered without vital signs in the driveway of his Allanhurst Drive (near Royal York Road and Eglinton Avenue) home shortly after 7 a.m.; temperatures had dipped to around -25 C. “A passerby saw Mark laying on the ground in the

driveway, out of his wheelchair, and called 911,” said Const. Victor Kwong, noting paramedics rushed to the scene, but were unable to revive Stroz. “He was pronounced (dead)...in the back of the ambulance.” Kwong said the results of an autopsy performed on Stroz this week confirmed there was no foul play involved in his death. Earlier this week, police said Stroz was returning home after a night out with friends

Inmate dies of drug overdose at Mimico superjail An inmate of the Toronto South Detention Centre died Saturday, Feb. 14 after an apparent drug overdose – the second prisoner death in a week at Ontario’s yearold superjail complex in Etobicoke. An Ontario Public Service Employees Union (OPSEU) official confirmed an inmate was rushed to hospital from the Toronto Intermittent

Centre – a par t of the Etobicoke jail that houses prisoners serving weekend sentences – on the morning of Feb. 14. “It is believed the inmate died of a drug overdose,” said OPSEU’s Monte Vieselmeyer, corrections division chair for the union that represents jail workers. Our Place Initiative embarks on its ‘maiden voyage’ Grassroots organization’s goal is to make Etobicoke a better place to live CYNTHIA REASON creason@insidetoronto.com An Etobicoke-based grassroots organization is putting the call out to all community-minded residents of the area to join its new Community Action Group. Our Place Initiative (OPI) is a notfor-profit aimed at bringing together Etobicoke residents “who want to meet their neighbours, get engaged in their community and work to make Etobicoke better.” To those ends, OPI will be hosting the inaugural meeting of its newly launched Community Action Group Thursday, Feb. 26 from 7 to 9 p.m. at the Etobicoke Civic Centre, 399 The West Mall. All are invited to attend, said OPI Field Director Murray Foster. “We want to cast a wide net and get as many people as possible out there who are motivated to build a better Etobicoke,” said Foster, a member of the OPI steering committee. “Part of the general vision we

have for the meeting is we want to come to the group and say ‘here are some ideas that we have: let’s petition (Mayor) John Tory about transit, let’s get buses on certain routes, let’s build community gardens’, but we also want to throw it out to the group to find out what their passions are and what they want this group to do. “Because, in many ways, the key to the success of this group will be in identifying the passions of the people in that room and having the meeting led by them and their ideas.” Formed about three years ago by a group of socially active Etobicoke residents with a desire to “create and foster engagement” in Etobicoke, Foster said OPI got its start by canvassing door-to-door to gauge the issues that matter most to local residents two summers ago. “Transit, youth services, and infrastructure and storm-readiness were among the Top 3 concerns,” Foster reported. From there, OPI hosted a series

“Now we’re looking to do something that is sort of more than just one-off events – we want to build something,” he said of the Community Action Group, which he said he hopes will meet at least once a month on an ongoing basis. “We want to generate more and more members and eventually take on more and more engagement and community-building activities in Etobicoke – that’s our vision. And Feb. 26 will be our maiden voyage.” For that inaugural meeting, Foster said the OPI steering committee has invited an inspirational guest speaker they hope will shed some light on just how much can be accomplished in a community when its residents work together toward common goals. As chair of the Thorncliffe Park Women’s

Committee, Sabina Ali has taken amazing strides in bettering her community in just six years, Foster said. “In the beginning there were no services there at all, but she helped gather five or six women from the neighbourhood and started this committee. “One of their first initiatives was getting garbage cans in the parks and now six years later, it’s amazing what they’ve done – everything from Friday night art fairs with local live bands, artisanal products and food from all the various ethnicities around the neighbourhood, to reading programs for kids, to community gardens. The list goes on forever,” he said. “This woman is very inspiring, so we’ve invited her to come speak to us what’s possible; to tell what they did in just six years by generating interest from the community. We can make it happen here in Etobicoke, too.”

JobStart seeks to secure support for at-risk youth

TOM GODFREY etg@insidetoronto.com Aspiring Etobicoke plumber Michael Tucker-Powell said he is proud to be an ambassador of JobStart, a local agency he credits for turning his life around. Tucker-Powell, 20, is working in a job placement program for an Etobicoke plumbing company after undergoing 15-weeks of paid training at JobStart, a non-profit community organization that help residents find jobs and services. “I had just finished a plumbing course at Humber College and couldn’t find a job in the field,” he recalled. “I was Googling for help on the Internet and JobStart came up.” A frustrated Tucker-Powell sought help from JobStart and was paired with a job coach who provided training and had contacts with local employers. “This program has changed my life,” he said. “It gave me a great opportunity during a part of my life when things weren’t looking good.” Tucker-Powell said he is happy to be working for FIA Plumbing and

Michael Raymond, the director of programs and services, said Tucker-Powell entered the Youth in Demand (YID) program, for at-risk youth aged from 15 to 30 who face challenges in accessing the labour market. Some 45 youths were assisted this year, the first of the YID program. This year about 36 youths will be placed in jobs. They can also return to school to complete their high school education. “We are extremely proud of the fact that we are working with at-risk youth in the community,” Raymond said. “We are delivering services based on the needs of the client

and community.” He said the much-needed YID program is funded until July and will be closed if more funding is not secured. “This program is very critical to the community,” he said. “There are at-risk clients who need this help and it affects their future and that of the entire community.” He said employers are provided with a subsidy by JobStart to help with the wages of those who participate in the program. The youths are also provided with steel-toe boots, tool boxes or other support required for their jobs. Heather Sant, executive director of JobStart, said the agency served more than 4,000 clients last year with the help of more than 250 employers, who also provide mentoring and training. Sant said 84 per cent of its clients found work or enrolled in further education or training. JobStart officials are reminding students seeking summer jobs to contact them to place their names on a waiting list for when the jobs are posted in April.

How will oil’s slump impact home prices? Across the country, average home prices showed modest to healthy year-over-year gains in most markets in the fourth quarter of 2014, according to the Royal LePage House Price Survey and Market Survey Forecast released Jan. 14, 2015. “For our 2015 forecast, we could not ignore the potential impact of the steep decline in the price of oil on housing markets across Canada,” says Soper, president and chief executive of Royal LePage. “In the immediate term we anticipate that the natural slowing of home price appreciation we called for in the third quarter of 2014 will be delayed in Central Canada and accelerated in the West by recent developments in the energy sector.” For the first half of 2015, Royal LePage expects a confluence of factors and the lower cost of oil to support continued positive price momentum in the Greater Toronto Area (GTA), which should experience the highest major market price increases. Ontario’s strengthened export economy buttressed by a flourishing U.S. economy and lower Canadian dollar, plus the improved labour

market trends as well as the unsatisfied demand from countless homebuyers who lost out in 2014 GTA bidding wars, are expected to carry the all-important 2015 spring market. Meanwhile in Atlantic Canada, buyers should continue to have the upper hand, with home prices across the region forecast to rise below the general rate of inflation. “In contrast to many parts of Central Canada, we expect increased opportunity for homebuyers in Western Canada, but that opening is unlikely to last.

Over the longer term, we foresee a return to regional home price appreciation that is above both the historical average and national trends in general, when energy markets recover,” adds Soper. “In the interim, slowed growth in the price of homes will be a welcome sign for many people in the West, especially in pricy markets like Vancouver where first-time buyers have been frustrated by a hyper-competitive market and home prices that have escalated at a feverish pace.”

Expect to pay a fee for the appraisal, which is generally included in your closing costs. The appraiser gathers information for the appraisal report from

a number of sources, but the process often begins with a physical inspection of the property, both inside and out. He or she also will compare your home against a few others in the neighbourhood, which are known as comparables, or comps. Appraisals will be based on recent prices of comparable properties as well as other factors. Apart from the improvements done to the home, there are other ways to get a higher appraisal amount. The appraiser may consider the overall maintenance of the home and property. It is wise to consider curb appeal and ensure the home is clean and maintained when the appraiser arrives. Minor repairs or common maintenance can impress the appraiser. Removing clutter and cleaning up the home’s interior can make the home appear larger, possibly increasing its value as a result. Etobicoke students earn gold in Conservatory violin exam Three students from Etobicoke recently played their way to first place in the Royal Conservatory of Music’s violin examinations. Madison Okrainec, 6, Rosana Scopacasa, 8, and Asha Saha, 11, each scored higher than any other student in Ontario and Quebec. Medals are awarded annually to students who achieved the highest mark in preparatory A and B and grades one to 10 in their province or region. To be awarded gold, candi-

dates must score at least 80 per cent on their practical examination and also complete the required theory examinations for their grade and discipline. In North America each year, nearly 100,000 examinations are written at the Royal Conservatory of Music, making it one of the largest and most renowned music and arts education institutions in the world. Regional gold medals are awarded each academic year from Sept. 1

to Aug. 31. This year’s gold medalists were awarded at a ceremony at Koerner Hall, at The Royal Conservatory’s TELUS Centre for Performance and Learning. Workshop explores theme of identity Lakeshore Arts and arts facilitator Melissa McGrath are seeking registrants to participate in a variety of free intergenerational community workshops to explore themes of home, identity and community stories leading up to the Pan Am Games. Instruction in colour theory, drawing techniques, printmaking and collage will result in the creation of oneof-a-kind flags and banners which will be hung along a parade route from Palais Royale to Humber Bay pedestrian bridge. Between the athletes’ village – which will become housing for Toronto residents – and a variety of new sporting venues, it’s certain the Toronto 2015 Pan Am/ Parapan Am Games will leave a legacy. An initiative known as Playing for Keeps (P4K) will ensure that legacy consists of more than just buildings. On Feb. 7 and 8, P4K trained a new cohort of volunteer ambassadors at George Brown College on Adelaide Street, giving them the skills they need to become community leaders and organize their own neighbourhood games. “One of the things we do at the Toronto Foundation is seize opportunities to connect philanthropy with community needs,” said Rosalyn Morrison of the Toronto Foundation, one of a variety of community organizations working to make P4K a success.

Morrison noted the city’s Vital Signs report showed health is on the decline in Toronto, but the problem runs beyond simple physical wellness. “What it showed is that we’re seeing a diminished sense of belonging in the city and that’s something we were concerned about,” she said. P4K aims to fulfill four simple objectives: to provide opportunities for youth to become leaders in their communities and have their voices heard; get people to be more active; foster a sense of belonging; and bring the city together. It was born out of the Ontario 2012 Summer Games, with 160 youth, newcomers and longtime residents taking on roles as volunteer ambassadors. They received training, with the caveat that they had to organize a community event of their own. “People get to learn about themselves, what it takes to be a leader and what it means to be a citizen,” Morrison said.

“They organized neighbourhood games that included everything from soccer to Ping-Pong to knitting circles. People can also access $50 microgrants to help make the events happen.” Deborah Kirkegaard got involved with P4K in 2012 and instantly loved the initiative. She joined largely because she wanted to reconnect with Toronto after feeling she had fallen out of touch with it. Kirkegaard noted the commitments made by those who get involved are anything but onerous. “The main commitment – the most important commitment you make when you become a volunteer ambassador – is holding a neighbourhood game in your community,” she said. “You bring new events into the community that are healthy and fun.” P4K is still looking for volunteer ambassadors.
