REST IN PEACE: Members of the 709th Army Cadet Corp, located in the Dufferin Road and Eglinton Avenue area, paid tribute to fallen soldiers at Sanctuary Park Cemetery Cenotaph on Royal York Road on Sunday. The cadets placed more than 1,200 Canadian flags on the graves of soldiers in honour of Remembrance Day.

“We will not be quiet anymore! We will not go away! Our voices will only get stronger and stronger until you keep your promise!” That was the rallying cry for Rexdale Community Health Centre (CHC) Monday afternoon, as more than 100 local seniors and supporters gathered at the Rexdale Hub to call upon the provincial government to keep its 2006 promise to fund the capital development of a health centre satellite in Jamestown. “When we think about the vision we had for the Rexdale Community Hub, it was one that included community health services. It’s a shame that we’re still – even after seven years – still waiting to get the capital funding

that we need to develop our Jamestown satellite,” said Safia Ahmed, executive director of Rexdale CHC. “I don’t think we’re in a position where we can wait any longer. We need to have our voices heard, to march on, and to make sure the Ontario government keeps its promise to this community.” Back in 2006, the Ontario Ministry of Health and LongTerm Care pledged its support to the further development of community health centres in Toronto’s priority neighbourhoods – including a satellite centre in Jamestown. In a backgrounder that accompanied Premier Dalton McGuinty’s pledge to expand primary health care across the province, community health centres were praised for ensuring that “Ontarians >>>RESIDENTS, page 20

Continence clinic helps end seniors’ silence TAMARA SHEPHARD tshephard@insidetoronto.com Incontinence. Stigma silences many seniors into keeping secret their bladder and bowel control condition. A new continence clinic in Etobicoke seeks to shatter the stigma and the silence and offer solutions. Seniors 65 and older may book an appointment at the continence clinic, which opens Wednesday, Nov. 28 at Etobicoke Services for Seniors (ESS). A nurse continence advisor provides assessment and education free-of-charge. The non-medicinal, non-surgical clinic is offered by The Credit Valley Hospital and Trillium Health Centre. “Incontinence is not a part of growing old; that’s a myth,” Priti Patel, the hospital’s clinical manager of Seniors’ Health Services said in an interview at the clinic on Wednesday. “Seniors can manage it. In certain cases, it can be cured. It is not a fact of life. There is help out there.” Should treatment options suggested by the nurse not work, recommendations may be made for the senior to see a urologist or try medication. “Many seniors have hidden it for years and lived in silence,” said Laura Robbs, clinical nurse specialist with Seniors’ Health Services with the hospital who heads the clinic program, and runs a continence

A new clinic providing solutions for people suffering from incontinence is opening at Etobicoke Services for Seniors. Headed by Laura Robbs, left, a clinical nurse specialist, Priti Patel, centre, a clinical manager from Seniors' Health Services with The Credit Valley Hospital and Trillium Health Centre and Alli Sergautis, a registered nurse and director of education and training at Etobicoke Services for Seniors, the free continence clinic will open Nov. 28.

program for patients of all ages at Trillium Health Centre’s West Toronto hospital in Etobicoke across the street from Sherway Gardens. “We know some seniors who don’t leave the house anymore. Others who don’t sing in the choir anymore. Some women won’t discuss the issue with their male doctor.” One in four Canadian women and

one in 10 Canadian men experience incontinence, Canadian Continence Foundation statistics indicate. As men age, their numbers get closer to the statistics for women, Robbs said. But incontinence need not be life-limiting. “You can do Kegel exercises that strengthen the pelvic floor,”

Robbs explained. “We look at their fluid intake. If they’re not drinking enough, that can lead to decreased bladder capacity. We do bladder retraining, so if you go every 15 minutes, you wait 20 then 25 minutes. We look at diet, weight loss and exercises.” Robbs’ partnership with Etobicoke Services for Seniors (ESS) was a natural fit. The hospital’s Seniors’ Health Services shares ESS’s mission — to keep seniors safely living in their homes for as long as possible. Seniors who attend the incontinence clinic may also be referred to any of a number of the hospital’s seniors’ services. “This continence clinic is a very important service to seniors and their caregivers,” said Alli Sergautis, a nurse by profession, who is Etobicoke Services for Seniors’ director of education and training. “It will help seniors maintain their independence, dignity, control, social activities. We’re so excited for the partnership. It’s an accessible location for support and education to make a quality of life improvement for seniors.” The clinic’s nurse specialist will see five seniors each Wednesday. The initial visit lasts about 75 minutes. During it, the nurse specialist will take a patient’s medical and medication history, conduct a physical examination, and possibly perform

Boy places high in national golf standings Ten-year-old Connor Munro credits ‘lots of practice’ for his success TAMARA SHEPHARD tshephard@insidetoronto.com Connor Munro placed 25th nationally this year as a Canadian junior golfer. At the age of nine, that made Connor the youngest player in this year’s Maple Leaf Junior Golf Tour. Connor finished 7th in Ontario, won two bronze medals, three Golftown Comeback awards and a host of sponsorship prizes for various skills competitions. Connor is a long-ball hitter and has won many skills competitions for his long drives. “It felt really, really good. I can average out almost 200 yards with my driver,” Connor, now 10, explained of his national and provincial standings. “I’ve got a natural swing.” Connor picked up the game after watching it on TV, and asking for a set of clubs as his Grade 3 gradu-

ation gift. The golf prodigy credited his coach, Bradlee Ryall of the Braeben Golf Academy, and “lots of practice” with his success. Ryall is a Class “A” CPGA (Canadian Professional Golf Association) member. Next season, Connor said his goal is to crack the top five in Ontario and the top 15 in Canada. The future professional golfer and possible marine biologist had this advice for peers who want to rise to the top of their game: “Practice hard, stay focused, have fun.” In May, Connor played against players four years his senior at Rebel Creek Golf Club near Kitchener, Ont. The Grade 5 Kingsway College School student finished the twoday tournament and went on to play many others throughout the summer. “Connor had an incredible season,” said his father, Alec. “It’s his first year playing competitive

the ball far. His coach here and in Florida felt he should play this year on the national tour. “The learning curve for Connor is higher since he’s always the underdog,” said his dad. “He was the youngest player in Canada (on the tour).” Connor’s dad plays golf, but acknowledged he’s good if he breaks 100 when he’s out on the links with his friends. “I played Connor on my birthday. He gave me 20 mulligans,” his dad said of the replay of previous strokes without penalty. “He still beat me by 14 shots.” U.S. scouts already have their eyes on him. Spectators regularly ask him for an autographed ball. Connor is also coached at the IMG David Leadbetter Golf Academy in Bradenton, Fla. one month a year. “It’s an exciting time for us. We’re very proud of him,” Munro said of he and his wife, Lisa.

an ultrasound test to indicate how well the senior’s bladder is functioning. Recommendations will be made. A followup appointment will be made in six to eight weeks. Followup appointments are about 30 minutes. Most seniors will need three appointments. Etobicoke Services for Seniors is at 525 Horner Ave., just west of Brown’s Line in Alderwood. The clinic is open every Wednesday starting at 8:30 a.m. A doctor’s referral is not required. Call 416-521-4090 to make an appointment.

Appointment Seniors 65 and older are encouraged to make an appointment at the clinic if they: • Go to the washroom often; • Worry about falling when rushing to the washroom; • Leak urine with a cough, laugh, sneeze or during activity; • Have frequent bladder infections; • Have problems with constipation; • Have problems with bowel control; • Wake up more than once during the night to urinate; • Have a strong desire to urinate right away; • Need to learn how to use a catheter.

Man’s arm severed in work mishap A 24-year-old man had his arm severed in an industrial accident in southern Etobicoke on Wednesday. Toronto police and Toronto EMS were called to the scene of the accident at a warehouse at 90 The East Mall at around 2:50 p.m. There, police found the victim unconscious, but breathing, with his arm severed, said Const. Victor Kwong. “The man lost his arm in the conveyor, then just passed out,” he said, noting paramedics on scene said the victim was in shock. Toronto EMS spokesperson Kim McKinnon confirmed the victim was transported to a local trauma centre “with a severe, life-threatening arm injury.” Emergency personnel on scene were able to recover the arm. The Ministry of Labour is now investigating.

Future development passes first hurdle A quick look at what transpried at Tuesday’s installm e n t o f t h e Et o b i c o k e York Community Council (EYCC). n West-end councillors approved a preliminary report into the proposed development of three residential towers – ranging from 32 to 45 storeys – on Cordova Avenue in Ward 5. The proposal calls for the apartment towers to be built upon a three-storey mixed-use base building at a site encompassing 64-70 Cordova Ave. (north of Bloor Street West and Islington Avenue). Approval of the report paves the way for community consultation between the developer and local residents.

COUNCIL NOTES Etobicoke-Lakeshore Councillor Peter Milczyn, in whose ward the site is located, moved that notice for the meeting to be extended to residents who live beyond the city’s requisite 120 metres from the site. He also moved that city staff assist the developer in attracting significant food or grocery vendors to the site. n EYCC gave the green light to a preliminary report into the development of 15 blocks of townhouses on Holiday Drive in Etobicoke Centre. The application before councillors proposes the development of 196 units of townhouses, plus an under-

ground parking garage, on the lands located at 2 Holiday Dr. (north of Burnhamthorpe Road and Hwy. 427). A community consultation meeting between the developers and local residents is now expected to be called before the end of the year. n Etobicoke-Lakeshore Councillor Mark Grimes turned down a nomination to serve a third consecutive term as chair of EYCC, instead nominating Vincent Crisanti. The Etobicoke North councillor accepted Grimes’ nomination and was elected to the post by unanimous vote. York South-Weston Councillor Frances Nunziata was re-elected vice chair, and will return to that post for a third term.

‘Dead Money’ needs to be invested in economy

Tie transit to casino plan D

iscussions swirling around a potential Toronto casino have focused mostly on location, social ills and potential revenue-sharing in the multi-millions of dollars. All valid talking points; however, the business of transit when it comes to a casino in the city – downtown or elsewhere – is a discussion that must be had. And now is the time to do it. Think outside the proour view verbial box and consider all options, and how to stimulate Casino proposals economic growth. raise concerns In March, the Ontario Lottery and Gaming about congestion Corporation (OLG) announced two opportunities for casinos in Toronto – one in OLG’s C1 zone, which encompasses downtown Toronto, and another in a C2 zone, which encompasses parts of north Etobicoke. Most of the talk has been on the downtown option, including locating a casino at Exhibition Place or revamping the Metro Toronto Convention Centre. Congestion would be a major issue at either of these locations, making life for anyone travelling in and out of the city core, most notably residents in both areas, even harder than it is today. Talk of a downtown relief line or expediting light rail construction becomes essential if the downtown core – and all ways in – are further congested with potentially hundreds of buses and thousands of cars. The other option in north Etobicoke could be at Woodbine Racetrack, expanding Woodbine’s operations into a full-service casino on its 680-acre site at Hwy. 27 and Rexdale Blvd., as expressed by Jane Holmes, vice-president of corporate affairs at Woodbine Entertainment Group, during a recent meeting of Etobicoke-York Community Council. But a location in north Etobicoke, where public transit is limited, raises congestion concerns as well as other transit issues – in particular, how to extend public transit to service those wanting to visit the casino, and the Rexdale community as a whole. It’s only through a strong transit plan that an Etobicoke location could hope to provide a revenue stream that could come close to a downtown site. This discussion shows how important to economic development – beyond commuter needs – a comprehensive transit plan is to Toronto. With GO Transit’s Georgetown South and Union Pearson Rail Link expansion, the idea that transit can flow to a proposed casino becomes far more possible. A multi-pronged approach to transit – considering economic benefits as well as expanding the viability of areas of the city now segregated – should be part of the city’s transit vision. November and poppies are a perfect fit

I

don’t want to brag, but I feel like I’ve got the world by the tail. Well, maybe not the world exactly. The tail I’ve got a hold of is kind of kind of furry for the world. It could belong to my brother and sister-in-law’s basset hound, Spot, for all I know. But I digress. The point is, I couldn’t be better. Ever since November began, everybody keeps tossing compliments my way. Hey Jamie, looking good. Did you just get back from a long vacation? Hey Jamie, what’s that swagger all about? Are you seeing somebody? Hey Jamie, what’s up with that extra bounce in your step? Have you been working out? Are you eating better? Are you getting more beauty sleep? Did you spring for a new wardrobe? Did you switch barbers? Did you join Hair Club For Men? Have you called Jenny? Have you emailed Jenny? Have you tweeted Jenny? Did Justin Bieber just make you his Facebook friend? I’ve heard ’em all. Truth be told, there’s no mystery as to why November has gotten off on the right foot for me. I’m doing one thing differently

but seriously

jamie wayne

these days than I used to do at this time of year. For the first time, I’m wearing Remembrance Day poppies that don’t fall off. When I put a poppy on now it stays put. Last year at this time I wrote a column about how frustrated I was about losing poppies all the time. It seemed as soon as I affixed one, it vanished into thin air. That has always troubled me. Not that I minded buying new poppies, mind you. I know the money goes to a good cause. But I wanted the poppies to remain in place so I could show my support to veterans, their families and the families of fallen soldiers; to let them know just how much I appreciated the sacrifices they made for me and the rest of the country. I mentioned in that piece the many pointers I’d received from friends about how to keep poppies stationary and a lot of you out there kindly took the

time to write me offering your advice. The tip you mentioned most often was replacing the poppy stick pin with a Canadian flag lapel pin. That was my fave, so that’s the one I chose. For all those who suggested it, I am truly grateful. It has worked like a charm. My poppy doesn’t miraculously disappear anymore after I hang up my jacket in the closet. My poppy doesn’t dematerialize when I bump into somebody on a crowded bus, streetcar or subway. My poppy doesn’t automatically evaporate the moment the wind picks up. My poppy can handle anything now, no sweat. It’s one tough cookie. And I couldn’t be happier. So world, basset hounds or whatever it is I thought I had by the tail – don’t feel bad. I still love you. But, the fact is, I’m afraid it just doesn’t get any better than a Remembrance Day poppy that refuses to budge. n Jamie Wayne is a lifelong columnist, who takes writing very seriously. The topics? To the editor: I have more than 40 years of accounting and finance experience, having served in Asia, the MiddleEast, South Africa and North America. I have been waiting for comments from financial experts since Mark Carney, governor of the Bank of Canada, said “Dead Money” kept by companies totals $526 billion Canadian. First, my congratulations to Carney for noting the existence of this accumulated wealth. But it’s a misnomer to call this corporate wealth “Dead Money”. These funds are kept by companies for different reasons, mostly contingency purposes. The heads of these organizations have to decide how to utilize these funds. The company directors are the representatives of the shareholders and they have to make the company policy decisions. My contention is the state authorities have to give appropriate incentives to motivate these companies to invest in various fields. These companies can diversify their activities too. The government needs to give tax holidays for new ventures if they start from these funds. To succeed, all three levels of government have to work hand-in-hand. The federal government should take the lead and work with the provincial governments who can select the cities where the prospective industries will be most beneficial. There are some countries, if they find “Dead Money”, they will forcibly freeze the funds and try to use them for government purposes. Mostly, this is done in non-democratic countries. It cannot happen in countries like Canada. The benefit will be for each and every one and the country will prosper as a whole. Warren V. Kanagaratnam

Mr. Christie’s bakery, which has been a staple in sight and smell in south Etobicoke for more than 60 years is slated to close next year, putting 550 people out of work.

Unions encouraging council to keep lands zoned as industrial >>>from page 1 people are always going to eat cookies. People are always going to eat chocolate. Our theme is, don’t let the condos eat our jobs.” Cartwright came to city hall along with leadership from the Bakery Confectionery Union and Machinists Union representing 550 workers at the plant. As well, Canadian Autoworkers Union national representative Sukhvinder Johl came to talk about another matter – plans to rezone industrial land adjacent to the Sterling Road Nestles plant for residential. Workers from both plants were at the news conference to try and put the brakes on the conversion of industrial lands into residential lands. It’s a move that effectively moves higher-paying industrial jobs out of the city.

James Vicheff, president of the Bakery Confectionery Union, said the decision by Mondelez Canada to close the facility and eliminate the jobs had a rippling effect, on the families of the longtime employees. When word came down last week this was management’s intention, it put workers there into “total shock,” he said. “We’re all upset that basically somebody with a decision making process high above us decided this was a business decision, not realizing how many people this was affecting,” he said. “This is not just the 550 employees, but also spouses and children. What are we going to do now? This is it. Our jobs are finished. Imagine someone telling you you’ve got 10 months to live. You’ve got cancer. To them this is a business decision. Some of

us have to sell our homes. Where are we going to find jobs now?” The workers are urging council to show support for industrial lands by, first, going along with a staff report turning down an application to build condominiums alongside the Nestle plant. And when the time comes, they want the same action on the Mr. Christie site. Kuhvinder Johl from the CAW said it makes sense to preserve that land. “Toronto is a livable city because lands were designated as employment lands decades ago,” he said. “It makes sense to have people living and working in the city. It makes no sense to have people driving to other cities. We’re urging them to support this report (refusing the application).”

Korean Rose of Sharon Association members will tie 516 red ribbons onto the shrubs in Lee Sang-On Memorial Garden to commemorate and honour the courage of the fallen Canadian soldiers this Saturday, Nov. 10 at 9 a.m. at the gardens off Edenbridge Drive. Among Canada’s 26,791 soldiers who fought in the Korean War, 516 were killed, another 1,552 injured. “The garden is named after my mother,” explained association vice-chair June Choi. “After my mother died in 2004, the Korean community dedicated the memorial garden to her. Sang-On’s grandchildren planted the red-and-white and pink flowering shrubs. City parks’ staff fertilize and water the garden, while association members weed the garden and trim the shrubs. The public responded last year, the first time the association tied the remembrance ribbons onto the shrubs, Choi said. “A lot of people who came through the gardens inquired and said they were quite impressed,” she said. “We certainly want to continue to do it to thank Canada and all the soldiers who sacrificed their lives in Korea... “My mother was very appreciative to Canada, so it’s very meaningful.”

ONTARIO GOVERNMENT CONTINUES TO IMPROVE ER PERFORMANCE Ontario patients are spending less time in emergency rooms (ERs), allowing them to receive treatment faster, return home sooner and freeing up hospital time to treat other patients.

DR. SHAFIQ QAADRI,

MPP

Member of Provincial Parliament Etobicoke North

Time spent in the ER has decreased by 1.2 hours over the last four years -with approximately 86 per cent of people receiving treatment within target time frames. The Ontario government is also building on the success of its ER performance improvement program to support hospitals facing the biggest challenges. This year, 74 ERs are being funded with up to $93.6 million to further reduce the amount of time patients spend waiting for treatment. Helping people receive faster treatment in the ER is part of Ontario’s Action Plan for Health Care to ensure that Ontarians are accessing the right care at the right time and in the right place. In February 2009, Ontario set ER length of stay targets of four hours for patients with minor conditions and eight hours for patients with complex conditions — 86 per cent of visits are seen within these targets.

Emergency rooms have seen a steady increase in complex patients, with the most serious cases increasing by over 35 per cent since April 2008. Despite this increase, patients are spending less time being treated and discharged.

More than 5.5 million patients were treated in Ontario’s emergency rooms last year.

MacLean up for swimmer of the year The Etobicoke Swim Club has made a big splash in swimming this year, including sending five swimmers and one coach to the London Olympics, and as a result will be up for some prestigious awards when Swimming Canada hosts its 2012 Big Splash Awards in Toronto on Monday, Nov. 26 at the John Bassett Theatre. Leading the way is teenager Brittany MacLean, one of the youngest members of Canada’s London Olympic team, who is one of three finalists nominated for female swimmer of the year. Her coach, Kevin Thorburn, is also up for two Big Splash awards. He’s nominated for club coach of the year for his work

with the Etobicoke club, and he’s also up for national coach of the year for female swimmers for his work with MacLean. In London, MacLean finished seventh in the 400m freestyle and just off the podium in fourth place in the 4x200m freestyle (along with teammates Barbara Jardin, Samantha Cheverton and Amanda Reason, the latter also from the Etobicoke Swim Club). MacLean attended grades 11 and 12 at Silverthorn Collegiate after spending grades 9 and 10 at Martingrove Collegiate. Prior to that she attended three elementary schools in Etobicoke – Hollycrest Middle School (high performance program), John

G. Althouse Middle School and Princess Margaret Jr. School. She joined Etobicoke Swimming when she was seven years old. The Etobicoke Swim Club was extremely well represented at the 2012 London Olympics with no less than three current swim club members – Brittany MacLean, 18, her sister Heather MacLean, 20, a Martingrove Collegiate grad, and Amanda Reason, 19, a Silverthorn Collegiate grad – along with coach Thorburn. They were joined by two other swimmers with long ties to both the club and Etobicoke in their youth – Tobias Oriwel, 27, and Alexa Komarnycky, 23. Both swimmers attended Silverthorn Collegiate. ~ Norm Nelson

gta realtors release monthly resale housing figures Greater Toronto Area realtors reported 6,896 transactions through the TorontoMLS system in October 2012 – a decrease of 7.1 per cent compared to October 2011. There were two more business days in October 2012 versus October 2011. On a per business day basis, transactions were down by

15.6 per cent. “Sales have decreased in the second half of this year compared to 2011, especially since the onset of stricter mortgage lending guidelines at the beginning of July,” says Toronto Real Estate Board (TREB) President Ann Hannah. “The prospect of higher monthly mortgage pay-

ments due to the reduced maximum amortization period has prompted some households to delay their home purchase.” The average selling price for October transactions was $503,479 – up 6.2 per cent compared to October 2011. The MLS Home Price Index composite benchmark price, which allows for

>>>from page 1 who face access barriers such as race, language, poverty, physical disabilities, or geographic isolation have access to primary health care and community health programs.” “As part of that initiative, the government is investing in the priority neighbourhoods identified in the City of Toronto’s Strong Neighbourhoods Report,” the document reads, listing Jamestown as among one of eight communities in Toronto earmarked to receive funding for a new satellite centre. Seven years have passed, however, and Rexdale CHC still hasn’t seen any of the $3.4 million it needs to develop its satellite, Ahmed confirmed. The prime space reserved for the Jamestown satellite at the new Rexdale Community Hub (located at the former Father Henry Carr Secondary School site on Panorama Court) remains cavernous and empty. And the satellite’s hundreds of potential clients, who have been waiting so long for the accessible medical services close to their homes they so desperately need in Jamestown, have been left feeling “abandoned.” Rexdale Concerned Seniors’ Rose Farrell, Hyacinth Hamilton and Lola Are were just three among the more than 100 such potential clients who came out to Monday’s rally to call on McGuinty, Minister of Health Deb Matthews and Etobicoke North MPP Shafiq Qaadri – who was invited to Monday’s rally but did not attend – to keep their funding promise. “Residents are walking into the hub’s empty space and wondering when they can finally come to see a doctor or

More than 100 residents gathered to pressure the provincial government for millions in promised funding for the planned satellite health care centre at the new Rexdale Community Hub in Jamestown on Monday.

a nurse practitioner or a physiotherapist. We cannot wait any longer,” said Hamilton, noting that Rexdale Concerned Seniors hand delivered 780 petitions to the minister’s office earlier this year. “It’s a b o u t t i m e t h e McGuinty government kept its promise to this community and funds the Jamestown satellite community health centre. Seven years is a long time to wait and we are fed up. We want to see action and we want to be taken seriously.” While Qaadri was absent from Monday’s rally – and did not respond to multiple Guardian requests for comment – Etobicoke North representatives from both the municipal and federal levels both lent their support to Rexdale CHC’s bid for funding. MP Kirsty Duncan, who was in Ottawa Monday, sent an assistant to the event to read her letter of support, while Councillor Vincent Crisanti showed up to share a few words of encouragement.

“Continue the fight and I will stand with you,” he said. “The province and the ministry have to start releasing funds now – immediately. There’s no excuse the money isn’t there.” That sentiment was echoed by Jayne Mullin, director of legal services for Rexdale Community Legal Clinic, one of Rexdale CHC’s partner agencies at Rexdale Community Hub. “This is something the Ministry of Health and the Liberal government should really seriously think about,” she cautioned. “What kind of legacy do they want to leave? Do they want to leave a legacy of enhancing services that are going to make this community a better, healthier and safer place to be? Or do they want to leave a legacy of broken promises for a vulnerable community very much in need?” The Ministry of Health did not return requests for information by Guardian deadline.

Garbage collection rates to rise for smallest of users DAVID NICKLE dnickle@insidetoronto.com

Toronto’s garbage collection rate will stay the same for most Torontonians — but those homeowners currently receiving a small rebate for using the very smallest blue bin could wind up paying extra for garbage collection. Toronto’s budget chief Mike Del Grande wouldn’t commit to removing the $2.84 rebate as his committee got its first look at the solid waste budget. But he has asked staff for a briefing

note to come to the Monday budget meeting explaining the rebate and what it might take to remove it. The rate-based garbage collection system was one that was approved under Mayor David Miller – taking garbage collection off of property tax and turning it into a pay-as-youthrow service similar to water. Homeowners pay for garbage collection annually based upon the size of bin they have. The extra large bin sees residents pay $204.36 a year; the medium-sized bins cost $47.93

a year. And the smallest bins actually provide a credit to homeowners on their water/garbage bill of $2.84. When it was introduced, the credit was intended as an incentive to encourage homeowners to divert more garbage and only throw out the equivalent of one bag of garbage every two weeks. The city’s solid waste strategy came under attack from critics on and off council for failing to advance the city’s target of reaching 70 per cent of diversion of waste from landfill

sites. “For the third year in a row this administration has refused to put any money into expanding our recycling programs,” said Parkdale-High Park Councillor Gord Perks. “We’re stuck at the same recycling rate that we had before this mayor came in and it doesn’t look like we’re going to be making any progress.” Current diversion rates are hovering around 50 per cent, and Public Works and Infrastructure Chair Denzil Minnan-Wong admitted that over the last two years the city has done little

healthand

to advance recycling, concentrating instead on contracting out solid waste collection in neighbourhoods west of Yonge Street. “We’ve been focussed on the contracting out project,” he said. “That was something most residents said we had a mandate to move forward on and we’ve been really focussing on trying to get that right. Now that it’s successful and we’ve got a number of months under our belt to show the complaints have gone down, we’re going to move to the next step.”
