Melony Warner can’t help but sing the praises of Youth Without Shelter (YWS) – the Etobicoke youth shelter is, after all, where the talented 22-year-old vocalist has finally found her home for the holidays.

It was about six months ago that Warner, a Monsignor Fraser College student and aspiring social worker, landed at YWS with no where else to turn. Kids with illnesses gifted toy shopping spree Starlight Children’s Foundation and Toys “R” Us continue 16-year partnership TAMARA SHEPHARD tshephard@insidetoronto.com It wasn’t yet dawn when Stephanie Clayton, 12, tore through the Toys “R” Us store at Sherway Gardens recently, a gaggle of photographers, videographers and reporters racing to keep up with her. Toys “R” Us “personal shopper” employees helped the excited tween load up her cart with skateboards, purple and lime green, a Wii platform and games – even a Nerf Rebelle, a kid-sized bow with purple arrows. “It’s pretty cool. I was so excited. You just run for it,” said Stephanie, still buzzing with adrenaline at the checkout. Stephanie was one of four young girls treated to a three-minute toy dash by non-profit Starlight Children’s Foundation Canada. Starlight lifts the spirits of seriously ill children and their families in-hospital through donations of flat-screen TVs, Wii consoles and games and DVDs, as well as toys, tablets, playrooms and parties. Children out-of-hospital and their families receive “escapes” and “wishes” to make special memories at concerts, movie screenings, harbour cruises,

holiday parties, picnics, sporting events and at other attractions. “Special events like the 3-Minute Dash provide Starlight children with a chance to create much-needed positive memories away from the hospital, treatments and therapies,” Starlight executive director Brian Bringolf said in a statement. Toys “R” Us Sherway Gardens’ store donated the toys as part of Toys “R” Us Canada’s 16-year partnership with Starlight. Stephanie has intestinal failure and chronic pain. Currently, the Leslieville girl is well, her condition well-managed, reported her mom, Denise Clayton. But that wasn’t always the case. “Stephanie has spent most of her life in hospital; Christmas holidays, birthdays. But for the past two years, she has been better,” Clayton said. “She’s spunky, determined. She’s a really great kid.” Stephanie’s toy haul would not have been possible without Colena Johnson, 14. Starlight officials chose the Caledon, Ont. teen for the threeminute dash in a random draw as part of a nationwide contest held earlier this month.

Everyone in that hospital needs to have something to do.” Colena was diagnosed with Hypoplastic Left Heart Syndrome (HLHS) at birth. The condition is a complex heart defect where the left side of the heart does not form. It is the most-common severe congenital heart defect, accounting for 3.8 per cent of all congenital heart defects, SickKids Hospital reported. Little Jazzmyn has had four openheart surgeries in her young four years. One surgery implanted a mitral valve to relieve her complex congenital heart defect. She will be on anticoagulants to prevent blood clots for the rest of her life. Jazzmyn tightly clutched her purple Share Care Bear alongside her older sister, Tia, seven. Her cart was also loaded with Barbies. “This is amazing. It’s so exciting, I have to catch my breath,” said Jazzmyn’s mom, Michelle Hauth. “To Jazzmyn, coming to Toronto means going to the hospital. Now times spent in Toronto will be happy, as well. We’re so fortunate, so grateful.”

fter recent events in Quebec and Ottawa saw the killing of two Canadian military personnel, and an attack on Parliament Hill, it is important to remember that soldiers continue to serve our country every day – both at home and abroad. Torontonians went to the polls Oct. 27 to elect a mayor and city councillors who will govern our city for the next four years. With Remembrance Day taking place this Tuesday it’s beholden to Torontonians to remember what those who serve this country are fighting for – the right for democracy allowing every single one of us to vote for our elected officials, and to stand up for what we believe in as a country, province and city. This sentiment has been said before, perhaps every Remembrance Day, and in the pages of this newspaper – but with the recent election and a federal election in 2015, it is a sentiment worth repeating. our view Voter turnout increased for the 2014 municipal election – Use your right more than 60 per cent of those to be involved eligible cast their ballots – and is something we should strive and be heard to do each and every election. Engagement pays respect to those who fought for our right to engage in politics. But once you’ve cast your vote – whether you liked the outcome or not – it is not time to stand still. Your vote continues, your opinion continues, and your ability to impact policy and decisions continues. If all you do is cast a ballot but do little else over the next four years, then it was all for naught. Participate in town halls, call your councillor, join a residents’ or community association and let your voice be heard. With each military mission Canada has engaged in – including the most recent one against ISIS – our country offers up its military family to fight for freedom. Not just ours, but the freedom of other countries and innocent people. Voting is a sometimes dangerous endeavor in many countries. For us it is simple: go to a polling station and participate. No worry, no danger. We owe it to every soldier who fought for our freedom to remain engaged in the political future of our country, province and our city.

Tory must get his executive committee right

I

t is a quiet time at Toronto City Hall this week. With the new council weeks away, radio silence seems to be the watchword. In at least the first part of the week, Tory took some time off to recharge after a long campaign. If councillors have heard from him or his team about their roles in the new administration, they’re not talking about it. The mayor-elect did tell a local radio show that he would hope to noticeably improve traffic congestion by early 2015. But he’s going to have to deal with another congestion issue a little bit sooner than that: namely, deciding the shape of his executive committee. Case Ootes, who’s heading up Tory’s transition team, wouldn’t speculate on how that committee would find its shape, but he did acknowledge that

david nickle the city the committee would be no good if its members didn’t help Tory implement his agenda. Getting this one right is crucial. The question is, what kind of ‘right’ is right for John Tory? When Ootes helped Rob Ford make an executive committee four years ago, the two came up with a membership that was entirely suburban, mostly male and of a single mind politically. Councillors from the former City of Toronto and most of the women on council were on the outside. That composition suited the Ford administration as he wasn’t elected on a mandate of conciliation, and a divided council suited his style. Tory’s playing a differ-

ent game. He’s billed himself as a city-healer. If that promise is going to bear fruit, he’s going to have to reach across the aisle. Not altogether, of course: if reliable city hall conservatives like Denzil Minnan-Wong don’t find a place on Tory’s executive, then the city is truly out of joint. And it is unlikely that just-as-reliable progressives like Gord Perks would be either eager to participate or welcome on a Tory executive committee. But there are plenty of voices who have spent time on the outside this past term that might find a seat inside on this one. Ward 15’s Josh Colle, Ward 22’s Josh Matlow, Ward 27’s Kristyn Wong-Tam all sit at various removes from Tory’s fiscally conservative, socially liberal realm of politics. like many of Tory’s supporters, a card-carrying Liberal but over the past four years a persistent opponent of the Ford agenda. Will Ootes recommend councillors like these to round out the committee and extend Tory’s reach? Or will he, and Tory, pick a more consistent core of supporters? It might be a good survival strategy to hunker down. But there is a difference between survival and success – and we will see in the coming weeks whether Tory and his team know what that is. Drivers, meanwhile, are strongly urged to take caution and remain vigilant at all times; to be on the lookout for cyclists and pedestrians; to always yield to pedestrians at crosswalks; and to put away all hand-held devices to avoid distraction. As to the latter point, the province of Ontario recently introduced stiffer

legislation that, if passed, could see fines for distracted driving increase from a current range of $60 to $500, to a range of $300 to $1,000 – plus three demerit points upon conviction. And lastly, Buckley urges cyclists to do anything and everything possible to make themselves more visible.

“For cyclists, they should have working lights on the front and back of their bicycles while riding,” he advised. “And also, anything they can do in terms of wearing reflective gear is helpful.”

It feels like home, sweet home...I’m looking forward to (spending the holidays here).” For Warner and the 49 other youth who will call YWS their home this Christmas, however, the holiday season can often be one full of mixed emotions, explained Wendy Horton, YWS’s executive director. “The holidays are a time when you see reflected everywhere family and togetherness, and it’s a time that makes it glaringly apparent to our youth that they’re missing all that; that they’re spending their holidays by themselves in a shelter with no family around. So it can be a very depressing time,” she said. “But on the flip side of that, the community and our supporters really rally at Christmastime. Companies and churches and organizations come in and do special dinners and bring in gifts for the youth – and like any other kids, the youth get all excited and it makes a huge difference. When those special things happen, it really turns things around and the youth realize, ‘you know, I may be in a shelter, but there are still people who care about me.’” To help shine the light on the issue of youth homelessness and to make the holidays special for their youth residents this year, YWS is now set to host its second annual A Home for the Holidays breakfast later this month. Proceeds from Miso’s books donated to veterans’ causes >>>from page 1 keepers and veterans are woven into the very tapestry of Miso’s life. Last month, Minister of Veteran Affairs Julian Fantino presented Miso and 19 other Ontarians with commendations for their exemplary service to Canadian veterans. Fantino described commendation recipients as “... indicative of the enormous respect and gratitude shared by all Canadians for the men and women who have served in uniform.” In 2005, Miso wrote a “simple” song, We’ll Never Forget, for a Remembrance Day service at her Rathburn and Renforth roads school. The trajectory of the song’s evolution has seen Miso cross continents, interview all four of Canada’s top generals, write and self-publish two books dedicated to Canada’s military, and sing the tribute before dignitaries around the globe, including the Queen and Bishop Desmond Tutu. Miso sang We’ll Never

Forget on June 6 at the Juno Beach 70th D-Day ceremony honouring the more than 20,000 Canadians who came ashore there, nearly 600 of whom were killed. Her song is now the theme song for the Juno Beach Centre in Normandy, France: “That song has a home, and what a home,” Miso said. “It’s so unreal,” she added of the Juno Beach experience. “Behind me were Prince Charles and Camilla, the prime minister (Stephen Harper) and the Chief of the Defence Staff General Tom Lawson. “The payoff is not the money. I donate the money. It’s all the people I have had the opportunity to meet. In May, I started a book asking people I meet to sign it. It’s almost full.” Proceeds from the sale of Miso’s books have supported: 15th Battalion First World War monument on Hill 70 in France; The Royal Canadian Legion Poppy Fund; The Military Family Resource

Centre; The Juno Beach Centre and the Lt.-Col. John McCrae statue to be unveiled next May 3, an initiative of the Royal Regiment of Canadian Artillery Heritage. The Seagrams family flew Miso to Florence, Italy last weekend and invited her to sing We’ll Never Forget before an Anglican Church service of remembrance attended by 150 dignitaries from around the world, including ambassadors to Canada and England and military attachés for Canada and for Italy. “How surreal is that? I never intended the song to go beyond a Remembrance ceremony for my students,” Miso said. “Then it mushroomed into a book. Then it mushroomed into another book.” Miso visits veterans weekly and stays in touch via email. She regularly speaks at schools. A music teacher at Seneca School for children with autism and development disabilities, Miso has penned

and self-published two books about the Canadian Forces in the past four years. We’ll Never Forget is a 36-page, full-colour children’s book containing a photo and inspiring personal story of a Canadian peacekeeper, soldier or veteran from the Second World War to Afghanistan.

After an initial printing of 3,000 copies, We’ll Never Forget, is now in reprint. It has also published in French, its foreword written by renowned retired Canadian Lt.-Gen. Romeo Dallaire. Their Duty, Our Pride is a 52-page, full-colour, allages book containing Call of Duty-inspired illustrations

expanded out from photographs, many obtained from Combat Camera, and personal stories of serving Canadian military members describing their occupation and success from the ranks of private to general. To date, it has sold nearly 8,000 copies. Miso said she has always been attuned to rememb ra n c e. Sh e c a l l e d o n Canadians to do the same. “We rally on Remembrance Day. But we need to rally 365 days a year. I think it’s important people understand our Canadian history, our military history. To understand the deep sacrifices not just of the people who died, but of the people who lived and to give thanks for it. “Our way of life is free because of their contributions in war. When you see an older person, they may or may not be a vet, but they have lived through that. You should help them.”

South Etobicoke neighbourhoods terrorized for three years before suspects caught CYNTHIA REASON creason@insidetoronto.com After three summers of terrorizing unsuspecting south Etobicoke residents as they slept, the alleged Etobicoke Prowler and his surprise accomplice have been captured by police. Sex Crimes Insp. Joanna Beaven-Desjardins announced the arrest last week of a 32-year-old “serial sexual predator” in connection with 59 break-and-enter incidences over the course of the last three years – and in a unlikely twist, she also announced that the accused’s wife was also arrested and charged in seven of those occurrences. The accused, who BeavenDesjardins said was known to police, is now facing 95 charges in the string of nighttime break-and-enters and sexual assaults between August 2011 and August 2014 that saw dozens of 22 Division residents awaken to a masked figure standing above their beds. At a media briefing held at police headquarters on Friday morning, Beaven-Desjardins characterized the accused prowler’s alleged crimes as “heinous.” “Throughout the past few years, residents have been woken up to find someone standing in their house, and on some occasions, there were actual physical assaults taking place and sexual assaults taking place...,” she said. “This is serious. Sexual assaults are always considered serious, but when someone actually enters your home where you feel safe, especially at night when you’re sleeping, and you’re woken up to a predator like this, I’d say it’s one of the most heinous crimes.” In addition to assaulting residents, Beaven-Desjardins said the suspect is also accused of stealing property from many

of the homes – including various types of electronics, such as computers, cameras, and cellphones, as well as jewelry, money, cigarettes, and in one incident, a vehicle, which was then used to commit further break-and-enters that same evening. While Beaven-Desjardins would not go into details about how the suspect – who she said lives in 22 Division with his wife – was ultimately identified and tracked down, she said his arrest last week was the result of an “exhaustive” and “intense co-ordinated” investigation conducted by members of Toronto Sex Crimes, together with members of 22 Division and officers from Peel Region. Beaton is charged with six counts of break-and-enter

Smoke detectors faulty in fatal fire: OFM Fire marshal continues to investigate cause of fire at central Etobicoke home CYNTHIA REASON creason@insidetoronto.com

The investigation into the cause of a two-alarm blaze that caused $500,000 damage to a home in central Etobicoke Sunday afternoon continues. Capt. Mike Strapko of Toronto Fire Service said 12 fire trucks and 45 firefighters responded to the call to 29 Herne Hill (in the Islington Avenue and Dundas Street West area) on Sunday, Nov. 2 at 1:08 p.m. “The family – a mom, dad and three children – had gone out just after lunch time, just after noon, to the park to get some photos, and they were notified by their alarm company that the smoke alarm was activated on their second floor,” he said, noting that Toronto fire also notified. When firefighters arrived on the scene, Strapko said they saw “a lot of fire up on the second floor.” While he noted that the blaze appears to have started somewhere in a second-floor bedroom above the home’s garage, the cause of the fire is still under investigation by the

The Ontario Fire Marshal’s investigation this week into a two-alarm blaze over the weekend that claimed the lives of an elderly Etobicoke couple has concluded that the home’s hardwired smoke detector malfunctioned during the fire. “Hardwired smoke alarm did not operate in fatal #Etobicoke fire due to an electrical failure caused by the fire,” Ontario Fire Marshal Ted Wieclawek tweeted late Tuesday afternoon.

Capt. Mike Strapko of Toronto Fire Services said 12 fire trucks and 45 firefighters responded to the blaze at a semi-detached home at 11 Abigail Place (near Martin Grove Road and Hwy. 401) on Sunday, Nov. 2 at around 3:20 a.m. Once inside the home, Strapko said firefighters located the elderly couple who lived there – an 80-yearold man and his 76-year-old wife – in two separate bedrooms. “Both were vitals signs absent, and they were both pronounced dead on the scene,” he said. Strapko said on Monday that the

area of origin and cause of the fire were still unknown, as the investigation by the fire marshal and Toronto police continued. Province to upgrade Union Station rail corridor signalling system The province announced it will spend $273 million to upgrade the Union Station rail corridor’s ancient train signalling system. All told, upgrading the signal system, which will take four years to complete, will cost nearly $366 million with the remaining amount coming from federal government infrastructure funding. The work will improve service in time for the expected doubling of ridership in as soon as a decade, says the regional transit service. The upgrades are expected to begin in 2015. TORY vows TO MOVE QUICK ON CONGESTION In a radio interview this week, John Tory briefly outlined some of his plans to improve gridlock, including naming himself “traffic czar” when he officially takes to the mayor’s office in December. In addition to promising to bring about a noticeable

Are you handy and have free time on Saturday mornings to help paint and polish parade floats? This year’s 24th annual Etobicoke-Lakeshore Santa Claus Parade needs you. The iconic south Etobicoke Christmas parade is just five weeks away on Saturday, Dec. 6.

Parade organizers are looking for volunteers to wear costumes and handy helpers to get floats parade day-ready. More than 250 students are needed to wear costumes and march in the parade. Student extends Halloween food drive until Nov. 10 Allie Stenhouse and her friends thought beyond themselves this Halloween – now they’re asking their neighbours to do the same. As part of the We Scare Hunger campaign – an initiative through Free the Children and Me to We that empowers youth to get involved in the community – Allie and her fellow trick-or-treaters decided to forgo candy this year and instead went door-to-door collecting nonperishable food items they plan to donate to the Daily Bread Food Bank.

With a goal of collecting 500 pounds of food for the Etobicokebased food bank, Allie and friends have now extended their food drive until Nov. 10. To donate, a drop-box is at the Stenhouse residence at 43 Enfield Ave. (near Lake Shore Boulevard West and Browns Line). The only living thing to survive was the poppy flower, which bloomed with the coming of the warm weather the year after fighting in the region had ceased. Poppies grow in disturbed soil and can lie dormant in the ground without germinating. Without the war, they may have never come to the surface. John McCrae, a doctor serving with the Canadian Armed Forces, was moved by the vision of poppies flowering in Flanders and wrote a poem titled “In Flanders Fields.” After the poem was pub-

lished, it received international acclaim, and the poppy became a popular symbol of those lost in battle. Men traditionally wear the poppy on the left side of the chest, where a military medal would be placed. Women wear it on the right side because that is where a widow would wear her husband’s medals. Remembrance Day is celebrated every year, providing people humbled by the sacrifices of soldiers an opportunity to remember those soldiers’ efforts to secure freedom.

Bill to protect immigrant women from ‘barbaric’ practices Federal ministers discuss proposed policy at Rexdale Women’s Centre TAMARA SHEPHARD tshephard@insidetoronto.com Citizenship and Immigration Minister Chris Alexander introduced legislation Wednesday afternoon to ban people in polygamous and early and forced marriages from immigrating to Canada. Alexander said the practices, including female genital mutilation and honour-based violence, are “incompatible with Canadian values.” Alexander and Minister of Labour and Minister Responsible for the Status of Women Dr. Kellie Leitch announced the federal government bill at a news conference Wednesday morning at Rexdale Women’s Centre. Alexander would not provide details of the legislation, entitled the Zero Tolerance for Barbaric Cultural Practices, until it was tabled Wednesday afternoon, after The Guardian’s deadline. “We want to make certain immi-

grant women and girls are protected and not subjected to isolation, disenfranchisement and violence once they arrive in Canada,” Alexander told approximately 40 Rexdale Women Centre staff. Rexdale Women’s Centre is an independent, not-for-profit agency that provided services last year to more than 10,000 clients in the areas of settlement, English language classes, violence prevention, children, family support and postsettlement services. Fatima Filippi, Rexdale Women’s Centre’s executive director, welcomed Alexander’s bill. “We’re encouraged by the steps being taken even though we have not seen the legislation. We’re encouraged that it will make a difference to the women we work with,” Filippi said in an interview following the ministers’ remarks. The 2013 Throne Speech promised action to stop early and forced marriages, polygamy, female genital mutilation and so-called honour-

based killings. All are issues of concern to the Harper government in light of the multiple murders in 2009 of female members of Montreal’s Shafia family, Alexander said. An Afghan-Canadian man, his second wife and their son, were convicted of first-degree murder in the deaths of his three teenaged daughters and his first wife – killed because he felt the girls’ dating and dress brought dishonour to his family. “As a government, as a society we have got to work tirelessly to make sure that what happened to (these women) never happens again on

Canadian soil,” Alexander said. “Young women seeking a better life for themselves and their families in Canada should never be subject to constant fear, threat of violence or death. “The fact is, these practices are occurring on Canadian soil too often with potential for severe and sometimes fatal consequences to the victims of such violent acts.” The minister said provisions in the bill would prevent perpetrators from arguing provocation or cultural differences as mitigating factors. “We will be making it clear to anyone who may doubt how serious we are that we do not, under any circumstance, accept or allow the propagation, support or enactment of barbaric cultural practices on Canadian soil.” The legislation would eliminate early and forced marriage from Canada’s immigration program, as well as domestically, Alexander said. Changes would also strengthen the ability of immigration authorities to clamp down on polygamy. Alexander noted the case of an Afghan immigrant accused of stabbing his wife to death last year, alleg-

edly because he felt dishonoured by her independence and search for employment. “Some immigrant women in Canada may not be familiar with our laws, and may not know that certain harmful practices are illegal, inappropriate and forms of violence,” Leitch said. “Canada is a free and open society built on a premise of equality for all Canadians and we will not tolerate harmful social practices and conditions that injure any individual.” Reporters asked Leitch to comment on whether the government needs to do more to protect women amid often non-reporting of workplace harassment and violence in the wake of the publication in the past week of multiple allegations of abuse and harassment by former CBC Radio host Jian Ghomeshi. “One is too many,” Leitch said. “Anyone who has been through violence, harassment or cyberbullying, that is unacceptable...We encourage everyone if they are experiencing harassment, please come forward.”

MAYOR TORY’S PRIORITIES

Four key challenges need to be addressed to make Toronto a better city DAVID NICKLE dnickle@insidetoronto.com In just weeks, John Tory will be taking over the job of mayor from Rob Ford — becoming the amalgamated Toronto’s fourth mayor. Voters have handed Tory a fractured and fractious city government whose problems will require complex solutions. We’ve spent nearly 10 months listening to the promises Tory hopes will resolve those issues: transportation gridlock, a lack of leadership, a divided council and a weakened position with other levels of government. If Tory is to successfully unite Toronto, he’s going to have to meet these challenges. Here’s what we’ll be watching for:

council he needs to put his agenda into effect — he will have to deal with a council traumatized by four years of unprecedented division. City-wide, Tory must deal quickly with the reality that for much of Scarborough and Etobicoke, he is a second choice. Voters there made it clear they feel downtown “elites” like Tory don’t represent their needs and desires. In the election, Tory said he’d like to address that by taking Toronto council on tour, to meet with residents in the old pre-amalgamation civic centres. Practicalities aside, that’s not likely to be nearly enough. Fixing our broken city is bound to be a fundamental task for the coming term.

ON REPAIRING A CITY – wANDLEADERSHIP: COUNCIL – DIVIDED

DIVERSITY: ON BUILDING A CITY wWHERE ‘NO ONE IS LEFT

Former Mayor Rob Ford’s approach to politics has served to widen those divisions — to the point that the normal channels of leadership all but collapsed in late 2013 and were replaced by a provisional government barely held together by the straining goodwill of city councillors. This term offers an opportunity to begin anew, with a new mayor who has run expressly on his ability to lead and build consensus. In a 10-point code of conduct, Tory pledged to treat his colleagues, his office and his constituents with respect. That’s a good start, but Tory will have to not only build the base of political support on

accept more foreign-trained candidates, and suggested doing more to integrate Toronto’s ethnic chambers of commerce with mainstream bodies such as Toronto and Region Board of Trade. He however, didn’t agree with Olivia Chow that the city should force all its contractors and suppliers to hire or train people from disadvantaged areas of the Toronto, or visible minorities or persons with disabilities. Tory told an audience of people with disabilities he would be a powerful advocate for them if elected, but “people have to decide to do the right thing.” The mayor-elect, who declared himself against the police practice of racial profiling but said he’s against giving permanent residents the right to vote in civic elections, was often criticized by Chow as not saying enough about how he would respond to Toronto’s poverty and build a city “where no one is left behind.” If opinions on the city’s fairness don’t change by 2018, his voluntary approach will Other key challenges Tory faces are transit, dealing with diversity and building a better relationship between downtown and suburban residents. Tory has cast himself as the “chief salesperson” Toronto has lacked for four years, a leader with a personal reputation strong enough to “sell, sell, sell” his city to the world. We know politicians like that idea: MPPs, MPs and city councillors endorsed Tory. He’s “the person we need” at city hall, said Brad Duguid, a provincial minister from Scarborough who said Tory would be a “stable mayor” whose council won’t change its collective mind on important issues. And Tory, as co-chairperson of the Greater Toronto Marketing Alliance, a body trying to bring jobs to Toronto, and as former CEO of the Greater Toronto CivicAction Alliance, has thought about what Greater Toronto needs as a region – not just a city and its sprawling suburbs – to compete against the world’s other city regions in order to expand everything from Toronto’s film industry to tourism.

But Tory, as mayor, faces a situation where the city’s chief financial problems are the holes left in the budget when the province pushed Toronto’s parts together. Preparing to retire this year, City manager Joe Pennachett said protecting core services residents want depends on getting the province to resume its former policy of funding half of TTC’s operating costs, and persuading both federal and provincial governments repair and expand Toronto’s affordable housing stock. If the other governments won’t relieve those big financial pressures, Toronto must look for new revenue sources to scrape up the money, Pennachetti said. Tory has so far refused to consider new “revenue tools” – such as a Toronto sales tax - the city could conceivably get the province to approve. But with revenue tools off the table, how would he convince the other governments to permanently shift large sums to the city’s coffers? Tory has said he could try to “shame” the other governments into contributing more for housing and TTC station

ON BECOMING UNSTUCK wTRANSPORTATION:

Toronto has spent the last decade stuck; whether behind the wheel of a car, in a bus shelter on a wind-swept road, or waiting to pack onto an over-crowded subway. All three main candidates in the 2014 mayoralty race put forward ways to relieve that congestion. Voters expect Tory to come through on some big promises: he’s got to get his SmartTrack plan on the rails quickly to meet his self-imposed schedule of a fully-operational frequentservice surface rail line stopping at 22 stations in Scarborough, Liberty Village and Etobicoke. He has pointed to this infrastructure plan as not only a way to meld the city together geographically but also socio-economically, giving Torontonians a way to connect with employment regardless of where they live. Tory has also said he will make a point of ensuring disruptive road repairs will be conducted efficiently and with an eye to maintaining traffic flow and that he will construct fully-separated bike lanes at a reasonable pace. All of Toronto, of course, expects more. Doug Ford’s many supporters in north Etobicoke and Scarborough expressed dissatisfaction with the transit they’ve been promised in the form of light rail lines. Chow’s supporters want to see better bus service in those communities. And both made it clear the downtown relief subway line comes first. If Toronto’s going to come together, Tory and council are going to have to make sure it moves together as well.

A community celebration: Residents and children gather for the recent ‘Halloween Hello’ event at Queensland Park in south Etobicoke.This was the first event held at the park since its recent renovation and it attracted families from the surrounding community for a celebration of Halloween festivities and refreshments. It was also a chance for children to dress up in costumes and have some pre-Halloween fun. The event was organized by the Friends of Queensland Park, a local community group that worked with the city to make the park a reality.
