‘He’s the mayor of heaven now’ Rob Ford’s daughter Stephanie pays tribute to her father as hundreds gather to say goodbye DAVID NICKLE dnickle@insidetoronto.com “I know he’s in a better way now, and he’s the mayor of heaven now. I know that he will be with us forever. I love him so much.” With those words, 10-yearold Stephanie Ford said goodbye to her father, former mayor Rob Ford, in front of nearly 1,000 of his friends, colleagues, family members and constituents in the heart of St. James Cathedral on King Street. Ford, 46, died on March 22 after a long battle with cancer. And after a two-day visitation at Toronto City Hall, Stephanie, her younger brother Dougie and the close-knit Ford family brought his casket in a procession to the cathedral. Stephanie spoke lovingly of her father, who she described as “a great mayor. He helped a lot of people. “He was also an amazing dad. He was so nice to us, but

also strict sometimes like a dad should be. He would buy us the best toys and take us to amazing places, but what matters is we were happy together. I remember at the hospital, he smiled at me and he said ‘Stephanie, I might not be here for too much longer’ he said, ‘but I want you to remember I will always love you’.” Stephanie’s words nearly brought Ford’s outspoken brother Doug Ford to tears as he stood up to eulogize Rob Ford. “I want to start off telling Stephanie that you’ll always be taken care of, always be loved, and you have thousands of people who will love you back and take care of you,” he said. Doug spoke at length about his brother, who for many years he operated in a political partnership with. Ford Nation faithful remember ‘great man’

TAMARA SHEPHARD tshephard@insidetoronto.com A crowd of more than 100strong cried, sang hymns and chanted “mayor for life” Wednesday morning as they waited for the late former Toronto mayor Rob Ford to leave City Hall for the last time. “Rob Ford was a great man for the city of Toronto. He respected them,” said Scarborough resident Lester Hill, 67, wearing buttons he made with photos of Ford. “His time was too short. But he didn’t die. He has gone to rest.” Hill met Ford three times, twice at his famous Ford Fest family barbecues. Hill showed a photo of him and Ford on his camera taken at a local restaurant. Hill wore a dark suit yesterday to say goodbye. As he had Tuesday, when he waited in a line outside City Hall to file past Ford’s casket, draped with Toronto’s official flag. City staff estimated 5,000 people waited in long lines on Monday and Tuesday to pay their respects to Ford, who had been lying in repose at city hall. Ford died March 22 in hospital after an 18-month battle with a rare, aggressive cancer. He was 46. He leaves behind his wife Renata, and young children Stephanie, 10 and Dougie, eight. Kenny Neville waved a large “Ford Nation” sign and chanted “Rob Ford: mayor for life” amid the crowd. “Rob was the greatest mayor ever. He was the king of all mayors,” said Neville, who said he worked on Ford’s 2010 mayoral campaign. “I remember his smile, his gratefulness, the way he greeted the people. And he always called you back.” Many remembered Ford as “larger than life” and said he’ll be remembered for returning constituents’ calls and solving their problems. Others had never met him. Some had not voted for him. As the skirl of bagpipes rose, some in the crowd fell silent, cameras poised, while others sang “When the Saints Go Marching In” as members of the Toronto Police Chief’s Ceremonial Unit carried

Then Toronto Mayor John Tory and members of Toronto City Council filed out to walk the one-kilometre procession route from city hall east along Queen Street West, south on Yonge Street and east on King Street West to St.

James Cathedral where Ford’s funeral service was taking place. People did as well, in the hundreds. One man handed out small red-and-blue flags to people walking in the procession. “Ford Nation” it read on one side. “Rob Ford May 28, 1969 - March 22, 2016 Best Mayor Ever” it read on the other. The procession fell silent as it stopped for almost 10 minutes at the exit of City Hall at Queen Street West.

The only sound heard was the singing of hymns from afar at the back of the procession and a helicopter hovering the sky a few blocks away. Many walking in the procession waved the “Ford Nation” flags. The flags’ slogan soon caught on. Many chanted “Best Mayor Ever” along the procession route. The sun broke through the early-spring sky as Ford’s hearse passed a large Canadian flag hung from the extended ladder of a Toronto

fire truck. Edna Smith, 66, said she remembered Ford for his strength in overcoming adversity. Her brother was diagnosed with lung cancer around the time Ford was diagnosed with pleomorphic liposarcoma. “As people say, he was the people’s mayor,” said Smith, recently retired from the medical field, who said attending Ford’s funeral procession was out-of-character for her. “I watched him have his

troubles and overcome them. He fought the good fight and wanted to come back to serve.” After a private burial, Ford’s family hosted a celebration of Ford’s life at the Toronto Congress Centre in Etobicoke, the scene of Ford’s mayoral campaign launch and victory party in 2010. Despite the removal of two tumours and countless rounds of chemotherapy, Ford’s pleomorphic liposarcoma returned in recent months. Ford was first elected Ward 2 councillor in Etobicoke North in 2000. He quickly gained a reputation as fiscal hawk who spoke his mind, at times to his detriment, at council. Among voters, Ford became known for returning phone calls often late into the evening, and making house calls to speak with residents about issues of concern, anywhere in the city. His mayoral campaign in 2010 to “stop the gravy train” met widely with head scratching among many political pundits, but gained widespread support among many voters, who came to be known as “Ford Nation.” His inaugural mayoral year met with successes including convincing council to scrap the vehicle registration tax and to privatize garbage collection from the eastern border of Etobicoke to Yonge Street. Then battles with council colleagues grew, and Ford became embroiled in scandals that saw him stripped of all but his ceremonial mayoral powers. Still, he retained the fierce loyalty of “Ford Nation” supporters. Ford withdrew from the 2014 mayoral race when his cancer was diagnosed. He was replaced in the race by his brother, Doug, who finished a strong second to Mayor John Tory.

oney for transit, and possibly more for housing. It was welcome news from Ottawa last week, when newly minted Finance Minister Bill Morneau released the federal Liberal government’s first budget, and it included those two things. Among other things, the budget pledged $3.4 billion in public transit investment across the country over the next three years. And an $11.9 billion infrastructure plan will allow for federal funding of housing. Both of these announcements are good for Toronto, which needs major investment in both areas, and has for many years. With the exception of the late former mayor Rob Ford, everyone occupying the Toronto mayor’s office has agreed that the federal government needs to engage in the direct financing of municipal needs – housing and transit in particular. But mayoral advocacy has our view only ever achieved partial success, and often none at all. Federal Liberals Count this year’s budget as partial win. make good on another Toronto stands to get a sizeportion of the federal transit, housing able transit funding, as the allocation will be based on ridership and the Toronto Transit Commission’s ridership is formidable. But 26 per cent – the share that Mayor John Tory’s office estimates will come to the city on that basis – is still only $884 million. The Toronto Transit Commission’s state of good repair backlog currently sits at $2.7 billion. Similarly, it’s hard to imagine federal infrastructure money, which will be divided more equitably, will get Toronto very far in completing the $2.6 billion repair backlog in Toronto Community Housing. Will there be more money in future budgets? One might hope so, particularly as Prime Minister Justin Trudeau and Morneau have signalled that they’re not going to be shy when it comes to running deficits higher than usual. But we shouldn’t confuse hope with expectation, and Toronto needs to accept that it will be, at least to some degree, on its own – with maybe, just maybe, a bit more help from the cash-strapped provincial government. That means that later this year, when Toronto considers new revenue tools, councillors will need to look very seriously at the options. We’ve been given a boost. But we’ll have to climb the rest of the way ourselves.

Trying to find forgiveness for Rob Ford I’ve been thinking a lot about forgiveness lately. Generally, the act of forgiving is a healthy one. Carrying grudges, nursing old wounds, maintaining rifts is bad for the soul if you believe in that kind of thing, and for the digestion whether you do or don’t. It feels good to let go. But in the case of Robert Bruce Ford, interred yesterday after his untimely and awful death at age 46, forgiveness becomes… problematic. It’s not that he didn’t beg our forgiveness. When he was still mayor, before cancer struck him, Rob Ford offered a fulsome apology for the behaviour he exhibited while under the influence of his alcohol addiction. He went so far as to apologize on television, in the summer of 2014, where he accepted “full responsibility” for his “poor judgement.” During that time, he’d been recorded saying an awful thing about his mayoral rival, city councillor Karen Stintz,

david nickle the city and he apologized for that. With that done, of course, he launched into an eyebrowraising stump speech for his bid to be re-elected mayor then left without taking questions. But still: an apology is an apology, and it’s only good manners to accept it. And even if he hadn’t apologized, there is still the generosity we all feel toward the terminally ill. Imagining ourselves at a dying man’s bedside, a long-held grudge becomes an unimaginable burden. And so it feels good for us to absolve: to recall Rob Ford as a good bloke after all, whose sins were egged on by the demon rum; to conclude that he was simply the mayor that loved Toronto too much; and that through it all, returning phone calls and posing for selfies, coaching grateful high school footballers and hobnobbing with celebrities, he somehow did great good

for the city. That this doesn’t square with the historical record is problematic. Indeed, it is significantly problematic, as our consideration of the Ford years is not simply a matter of the historical record. In addition to a widow and two children, Ford leaves behind a political machine, in the form of Ford Nation: tens of thousands of people who supported him unquestioningly, and a political heir, in the form of his brother, former councillor Doug Ford. Earlier this week, Doug was front-and-centre at the visitation that the family requested be held in the Toronto City Hall rotunda, greeting wellwishers, embracing supporters, and posing for the selfies with those in line to visit his brother Rob’s flag-draped casket. We all grieve in different ways, but to onlookers, it seemed an awful lot like campaigning. And in the context of campaigning, the narrative of what really happened

between 2010 and 2014 in the mayor’s office matters. The truth of that is that Rob Ford stepped off a wellrun campaign and into a job that he bungled from nearly the beginning. At some point, booze and other drugs overtook him and made things worse. But there is little evidence that he loved Toronto enough, never mind too much, and plenty of evidence that drunk or sober, he despised significant elements of the city. His accomplishments – abolishing the car tax and the contracting out of some garbage collection – are few. The damage he did – to public transit, to the simple level of discourse – is considerable. And for that, and many other things, he never once apologized. As good as it might feel to grant, forgiveness is really not an option.

And he pointed out that Ford had a very broad notion of what a constituent was. “Rob truly believed he was the mayor of Canada, not the mayor of Toronto,” Doug said. “I walked into his office once and he was talking to a constituent. In Edmonton. I said ‘Rob, now who are you talking to?’ ‘We have a supporter in Edmonton, they have a problem’. I said ‘that’s his problem’, and he said ‘No, I’m going to call the mayor of Edmonton and get him to take care of it’”. Former Ontario premier Mike Harris started off the eulogies, talking about the unique virtues of Rob, whose father Doug Ford Sr., served in Harris’ first term in power as head of the Progressive Conservative Party, in 1995. He noted that his words were scant tribute to Rob, compared to the outpouring of grief and support over the past three days. “The real tribute to Rob wasn’t to have me come up here,” he said. “The real tribute was the line of people who waited in the rain Monday to pay

tribute to the man that was in their mind synonymous with Toronto. They all took the time to come together to pay respects and say goodbye. The real tribute was in the humble bungalow whose owner had the sign of Rob Ford for Mayor with the handwritten words, ‘we will miss him.’ Or the local businessman who called Rob about a zoning problem, only to have him show up at his shop so he could better understand the issue. Or the elderly lady who called very early in

the morning because the truth is she was lonely and just needed someone to talk to.” Ford was also honoured by a Who’s Who of political and business leaders. Ontario Premier Kathleen Wynne, a frequent opponent of the Fords, attended, as did Mayor John Tory and former mayors David Miller and Mel Lastman. Many of Ford’s colleagues on Toronto council were also in attendance, as were business leaders like Porter Airlines owner

Bob DeLuce. Andrew Asbil, Rector of the Cathedral and Dean of Toronto, likened the long goodbye Torontonians afforded the former mayor with the Last Supper, as related in the Book of John – which is told over five chapters. “There are moments in our lives where we pine to do the same thing, we pine to slow everything down, especially in sorrow and tribulation,” he said. “This is such a moment. the last few days thousands on thousands of ordinary men and women have taken the time to write words of condolences. Today, thousands have come parading, cramming into this old building, under tents to take a moment to savour and remember.” Asbil was the only one to reference Ford’s troubles during his tenure as mayor – troubles that included the revelation of drug and alcohol abuse. “You or I will never have the same notoriety or popularity or household fame as Rob Ford,” he said. “You or I will never have our names uttered around a dinner table, as Rob Ford has. Very few of us know the feeling of living our failings and weaknesses in such a public way as Rob Ford. And very few of us will know what it’s like to experience the love and admiration of what we do, as Rob Ford did.” Ford was afforded a full Anglican funeral, with Toronto jazz singer Liberty Silver delivering a from-theheart rendition of Amazing Grace, and the Choir of St. James Cathedral closing out the ceremony with a celestial performance of “Swing Low Sweet Chariot.” Ford was interred in a private ceremony attended by close family following the funeral.

Opposing petitions call for and against Rob Ford memorial DAVID NICKLE dnickle@insidetoronto.com A petition asking that Centennial Park be renamed in honour of the late city councillor Rob Ford has garnered 537 signatures, while another Change.org petition asking that the city make a statue honouring Ford has 496 supporters, as of Wednesday. And, to illustrate the extent to which the former mayor has divided the city, another petition at Change.org asking that Mayor John Tory not support renaming the park after Ford has garnered 7,174 signatures. Ford died March 22 at age 46 and was buried on Wednesday. Ford was mayor of Toronto between 2010 and 2014, and abandoned a bid for re-election when he was diagnosed with cancer. His time as mayor was a tumultuous one. He was elected on the mantra “stop

the gravy train,” and promised to cut waste at city hall. He failed to deliver on a promise to build a subway along Sheppard Avenue East, and was undone when it was revealed that he had been recorded smoking crack cocaine. ‘dedicated politician’ The petitions emerged in the days leading up to his funeral. The petition to rename Centennial Park in honour of the former mayor called Ford “a dedicated politician who was devoted to his family, Etobicoke constituents, residents of Toronto, and anyone who came to him for assistance.” The petition against the renaming of the park by Beth Nada offers a different take. “Rob Ford represented everything counter to a good person, politician and Canadian. Do not let a great

city like Toronto be defined by this ridiculous proposal of renaming anything in his memory. He was an admitted addict, racist, misogynist... He made Toronto, and in turn Canada, a world laughingstock.” Meanwhile, the author of the Change.org petition asking a statue be raised for Ford, James Morrison, expressed dismay at the negative feedback to his petition. “Especially during this sensitive time, I cannot wrap my head around the fact that some people continue to feed on the negative when there is so much positive,” Morrison said. “Every man/woman has their flaws. The main thing is learning from our mistakes and continuing forward. Rob Ford had come to terms with his demons and vowed to fight them and get his life back in order. This man fought for us Torontonians the best he could.”

Daycare, mental health centre for children with special needs use space CYNTHIA REASON creason@insidetoronto.com More than 70 Richmond Gardens area residents gathered this week to learn about the “troublesome” decision currently faced by the Toronto District School Board (TDSB) regarding its potential sale of the former Silver Creek School building. Hosted by Friends of Silver Creek School – a subcommittee of the Richmond Gardens Ratepayers and Residents’ Association (RGRRA) – Monday’s meeting heard many in the audience at the Plast Huculak Centre express concern about the now-uncertain fates of the hundreds of special needs children who currently utilize the school. The site, at 65 Hartsdale Dr., is among 21 TDSB properties the board voted last year to consider for potential sale, Etobicoke Trustee Chris Glover confirmed, and was more recently among five properties listed by the board in a “letter for expression of interest” sent out to first-consideration buyers last month. “Residents are concerned that the programs being offered out of Silver Creek are not being properly considered,” Fred De Haan, a Friends of Silver Creek School representative who helped coordinate Monday’s meeting alongside Janet GriffithsMaxymiw, said in an interview with The Guardian. “We’re also concerned that the language being used by the TDSB – that Silver Creek is a ‘closed school’ – makes it sound as if nothing of value is happening under its roof. But that’s not the case.” Currently occupying two-thirds of the Silver Creek school site is the Etobicoke Children’s Centre (ECC), an accredited, non-profit children’s mental health centre that provides a variety of programs and services – from early intervention programs for children at risk for mental health issues, to intensive services for chil-

dren suffering from mental health illnesses and autism. A TDSB tenant at Silver Creek since 1999, ECC serves about 1,200 children, youth and families each year. “The kind of work that we do often falls quite under the radar, to be very much honest with you,” Ewa Deszynski, ECC’s executive director, told those in attendance at Monday night’s meeting. “...But one of the reasons why it’s so important for us to stay in this particular location is that the school setting works for our kids. We’re in a building that looks like a school, smells like a school, acts like a school – it’s very normalizing, which prepares our kids for going into a communitybased school later on.” Taking up residence in the other third of the school building is the Silver Creek Pre-School, a 40-year tenant of the site that serves 70 children aged 18 months to five years – 80 per cent of whom have special needs. Susan Kawa, the pre-school’s executive director, said the vast majority of the children who attend Silver Creek live with physical and/or developmental challenges, including: Down syndrome, autism, cerebral palsy, muscular dystrophy, stroke, heart attack, seizure disorder, communication disorder and other medically complex conditions. The specialized programming she and her staff provide those children ranges from physio and occupational therapy, to speech and language services, to music therapy and early childhood education. “It’s been a wonderful setting for us and we are very, very pleased to have been all these years in your community,” said Kawa, noting the school building at Silver Creek has played a large part in the pre-school’s success. “Being in a regular, real school building has given our children that seamless transition when it comes

time to go into a school setting.” During Monday’s meeting, Glover stressed that Silver Creek has not yet been declared a surplus property by the TDSB, much less been put up for sale by its real-estate arm, the Toronto Lands Corporation. That decision, he said, will be made only after board-mandated community consultation – a meeting he said will likely take place in early May. “If the TDSB declares (Silver Creek) surplus to its needs and puts it up for sale, it will first be offered to public sector: all other school boards, universities, colleges, hospitals, etc., for 90 days,” he said. “If there are no expressions of interest after that time, only then will it go out to the private sector.” Concerned residents were given some hope that the property might not get to the point of being offered up on the open market. Etobicoke Centre MPP Yvan Baker said the Ministry of Children and Youth Services (MCYS) responded to the TDSB’s request for expressions of interest with a March 7 letter “identifying an initial interest” in Silver Creek. Furthermore, Baker said he has been in talks with the Ministry of Education – including Minister Liz Sandals and her team – and that everyone he has spoken to has been “really, genuinely interested in protecting the services” provided by ECC and Silver Creek Pre-School. “What you can read from this is that the province is saying that it has a strong interest in these services, we want to protect them, and we’re willing to work to see if this is something we can eventually invest in,” Baker said. “But this (letter) is not a commitment to buy the property. New regulations to govern rideshare services are coming, bringing hope of a possible truce to Toronto’s taxi wars. Rideshares like UberX, operated by Uber Canada, have led to a revolution in the transportation marketplace: using a smartphone, one can summon a ride within minutes and travel across the city for less than the price of a traditional taxi cab. While proponents of the so-called sharing economy hail rideshares for their innovation, the services have met considerable resistance from taxi drivers, both internationally and locally, not to mention from government. The taxi drivers claim they are being pushed out of the market by being forced to follow strict regulations governing who can or cannot provide transportation services. “Drivers’ livelihoods are being taken away from them,” said Kristine Hubbard, operations manager for Beck Taxi, which is one of the city’s largest licensed cab companies. “For them there’s a real urgency here and it’s hard to listen to conversations on the city council floor as if it’s an abstract concept and not affecting real people with real families.” Meanwhile, rideshare providers for the most part have been able to continue operating despite the city’s attempt to halt them, either by court actions or bylaw enforcements. While hundreds of UberX drivers have received tickets since last year for operating illegally, proponents for rideshares say such services shouldn’t be seen as invaders, but as welcome solutions for a congested city. “With crippling congestion, no one can get where they want to go,” said Francis Scherer, director of partnerships and communications for BlancRide, a Toronto-based carpooling service which matches prospective drivers to anyone seeking a ride via its mobile application, whether a one-off or part of a daily commute. “We’re providing an ethical and social alternative for getting around the city.” Like Uber, users of BlancRide can order a ride directly from their smartphones; but unlike their much larger competitor, Scherer insists the service isn’t breaking any laws. While the costs of using a ride arranged through BlancRide are relatively affordable – a listing on the platform asks $30 for a one-way trip from Toronto to Montreal for example – he says drivers aren’t out to make a buck by undercutting traditional competition.

“We’re not trying to void people’s insurance and sell rides and have the driver be a capitalist by every sense of the word,” he said. “We just want him to offset his vehicle costs and maybe have a friendly conversation (on the way to his destination).” The advance of rideshares has resulted in taxi drivers battling to stop the operation of the competition. Taxi drivers have held protests tying up downtown streets, been accused of accosting Uber drivers all to push the message their occupations are in peril. While the drivers have received a level of notoriety and perhaps some sympathy thanks to a steady stream of media headlines spotlighting their grievances, it hasn’t succeeded at all in halting UberX. Come April, Toronto’s Municipal Licensing and Standards department will issue recommendations for regulating rideshares like Uber, but also covering other services which fall under the same banner. While the contents of the regulations aren’t yet known they’re widely expected to mirror those of other cities like Edmonton – such as requirements for commercial insurance and driver background checks. Hubbard dismisses the idea rideshares have created much needed employment by allowing individuals, who never operated such a service, to make additional money. “First, you follow the rules, and then you try to change them,” she said. “Bandit cabs have been around for a long time, and truly that’s all they are.” Even with regulation of rideshares, Hubbard points to other jurisdictions such as San Francisco, where Uber drivers recently threatened to disrupt Super Bowl celebrations as a way to protest workers’ benefits similar to traditional ground transportation providers, as evidence the new technology services aren’t going to be able to last. Police have confirmed that damages from Tu e s d a y m o r n i n g ’s vandalism spree at the Etobicoke Civic Centre are estimated to be in the “hundreds of thousands” of dollars. Const. Victor Kwong said Toronto police responded to 2 Civic Centre Crt. (at Burnhamthorpe Road and The West Mall) at 4:08 a.m. after receiving a call from security personnel at the scene. Upon arriving, officers found smashed office and car windows, discharged fire extinguishers, and damaged computers and furniture throughout the ransacked building. “Pretty much anything they could get their hands on,” Kwong said in describing the extent of the

damage. The building was closed for much of the day Tuesday, as police from the Major Crimes Unit took over the investigation. “Due to senseless vandalism @ #EtobicokeCivicCentre, tonight’s Mimico-Judson meeting will be rescheduled,” Etobicoke-Lakeshore Councillor Mark Grimes tweeted on Tuesday. Mayor John Tory also took to Twitter to say he was “disappointed” by the vandalism, and to urge anyone with information about the case to contact police at 22 Division at 416808-2200. Police, who were reviewing surveillance footage captured on-scene as part of their investigation, have not yet identified any suspects in connection to the case. The investigation continues.
