Loss prevention officer recovering after hit-and-run

Middle-aged couple suspected of stealing cordless drill batteries ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com When Carolyn Mangaroo went to arrest a pair of shoplifters, she never imagined they would try to kill her. The Brampton mother of four was working as a loss prevention officer at The Home Depot at 1983 Kipling Ave. in Rexdale when she spotted a man and a woman standing by the cordless drill batteries, a high theft item, around 11 a.m. Sept. 13. "The man was selecting the cordless drill batteries and passing them to the woman, and she was putting them down her capri pants," Mangaroo said in a recent interview. "She put about 10 down her pants, so I was looking at probably a $1,000 case." Mangaroo and the hardware supervisor followed the couple as they walked outside without paying, with the stolen batteries bulging out of the female suspect's pants. Once outside, Mangaroo identified herself as "Home Depot security" and told the suspects they were under arrest. "He began to speak to me in another language and had his hands up in the air," Mangaroo said. "I told the supervisor who came out with me to call 911 because they were both running toward their vehicle as he was engaging me. ... I was following behind and shouting my commands." Mangaroo tried to get hold of the woman before she got into the getaway vehicle, a white minivan, but her accomplice got in between them, opened the vehicle door and pushed her in. "At that point, he ran around the back of the van to get into the driver's side," Mangaroo said. An elderly man who had heard Mangaroo's screams came to help

and got into a fight with the male suspect. The suspect then reversed the van with the driver's door open, knocking Mangaroo to the ground. "All I remember was a very strong force to the back of my head, and I went unconscious," she said, adding the suspect then drove over her knees, wrist and hand, crushing the cellphone she was holding and dragging her a short distance. Mangaroo received broken bones and a concussion and was taken to Etobicoke General Hospital. She was later transferred to St. Michael's trauma centre for emergency treatment. "I had numerous injuries and bruises and cuts all over my body," she said.

The suspects fled in the minivan, with several customers in pursuit. "It was because of these customers that we have the licence plate of the vehicle," said Mangaroo, who continues to recover at home. Mangaroo said police gave her an accident report listing the suspect vehicle's licence plate and registration. The vehicle is registered to a man from Richmond Hill. No arrests have yet been made, and Mangaroo fears the case is being "swept under the rug." "I know who the suspect is. I was not given any information from the police as to what's going on or why he hasn't been arrested," she said. Police said both traffic servic-

es and 23 Division are involved in the case. "It's been assigned to an investigator," said Const. Clint Stibbe of traffic services. "It's an ongoing investigation." Mangaroo said she has lost hope in the police probe. "I don't think they will be caught. I think they've probably even left the province." Mangaroo had made more than 500 arrests in her five-year loss prevention career, all without serious incident. "I certainly did not think that a mature couple in their 50s were going to run me over, never thought that in a million years," she said. "I have tons of experience with dealing with crackheads and professional criminals. I guess I let my guard down because of how innocent they looked." Protocols for loss prevention officers are governed by the companies they work for. But for ordinary civilians, Toronto police spokesperson Const. Victor Kwong advises "to make sure your own personal safety is not jeopardized" when attempting a citizen's arrest.

He added people could be good witnesses by taking down licence plates and providing good descriptions when they don't think they could safely make the arrest. Mangaroo also discourages "the average citizen" from attempting a citizen's arrest. "I do thank the valiant efforts of the elderly man who came to my assistance, thinking that he was helping," she added. "It did in the end escalate the situation, which brought me closer to the vehicle. I don't fault him at all. I don't blame anyone for what happened. I put myself there in harm's way." Mangaroo said she's now confined to a sofa and is in terrible pain daily. "The concussion symptoms are what debilitates me the most. It's what makes me dizzy all the time. It's what gives me the headaches all the time." Despite her ordeal, Mangaroo plans to someday return to the job she loves. "It's my passion, it's what I do best," she said of loss prevention. "I will never let them take that from me. I will go back."

Teaching money smarts in school is absolutely necessary

his year, for the first time, the total amount of household debt owed by Canadians surpassed the country’s entire gross domestic product (GDP). And according to Statistics Canada, the gap between disposable household income and credit market debt is getting wider - meaning we’re just not making enough money to catch up to what we owe. For people who are struggling to find financial balance, figuring it out often comes well after the problem’s already established. For younger generations, these trends indicate a critical need for them to get money smart before it’s too late. Thanks to the Toronto Youth Cabinet (TYC), there’s good news on that front. Its members started a petition and successfully lobbied the province’s Ministry of Education to include dedicated financial literacy offerings in the high school curriculum. The subject is currently touched upon in a variety of courses between Grades 4 and 12. But it’s not enough, suggests TYC member Prakash Amarasooriya, who spoke to us about the campaign. Teachers aren’t being trained properly and the opportunity for impactful learning is being missed. “If students are aware how to use basic financial tools as well as how to think long-term early, you’ll create smarter citizens, which creates a stronger economy for the Province of Ontario,” he said. Minister of Education Mitzie Hunter met with the TYC and has agreed to a curriculum review and adding the material to the mandatory Grade 10 career studies course. The Bank of Canada warned this year that consumer debt is growing at a historic rate - due much in part to record-low interest rates - and that it will eventually become unsustainable. No doubt, the adult population suffering under the weight of this debt could have benefitted from mandatory financial literacy classes in school. It’s not too late to give younger generations the skills needed to budget, manage debt, file taxes and purchase property. Kudos to the students that are taking action to make those lessons part of the high school experience. But, as the TYC argues, those lessons need to carry enough weight to stick with them for the rest of their lives. The broader student body may not currently realize what good their peers are doing for them, but once they start their careers, take on rent or mortgages and juggle bank accounts and credit cards, it’ll be come evidently clear.

Cycling culture pushing its way into suburbs Two bike hubs open up in Scarborough this year The year 2011 was a bad one for cycling in Toronto's suburbs. Councillor Michelle Holland in Southwest Scarborough wiped out bike lanes on Pharmacy Avenue and Birchmount Road. Her residents, she said, called hundreds of times, demanding this. The Rob Ford administration believed suburban cyclists wanted to ride on well-lit off-street trails, not busy city streets. But that same year, councillors with wards atop the Scarborough Bluffs shelved extensions of the Waterfront Trail through three

Cycling advocates, however, didn't give up on Scarborough or other sections of Toronto far from downtown where, unlike bike savvy neighbourhoods such as Trinity Bellwoods and Danforth Avenue, cyclists in traffic might still seem alien. In 2016, they opened two bike hubs in Southwest Scarborough where, says Marvin Macaraig of Scarborough Cycles, riders shun wider roads for Birchmount, Pharmacy and Midland Avenue, where traffic volumes are lower. It's not just a lack of bike lanes: Toronto's suburbs have few stores selling or repairing bikes (for all its size, Scarborough has just one). A downtown innovation, hubs offer repair clinics, safety tips and group rides,

building confidence in cycling. "In this first year," Macaraig says "we have learned that there is a definite need and appetite for increased cycling programming in Scarborough." Researching barriers to cycling in the suburbs, Beth Savan, a senior fellow at University of Toronto's Massey College, believes they can be overcome. Drivers got used to cyclists downtown, she says, and it won't be rapid, but this "cultural shift" will happen in the suburbs, too. If the city sticks to its plans, bike lanes are coming by 2025 to Midland in Scarborough, to Jane, Yonge and Bathurst streets in North York, and to Burnhamthorpe Road and Renforth Drive in Etobicoke. RGRRA requested: an avenue segment study along Eglinton; the reduction of building heights to seven storeys and proposed floor-space index to 2.3; that angular planes be incorporated into the design to reduce the building's mass; and that an additional $50,000 in Section 37 funds be set aside to provide a traffic study on neighbourhood streets following completion of the development, among others. Those requests, however, were ultimately denied. "The most important thing you need to understand is this application is within the provincial policy limits," Etobicoke-Lakeshore Councillor Justin Di Ciano told residents before councillors voted in favour of Shannex's application. To not accept it, he explained, would be to risk Shannex going to the Ontario Municipal Board, where the community would lose its ability to negotiate, not to mention its Section 37 benefits. The matter will now go before Toronto City Council on Dec. 13-14 for a final decision.

A controversial development geared to seniors was endorsed at Etobicoke York Community Council this week, despite the protestations of a roomful of Richmond Gardens residents. Following a two-hourand-forty-minute debate on Tuesday, Nov. 15, westend councillors voted 8-1 in favour of approving the zoning bylaw amendments necessary for the proposed development at 4650 Eglinton Ave. W. - which will consist of two nine-storey buildings linked by a central five-storey podium. The property, located on a stretch of greenspace long-owned by the city, was earmarked for sale to a seniors' residence provider several years ago by Build Toronto, the city's arm'slength real estate corporation which is charged with leveraging surplus and underutilized real estate assets. "We did some market sounding and concluded there was a distinct need for a retirement residence, with assisted living, a nursing home and memory care in the immediate neighbourhood," said Build Toronto President Bill Bryck. Etobicoke Centre councillor John Campbell agreed: "Of the 44 wards in Toronto, Ward 4 is the second oldest ward. Forty

per cent of our residents in 2011 were 65 and older ... It's an aging population, and my personal opinion is that people should be able to retire in their communities." To those ends, Shannex Inc. was awarded the project. President Jason Shannon said his company plans to offer a "continuum of service" for seniors at the 272-unit development. The project's nine-storey east tower, he said, will feature 112 units of apartment-style living, where clients will be able to purchase services such as meals, housekeeping, transportation, and nursing care '&agrave; la carte', whereas the 160-unit west tower will include 66 independent retirement, 44 assisted living and 50 memory care units. The development will also include a main-floor private daycare for 35 children, which city staff negotiated to remain for a minimum of 15 years under Section 37 of the Planning Act, in addition to $450,000 in cash contributions from Shannex toward park improvements and/or community facilities. Those community benefits, however, were not enough to sway the Richmond Gardens Ratepayers and Residents Association (RGRRA) - seven members of whose executive spoke to their concerns about the proposal.

I thought it might be nice to talk about garbage privatization in today's column - it looks as though garbage privatization, as in the collection of roadside waste by private companies rather than city workers, will be coming to Toronto Council in January. But there's another kind of garbage to talk about this week. It's come to the surface just now, with timing that shouldn't be surprising but is still shocking. It is white supremacism, and hate crime. In 2015, the group logged a total of 1,277 such incidents - one of the higher numbers in the past decade, which has seen incidents numbering between 1,000 and 1,200 a year. Racism, nativism, hate ... call it what you will, its seeds are planted in Canadian soil just as they are in America. And the electoral validation of a campaign that was based on those things has given them all cause to germinate. What to do in the face of it? Tearing down the posters is a start. And after that - we've got to find a way to take out the garbage.

Two men charged for engaging in sexual activity in a car at a busy parking lot over the lunch hour. A male park patron observed naked near a popular splashpad in broad daylight. Numerous men caught with their pants down in the bushes off a well-used cycling trail. Those are just a few recent examples of the alleged “lewd” behaviour going on at south Etobicoke’s Marie Curtis Park that officers at 22 Division have been cracking down on in recent weeks as part of ‘Project Marie’. The month-and-ahalf old police operation, aimed at “taking back” the park, has netted 84 charges against 65 individuals in just the last few weeks alone, said Const. Kevin Ward of 22 Division’s Community Response Unit. “We started Project Marie off with high-visibility presence in the park: stepping up our patrols, riding through the trails, and talking to everybody about what’s been going on and what we’re doing about it,” Ward said. “Then we stepped into the enforcement period of the operation, where we have been operating in plainclothes in the park. And what has happened is that male patrons have been approaching our officers and soliciting them for sex.” Some undercover officers, like Ward himself, have even had male patrons expose themselves to them in the Forty Second Street park’s secluded trails, pond area, and busy parking lot. “Others have actually attempted to physically (engage our officers) without having been given permission, and that’s where it’s alarming,” Ward said, noting police have received similar complaints from

But there have been a lot of unacceptable occurrences going on down there for quite a long time...and the community’s had enough. They’re not going to tolerate it any more.” Jake Yoo, who lives close to the park with his wife and 21-month-old son, is one of those frustrated residents who has decided to work with 22 Division officers to help “take back” Marie Curtis Park. “As a kid, my parents used to let us go to the local park on our bicycles unsupervised at a fairly young

age. I would love to be able to do that with my son when he gets older, but if things stay the way they are, we won’t be able to,” said Yoo, a member of the Long Branch Neighbourhood Watch. “It’s been years of tolerated lewd behaviour... and I think that if you leave that sort of thing unchallenged, that it will just breed and fester into something worse.” In response, Yoo is encouraging his neighbours to stand alongside his family, local police, EtobicokeLakeshore Councillor Mark Grimes, and city officials on Saturday, Nov. 19 during 22 Division’s Walk the Beat initiative at Marie Curtis Park, 2 Forty Second St. The event, which will

The purpose of the event, Yoo said, is threefold: to clean the park of litter, to build community, and to take a stand against lewd behaviour. “I’m not naive to think a one-time event like this is going to change something that’s been years in the making, but we need to send clear messages consistently that it’s not acceptable,” he said. Grimes agreed, noting that he’s been working with neighbouring Mississauga Councillor Jim Tovey to come up with solutions to the problems at their shared park. He also vowed to continue working alongside police and city bylaw officials to ensure that those using the park to partake in inappropriate activities are prosecuted to the “full extent of the law.” Charges against such offenders, Ward said, could include bylaw offences for nudity and/or engaging in sexual behaviour in a park - which total fines of up to $520 - or criminal code charges of indecent exposure and/or indecent acts, which could potentially carry jail time. Ward said many of those individuals charged in Project Marie so far have hailed from Mississauga and Toronto, but there have also been charges against alleged offenders from Guelph, Cambridge, Brampton, Orangeville and even one from Calgary - leading him to believe Marie Curtis has become a destination park for this type of activity. “That’s why we’ve really got our work cut out for us. This has been something that has been so ingrained in the area for decades, that it’s going to be hard to change,” he said. “But I want anyone engaging in these illegitimate activities to know that this is no longer a safe place for this to happen. We are going to be at the park every day and we will not be tolerating it.”

There are no lights and no stop signs.” Grunstein said he and his wife, Sandi, purchased their home in the area a decade ago with the intention to send their future children to St. Gregory. Their daughter Vivien, three-and-a-half, will attend St. Gregory in January - if the boundary doesn’t change. Board staff’s recommendation would move St. Gregory’s western boundary east from Hwy. 427 to Mimico Creek, meaning children who live between those two points would attend Nativity. “I think it’s wrong,” Grunstein said. “In today’s society, to be forced to send your child to a school you don’t want?” Children currently attending St. Gregory, and those with an older sibling already enrolled there, will be exempt from moving to Nativity, confirmed Mario Silva, who oversees school capacity in the board’s real estate department. But other children would attend Nativity. “We limited the search for our home to the St. Gregory area,” said Lucas Cescon, father of a two-and-half-year-old and a six-month-old. “Our home requires significant renovations that may take months to complete and will stretch our budget to the extreme because we were able to send our children to St. Gregory.” Silva explained to the approximate 250 parents in attendance the board intends to bus all affected children to Nativity, which is “not acceptable” to many parents. “Busing is not the answer,” one woman said. Busing could also prevent friendships with Nativity students who live west of Hwy. 427, St. Gregory parents argued, since their children would head home daily on a bus immediately after school. Angela Gauthier, TCDSB’s director of education, told parents the board has not made a decision on any boundary realignments. “I want to reassure you no decision has been made,” Gauthier said. “We need to hear your input. We want to hear your take on the situation, how it will impact our communities and what we as staff need to take into account. “We’re here with open hearts and open minds. We’re not here to defend any decision because none has been made.”

Tom and Sandi Grunstein are among a group of St. Gregory Catholic School parents who are concerned that proposed school boundary changes will force children like their daughter Vivien, 3, to have to cross the Rathburn Road bridge over Hwy. 427 to get to school.

Silva said the intention of the boundary review is to “rightsize” school environments among the five Catholic elementary schools in the review: St. Gregory; Nativity of Our Lord; Mother Cabrini; St. Marcellus; and Our Lady of Sorrows. The board stated St. Gregory “continues to experience enrolment pressures,” while Nativity has some capacity for boundary alignment. Mother Cabrini is operating at capacity. St. Marcellus is operating slightly above capacity. Our Lady of Sorrows is above capacity. Currently, St. Gregory has 700 students, which is 121 per cent of its so-called “OnThe-Ground” capacity, meaning student capacity based on the square footage of the school building. OTG capacity does not include portables or special needs classes, parents heard. Next, the boundary committee will consider public input from Tuesday’s meeting. Parents may also email board staff at stgregory.boundary@tcdsb.org to offer comments and ask questions. If the committee cannot reach a boundary consensus, Gauthier will prepare a report with a boundary configuration recommendation for consideration by the committee and the board. Community members may speak directly to the director’s report at a future meeting of the committee and board. The director will then write a report on the public input. At that time, TCDSB trustees may make a decision.

Unless you are a perfect applicant, the bank doesn’t want to talk to you.” But not everyone condones Expert Mortgage’s easy lending criteria. A local real estate agent with 25 years of experience, who has asked to remain anonymous, says, “When this market turns down, it’s going to get ugly! It’s utter financial suicide for Expert Mortgage to be giving money away so easily to clients without the ability to make payments. I’d be surprised if they’re still in business five years from now.” Nonetheless, homeowners

like Anita P. don’t see a problem with the program. When questioned on how she plans on making payments on her mortgage when she has no income, Anita responds, “We were four months behind on our mortgage and they saved our house. My husband has been unemployed for nine months. He won’t be unemployed forever. We used the 85-Alive loan to pay off all our debt. We also had $25,000 left over that we put in the bank for emergencies. When is a bike lane more than just a strip of paint along the road? How about when it’s fully separated from traffic? A new city staff report, to be debated at Monday’s Public Works and Infrastructure committee meeting, reviews the performance of Toronto’s first fully-separated bike lanes. The findings should provide more ammunition for cycling advocates seeking better separations from car traffic and public transit. According to the report, once the Sherbourne Street lanes were fully separated between Bloor Street East and Lake Shore Boulevard as of 2015, the number of cyclists per day tripled to 3,500. And while many more bikes are using the lanes, the rate of collisions has actually reduced from 14 incidents for every 1,000 cyclists to five. Where plastic bollards were installed

Volunteer applications for Invictus Games Toronto 2017 are now being accepted. More than 1,500 volunteer positions are available for the Invictus Games, an international sporting event for injured Armed Forces members and veterans. Volunteers must be 18 or older by January 2017 and able to complete several six-to-nine hour shifts between September 21 and October 1. More than 550 men and women from 17 allied nations are expected to compete. Prince Harry, founder of the Invictus Games, visited Toronto May 2 to drum up excitement for the Toronto event alongside Prime Minister Justin Trudeau and Ontario Premier Kathleen Wynne. “This city will become the focal point for hundreds of men and women who use the pull of Invictus glory to motivate their recovery from physical and mental injuries,” Prince Harry told a crowd at the Royal York during the visit. “Toronto will take on the responsibility for a competition that has the power to inspire millions of people around the world, and to remind us all of the amazing contribution that our servicemen/ women and veterans make.” Volunteer applications are only accepted online, and should be submitted as soon as possible. Another flu season is upon us, and getting vaccinated has never been more convenient. Almost 500 pharmacies in Toronto now offer flu vaccines, up from less than 100 during the 2012/2013 season when pharmacies started offering them. Vaccinations are still available from doctors’ offices and Toronto Public Health clinics as well. All are offered free. When it comes to getting vaccinated, there’s no time like the present, said Dr. Vinita Dubey, associate medical officer of health with Toronto Public Health. “You want to get it before influenza starts peaking in the province. We’ve already seen cases of influenza in Toronto,” Dubey told Metroland Media Wednesday, Nov. 2. “Usually, the largest cases of influenza occur end of December, beginning of January, but it can change every year. So because it takes two weeks for the vaccine to be effective, getting it in early November is a good time.” Kids four years and younger must be vaccinated at doctors’ offices or clinics. This year, kids ages two to 17 can opt for a nasal spray vaccine. The spray protects against four flu strains, two A and two B strains, while the shot protects against three - two A and one B. There are only two B strains, and it can be hard to predict which will circulate each season, so both are included in the kids’ spray vaccine, noted Dubey. A valid OHIP card is needed to get vaccinated at a pharmacy or doctors’ office. People without cards can get vaccinated at

Toronto Public Health clinics. Last year was a milder flu season in Toronto due to the H1N1 strain that circulated, said Dubey, but this season Toronto could see H3N2, a more virulent strain, circulate. “You can’t rely on any previous flu vaccines in previous seasons to protect you

for the coming season, so that’s why it’s important every year that you have to get the flu shot,” she added. After becoming infected, people spread flu germs for days before developing symptoms. “The more people are vaccinated, the more you’re able to prevent the spread of the infection, and the more of an impact you can make on preventing severe disease and deaths,” said Dubey. “The vaccine will cut your risk in half of getting the flu.” And it is safe, she said, with redness or swelling of injection sites the most common side effects. “There is something that may be associated with influenza in general called Guillain-Barre syndrome, and that’s a neurological disorder and those who get vaccinated have a rate of about one-in-a-million of getting this,” she explained. “But if you actually got the flu, your rate of getting this Guillain-Barre is actually higher.” An estimated five-to-10 per cent of adults, and 20-to-30 per cent of kids, get the flu each year in Ontario, and vaccination is the best protection. “There’s things that you can do to try to prevent the spread of influenza - like washing your hands, covering your cough, don’t go to work when you’re sick, those kinds of things,” said Dubey. “Beyond that, I’m not aware of any other prescription or natural remedies that could prevent the flu.”

For young girls like Eunice Kissoka and Alanna Ulit, the Jean Augustine Centre for Young Women's Empowerment in south Etobicoke is a place they can come to have fun, be social and get creative. But more than that, it's a place where they can better themselves. "It's an empowerment centre, so we want to teach the kids life skills, help them achieve academic success, expose them to various arts, and teach them about leadership in the community," said Executive Director Emma Asiedu-Akrofi. "We also want to teach them about independence, so that they don't have to rely on anyone else to cook them a meal or put together a PowerPoint presentation. We want to empower them to realize they can do whatever they want in life." Opened in June 2014 and funded by a private donor, the centre named after the first African-Canadian woman elected to Parliament offers a wide range of free after-school programming to young women between the ages of seven and 17 years, as well as free community programs for women. Auden Sadly, early in the morning of November 8, 2016, Christopher left us, ending the sadness and pain he had been experiencing. Mourning his loss are his devastated parents, Alan Waffle and Georgea Waffle, and his heartbroken younger sister, Meghan and her partner Anthony. Aunts and Uncles, Ted and Lyn Rapley, Penney Brown, Elizabeth Leatherdale, and Peter and Lee Waffle share his loss with us, as do his multitude of cousins and their families. Christopher was a beautiful young man, who befriended all who met him and had an opportunity to spend time getting to know his quirky and amazing intelligence and sense of humour. He was so greatly loved, and will be so greatly missed. As an expression of sympathy, please hug your loved ones and furry friends, as Christopher would want.
