A developer’s attempt to build a 15-storey condominium on Mimico’s lakefront is in the
hands of the Ontario Municipal Board (OMB). Shoreline Towers Inc.’s OMB site-specific appeal of the city’s Mimico-by-the-Lake Secondary Plan began Monday. The board
hearing is scheduled for two weeks. Shoreline Towers is seeking to build the condominium on the surface parking lot behind its existing twin 10-storey

Residents fear tragedy waiting to happen Longfield Road residents’ bid to reduce speed limit rejected, no basis for request say politicians CYNTHIA REASON creason@insidetoronto.com Longfield Road residents who fear their street has turned into a “speedway” unsafe for children saw a bid to reduce its speed limit to 30 kilometres per hour rejected at Etobicoke York Community Council (EYCC) last week. Local father Nat Ruta, who’s lived on Longfield for seven years, was one of a handful of residents who pleaded with west-end councillors at the Nov. 10 meeting to do something about the volume of speeding cars on his once-quiet street before someone gets killed. “The ‘Slow Down’ signs Councillor (Stephen) Holyday gave to us? They’re being ignored... To be honest with you, it seems to me people are actually speeding faster after reading those signs,” he said. “Try to explain that to your kids. Will it take a casualty for you people to understand what we’re looking for here?” What the residents of Longfield are looking for, added John Hewitt, is speed humps – a request that was already denied by EYCC at its September meeting. “I sat outside my house today between 6:30 and 9 a.m. and I saw 391 vehicles going eastbound and 545 vehicles going westbound. That’s a total of 938 vehicles – and this is a residential street. Someone is going to get killed,” Hewitt said, before renewing the popular call for speed humps to be installed on Longfield. “People treat (Longfield) like a racetrack, to see if they can make the traffic light. I saw five red-light runners this morning alone. Someone is going to get killed.” For his part, Holyday said while he appreciated his constituents’ willingness to discuss their concerns with traffic on Longfield Road at EYCC’s meeting, lowering the speed limit simply isn’t warranted there. “Unfortunately, what is before us today is a consideration of a 30 km/ hour speed limit, and the report speaks for itself,” he said, referring

to a June 2013 traffic study that indicated the average speed of vehicles along Longfield Road to be just 42 km/hour. “It doesn’t come anywhere near the check boxes required for us to support that, so it’s a fairly straightforward result – and I think we knew that at that last council meeting.” While residents walked away from that last EYCC meeting two months ago without their highly soughtafter speed humps, they didn’t walk away empty-handed. It was at that September EYCC meeting, in fact, that Holyday secured the support of his fellow councillors for several other traffic calming measures to be enacted along Longfield Road, including: n the prioritized installation of a new painted centre line and edge lines along the length of Longfield Road to create “side friction”, effectively narrowing the road and

He additionally requested Transportation Services consider such measures as roadway narrowing, a new centre median, bump-outs and/or intersection adjustments, as part of any future planned road reconstruction projects along Longfield Road, among other requests. At the meeting, Holyday said he’s also anxious to read the results of a “very, very large” origin-destination study undertaken in the area. “I do look forward to getting some more information with the origin-destination study so I can understand the concerns involved,” he said. “I look forward to seeing some hard numbers.” Do you experience speeding on your residential street? he CN Tower lit up in blue, white and red last Friday, symbolizing the solidarity of Torontonians with the people of France after the terror attacks in Paris. As more reports surface about the Islamic State group that claimed responsibility for the attacks, it’s in solidarity we stand up against the hate demonstrated through their violent acts that left more than 120 dead. While police have stepped up vigilance in public spaces in light of the Paris attacks, we need to be vigilant now in promoting, reaffirming and upholding the values of respect that’s crucial to living peacefully in a multicultural city such as Toronto. Just as the actions and beliefs of the Islamic State group aren’t representative of the local Muslim community, let’s make it clear the actions and beliefs of the few who are committing these hate crimes aren’t representative of all Torontonians. As Mayor John Tory noted in a vigil last weekend at Nathan Phillips Square, any retaliatory attacks only target the majority of Muslims who have nothing to do with the actions of extremists such as ISIS. “These people who perpetrated these attacks represent no one,” he said. “They are not representatives of any faith or nationality; they are people that have decided to take on a set of values and try to destroy our way of life.” It’s also important to heed the mayor’s statement that the city will run business as usual. For Toronto residents, that means living peacefully in a city that prides itself on its diversity.

Do not give in to the fear, the anger, the hate It was barely a year ago that the shootings in Ottawa made their lasting impact on security at Toronto City Hall. Since that day, security has stationed a single guard at the little-used north entrance to City Hall, which gives quick access to the elections office and the City Hall Press Gallery. The door is locked, and only those with key-cards can make it inside. Otherwise, there has been very little change – visible change, at any rate – in the way security is conducted at the centre of government of Canada’s largest city. There has been no local equivalent, certainly, of the federal Bill C-51 enacted by the old prime minister Stephen Harper government to broadly empower police and security agencies and to limit freedom and privacy rights, beyond the level that those agencies themselves deemed necessary. But for those working at City Hall? A well-mannered,
david nickle the city unarmed guard watching a door that’s used mainly by employees, and otherwise it is business as usual. Well, it’s not entirely business as usual. Over the course of that year, Toronto elected a new mayor, and in the course of the year that mayor, John Tory, was moved not by fear, but by laudable compassion for Syrian refugees, fleeing from the same terrorist gang that inspired the Ottawa shootings. Tory, unlike other political leaders in this and other countries, has made it clear Toronto will be a welcoming place. And so it is that as we consider last Friday’s atrocities in Paris, we do so from a city that has generally acquitted itself well in the face of terror, in a manner similar to those good Parisians who opened their doors to strangers, stranded
in their locked-down city. Torontonians too are good people, or at least have the demonstrated capacity for goodness, and courage, and levelheadedness. That capacity may well be tested. As I write this Tuesday, police are investigating what appears to be a hate crime – the beating of a Muslim mother on her way to pick up a child from school in Don Mills. A mosque was also burned in Peterborough over the weekend. These things both seem to be hate crimes, brewed from that toxic combination of fear and anger. Given Torontonians’ general civility and levelheadedness, there is legitimate hope the incidents will be outliers. The question now is what we do next, and the answer immediately is to simply carry on with our lives as they had been. The terrorists would prefer that we not, that we show them a trembling respect by withdrawing from civic engagement, by
isolating the religious and cultural groups from whom they would like to recruit, by posting more guards, agreeing to laws that restrict our liberties even further. We should prefer to do otherwise. On Tuesday, the city announced an exceedingly generous private donation to build parkland in an ugly space underneath the Gardiner Expressway. That is cause for celebration. We will soon be welcoming new residents, first as refugees, then perhaps permanent residents and finally if they choose to remain, citizens. As this goes on, we will work and plan and sometimes squabble over how best to build transit and repair public housing and improve our lives here. That is a busy and virtuous schedule. There is no time in it for fear, and there is no place in it for hate.

Humber College’s up-andcoming connoisseurs of food truck cuisine faced off in a live cook-off Friday, tasked with creating innovative recipes incorporating at least one Nestlé base or flavour concentrate. The contest, which was divided into separate culinary and baking competitions, was undertaken as part of the Etobicoke-based college’s ongoing partnership with Nestlé Professional MINOR’s. MINOR’s is – a family of products that encompasses a selection of “premium bases and flavour concentrates that provide chefs with the foundations they need to create and personalize dishes.” In the culinary competition, Toronto’s David Lam emerged the winner of the $1,000-first prize with his braised pork belly recipe. Omkar Atre, of India, took home the culinary second prize ($750) for his chicken tikka roti recipe, and Maria

Thorncrest Ford to unveil ‘Millennium’ renovation
Thorncrest Ford is about to get sleeker and faster. After nearly 70 years in Etobicoke, Thorncrest Ford has built a reputation for being the best in customer service. Now, with a $4 million facelift, (a part of Ford Canada’s “Millennium” Update Program) the dealership will be able to give the customers even more. “The technology of the cars has come so far. It’s important that dealerships stay ahead of the curve,” says Ray Messenger, sales manager at Thorncrest Ford. “It’s completely night and day as far as appearance is concerned.”
The dealership will also be able to work with and demonstrate the new technology cars are coming in with. Thorncrest Ford opened its doors on the corner of Dundas Street and Islington Avenue (just four kilometres north of the current location) in 1946. The business was started by two Toronto men - George Ledingham and Henry Oscar (Ozzie) Waffle - who were just back from military service after World War II. Throughout the years, it has transformed to keep up with the growing community, by changing locations, updating its look and providing new

Chuvalo lived, worked, and trained in the community for many years before his boxing career led him to international fame. “He’s risen from immigrant roots and becomes the most famous Canadian in the world and later in life faces enormous personal tragedy, but he finds a new mission in life helping young people. He’s been at the pinnacle, but is such a local guy,” Junction Triangle resident Scott Dobson told The Guardian. “He comes across like a local, down-toearth person, like a guy you’d meet on the street.” Dobson was instrumental in initiating a petition that’s currently circulating, call-
ing on the general manager of Toronto’s Parks, Forestry, and Recreation department to consider naming the new community centre at 362 Wallace Ave., after George Chuvalo. The combined number of signatures on both the online and hard copy petition is fast approaching 400 as of Nov. 11. “Every person I’ve talked to has said, ‘What a great idea’. People have been really supportive of it,” said Dobson, who knows someone who is a friend of Chuvalo’s. “A couple of us got in touch with George and his family to ask him first.” Last fall, they took Chuvalo out to the site of the community centre, at Edwin and Ruskin avenues, and then out for lunch. “He really liked the idea once he came to understand what the project was all about,” Dobson said recalling that day. “When we arrived, the job site came to a stop.

The new, 5,000-square foot community centre was made possible by Section 37 community benefit funds stemming from the ‘Wallace Walk’ townhouse development that’s being built at 362 Wallace Ave. Following a Request for Proposals process earlier this year, operation of the new community centre was awarded to the Christie Ossington Neighbourhood Centre, a multi-ser vice organization that provides community-based programming for everyone, including high-needs’ children, youth-at-risk, homeless men and women, vulnerable community members, newcomers, or anyone who might require extra support (conccommunity.org). “There are a growing number of families and
youth in the area. We knew we wanted a centre with activities for youth and children,” said Davenport Councillor Ana Bailão. “We think it’s appropriate (to name the centre after Chuvalo) because of his work with youth.” Junction Triangle residents have a keen interest in their neighbourhood’s history. “We are always looking at ways to connect to the past,” Dobson said. A few of us were talking and wondered who was the most famous person to come from the neighbourhood. Everyone said George Chuvalo.” Chuvalo, a member of the Boxing Hall of Fame and the Order of Canada, remains connected to the community and has many friends in the old neighbourhood.

Public-private partnerships could build transit: Tory
RAHUL GUPTA rgupta@insidetoronto.com Mayor John Tory said the city will examine making more use of Public-Private Partnerships (P3s) for future transportation projects, but insisted it’s only one option in addressing the city’s infrastructure deficit. P3s have grown increasingly popular among governments because they shift the burden of delivering major construction projects such as subway lines to the private sector. Recent projections put P3 investment as representing $92 billion in investment in the national economy. But critics say they end up costing the public purse more money over the long term and exclude unionized labour from bidding on lucrative construction contracts. Speaking after a keynote address to launch the Toronto
Region Board of Trade’s Transportation Summit Monday, Tory agreed looking toward P3s as a vehicle for speeding up construction on transportation plans represented a policy change for the city. “But there is no ideological basis to this,” Tory said. “There is no suggestion 100 per cent all the time (construction) should be done under this model.” He said the city would consider P3s on a projectby-project basis, and use the model when appropriate. tory defends smarttrack In regards to the transit plan that helped get him elected, Tory insisted he hasn’t read any reports indicating cost estimates or construction challenges for SmartTrack, saying ongoing studies haven’t yielded any recommendations. Tory also denied media reports that indicate costs for SmartTrack are already known. It is expected to exceed preliminary estimates of $8 billion because of the expense of building a “western spur” to
the Airport Corporate Centre in Mississauga. “I haven’t seen a draft or extract, not one word,” said Tory about ongoing planning and ridership modeling studies underway for SmartTrack. He said once the studies are complete, they will be made public. “But this notion there’s a report floating around that everyone’s seen is just not correct,” Tory, who spoke to some 350 summit attendees at the Westin Harbour Castle hotel, defended releasing the SmartTrack proposal absent of comprehensive study during the 2014 election. He said he was confident the studies will provide strong evidence the route is essential for improving transit reliability in the city and beyond. “I’m going to tell you SmartTrack with utilization of existing rail corridors in Toronto is going to be done, and so if we have to make some adjustments we will have that discussion when the reports are submitted.” City officials are expected to release their SmartTrack study findings in 2016.
TTC to improve by 2017, CEO says RAHUL GUPTA rgupta@insidetoronto.com Imagine a world where the subway runs to Vaughan, Presto readers are installed in every streetcar and TTC employees courteously usher riders into a station equipped with Wi-Fi. For regular TTC riders, the prospects of such an idealized transit future might seem remote. Yet that’s exactly the vision TTC CEO Andy Byford is pitching to his customers, one he vows will be reality in the next two years. “That might sound like a utopia a long way away, but we’re talking about the end of 2017,” the TTC CEO said during this week’s TTC Customer Town Hall. “It’s reality and it’s what we’re working on.”
Within two years, Byford and TTC Chair Josh Colle are promising the completion of the Spadina line six-stop extension, Presto availability and other improvements included in the transit commission’s five-year-master plan to modernize service and customer care. The meeting at Toronto City Hall allowed transit riders to voice their opinions and give feedback on improving the TTC’s operations directly to senior officials. The audience of about 100 was largely approving, breaking out into loud applause at times for Byford and Colle. Not all were willing to praise the TTC, however.
“I’m fed up that people with disabilities are being shafted in Scarborough,” said Emily Daigle, transit accessibility advocate. She has complained to the TTC about her difficulties commuting from near Bellamy Road to downtown, a trip that can take hours. One man asked Byford when early subway closures on the Yonge line would no longer be necessary, a practice that has continued for several years as the TTC makes repairs to the subway tunnels between Finch station and Eglinton. Byford said the practice will end at the end of the year. Colle also hinted extending King 504 streetcar service to Cherry Street could begin next year if a fare increase for 2016 are approved by the TTC board in November.

Public space under Gardiner gets boost New public spaces are promised for underneath the Gardiner Expressway thanks to a philanthropic donation to the city of $25 million. Project: Under Gardiner will establish a 10-acre public space and nearly two kilometres of multiuse trails on reclaimed lands under the Gardiner between Strachan Avenue and Spadina Avenue. Toronto architect Ken Greenberg will design the space, which will be built by Waterfront Toronto. An official name for the project will be decided via a contest beginning in December. The Ontario government is promising to provide an update on wider implementation of High Occupancy Toll or HOT lanes by the end of the year, but until then is staying mum on its plans. Transportation Minister Steven Del Duca asked for patience until the details are finalized, which he promised will be made known in a matter of weeks. The lanes are supposed
to be installed on 400-series highways. What is known is no regular lanes will be removed, and existing HOV carpool lanes will become tolling lanes for single occupancy vehicles. But there’s still no indication of locations, dates for implementation or how much the HOT lane will cost. Toronto’s share gas tax is $170M wof
Toronto will get nearly $170 million from this year’s allocation of provincial gas tax revenues. The province reserves two cents from every litre of gas taxed and hands the proceeds to municipalities for transit. No jets at Toronto island airport, says federal transport minister MP Marc Garneau uses Twitter to issue statement DAVID NICKLE dnickle@insidetoronto.com With two tweets, Canada’s new transportation minister Marc Garneau seems to have permanently cooled the prospect of jet aircraft using Billy Bishop Airport. “A s n e w Mi n i s t e r o f Transport, I have been enjoying learning about all my files including the Toronto Island Airport,” Garneau said on his Twitter account late Nov. 12. “I confirm that the Government of Canada’s position is the same as the Liberal Party of Canada’s commitment: we will not re-open the tripartite agreement for YTX (the Billy Bishop Airport.)” T h e G ov e r n m e n t o f Canada’s refusal to re-open the agreement effectively renders any further discussion or study of the airport
expansion moot: it requires all three levels of government’s agreement to make any changes to the restrictions against jet aircraft at the island airport. Porter Airlines had been requesting permission to extend the runway at the small commuter airport so it might accommodate jet aircraft. Porter had hoped to expand the range of its flights, which currently are limited by the range of its fleet of turboprop aircraft. Fo u r d ow n t ow n c i t y councillors – Mike Layton, Joe Cressy, Pam McConnell and Paula Fletcher – issued a joint statement following Garneau’s tweet. “We now know that jets will not fly out of an expanded Island Airport. Full stop,” the statement reads. “... our city can now return to the work
of ensuring existing airport operations better fit in with the local neighbourhood and city.” City officials have been working with the Ports Toronto and Porter on ways that jet aircraft might be accommodated. Layton (Trinity-Spadina) said that work should stop immediately. Scarborough Southwest Councillor Gary Crawford said he would have liked to have learned of the decision in a more official capacity, but he was resigned to the decision. “But when you consider the amount of work that staff has done, that Toronto has done ... It would have been nicer if it had been done differently than a tweet late at night,” he said. “We should give it the debate that it deserves.”

TCCF Angels celebrates 15th anniversary The Caribbean Children Foundation (tccfangels.com) celebrated its 15th anniversary by doing what it does best — raising funds to help even more children from the Caribbean get the health care they need. The organization invited local businesses and community members to join them for dinner, dancing and a night of entertainment, featuring calypso singer Macomere Fifi.
Since TCCF was founded in 2000, the organization has contributed more than $1.5 million towards the health care of over 70 children from across the Caribbean. Most of the funds were raised through donations from generous locals and businesses with each dollar going directly to those in need. The foundation is managed and run entirely by volunteers who work
tirelessly to help children with serious health concerns get the care they would not be able to find at home. TCCF works with the Hospital for Sick Children (SickKids) and the Herbie Fund to bring children from their homes in the Caribbean to North America for lifesaving treatment they would not get otherwise. Since the organization was started 15 years ago, adults and teenagers have written to tell their stories, made possible only because of TCCF’s assistance. One young man in Guyana had an operation 10 years ago to correct an issue with the blood flowing to his heart. He is now studying to become a doctor so he can help other children in need. A more recent TCCF Angel is Malachi
James. He needed emergency heart surgery and couldn’t wait to make it to SickKids from Jamaica. TCCF arranged for Malachi to fly to Florida instead and receive the care he desperately needed. Today, he’s a healthy, active child. In addition to fundraising, TCCF also collects used wheelchairs, walkers and canes from Canadians who no longer need them. All items are refurbished and sent to the Caribbean. This is an important initiative because there is a high number of people across the Caribbean who suffer from diabetes and many have lost a leg because of it. Etobicoke York Community Council (EYCC) councillors directed Transportation Services to investigate the feasibility of restricting vehicles exiting the eastbound Gardiner Expressway during the morning commute from turning south onto Park Lawn Road – at least for the duration of rehabilitation work currently being undertaken on the Gardiner. “Park Lawn and Lake Shore in Humber Bay Shores is at a tipping point,” EtobicokeLakeshore Councillor Mark Grimes told his fellow councillors at the Tuesday, Nov. 10 meeting. Cops launch RIDE program The holiday RIDE program launches today Toronto police will crack down on all types of impaired driving over the holiday season during the annual festive RIDE (Reduce Impaired Driving Everywhere) campaign that starts today. Toronto police launches this year’s campaign in partnership with other police services and the Canadian Automobile Association (CAA) at Humber College’s north campus in Etobicoke. The police is reminding drivers to be responsible, plan ahead and make smart choices about their transportation. They urge everyone to never drive impaired, to discourage others from doing so, and to call 911 if they see a suspected drunk driver on the road. “The message is clear: do not drink or use drugs and drive,” Toronto police said in a statement. The police service urges

Thistletown CI students score high marks for Mexican rice dish School comes in second place in rice contest Central Technical School culinary students took top prize in a brown rice competition to win money for their school’s nutrition program, while Etobicoke’s Thistletown Collegiate students came second. USA Rice awarded Central Tech students $600 for their fiesta tomato, corn and rice soup in an intense one-hour competition at the President’s Choice Cooking School at the Loblaws store at the former Maple Leaf Gardens. Council approves 40-storey Six Points condo, despite residents’ opposition CYNTHIA REASON creason@insidetoronto.com Etobicoke York Community Council (EYCC) approved a 40-storey condo just west of the Six Points area at its
Nov. 10 meeting, despite objections from residents who say the proposal is too tall. The mixed-use proposal for 5239, 5245 and 5249 Dundas St. W. and 3 Aukland Rd. calls for more than 5,000 square metres of retail space in a base building fronting the corner of Dundas Street West and Aukland Road and 378 condominium apartments in a 38-storey tower above that. Daniel Byrne, a VP with Main and Main Developments, told councillors at the meeting that the “very high quality” project in Etobicoke’s urban centre brought together a team of “world-leading architects, engineers and designers”. “It really is our goal that this project is going to set a new high-water
mark for the area and help shape the direction of the downtown as it develops,” he said. The city’s planning division agreed with that assessment, calling the proposed zoning bylaw amendments required to permit the development “appropriate” and representative of “good planning” in a report recommending approval. But area residents disagreed. “Such height precedents could render existing zoning null and void. (I) feel that such a precedent should not be set...” said Mike McGowan, one of two Viking Lane residents who spoke out against the proposal. McGowan said he thinks the maximum height of any future developments in the area should remain at 36 storeys.
McGowan also noted a lack of sufficient parking – the development includes five levels of underground parking containing 333 parking spaces (282 for the 378 condo units, and 51 for retail uses) – and his opinion that the Section 37 funding won’t sufficiently benefit the community impacted by the development. In total, the Section 37 agreement, the provision in the Ontario Planning Act that allows municipalities to extract benefits from developers in return for allowing development that exceeds height and/or density restrictions, will see the owner contribute $875,000 to be allocated in Ward 5 EtobicokeLakeshore, as follows: • $100,000 to the Islington BIA for streetscape improvements;

Etobicoke teen tops in pony jumping at Royal Agricultural Winter Fair Etobicoke pony jumper Laura Robertson closed out the 93rd Royal Agricultural Winter Fair over the weekend with a win at the Royal Horse Show. The 16-year-old Richview Collegiate Institute student topped the $5,000 Royal Pony Jumper Final Sunday, Nov. 15 while riding Royal, a chestnut pony owned by Charlotte Millar. Robertson and Royal took top call in the featured class for pony jumpers, which was presented by William Tilford and Marion Cunningham of
Marbill Hill Farm. “Pony jumpers are the first step in developing riders that can go forward, think on the fly and handle a wide variety of obstacles, terrain and approaches,” Cunningham said in a statement. “We are proud to support this competition at the Royal Horse Show, and proud to encourage the future of show jumping sport.” In claiming victory over 14 other entries, Robertson and Royal were the fastest of three double-clear efforts in the jump-off, breaking the
timer beam in 27.36 seconds – more than two seconds ahead of secondplace rider Raphaelle Ferreira of Prevost, Quebec. A French immersion student, Robertson began horseback riding lessons at age seven, but got serious about jumping four years ago under the tutelage of coach Dominique Maida of Dominique Maida Equestrian.
