Thistletown teacher stars on Chopped Canada If he wins, $10,000 prize money will help fund students’ cooking trip to Europe CYNTHIA REASON creason@insidetoronto.com For Thistletown Collegiate Institute’s Keith Hoare, when it comes to competing on Chopped Canada on the Food Network culinary competition’s second season premiere on Jan. 10, there’s more on the line than just a title. If he wins, the 46-yearold culinary instructor has pledged his $10,000 in prize money to help fund his students’ upcoming trip to France and Spain this March Break. “The idea is for the kids to raise 75 per cent of the cost of the trip. With 18 students at $3,000 each, that’s $54,000 – you gotta do a lot of bake sales and car washes and garage sales and events and catering to come up with that kind of money,” laughed Hoare, noting that the nineday European field trip will see students in Thistletown’s Culinary Specialized High Skills Major Program take six different cooking classes, visit a snail farm and olive grove, plus visit several museums

and other outings. “I t h o u g h t g o i n g o n Chopped Canada might be a good opportunity to hopefully win some money to really help get us on our way and put us close to where we need to be. But for me, it was also a chance to see if I could do it; to see if I could possibly compete with a bunch of restaurant chefs and people like that.” The format of Chopped Canada, which is hosted by Dean McDermott, is this: each episode starts out with four chef competitors who are tasked with cooking up three delicious courses on strict time limits and using the often bizarre and incongruous ingredients supplied to them in mystery baskets. Then, course-by-course – from appetizer, to main, to dessert – one competitor is “chopped” from the competition by a panel of celebrity chefs and culinary experts after each challenge, until only one chef remains and walks away with $10,000 and the title of Chopped Canada champion.

Hoare’s episode was filmed back in May, and while’s he’s sworn to secrecy on the outcome of his stint on Chopped Canada, he called the experience “very intense and really challenging.” “You get there and you’re facing off against three other chefs who want to win as badly as you do, and then you’ve got the judges there, too, who are all quite revered,” he said, noting that the panel of chefs he cooked for included Michael Smith, one of Canada’s best-known chefs and the host of Chef Michael’s Kitchen, Chef

Abroad and Chef at Home. “I didn’t get a lot of sleep the night before, that’s for sure. I mean, it’s not every day you get to cook for Michael Smith. You’re putting your food out there to be professionally critiqued, so you’re always a bit nervous about how that’s going to go. Plus, it’s all on TV, so if you mess up, everybody’s going to see,

so there’s a little bit of factor fear in that.” With no idea what ingredients he would find in the Chopped Canada mystery baskets, Hoare said there was really no way to prepare for the competition – but that didn’t stop him from trying. “I watched every episode of the first season and I always tried to come up with a plan

on my own for every basket I watched. So, I’d be watching and I’d be thinking ‘What would I do? What would I do? What would I do?’” he said. “It takes a few minutes to formulate a plan and you have to be able to adjust, because a lot of the stuff in those baskets, they really don’t go together, as anyone who has watched the show might have noticed. It’s not your traditional pairings.” While he’s had to keep his experience on Chopped Canada under wraps since May, Hoare said he’s looking forward to celebrating with his students, family and friends at a special viewing party of the show’s premiere on Jan. 10 at 9 p.m. at an Etobicoke restaurant. When Hoare was chosen as one of this year’s competitors in the spring, Chopped Canada’s camera crews came to film part of his introduction in class with his students at Thistletown, so they’re all very excited to see how he fared in the competition, he said. “They’re all very excited to see if they’re on TV, too,” he said.

Since retiring from teaching, many of those years spent teaching art, she has been able to devote herself full time to her own painting. Toronto forced to face some truths in 2014

T

rying to parse the meaning of 2014 is only slightly less challenging than summarizing a Thomas Pynchon novel. But if not now, then when? So let me take a stab at it. 2014 was the year that Toronto realized it was not, in fact, a city. It was not, at least, the kind of city that we have always thought that we were and the place we hoped we might remain: an idealized place where ethnic and economic divisions are not obstacles to consensus and harmony. We always knew this vision of Toronto might be a mirage. But in 2014, we stepped through the illusion and were faced with the undeniable evidence: on Oct. 27, only John Tory was able to exceed the support that remained with the Ford family, Mayor Rob Ford and his brother

david nickle the city Doug. That Torontonians would elect Rob Ford mayor in 2010 might have been excused as a blip. Voters either did not know or could not believe how unsuited Rob was for the city’s top job, and were likewise ignorant or incredulous of the fact that the picture Ford painted of the city’s problems and the solutions to those problems had so little to do with reality. things change But when four years later, with all of that amply and painfully demonstrated, so many – about a third of those who voted – cast their vote with Doug Ford, there was no denying it. Toronto’s old idea of

itself as a city no longer applies. Of course, that’s not to say we underwent dramatic change over 2014. Toronto’s “elite” as the Fords describe them have always been too enamoured of the shiny cultural artifacts of downtown, and always judged the city as to how well those artifacts shone against those of other bigger, more famous cities around the world. Toronto’s elites And the elites have always smugly boasted about Toronto’s multicultural cred – all those cultures celebrated, all those languages spoken. It’s been tougher for the elites to recognize that many of the people bringing those cultures and speaking those languages have gone to live in parts of the city that have been allowed to deteriorate, and since amalgamation

in 1998 been farther from the decision-making centre of Toronto than ever before. The vote for the Fords came from many in those communities – despite the fact that the Fords offered nothing tangible there other than to articulate affection and camaraderie. That vote sustained over unprecedented scandal, in spite of lies against a backdrop of the illegal drug trade that is one of the most genuinely corrosive elements that a city can face. time to heal And that is what we’ve learned, more than anything, in 2014: the nature of our long, chronic injury. Funding shortfall puts SEYA youth programs at risk CYNTHIA REASON creason@insidetoronto.com The South Etobicoke Youth Assembly (SEYA) is hoping to drum up community support this holiday season to continue its creative and innovative programming for youth. In a letter sent out to supporters on Dec. 15, SEYA Youth Peer Leader Julia Gak said the non-profit, youth-led organization – which has run out of LAMP Community Health Centre for the last 14 years – is facing a funding shortage and needs the community’s assistance to continue running its recreation, photography, basketball and vocal programs, as well as its leadership, life skills, teamwork, anti-bullying, LGBTTIQQSA, nutrition, employment and sexual health workshops. “Although we work hard all year round to fundraise for events and programs, it is hard to fulfill all the requirements our events and programs need on the budget we have,” she wrote. “With the end of the fiscal year approaching (March 31), SEYA’s funds are limited. We are asking you for a donation to

Now a youth mentor, Phillips said his experience with SEYA is proof positive the program works wonders in engaging youth to reach their full potential. “Through the years I’ve grown a lot with SEYA, in terms of my skills and abilities. I started as a young, shy Grade 9 student, and now I’m very outspoken, outgoing and not afraid to talk in front of crowds,” said the University of Windsor business graduate, who now attends Ryerson University and runs SEYA’s Thursday night drop-in recreation programming at LAMP. “Many of the youth who come to SEYA are not your typical student council type people (who get involved in extra-curricular activities), but through SEYA they grow into that and start to discover talents they didn’t know they had and get involved in things they wouldn’t normally do – whether that be photography or dance or advocacy work. They find their passion here and they help others.” As a non-profit, he added, SEYA does not receive any core funding from the government, relying

instead on grants and fundraising initiatives to keep its programming running year-round. With the end of this fiscal year quickly approaching, LAMP Community Relations Co-ordinator Jasmin Dooh said a grant that SEYA was depending on recently fell through, putting its programming in jeopardy. “So, we’re trying to drum up a little more support to get us through,” she said. “There’s a lot of new people joining the organization – it’s like a whole new fresh group of young people and they’re all keen and eager. So we’re trying to keep things going and keep things positive. Nurse Next Door helps light up the lives of seniors living alone

H

alina Taylor feels blessed even though a serious foot injury has sidelined her this Christmas. “I’m so lucky,” she said, her voice cracking with emotion, as she held some flameless red candles. “See how beautiful.” Taylor, 77, is one of 27 seniors aged 75 or older who received a free Lights on for Seniors holiday visit last week from Nurse Next Door Etobicoke staff or volunteers. All recipients live in Etobicoke or west Toronto with limited support. Volunteer mother-daughter duo Lisa and Kailie Campbell lifted gift after gift out of a Santa sack. A little Christmas tree. Christmas crafts. A vase with red flowers. A trinket box inscribed with a wish that “all the good you do is returned to you”. A taupe blanket. Taylor, meanwhile, shared memories of her life over Earl Grey tea and Christmas cookies. In 1939, she was just a toddler when she, her parents, her sister and two brothers became prisoners of war captured by the Red Army during the Soviet invasion of Poland. The family lived six-and-a-half years in a Russian concentration camp. They survived. But the meningitis her sister contracted caused her permanent deafness. Taylor later became a nurse in Poland. She immigrated to Canada in 1961, invited by her cousin, who had settled here. “I met a boy and fell in love,” she said of her late husband, Alan Taylor. The couple bought the Junction home where she still lives, had a son and daughter, and later, five grandchildren. “Thank you. Thank you. Thank you,” Taylor told the Campbells. “I love you.” Michael Lu wants to bring a caring light to more seniors like Taylor in 2015. As Nurse Next Door Etobicoke franchise owner, Lu conceived the Lights on for Seniors program with fellow Etobicoke Rotarian Gill

Dugas. Rotary Etobicoke funds the gifts, purchased by Dugas and her husband, Andre. Rotarians on the community service committee sort and bundle them. The need is great. This year, more than 60 eligible seniors, their caregivers or loved ones, applied for the program, which is in its second year. Lu said he has a “community helping community” vision to connect seniors with consistent, committed residents seeking a rewarding volunteer opportunity. He wants to see the program expand to year-round visits, and include more youth volunteers like Kailie.

“We’re trying to address the issue of loneliness,” Lu said. “I think there are a lot of lonely seniors in the community we want to help. There are a lot of people who want to help, but they need a channel. “Nurse Next Door can be a platform to connect these two — happy seniors and happy volunteers. Every time we visit a senior, it’s heart-

warming.” Lu recalled the client who inspired the Lights on for Seniors program. “It’s very dear to my heart. It all started with one client in her 90s who had fallen and was in the hospital emergency department. She had severe dementia at the time. We took her home, and her house was in disorder,” Lu recalled, his voice choking with emotion. “On Christmas Day, all the houses are lit with happy families. This one house was dark. Inside was a senior who was lonely, who couldn’t manage. We don’t want to see that. We want to give them light. We want them to know people care about them.”

Listening, Lu said, is the key to lifting seniors’ loneliness. “The one thing I want volunteers to do is listen. Listening is powerful. Listening can solve the problem of loneliness,” Lu said. “Let seniors tell their stories. Good listening is a skill.” “It’s about caring, not just healthcare,” is Nurse Next Door’s registered trademark. Nurse Next Door Etobicoke offers seniors fee-for-service home care specific to their needs. Service ranges from a few hours a week of caring companionship and light housekeeping through ‘round-theclock care from a registered nurse, and everything in between. Approximately 90 per cent of Lu’s clients are seniors. More than half of them have some form of dementia. The organization’s dementia program provides a qualified worker to help a client with personal hygiene, and engage them in activities. Palliative end-of-life care is also offered by specially trained nurses and personal support workers. Lu recalled one palliative client whose final wish was to travel to Egypt. Since he couldn’t travel, his caregivers brought Egypt to him. “Often, we can make people’s dreams come true,” Lu said. “We went to the library and got DVDs on Egypt and played them for him. We cooked Egyptian food for him that week. We wore Egyptian dress. “If we know what a client wants ahead of time, we can make it happen.” Meanwhile, Lu remains focused on building community engagement through the Lights on for Seniors program. “We want to see more of the community engaged in the topic and talking about treating seniors better. If it’s a volunteer visit, think about making it an ongoing visit. Or maybe just give a senior a regular 15-minute phone call. “Think about the impact you can make to a senior.”

Residents to be consulted on city budget in 2015 Meetings to be held in Etobicoke, Scarborough and North York for two days in February MIKE ADLER madler@insidetoronto.com Councillors will leave city hall to hear how residents across Toronto want their money spent – but only during two days in February. In one of its first moves, the city’s budget committee decided this month, to send representatives to Scarborough, North York and Etobicoke for public meetings at civic centres. But the former cities of East York and York, where local councillors also wanted budget meetings, will have to wait. “We’re very limited in what we can do,” said Gary Crawford, a Scarborough councillor appointed the city’s budget chief this month. Crawford said he wanted committee members to fan out from city hall in order to

reach more residents, an idea Mayor John Tory supports. But with only two days to hear from the public, hearing deputations in the four quarters of the city, including city hall, is a necessary compromise for 2015, he said. “It’s not going to be perfect this (coming) year. East York still has a council chamber, and it’s a place where people believe the city speaks to them and they speak to the city, she argued. Jim Karygiannis, a rookie Scarborough councillor, was unsympathetic. If a budget subcommittee is sent eastward it should go straight to Scarborough, which is home to “a hell of a lot” more people than East York, he said. Last Friday’s tragic TTC bus accident in Scarborough was the second such incident involving a pedestrian that week. Fourteen-year-old Amaria Diljohn was killed after she was struck by a TTC bus turning from Neilson Road onto Finch Avenue East. The TTC says video footage downloaded from the bus will aid police investigations of the incident. Following Diljohn’s death, TTC CEO Andy Byford promised to speed up an ongoing review of vehicle operator training, which had already

been initiated following multiple instances of bus drivers running red lights. On Tuesday, Dec. 15, a 40-year-old woman was struck by a TTC bus near the intersection of Yonge Street and Eglinton Avenue, and was transported to hospital as a precaution. Police are investigating. SERVICE COMING TO GO TRANSIT wINCREASED

GO Transit riders can look forward to more bus and rail service in the new year. Right after the holidays, GO is promising more weekday service on the Milton train line, more bus trips for York University commuters headed to the University of Waterloo and adjusted scheduling to improve travel times. Those aren’t the only adjustments scheduled for GO service in 2015: For the third straight year fares are going up. The increase takes effect in February.

TTC offers cheaper way to travel to Pearson Rebranding begins for 192 Airport Rocket which provides low-fare express trips from Kipling station rAHUL GUPTA rgupta@insidetoronto.com In case you weren’t aware, there is a dedicated transit service in Toronto offering regular trips from the subway to the airport at a TTC-level fare. Not enough seem to know about the 192 Airport Rocket, which offers express bus trips from Kipling subway station to Pearson International Airport every day of the week. In an effort to boost ridership of the airport service, the TTC intends to re-brand the Rocket and market it as a low-cost, reliable option for riders looking for a route to Pearson. “What we want people to know is it exists,” said TTC spokesperson Brad Ross this week. In mid-January, the TTC will unveil a promotional campaign with the tagline

“Your journey starts here”, touting 45-minute trips to the airport from downtown, which includes 30 minutes subway travel from Bloor-Yonge station and then a 15-minute

trip to Pearson via the 192 Rocket. Ross said the TTC will also cover 10 Airport Rocket buses with a specially signed promotional vinyl wrapping to make the vehicles visually

distinct from the rest of the TTC’s bus fleet. Production costs for the campaign will be $100,000, but will largely be paid for through the TTC’s ad-space

contract with subway advertising company Pattison Onestop, Ross said. In addition to the newlook buses, Ross promised to improve on outdated or unclear sign and route information, especially at the TTC’s Pearson bus stops for Terminal 1 and Terminal 3. As of last week, the ground level stop at Terminal 1 was still displaying route information for the 58 Malton service – which was discontinued at the end of March. Ross said the TTC was working with the Greater Toronto Airports Authority, which handles Pearson’s operations, to improve the TTC signs around Pearson, which he admitted could be made more “obvious” especially for visitors to the city. “We need to make it clear what our logo means because people from other parts of the world may not be familiar

with the TTC,” Ross said. The Rocket isn’t the only TTC bus route to go the airport, but it is the only one with luggage racks, which were installed in 2013. Some 4,500 trips were taken on the service in 2014, and the TTC is hoping the re-branding results in a doubling of ridership. A HELPING HAND: For the 16th year running, Lakeshore Collegiate Institute (LCI) students, including Katie Davis and Linda Yusufand, and staff have shown holiday spirit as they rallied to organize and support the annual LCI food, clothing and toy drive. "The main goal is to support local needs right here in our own community," said Principal Allan Easton. For students, the initiative underscores what it means to be part of a community and the significant impact they can have when they band together to help others. And students have responded generously to that call. On Friday, Dec. 19, staff and students tallied items from this year's drive, then sorted, and packed them up for delivery. The generosity of the community filled eight trucks. Student, staff, and community members donated more than 2,500 items of food, 40-plus bags of clothing, a trunk load of toys, and more than $2,300, which was used to purchase additional food. Food was delivered to the Salvation Army food bank, while clothing went to a local church that has an annual clothing drive, and the toys were taken to a firehall in the area.The students at Lakeshore celebrated achieving their donations goal with a holiday assembly.

GIVING THE ULTIMATE GIFT: On Tuesday, Dec. 16, students from the Me to We group at Bloordale Middle School presented Kevin Brouwer from Free The Children with a cheque to help buy goats for families in Kenya. One student, Kayla Descoteaux, right, with fellow student Kirsty Dawson, came up with the idea to sew little goats and sell them as Christmas tree ornaments for $2. She wanted to make enough to buy a real goat. With the help of her Me to We group, they sewed 115 goats and sold out the first day, making $230. This initiative inspired even more students to help and a free throw competition was organized to raise even more money for even more goats. In total, Bloordale presented $400 to Free the Children, enough to buy eight goats.

Wave of year-end awards for athlete of the month Brittany MacLean is NCAA and Canadian swimmer of the year Brittany MacLean began her swimming career at the age of 7, following her sister Heather by joining the Etobicoke Swim Club. While an age group swimmer, Brittany went seven-for-seven in the 10-year-old and under division at the 2005 Provincial Swimming Championships. Through the years both Brittany and Heather represented Canada on junior teams and then the national swim teams. The vast majority of elite level Canadian swimmers join National Training Centres, but Brittany has elected to maintain her relationship with the Etobicoke Swim Club and continues to represent Eswim at all Canadian national swimming events. Brittany was a two-time 2011 FINA World Junior Swimming Champion (Lima, Peru), winning both the 200-metre and 400m freestyle events. Brittany also won two silver relay medals at this event. She represented Canada at the 2012 London Olympic Games, finishing 7th in the 400m freestyle and then 4th as a member of the 4 x 200m freestyle relay team. Third year At age 20, she is now in her third year at the University of Georgia. Her 2014 NCAA swim season was unprecedented for a Canadian and in the process helped the Georgia Bulldogs to the National Collegiate Athletic Association (NCAA) championship. Brittany won the 500yard freestyle, out touching Missy Franklin and setting a new NCAA record in the process. Brittany then won the 1650 yard event, also setting a new NCAA record. She was named the 2014 NCAA Female Swimmer of the Year award on the heels of also collecting the 2014 Southeast Conference (SEC) Female Swimmer of

the Year award. For Canada, she competed in the 2014 Commonwealth Games, earning a bronze medal in the 800m freestyle while setting a new Canadian record and earning a silver medal as a member of the 4x200m freestyle relay team. She represented Canada at the 2014 Pan Pacific Championships (Australia), earning three bronze medals in the 800m freestyle, 1500m freestyle and with the 4x200m freestyle relay team. Her times in the 800m and 1500m events set new Canadian records. The previous season (2013), Brittany also helped Georgia to an NCAA championship, her highlight being on the NCAA champion 4x200-yard relay team. Later in 2013 Brittany represented Canada at both the World University Games (bronze relay medal won) and then the FINA World Aquatic Championships (Russia). In her career, Brittany has won four Canadian event titles and holds the Canadian record in the 400m freestyle (4 times), 800m freestyle (3 times), 1500m freestyle as well as

the fastest relay split ever in the 4x200m freestyle relay event. Brittany shares the second fastest Canadian time in the 200m freestyle with her sister Heather. Brittany was awarded the 2014 Irene Pirie award from Swim Ontario as the Female Athlete of the Year and just this past month was awarded Swim Canada’s 2014 Omega Female Swimmer of the Year award. ‘Career highlight’ “Brittany’s career highlight is making it to the final heat in the 400m freestyle event at the Olympics in London,” said Joanne Noble, Chair of the Etobicoke Sports Hall of Fame. “She has proven to be an exceptional swimmer and has made us all proud while representing Canada. Mayor Tory announces city will pay to finish some projects, but not others MIKE ADLER

John Tory said spending more to finish work on the Gardiner Expressway early is good, but spending more to add a granite sidewalk at Queen’s Quay may not be. Toronto’s mayor announced last Thursday the city will pay up to $2 million to finish work on a Gardiner section from the CNE grounds to Garrison Road in May. Tory said he doesn’t think he’ll have to defend the decision because people, “to a point,” want congestion-producing construction projects sped up. Finishing that part of the elevated Gardiner rehabilitation “as fast as we can within reason” – within 14 months instead of 16 – ensures all lanes will be open for the city’s Pan Am/Parapan Am Games next summer. When the city has priorities, Tory told reporters, “we will find a way to do them

and that’s what the budget process is all about.” Though the mayor has suggested citizens wouldn’t mind paying a bit more to accelerate the pace of major roadwork, he takes a harsher tone on overspending for civic improvement projects. Lately, he’s criticized Waterfront Toronto’s oversight of renovations at Queen’s Quay, which is also to be completed in time for the Games. The Waterfront board decided to spend $4 million more on granite sidewalks – boosting their costs in the project up to $12 million and contributing to around $36 million in cost overruns. Waterfront executives defended its spending on granite Dec. 17 as being part of the project’s “design excellence.” Tory said he understands circumstances can change, but said Waterfront, funded since 2000 by all three levels of government, had down-

played decisions made to use extra granite, “conscious decisions taken that dramatically increased the price.” People are angry, he said, because, “these discussions have not taken place in a public setting and you find out after the fact.” do better In an age of constrained resources, we have to do better, said Tory, though he also agreed Toronto’s onceneglected waterfront should be improved in an “excellent fashion.” The mayor said he thinks Torontonians can be proud of Sugar Beach and Corktown Commons – parks produced by Waterfront Toronto which some city politicians criticized for their high costs – and yet seemed to question whether Waterfront “in its present incarnation” should be doing such projects at all. “I think we have to have that discussion.”

Woman sexually assaulted by four men in Etobicoke Toronto police warn four men wanted in connection to an alleged sexual assault in Etobicoke should be considered armed and dangerous. A 27-year-old woman reported to police being lured to an apartment in the Kipling Avenue and Dundas Street West area under the pretense of a job interview on the night of Monday, Dec. 15.

There, the woman reported being held against her will and sexually assaulted by four men. One of the men allegedly threatened to kill her. Investigators said Saturday the woman reported one man – who went by the name “Noel” – had a gun in his car. Police urge anyone who sees the men not to approach

them. Call 911 immediately. The building where the alleged attack occurred is described as multi-storey, but perhaps no more than five storeys tall, with a reddish or brown facade and underground parking. There is an overhang made of concrete or brick, and decorated with Christmas lights, over double doors at the

building’s front entrance. The building has apartments, long hallways, one elevator and double doors at the front. All four male suspects are described as between 30 and 40 years old. The first suspect is described as a white male with parted collar-length black hair who speaks English with an accent. The second suspect is said to be a white male, bald and clean-shaven, with a round face. He is described as between 5’3” to 5’4” in height, with freckles on his upper body. The third suspect is also described as a white male with light brown hair. The fourth suspect, known as “Noel”, is said to be a male in his late 30s with lightbrown skin and between 5’3” to 5’4” tall. Police said the

INTERVIEW: Tory an ‘impatient agent of change’ Addressing isolation felt by many voters among priorities for new mayor DAVID NICKLE dnickle@insidetoronto.com

I

t’s been a little over two weeks since John Tory became mayor as he sits down for his year-end interview, and he’s impatient. Not in a bad way, or so he insists. Having spent the past 11 years in a not-always-reciprocated courtship with Toronto voters, the 60-yearold Tory says he’s hoping to make impatience into a primary virtue of his mayoralty over the next four years. “I see myself as an impatient agent of change, who isn’t bound by the fact that it’s always taken six months to get something done around here,” Tory says. “I just accept the fact that it doesn’t necessarily have to be the case. I think that yes, it will really help to have someone who’s come in from outside.” Tory is capping off what seems like a running start as amalgamated Toronto’s fourth mayor. Since taking office, he’s done the usual things a mayor does: setting up an executive committee on council and staffing his office, and getting on with his agenda and convincing council to get behind SmartTrack, one of the most prominent pieces of his campaign, at the same time announcing an ambitious plan to ease gridlock in the downtown core. But it is not only his own campaign promises he is trying to enact. Tory has had a notable beginning, picking elements of his opponents’ campaigns that make sense. Early on, he announced he would be trying to improve Toronto Transit Commission bus service – and just two days after the interview, he has made it clear that he wants private construction to minimize road closures. Both ideas are very near to his opponent Olivia Chow’s platform – which he criticized at the time – and Tory hasn’t been shy about acknowledging that. “I would like it to be the hallmark of how I operate,” Tory says. Tory said he was struck, following his briefing with TTC Chair Andy Byford, that the reduction in loading standards from the 2011 budget had led to intolerable crowding, particularly for transit users in the farther-flung parts of Toronto. Those neighbourhoods, not coincidentally Tory believes, were also where former councillor Doug

Ford maintained dramatic support: the stalwarts of Ford Nation. Tory says he’s hoping to achieve results in the next few years that will woo those constituents who’ve voted for the Fords’ red-meat politics away from what he believes to be an alienation borne of isolation. As he met with councillors during the transition of power, Tory asked the same question again and again: what can be done to bring Toronto together? “It’s not about politics, it’s not about the Fords, it’s about what causes people to feel alienated about the city,” he says. “It was interesting: people had different views on that, but they broke it into two categories. One

– Mayor John Tory was people who had a strong fixation on monetary financial relationship with the city and therefore identified with those specifically who spoke to that, sometimes to the exclusion of all else. And then the other group were somehow isolated, and didn’t have access to the city in significant ways. Even when it comes to access to recreational facilities: they need the most and get the least.” Tory says it’s about how to get those people to feel more comfortable with the city. “We came to the conclusion almost unanimously that the best way in which you’re going to address those feelings of isolation is by delivering results for them.”

And as to what needs to be delivered through 2015: “I’d like to say most of all that people will have noticed that the environment here is a more professional, practical, and stable environment,” he says. “It is infinitely more likely that you’ll get some results because you’re actually operating a stable productive professional environment with a mayor who’s a professional leader. “I’d like them to see not that traffic has disappeared in the city, but a lot of things that are described as common sense are getting done,” Tory says. “I’d like to say that people will see some continued moderniza-

tion in the city in the way it does things. I’d like them to see some improvement in transit services. I’d like to see on the housing front that we’ve taken some steps to deal with the governance issues at the Toronto Community Housing Company. I’d like to see some signs that other levels of government are on board.” And he says he wants councillors, many of whom have spent four years getting the cold shoulder from the previous mayor, to be a part of it. “A lot of (councillors) when they come in here it’s for the first time or the second time, even if they’ve been here a while,” Tory says. “Well I’m going to change that. They’re not going to say that after they’ve been here the eighth time. I’m not a Pollyanna about this – I know there are going to be difficult days, and days that I’m not getting done what I want to get done easily. But you know, you can make it way better than what it was.”

Toronto better prepared to handle emergencies after 2013 ice storm MIKE ADLER

One million people in the dark. Hydro over whelmed. Police overwhelmed. City services overwhelmed. As the hours creep by after the morning of Sunday, Dec. 22, when Toronto awoke to find itself encased in ice, the power grid starts to recover, and the city turns community centres into emergency shelters. But there aren’t enough, and many isolated residents don’t know about them, or don’t go. The ice storm of 2013 hit at a strange time for Toronto. The city pretty much had two mayors, after Toronto council stripped Rob Ford of his emergency management powers the month before. So it was then-deputy mayor Norm Kelly who City Manager Joe Pennachetti called the morning after to report the startling number of Toronto homes without power. Kelly called Premier Kathleen Wynne to ask for help. “She came in right away, and said, ‘Norm, whatever the city needs, you’ve got it,’” Kelly recalled this week. Hell didn’t break loose, Kelly said.

Instead, Torontonians remained calm and cooperative. Many “helped neighbours they knew and neighbours they didn’t know,” he remembered. Still, plenty of residents – some without power for 10 days – got angry, and much of their anger was directed at Toronto Hydro. Its call centre could handle 4,000 calls a day, and got 375,000 over 10 days. For the first time, Hydro had to ask other utilities for help. Hydro’s announcements gave residents the impression their power would soon be on, a “feeling of imminence” that turned to confusion and anger when it stayed off, Dave Barnett, representing some southeast Scarborough homeowners, later told an independent panel investigating the post-storm response. Hydro spokesperson Brian Buchan said the panel found the utility “responded quite well, above industry standards,” but could respond to customers faster, and give them “alternate channels” to either report outages or get information when a major event occurs. Hydro has developed an outage site – outageto.com – which will work with many platforms, includ-

ing smartphones, and can be used to report an outage online. Customers can also report an outage by calling 311 – some turned to it during the storm, but to no effect, as 311 then had no protocol to pass the information on. And Toronto Hydro now has a sign-up service, which based on their address, will alert customers during a “severe event,” Buchan said. The utility’s outage map is being made over to show more detail, Buchan said. The storm boosted use of social media by councillors, though even they weren’t given special information on where Hydro crews worked or when power was coming back on. Politicians who used Twitter after the storm were praised by constituents and councillors who weren’t on Twitter were mocked. Toronto learned a lot of lessons from the ice storm, including the need for better communications with the public, Deputy Mayor Denzil Minnan-Wong said this week, acknowledging the city must get better at accommodating its more vulnerable citizens during a crisis and making sure they’re safe. more information to residents on how to prepare for emergencies and who to call when they happen, and to ensure there are enough staff at its Emergency Operations Centre, as well as to pre-approve community centres as emergency shelters. Kelly said each city department is

being drilled on emergency preparations. The city estimated the cost of its emergency response and stormrelated clean up at $86.5 million.
