Furniture Bank seeks donations this holiday season CYNTHIA REASON creason@insidetoronto.com

When Maria Da Fonseca found out she'd finally reached the top of the YWCA wait list for a subsidized Etobicoke apartment over the summer, her feelings of happiness were quickly replaced with worries over how she would fill it. "I met them and they said they have an apartment - but I didn't have any furniture," said the 70-year-old retiree, who immigrated to Toronto 30 years ago and worked as a reporter for a small Portuguese community newspaper. "When that happened, they said, 'Don't worry, we have Furniture Bank to help you.'" Established in 1998, the Etobicoke-based charitable organization has provided free gentlyused furniture to more than 105,000 people in need - be they women and children escaping abuse, those moving beyond homelessness, newcomers and refugees, or people like Da Fonseca who simply need a helping hand to get through tough times. "When I went there to choose (my furniture), I was so happy to see the things. One of the things I appreciate in life is beauty. They didn't have a lot of things, but they had very beautiful things," Da Fonseca said, noting that while she was disappointed they

an iron, and a fan. "It was still a lot and I was very happy." With the holidays fast approaching and the demand for its services on the rise, Furniture Bank is currently looking

for support from the community, to ensure that it can continue to fulfil its mission to help individuals like Da Fonseca and their families gain a sense of "dignity, stability, and security" by furnishing their homes.

"Traditionally over the years, December is one of our slowest months in terms of collecting furniture, while the demand on the client side is so high - and it's only getting higher with housing rates and the cost of living here in Toronto going up," said Noah Kravitz, Furniture Bank's community engagement manager. "We're currently at a point where our demand on the client side is so much higher than the furniture we're collecting from the community. So, at this point, we're looking to collect as much 'gently-loved' furniture as we can." Furniture Bank offers a fullservice furniture removal service where, for a modest charge (base fee is $100), they will come to a donor's GTA home to pick up gently-used furniture donations and provide the donor with a charitable tax receipt for the fair market value of the donated furniture. All revenues from the service are then funnelled right back to the charity. Items currently in need include gently-used sofas, arm chairs, dining sets, bed frames, dressers and desks, as well as housewares such as pots and pans, cutlery sets and kitchenware. Habitat for Humanity hosts Gingerbread Build for kids at City Hall JUSTIN SKINNER jskinner@insidetoronto.com Dozens of houses got finishing touches at Toronto City Hall over the weekend with nary a building permit needed. Habitat for Humanity GTA hosted its 14th annual Gingerbread Build in City Hall on Saturday, Dec. 3 and Sunday, Dec. 4, with families decorating more than 150 houses in exchange for a donation to the charitable organi-

zation, which helps build houses for low-income and at-risk families throughout the GTA. With sponsors providing tea, pizza and prizes, the build typically brings in some $30,000 per year. More than 400 people usually take part in the event, with many making the build a yearly family holiday tradition. "This is probably our fifth or sixth year," said Kate Millar, who was decorating a gingerbread house with husband Richard and

daughters Ethne and Gigi. "It's very well-organized and a lot of fun. And it's for a really good cause." While Habitat for Humanity provides kits with icing and candy, some longtime participants such as the Millars go the extra mile, bringing their own special touches to make their house a one-of-a-kind creation. "We have so much fun and now we bring our own (candy decorations) from home," said Ethne.

Once the families have decorated their houses, they get to take them home. For the Millars, the gingerbread house has a place of honour in their home - for as long as it lasts. "It disappears a little bit at a time because Elf on the Shelf eats it," Ethne said. Carolyn Grootveld brought her children Samantha and Jake out for the first time this year after hearing about the fundraiser from one of Samantha's pre-

school teachers. Those who missed out on the tasty fundraiser can always join in Habitat for Humanity's next event - the Polar Bear Dip on Jan. 1 at Sunnyside Beach near High Park. "We usually have about 700 people come out, and of those 400 or 500 do the dip," said Habitat for Humanity spokesperson Dvorah Silverman. For more information, visit www.torontopolarbear.com

Toronto Council mustn’t be timid when it comes to highway tolls

ext week, Toronto Council will gather to talk about the prospect of tolling two highways: the Don Valley Parkway and the Gardiner Expressway. It wasn’t so very long ago that politically at least, such conversation would have been unthinkable. Ontario’s only experiment with a toll road, the privatized Highway 407, has not been the best proof-ofconcept for commuters and taxpayers - and that was a road that was purpose-built in parallel to the existing toll-free Highway 401. The idea of putting tolls on roads already built, without easy free alternatives, has been political poison for more than a decade in this town. Now, road tolls on the DVP and the Gardiner are more pill than poison, and even John Tory, who once ran for mayor opposing them, seems to understand that. He’s thrown the weight of his office behind the idea, along with a couple of other revenue sources - a hotel tax, and the closing of a tax exemption for vacant businesses - and it’s unlikely that Toronto Council will turn him down next week. Of course, voting in favour of tolls will be easier for some councillors than others. Those who represent wards along the two highways will get pushback from their residents. Indeed, Tory’s own deputy mayor Denzil Minnan-Wong’s ward 34 (Don Valley East) straddles the Don Valley Parkway and at the Executive Committee he was concerned that his constituents would wind up being disproportionately gouged with tolls. His solution was to look into providing a cap on tolls for Toronto residents. There will likely be other solutions designed to mitigate the impact of the new fee on constituents by the time this gets to Council and we would urge councillors to look at any such measures with caution. That’s because by any estimation, as ambitious as it might seem to raise money for transit and transportation through road tolls, road tolls alone are not enough. Mayor Tory selected his three revenue measures from a list of nine put forward by city staff. Those include alcohol and sales tax, an income tax, changes in residential property tax rates, a parking tax and the reintroduction of the vehicle registration tax, at double the rate that it had when briefly in place. At some point, council will have to revisit some or all of these measures, after having taken this first step of tolling roads. Knowing that, it would behoove councillors not to stumble out the gate.

Continuing our rooming house standoff in the suburbs The electrified third rail of municipal politics isn’t road tolls, after all. No, in what used to be Toronto’s suburbs, it’s rooming houses. Homeowners in Scarborough, North York and north Etobicoke can’t abide them. A generation after amalgamation they are illegal, a threat to property values, blamed for nearly everything dragging a neighbourhood down. Yet, those parts of the city - in five selected areas across the north end - are where city staff want to introduce some form of legal, licensed rooming houses before the next city election in 2018. Here’s a prediction on the number of rooming houses licensed north of Highway 401 by then: none. It’s easy for suburban

Four are near campuses (Humber College North, Seneca’s Newnham, York University’s Downsview, University of Toronto Scarborough) enrolling more students than they can house; the fifth, is across northwest Scarborough, in aging neighbourhoods conveniently close to Markham. It’s said many rooming house tenants don’t know their housing is illegal, but let’s assume many do. They are usually newcomers to Canada, or young adults, or both. They learn they need to break the rules, to dump their garbage somewhere else, to furtively move their cars around, and to expect no protection from the city they live in. Some rooming houses need to be shut down, but

shutting them all before licensing begins is impossible. In old Toronto, licensing at least provides rules and inspections that can keep people safe. Mel Lastman - once mayor of a North York where three persons unrelated by blood or marriage couldn’t legally live together - used to say legal basement apartments would lead to disaster in his former suburban city. The province made second suites legal in Toronto - all of amalgamated Toronto - in 1995, and the disaster has yet to arrive. LAMP funding to improve primary health care in Etobicoke LAMP will receive $244,700 in provincial funding to help recruit and retain more non-physician primary health care professionals, Etobicoke-Lakeshore MPP Peter Milczyn announced. The south Etobicoke based community health centre is one of 445 primary care organizations across the province – including Ontario’s 184 family health teams, 75 community health centres, 25 nurse practitioner-led clinics and 10 Aboriginal Health Access Centres – to receive the funding, totalling $85 million over the next three years. That influx will allow those organizations to better attract and retain non-physician health care professionals – including nurse practitioners, social workers and registered dieticians – to serve more Ontario families, especially in high-needs and remote communities. “This important investment addresses an imbalance in compensation among health providers in primary care teams,” Dr. Eric Hoskins, Minister of Health and

Man celebrates 90th birthday, 50-year YMCA membership ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Norm Kirk celebrated two milestones on Friday, and he believes one contributed to the other. The longtime Etobicoke resident celebrated his 90th birthday at the Central YMCA, where he has been a member for 50 years. Kirk attributes his long life and good health to good genes and continual exercise. "How much my being at the Y contributed to my good health, I don't know... but it certainly had a lot do with it," he told family and friends. "If you want to join me in the Club 90, one of the great ways is to belong to an organization like the Y and get your exercise." Kirk said he wanted to have a birthday party at the Y to thank the organization for contributing to his well-being and because most of his friends are there. "One of the downsides of reaching 90 is you outlive almost all your friends," he said, noting he has made many new friends during his workouts. "It's a big

Over 50 Years of Service to Our Community

Kirk's fitness routine consists of riding a stationary bike for 45 minutes, followed by weight training and stretching. Though he is in great shape, Kirk did have a health scare 10 years ago, which also happened at the Y. That day, Kirk said, he was feeling "sluggish" as he rode the stationary bike while reading a newspaper. "I figured I'll take the newspaper back to the library area. On my way there, I just fainted," he said. Kirk was taken to hospital by ambulance. "The next thing I knew, I woke up in Mount Sinai Hospital with the most beautiful doctor looking at me, and I thought I died and gone to heaven," he told the crowd. It turned out the health scare was nothing serious and he was given blood-thinning medication. Gerry McGowan, 77, met Kirk at the YMCA 30 years ago and has been working out with him since. "He's well known to everybody at the Y," McGowan said of Kirk, noting "he's in remarkable shape for a man (age) 90."

Donations needed for Stonegate CHC's Good Food Box Holiday Drive Stone gate Community Health Centre (CHC) is still looking for local businesses, community services and residents to support its 7th annual Good Food Box Holiday Drive. The aim of the drive is to help put healthy, nutritious food on the tables of the many residents in need in the Stonegate community in southeast Etobicoke - where, according to Stonegate CHC, 28 per cent of families and 38 per cent of children are living in poverty. The health centre's 2016 goal is to raise enough money to provide 300 Good Food Boxes to feed families and individuals dealing with hunger and food insecurity issues in the area. New program provides emergency mortgage loans to homeowners On November 1, 2013, Expert Mortgage launched the “85Alive”program in Ontario. The concept was simple: as long as you had a pulse, Expert Mortgage would provide you with a home equity loan, up to 85 percent of the value of your property. No job required. Bad credit, OK. The reason why Expert Mortgage could offer a “no questions asked” lending program, while the major banks could not, is that they represent over 200 private lenders who lend strictly on property value. These subprime lenders specialize in mortgage clients who have had some bad luck, and need a helping hand until they get back on their feet. The program has been so successful that Expert Mortgage can barely keep up with the volume of calls. To help fund this unexpectedly large number of borrowers, it has partnered up with dozens more private lenders.

Licensed Mortgage Agent Puneet Garg, Expert Mortgage’s “85-Alive” representative for the GTA Region, says, “We’re seeing mostly homeowners behind on mortgage and property taxes. The banks are refusing to restructure their loans. Many of these people have lost jobs due to the bad economy... or they’re self-employed. Unless you are a perfect applicant, the bank doesn’t want to talk to you.” But not everyone condones Expert Mortgage’s easy lending criteria. A local real estate agent with 25 years of experience, who has asked to remain anonymous, says, “When this market turns down, it’s going to get ugly! like Anita P. don’t see a problem with the program. When questioned on how she plans on making payments on her mortgage when she has no income, Anita responds, “We were four months behind on our mortgage and they saved our house. My husband has been unemployed for nine months. He won’t be unemployed forever. We used the 85-Alive loan to pay off all our debt. We also had $25,000 left over that we put in the bank for emergencies. Battle ahead in Toronto suburbs over rooming house licensing Councillors expected to back homeowners in talks next year MIKE ADLER madler@insidetoronto.com Neighbours watched workers tear up and pave part of the front lawn. In 2008, they photographed the result: two cars in the garage, and three parked abreast in the driveway. People in Chartland, a North Scarborough subdivision of four and fivebedroom homes, then saw more suspected rooming houses take root. Police raids shut two down, and in 2014 there was an angry meeting between the local councillor, Chin Lee, and Chartland homeowners. One later recorded video of rats running from behind the original rooming house to her garden next door, where she killed five or six of the rodents in one summer. The house, listed as having eight bedrooms, had been sold by then. But Chartland people don’t forget. To them, bad rooming houses, even when they turn quiet, are a blemish on the neighbourhood. Now the city wants to try licensing some rooming houses in five suburban areas of Toronto, and Chartland’s in one. “People downtown don’t understand how a bad rooming house affects the community,” said Murray McLeod, who spoke to Mayor John Tory’s Executive Committee this fall on his neighbourhood’s behalf. McLeod said people want bad operations “cleaned up” before any licensing begins. T he committee approved consultations next year within five areas – in North York, south of York University’s Downsview Campus and Newnham Campus of Seneca College; near Humber

A fight is brewing in Toronto’s suburbs over proposed licensing for rooming houses in parts of Scarborough, North York and North Etobicoke. Rooming houses are illegal there, but are legal if licensed in other parts of Toronto. Most local councillors are expected to fight any move towards licensing, reflecting the views of homeowners. College’s North Campus in Etobicoke; in Scarborough, near University of Toronto Scarborough, and across three wards north of Highway 401 and east of Victoria Park Avenue – where “a more permissive zoning environment” could soon be tried. It adds up to a fight for suburban councillors, several of whom, if experience is a guide, will do what they can to drag out the process, hoping the 2018 municipal election wipes the slate clean. This worked before. It kept the city, a generation after amalgamation, from harmonizing rules for rooming houses, which are illegal in Scarborough, North York, East York and North Etobicoke, but legal, if licensed, nearly everywhere else. Vincent Crisanti, an Etobicoke North councillor who’s heard complaints for years about Humber students in rooming houses urinating outdoors and hosting noisy parties believes homeowners in his ward want stiffer enforcement of the rooming house ban, and that licensing some will just encourage others. “I’m going to support

A report to the committee warned against “unreasonable expectations” for enforcing the ban: prosecuting rooming house operators takes six months to over a year; fines range from $150 to $2,500, it said. Crisanti acknowledged the process is too slow, the powers of the city too weak. The province, he said, has to give municipal bylaw officers power to immediately enter a suspected rooming house, “not just knock on the door and walk away.” While the city suggested North Scarborough is an exception “because of worker or ‘newcomer’ need” for cheaper housing, it says post-secondary students create rooming house demand in the other four areas.

Scarborough East Councillor Ron Moeser, responding to years of complaints from the Highland Creek community, arranged for dedicated enforcement staff to shut suspected rooming houses near UTSC, which like other the suburban Toronto campuses has seen enrollment grow far beyond on-campus residence capacity. Charges were laid, but new rooming houses kept appearing. At Tory’s own request, the city will engage universities and colleges, as well as developers, in a separate but related dialogue during 2017 “on solutions to student housing.” UTSC CAO Andrew Arifuzzaman said the campus worked with its neighbours for years on the rooming house prob-

lem. “We will support all initiatives that protect our students and our neighbours from housing conditions that fail to meet an acceptable standard,” he added. Shelley Carroll, a Don Valley East councillor whose ward contains Newnham Campus, said the students aren’t going away, and neither are rooming houses. Colleges and universities have to recover costs as they build residences. Students, if they find a cheaper room, take it, often without knowing their housing isn’t legal, she said. Three mayors since 2006 have stayed away from legalizing rooming houses, and suburban councillors respond with misinformation and “fear tactics,” Carroll said, suggesting only “real lead-

ership from the mayor’s office” will get licensing through. Licensed multi-tenant houses, she argued, belong on roads with bus routes, not deep in subdivisions, but creating a legal alternative will help the city successfully prosecute rooming operations which remain illegal. The Advocacy Centre for Tenants Ontario, meanwhile, has already warned Tory’s Executive the city is taking too long. “Some members of the Committee may take pride in their ability to defer consideration of this matter time and time again,” the group said in a recent letter. “If (City) Council is unable or unwilling to move forward on this file, you may find someone else moving it forward for you.”

Kipling Collegiate Institute marked the 27th anniversary of the Dec. 6, 1989 massacre at l’École Polytechnique de Montréal Tuesday with a silent procession of male students bearing the photos of the 14 young women who were shot and killed that day simply for being women. Luis Filipe and Jaclyn Cattrysse, the teachers who organized the event in honour of the National Day of Remembrance and Action on Violence Against Women, said they hoped the procession would spark a dialogue among all students - particularly among the male student body - about issues surrounding gender-based violence.

Things they can even see and find here at school also contribute to that type of context that allows for some of this to happen later on. Hopefully, now they’ll feel empowered to actually stand up to some of those words and actions they see in the hallways.”

Saqib Ali, 17, was one of the 13 male students involved in the procession, which not only paid tribute to the 14 Montreal victims, but also recognized the more than 1,000 aboriginal women and girls who have been murdered or gone missing in Canada since 1980. “This walk shows the fact that women’s rights should be kept safe and they should be recognized just like men,” said Ali, a Grade 12 student. “It’s meant to show the school and give the students a sense of responsibility to think of every girl as their sister or mother or grandmother, and to have a safe relationship with them. It symbolizes that men should look after their relationships with women.” Kipling CI students also honoured the National Day of Remembrance and Action on Violence Against Women with a poster and White Ribbon campaign. All proceeds from the sale of ribbons will benefit Women’s Habitat, a 25-bed shelter in south Etobicoke serving women and children escaping violence.

Down 3-12 headed into the dressing room at Tim Horton’s Field in Hamilton, the Rams had lost both their starting quarterback and centre to injuries inflicted by the bigger and stronger team from Sault Ste. Marie. “They could have easily just packed it in, but they didn’t. One of the fears we had as coaches - because they were never really tested - we feared that they might not be able to rebound from that,” coach Paul Dias said of his players, who sailed through the regular season undefeated to advance Etobicoke Collegiate Institute to its sec-

ond consecutive OFSAA championship bowl game. “But they did rebound. They overcame adversity and were able to go out and execute in that last half. They just left it all out there on the field.” The first half of the game saw the Rams take the lead early, putting three points up on the scoreboard courtesy of a field goal by Danilo Bakoc. That lead did not last long, though, as the Steelhawks responded by scoring two unanswered touchdowns to go ahead 12-3 headed into the half. After a pep talk or two in the dressing room, the Rams came out strong in the second half, lead by seniors Keegan Dicks and Justice Allin. Given it's the Leafs' 100th anniversary, it was the Leafs who were surprised with cake and a hearty rendition of 'Happy Birthday' when they made their annual pilgrimage on Monday, Dec. 5. It's a pilgrimage the team has been doing since the 1920s – in other words for most of their existence. Once the surprise was over the Leaf players then dispersed to mingle with their young fans. "We started handing out pictures, and seeing the smiles on their faces it

makes you feel good," said Leafs defenceman Jake Gardiner. Added teammate forward Tyler Bozak: "It's definitely one of our favourite events, I've been lucky enough to do it, I think
