Federal Liberals will invest $113M every year for three years to create 70,000 new jobs for students LISA RAINFORD lrainford@insidetoronto.com The prime minister of Canada paid a visit to the Dovercourt Boys and Girls Club last Friday morning, much to the surprise of its staff and members. Justin Trudeau’s visit to the Dupont and Dufferin streetsarea clubhouse was shrouded in secrecy until just hours before his arrival. The country’s chief executive took a few minutes to chat with members and senior students from nearby St. Mary’s Catholic School before beating them at a game of foosball. While it was all in good fun, Trudeau chose the local boys and girls club to make a funding announcement on what marked his government’s 100th day in office. “ I ’m v e r y h a p p y t o announce today yet another example of the kind of real change we’re bringing to Canadians,” Trudeau told his audience that had gathered in the club’s gymnasium, Feb. 12. “I’m pleased to be here this morning at the Dovercourt Boys and Girls Club to announce that our government is creating

over 34,000 summer jobs for students this year. Through the Canada Summer Jobs Program, we’re investing up to $113 million more to help more youth get invaluable work experience.” This is in addition to the 34,000 summer jobs created last year. This means that

employers will be able to hire nearly 70,000 students, Trudeau added. Canada Summer Jobs provides funding to not-forprofit organizations, publicsector employers, and small businesses with 50 or fewer employees in an effort to help create summer job opportuni-

ties for students. The Liberal government will continue to provide this funding for the next three years. “That’s what we have to understand about empowering young people – yes, we’re building a stronger future for them, but we’re also building a stronger present for every-

one they work for, with their experience and hard work,” he said. The funding will be distributed to the country’s 338 constituencies on the basis of the most recent labour force survey and the census. Those with a higher level of unemployed students will receive a greater allocation of funds than those with lower student unemployment rates. Not-forprofit organizations could be eligible for up to 100 per cent of the minimum wage and up to 100 per cent of mandatory employment-related costs. Public and private sector employers are eligible for up to 50 per cent of the minimum wage. “We know summer jobs are critical for helping young people get the experience they need to start their careers, to pay for their studies and build self-reliance,” Trudeau said. “By investing in young Canadians, we’re investing in all of Canada.” D a v e n p o r t M P Ju l i e Dzerowicz welcomed her boss to her riding and especially to the Dovercourt Boys and Girls Club, an organization that has been operating since 1957.

“Take it from me, this is a special place. It’s a place that gives families, kids and youth a space where they can come together to build relationships, gain confidence, and embark on new experiences,” she said. “These experiences give them the skills they need to reach their full potential in life.” Dzerowicz shared her favourite Trudeau quote: ‘If we do not give everyone the chance to succeed, we do not live up to the potential of Canada.’ “This fits perfectly with the vision and raison d’etre of the boys and girls club in Davenport and that is to create a space to ensure that all children are healthy, successful and active participants in society so that they can discover and achieve their dreams and their potential,” the local MP said. Dianne Jocson, a Grade 12 student at St. Mary’s, said she had no idea she would be meeting the prime minster, an experience she called, “pretty cool.”

rime Minister Justin Trudeau celebrated his milestone of 100 days in office by marking what he hopes will be a new milestone for Canadian youth. Trudeau wants to get close to 70,000 youth working this summer, and the federal Liberals are committing massive amounts of money over the next three years to make that a reality. On Friday, he made a surprise visit to Toronto’s Dovercourt Boys and Girls Club where he announced the government would be injecting $113 million each year for the next three years to get young people in the workforce. The Canada Summer Jobs program provides funding to not-for-profit organizations, public-sector employers, and small businesses with 50 or fewer employees in an effort to help create summer job opportunities for students. The Trudeau government is our view on the right track to setting up students for success. They may develop meaningful friendships, build savings and start dreaming of a future of possibilities, that may have been clouded with fears and uncertainties. A job today equals an education tomorrow. A job today allows one to support her family in tough economic times. A job today helps a young person have hope for the future. The federal funding will be distributed to Canada’s 338 ridings. Areas that have higher levels of unemployed youth will get more funds. The program funds job opportunities for young people aged 15 to 30 years who are full-time students intending to return to their studies in the next school year. Sadness is at the heart of the Uber-taxi battle There have been few issues at Toronto City Hall so consistently suffused with sadness as the Uber-X ride sharing fight with taxi drivers has been this past 18 months or so. From the outside, it’s been easy to confuse that sadness with rage. At the early February meeting of Toronto council, taxi drivers’ rage was certainly on display: several had to be removed from the council chamber as they watched councillors step away from seeking an immediate court injunction to stop Uber-X from operating in the city. Last week, Paul Sekston, one of those taxi drivers, took that anger to the airwaves and announced the new United Taxi Workers’ Association would be staging a protest to disrupt the NBA All-Star Game and run-up to it. It would have been a bad scene had it happened, but it didn’t. The same day, Feb. 11, he and other members of the taxi industry had a sit-down

david nickle the city with three city councillors – Janet Davis, Glenn De Baeremaeker and Kristyn Wong-Tam – after which, they decided to call it off. What clinched it? They simply needed to hear city councillors say aloud the thing that is undeniably true. Uber-X, as it’s currently operating in the city, is illegal. And there it was: the heart of the sadness beating beneath the crumbling front of rage. Taxi drivers, or at least Sekston, need if not a hug, then at least some clear allies in what they perceive, correctly, as the fight for their vocational lives. Mayor John Tory has tried to provide some assurance after he mused about the inevitability of disruptive technologies in a way that seemed to be giving Uber-X a moral if not entirely legal break.

And from the perspective of taxi drivers seeing their livelihoods dry up, Uber-X has gotten an easy ride from almost everyone else on the legal front. Yes, it’s complicated. When cab drivers came to the Toronto Police Services Board demanding more drivers be charged, Chief Mark Saunders explained doing so en masse is legally and operationally challenging. And when cab drivers demanded Toronto enforce its own bylaw – passed just last fall – setting up requirements for UberX’s continued operation that the ride-sharing app and the drivers who use it couldn’t and wouldn’t meet, council demurred. Again, it was for strategic reasons: if an injunction can’t be heard for three months, and the city’s new regulations governing ridesharing apps will be before council in two, the entire matter may become moot. Meanwhile, Uber Canada continues its charm offen-

sive, delivering kittens to stressed-out office workers and experimenting with shuttle services to underserved communities near the downtown – and, of course, by undercutting taxi fares for customers who are becoming used to trading fare savings for the invisible risks of riding an unregulated service. And to add to the sting: the Toronto licenced taxi model isn’t a sterling alternative. While taxis are regulated, the vehicles more rigorously inspected and drivers more comprehensively insured, Toronto’s system of commodified plates and absentee owners still makes for an ugly feudalism under which drivers work now. Health consequences of being exposed to LUSH’s release of fumes are paid by the residents of Ward 5, many of whom suffer chronic migraines, allergies and skin irritations.” Many area residents, Melo added, have lived in their homes for more than 50 years, and didn’t start experiencing any adverse health effects until LUSH relocated the manufacturing of its line of natural handmade bath and body products from Advance Road to its current 125,000-squarefoot facility at 35 Jutland Rd. in 2013. One resident lamented he can no longer mow his lawn without a gas mask on, while another claimed she broke out in hives shortly after moving into the area two years ago. “We’re literally prisoners in our own homes,” a third frustrated resident exclaimed at the meeting, echoing the sentiment of many others in attendance that their quality of life has been severely impacted by LUSH’s odorous operations. Despite resident complaints, however, meeting host Di Ciano stressed that LUSH is, in fact, in “complete compliance” with all City of Toronto bylaws and Ministry of Environment standards. “From a legal perspective, at this point there is nothing we can do (at the city) to address the issue. That’s why Tim (Main) from LUSH is here tonight,” Di Ciano said. “I want him to hear firsthand from you folks about some of the things you’re experiencing and some of the problems...The reason I called this meeting is to basically try and collaborate with LUSH on a way to move forward to address these issues.” For his part, Main, a plant manager for LUSH, was sympathetic to residents’ concerns and said he is committed to seeking out ways to remediate some of the odour being emitted from the company’s admittedly “antiquated” facility on Jutland Road. “As a business, we don’t want to be in a community where we are upsetting our neighbours. We want to be a value-added

member of the community,” he said, noting LUSH chose the circa-1950s Jutland Road factory more for its proximity to the subway line and ease of commute for its core staff of 400 (which jumps up to 1,200 employees in peak season) than for its up-to-date building. “We are an antiquated facility in a very old factory that dates back to 1950s, if not earlier...as such, we are dealing with a building and equipment inside that is not up to my personal standards.” While much work has been done to update the factory in the last few years, Main said LUSH is still working to make even more improvements – including exploring odour filtration options. LUSH, he added, has begun the process of investigating various odour-remediation options, such as coal and hepa-filtration, as well as newer methods like bio-filtration. “...I may not walk away here today able to give you concrete answers to your problems, but I can guarantee that I will come back with concrete answers in the future of what we plan to do to make things better.” Main’s failure to commit LUSH to a set timeline to make improvements, however, didn’t sit well with residents like Joanne Currie, who said she’s been filing complaints for more than a year and a half with no results. Currie lives half a block from the LUSH facility and said she’s been forced to consider putting her house up for sale because of the migraine headaches her husband has endured due to

the pungent odours from LUSH. She and a group of her fellow neighbours recently sought the counsel of local lawyer Phil Trotter, with the intention of following through with a lawsuit if the situation doesn’t improve – and fast. “Yes, LUSH is following all the bylaws from city and Ministry of Environment. But in Canada, there’s something called the nuisance law that says that a company can be held liable if its operations are a nuisance...meaning they unreasonably interfere with neighbours’ use and enjoyment of their property,” Currie said. “We believe (the nuisance law) is applicable in this case, because LUSH is interfering with our enjoyment of our property: we cannot open windows, we cannot have barbecues, we cannot sit on our verandas.” Likewise Trotter, who ran for the NDP in EtobicokeLakeshore during the last federal election, said while his clients would rather not go down the lawsuit route, they will bring forward a nuisance claim if LUSH fails to co-operate in a timely manner. In the meantime, Di Ciano said his office will be working towards the formation of a working group to meet once a month to “keep the pressure on” all sides to come to a solution.

he program casts a wide net, drawing youth, mostly from north Etobicoke, out of shelters, off social welfare and from community agencies and school board referrals and connecting them with jobs. The Etobicoke Albion Road YMCA Centre reported experiencing explosive growth in enrolment in its Youth Job Connection program since the initiative, funded by the Ontario Ministry of Training, Colleges and Universities, launched last October. Its aim: to connect unemployed youth aged 16 to 30 with multiple and/or complex employment barriers to paid work placements. The program provides 60 hours of preemployment training to promote job readiness, mentorship, job matching, education and work transition support. The program operates in the bright, spacious YMCA centre in Albion Mall on Albion Road at Kipling Avenue. Youth participants may live in shelters, be on social assistance, have been involved in the criminal justice system or may have mentalhealth issues. YMCA staff regularly appeal to area employers on participants’ behalf. “Youth need jobs. Youth need opportunities. Youth need to be

I’d encourage readers to give youth an opportunity,” said Erica Taylor, general manager of the Etobicoke Albion Road YMCA. Full-time employment is the program’s focus in employment sectors, including retail, restaurants, the trades, mechanic shops, but accommodations are made. “If a youth is challenged around childcare, they may not be able to work full-time. We do what works best for them,” Taylor said of participants, most of whom are in their 20s. “We’re youth-focused. We want to meet youth at their level.” While there is no single profile of a program participant, many face significant challenges. All are motivated to make a life change. “They have been out of school or out of work for more than six months. They could be dealing with loneliness, living in poverty, being a single parent,” said Stachen Frederick, the YMCA’s director of youth employment programs. “A lot are on social assistance or are coming out of the shelter system. They come from myriad circumstances.” YMCA youth outreach workers connect with area youth – even on the basketball court – to promote

the program. “There is a real need in the community. Once the program came about, there was a floodgate of people,” Frederick said. Youth ages 15 to 24, which the YMCA serves, are a larger proportion of the population in the area at 15.3 per cent than they are across Toronto at 12.7 per cent, 2011 Census data indicated. Some communities in the area, in the city’s most northwestern ward, still struggle with gun violence, including gang shootings. That, too, can be helped through building the connections the YMCA’s youth employment program offers, Frederick added. “You still see a lot of youth violence in the community because youth are not connected,” she said. “Regardless of age or race, it’s all about making connections. Our Youth Job Connection program connects youth to employment and employment opportunities, but also makes personal connections.” Joseph Whittick, 27, a music engineer with event planning and fundraising experience who grew up in nearby Jamestown, said he found YMCA staff welcoming and encouraging. “The training is good. I’ve learned

how to build a real resume with objectives and references,” he said. “You gotta get a job. That’s the whole focus here. We find ourselves. We find opportunities. A lot of opportunities, you may not know where to access them.” Whittick said his past job experience includes working on a successful $100,000 capital fundraising campaign to create The Loft, an expansion of the Christie Neighbourhood Centre. Kester Phillip, 23, learned about the program when his mentor in his fathers’ group brought Frederick to speak to them. Phillip has a 16-month-old son. He was working retail — “crazy hours” — before he joined the program three months ago. Phillip wants to become a community development worker. He runs arts programs, a boys’ group and leads a mural project in his neighbourhood in the Jane Street and Trethewey Drive area. “Obviously, I’d like to get a job,” he said of taking the program. “But I came for myself, to discover what I want to do in my career. I want to be a social worker in community development. I’ve learned the best way to do that is to get my name out there and get involved in volunteering. Then I’ll probably go to George Brown College.”

New program provides emergency mortgage loans to homeowners On November 1, 2013, Expert Mortgage launched the “85Alive”program in Ontario. The concept was simple: as long as you had a pulse, Expert Mortgage would provide you with a home equity loan, up to 85 percent of the value of your property. No job required. Bad credit, OK. The reason why Expert Mortgage could offer a “no questions asked” lending program, while the major banks could not, is that they represent over 200 private lenders who lend strictly on property value. These subprime lenders specialize in mortgage clients who have had some bad luck, and need a helping hand until they get back on their feet. The program has been so successful that Expert Mortgage can barely keep up with the volume of calls. To help fund this unexpectedly large number of borrowers, it has partnered up with dozens more private lenders.

Licensed Mortgage Agent Puneet Garg, Expert Mortgage’s “85-Alive” representative for the GTA Region, says, “We’re seeing mostly homeowners behind on mortgage and property taxes. The banks are refusing to restructure their loans. Many of these people have lost jobs due to the bad economy... or they’re self-employed. Unless you are a perfect applicant, the bank doesn’t want to talk to you.” But not everyone condones Expert Mortgage’s easy lending criteria. A local real estate agent with 25 years of experience, who has asked to remain anonymous, says, “When this market turns down, it’s going to get ugly! It’s utter financial suicide for Expert Mortgage to be giving money away so easily to clients without the ability to make payments. I’d be surprised if they’re still in business five years from now.” Nonetheless, homeowners

like Anita P. don’t see a problem with the program. When questioned on how she plans on making payments on her mortgage when she has no income, Anita responds, “We were four months behind on our mortgage and they saved our house. My husband has been unemployed for nine months. He won’t be unemployed forever. We used the 85-Alive loan to pay off all our debt. We also had $25,000 left over that we put in the bank for emergencies. For 11 days, the Festival draws crowds of more than 32,500 to screenings, artist talks, panel discussions, installations and parties that showcase more than 175 films from Canada and around the world.

Shades of Black History Street Level Youth Centre (located inside LAMP CHC) presents Shades of Black History, an event designed by youth which will be an exciting night of food, comedy, dance and more. Street Level will be selling Caribbean food including jerk chicken, rice and peas, curry chicken, macaroni pie, and more. The evenings entertainment includes: Yuk Yuks’ comedian Mark Heath, youth music, dance and comedy performances, spoken word artist Paulina O’Keiffe and the Words by the Water Collective, and guest speaker Kofi Sankofa who will be discussing the history behind “police carding.” The event will feature youth artwork on display as well as a photo booth where you can take silly pictures with your friends and family. property,” John Ruddy, executive chairman of Trinity, said in a statement. “Trinity has a deep history in developing real estate of this quality in high profile locations.” For Woodbine, job retention and job creation is two of the most important goals of the new venue and any other new development

that comes about as a result. “This has been a long time coming and people have been worried about their jobs. One of the things we need to do in order to sustain our business is, we need to bring people to the site and to create revenue through new means,” Lawson said. “This new entertainment venue and the planned modernization of the gaming, I think is giving people some feeling of security.” Lawson said about 7,000 people work on-site at Woodbine Racetrack, between WEG’s own employees and the 3,000 to 3,500 people working in the Backstretch between April and December every year. “There’s also a whole indirect economy between Woodbine and Mohawk (racetracks) that we think accounts for as many as 15,000 people who are quite dependant on this business surviving,” he said of workers from the surrounding farm communities, who, for example, supply and deliver hay and feed to WEG’s racetracks. “Our full mandate is horse racing and keeping it alive, and for me, keeping the jobs alive is critical to that.” Now that the memorandum of

understanding between WEG and Trinity has been signed, the two companies will now seek to bring in a “world-class” third-party entertainment company to act as manager and operator of the venue. From there, WEG and Trinity will need to conduct a market feasibility study, secure financing for the project and draw up detailed specifications and plans for the new venue – a process Lawson said he hopes can be rolled out this year, so that construction of the new entertainment venue can begin sometime in 2017. “All of these things need to be done carefully over the next 10 years, 20 years, even 30 years, to ensure that it proceeds in a way that’s good for this Rexdale community,” Lawson said of WEG’s long-term plans to create a larger entertainment complex that will include gambling, horse-racing and entertainment. “We’re going to take our time and do this right. And when I say ‘do it right’, I mean that it has to be right for the community and for the city, and it has to be done in a way that’s socially and environmentally responsible.”
