Future uncertain for Neilson Park

“The technological and financial evolution is a burden that’s too much for our membership... Even if we doubled our fees, it would not cover our operating costs.” Lowry is hopeful the city will consider a funding stream for the centre that could help keep it afloat.

Meanwhile, NPCC hosts a fundraiser this month in support of the centre and its arts program, a lifeboat, of sorts. It takes place Thursday, Nov. 17 at 7 p.m. at the centre at 65 Neilson Dr. in the Hwy. 427 and Dundas Street West area. Tickets are $35, available at >>>challenging, page 14

Church dedicates new bronze door plaque Our Lady of Sorrows Catholic Church celebrated the dedication of its bronze door plaque at a special ceremony on Monday. The bronze door – a 75th anniversary gift to the parish from donor Catholics from across the archdiocese – was created in Italy by world renowned contemporary sculptor Maestro Ernesto Lamagna. It features St. Michael the Archangel, patron saint of the Archdiocese of Toronto, on its

exterior, and the Blessed Mother on the interior – standing at the cross caressing the feet of Jesus crucified on one side, and holding Jesus in her arms after his crucifixion on the other. While bronze doors can be seen on churches and buildings throughout Europe, they are rare in North America. The church is located on Bloor Street West, one block west of Royal York subway station.

Halfway through the term, Mayor Tory shines as a peacemaker

t has been just a little over two years since John Tory became Toronto’s fourth mayor, and there are certainly reasons to celebrate. Tory was, after all, elected in 2014 as an antidote to the awful toxicity of Toronto City Hall under the stewardship of his predecessor, the late Rob Ford. And he has filled that role admirably and well – rising well above what was frankly a very low bar for civility and professionalism set by Ford. Having reached the halfway point of his first term, Tory can be satisfied in the fact that he has brokered an effective peace, or at least détente among Toronto OuR ViEW Council’s often warring factions, forging a strong voting Tory’s support bloc of centrist and conservaof infrastructure tive members of council. has forsaken many of projects meant theHeless savoury dog-whistle rhetorical positions that have to keep peace blurred council debates in the past (anyone remember the “war on the car?”) and shown a willingness to compromise in a way that occasionally crosses the ideological divide with council’s left wing. That has generated much good will. But good will comes at a cost, and over the remainder of the term and beyond, Torontonians will be paying that cost. To make peace in the city’s east end, Tory has stubbornly maintained solidarity with the ruinously expensive single-stop Scarborough subway plan. To please the north and the west, he backed another gold-plated infrastructure project, to maintain an elevated highway at the east end of the Gardiner Expressway against the good advice of city planners but according to the wishes of suburban motorists and their representatives. He and council largely avoided making hard choices in the term’s first two budgets and may well be headed toward a cliff on the third in 2017 - again, in the interest of peace and compromise. In all this, Tory has shown himself to be a goodnatured and collegial Torontonian with the city’s best interests at heart. It’s a good thing that he has the remainder of the term to demonstrate the ability to manage the peace that he’s forged.

Transit financing deal before council next month could be too much for taxpayers Is it possible that it’s all too much, this suddenly tiny transit expansion plan? That is certainly an impression that one might take reading City Manager Peter Wallace’s report on a costly deal with the provincial government for building and managing the vestiges of Mayor John Tory’s SmartTrack heavy rail and former Mayor David Miller’s Transit City light rail plans. To begin with, the plans are tiny compared with their visions. Tory’s SmartTrack heavy rail plan now drops from 22 stations promised in the election to just six stations, and crucially is to be delivered by 2026, not as he promised within seven years. The old Miller light rail plan has been diminished for some time, resurrected as it was after the late Mayor Rob Ford “killed” it in 2010. But now the lines on Eglinton, Finch and Sheppard Avenue which were originally understood to be

david nickle the city operated and maintained by Metrolinx will be run by the city-owned Toronto Transit Commission. The Eglinton Crosstown LRT will cost $80 million; Sheppard will cost $38.1 million; Finch West, $51.5 million. SmartTrack is expected to cost another $40.5 million to operate. Which is peanuts, compared to the capital spending the city will have to do to cover the costs of the SmartTrack expansion. The city will need to finance debt to the tune of $2.01 billion of the $3.72 billion cost (which includes the cost of the Eglinton West LRT). The city can finance that through a mix of tax increment financing, development charges, and eventually, the equivalent of a property tax increase as high as three per cent.

And in case one thought that might be all – Toronto will, under the agreement, begin contributing $20 million a year over three years to GO Transit’s own capital expansion program. That’s a lot to digest. And it doesn’t include the cost of building the one-stop extension of Line 2 to the Scarborough Town Centre, which will add another $3 billion to the city’s debt, or the eventual cost of the downtown relief subway line – identified by the TTC as essential to deal with growing congestion on the Yonge subway Line 1, which could cost in the neighbourhood of $7 billion. Toronto Council will have to make a call on the deal next week at its November meeting, and it’s an unenviable task. Toronto does need better transit, and has for years, and this costly plan seems to be the only route to actually creating it. The trouble is that some

of the biggest spends in this expensive list don’t match that well with the most urgently needed transit infrastructure in the city. SmartTrack might be Mayor John Tory’s political priority; it is not, really, Toronto’s. And even the elements that do address priorities – the light rail lines through suburban North York and Scarborough – come with a surprising and politically unpalatable cost. Council probably can’t say no, in spite of those costs and misapplied priorities; if they do, it’s tantamount to giving up on city building, at least as far as partnering with the province is concerned. But councillors and the mayor will have a hard time convincing attentive voters that they’ve brought home anything like a win.

Celebrating Diwali, festival of lights, and the Hindu New Year It’s Diwali. BAPS Shri Swaminarayan Mandir hosted its annual Diwali and Hindu New Year celebrations Oct. 31 at the mandir in the Hwy. 427 and Finch Avenue West area. Officials welcomed thousands of families to celebrate Diwali with colours, lights, sounds and tastes of the festival, including “Annakut,” where hundreds of vegetarian dishes are artistically arranged in front of God as a thanksgiving offering. Good over evil Diwali is the most widely celebrated Indian festival, according to BAPS officials. “Diwali is called the Festival of Lights, symbolizing the victory of good over evil. It is a time to renew friendship, unity and harmony in the family and community,” BAPS officials said. BAPS is a worldwide religious and civic organization within the Swaminarayan branch of Hinduism.

Executive Committee approves transit funding plan Toronto Council will debate the matter at Nov. 8 meeting DaviD Nickle dnickle@insidetoronto.com A tentative agreement between the city and the provincial government to fund SmartTrack and Toronto’s light rail lines goes to Toronto Council next week with unanimous recommendation from Mayor John Tory’s Executive Committee. The committee gave its approval to the plan after a special meeting Tuesday Nov. 1, held in order to meet a Nov. 30 deadline for council approval of the deal that was set by the Ontario government. Under the agreement, Toronto will be responsible for a total of $2.35 billion in capital costs to build the six-station SmartTrack heavy rail line – which piggybacks on the GO Regional Express

Rail line – and will also be picking up operating costs for the SmartTrack service on the line, as well as for the operation of new light rail lines on Eglinton, Finch and Sheppard avenues. That additional cost will mean that the city will have to raise money through a variety of means: tax increment financing, development charges and additional revenue that could be the equivalent of a three per cent property tax hike. City manager Peter Wallace admitted to the committee that the financing arrangement isn’t ideal, but is the product of tough negotiation between city officials and the provincial government. “I believe there is an unfairness for Toronto,” said Wallace, of the provincial government’s approach to

transit operating funding in the city. “As a matter of philosophy, I believe that strongly. But this isn’t philosophy. It’s a negotiation.” The transit network agreement also omits other key transit projects in the city, notably, the Scarborough subway extension, the

ONTARIO MUNICIPAL BOARD COMMUNITY CONSULTATION

Eglinton Avenue East light rail line and the downtown relief subway line. Toronto’s chief planner Jennifer Keesmaat noted that both projects are underway, but the downtown relief line has been set back six months after council asked staff to examine other alignments. The committee was

unanimous in its support, but councillors attending the meeting were aghast that the deal effectively leveraged the city into covering costs normally borne by GO Transit. “Today all the outstanding transit costs with GO are now on the table for us to pay,” said Beaches-East York Councillor Janet Davis.

She added she expected there would be some discussion of operating costs for the light rail lines being taken on, but “not 100 per cent.” Pa r k d a l e - H i g h Pa r k Councillor Gord Perks was worried the deal excluded both the downtown relief line and the spur of Eglinton’s light rail line going east of Kennedy station. “What you fund is what you do,” he said. Perks added he was concerned that council would attempt to sell a portion of Toronto Hydro to fund the project. Mayor John Tory said that while a Hydro sale isn’t on the table now, it is almost certain that the city will have to raise revenue to pay for those and other projects. “We’re going to have a realistic, and frank, and open discussion about revenue options in a very short period of time,” he said. The matter will go to Toronto Council’s Nov. 8 meeting for debate.

Watching where you commute Control centre relies on camera feeds, automated software to improve traffic flow

RAHUL GUPTA rgupta@insidetoronto.com Inside a control room, located in a nondescript East York office building, a small team watches the city’s traffic unfold. The group of traffic watchers, called operators, monitors feeds from dozens of cameras posted at the city’s busiest intersections, logging major traffic incidents 24/7. The team also coordinates emergency road closures, dispatches maintenance crews and communicates advisories to the commuting public. On a gloomy October morning, traffic surprisingly moves well during the heart of rush hour. But even during this unusually calm period, the traffic control team logs 12 major incidents between 7 and 10 a.m., which is normally one of the busiest parts of the day, according to head controller Linda Lee. “That’s just part of living in a city that’s booming,” said Lee Thursday, Oct. 20, during a tour of the traffic control centre. “When we look at our downtown cameras, it’s not just automobiles but lots of cyclists and pedestrians.” Cameras capture traffic at expected hotspots like the Gardiner Expressway and the Don Valley Parkway. Feeds are also centred on Allen Road, Eglinton Avenue - more than 190 in all, capturing action in real-time. The operators, contractors to the city, not only monitor traffic but also learn how to dispatch service. They undergo three months of training, learning how to operate the cameras, and familiarizing themselves with

various locations. Each feed can be accessed by punching a four-digit code. Feeds starting with ‘8’, for example, reference expressway locations. “It used to be we could ask an operator to bring up a (feed) and it was simple, but it’s a little more difficult because we’ve got so many cameras now,” she said. “Now it’s hard to remember them all.” From the control room, operators can also make traffic signal-timing changes to improve flow. The process can also be automated, with the system making predictive changes based on detectors measuring the level of traffic. Operators can also favour traffic signals at certain routes at the expense of others to even out traffic flow. Over 300 current signals have the adaptive technology, according to Lee, with more to come.

to turn green while others turn much faster. “There are a lot of factors which can impact signal coordination,” she said. A major intersection with multiple left-turn lanes, for example, will drive up the amount of time before the light changes. And for the signals to be coordinated, they all have to have the same “cycle length”. The spacing between lights is another factor, not to mention whether there are transit signals for TTC vehicles on the route. Sometimes, the detectors can be damaged

through construction, causing the traffic signals to cycle without any apparent rhyme or reason. The team monitors the communications of the traffic signals and dispatches a maintenance crew in case anything is off. In some cases there is daily monitoring, but in less busy areas that drops to weekly. Lee says the value of the program comes from being able to easily coordinate a response to an incident. For example a disabled vehicle creating a massive traffic pileup can be more quickly

diffused and authorities dispatched if it appears on a camera feed. Lee also gets tips from police, sometimes even media outlets advising of a traffic scenario. THE FUTURE The control centre also tracks response times and reviews with the pertinent authorities how to improve them. Analysis of traffic patterns also takes place, although Lee admits without the proper software, it’s not possible for a deep-dive into the informa-

tion just yet. She’s hopeful new software ordered for the control centre will be able to provide automated suggestions to deal with a specific incident. “Right now if an incident happens, our operators need to find the camera feed and then determine if messages have to be changed on an electronic road sign,” she said. “The advanced system on the way will provide suggestions on what to post and where to post it based on where the closure. It makes the process more efficient.”

RE-TIMING TRAFFIC SIGNALS The city has also undertaken re-timing its traffic signals, something which started back in 2012. Lee says a review has been undertaken of signal times at major arterials to improve the timing of traffic off-sets, so that there’s minimal waittimes between a succession of signals. All of the city’s 2,300 signals are scheduled for retiming, with 939 completed at major routes. But re-timing is expensive, with one installation costing as much as $160,000 and regular maintenance $15,000 a year. Lee admits it’s hard to explain to the public why some traffic lights take forever

Portfolio Day at ESA garners students international attention Portfolio Day for Etobicoke School of the Arts’ Grade 12 students is like winning an elite post-secondary arts education lottery. Last week, 71 ESA students from all six majors – visual art, photography, dance, music theatre, music and drama – showcased their work at the Royal York Road and The Queensway area high school in a bid to attract scholarships from 64 of the world’s top arts colleges and

universities. ESA’s Portfolio Day is the first step to annual acceptances into the most prestigious, portfolio-based programs in the world, the Toronto public school board reported. “I am thrilled when I think of the quality, scale and complexity of the work exhibited,” Matthew Varey, ESA’s assistant curriculum leader, said in a statement. “Last year, many university reps told us that ESA has the leading art program in the world today. “One visited the leading artspecific high schools in 10 other countries by the time he got to ESA and said there is nothing else working at this level in the world.” Last year, ESA’s sixth annual Portfolio Day secured approximately $6 million in initial scholarship offers, a substantial increase over its first year when 12 students gained $1.4 million in scholarships.

SmartTrack details are a letdown “Ever get the feeling you’ve been cheated?” Sex Pistols frontman Johnny Rotten rhetorically asks at the end his infamous punk band’s first (and last) full concert tour. It’s the same question transit watchers might be asking themselves when it comes to SmartTrack, Mayor John Tory’s ephemeral transit plan which received a harsh dose of reality this week. A delayed city report detailing the funding and cost breakdown for the transit plan was finally released to the public this week, ahead of a special meeting of the mayor’s executive committee Tuesday. After that it goes to Toronto Council for final approval before being presented to the province in time for a Nov. 30 deadline. While campaigning for the mayoralty in 2014, Tory promised not only would the $2 billion-plus SmartTrack plan get built in seven years, the city’s financial obligations would be fully covered from borrowing against anticipated

GO Transit expansion to create a local expansion of the service. But like the $3.2 billion o n e - s t o p S c a r b o ro u g h subway extension, it’s fair to ask whether committing that much public money is worth it given the payoff – essentially six new GO stations for Toronto and future extensions of the Eglinton Crosstown LRT – is unlikely on its own to deliver the transit transformation Tory and champions of SmartTrack have long promised. Tory’s response thus far is to accuse his critics of having no plans themselves. But what’s worse, no plan, or a plan with more questions than answers? It could well be SmartTrack ends up delivering on what its architects promised. Right now, transit watchers can’t be blamed for feeling let down by what’s been committed to thus far.

rahul gupta TO in TRANSIT future tax revenues assessed on development along the new transit corridor. SmartTrack has received commitments from both the province and the federal government for financial support, but the city manager’s report finds Tory’s financing scheme won’t yield the revenue projected, meaning in addition to development charges, it will take a property tax hike of at least 2.1 per cent to pay for the municipal share of the plan. And of opening the line in seven years as Tory repeatedly pledged on the campaign trail, the city is budgeting for construction expenses past 2026. Plans change of course, and Tory has been clear since his election that many details about the plan will change. And he should get credit for the initial vision of leveraging the province’s own planned

ONTARIO JUNIOR CITIZEN AWARDS

New program provides emergency mortgage loans to homeowners On November 1, 2013, Expert Mortgage launched the “85Alive”program in Ontario. The concept was simple: as long as you had a pulse, Expert Mortgage would provide you with a home equity loan, up to 85 percent of the value of your property. No job required. Bad credit, OK. The reason why Expert Mortgage could offer a “no questions asked” lending program, while the major banks could not, is that they represent over 200 private lenders who lend strictly on property value. These subprime lenders specialize in mortgage clients who have had some bad luck, and need a helping hand until they get back on their feet. The program has been so successful that Expert Mortgage can barely keep up with the volume of calls. To help fund this unexpectedly large number of borrowers, it has partnered up with dozens more private lenders.

Licensed Mortgage Agent Puneet Garg, Expert Mortgage’s “85-Alive” representative for the GTA Region, says, “We’re seeing mostly homeowners behind on mortgage and property taxes. The banks are refusing to restructure their loans. Many of these people have lost jobs due to the bad economy... or they’re self-employed. Unless you are a perfect applicant, the bank doesn’t want to talk to you.” But not everyone condones Expert Mortgage’s easy lending criteria. A local real estate agent with 25 years of experience, who has asked to remain anonymous, says, “When this market turns down, it’s going to get ugly! It’s utter financial suicide for Expert Mortgage to be giving money away so easily to clients without the ability to make payments. I’d be surprised if they’re still in business five years from now.” Nonetheless, homeowners

like Anita P. don’t see a problem with the program. When questioned on how she plans on making payments on her mortgage when she has no income, Anita responds, “We were four months behind on our mortgage and they saved our house. My husband has been unemployed for nine months. He won’t be unemployed forever. We used the 85-Alive loan to pay off all our debt. We also had $25,000 left over that we put in the bank for emergencies. And to make life easy, they worked it out so we have no mortgage payments for 12 months.” For more details on the ”85-Alive” program, contact Puneet Garg, Mortgage Agent 647-852-4274. www.TalkToPuneet.ca

The volume traces the 40 years they searched Canada’s wilderness for the original locations of many of the Group of Seven’s paintings. A silent auction boasts more than 80 unique, oneof-a-kind, handmade items by artists affiliated with NPCC. In 1992, the former City of Etobicoke built the centre housing two galleries and four studios as a permanent home for the six resident arts group that remain there today: Calligraphic Arts Guild of Toronto; Etobicoke Handweavers and Spinners; Etobicoke Quilters Guild; Etobicoke Rugcrafters;

Humber Valley Art Club, and The Etobicoke Art Group. Group members pay $100 in annual fees. Each resident arts group pays a rental fee to the centre. The NPCC building is leased from the city, which covers operating costs such as hydro, heat and water. The centre’s board of directors pays all other operating costs. Soon, the board may face exhausting the centre’s financial reserves, warned Marylo Sorensen, the centre’s fundraising chair and nearly decade-long board member. “This is our second year with a large deficit. We’ve tweaked this, dropped that. We’ve done everything we can think of to increase our course offerings, increase our members,” she said. “At the same time, we need to

pay more staff. It’s a vicious cycle.” Lowry agreed: “It’s a challenging time. We have possible options. Let’s explore them.” NPCC is seeking new board members with a background in development, publicity, public relations and promotion who share an interest in the arts. People can join NPCC without joining a resident arts group or taking art classes. “It’s like an old Italian piazza,” Lowry said. “There’s social interaction, support, helping people who’ve lost partners or who face a serious illness. It’s like a social, psychological and emotional support group.” Sorensen added: “This place is a gem. If this place is lost, it would be a huge loss to so many people.”

Abe died in 1937, and his headstone in St. James Cemetery reads, “He fed the hungry, he clothed the poor and he buried the dead.” After Abe’s death, ownership

One night in 1941, his club and another club with a different owner in the east end were dynamited, and even though the damage to Fred’s club was minor, he closed it soon after. ‘Our message is love for all, hatred for none’, says Caliph Ahmad spoke to ‘Justice in an Unjust World’ at the York University Peace Symposium. Simone AbrAhAmSohn newsroom@insidetoronto.com It was Asma Sabahet’s third time hearing His Holiness speak, and she says it won’t be her last. “The first time I heard him speak, I was overcome with tears. He brings bundles of love, joy and brotherhood to Canada when he visits, especially in the streets of Peace Village, where the local Ahmadiyya Mosque is located,” said Sabahet, who is a Grade 12 student at Maple High School in Vaughan. “No matter how long I get to see him, it’s just not enough,” she said. “When you have a love for the caliph, it is wonderful to hear his address, just to be

in the same room as him.” O n F r i d a y, O c t . 2 8 , Sa b a h e t c a m e t o h e a r Hazmat Mirza Masroor Ahmad, who is commonly referred to as His Holiness, give a keynote speech titled ‘Justice in an Unjust World’ at a peace symposium in the Tribute Recital Hall at York University, Keele Campus. Ahmad, who is the fifth caliph, a religious successor to the Islamic prophet Muhammad, and worldwide head of the Ahmadiyya Muslim Jama’at, was introduced by the Chancellor of York University, Greg Sorbara. “In Canada, we celebrate diversity and encourage freedom of thought,” Sorbara said. He went on to describe achievements of Ahmad, including how he performed an “agricultural miracle” when he grew wheat in Ghana for the first time. Ahmad’s visit to York was organized by the organization Ahmadiyya Muslim Ja m a’ a t a s p a r t o f h i s Canadian Tour 2016, which includes visits to Ottawa and Calgary. “The peace and stability

of the world is being jeopardized on a daily basis,” Ahmad told his audience. “There are those who move away from Islam, and this results in violence and devastation. We need to honour the true teachings of Islam. Our message is love for all, hatred for none.” He told the audience that Daesh is neither Islam or a state, and that they should not be associated with Islam. Ahmad defined Islam as meaning peace, security and love and he read a passage from the Qur’an which states “Muslims’ loyalty to the truth must take precedence over all else. We must be fair and just with all parties.” Omar Farooq, a fourth year theology student at a private college in the caliph c o m m u n i t y, h a s h e a rd Ahmad speak before, and plans to continue attending his lectures. “His Holiness encourages us to form our own thoughts and opinions. NorthWest Healthcare Properties REIT celebrates the West Toronto Health Centre Grand Opening Managing your healthcare needs is made easier when your family physician, specialists, pharmacy and lab are all under one roof. West Toronto Health Centre, located at 81-85 The East Mall, in Etobicoke, is now open and operating with a full host of healthcare service providers. Northwest Healthcare Properties REIT purchased the two building complex two years ago, and completely renovated one of the buildings for its anchor tenant the Etobicoke Medical Centre Family Health Team. West Toronto Health Centre celebrated its Grand Opening on November 27, 2016. Etobicoke Medical Centre was originally established in 1962 by a group of young doctors at 400 The East Mall. It has a long history of providing comprehensive, high quality primary care. The Family Health Team provides its patients with access to care 7 days a week 363 days per year, including evening access Monday to Friday. The Team has grown to a complement of, 19 physicians, 24 non-physician health care providers and, 35 administrative and support staff. The Etobicoke Medical Centre Family Health

Team worked with North West Properties to build out a brand new custom-design space at 85 The East Mall. The Family Health Team is pleased to be continuing the tradition of excellent care for its 30,000 plus patients at the new West Toronto Health Centre, at 85 The East Mall. The Regional General Managers of NorthWest Healthcare Properties in Ontario, Dave Casimiro and Carlo Dalla Lana, felt the grand opening celebration was a great success. “Once we found a location to move the Family Health Team and the other tenants from 400 The East

Mall, we then began the complex process of developing the building to meet their needs. It was a two-year process with many challenges along the way, but we are very pleased with the results, says Dalla Lana. “It’s a major convenience for patients to have a one-stop shop where they can get their healthcare needs met: see their family doctor, get their eyes checked, and have lab work done. A centre like this eliminates having to run around town, says Casimiro. For more information visit www.nwhreit.com or call 1-866NWHP (6947).

THE ENTIRE FUNERAL PROCESSION HIT THE DRIVE-THRU. Because every morning, without fail, she would pick up a coffee. Celebrate a loved one’s life in a way that would reflect their tastes, their interests, their personality, the way they lived their life. Create a service that’s exactly how they would have wanted it. 416-259-3705

John Anga poses with the donated haul of hockey equipment that fills his farm's greenhouse Wednesday. Anga's fourth annual Skate Drive is in need of hockey and ice skates, as well as a school to be the recipient of the mountain of donations.

Schools asked to put names forward to receive hockey goods >>>from page 1 “My greenhouse is full to the rafters,” said Anga, who owns and operates Anga’s Farm and Nursery in north Etobicoke, which he reports to be Toronto’s last working farm. “We’ve got the equipment here. We need to put it to good use.” Three weeks ago, Karl Subban, motivational speaker and father of Etobicoke hockey pros P.K., Jordan and Malcolm Subban, dropped by Anga’s farm with some kids in tow for hockey equipment fittings. Other children keen to hit the ice stop in on weekends, too. “To see the looks on the kids’ faces when they come in here and the greenhouse is full, it’s

incredible,” Anga said. For more than two decades, Anga has been an active member of Toronto police’s 23 Division Community Police Liaison Committee. He sat on the Thistletown Village Association even longer. Supt. Ron Taverner, unit commander of the north Etobicoke police division, tapped Anga to once again head the local skate drive for neighbourhood kids. “Our motto is: ‘Put a kid in hockey and you keep them out of trouble,’” Anga said. Last February, Greenholme Junior Middle School students received Anga’s skate drive haul. Some students who attend the culturally diverse elemen-

tary school on Jamestown Crescent hail from countries without winter. “Especially for newcomers, they get bored stiff in winter. They don’t know how to skate. We want to get them on the ice. They’re the future hockey players,” said Anga, who has coached the bantam Etobicoke Bulldogs for nearly a decade. Anga said the generosity of donors amazes him. “I put out an email about the skate drive to all my friends,” he said. “They tell someone. Before I know it, there are boxes and boxes of stuff in my driveway.”’ Call Anga at 416-839-2111 to donate skates and equipment or to put forward your school for consideration.

Lakeshore Arts recently received an Ontario Trillium Foundation (OTF) grant worth $413,300 towards its Shazaam! In Focus program. A photography and spoken word program, Shazaam uses arts education as the catalyst to build upon its youth participants’ self-esteem, confidence and articulation. News of funding for the program, which was announced by EtobicokeLakeshore MPP Peter Milczyn on Friday, Oct. 21, will mean Lakeshore Arts can now

expand the “powerful and significant” youth program to engage 1,200 adolescents aged 12 to 14 over the next three years, said Susan Nagy, executive director of Lakeshore Arts. “ The long-ter m goal includes the development of an intensive program that focuses on a media arts after-school program to be launched in the third year of the grant,” she said. “We are excited to build on our existing successes by increasing the outreach of this program through

Trillium’s support.” The OTF grant funds will be used to help with staffing, facilitators, rental space for the after-school program, and technical equipment, as well as some administrative costs, Nagy added. M i l c z y n s a i d h e ’s “delighted” to have an organization like Lakeshore Arts - which works closely with local schools and community hubs to deliver original programming to area youth - in his riding. Transportation Services has once again scheduled mechanical leaf collection service in the areas outlined on the attached map. Mechanical Leaf Collection will take place from: Monday, November 7th to Saturday, December 3rd, 2016 A total of 43,300 notices, with the program collection dates, will be delivered to all households in the program area. Only those residents who are scheduled to receive mechanical leaf pick-up will receive notification, two weeks prior to the scheduled pick-up dates of the first week of collection. (Those that do not receive a notice are not eligible for the program).

In order to receive this service:

A day or two before the first Monday of your collection week, rake leaves to the edge of the roadway, but not onto the travelled portion of the roadway Do not place leaves in ditches, on top of catch basins or in any way as to obstruct water flow. City by-law officers will be enforcing the City of Toronto by-law Chapter #743 that relates to the use of streets and sidewalks. Raking leaves onto the roadway is a by-law offence and could result in charges being laid. In addition, raking, blowing, placing or dumping leaves onto the sidewalk, ditches or roadway can create dangerous conditions for pedestrians, cyclists motorists, create flooding conditions on the road way and could delay emergency services.

Please note the following:

If the leaf collection program is suspended due to an early snow fall, we will not resume leaf collection and any remaining leaves will have to be bagged for pick-up during your regular waste collection day. The City suggests that, whenever possible, composting is still the best solution for managing your leaves. For information on composting, please visit: www.toronto.ca/compost. If you do not receive mechanical leaf collection, place your yard waste in reusable, rigid, open-top containers or kraft paper bags on your regular yard waste collection day for pick-up. Check your local collection calendar for your yard waste collection schedule and more helpful tips. If you have any questions about the service, call 311 or visit the website at: www.toronto.ca/transportation/leaf_pickup

‘Dignity City’ mural unveiled Arts Etobicoke has unveiled its fourth public art mural in collaboration with Amnesty International Toronto’s Project: Urban Canvas. A city StreetARToronto program grant enabled Arts Etobicoke to commission artist Boo, who designed and painted the mural (seen here) – Dignity City – in collaboration with 15 Etobicoke Collegiate students. It’s on

the Montgomer y Road underpass south of Dundas Street West. The mural’s design incorporated community feedback from live and online public consultations on their impressions of Article 1 of the Universal Declaration of Human Rights: “All human beings are born free and equal in dignity and rights.”

“Boo thought about Article 1 and about who is missing: people of all types of backgrounds, abilities and ages, while keeping the design fun and whimsical,” said Arts Etobicoke’s Heather Ervin. The Amnesty International project aims to celebrate the Universal Declaration of Human Rights through a series of 30 human rights murals groups in the GTA.

First Nations School of Toronto relocating and expanding Tara HaTHerly thatherly@insidetoronto.com The First Nations School of Toronto is finally getting a new home where it can expand to include high school grades. Toronto District School Board ( TDSB) tr ustees voted unanimously to finalize approval for the move to Eastern Commerce Collegiate Institute during the board’s regular meeting last Wednesday. “This is a really historical day for Indigenous education in Toronto, and indeed in Ontario,” said Etobicoke-

Lakeshore Trustee Pamela Gough during the meeting. “As far as I know, it is the first time that the needs of urban Indigenous people in Ontario have been recognized in giving them a full Junior Kindergarten to Grade 12 school.” The school, which currently only goes up to Grade 8, is currently at 935 Dundas St. E., a space it has outgrown. Along with being larger, the new location at 16 Phin Ave. is near a subway stop (Donlands), which makes it easier to access. “It’s poised to serve a

much, much greater community, and to have space to conceive of ways of delivering education, of cocreating learning, and really allowing us to be innovators in Indigenous education with the community in a way that wasn’t there before,” Toronto-Danforth Trustee Jennifer Story told Metroland Media following the vote. “It’s an incredibly exciting opportunity in front of us, and it’s the beginning of the journey, it’s not the end. We have a lot more work to do, but I think everyone’s looking forward to it.”

Wo r k w i l l n o w g e t under way to develop a curriculum for the high school grades and prepare Eastern Commerce for the move. Students currently at Eastern Commerce will stay there until the First Nations School of Toronto (FNST) grows to need more space in the building. The vote that approved the move also approved the permanent relocation of the Aboriginal Education Centre (AEC) to Eastern Commerce, where it recently set up temporarily after its previous location, Brockton Learning Centre, was closed to make way for the relocation of Bloor Collegiate Institute. The AEC will provide a community hub for students at FNST, further enhancing their educational experience. P r i n c i p a l o f F S N T, Jonathan Kakegamic, said he’s relieved to have relocation and expansion plans finalized. “I think it’s a long time

coming for the community,” he told Metroland Media after getting trustees’ stamp of approval. “I’m very excited at the possibilities and the opportunities that’s going to come from this.” Students could move to the new site as early as January 2017, with high school grades introduced in September of that year, starting with Grade 9. Plans approved in June 2015 that aimed to move FNST to Eastern Commerce by September of this year stalled when a review of the site showed it needed significant work and funds to Indigenize - increasing natural light, and creating cultural celebration and gathering areas, among other renovations. The TDSB then began exploring building a new school somewhere else in the city. A proposal to build the school in the West Donlands area, on a vacant parcel of land reserved for the TDSB, however, was scuttled follow-

ing a study and community consultations. Members of FNST expressed that moving the school to a new location as quickly as possible was more important than ensuring a relocation site was perfectly Indigenized. Plans then switched back to moving the school to Eastern Commerce, where it could immediately begin expanding. School Superintendent John Chasty told Metroland M e d i a i t ’s i m p o r t a n t Canadians act on the Truth and Reconciliation Commission’s recommendations, which include increasing support and opportunities for Indigenous education. “I think what this does is it starts us on our journey as allies on the road to recommendations addressing reconciliation,” he said. “It’s a first step in working with the Indigenous community in the City of Toronto, and it’s a big step.”
