It’s a Sweet 16 celebrating the personal growth and development of not one teen, but hundreds in south Etobicoke. It’s not a birthday party, but a fundraising campaign. South Etobicoke Youth Assembly (SEYA) turns 16 this year. It’s a youth-led and -run initiative focused on supporting and empowering area youth aged 13 to 21 to make a positive difference in the community through personal growth and leadership development, and through providing opportunities for advocacy, civic engagement and volunteer hours. SEYA supports the health and capacity of youth through leadership camps, a vocal program, dance, photography, workshops on mental health, anti-bullying, goal setting, healthy living and achieving success. It also offers opportunities to organize and participate in community events, such as hosting the only all-candidates’ meeting in the lakefront riding during last year’s federal election campaign. ‘Outstanding’ principal lauded for dedication

TAMARA SHEPHARD tshephard@insidetoronto.com Every June, she gifts students with a bright-green pencil that reads, “Be positive. Be creative. Take control of your education.” Students hear the quote daily at the end of school announcements. It has become part of their conversations. She sought and gained STEM (Science Technology Engineering Mathematics) designation for her elementary school, including introducing robotics concepts in every grade. A new student health and wellness room encourages circuit training, yoga and just blowing off steam. She visits classrooms daily to greet students and take photos for Twitter posts, and created a school website to promote the Alderwood elementary school to the community. Education is a platform to help children reach their potential, and systemic barriers to reaching that potential need to be identified and removed to ensure student success. It’s a philosophy Alison Gaymes San Vicente, principal of Lanor Junior Middle School, believes strongly and instills daily in staff, students, parents and the community. Gaymes San Vicente has just been named one of Canada’s outstanding principals by The Learning Partnership, an annual award recognizing principals for innovation, entrepreneurial spirit and creativity in finding solutions and opportunities. “Her commitment and dedication to kids to maximize their outcomes and achievements is second to none,” said Toronto District School Board (TDSB) executive superintendent Roula Anastasakos, who nominated her. “It is evidenced by her demonstrated leadership. She’s passionate. She really is in it for the good of the kids, their parents and the community as a whole.” The school, off Evans Avenue near Browns Line in Alderwood, is among the TDSB’s STEM schools. She has written a chapter on girls’ empowerment and mentorship for the second edition of Restacking the Deck: Streaming by Class, Race and Gender in Ontario Schools, published in 2014. She pioneered a TDSB-wide empowerment and mentorship initiative for girls in grades 3 to 12. She is the recipient of a Queen’s Diamond Jubilee medal. Gaymes San Vicente readily acknowledged she didn’t do well in school when she was a girl. She was smart, but didn’t apply herself. A guidance counsellor advised she take general, not advanced, classes in high school. Her two older brothers and parents wouldn’t have it. She went on to graduate high school with straight A’s.

“It had nothing to do with my capability. It had to do with how others saw me,” she said of the failed effort to stream her in to general classes. “I still remember my mother going to the school to insist I take advanced classes. I learned resilience and perseverance from her. “How different my life would have been. I would never have gone to university. I would never have become a teacher. It really shaped me.” That experience shaped her belief as a teacher and administrator, that all children have potential. “We put labels on kids. We forget all kids are gifted. Every child has genius. Sometimes, you just have to pull out the genius,” she said. Grade 8 student Adriano Shalca spoke of Gaymes San Vicente’s “enthusiasm and great work ethic” and “great personality” in his recommendation letter supporting her award nomination. “Ms. Gaymes has made Lanor a brighter place, a more friendly environment,” Adriano, 13, said in an interview. “She is a really good role model. She inspires us. She tells all the kids: ‘do your best.’” Grade 8 teacher Kathy Coyle recruited Adriano and fellow student Lily Yee, to write the recommendation letters. “One of the things that came out of the students’ writing is that she respects them. She doesn’t lecture. She has conversations. I think they really appreciate that,” she said. Despite students’ “different entry points” to their education, Gaymes San Vicente recognizes the talents in, and success of, all of them, Coyle added. “She values them wherever they’re at,” she said. “She’s also a lot of fun.”

Province seeks summer interns The provincial 2016 Summer Internship Program is seeking postsecondary students who wish to be involved in the political process and work in government, said YorkSouth Weston MPP Laura Albanese in a newsletter. ow celebrating its ninth year in Ontario, Family Day on Monday, Feb. 15, this year has become a welcomed long holiday weekend for many. But whether or not people spend that time with their families is another question entirely. It’s certainly not because there’s a shortage of funfilled events across the city. From the annual Family Day skates hosted by several community groups to winter fundraisers by nonprofit organizations such as the Canadian Cancer Society, people of all ages can participate. Do something educational by having kids attend winter nature programs at Rouge Park or take a family friendly tour of the Ontario Legislative Building while participating in a scavenger hunt at Queen’s Park. Perhaps this weekend will be Get out and a time for couples instead to enjoy dinner out this Sunday with enjoy the Valentine’s Day coinciding with long weekend Family Day weekend. Look for car lovers, too, as the 2016 Canadian International AutoShow kicks off Friday at the Metro Toronto Convention Centre. And the Hockey Hall of Fame is getting in on the Family Day action by offering free admission for kids Monday. Just one note however, with the threat of a potential taxi protest, the TTC might prove to be the better way this weekend if you are commuting down to the core. Whether Family Day is a time to spend with family or just an extra day off, the city has a lot to offer this weekend. Go out and take advantage of it.

There’s hope for Toronto’s fiscal future Nothing has changed. Going into next week’s budget debate, Toronto council will be considering a 1.3 per cent inflationary property tax increase, with some, but not all, of the services the mayor and council promised last year. It’s all buoyed by a banner year in land transfer tax revenue, surpluses from last year and reserves for rainy days. It’s all fine, right? Well not really. On Tuesday, Toronto city manager Peter Wallace reiterated and amplified points he made at the beginning of Toronto’s budget process in late 2015. To whit: the whole thing – the city’s operating budget, tax rate, service levels, capital plans – is all unsustainable. At the Tuesday executive committee, he put it as bluntly as he could. “We as staff will constrain expense growth and we are very successful in this, but in balance, council has shown a

david nickle the city propensity to increase service levels. That leads us to a conversation around what service levels will you cut. If you’re not willing to cut service levels, that leaves us with a conversation on revenue.” Or more bluntly still: “Council needs to step back and decide not only what it says it funds, but what it actually funds.” Now, this is the point in the budget column when I would shift into excoriating the budget committee for being hopeless morons who can’t put fiduciary duty ahead of craven politics. And there will be a bit of that: the 2016 budget is a duct-tape and chewinggum affair that sets up unrealistic expectations among property taxpayers, and barring another miraculous year of growth in Toronto’s real estate

bubble.. er, market... makes things only harder to cobble together next year. The budget committee and the mayor ought to have known better. Now that that’s out of the way, there is some hope things will get better. During debate and afterward, Mayor John Tory and nearly everyone on the executive committee fell in with their city manager’s tune. Right after the budget is complete, council will get to work on a multi-stage debate on new revenue tools and possibly also higher taxes, held against the prospect of dramatic service cuts. Tory took a first step in that direction at the committee, albeit one he’d already taken publicly, putting forward an amendment to go ahead with a long-term 0.5 per cent property tax levy to pay for new infrastructure, in what he called the City Building Fund. It is a first step, and it would politically be the easiest thing for it to be the last step. But Tory is making

it pretty clear he values the advice, even the contrary advice, from senior civil servants. He swallowed his pride when chief planner Jennifer Keesmaat released a report telling him the city shouldn’t attempt the full SmartTrack plan that he promised. And he made it clear in a short interview after the meeting that he values this advice, too. “Why would you pay anybody good money if you didn’t want to listen to what they have to say or have them say it in some way that’s muffled?” said Tory. “That’s not how you get results. Quality people speak the truth to whoever they’re speaking to.” In that respect, at least, it looks as though something has changed. We’ll see if it holds after council votes on the budget next week.

Taxi drivers shocked by vote not to file Uber injunction DAVID NICKLE dnickle@insidetoronto.com City lawyers have the authority to seek another injunction against Uber Canada to stop it from operating in Canada, but Toronto council has asked they only seek that injunction if the timing and circumstances point to a likely success. Council voted 39-3 to amend recommendations from the city’s Licensing and Standards Committee to move ahead immediately with an injunction stopping the currently illegal Uber-X ride sharing program. After a private staff briefing and debate, Mayor John Tory

moved the amendment that would ask staff to seek the injunction under “appropriate circumstances.” Tory said after the meeting that the advice he and councillors received indicated staff needed to be strategic. “ When you make an injunction application, you want some degree of assurance you’re going to be successful,” Tory said. In public, city staff noted that even if the city were to ask for an injunction, it would not likely be heard by a judge before the summer. And at that point, council would have considered a bylaw currently being drafted by staff that would regulate the

ride share program. The meeting was attended by an at-times raucous crowd of taxi drivers and plate owners, who have been pushing the city to shut down the ride-sharing app in Toronto. The vote disappointed the Toronto Taxi Alliance (TTA), which issued a news release accusing council of leaving the question of a court injunction to a city staff they believe have been reluctant to take on Uber. “The TTA is shocked by Mayor Tory’s lack of respect for the rule of law and his failure to support Toronto’s legal taxi industry,” the news release states.

UP trains less than 10 per cent full The most recent numbers posted for the Union Pearson (UP) Express indicate sagging ridership for the air rail link. Critics of the four-stop train line between Union Station and Toronto Pearson airport say high fares price out all but the wealthiest of travelers. The numbers show an average of around 2,400 UP users during November and December, down sharply from previous months. Over the same period, UP trains, which can hold more than 170, were less than 10 per cent full. This weekend, UP is completely free to use from Feb. 13 to 15. TAXI STRIKE IN THE WORKS wWEEKEND

Details were scarce early in the week, but it appears disgruntled cabbies will stage a public disruption intended to

The $20 million Electric Vehicle Chargers Ontario (EVCO) granting program was introduced by the Liberal government late last year as a way to address the lack of charging stations. “Building up a more robust

network of chargers at workplaces, residential buildings and public places, as well as along major highways, will go a long way toward conquering drivers’ range anxiety,” says the group Partners in Project Green, a partnership between the Greater Toronto Airport Authority and the Toronto Region Conservation Authority. On November 1, 2013, Expert Mortgage launched the “85Alive”program in Ontario. The concept was simple: as long as you had a pulse, Expert Mortgage would provide you with a home equity loan, up to 85 percent of the value of your property. No job required. Bad credit, OK. The reason why Expert Mortgage could offer a “no questions asked” lending program, while the major banks could not, is that they represent over 200 private lenders who lend strictly on property value. These subprime lenders specialize in mortgage clients who have had some bad luck, and need a helping hand until they get back on their feet. The program has been so successful that Expert Mortgage can barely keep up with the volume of calls. To help fund this unexpectedly large number of borrowers, it has partnered up with dozens more private lenders.

Licensed Mortgage Agent Puneet Garg, Expert Mortgage’s “85-Alive” representative for the GTA Region, says, “We’re seeing mostly homeowners behind on mortgage and property taxes. The banks are refusing to restructure their loans. Many of these people have lost jobs due to the bad economy... or they’re self-employed. Unless you are a perfect applicant, the bank doesn’t want to talk to you.” But not everyone condones Expert Mortgage’s easy lending criteria. A local real estate agent with 25 years of experience, who has asked to remain anonymous, says, “When this market turns down, it’s going to get ugly! It’s utter financial suicide for Expert Mortgage to be giving money away so easily to clients without the ability to make payments. I’d be surprised if they’re still in business five years from now.” Nonetheless, homeowners

like Anita P. don’t see a problem with the program. When questioned on how she plans on making payments on her mortgage when she has no income, Anita responds, “We were four months behind on our mortgage and they saved our house. My husband has been unemployed for nine months. He won’t be unemployed forever. We used the 85-Alive loan to pay off all our debt. We also had $25,000 left over that we put in the bank for emergencies. Teens conceived fundraising campaign to keep SEYA going >>>from page 1 LAMP mean it can no longer continue to fund SEYA to the same extent, said Jasmin Dooh, LAMP’s health promoter, who oversees SEYA. “LAMP has been very generous to us. But we have to try to come up with more funds to operate,” Dooh said. So SEYA youth – 171 of them, 80 new to SEYA this year – conceived the Sweet 16 campaign. Donors are asked to give $16 – or more if they can. Business owners and philanthropists are also being sought to contribute. Next month, as many as 40 SEYA youth aged 14 to 19 will attend its annual March Break camp, engaging in recreation, team building and employment skills. Lunch is provided. A Canadian champion volleyball and badminton coach will host workshops. “We’re trying to build the capacity of young people to find themselves, their interests and abilities,” Dooh said of SEYA’s mission. “We give them encouragement so they can feel proud of who they are. We teach them about tolerance, acceptance of diversity and the passion of people

who care about one another. “Obviously, we want them to be happy and healthy. We want them to pay it forward, to help others. That’s how you build a united, supportive society.” Every summer, LAMP provides a staff co-ordinator and hires eight area high school students, including SEYA youth, recommended by the Toronto Catholic and public school boards through the provincially funded program, Focus on Youth. Students earn approximately

$3,000 over the summer. Many share their earnings to help support their families, Dooh said. “We know we’re creating employment and income for young people and families. It’s amazing. We know they’d never get that opportunity otherwise,” she said. Soon SEYA will host a genderidentity workshop. One youth will share his story about transitioning genders. “To do that, it must be a pretty safe environment,” Dooh said. “That

proves the importance of the programming, and how we are nurturing and investing in youth.” Everyone affiliated with SEYA is dedicated to the youth, Dooh said. Duane Quashie, who grew up in the area, has coached basketball for older SEYA youth Friday nights since SEYA’s inception. Tiffany Jiminez assists him. “Duane and Tiffany have been around since the beginning, and they still continue to give up their Friday nights to make connections with the kids and the community. They really care about making good lives for people,” Dooh said. That dedication has paid dividends. Many SEYA youth have gone on to successful careers. Former SEYA program co-ordinator Amber Morley attended Humber College and now works as a staffer in area Councillor Mark Grimes’ office. Gavin Sheppard, formerly with SEYA, is the co-founder and executive director of The Remix Project. Remix is an arts and cultural incubator working with at-risk youth using urban entertainment to engage and empower at-risk youth. It now has offices in Chicago. Janice Karmody, SEYA’s program

co-ordinator, has witnessed her own personal growth through SEYA. “SEYA helped me develop the skills and confidence I need to succeed. Being a part of SEYA has challenged me to develop leadership skills, communication skills, critical thinking and much more,” she said.

One of the results of that indecision, Etobicoke-Lakeshore residents argued, is the “terrible” gridlock around Humber Bay Shores – a 2.5-km strip of “crunching roadway” that one resident estimated will house up to 35 condominiums and 30,000 people before its development boom is over. “Knowing the tax base of 2.5 km of vertical living, I just wonder if we have a GO station in mind?” the resident asked Del Duca. “We’re terribly under-serviced there, and we really sorely need a better transit system in the area to get people out of their cars.” That sentiment was echoed by both Michael Olivier, head of the transit subcommittee with Our Place Initiative, and Craig White, managing editor of urbantoronto.ca “There is no potential site along the Lake Shore West GO line that has more density already added to it, with more still coming, than that one spot,” White said. Del Duca said he’s aware of the dramatic changes that have taken place in that pocket of Etobicoke, and noted that Park Lawn is on an “immediate shortlist” of 50 sites Metrolinx is currently analyzing as potential new GO stations. “I know on that list of 50, there’s a potential station at Park Lawn. We haven’t completed our analysis, but I will say, virtually from the first day

Richview Gardens resident Mark de Domenico noted the “tremendous” residential development the area around Eglinton west of Kipling has undergone in recent years – development that has squeezed out the corridor’s potential for roadway expansion. “I, like many of the residents in my area, am frightened that someone’s now going to get the brilliant idea to build (the LRT) right down the middle of Eglinton, and it’s going to be disastrous,” he said. “Traffic is going to end up coming into our neighbourhoods to avoid

Eglinton, through areas where children play, where there are schools, and where it’s not safe.” One representative of Richview Ratepayers Association called Eglinton not just an artery, but a “jugular” for Toronto. “By introducing an LRT, that jugular will be blocked further, choking the city with traffic,” the person said, noting the need for solutions now, rather than 10 years from now when the LRT arrives. “Eglinton was always meant to be a bigger street – it was meant to be three to four lanes on each side. Why can’t we do that now?” Del Duca noted he’s been informed of the challenges along the Eglinton corridor, but the plan for resolving those issues is not yet fully formed. “I think the only thing worse than us doing nothing would be for us to do something to solve one problem that would inadvertently create a series of others,” he said.

On Sept. 26, 1908, two Canadian Pacific Railway trains crashed head-on in Islington in dense fog. The westbound train was about to pull into a siding near Canning Avenue (now Cordova) when the eastbound train collided with it. All crew members but one jumped

from the moving trains to safety. Fireman James Kendall had his head down, adding coal to the fire box, and was killed instantly. A coroner’s jury found Kendall’s death to be accidental. This photo of the crash scene, complete

Funding will be used for scholarships, technology centre Humber College recently received its largest donation to date – $5 million from The Barrett Family Foundation. Humber president Chris Whitaker said the foundation’s “generous donation” will help in two ways. “First, it will give more students access to college and the opportunity to study in technology-based programs that will prepare them for tomorrow’s workforce,” he said in a statement announcing the funding. “And, secondly, the donation provides initial funding for the next generation of technology and innovation learning facilities.” The donation, which will be made over three years, includes $1 million to create an Access to Education and Skills Training fund that will be used towards tuition and entrance scholarships, as well as awards and grants for students seeking continuing education or skills upgrading. The other $4 million will kick-start the creation of a new centre focused on technology-based training designed to “fuel innovation, collaboration, creativity and
