Registering for recreation programs in Toronto may be frustrating, but try it without high-speed internet, or a credit card, or a command of English. Advocacy group Social Planning Toronto (SPT) says the children of recent immigrant families still trail behind Canadian-born peers in signing up for city-run activities. This is despite a string of policies passed at City Hall to make distribution of activities and the general treatment of Toronto newcomers fairer. In a report released last week, SPT said 32 per cent of the city’s newcomer children register for extracurricular recreation, compared to 55 per cent of children born in Canada. Their source for this statistic is a Canada-wide federal survey done in 2005, but Sean Meagher, the group’s executive director, said it’s “not inconsistent with the city’s own data.” Young newcomers want to do more active things and get outside of their normal community, he said. “We are not doing >>>putting, page 32

Lives lost, but not forgotten Campaign launched to fund monument in memory of British home children buried in Park Lawn Cemetery ALI RAZA etg@insidetoronto.com Thousands of them crossed the Atlantic, frightened and unsure of the fate that would greet them on arrival to a new, unknown land. Today, their descendants now make up 10 per cent of all Canadians yet they remain forgotten and lost in the shroud of history that has all but erased their names. Names like Stanley Leslie Allebone, Walter Henry Knight, and Baby Boy Ray among so many others. They are the British Home Children; sent over to Canada by more than 50 different organizations including British charity Barnardo’s. Many of these children experienced shameful hardship in their lives and now an organization is aiming to revive their memory in Etobicoke. The British Home Children Advocacy & Research Organization (BHCARA) has discovered two plots of land in Park Lawn Cemetery where an alarming 75 of these British Home children are buried. With the help of relatives and descendants of these children, BHCARA is fundraising to erect a monument in honour of children whose lives were cut too short and whose names faded away from memory. “It’s a poignant reminder of the fate of too many children who’ve been treated as things,” said BHCARA CEO and founder Lori Oschefski. About 110,000 children, all of which were sent to Canada to work as servants or far mhands between 1863 to 1949, their dignity

As was the case with Etobicoke resident John Jefkins, who last year discovered his father and home child Albert Jefkins’ family in England. Jefkins’ father’s life serves as a reminder of the varied experiences home children faced after arrival. “Ironically my dad is buried in Park Lawn,” Jefkins said. “He and my mom are buried in their own plot, it shows the contrast with the children where it didn’t work out well and with my dad where it did.” Jefkins called the unmarked mass graves “e x t re m e l y s a d” a s h e observed that finding a mass grave of children in the heart of Etobicoke is a mystery and wondered why it took so long to discover. Barnardo’s – still an active charity in England today – has collaborated with Oschefski and the BHCARA to raise funds for the monument. In an email statement from the Archive and Records Manager Martine King, the charity said the child migration program was “painful for some children” but other children “flourished.” Barnardo’s now helps relatives to reunite families by offering information and records on home children sent to Canada. Of the 75 Barnardo children buried in Park Lawn, five remain unidentified or have no records. BHCARA aims to place a full list of the children’s names and dates as well as a description of the home child experience. “Every life deserves to be treated with dignity and respect, not discarded, abandoned and forgotten as these children were,” Oscheski said as she explained the organization’s unyielding desire to erect the monument.

Spring forward, and make road safety a priority L

ike every year just before daylight saving time, there’s a reminder to set the clocks forward one hour. But during this time of year, there should be another equally, if not more, important reminder for drivers: watch out for pedestrians. The extra hour of sunlight and the coinciding warmer temperatures outside are sure to result in more people out and about enjoying everything the city has to offer. Residents will be populating patios and parks again as the spring-like weather entices them out of their winter slumber. And expect to see more children, too, as students look to our view participate in activities outside of school during March Break Everyone next week. One traffic fatality is one too needs to pay many; as recently as last Friday, attention a pedestrian was fatally struck near Queen and Jarvis streets downtown. In 2015, there were nearly 40 pedestrian deaths of the 64 total traffic fatalities, according to Toronto police. As the police note in their “do the bright thing” pedestrian safety YouTube message, road safety is a shared responsibility and all road users have an important role to play. “It is clear that all of these traffic fatalities were preventable,” adds Supt. Gord Jones of Toronto police Traffic Services in the video. So for pedestrians, be alert and get rid of any distractions – like listening to music or a podcast on your cellphone – when crossing the road. The same goes for drivers with distracted driving still a major issue. If the fines set for driving and texting aren’t enough of a deterrent, take a look again at the sobering statistics of traffic fatalities. Here’s a reminder for drivers: as of this year, motorists must yield the entire road to pedestrians when approaching crosswalks and school crossings, and wait until pedestrians have completely crossed the road. Both pedestrians and drivers will do well to slow down, and with the imminent arrival of spring, just breathe in the fresh air and relax.

Tory puts good face on broken promises Mayor John Tory started Tuesday morning with a visit to the Regent Park Aquatic Centre. Well, he started the public part of Tuesday morning in Regent Park. It was 10 a.m. when he showed up with Councillor James Pasternak, the community development and recreation committee chair, and Councillor Pam McConnell in tow. If his publicly touted schedule held true, this was something closer to the noon-hour for him, as Tory famously likes to start work sixish. It is one of the things voters are said to like about him. Tory would do well to remind voters of the reasons they like him. This week, he has had to manage a fairly significant retreat from the argument he’d made to voters in 2014, to persuade them to cast their vote his way. Tory had spent the election swearing up and down that he would deliver a fast and affordable heavy rail rapid transit line called SmartTrack, with 15 new stops along a

david nickle the city 53-kilometre route crossing the city, and had scoffed at naysayers who raised questions about whether the plan was even possible. On Monday, the longawaited report from city manager Peter Wallace, looking at a broad range of public transit options for Toronto, arrived with a thud. Wallace’s report deals with a number of things, but deep in the middle of it is a recognition that Tory’s SmartTrack plan as sold to the public simply isn’t possible. What is possible? No more than eight stations financed by the city, to enhance existing plans by Metrolinx to expand GO service along the rail lines. And no heavy rail in the west end through Etobicoke, but light rail instead. The overall transit plan laid out by Wallace in his detailed report to the executive committee is, in many respects, a vast improvement on Tory’s

SmartTrack plans, and on Tuesday morning Tory tried to make the case he is, in fact, delivering more, not less. “This optimized plan will provide more transit for Toronto than I promised in the election,” he said. “In this case I’ll be delivering more overall.” It is technically true: to paper over the deficiencies in Tory’s plan, staff have recommended far more public transit in some areas; the downtown relief line that was notably not a priority in Tory’s campaign is in, and more light rail along the Eglinton Crosstown line. But it has undeniably scaled back the specific transit improvements Tory promised in all those SmartTrack stations, and the three-stop Scarborough subway that will now be reduced to a single stop. Will anyone care about these broken promises? Tory seemed to think they wouldn’t. And he may be right. Still, it was either good

strategy or good luck that a day before the Wallace report landed on the desks of executive committee members, Tory was able to make the sort of announcement he’s been fond of. As early as next fall, Tory promised, it will be easier to sign up for recreation programs than it is now, and next year, the antiquated computer system that keeps kids out of city summer camps and swimming lessons will be entirely replaced. That sounds like an entirely achievable promise – as achievable as pushing the TTC to sell tokens using Interac machines, or towing cars parked illegally during rush hour, other incremental but noticeable improvements that Tory has brought about. In times like these, that is something I imagine our early-bird mayor would like us to remember.

In 1848, 75 per cent of Etobicoke’s adult males listed their occupation as farmer or farm labourer. By 1955 when this photo was taken, urbanization was taking its toll and workers on the 32 hectare Alexander J. Gracey farm on the west side of Carlingview Drive, south of Dixon Road, were busy haying.

The Gracey family had owned this land since 1834 when his great-grandfather, also named Alexander, settled there. The younger Alexander raised dairy cattle, and since 1932 had been hauling the milk that he and many of his neighbours produced to several Toronto downtown

dairies. Expropriation claimed the last dairy farm in this area of Etobicoke in 1956. Today only one small farm exists in all of Etobicoke: 1.6 hectare at Anga’s Farm on 89 Bankfield Dr. in Thistletown.

On November 1, 2013, Expert Mortgage launched the “85Alive”program in Ontario. The concept was simple: as long as you had a pulse, Expert Mortgage would provide you with a home equity loan, up to 85 percent of the value of your property. No job required. Bad credit, OK. The reason why Expert Mortgage could offer a “no questions asked” lending program, while the major banks could not, is that they represent over 200 private lenders who lend strictly on property value. These subprime lenders specialize in mortgage clients who have had some bad luck, and need a helping hand until they get back on their feet. The program has been so successful that Expert Mortgage can barely keep up with the volume of calls. To help fund this unexpectedly large number of borrowers, it has partnered up with dozens more private lenders.

Licensed Mortgage Agent Puneet Garg, Expert Mortgage’s “85-Alive” representative for the GTA Region, says, “We’re seeing mostly homeowners behind on mortgage and property taxes. The banks are refusing to restructure their loans. Many of these people have lost jobs due to the bad economy... or they’re self-employed. Unless you are a perfect applicant, the bank doesn’t want to talk to you.” But not everyone condones Expert Mortgage’s easy lending criteria. A local real estate agent with 25 years of experience, who has asked to remain anonymous, says, “When this market turns down, it’s going to get ugly! It’s utter financial suicide for Expert Mortgage to be giving money away so easily to clients without the ability to make payments. I’d be surprised if they’re still in business five years from now.” Nonetheless, homeowners

like Anita P. don’t see a problem with the program. When questioned on how she plans on making payments on her mortgage when she has no income, Anita responds, “We were four months behind on our mortgage and they saved our house. My husband has been unemployed for nine months. He won’t be unemployed forever. We used the 85-Alive loan to pay off all our debt. We also had $25,000 left over that we put in the bank for emergencies. No cause yet in hydro vault fire The TTC says it’s still trying to determine what caused a massive power outage leading to a lengthy shutdown last week. A fire at a hydro vault resulted in rows of dead streetcars and the shuttering of a lengthy stretch of the Yonge line during rush hour. Mayor John Tory told media the fire was caused by a cave-in of the vault roof, said to have been the result of unknown vehicles driving on the Richmond Street sidewalk above. TTC officials have not confirmed that account, which the mayor said was related to him by CEO Andy Byford. Stay tuned as the investigation into the fire’s root cause continues. DAVENPORT RESIDENTS warn of exodus There was much scepticism expressed for claims from a residents group that the Davenport Overpass will result in a mass exodus from the neighbourhood. The project, which Metrolinx wants to build to

It was a mixed bag when it came to the city’s efforts to plow bike lanes during last week’s major snowstorm. Fifteen to 20 centimetres of snow fell on Toronto, leading to frustrating travel conditions. Some cyclists were quick to praise rapid efforts at clear-

ing bike lanes in the storm’s aftermath. But others brought attention to unplowed snow on lanes, including along the Bloor Viaduct. On College Street, cyclists reported unsafe conditions as many as two days after the storm. TO UNDERGO CONSTRUCTION wCOLLEGE

Get ready for some major construction work on College Street over the summer. The street will undergo major renovations starting in June with watermain upgrades from Lansdowne to Rideau avenues. To the east, TTC streetcar track replacement will take place at College and Bathurst streets from June 20 to July 22, and at Lansdowne from July 18 to Aug. 15. Streetscape improvements from mid-June to November and installation of new lighting in Little Italy from August until December are planned. T h e Gra d e 8 Fre n c h immersion student from John English Junior Middle School is one of two local students selected to participate in the program at the Legislative Assembly of Ontario from March 21 to April 21. Vanessa Russell, a student at John G. Althouse Middle School, was also accepted into the program. The most exciting part about participating in the Legislative Page Program for Josh is the opportunity it will afford him to learn about the political process in Ontario from the ground floor. “I’m excited to learn about how the MPPs manage all the problems of the province and how they collaborate with one another to solve those problems,” said Josh, 14, an aspiring journalist who admitted that while he isn’t too keen on politics as a career, he’s keeping an open mind. “I don’t really have an interest in becoming a politician, but who knows? Maybe that’ll change while I’m doing this.” Josh’s mom, Tina ChanKim, hopes the Queen’s Park experience will help expand her “bright” son’s future horizons. “I think it’s going to be very interesting and very enlightening in terms of helping him to see what kind of professions there are out there and learning about the legislative process,” she said. “I’m always encouraging my kids to try things outside of their box, outside of their comfort zone, because they never know what they’re going to like until they try it.” Over the course of Josh’s

He’ll also take classes in the legislative process and mathematics, and get the opportunity to meet with key parliamentary figures – including the Speaker of the House and EtobicokeLakeshore MPP Peter Milczyn – to learn firsthand about Ontario’s parliamentary system of government. According to his teacher, Elizabeth Kamnik, it’s Josh’s combination of leadership skills and strong work ethic

that make him an ideal candidate for the position of legislative page. “Josh is a very, very responsible student with great leadership skills, who advocates not only for himself, but for his classmates, as well,” she said. “He works diligently in all his assignments, he’s a good listener, and he also enjoys participating in classroom discussion. That, in a nutshell, is what he’s like as a student. I have no doubt that he’ll do a wonderful job.” The Legislative Page Program is open to students in grades 7 and 8 who have an interest in current affairs, have an academic average of 80 per cent or higher, and get along well with their peers and with adults. Flynn immigrated to Canada as a toddler in 1923 with his brother, Patrick Joseph, and his parents, John and Molly from Rathcormac, County Cork, Ireland. A Se c o n d Wo r l d Wa r veteran, Flynn served as a reservist with the Toronto Scottish Regiment before being transferred to the 1st Canadian Parachute Battalion. He participated in the D-Day landing and was wounded two days later. Later Flynn was seriously wounded when he was shot in the femur on March 24, 1945 in the Crossing of the Rhine. Flynn died in 2003 of a heart attack while visiting the Toronto Scottish Regiment at CFB Petawawa in Pembroke, ON. He was 79.

Female pedestrian struck in north Etobicoke A woman suffered serious injuries after being struck by a vehicle in north Etobicoke yesterday. The collision happened at Martin Grove Road and John Garland Boulevard at 10:14 a.m. Police said the pedestrian was not pinned or trapped, and the driver remained on scene. MEN’S HOOPS HAWKS WIN CHAMPIONSHIP AT HOME: Humber College, which hosted the OCAA men’s basketball championship, won the title game 86-79 over Mohawk College March 6. Humber went into the championships only fourth ranked in Ontario (and seventh nationally) behind top-ranked Sheridan (third nationally), La Cite (fourth nationally) and Lambton (sixth nationally). However, Humber did win last year’s national championship (after finishing runnerup in Ontario, having lost to Mohawk in last year’s OCAA title game).

Banner day for team Étienne Brûlé Junior School, a small community school that opened in Etobicoke at Parklawn and Queensway in 1957, achieved a notable athletic milestone this month, winning its first championship banner. Gauld Junior School (35-8) and David Hornell (16-12).

CCAA BADMINTON TWO GOLD, ONE SILVER FOR HAWKS: At the CCAA national badminton championships, which ran March 3 to 5 at Vancouver Island University in Nanaimo, B.C., top-ranked Humber reached the finals in all three disciplines they were represented in, winning two of them. Na t i o n a l c h a m p i o n s included: • Olivia Lei in women’s singles, defending her national title; she was also named as CCAA Women’s Player of the Year; • and in men’s doubles, Ad a m D o n g a n d Ry a n Chow. Settling for a silver medal in mixed doubles were Phuthita Nilyok and Jesse Assing. Seneca College’s Wenchao Shi won the men’s singles gold medal while teammates Yan Zhou and Rachel Nham settled for the silver medal in women’s doubles.

Parris, host of CBC’s Art Exhibitionists, used her talk, The Story of My Hair, as a metaphor to discuss the great women in her life, particularly her “brave, bold and fiercely unapologetic” mother who urged her against straightening her hair. Doing so, Parris later understood, would mean abandoning her identity as a young, black woman and erasing her likeness to her family. Parris’ talk, punctuated with humour, was the keynote address before a capacity crowd at South Etobicoke Youth Assembly’s (SEYA) International Women’s Day luncheon Tuesday, March 8 at Mimico Cruising Club. Parris related that when she signed her CBC contract, she changed a line in

B e b e n e k’s d a u g h t e r, Meagan, died at age five of a cancerous, inoperable brain tumour. Every year

on Mother’s Day, walk participants link arms to make a human “hug” around SickKids for the children inside. “I met Denise in the news truck. She told me the walk was Meagan’s idea. I couldn’t believe it,” Markson recalled. Ma rk s o n s i t s o n t h e Meagan’s Walk advisory board. Meagan’s Walk celebrates its 15th anniversary this year.
