Saving Thistletown ‘a top priority’: Crisanti Toronto District School Board told not to sell community’s vital Thistletown Multi Service Centre at public meeting CYNTHIA REASON creason@insidetoronto.com In light of recent tragic events in nearby Jamestown, maintaining Thistletown Multi Service Centre and the essential services it provides is a “top priority” for city officials, north Etobicoke residents heard at a community meeting this week. The vital city-run community centre, which operates out of a school building owned by the Toronto District School Board (TDSB) near Albion Road and Islington Avenue, is located less than three kilometres east of the scene of the brazen murder of 35-year-old Candice Rochelle Bobb, who was five months pregnant with a baby boy when she was shot in the chest and killed on John Garland Boulevard May 15. “We know the kind of environment that we’re unfortunately dealing with the last few days; we’ve had a real rough time here with gun violence lately. Now, more than ever, we need community centres...” Etobicoke North Councillor Vincent Crisanti told the more than 100 residents gathered last Thursday, at the TDSB-hosted meeting to discuss the board’s potential sale of Thistletown MSC. “Plan B is, if all else fails, we will purchase the property – and that’s what I’m working towards. I haven’t finalized that yet, but it’s a top priority for the City of Toronto to continue to maintain this facility so that it can continue to serve all of you here tonight.” Thistletown MSC – which was closed by the TDSB as an operating school in 1985 and leased out to the city for use

as a community centre shortly thereafter – is currently just one of 21 properties on the public school board’s chopping block, after trustees voted last year to consider the bundle of “under-utilized” school buildings for potential sale. TDSB trustees are slated to make their decision on which schools they will sell off to help fund its $3.3-billion backlog of capital repairs, school additions and new school building projects at a board meeting on June 22. Before that decision is rendered, however, the board invited community members to share their feedback on the matter during Thursday’s two-hour public consultation meeting, which took place at Thistletown Collegiate. Many in the crowd, like community activist Andray

Domise, noted the lack of facilities available in north Etobicoke to local organizations seeking to engage in positive programming – especially for youth. ‘crunched for space’ “We’re already crunched for space,” he said, noting that his own youth organization – Techsdale, which he founded alongside Samuel Allemang to “help Rexdalearea youth translate their interest in video games and technology into careers and creative skills” – had a “very hard time” finding a computer lab to teach out of. “I think you see the consequences of what happens when you have a lot of young people and not enough activities for them to do,” he added. “So, to even consider selling

(Thistletown MSC) at this point, I think, would be completely irresponsible.” Joanna Twitchin and Suzan Hall, chair and vice-chair, respectively, of Thistletown MSC’s board of management, came to the meeting armed with a petition boasting the signatures of more than 670 people protesting the community centre’s sale – including that of Supt. Ron Taverner, who heads up police operations out of north Etobicoke’s 23 Division. “The Thistletown Multi Service Centre is vital to this community. The (city-run) Parks and Rec programs are used by all ages and are generally filled to capacity,” said Twitchin, making note of the many “essential services” that operate out of the site, including a subsidized childcare centre and the city-operated

Other tenants of Thistletown MSC include the non-profit Rexdale Women’s Centre, Albion Islington BIA, Rexdale Soccer Club, and Thistletown Seniors’ Centre, among many other permit holders, she added. “Now is not the time to remove resources from this community,” agreed Hall, who served as Ward 1 councillor from 2000 to 2010. “We are also very concerned that our local school trustee, Michael Ford, has stepped down and, in stepping down, left us with no political voice at the TDSB, where this issue will be addressed.” Ford, nephew of former mayor Rob Ford, resigned his seat on the TDSB on May 3 in order to pursue his late uncle’s Ward 2 seat on Toronto City Council in a byelection slated for July 25 – the same date TDSB stakeholders in Etobicoke North will take to the polls to replace him on the school board. “There is no trustee sitting at the boardroom table representing Etobicoke North – and that is the voice of the community,” said Ford, urging his former colleagues at the TDSB to wait until after the byelection to make their decision on Thistletown MSC. Input from Thursday’s meeting will be compiled into a report by board staff set to be presented to the TDSB’s Planning and Priorities Committee on Wednesday, June 15 at 6:30 p.m. Residents wishing to present their feedback on the sale of Thistletown MSC at that June 15 meeting – the last opportunity for public delegations before the board makes it decision on June 22 – are asked to contact Linda

Mendonca at linda.mendonca@tdsb.on.ca by 4 p.m. on Monday, June 13. Crisanti closed Thursday’s public consultation meeting by maintaining Thistletown MSC does not belong on the TDSB’s list of 21 schools for potential sale. For the last 31 years, he argued, the city has paid to lease the 52,000 square foot facility – which amounted to more than $340,000 last year – and covered the building’s maintenance, improvement and capital repair costs. “The TDSB has a responsibility to talk to us (the city) separately from the process of selling this property” he said. what happens if... What happens if the TDSB decides to sell off Thistletown MSC at its June 22 meeting? n Starting on Sept. 1, the TDSB will offer the property to the following other public agencies: the French public board, the English Catholic board, the French Catholic board, colleges, universities, the province of Ontario, the City of Toronto, and the federal government of Canada, for a period of 180 days. n If an interested buyer or buyers from one of those public agencies come forward, negotiations to sell the property at fair market value will begin in February/March 2017. If those negotiations are unsuccessful after 30 days, the property will be taken to the open market. n Likewise, if no interested buyer from those public agencies come forward by February/March 2017, the property will be taken to the open market for sale at fair market value.

No one should live in squalor T

oronto Council is being asked to approve a system to licence the city’s landlords, and we believe it’s an idea whose time has come. At a committee meeting last week discussing the issue, Parkdale-High Park Councillor Gord Perks came out strongly in favour of the proposal. “We have a duty to make sure that no one in the City of Toronto lives in squalor,” he said. “That’s an absolute minimum requirement that we have to meet and if we don’t meet it, we’re failing in our responsibilities as councillors.” We couldn’t have said it better if we’d written the motion ourselves. It is without question the responsibility of our elected officials to make sure we have rules and regulations in place that guarantee basic human dignity. The thought of people living in “squalor,” as Perks described it, is something that belongs in the pages of history. Of course such conditions are our view unacceptable, and our city must have the legal means to enforce Toronto has laws preventing such a thing. duty to protect To that end, councillors will be voting on a bylaw at their meettenant rights ing on June 7 that will allow the city to directly fine landlords who are not meeting minimum standards. As it stands now, fines against landlords are levied by the province. The new bylaw would see the city impose the fines as part of administrative fees and it would also make sure buildings are regularly inspected, rather than when complaints are made, which is how the current system works. Councillors are also being asked to improve the inspection system for rental apartments and to set minimum standards for when the city itself will come in and do the work and bill the landlord. Also, councillors are being asked to approve the city collecting more detailed information about landlords who constantly violate the rules and to set up a rating system. Those are two more good ideas councillors should be acting on. It should be noted the biggest landlord in Toronto is actually the city itself through Toronto Community Housing (TCH). And as of last week, TCH was at the top of the list of complaints at LandLordWatch.com, which advocates for tenant rights in the city, One hopes that along with getting tough on landlords in the private sector, these new city standards and rules will also improve the quality of publicly owned housing as well.

It’s easy for mayor to say no to Expo 2025

E

xpo 2025, here in Toronto, with a major build in the city’s port lands, the eyes of the world on us, fancy pavilions from around the world, visitors from everywhere... How’s that sound? Tough to say no. Actually, it looks as though it will be pretty easy for Toronto to say no. On Monday, Mayor John Tory offered as tepid a response as he could to a letter from Prime Minister Justin Trudeau indicating the federal government would be interested in exploring a bid. He was even more tepid Tuesday, after a group of business and political leaders came to Toronto City Hall to offer up a privatesector funded business case for hosting the exposition. A study advocating a business case – that, he was

But a commitment to hosting the event that involved either significant city expenditure or funding from other levels of government that might cut into money that would otherwise go to the city? Not likely. It would, in fact, have been very difficult for the mayor to say anything else this week, as his Executive Committee was grappling with a bombshell report from City Manager Peter Wallace talking about Toronto’s long-term fiscal forecast. The report has been floating around for more than a week, and its findings are stark: Toronto is headed for a fiscal cliff, and soon. Council’s two contra-

dictory imperatives – to provide fulsome services and infrastructure, and to minimize the tax burden on property owners – means that very soon, Toronto Council will no longer be able to balance its annual budget. How, under those circumstances, do you say yes to a plan to host a world’s fair 25 years into the 21st century, of the sort that was really only a big deal in the middle of the 20th century? It’s not to say that an oldfashioned Expo wouldn’t bring some benefit to the city and the country. It would showcase the city to interested, forward-looking visitors. And it would maintain that interest over the better part of a year. But really, Toronto can do all of that on its own, and is doing that on its own. The port lands are already undergoing a

major redevelopment and regeneration, meticulously planned and with great private-sector interest. Those precincts don’t need pavilions – they need parkland and housing and office/industrial space. We are already undergoing a massive and at-least partially funded public transit expansion. Would a successful Expo bid accelerate that? Or would it simply shift funding to other transit projects that might benefit visitors better than Torontonians? Last year, Tory did something that few other mayors have done, and said no to a potential Olympic bid. It’s not hard to see a repeat performance when it comes to Expo.

Property taxes are too low: city manager DAVID NICKLE dnickle@insidetoronto.com Mayor John Tory and some members of his Executive Committee bristled at a hardhitting report by City Manager Peter Wallace arguing that Toronto’s strategy of keeping property taxes low, and services steady, has created a looming financial crisis in the city. “I would state one fact as to why I am averse to going first to the property tax,” said Tory at the Tuesday meeting of Toronto’s Executive Committee. “Ninety seven per cent of the voters in 2014 voted for a candidate who supported a property tax increase no greater than the rate of inflation.” Wallace’s report indicated that in effect, Toronto Council’s budgetary process has resulted in an actual property tax decrease in recent years when adjusted for real inflation. Council has been able to keep the city afloat thanks to the unprecedented strong real estate market,

which has led to a nearly 150 per cent increase in the land transfer tax since it was approved in 2006 – and on one-time uploads from the provincial government. TTC helped bottom line To a lesser degree, the city has also benefited from higher-than-inflation TTC fare increases. “The total incremental increase with property taxes is smaller than fees paid by TTC riders over the last six years,” said Wallace. He said that it is unrealistic to expect that the land transfer tax will keep increasing and that the province will continue with uploading of services. “We’re going to regress to the mean at some point,” he said. “It is inconceivable that the land transfer tax will continue to grow. So expense is likely to rise and on the revenue side, revenue is likely to decline. Council has enjoyed a relatively free ride. Clearly we

need to change that. The process of kicking the can down the road will inevitably come to an end. The shortcuts, the tricks we’ve relied on are not realistically available.” The committee spent hours on the fiscal forecast, that will ultimately lead to a debate on possible revenue tools besides property tax. Wallace said he would be providing a report in June, looking at various revenue tools. Willowdale Councillor David Shiner suggested that Wallace’s report effectively let other levels of government off the hook for larger downloads, particularly involving transit and housing. “I agree with you philosophically that they should be not on the property tax

base but for two decades they have been,” Wallace said. “It is my argument that the kid who was born when that was downloaded is now in university... It is not an argument of what should be, it is an argument of what is.” When Shiner asked where the money from the services that the province has uploaded has gone, Wallace responded: “You put it into lower property taxes.” Wallace suggested that there are very few efficiencies that remain to be found in the city government. Some councillors disagreed with that. “This idea that we can’t find efficiencies is patently false and the wrong attitude to have,” said Deputy Mayor Denzil Minnan-Wong. “A five per cent property tax increase is going to have a real effect on families.” For his part, Tory suggested that the city needs to look at the sale of assets, the contracting out of some services and the cancellations of others.

Keep council same size: Executive Committee Council to hear from consultants in October about shifting current boundaries DAVID NICKLE dnickle@insidetoronto.com Mayor John Tory’s Executive Committee has punted a report recommending new city council ward boundaries to October and asked its authors to show how council could remain the same size as now. The report from consultants had recommended Toronto council increase in size by three, from 44 to 47, in order to equalize representation in a growing city. But Tory made it clear he wouldn’t support an increase in council’s size. “I have nothing against politicians – I am one – but I think we have enough of

them to do the job effectively,” Tory said. Tory’s motion to refer the report back to the city manager and the outside consultants was approved by committee unanimously. The committee will hear from them again Oct. 26, following further consultation and various refinements to the map. The current recommendation would see councillors added in the former North York and downtown Toronto, and retain the old municipal boundaries of Etobicoke on the Humber River and Scarborough on

Victoria Park Avenue. Ward 30 Councillor Paula Fletcher said that some consideration should be given to setting ward boundaries that also respected the former municipalities of East York and York or, conversely, that a 44-ward city might have to consider “piercing” the boundaries of Etobicoke and Scarborough. “We may have to stop the Humber River and Victoria Park being sacred,” she said. “If we’re going to be honouring the boundaries of Scarborough and

Etobicoke, we’re going to have to think about other legacy municipalities.” Tory’s motion asked the consultants to consider respecting the current community council boundaries, which save Scarborough do not reflect the former municipal boundaries. As well, the consultants have been asked to look again at the 47 ward option and consider reducing it to 46 wards.

New program provides emergency mortgage loans to homeowners On November 1, 2013, Expert Mortgage launched the “85Alive”program in Ontario. The concept was simple: as long as you had a pulse, Expert Mortgage would provide you with a home equity loan, up to 85 percent of the value of your property. No job required. Bad credit, OK. The reason why Expert Mortgage could offer a “no questions asked” lending program, while the major banks could not, is that they represent over 200 private lenders who lend strictly on property value. These subprime lenders specialize in mortgage clients who have had some bad luck, and need a helping hand until they get back on their feet. The program has been so successful that Expert Mortgage can barely keep up with the volume of calls. To help fund this unexpectedly large number of borrowers, it has partnered up with dozens more private lenders.

Licensed Mortgage Agent Puneet Garg, Expert Mortgage’s “85-Alive” representative for the GTA Region, says, “We’re seeing mostly homeowners behind on mortgage and property taxes. The banks are refusing to restructure their loans. Many of these people have lost jobs due to the bad economy... or they’re self-employed. Unless you are a perfect applicant, the bank doesn’t want to talk to you.” But not everyone condones Expert Mortgage’s easy lending criteria. A local real estate agent with 25 years of experience, who has asked to remain anonymous, says, “When this market turns down, it’s going to get ugly! It’s utter financial suicide for Expert Mortgage to be giving money away so easily to clients without the ability to make payments. I’d be surprised if they’re still in business five years from now.” Nonetheless, homeowners

like Anita P. don’t see a problem with the program. When questioned on how she plans on making payments on her mortgage when she has no income, Anita responds, “We were four months behind on our mortgage and they saved our house. My husband has been unemployed for nine months. He won’t be unemployed forever. We used the 85-Alive loan to pay off all our debt. We also had $25,000 left over that we put in the bank for emergencies. Think functionality: Multi-functional furniture is a necessity. “Innovative materials and exotic forms promote dual-purpose design in furniture and accessories. Think ottoman coffee tables and reversible pillows. It’s all about items that make our day-to-day lives easier,” she says. “Fast-drying patio cushions are one of my favourite multi-purpose pieces. They make it easy to get back outside quickly after a sun shower.”

For the perfect combination of style and performance, Travis suggests her fast-drying reversible accent or highback cushions at Sears. The pièce de résistance: Adding an outdoor carpet, serving trays or portable lanterns are simple and affordable ways to redefine your backyard. “Accessories like cheerful cushions and tableware give you the opportunity to play around with different texture and colour combinations,” says Travis. FEAT also offers a peer mentorship program for kids ages six to 13 to allow children to talk about their challenges and to gain support. Next, Reid said she would like to extend FEAT’s family visitation program to include transportation to female institutions.

College Street rush hour full of bikes An advocacy group claims there are nearly as many as bicycles on College Street during rush hour as there are cars. Cycle Toronto says it found from 5 to 6 p.m. 46 per cent of road users at the intersection of College and Spadina Avenue were cyclists, compared to 54 per cent cars, according to a traffic count completed last September. According to the group, the result is particularly impressive since just 19 per cent of the road is dedicated for cyclists in the form of bike lanes. Bombardier promises it can meet new streetcar deadline RAHUL GUPTA rgupta@insidetoronto.com Bombardier is confident it can ramp up production of streetcars for the TTC and ensure all committed vehicles are delivered on time. A spokesperson for the Canadian transportation giant confirmed a new delivery schedule was presented to the TTC. Marc-André Lefebvre said company and TTC officials met on May 18 to hammer out the revised schedule for delivering all of the new streetcars by 2019 as originally promised by Bombardier. “These are bold and decisive actions that clearly indicate Bombardier’s manifest resolve to meet its commitment, from the start, of delivering 204 streetcars by the end of 2019,” said Lefebvre in an email to The Guardian. Under the terms of the new deal, Bombardier is promis-

ing 40 new streetcars next year, which ramps up to 76 in 2018, and then another 57 in 2019. The company will not increase its current commitment of 16 more streetcars by the end of 2016, which would bring the annual total to 31. shift in projects Bombardier believes it can speed up production by shifting other light rail projects away from its Thunder Bay factory, and allowing that facility to concentrate fully on the streetcars. TTC spokesperson Brad Ross said the commission would take a wait-and-see approach before it could express confidence in the new schedule. But he said TTC CEO Andy Byford and Bombardier Transportation president Benoit Brossoit had a “good discussion”. Seventy-three of the new low-floor vehicles were supposed to have entered service by the end of last year, but currently there are only 18. Delays in delivery of the streetcars have forced the TTC to refurbish its existing fleet of streetcars well past its natural operating life. The vehicles were ordered in 2009 at a cost of $1.2 billion.

Lastman’s Bad Boy makes $208,000 donation to Hospital for Sick Children According to Blayne Lastman, noooooobody’s better at helping kids in need of urgent care than the Hospital for Sick Children (SickKids). Lastman, the well-known owner of the Lastman’s Bad Boy furniture chain, dropped by the hospital on Friday to deliver a $208,000 cheque in support of SickKids’ Labatt Family Heart Centre. YIMBY festival helps west-end groups forge stronger connections LISA RAINFORD lrainford@insidetoronto.com Social organizations from Toronto’s west-end got together to share ideas on effecting change in the city and to strengthen their connections during the west-end YIMBY (Yes In My Backyard) Festival. The event happened Sunday at the Gladstone Hotel. Typically a citywide event, this edition of the YIMBY Festival partnered with Gladstone Hotel and Shape My City to create a west-end event. Held in the hotel’s ballroom, the event included a range of socially engaged, local organizations working together to foster a neighbourhood network that’s

committed to affecting positive change while building a community. Susanna Redekop, communications coordinator for Parkdale’s West End Food Co-op (WEFC), said the organization has participated in the YIMBY Festival for at least four years. “We’re very community involved and we like to see what other community organizations are doing. People don’t always know what’s going on in their own backyards,” she said. Redekop said she typically leaves a YIMBY event with as many as eight contacts. She said people tend to know that the West End Food Co-op exists, but not necessarily what it’s all about and she uses the YIMBY Festival as an opportunity to promote

For representatives of the Parkdale Community Health Centre, the event was a way to share a message that their organization is here to support everyone. “We want to create an inclusive neighbourhood,” community development worker Nancy Steckley said. From their booth, staff brought attention to the health centre’s Parkdale Parents’ Primary Prevention Project (5Ps), which provides free programs for parents and young children. It provides prenatal nutrition and support, breast feeding support, and support as your baby grows, among a whole host of others. There is ample opportunity to meet other mothers to share experiences.

Man, 21, charged in fatal four-vehicle crash on Hwy. 27 near Humber College A young man has been charged in connection with a fatal four-vehicle crash in north Etobicoke. The collision occurred on Hwy. 27 south of Humber College Boulevard at 1:50 p.m. Tuesday. Police allege a northbound 2010 Kia Forte struck the rear of a northbound 2007 Toyota Corolla, causing the Toyota to lose control and strike a northbound 2005 Nissan Altima. The Nissan and Toyota then crossed into the southbound lanes where they were struck by a southbound dump truck. The Toyota dr iver, a 72-year-old man, was pronounced dead at the scene. The driver and a passenger of the Kia and an occupant of the Nissan were taken to

A patient reported the 100-milligram drug, a synthetic pain killer to treat narcotic addiction, was stolen in the area of Lake Shore Boulevard West and Summerhill Road. Police say methadone can cause serious health and safety issues if not taken under a doctor’s supervision. Anyone who finds the drug is urged to call police or turn the drug over to a doctor.
