Toronto Croatia kicks off CSL title defence Toronto Croatia will begin defence of its Canadian Soccer League (CSL) playoff championship this Sunday, Oct. 14, 8 p.m. at its home field at Centennial Stadium in Etobicoke. The Etobicoke-based club is the CSL defending playoff champion and they have not missed a beat this year, finishing in first place with a 15-1-6 record in the 16-team league, which wrapped up its lengthy schedule on Wednesday. Their opening quarterfinal round opponents are Niagara United which secured the eighth and final playoff spot with a 10-9-3 record. If they are able to defend their CSL title, Toronto Croatia, thanks to their first place finish, will have the opportunity to do it all at Centennial Stadium, over the next two weeks. If they can stave off an upset at the hands of Niagara United, they will host a semifinal game next weekend, and the CSL final is already pencilled in for Centennial Stadium, regardless of the opponents, for Saturday, Oct. 27, 3 p.m. (preceded by the second division championship game at 12:30 p.m.) Toronto has fi ve teams in the CSL with four of them making the >>>CANADIAN, page 8

Neighbour complains derelict vehicles, piled up junk, weeds make up backyard TAMARA SHEPHARD tshephard@insidetoronto.com A natural garden it isn’t. So argued Etobicoke-Lakeshore Councillor Mark Grimes in response to an application by the owner of 416 Horner Ave. to the city seeking a natural garden exemption. The property is the site of the former Trattoria Piccolo Italian Ristorante with an apartment above. Weeds and wild flowers at least two feet high constitute the property’s backyard. “It’s in a state of disrepair,” Grimes said at the Oct. 10 Etobicoke York Community Council meeting. “I sympathize with the neighbour. I drive by it every day. It’s not a natural garden. It’s just neglect of property. It’s an absentee landlord. It’s disgusting.” Instead of a natural garden exemption, the owner will now get a visit from the city’s bylaw enforcement officers. Residents may apply and receive a natural garden exemption in cases where specific city criteria has been met. Councillors approved a motion by Grimes to endorse a city municipal licensing and standards staff report that recommended refusal of the exemption request, directed a second notice be sent to the owner to cut back the grass and weeds to a maximum of 20 centimetres and directed a re-inspection of the property, specifically with regard to the property’s “fence, garbage and refuse” and report back to community council on the outcome. A municipal standards officer found long grasses and weeds at the rear yard of 416 Horner Ave., in response to a complaint. A notice was issued to the owner requiring the grass be cut. City officials then received a Sept. 3 letter from the owner requesting a review of the notice and exemption to the bylaw on the grounds the lands form a natural garden. meeting. But his next-door neighour Mira Vujic did. Vujic showed councillors photographs dating back to 2007 showing derelict vans parked on the property, a broken toilet propped against a fence and tall weeds in the backyard that poke through a metal chain link fence that runs alongside the driveway to her adjacent red brick six-plex. “There is nothing but junk in that ‘garden’,” Vujic said. “My tenants are complaining; so am I. Every time we look through a window, we see nothing but a junk yard. Every two weeks, I need to cut the junk that grows through the chain link fence or it will scratch our cars.” York West Councillor Giorgio Mammoliti backed Grimes’s motion in directing that bylaw enforcement re-inspect the property. “These people just think they can let their properties go, let it affect the neighbours and call it a ‘natural garden’. It smacks of arrogance,” Mammoliti said.

CYNTHIA REASON creason@insidetoronto.com Basketballs weren’t the only things bouncing off the walls at the 920 Queen’s Plate Drive gym this week – so too were the gleefully echoed shouts of 40 young basketball players Doug Ford has recruited to become Rexdale Raiders. “I got number 23!” one young boy cheerfully declared Tuesday evening, as Ford distributed brand new black and white Raiders jerseys – paid for out of his own pocket – to his 12-and-under junior team. Tuesday marked the official launch of the Etobicoke North councillor’s Rexdale Raiders basketball team – named after a similar football program founded by Ford’s brother, Mayor Rob Ford – at a Toronto Community Housing complex in his ward. Two years ago, the kids who now make up the Raiders’ junior and senior basketball teams were among the Queen’s Plate youth locked out of the gym facilities attached to their complex because of a case of vandalism there two years before. When Ford found out about the “unfair” situation he stepped in. “When I came here two years ago, a lot of kids were hanging out in the parking lot. I don’t want to say they were getting into trouble, but they needed things to do,” he explained. And so Ford decided to launch the Rexdale Raiders basketball program, advertising in both of the Queen’s Plate complex’s two buildings. In its first week early this past summer, Ford said his Rexdale Raiders basketball program drew more than 70 kids – taking them off the streets and away from trouble. “It gives them a place to go at nighttime and we get to know their names and meet their parents, and we also build teamwork and teach them certain values, like not to be swearing in there and encouraging others,” Ford said. “It’s just a way of reaching kids through sport.” Like his brother’s football team, Ford’s Rexdale Raiders basketball program relies on the supervision and coaching skills of the councillor’s own staff – but strictly on a volunteer basis and not on the city’s

dime, Ford assured. The Raiders meet for practice and scrimmages under the guidance of Ford and his staff for three hours once a week, catering each week to between 50 to 60 youth aged six to 20. Ford said he’s personally sponsored the program, including picking up the tabs for the weekly snacks he brings along to each practice and for the team’s brand new jerseys, which set him back a few thousand dollars. “But it’s not about the money, it’s about the time and making sure I’m here as often as possible; making sure the kids have adults here teaching them and talking to them,” Ford said. “It’s amazing what kids will tell you over the course of the night.” Case in point: not too long ago, one of his senior players came up and asked Ford if he could help him get back into high school – “that made my day,” Ford said with a smile. Making those types of connections with his young players is why Ford said he likes to get out to the practices as often as possible – but

sometimes, his council obligations don’t allow for Ford’s attendance. Not that his young charges seem to mind – they’re just grateful for the opportunity to get out and play ball. “I give a shout out to Mr. Ford and I really thank him a lot for our jerseys and for taking his time out and coming here to help us,” said 11-year-old Bilal Farah, a Grade 6 student at nearby Humberwood Downs Junior Middle Academy. “It’s amazing. I love coming here. We do drills and they teach us how to shoot and stuff.” Wearing white cricket pants and a black golf shirt, Ford easily mingled with Bilal and his raucous group of teammates at Tuesday night’s launch – leading them in drills, helping them on with their jerseys, and even lifting one of the smaller players up over his head to slam dunk the ball. “This is about more than just putting money out. Just think: all these kids in the gym right now, what would they be doing otherwise?” he asked. “They’re good kids, but they might get in trouble.”

Public advisory issued after sexual assault on TTC bus Toronto police has a public advisory after a woman was sexually assaulted on board a TTC bus in Etobicoke. A 19-year-old woman reported to police she was standing on board a TTC express bus around 3:15 p.m. on Wednesday, Oct. 3 when a man standing next to her sexually assaulted her. The TTC express bus

was travelling southbound on Hwy. 427 from Humber College Boulevard to Kipling subway station at the time. The man was last seen boarding another bus at Kipling station. The suspect is described as brown, late teens to early 20s, 5’8” to 5’9” with a slender build, short black, gelled hair and unshaven.

Mother, teen daughter struck by truck on Steeles Avenue A teenaged girl and her mother were rushed to the hospital after both were struck by a Mack truck in nor th Etobicoke on Tuesday. According to police, the 14-year-old girl and her 42-year-old mother were crossing from the west to the east side of Hwy. 27, on the

south side of Steeles Avenue at around 5:28 p.m., when they were struck by the truck as it turned southbound on Hwy. 27. The 59-year-old male driver of the truck struck both pedestrians as they attempted to cross. The girl suffered serious injuries, while the woman

Rich, poor split hurts everyone

To the editor: Re: Editorial cartoon, Aug. 16 I guess the point of this was that rich people are very unsympathetic to the problems of poor people, even obvious and important ones like poor health. However, I’ve read many studies that show societies with great inequality of income experience a higher degree of social problems, including health, crime, poor education outcomes, and shorter life expectancy — and these ills affect all members of the society to some extent, across all income groups. In other words, rich people in unequal societies aren’t as healthy as rich people in equal societies. The solution is to strive for greater equality of income across the society.

How would you spend an extra 32 minutes? T

ransit. Transit. Transit. The news has been filled with transit stories of late: funding options for Toronto transit, a transit union public awareness campaign, and earlier this week the advocacy group Greater Toronto CivicAction Alliance asked residents ‘What would you do with 32’ extra minutes each day, if the province’s $50-billion Big Move transportation plan is completed? CivicAction’s Wednesday our view campaign launch goes beyond Toronto’s borders to include the It’s important Greater Toronto and Hamilton Area (GTHA). It not only asks to participate residents to participate in the campaign, but it demands a real in campaign transportation vision for the entire region. Alas, nothing is free in this world and $50 billion is a lot of money to not just spend, but more importantly find in the Province of Ontario’s ever-shrinking coffers. Granted, it amounts to only $2 billion a year for 25 years. Seems possible, but it would take the conviction of Premier Dalton McGuinty’s government – already facing a significant budget shortfall – to put up meaningful funding. And that’s a challenge. CivicAction estimates the average commute for residents in the GTHA, if the Big Move were not completed, would increase from 77 to 109 minutes – a loss of 32 minutes to one’s day. Thankfully, the 32 Minutes campaign isn’t about advocating one type of transit solution over the other, but simply asks a very real question: “What we are willing to do to make sure new transit gets built,” said the group’s chair, John Tory, after the launch. Closer to home and added to the Big Move, Toronto itself is faced with the challenge of funding a transit system that needs to significantly expand to meet the needs of the city. As our Oct. 4 editorial – ‘Toronto will get the transit it pays for’ – stated succinctly: taxpayers across the GTHA will have to face the reality that what you pay for – or don’t – is what you get. We encourage everyone to tell us how you would spend 32 extra minutes in your day and participate in the CivicAction campaign by visiting www.your32.com It’s important this conversation be kept alive. The idea of having people reflect on those extra 32 minutes a day should engage comment, along with highlighting the very real toll congestion is taking on our lives. Report does little to improve public housing

F

rom time to time a report comes from Toronto City Hall on an issue that cries for solution. To respect the complexity of a problem, council sets up a task force, and provides enough time and resources to examine the options. In return, the public and council expect solid recommendations. But after the fanfare and media availability, when the details are examined, comes the realization that the final report does little. Unfortunately council’s attempt to respond to the maintenance backlog in our public housing in the report “Putting People First” falls into this category. It will probably gather dust rather than spur action. Which is too bad, because we Torontonians have a problem. Not only are we a landlord to around 164,000 residents in 2,200 buildings, but we also own a backlog of repairs that stands at about $750 million, that is growing by at least $90 million per year. So far, about 400 units are unfit for habi-

tation. As the unfunded repair backlog balloons, there is a very real risk that more of our public housing stock will be less safe, less rentable and certainly more undesirable. In response, the Toronto Community Housing (TCH) board recommended selling about 700 higher value single-family houses to generate “at least $222 million” for repairs. A firestorm of protest greeted the proposal. Critics said the sale would reduce the housing portfolio, increase income polarization, ruin tenants’ lives, and take the pressure from the federal and provincial governments. Without either side able to take control or draft a compromise, council deferred the problem to a working group. Aware that council was indecisive, the work-

ing group could do little other than recycle cliches. Finally, it selected ideas based on pain avoidance rather than effectiveness. In response to the key issue of selling 619 single family houses, the report recommended selling less than 10 per cent of those units. In addition came a suggestion to offer perhaps another 15 per cent of those homes to tenants. The rest of the report was filled with the usual recommendations to issue more debt, to again look at creative financing and intensification, plus it took up the mantra for more federal and provincial money. Like most reports, this one skirted uncomfortable realities. For example, a review of “the full range of public private partnerships,” that might have included contracting out or privatizing was watered down to “pursuing investment opportunities.” As well, the report could have made explicit the unpleasant truth that the majority of our public housing stock is in good enough condition so that

strong medicine can be pushed off. Even on smaller issues the report chose to steer away from decisions that could seriously reduce the problem. As examples there was no discussion of moving to private housing through vouchers, or reducing costs by a review of the TCH’s in-house repair organization, or outsourcing services. Finally, there were no lessons from other jurisdictions. For instance, in Europe there has been considerable work on how to preserve public housing stock in the face of very challenging financial times. If the goal of the report was to hide an embarrassing climb down, and defer difficult decisions, then the report was a success. But if the goal was to address the issue of how to turnaround the increasingly poor state of Toronto’s public housing stock, the report could have been much better. n David Soknacki is a former City of Toronto councillor and budget chief. The City of Toronto will change the intersection of Hillside Avenue and George Street near Mimico Memorial Park from a two-way to a four-way stop, due to the amount of pedestrian traffic from a nearby school and the park.

Parents win 10-year battle for stop signs near school TAMARA SHEPHARD tshephard@insidetoronto.com Mimico parents’ nearly decade-long request for allway stop signs at the Hillside Avenue-George Street intersection has been granted. E t o b i c o k e Yo r k Community Council supported a motion by area Councillor Mark Grimes on Wednesday to install the four-way stop signs, and to paint stop bars on the road to further increase children’s safety. “At the start of every school year, my office gets calls from parents trying

to get stop signs. There’s a major playground there that is well-used and kids getting to school in the morning and afternoon,” said Grimes, thanking city transportation staff for their work on the issue. Currently, the intersection has stop signs on George Street for both northbound and southbound traffic. Jo h n E n g l i s h Ju n i o r Middle School and Mimico Memorial Park are in the immediate area. Grimes’s motion technically opposed city transportation’s staff recommendation not to approve

the stop signs. City staff wrote in a September report the intersection does not meet the traffic warrants, technical requirements related to vehicle speeds and traffic and pedestrian volumes. Staff conducted a two-day traffic study of the intersection last November. Grimes stressed the intersection “comes close” to meeting the warrants during the before- and after-school rush. Mark Hargot, supervisor of traffic operations for the Etobicoke York District, agreed.

>>>from page 1 little dress and imagining her in it as a little girl – was cool,” said Grade 8 student Kayla Parsons, 12. “Now I want to come back in 25 years and see what we buried and see how much has changed.” Nativity’s time capsule project – whereby the school dug up a pod of treasures buried by students back in 1987, and then contributed one of their own to be buried this week for the class of 2037 to dig up – is all part of the school’s 50th anniversary celebrations this month. On Wednesday morning, Nativity’s nearly 500 students and staff piled into the church hall next to the school to “ooh and aah” as each vintage – and slightly muddied – item was withdrawn from the time capsule by the school’s 1987 principal Emil Jursa. “It really did a lot for school spirit back then, and as you can see, the kids today are really, really excited about it, too. Looking back in retrospect, though, we should have used a lot more plastic,” Jursa said laughing, as students

continued to marvel over each of the time capsule’s items, which emerged somewhat muddy and waterlogged after a quarter century underground. “We wrapped the capsule in a construction grade plastic bag, but it disintegrated. It just goes to show you, nothing lasts forever.” For then-Grade 6 teacher Tina Cirrina, whose class painted and decorated the original time capsule, the last 25 years spent teaching at Nativity has flown by. “It’s like the blink of an eye, I can’t believe time has gone by so quickly,” she said at Wednesday’s capsule unveiling. “So much has changed, yet at the same time nothing has changed.” The same can’t be said for Monica Warnell. She was in Grade 5 when she and her classmates recorded a rap song for the time capsule back in 1987. Now, 25 years later, she’s a mother of two new Nativity students, sharing the experience with six-yearold Braden and four-year-old Sarah.

“I was 10 years old when we did this time capsule, and now my kids are doing their own time capsule,” she said. “I remember it was a huge celebration at the time we were getting ready to bury it and we couldn’t wait for 25 years to see what it would look like again. So it’s pretty amazing to be here with my kids today.” The unearthing of the time

capsule wasn’t all fun and fond remembrances, though – there was a lot of grunt work involved, too. It took current principal Joseph Schnurr and Nativity’s caretaker Joe Tavares nearly three full days of digging through hard clay to finally find it. Where now sits a gaping, six-foot-deep hole on Nativity’s small front lawn,

crews of staff and students spent days last week speculating – using old photos of its burial as their guide – as to where the capsule might be: a little to the left; a foot or so closer to the school; two feet over; three feet deeper. “It got to the point where we thought maybe the students from 25 years ago came and dug it up and took it as a prank,” a laughing Schnurr said of the “rollercoaster” experience of locating the capsule. “It became this whole school unifying thing when we couldn’t find it, though, because then everyone chipped in to help find it.” In the end, Schnurr said, it took a jackhammer belonging to Grade 8 student Felicia Bottos’ dad to finally locate the time capsule – much deeper than anyone had anticipated at a full six feet down. “We got the jackhammer out and we drilled and drilled and drilled. Then all of a sudden, we hit something soft,” he recalled. “It was our first ray of hope in three days. We knew we had found it.” And now that the hole has

already been dug, Schnurr said the school will make quick work of burying their new and improved – not to mention watertight – time capsule. Among the students’ contributions to the new time capsule: signed class photos, poems, drawings and collages, a list of the top 10 songs of the day, a movie listing of films playing at The Queensway Cineplex this week, student predictions of where the world will be 25 years from now, a book about the Me to We program, and a soon-to-be out-of-circulation penny. “It’s been an amazing way to teach our kids the concept of history,” Schnurr said. “It was fun and it reminded me of when I first started teaching back in 1987. The world has sped up so much and everyone’s just so busy now. Back then, there was more of a spirit there...This experience has brought back that spirit for me. That’s what it used to be like back in the day, so this unleashed that energy almost – an old energy that you can see and that’s infectious with the kids.”

Transit union launches new media awareness campaign Ads highlight contributions of union maintenance workers RAHUL GUPTA rgupta@insidetoronto.com The TTC’s largest labour union announced plans for a media awareness campaign to debut this fall which will spotlight the efforts of thousands of maintenance workers toiling behind the scenes to deliver transit. On Tuesday, Amalgamated Transit Union Local 113 president Bob Kinnear unveiled the Protecting What Matters campaign, which will highlight the contributions of 3,500 union maintenance workers. Ads will appear on television, inside TTC vehicles and at film screenings at Cineplex movie theatres. In addition, a website has been created for the campaign, which will spotlight individual stories of the workers under the slogan “We take care of the details that take care of you”. Kinnear, who unveiled the campaign to the media gathered

in the Sheraton Centre in downtown Toronto, said the ads were designed to educate Torontonians on the daily efforts of anonymous maintenance workers in keeping the system’s aging transit fleet running smoothly and safely. “We think that’s a great story that deserves public attention,” said Kinnear. “Maintenance workers are some of the greatest assets of the city, but they are practically invisible.” ensuring safety on TTC Kinnear said the public – and TTC management – should learn more about what it takes from workers to ensure the TTC remains one of the safest transit systems in North America. “It’s perplexing to us why that is never discussed and we’re hoping this campaign will bring about a greater appreciation from the public,” he said.

Applauding the campaign, TTC spokesperson Brad Ross said the relationship between the workers and management remains positive, despite a “bump in the road” arising from a decision approved by commission in late September to contract out around 160 cleaning jobs to the private sector. “Our maintenance workers deserve the attention and we’re as proud of them as the union is,” said Ross. Kinnear said the timing of the Protecting What Matters Campaign was intended to coincide with anticipated public consultations regarding long-term transit funding. Without providing a specific preference for what revenue generating tool he’d like to see implemented – such as a regional sales tax – he said the decision should be left to elected officials. “Everything should be left on the table,” he said.

Committee recommends surveying residents on how to pay for transit DAVID NICKLE dnickle@insidetoronto.com Toronto’s Executive Committee has recommended sending staff out to ask Toronto residents just how they’d be willing to pay for potentially billions of dollars of public transit improvements. But for Mayor Rob Ford, it will take a big answer in the affirmative to convince him to support any revenue generating tools beyond the provincial and federal governments, and the private sector. “The people of this city are taxed to death and they don’t want new taxes,” said Ford as the committee was getting ready to vote on the proposed public consultation process on Tuesday. “I’m not going to support anything unless the taxpayers of Toronto come out and say they want a new tax – and I don’t think they will.” The consultation will be going forward prior to a final report this spring, spelling out the sorts of taxes, fees and tolls that the city might impose

to improve public transit. Toronto Council asked for this process after it rejected Ford’s plan to build a subway along Sheppard Avenue and ask the provincial government to bury the entire run of the new Eglinton LRT. Council rejected Ford’s idea that a public-private partnership was the best way to fund transit expansion like subways, and asked staff to come up with a way to find other ways that Toronto could go it alone funding major transit expansion. Committee member Denzil Minnan-Wong said the consultation needed to be “honest” with taxpayers, and likened the process to offering taxpayers a menu of “poisons”. Later, he said the consultation needed to take into account taxpayers’ ability to pay. “The real conversation is how much is this going to cost the average family. That’s the important part of the conversation we need to have. If we do select these revenue tools, how deep are our hands reaching into the pockets of the City of Toronto?” he said.

Learn the ways to floss more effectively The purpose of flossing is to remove food particles that become lodged in places a toothbrush cannot reach, such as under the gum line and between the teeth. To begin flossing correctly, start with a piece of floss about 18 inches in length. Wind the excess floss around your middle fingers and keep about 2 inches handy between thumb and index finger for use be-
