attend meeting about large-scale proposal >>>from page 1 report stated of The Elia Corporation’s proposal for 289 and 291 The Kingsway and 1, 3, 5 and 7 St. Stephens Court. L a s t J u l y, T h e E l i a Corporation appealed to the OMB citing Toronto City Council’s failure to deal with its application in the time prescribed by the Planning Act. An OMB hearing date for the appeal has not been scheduled. A pre-hearing conference is scheduled for Feb. 17. In a rare circumstance, only six of the 11 Etobicoke York Community Council councillors participated in Monday night’s meeting, the number required to make a quorum. Similarly, few area residents attended the meeting. Approximately 20 Humber Valley Village residents listened, seven of whom shared their opinions with councillors. Five of Elia’s existing tenants spoke in favour of the developer’s proposal. They expressed fears their rents will spike if the city denies Elia’s proposal. Two-year tenant Shawn Coston presented councillors with 90 tenant signatures on 76 letters in support of Elia’s development plans. “We love this neighbourhood,” Coston said of he and his wife. “The rent is reasonable. It allows us the opportunity to save to become homeowners in the future. The vast majority of tenants believe this (proposal) is a good thing for them and the neighbourhood.” Coston said if the city denied Elia’s proposal, it would renovate and increase rents. “The new apartments will have protected rents for 10 years. If this is refused, the landlord will have to renovate and increase our rents. As Ta tenant, I will have to pay dramatically more rent, an increase of 15.5 per cent at a maximum. People living there will be the ones most affected.”

Ward 3 Councillor Stephen Holyday asked Coston where he got the information the buildings would be renovated if Elia’s plans weren’t approved. “In speaking with the landlord,” Coston replied. “Did the landlord present it as an either/or situation?” Holyday asked, meaning either its proposal is approved, or it would renovate and hike rents. “I was under that impression, yes,” Coston said. Holyday asked Patrick Devine, Elia’s lawyer, who specializes in municipal law and land-use planning, directly whether tenants face renovation and rent hikes. “My client has done the minimal to upkeep the standards because it does not make sense to make any substantial investment,” Devine said. “(Tenants) need not be concerned about rising rents.” Holyday continued: “So someone fed them a line then?” Devine did not respond. Sean Allman, Elia’s property assessor, cited a litany of issues with the decades-old buildings, from heat-stealing single-pane windows to sagging floors and a lack of air exhaust systems that can lead to mold and stale air. “Demolition and replacement (of the buildings) is, by far, the best option,” Allman said. Devine launched a charge of his own, contending city planners offered the Elia team no specifics as to what heights and densities would be acceptable. “With due respect, after doing this for 37 years, I expected to hear, ‘this density is unacceptable, but this density is acceptable.’ During three meetings (with the city), we asked, ‘please be very specific’ and we were not given any direction.” Claudia Owusu-Gyimah, one of two city planners on the file, recalled she had met with Elia’s representatives twice,

and spoke once by phone. Ward 4 Councillor John Campbell, who represents the area, asked Owusu-Gyimah if Elia’s representatives contacted her after approximately 130 residents attended a community consultation meeting on the proposed project last March. “We heard from them in May or June. Then the (OMB) appeal came in July,” she said. Campbell expressed regret Elia has chosen to appeal to the OMB. He opposes the proposal’s density. “The application does provide too-much density for this particular area,” Campbell said. “Residents in Humber Valley, and I am one of them, welcome some kind of redevelopment. The buildings have been let go and need redevelopment. That seems strategic. “The question is what kind of redevelopment and what scope of redevelopment.” Humber Valley Village Residents’ Association board members Joanne Pickard and Anne Anderson agreed: “The proposal is excessive in the extreme,” said Pickard, HVVRA’s vice-president. “It is not contextual: the height, density or lot coverage. It is incompatible with the character of the neighbourhood. Elia’s site is designated Apartment Neighbourhood’s in the city’s Official Plan. Apartment Neighbourhoods are not considered by the city areas of intensification. “This designation does not anticipate significant growth within these areas, however compatible infill development may be permitted on a site containing an existing apartment building that has sufficient under utilized space to accommodate one or more new buildings...” the city staff report indicated of the designation in the Official Plan. The matter will come before Toronto City Council next month.

ESA student in the running to win $100K prize Loran Scholars Foundation will fund four years of post-secondary RAHUL GUPTA rgupta@insidetoronto.com An Etobicoke high school student is in the running for a prestigious scholarship, which could earn her $100,000 toward her postsecondary education. Kaylee O’Meara, 17, who attends the Etobicoke School of the Arts, is one of 80 finalists nationwide for a Loran Award, which would provide the cash prize over four years for her undergraduate studies. Even if she doesn’t end up winning, the Grade 12 student said she still feels honoured to be in the running. “It’s really exciting, really humbling,” she said during a recent interview with The Guardian. “I’ve met so many amazing students during the competition, and I know everyone was really qualified so I’m honoured to have just made finalist.” O’Meara will find out the weekend of Feb. 5 if her name is announced as one of 30 winners for

this year’s awards, which are presented by the Loran Scholars Foundation, a national charity. To get to this stage, she had to be nominated by her school and then engaged in a series of in-person interviews to make her case. Backing up her candidacy was her extensive volunteer work, including canvassing on behalf of climate change advocacy organization Our Horizon. O’Meara, who has a strong interest in environmental issues, campaigned

to get warning labels added at gas pumps, recruiting fellow students to join the cause. She also organized a reception in May associated with her work on climate change, which was attended by Toronto councillors, and was responsible for decorating, organizing refreshments, handing out brochures and greeting guests. O’Meara also acted as stage manager for a musical at her school and helped raise awareness for Syrian refugees. In between volunteering, extracurricular activities, homework and a part-time job at a coffee shop, she has also managed to maintain a social life. “It’s definitely important to have a personal life,” she said. “You don’t want to isolate yourself with just academic or extracurricular stuff. I think it makes for a well-rounded person just by keeping up with aspects of my life I find important, and a social life is one of them.” She first heard about the

awards when she was in Grade 11. She prepared by taking on extracurriculars over the summer and spending a lot of time honing her application. For the competition semifinals, she traveled to the University of Toronto in November to take part in a full-day of interviews, which would determine if she would move on to the finals. “I just tried really hard to be open and be myself and answer the questions as best as I could,” she said. “Some of the questions were scary, but I just tried to keep in mind everyone who was interviewing wanted me to succeed and make it through.” Now with the finals fast a p p r o a c h i n g , O ’ Me a ra said she is hopeful she’ll be named for the ultimate honour of Loran scholar. But even if she isn’t, she’s grateful for the experience. “The way I see it, I’ve already won something,” she said. “I already feel part of the Loran community.”

oronto residents can have their say on making our city a better place by taking part in a series of public consultations over the next week. Social Planning Toronto will be hosting four community meetings to talk about its future direction and what its priorities should be over the next five years. The first meeting is tonight in Etobicoke, followed by others downtown, in York and in Scarborough. In its mission statement, Social Planning Toronto says it is committed to “building a civic society in which diversity, equity, social and economic justice, interdependence and active civic participation are central to all aspects of life.” Now there’s something all our view Torontonians can get behind. After all, this is the city we Attend a have chosen to call home, raise families and live our lives meeting, have our in. voice heard What could be more important than contributing to a healthy future for Toronto? One of the areas Social Planning Toronto would most like to hear from residents is on dealing with change. That seems to be a constant in everyone’s lives these days, and it’s no different for a city. What do we need to do and know about our city’s changing demographics, be they cultural or financial; proposed residential and business developments and the impacts they will have on existing neighbourhoods; differing health-care needs and the challenges in serving what is in many parts of the city an aging population; the need for green spaces and recreational opportunities; and, our clogged roads and numerous transit plans? These all affect life in the city, and our voices need to be heard on these issues. Taking the opportunity to be an engaged citizen, rather than just a complaining resident, is crucial to our city’s future. We encourage residents to attend one of the Social Planning Toronto meetings over the next week. They are tonight, Jan. 21, at Thistletown Multi-Service Centre, 925 Albion Rd., starting at 5:30 p.m.; on Jan. 25 at 5:30 p.m. at the College Street United Church, 454 College St.; Jan. 26 at 10 a.m. at the Social Planning Toronto office, 1652 Keele St.; and Jan. 28 at 6 p.m. at Scarborough Village Community Centre, 3600 Kingston Rd. Budget balancing continues along in haphazard way If all goes through as planned, it looks as though Mayor John Tory will have passed two out of two unsustainable annual city budgets by February. In 2015, you may recall, Toronto’s budget committee found itself in a panic over the end to pooling grants from the province, that had helped Toronto deal with the cost of social housing that is much higher here than in other GTA municipalities. City officials thrashed about trying to find a way to fill the $86-million hole and eventually approved a complex plan to loan itself money from its capital reserves – a move that might, absent another robust year of land transfer tax-collection, have squeezed the city for years to come. As it was, surpluses and reserves helped minimize the debt that Toronto will eventually have to repay to itself. That was a lucky break. And maybe there will be another lucky break, after Toronto Council gets through

david nickle the city with this year’s budget. This time, there’s no unexpected trouble that’s shown up to mess up a perfectly balanced budget. Rather, the city administration has made it clear that Mayor Tory and Toronto Council have created pressures that a simple balance-sheet budgeting exercise can’t resolve. To whit: an inflationary property tax increase as Mayor Tory has insisted on can’t deal with either the growing cost of simply standing still, or the many enhancements and improvements that council and the mayor approved and announced this year. Politicians, the city manager said, would have to come up with solutions. So this past Monday, budget chief Gary Crawford brought forward a solution. It involves an old-fashioned raid on reserves, recalibrating

various revenue projections to more optimistic numbers, and demands on big-ticket agencies like the Toronto Transit Commission and the Toronto Police Service to simply do more with less. It is not exactly what happened in 2015, but it is in the spirit of it. Toronto will dig into its rainy-day reserves and ask for an arbitrarily large amount of economizing from its management staff, and keep the city lurching along for another year. It’s easy to shrug when you look at this, because so many Toronto budgets have been balanced in exactly this haphazard way – hoping that a booming economy will keep the land transfer tax revenue high, dipping into savings, stretching staffing resources – and things always seem to have turned out OK. Roads are more or less fixed, programs in one form or another are delivered, and life in Toronto’s many neighbourhoods goes on.

So why not simply continue along this route? When erosion is this slow in its effect, is it erosion at all? The short answer is yes. The long answer is that with the declining dollar and sluggish economy, at some point the land transfer tax – which has above all else kept the city afloat – is going to plateau and decline along with real estate sales. If Toronto isn’t prepared for that with a reasonable attitude toward taxes and revenues, that erosion will quickly turn into a collapse. That may happen by Mayor Tory’s third budget given the indicators. And that will mean that this one will be the last time that councillors can avoid making the difficult choices they should have made long ago. When that time comes, they’d better have a plan B.

To the editor; Re: ‘Queen 501 split ‘brutal’ in evening rush: rider’, News, Jan. 14 I am writing to you regarding the article last week on the 501 Route Split. I agree with the points made in that article and would like to offer my “two cents”. I moved to New Toronto eight years ago and have been taking the 501 ever since to go to work downtown. Part of the reason I moved to this area is the fact that there was a dedicated route that would take me downtown and suspect that I am not alone. A lot of people factor in transit accessibility when deciding on where to live. My observation is that the

vast majority of the commuters that make it to the Humber loop go beyond, continuing along Lake Shore towards Long Branch with few transferring to buses to go elsewhere. What is happening now that the route has been split, is there are often three or more streetcars sitting for several minutes each before they head back towards Neville Park. This time lost for all the streetcars that sit idle at Humber would quickly add up to days and weeks of lost service time annually. I am not a logistics engineer but it makes no sense to me to have cars sitting idle when they should be redirected immediately to

• LOWER PRICES • LOWER PAYMENTS • 5 YEAR LIMITED WARRANTY

maximize the amount of time the streetcars are in service. There is no question that not all 501 passengers come all the way out to the Humber and that there are crowds of people standing at the various stops along the 501 in the downtown core during rush hour. My opinion is, instead of having the route split at Humber, the TTC should have dedicated streetcars that run between Parliament and Roncesvalles to take care of this high-passenger volume and allow the remaining available cars that go past Roncesvalles to go straight through to Long Branch. New 10-minute service requires split at Humber Loop, says TTC

TAMARA SHEPHARD tshephard@insidetoronto.com

The TTC increased service daily on Toronto’s iconic 501 Queen streetcar line to every 10 minutes or less all day effective this month, welcome news to some south Etobicoke riders who reported wait times of up to 45 minutes in the past. But the TTC’s decision to split the 501 route at the

Humber Loop from 5 a.m. to 10 p.m. daily has left one south Etobicoke rider wanting. Among the 501 route changes, the TTC recently announced a “temporary” route split at Humber Loop on the line, which runs west from Neville Park in the Beach to the Long Branch Loop. That means riders headed either west or east of Humber Loop would get off their street-

car, which would turn around, to board another to continue on their route. The wait time for the next streetcar is now 10 minutes or less. Jennifer Mozetic has lived in Humber Bay Shores for 10 years. She takes the 501 daily to commute back and forth to work downtown. Mozetic expressed confusion about the temporary nature of the TTC’s route split. She

reported four TTC 501 streetcar operators have told her the change will be permanent. That concerns Mozetic, who like much of the 501 streetcar’s ridership west of the Humber Loop, is travelling only a few more stops to home and would prefer not to switch streetcars. “It’s just brutal on the way home,” Mozetic said. “They make all the people get off a full streetcar. I’m faster walking home the 12 minutes than waiting for another streetcar.

“I’d get it if the TTC did this 10 years ago. But it’s crazy with all the condos here now. It will be crazier in two years (once all the approved Humber Bay condos are built).” The TTC added three 501 transfer-free 501 streetcars in the morning rush leaving Long Branch Loop at 7:19, 7:29 and 7:39, which Mozetic takes and confirmed travel through Humber Loop direct to downtown. CONSUMER FEATURE

On November 1, 2013, Expert Mortgage launched the “85Alive”program in Ontario. The concept was simple: as long as you had a pulse, Expert Mortgage would provide you with a home equity loan, up to 85 percent of the value of your property. No job required. Bad credit, OK. The reason why Expert Mortgage could offer a “no questions asked” lending program, while the major banks could not, is that they represent over 200 private lenders who lend strictly on property value. These subprime lenders specialize in mortgage clients who have had some bad luck, and need a helping hand until they get back on their feet. The program has been so successful that Expert Mortgage can barely keep up with the volume of calls. To help fund this unexpectedly large number of borrowers, it has partnered up with dozens more private lenders.

Licensed Mortgage Agent Puneet Garg, Expert Mortgage’s “85-Alive” representative for the GTA Region, says, “We’re seeing mostly homeowners behind on mortgage and property taxes. The banks are refusing to restructure their loans. Many of these people have lost jobs due to the bad economy... or they’re self-employed. Unless you are a perfect applicant, the bank doesn’t want to talk to you.” But not everyone condones Expert Mortgage’s easy lending criteria. A local real estate agent with 25 years of experience, who has asked to remain anonymous, says, “When this market turns down, it’s going to get ugly! It’s utter financial suicide for Expert Mortgage to be giving money away so easily to clients without the ability to make payments. I’d be surprised if they’re still in business five years from now.” Nonetheless, homeowners

like Anita P. don’t see a problem with the program. When questioned on how she plans on making payments on her mortgage when she has no income, Anita responds, “We were four months behind on our mortgage and they saved our house. My husband has been unemployed for nine months. He won’t be unemployed forever. We used the 85-Alive loan to pay off all our debt. We also had $25,000 left over that we put in the bank for emergencies. And to make life easy, they worked it out so we have no mortgage payments for 12 months.” For more details on the ”85-Alive” program, contact Puneet Garg, Mortgage Agent 647-852-4274. www.TalkToPuneet.ca

Remembering Jewel Kats

Etobicoke children’s author and disability advocate wrote about heroines who rose above challenges and even inspired Archie Comic’s first character with a disability TAMARA SHEPHARD tshephard@insidetoronto.com

J

ewel Kats lived life without limitation. She is being remembered for inspiring and empowering that same belief in children with disabilities and chronic conditions. The award-winning Etobicoke children’s author died Jan. 7. “Although gone too soon, she continues to inspire all beings with her incredible literature. She was full of life, laughter and fun,” her obituary read. Kats lived her fairy tale. Winning at life is a theme that runs through all eight of her children’s picture books in her Fairy Ability Tales series. The heroine in each volume rises above a disability, a condition or a challenge to emerge strong and independent, just as Kats had. Kats suffered from chronic pain, arthritis and low bone density in her right leg, the result of a car accident when she was nine. She used a crutch and walker to walk and manual wheelchair for distance, which she considered “accessories”. All were hot pink, her signature, which complemented her colourful personality. Her books empower all girls to believe they can be princesses. “I want to tell kids, ‘you can be anybody you want,’” Kats told The Guardian in 2013. “‘Don’t let anybody hold you back. The biggest person holding you back is yourself. The world is your oyster.’” U.S.-based Loving Healing Press published all of Kats’ books. The Ann Arbor, MI firm published Kats’ first children’s book, Reena’s Bollywood Dream: A Story of Sexual Abuse. That’s when Kats revealed her dream to Victor Volkman, Loving’s publisher and CEO — to write and have published the first story of Cinderella with a physical disability. “I always read Cinderella. It’s my favourite, favourite, favourite fairy tale,” she told The Guardian. “I read countless versions. But I never found a Cinderella I could

relate to. So I thought ‘why not create the first Cinderella with a physical disability?’” Soon after, Loving Healing Press published Kats’ Cinderella’s Magical Wheelchair. “She really grabbed the bit on Cinderella, transformed it, and made it uniquely her own,” Volkman said. “Her hallmark was protagonists with odds against her who, with positivity, courage and a good-natured attitude, overcame. “Jewel’s whole idea was that

every girl is a princess. That was far-reaching stuff.” So far-reaching, an annual Cinderella conference of scholars and academics in Italy was excited to learn about Kats’ Cinderella story, Volkman said. Loving Healing Press will publish two more of Kats’ volumes this year, including Jenny and Her Dog Both Get Cancer. Jenny receives chemotherapy and survives; her dog does not. “Heartwarming” is how Volkman described the story.

“Jewel gave herself the persona of a diva. But really, there was no one more generous or kindhearted,” he said. “I’m not one to cry easily. But several of her books made me cry on the first read. A children’s book is 1,000 to 1,500 words. It takes a great deal of skill to produce emotion in that length of subject matter.” Claudia Marie Lenart illustrated three of Kats’ children’s books, including Hansel and Gretel: A Fairy Tale with a Down Syndrome Twist, published in 2014. Five-year-old Hansel is a mischievous, courageous boy with Down Syndrome. Lenart illustrated Jenny and Her Dog Both Get Cancer. She is finishing illustrations on a third collaboration with Kats, Prince Preemie, about a premature baby. “I read Jenny and her dog and it touched my emotions and made me cry. All of her books have affected me that way,” Lenart said. “She was a great storyteller and her goal of helping to empower children with disabilities is most important.” Lenart’s illustrations are unique. She creates the characters in wool using a needle felting technique. The background setting looks like a painting, which she creates out of wool, wood, tree branches and bark. She poses the characters and photographs the scene, which becomes the illustrations. Lenart credited Kats with opening the door to book illustration for her after discovering her work on Etsy, an e-commerce website focused on handmade items. “I have never worked with anyone as encouraging and enthusiastic,” Lenart said of Kats. “I remember how she sparkled and shined, how beautiful she was both inside and out, and how she helped kids with disabilities see that they too could shine.” Kats’ sass and determination also led to a milestone in the comic book world. In 2014, Kats became the inspiration for iconic Archie Comics first character with a disability, Harper Lodge, Veronica’s cousin.

I read Jenny and her dog and it touched my emotions and made me cry. All of her books have affected me that way. She was a great storyteller and her goal of helping to empower children with disabilities is most important. –Claudia Marie Lenart, illustrator

A year earlier, Kats approached Daniel Parent, long-time writer and artist for Archie Comics at Toronto Fan Expo. She was direct. She asked Parent why there wasn’t a disabled character in Riverdale. Parent gave Kats his contact information. The two corresponded. Parent then created Harper, who looks much like Kats, uses a wheelchair, and shares her spunky, outspoken personality. Archie Comics published, “Let’s Hear it for Harper,” issue #656 in June, 2014. “We are saddened to hear of Jewel’s passing,” Archie Comics publisher and CEO Jon Goldwater said in a statement. “She was an energetic, smart and vocal supporter of Archie.” Kats wrote on her website she hoped to be remembered as a disability advocate. She said her dream was to be inducted in to the Canadian Disability Hall of Fame. “During my lifetime, I’ve dedicated a lot of time towards disability awareness through the power of my pen. I hope to be acknowledged for my contribution in helping to create an inclusive society,” she said.

Province launches commission over flawed Motherisk testing The province of Ontario has officially launched a commission to support those impacted by the flawed Motherisk testing procedures. Motherisk came under fire last month when it was determined the program – which called for hair analysis as a means of drug and alcohol testing in criminal and child protection cases – was inadequate and often led to mistaken conclusions. Judge Susan Lang said in a December 2015 report that child

custody cases between 2005 and 2015 that used a Motherisk test should be reviewed further in light of the unreliability of the tests. The new two-year review launched by the provincial government will seek to find those who were tested through Motherisk and negatively impacted by flaws in the testing. Led by provincial judge Judith Beaman, the program will also provide counselling, and legal and other

support to individuals impacted by flawed Motherisk tests. Anyone who feels they have been negatively impacted by a Motherisk test between the years of 1990 and 2015 can call 1-855-235-8932. Carmichael Art Centre hosts art show wFranklin

Hospital parking fees “break the bank” and are a barrier to the care visiting loved ones can provide, a Toronto patient advocate says. Francesca Grosso, whose elderly mother has been hospitalized for long periods, said the city’s hospitals often charge more for parking than its top hotels. Hospitals have maximum daily rates of up to $28, but if you leave – say, to pick up a child at school – the clock starts again, she said. “I’ve had times when I’ve had to pay 25 bucks three times a day,” said Grosso, a board member of the advocacy group Patients Canada. She called regulations announced by Ontario’s Liberal government this week to make hospital parking more affordable for frequent visitors a great start. Starting Oct. 1, hospitals that charge more than $10 a day will have to provide passes for five, 10 and 30 days at half off the daily rate. Those passes must come with in-and-out privileges and be transferable between patients and caregivers. Hospitals are also being told not to raise their daily parking rates for the next three years, the province said. In response, the Ontario Hospital Association said the government encouraged hospitals to generate revenue that would help cover their operating expenses, and this decision to cut a revenue source could not come at a worse time. “Revenue generated from parking fees is always used for patient care, towards the purchase of capital equipment and projects, infrastructure, clinical research, and dayto-day operations such as facility maintenance,” OHA CEO Anthony Dale added in a statement Monday, Jan. 18. Ontario hospitals, Dale said, “are now at a turning point” after four years with no increase in their base operating funding, and it’s harder for them to improve their buildings, equipment, or commu-

Visitors to hospitals such as Etobicoke General Hospital can expect parking rates to drop across Ontario this October.

nications technologies. New Democrats said residents, together, paid nearly $500,000 every day last year to park at Ontario hospitals, and the Liberals were too slow in bringing them relief. “Those hospital parking fees make life harder for families and seniors, but for years the Liberals have refused to take action,” said a statement from France Gelinas, the party’s health critic. Gary Hepworth, chair of the Etobicoke chapter of Canadian Association of Retired Persons (CARP), said his group welcomes the changes, “as hospital parking fees are an unwelcome burden for families already undergoing a lot of stress due to the hospitalization of a loved one.” Hepworth said CARP members would like to see the changes earlier than October, and their one concern is whether hospitals will try to recover the lost revenue with “some other fee or charge.” Grosso, who lives in midtown Toronto, said she knows hospitals are strapped for money and parking is lucra-

tive, but “you’ve got people at their most vulnerable point” paying too much. The problem is so large, the city has had to restrict parking on streets around hospitals, she said. Caregivers sitting with patients aren’t playing Candy Crush or reading books, Grosso added, but are providing care hospital staff are often too busy to give, helping patients to washrooms, feeding them, or lending emotional support. It’s important for hospitals to advertise the new policy on parking passes to patients and loved ones, she said. Robert Biron, CEO of The Scarborough Hospital, said his institution has maintained the lowest parking rates among comparable Greater Toronto hospitals since 2009. TSH already has multi-use passes, but they are structured differently, said Biron. Parking does pay some hospital costs, and it’s too early to tell whether the new regulations will affect the finances of TSH, he said, adding if they do, a new revenue source must be found.

Ontario government offers break on hospital parking rates The cost for visitor parking at hospitals during extended stays will decrease in 2016, the Ontario government pledged this week. The move, announced by Ontario Minister of Health Eric Hoskins, will require hospitals which charge more than $10 a day for parking to offer passes 50 per cent less than the regular rate for stays of five, 10 and 30 days. The passes can be transferred between patients and caregivers, allow for unlimited in-and-out privileges and remain valid for one year. In addition, parking rates will freeze for three years, and after that can only increase at the rate of inflation.

Mayor John Tory’s city-spanning SmartTrack transit plan will be scaled back, with light rail replacing heavy rail at the western end of it, according to a set of reports released by Toronto staff and the University of Toronto. But even in its scaled-back form, the viability of the massive transit project relies on conditions that may not be possible: a five-minute headway between trains, and the ability to ride the trains running on GO lines at Toronto Transit Commission fares. The two reports were released Tuesday and Mayor Tory was quick to modify what had begun as an ironclad election promise: to run heavy rail lines from Markham through Scarborough and downtown Toronto, and west through Etobicoke. “Now that these expert studies are available you will not find me digging in my heels on projects that don’t make sense, cost too much or don’t provide the most efficient service to our residents,” he said. “When it comes to projects like this we ultimately have to rely on the expertise of our planning team.” Toronto’s planning team unveiled its qualified support of the plan at a technical briefing after Tory’s statement. First among the recommendations were a major change to the plan: to abandon plans to build a new heavy rail corridor west of Mount Dennis. The corridor

would need to be tunneled for “significant stretches” which would raise construction costs — ranging from $3.6 billion to $4.8 billion for a northeastern corridor, and between $3.7 billion to $7.7 billion for the Eglinton corridor. Extending the Eglinton LRT along Eglinton would, in contrast, cost $1.3 billion. And projected boardings on the LRT by 2031 would be three times higher than the Eglinton heavy rail alignment, and twice as high as a northern alignment. The city also commissioned a ridership forecast for the entire route, prepared by U of T professor Eric Miller. He looked at a number of different variables, and found that SmartTrack would be an effective release for congestion on the Yonge line — assuming that certain conditions applied. First, riders would have to pay a TTC fare — the more expensive GO Transit fare would be a disincentive. Second, trains would have to operate frequently, about five minutes apart. Both of those are challenges, in that the trains would be operating on GO Transit lines and any fare integration would likely amount to some amount between the lower TTC fares and the higher GO Transit fares. As well, running more frequent service along lines currently used by less-frequent GO trains would mean that there would need to be significant new track construction so that trains from one

service didn’t run up against those of the other. Staff told reporters that absent a fare integration and decent headway, it was unlikely that the SmartTrack plan would be recommended at all. Pa r k d a l e - H i g h Pa r k Councillor Gord Perks, a frequent critic of Mayor Tory’s transit plans, suggested those conditions and others were impossible to meet. “The other thing that makes it impossible is the physical configuration of the track and the capacity at Union Station,” he said. “They’ve got four problems that can’t be solved in order to get the optimum outcome.” Perks suggested that the city would be better served by simply buying more buses. TTC Chair Josh Colle, meanwhile, offered a more optimistic reaction, calling SmartTrack “a positive development for Toronto’s transit and transportation network.” He wrote in a prepared statement: “The SmartTrack ridership projections released today suggest that local commutes on our regional rail system could significantly decrease the pressure on the overburdened Yonge subway by as much as 17 per cent,” he said. “SmartTrack will also integrate with existing busy TTC bus routes and help transit riders travel quickly and seamlessly across our city.”

Hear what you’ve been missing out on Hearing loss affects 20 to 40 per cent of all adults 55 years and older. Only a fifth of these people seek help with their hearing, though it can dramatically improve their quality of life. Do I really have a hearIng problem? “When most of my patients make their first appointments, it’s because their family has mentioned there might be a problem. I’ll often hear,‘My daughter says that I keep asking her to repeat things,’ ‘My wife says I answer her questions wrong,’ or ‘My husband complains that the TV is too loud, but sounds okay to me,’” says David Highate, owner and hearing instrument specialist at Hear for You, a hearing clinic located at 1525 Albion Rd. Along with his team of medical technicians, Highgate offers over six-years experience diagnosing hearing impairments and offering best treatments to enrich the lives of all patients. As hearing loss usually occurs gradually, many people do not realize that their hearing has deteriorated. Difficulty communicating on the phone or in person, may cause a strain in your relationships. Having trouble in noisy situations, mishearing words and the problems mentioned earlier are all signs of hearing loss. A free hearing screening and listening test at Hear for You will be able to determine if treatment is necessary. What can I Do to help It? Hearing aids are among the best treatments to restore mild to profound hearing loss, and Hear For You offers “Receiver in the Canal” technology to ensure the most comfortable discreet designs, and the most natural sound quality. Highgate and his team take everything including lifestyle needs, style, technology, ear shape and size and cost when recommending a hearing aid to ensure that patients are getting the best possible fit to help hear better for life. Highgate and the team at Hear for You knows that hearing loss can affect every part of your life. With that in mind, they also offer a number of assisted living devices. A technician will be able to walk you though devices such as the Shake Awake alarm clock, and Pocket Talker Pro to assist in difficult communication situations. The Sennheiser TV listening sets will make watching TV more enjoyable for everyone at home, and a number of amplified handsets will make phone calls easier. “I will always spend time with my patients to find the right solution for their needs and lifestyle,” says Highgate.

A hearing Hear for You specialist is a lifelong relationship, so it’s important to have someone you can rely on to answer any questions or concerns and to make sure hearing is being experienced at its fullest. Why Is It Important to look after my hearIng? All three of the employees at Hear for You have been touched by someone living with hearing loss. They understand the emotional and psychological affects of hearing loss, for those who are living with it and their families. Highgate understands the strain hearing loss can put on relationships, and says that untreated hearing loss can lead to avoidance of everyday activities, less enjoyment of social interactions, and even sadness, anxiety and depression. This is why the team at Hear for You is committed to helping everyone hear better. hear for you Hear for You has been improving hearing for the Etobicoke community for the past six years. Keiko Nakamura, CEO of Goodwill Industries of Toronto, Eastern, Central and Northern Ontario makes a statement to the media Monday regarding the temporary closing of 16 stores, 10 donation centres, and two offices, leaving hundreds of workers without a job.

Goodwill to look at ‘all options’ TARA HATHERLY thatherly@insidetoronto.com Now what, was the question everyone wanted answered when Keiko Nakamura — CEO of Goodwill Industries of Toronto, Eastern, Central and Northern Ontario — appeared at a hastily-arranged press conference Monday. One day after officially announcing the closures of 16 stores, 10 donation centres and two offices in Toronto, Mississauga, Brampton, Newmarket, Barrie, Orillia and Brockville, Nakamura spoke briefly inside the organization’s warehouse in Scarborough, at 350 Progress Ave. “I have to talk to the various

experts to help me through this process,” Nakamura said when asked if Goodwill’s hundreds of employees would receive any compensation or severance packages following the abrupt job losses. Staff who showed up for work Jan. 16 and 17 found themselves locked out and unemployed. The Canadian Airport Workers Union, which represents 450 of the workers, said it didn’t get advance notice. Nakamura said the organization is continuing to speak with the union. “All of our locations, our stores, our business offices, our employment-training centre, will be closed until further

notice,” said Nakamura. “Over the series of the next few days, we will be looking at all the options,” she added. “Goodwill has received an outpouring of calls from various stakeholders, including the Toronto mayor’s office, provincial government, ministries, and other community organizations, and the public, who want to help with the situation we are facing. With limited resources, Goodwill is processing all incoming requests, and putting together a plan of action.” Nakamura blamed the organization’s “cash-flow crisis” on high rent and labour costs, increased retail competition and decreased donations.

Local girls earn silver at hockey worlds in overtime heartbreaker norm nelson nnelson@insidetoronto.com The Canadian women’s U18 hockey team, with a couple of Etobicoke players in frontline roles, couldn’t prevent history from repeating itself at the world championships in St. Catharines last week. In fact, it repeated itself almost exactly with Canada edged 3-2 in overtime by the U.S. squad in the gold-medal game – the exact same storyline as last year’s edition held in Buffalo. Canada couldn’t protect a 2-0 lead on home ice that was built with important contributions from the Etobicoke players: Daryl Watts had scored the second goal to give Canada a 2-0 lead at the time; and Stephanie Neatby between the pipes had rebuffed all U.S. scoring attempts. Canada kept it that way for more than half the game before the U.S. fought back with a goal with just more than five minutes left in the

second period and the equalizer eight minutes into the third period. The hero on the day was American Natalie Snodgrass who scored the equalizer and then the sudden death winner 1:47 into overtime. Canadian coach Lisa Haley, who is head coach of the Ryerson University women’s hockey team, credited Canada for not falling back on its heels after losing the lead. ‘great chances’ “I really liked our thirdperiod pushback and we had a couple of great chances late (in the game) to be able to get that winning goal,” she said in a release on the Hockey Canada website. “In a game like this, it’s so close, it’s going to come down to a bounce. We weren’t able to capitalize on our bounces – and that’s the way the game is going to go when there’s two great opponents that match up so well together.” Watts was among a group

of seven Canadian players that shared the tournament lead with five points in the five games (Watts had two goals and three assists). Neatby suited up in three games (including a preliminary round 4-1 loss to the U.S.). Both started their hockey careers in Etobicoke, both at one time suiting up in both the Humber Valley Sharks and the Etobicoke Dolphins organizations. Both also play junior hockey in the Provincial Women’s Hockey League (PWHL). Neatby, a student at Etobicoke’s Father Redmond Catholic Secondary School, plays for the Toronto Aeros. Watts, a student at Bishop Strachan School in midtown Toronto, plays for the Mississauga Chiefs, and despite missing a few games for provincial and national assignments, still leads the PWHL in scoring with 43 points in 23 games (19 goals, 24 assists).

Mary Michiluk August 28, 1930 - December 23, 2015 Mary passed away peacefully in her sleep on Wednesday, December 23, 2015. Mary was born in Garson (Greater Sudbury), Ontario and grew up in New Toronto (Etobicoke), Ontario, Canada. At 25 she travelled to Los Angeles, and quickly adapted to the ‘Californian’ lifestyle of sun and fun. At various times she lived in the communities of Venice Beach and Santa Monica. Early in her new life she underwent extensive evening classes training to become an Escrow Officer a career that she enjoyed and continued to practice for her entire work life. Mary’s first love was tennis. She played regularly and worked very hard to maintain her trim figure. Mary played for both the Stoner Tennis Club and the Santa Monica Tennis Club (SMTC). She continued to play right up to three years ago when her declining health forced her to retire her racket. Mary was a regular parishioner at St. Monica’s and St. John’s Catholic Churches in Santa Monica. Frequently, she would travel back to visit her parents Dmytro (Mike) & Paraska (Polly) in Toronto. She would entertain us with her stories of life in Los Angeles. Mary returned to Toronto permanently in 2012 when her health began to fail. For her remaining years she lived with her sister Anne at Sunrise Oakville Senior Living care facility. Mary is survived by her sister Anne Leggett (Ron - deceased), nieces and nephews Cathy, Brad (Gail), Stephen (Joanne) and Maureen Clarke (Bob). She is also survived by her great nieces Sarah and Jessica Leggett and great nephews Alexander and Stephen Clarke. Also remembered by cousins Peter (Leda) and Boris Wolchuk and dear friend Louise Houle. The family extends their heartfelt thanks to Dr. Hamboyan and the staff at Sunrise of Oakville Senior Care (Reminiscence Care) for their genuine care and love. Mass will be offered for Mary on Monday, January 25th, 8:15 a.m., at St. Clements Catholic Church, 409 Markland Drive, Etobicoke. Donations to the Heart & Stroke Foundation in Mary’s name will be greatly appreciated. Messages of Condolence may be placed at RidleyFuneralHome.com
