As communities across Canada engaged in centennial projects, in Etobicoke, a massed choir of approximately 400 choristers assembled to perform for the borough’s official centennial celebration in September 1967. Choristers’ enthusiasm and a warm public reception made it permanent. “I think the choir is a testament to the dedication and commitment of a lot of people over the years,” said Lauren Mayer, a second alto with the Etobicoke Centennial Choir for the past 27 years. “People do it because of that love of singing and a commit● See SACRED, page 10

FEEDING OUR KIDS A Special Report on Child Poverty Hundreds of thousands of Canadian children are growing up in poverty. In Ontario, more than 370,000 children (or 13.8 per cent) lived in a low-income household in 2013, only slightly better than the national average of 14.3 per cent. Poverty often means food insecurity, an inability to fully participate at school and difficulty accessing services. See our story on page 3 to find out how Toronto’s young citizens are faring. Child poverty rates in Toronto differ by race and ethnicity Jonathan Zettel newsroom@insidetoronto.com Angela grew up poor and was determined to make a better life for herself. She owned a construction business with her husband, but in 2009, after he beat her during a night of drinking, she left with her three children. Angela, who agreed to speak to us anonymously, said she never expected to wind up with “three kids on the street, basically looking for the kindness of strangers to help me out.” The local women’s shelter would not admit boys older than 12 and Angela’s oldest was 15. That night in the emergency room, a nurse offered her a basement apartment. Since then, Angela and her three children, who live in Owen Sound, have come face-to-face with poverty and learned firsthand how it undermines opportunities to rebuild. In addition to lacking money for a car, telephone or food, Angela worries about her children’s mental and physical health. Stress, anger, anxiety and a sense of isolation, coupled with the poor-quality, processed, high-carbohydrate diet provided by food banks have led to asthma, stomach problems and poor immunity. “I couldn’t figure out why they were sick all the time,” she said, adding she would be called away from work frequently to tend to ill children, which made it hard to hold down a job. Angela’s three children struggled with school and missed out on school trips and extracurricular activities because even $5 for pizza day was out of reach. Housing was also a problem and the family has moved frequently. In one instance, Angela asked her landlord if he could supply her with a letter of residence so that she could apply for social assistance - instead he gave her an eviction notice because he didn’t want “that type of people

Toronto also has the highest rates of poverty and child poverty among Canada’s 20 largest cities, indicated a 2014 report, Colour of Poverty, by Children’s Aid Society of Toronto, Social Planning Toronto and Family Service Toronto. There is “stark inequality” in children’s lives across Toronto neighbourhoods, stated a 2014 Social Planning Toronto report, The Hidden Epidemic: A Report on Child and Family Poverty in Toronto. Low-income rates among children ranged from five per cent in Lawrence Park North and South, Leaside-Bennington and Kingsway South, to 10 times higher

- more than 50 per cent in Regent Park, Moss Park, Thorncliffe Park and Oakridge. The report findings echoed others that found poverty varies greatly in Toronto by race and ethnicity, with people of African and Middle Eastern backgrounds three times more likely to live on low incomes than those of European backgrounds. In April 2014, Toronto City Council voted unanimously to develop a poverty reduction strategy. Its target: to end child poverty within a generation by 2035. Toronto’s strategy contains 17 recommendations and 71 actions to respond to the immediate needs of low-income Torontonians, to create pathways out of poverty, and to address the systemic causes of equality, the city stated. The Toronto Poverty Reduction Strategy focuses on housing stability; service equity; transit

equity; food access; quality jobs and livable wages, and systemic change. This month, a new children’s charity launched with a mandate to be a strong, independent voice for Canada’s children. Children First Canada stated while Canada is the fifth mostprosperous nation in the world, the country is falling behind in its protection and care of its children. “There is a big disconnect between what we perceive to be the case when it comes to the wellbeing of kids in Canada and what’s actually going on,” the charity’s founder Sara Austin, an international children’s rights advocate and former leader with World Vision Canada, said in a statement. “While we assume Canadian children are well cared and provided for, child poverty and suffering has reached epidemic levels in cities and towns across the

country.” The charity is calling on Ottawa to appoint an independent children’s commissioner to advocate for children, and to publish an annual children’s budget to track federal funding. The Liberals promised a children’s commissioner during the 2015 election campaign, Austin noted in a speech Nov. 16 to a Toronto meeting of the Empire Club of Canada. The government is “still studying the idea,” said a spokesperson for Jean-Yves, Duclos, minister of families, children and social development, last week when asked about the pledge. The charity also wants Canadians to volunteer with children’s organizations, talk about the issue of child poverty with friends, neighbours and family, and donate to children’s charities. Time to break the cycle of child poverty

The Etobicoke Guardian, published every Thursday, is a division of the Metroland Media Group Ltd., a wholly-owned subsidiary of Torstar Corporation. The Metroland family of newspapers is comprised of more than 100 community publications across Ontario.

The Etobicoke Guardian is a member of the National NewsMedia Council. Complainants are urged to bring their concerns to the attention of the newspaper and, if not satisfied, write The National NewsMedia Council, Suite 200, 890 Yonge St., Toronto, ON M4W 2H2. T

his is where it starts: sometime this month – or maybe next – a mid-size company in the Greater Toronto Area is pushed to outsource a department to stay viable. A person loses a job. At first, he finds freelance work, then temporary manual labour gigs. Then, nothing. A single parent, he looks at starting his own business, but that would require an infusion of cash. Or retraining, but that, too, would cost money, and leave the household without an income for an extended period of time. The first things to go are the luxuries – TV packages, smartphones, music lessons. The SUV is traded in for a used compact car. Next come some harder choices – running the washing machine less often to save on hydro and water, fewer trips to the grocery store supplemented with items from the local food bank. One day – and then the next– both kids go to school without breakfast. These are the faces of child poverty in our communities. In a Metroland special investigative series, reporters from community papers across southern Ontario examine the issue of child poverty, which may at first blush not be visible some areas of Toronto. One of the stories is online and in print today, the rest can be found at insidetoronto.com They present research that says more than 370,000 Ontario children (or 13.8 per cent) lived in a lowincome household in 2013, only slightly better than the national average of 14.3 per cent. They also found that more than 800,000 students take part in more than 4,000 school meal programs across the province. Certainly, initiatives such as the recent changes to the Child Tax Benefit program will help address the problem. As well, accurate, detailed information garnered through the recently restored long-form Census will aid in creating a focused poverty plan. But it could be years before such strategies bear fruit. Other avenues that need to be explored include economic development initiatives that focus on maintaining – and creating – local jobs, investments in training and seeking out ways to help Ontario Works clients secure meaningful employment without worrying about clawbacks to benefits. Most of all, students need to learn life skills and strategies that will help put them on a path to a successful future. Make no mistake: child poverty is family poverty, and it is a cycle we need to break. We all have a part to play. Let’s get to it.

Dreaming the impossible dream of breaking up Toronto I have met the Don Quixote of Toronto’s suburbs. He’s out there, mostly on weekends, trying to free Scarborough from the clutches of Toronto by gathering signatures door to door. About 400,000 should do it. Then Kathleen Wynne must listen. Ontario’s premier will hold a vote, and return Scarborough, after two decades of abuse, back to its fiscally-responsible people. “It’s been an abysmal failure, amalgamation,” says Robert McDermott, leader of the Free Scarborough Campaign. “It was undemocratic, forcefully and arrogantly put through.” McDermott is a realtor who tried running for council in Scarborough, and led a Toronto-wide slate of candidates against

MIkE ADLER Edges of Toronto our municipal land transfer tax. That didn’t work, and neither will this. Mike Harris didn’t listen in 1997, when people in each of Toronto’s former cities voted not to merge. A generation has passed since Scarborough’s city hall became the half-empty, mostly irrelevant relic of 1970s architecture it is today. Independent Scarborough is gone. Its residents have as much chance of

escaping Toronto as people in Leaside, Forest Hill or Long Branch. But an ache remains, not just in Scarborough but everywhere away from the Megacity’s core. At its heart is one conviction: our money flows downtown, and doesn’t return. “We can only remember how happy we were,” says Giorgio Mammoliti, a North York councillor. “All we get are scraps to appease us in the suburbs.” Downtown’s Rail Deck Park, perhaps to cost billions, is far away. In neighbourhoods called Rustic and Oakridge, the city asks residents to show up, vote and then, just maybe, it will put lights in the park or replace cracked sidewalk planters. Suburban councillors fought to save traditions of their former cities, but

these were mostly about leaf collection and parking. Those former cities are older now, and poorer. An independent Scarborough in 2018 would have responsibilities its leaders couldn’t fathom as its subdivisions were built. I don’t know what you call your neighbourhood, or why. Does North York still exist for you? Does East York? That’s part of this column, finding out. McDermott still dreams the impossible dream. We’re stuck with each other. Mike Adler is a reporter for Metroland Media Toronto. Edges of Toronto is a column about how people see life in Toronto differently, depending on where they live. Walk the Beat sees community, police come together to ‘take back’ Marie Curtis Park

Event is culmination of Project Marie police operation aimed at cracking down on ‘lewd’ behaviour in the park Cynthia Reason creason@insidetoronto.com

insidetoronto.com

Both supporters and detractors of 22 Division’s Project Marie in Marie Curtis Park braved the cold and rainy weather on Saturday to have their voices heard at the Etobicoke waterfront park. According to Const. Kevin Ward of 22 Division’s Community Response Unit, the Nov. 19 Walk the Beat event was organized as the culmination of the two-month police operation aimed at cracking down on ‘lewd’ behaviour at the park that straddles the Mississauga border. “We’re trying to get the community involved to actively use the park, to feel safe in the park and to deter some of the other illegitimate activities that are taking place here,” Ward said of Saturday’s event, which included a barbecue, park clean-up, and candle light walk through the park at dusk with officers from both the Toronto and Peel Region police services. In total, Ward said 89 charges have been laid against 78 people over the course of Project Marie. Of those charges, only one was criminal, while the other 88 were bylaw and Provincial Offences Act charges: 71 for lewd behaviour, 13 for being in the park after hours, three for trespassing and one in relation to the Liquor Licence Act. For local residents like Diana, who asked that her

last name not be used, news of Project Marie came as a relief. The mother of two, who’s lived across the street from Marie Curtis for more than four years, said she often frequents the park with her threeyear-old daughter and 18-month-old son - but it was only recently that she had her first “alarming” confrontation in the park. “It was the first nice day of spring this May and I was just walking with my son on the (shared pedestrian/cyclist) path close to the lake on the Mississauga side,” she said in an interview with the Etobicoke Guardian on Saturday. “Then all of a sudden out of the bushes comes this man completely naked - as naked as the day he was born - holding what looked like a pair of underwear, and he literally just sauntered across the path as if this was the most normal thing.” The man, with whom she made eye contact, neither spoke to her nor made any threatening move to approach her, but Diana said she was still left shaken by the encounter. Not everyone in attendance at Saturday’s Walk the Beat event, however, was supportive of local police’s efforts through Project Marie. Mikiki, who doesn’t use a last name, was one of several concerned members of the LGBT community in Toronto who organized a Facebook group called ‘Queers Crash the Beat’ to host a peaceful protest at Marie Curtis Park to coincide with Saturday’s Walk the Beat event. “Undercover sting operations are usually reserved for the most serious or heinous of crimes. When we see that the tickets issued (for Project Marie) are mostly for bylaw infractions, yet we have this level or organization and expenditure happening, it really does seem unbalanced,” Mikiki said.

Cynthia Reason/METROLAND

Above, Police from Toronto Police’s 22 Division joined with Peel Region Police and local residents at Marie Curtis Park Saturday for a Walk the Beat event, aimed at ‘taking back’ the park following a two-month police operation targeting lewd behaviour. Right, Mikiki, one of a number of concerned members of the Toronto LGBT community, helped organize a Queers Crash the Beat peaceful protest to coincide with Saturday’s Walk the Beat event at Marie Curtis Park. “..They say it’s not targeted towards gay men, but when all the people that are charged are men who are having sex with men, it makes the gay community feel like we’ve been targeted.” The purpose of the protest, he added, was fourfold: - to call for an end to Toronto Police Services’ “wild and inflammatory rhetoric” about the nature of the Project Marie arrests; - to call on the LGBTQ2 community to offer “support and understanding” for the men arrested in Project Marie, and ask them to come together to demand that Toronto Police Services cease and desist Project Marie and

any similar undercover sting operations in the future. - to call on Police Chief Mark Saunders to publicly condemn Project Marie, to clarify who at Toronto Polices Services gave the go-ahead for the operation, and to reveal the total costs associated with it. - and, lastly, to call on Attorney General Yasir Naqvi to intervene and withdraw all charges facing the individuals charged as a result of Project Marie, and to expunge those individuals’ records. Etobicoke-Lake Councillor Mark Grimes called that criticism of Project Marie “misinformed.” “They think it was an uncover sting operation,

but that’s totally incorrect,” Grimes said. “We had an educational component to it, when officers were down here in uniform for a couple weeks,

then charges were laid. “So that’s not what it’s about - it’s about stopping the lewd behaviour in our park and that’s all it’s about.”

Good hearing but trouble with conversation? This improvement in hearing can be achieved for some clients through the new Phonak Audéo V’s hearing aids. This cutting-edge hearing technology comes in a miniature casing that can significantly enhance the user’s ability to hear speech in company. The hearing aids attune to the person you are speaking to and can also recognize if ambient noise increases in the background.

insidetoronto.com

A lot of people have trouble catching what people say, especially in group situations, despite having good hearing. What a lot of people don’t know is that this may be caused by damage to the so-called motor or amplifier function of special cells in the ear. A new type of hearing aid can help balance this out. A great many people have difficulty hearing others clearly on a daily basis. Bad acoustics, unclear pronunciation, background noise and music often make it challenging to catch what people say. This results in them having to repeatedly ask questions, straining to hear and perhaps increasingly avoiding discussions in large groups. As mentioned earlier, this may be caused by malfunctions in special cells in the ear. According to a theory proposed by hearing researchers, “motor cells” are a type of hair cell responsible for amplifying quiet sounds. They vibrate up to 20,000 times per second. If these hair cells do not work properly then quiet sounds are no longer naturally

Hair cells in the ear move very rapidly and can act as an amplifier or dampener. If these cells are damaged, they can no longer properly amplify speech and dampen loud noises. amplified in the ear and loud sounds no longer dampened. This leads to more difficulty in hearing what is said in a lot of situations. If the hair cells have been damaged by noise or blood circulation problems, hearing aids that amplify quiet speech and dampen loud ambient noise can be a good solution for most people.

Hearing sensation! Swiss researchers: Audéo V is superior for conversation.

Connect Hearing is currently looking to improve hearing for people who experience these challenges and want to try this new technology. We are particularly interested in candidates who have trouble hearing speech in the situations discussed above and can benefit from a trial to see whether they notice an improvement.

Fenech attended high school at Runnymede Collegiate where he played many varsity sports. This is where he discovered his true passion: football. In 2015, Fenech took it upon himself to recruit players and run the practices over the summer months prior to the school football season starting. Motorists urged to be prepared for winter weather Snow is in the forecast

Andrew PAlAmArchuk apalamarchuk@insidetoronto.com Motorists should get themselves and their vehicles ready for winter driving before the bad weather hits, CAA and Toronto police urge. “The weather is set to turn, and we want to get drivers thinking about how to be best prepared and to stay safe in these conditions,” CAA spokesperson Jeff LeMoine said. “Changing your mindset so that you’re more patient, leaving yourself more time and space on the road, all of those things will help to keep us all safe.” Police and CAA held a media event in Etobicoke Wednesday morning where officers used a special “skid car” to demonstrate techniques to get out of a skid. “The easiest way to describe it is you steer where you want to go,” Const. Clint Stibbe said. “The reality is in some cases

when you do that, you overcorrect and then the vehicle begins to swing back the other way. You now have to compensate for that correction and you have to do it immediately. If you have to sit there and think about it, you’re not prepared ... (and) you’ll be out of control and involved in a collision.” Snow could hit Toronto on Sunday, and police see a spike in collisions whenever there’s a sudden change in weather conditions. Stibbe said motorist behaviour should also change by slower driving and no sudden braking. “We depend so much on our safety system in the cars. In some cases we’re putting so much faith in them that we’re overdriving the road conditions and the safety systems and essentially putting ourselves out of control.” LeMoine said vehicles should also be made ready for the winter. “You want to make sure your lighting system is fully working,” he said. “Your windshield

CAA offers these additional tips for winter driving: ● Stay on main roads ● Keep a phone charger in your car ● Avoid using overdrive or cruise control ● Slow down and move over for emergency vehicles ● Never pass a snow plow on the right-hand side ● Practice emergency braking to understand how your vehicle will react ● Ensure your gas tank is always above half full wipers should be functioning well because if you can’t see through your windshield it’s unsafe, and make sure your washer fluid is topped up, that your oil is in good standing.” LeMoine also suggests having a survival kit and an emergency roadside kit in vehicles. Having Kitty Litter is also a good idea. “If your vehicle becomes stuck in a situation where the tires can’t grip the surface of the

Metroland Media Toronto appoints Georgia Balogiannis as Managing Editor Georgia Balogiannis has been named Managing Editor, Metroland Media Toronto has announced. Balogiannis is responsible for managing the daily operations of the newsroom, as well as contributing to the editorial strategy of the nine community newspapers and its news website, insidetoronto.com "In the time Georgia and I have worked together she has demonstrated her passion and commitment to her team and community news," Grace Peacock, Metroland Media Toronto Editor-in-Chief, said in a statement. "I have no doubt her enthusiasm for journalism and this city will serve our readers well." Balogiannis had been an acting managing editor with Metroland Media

Toronto for the past year. Previously, Balogiannis had been a news editor with Metroland Media Toronto for the past seven years, during which she gained an understanding and appreciation of the communities the Toronto media outlet serves. "This appointment has honoured and humbled me," Balogiannis said in a statement, noting while she's from the city's eastend, she has always considered the entire City of Toronto her home. "While each community is unique, what binds us is our collective desire to affect change in the areas we live." Previously, a passion for all kinds of journalism led Balogiannis to pursue a career in television. She worked at CKVR as a writ-

er, assignment editor and did some on-air reporting. When CHUM was sold to CTV, Balogiannis' TV job vanished. Ever determined, and blessed with a natural radio voice, Balogiannis made a demo tape and approached 680 News. She worked there as an anchor and producer for seven years, even after she returned to Metroland. Balogiannis said her TV and radio experience positions her well to lead a news team responding to breaking news, and to understand the importance of getting stories online quickly and accurately. She values teamwork, and exhibits understanding and compassion in her leadership role. "We have a dedicated team of journalists here.

These are the traits that make a journalist great, and I'm so lucky to be able to play a small part in our success as a news organization," she said. Balogiannis sits on the journalism program advi-

sory committee of Centennial College, her alma mater. This year, Balogiannis is one of the lead editors on an ambitious digital and print project, titled The Millennial Mission. The project examines: how post-secondary institutions

are preparing millennials for the workforce, what employers are seeking from graduates, and what type of entrepreneurial opportunities millennials are creating for themselves. Balogiannis holds a journalism diploma from Centennial College.

Private garbage collection is one of life’s few certainties

In these uncertain times, few things are inevitable. One notable exception, is the 2017 contracting out of curbside garbage collection. On Monday, Mayor John Tory made that very clear. Without even a staff report recommending the move - indeed, with a notvery-old report from former city staff, arguing that private garbage collection city-wide is a bad idea Tory rose with the sun for a dawn news conference saying he intends to put out calls to private-sector haulers early in the new year, to see what kind of garbage collection the city can get for its buck. “I think there will be savings. It’s difficult for me to quantify them,” said Tory. Those savings may well be quantified in a new staff report by the new staff - mixing in some new factors, such as a recent

DAVID NICKLE The City review of the state of the city’s fleet of garbage trucks and the reality of a new collective agreement with CUPE Local 416 that makes it easier to get out of the business. That is, of course, uncertain. But what’s certain is Tory’s - and therefore a likely voting majority of Toronto Council’s resolve. Many councillors have wanted to pull the plug on city-run garbage collection for decades. Tory noted that he promised to contract out garbage during the election. It is a remarkably sim-

ilar argument to the one that Tory made about his continued support of the Scarborough subway in the face of growing evidence that building it was a bad use of scarce funds. Promises made, promises kept. City planning staff had to do some backflips to come up with a working plan for the subway, and so they will to come up with a safe way to contract out. A good start would be to make sure that the contractor taking care of the city’s west end and the one looking after the east aren’t the same outfit - and making sure that it stays that way. And a larger exit strategy, that lets the city do the job itself if the price for the private sector gets too high, wouldn’t hurt either. David Nickle is Metroland Media Toronto’s city hall reporter. CONSUMER FEATURE

On November 1, 2013, Expert Mortgage launched the “85Alive”program in Ontario. The concept was simple: as long as you had a pulse, Expert Mortgage would provide you with a home equity loan, up to 85 percent of the value of your property. No job required. Bad credit, OK. The reason why Expert Mortgage could offer a “no questions asked” lending program, while the major banks could not, is that they represent over 200 private lenders who lend strictly on property value. These subprime lenders specialize in mortgage clients who have had some bad luck, and need a helping hand until they get back on their feet. The program has been so successful that Expert Mortgage can barely keep up with the volume of calls. To help fund this unexpectedly large number of borrowers, it has partnered up with dozens more private lenders.

Licensed Mortgage Agent Puneet Garg, Expert Mortgage’s “85-Alive” representative for the GTA Region, says, “We’re seeing mostly homeowners behind on mortgage and property taxes. The banks are refusing to restructure their loans. Many of these people have lost jobs due to the bad economy... or they’re self-employed. Unless you are a perfect applicant, the bank doesn’t want to talk to you.” But not everyone condones Expert Mortgage’s easy lending criteria. A local real estate agent with 25 years of experience, who has asked to remain anonymous, says, “When this market turns down, it’s going to get ugly! It’s utter financial suicide for Expert Mortgage to be giving money away so easily to clients without the ability to make payments. I’d be surprised if they’re still in business five years from now.” Nonetheless, homeowners

like Anita P. don’t see a problem with the program. When questioned on how she plans on making payments on her mortgage when she has no income, Anita responds, “We were four months behind on our mortgage and they saved our house. My husband has been unemployed for nine months. He won’t be unemployed forever. We used the 85-Alive loan to pay off all our debt. We also had $25,000 left over that we put in the bank for emergencies. And to make life easy, they worked it out so we have no mortgage payments for 12 months.” For more details on the ”85-Alive” program, contact Puneet Garg, Mortgage Agent 647-852-4274. www.TalkToPuneet.ca

Long nights and freezing days call for staying indoors and hibernating at home all season. But instead of missing warmer weather, you can embrace the snow and cooler temperatures by cosying up to winter with these tips. 1. Scents of the season. Create a cheerful mood from the moment you set foot in the door with delicious aromas that are an antidote for the winter blues. Light candles with scents like cinnamon, fresh pine needles, peppermint, vanilla bean, eucalyptus, and cloves. Or make your own DIY scent diffusers with twigs from your backyard, a mason jar, and essential oils that remind you of the holidays. 2. Cook up a storm. Indulge before swimsuit season with hearty comfort foods like soups, stews, and chilies. If you’re a dedicated home chef or looking to spend more time experimenting in the kitchen during the cooler months, a propane or gas stove might be a good investment for fancier dishes that require higher heat and greater control. If you

feel like channeling your inner Martha Stewart, bake cookies a few times a week for a longlasting uplifting smell. You can also fake it by mixing a teaspoon of your favourite spices with vanilla and two cups of water and heating the mixture on the stove. 3. Choose a green, cost-effective heat source. We all love curling up by the fireplace with a blanket and great book or movie. Wood-burning fireplaces actually let cold air in and allow

heat to escape up the chimney. Switch to a propane one for all of the warmth and none of the drawbacks. Also consider heating your home with propane instead of oil or electricity for a more energy and cost-efficient heat source. Never worry about running out of fuel with Superior Propane’s Smart Tank, which sends you text and email alerts when you’re low and automatically schedules a delivery.

Susan Quaglieri and Zaza Espresso Bar host charitable holiday trunk show It’s time to get into the holiday spirit. And what better way to spread the love this Christmas than spending an afternoon shopping for gifts for your loved ones and supporting the community at the same time. Susan Quaglieri and Zaza Espresso Bar are hosting a Holiday Trunk Show and Sale at Zaza Espresso Bar, located at 324 Scarlett Rd., on Sunday December 4, from 12 p.m. to 4 p.m. The event will feature vendors offering jewelry, fashion, essential oils, candles, wrapping paper and gifts for everyone on your list. Once purchased, shoppers can have them wrapped at a gift wrapping station. Money raised at this well needed event will go towards helping a family in Etobicoke in desperate need of a Christmas. Funds collected from a prize draw will also go to the family. “We take our lives for granted, and I’ve met a lot of families who aren’t as lucky as I am,” says

Susan. “Some families will never own their own house, or have a chance to go away, or be able to buy their children a bicycle. Hosting this event is a chance to make wishes come true for a family in Etobicoke.” This is the first time Susan is hosting an event like this, and hopes to make it a Christmas tradition. it every year. Last year, Nancy helped a family where the mother was hospitalized over Christmas, and Nancy collected donations and brought over all the trimmings so the family could celebrate Christmas together in the hospital. The Kip DisTricT

Now under construction in emerging central Etobicoke

C

oncert Properties is proud to be leading the way in the evolving Central Etobicoke neighbourhood with their master-planned community, The Kip District. This development, now under construction, is located at the intersection of Kipling and Dundas, adjacent to Kipling Station. The Kip Tower One represents an opportunity to get in early within a neighbourhood poised for growth – after all, savvy investing is all about timing. And with limited time pricing starting from the mid-$200’s, as well as a credit on closing incentive program, there has never been a better time to get in. This is among Central Etobicoke’s best condominium values, and it won’t last long. The Kip District is a thoughtfully designed community that will feature five architecturally distinctive towers. They will stand proud in Etobicoke’s skyline and will be complemented by a central square and park. Designed by U31, homes at The Kip District Tower One feature distinctly modern design. Bright, open spaces benefit from over-height eight-ft.-six in. ceilings and flexible, well-designed floorplans. Balconies and terraces extend living spaces and provide the opportunity to enjoy warmer weather. Contemporary linear kitchens with exceptional layouts have two-toned laminate cabinetry combined with quartz countertops, integrated dishwasher and built-in oven, stove and microwave to create a streamlined, built-in aesthetic. Timeless bathrooms feature clean lines and a warm colour palette. The Kip One also features well-designed common spaces such as the sophisticated double-height lobby as well as thoughtful amenities for your entertainment, fitness and convenience. Spend time with friends

and loved ones on the outdoor barbecue terrace; rooftop party room with catering kitchen, fireside lounge and wet bar; theatre or billiards room. For cyclists, there’s bicycle storage. For those who would rather hit the gym, The Kip District Tower One has that too. Pet owners will appreciate the park, central square and pet wash station. Homeowners within The Kip District will also benefit from many infrastructure and public realm improvements that are coming to the area. After all, Central Etobicoke has been identified by the City of Toronto as an urban growth centre that will develop to be the focal point for the western part of the City. The area is expected to help accommodate the expected 40 percent population growth the GTA will see by 2041. The Kipling Station Anchor Mobility Hub expansion will result in better connections between TTC, MiWay and GO Transit. The Six Points Interchange Reconfiguration will enhance vehicle traffic flow and accommodate future growth while at the same time make the area welcoming for pedestrians and bikes. The City’s Etobicoke Centre Public Space and Streetscape Improvements Plan seeks to transform Dundas into an active, lively and people-oriented space. It isn’t often that an opportunity arises to be among the first to buy in an emerging new, transit-oriented master-planned community in a rapidly-developing area. Take the next steps towards securing a quality home that could also prove to be a great investment by visiting TheKipDistrict.com.

CommuniTY

Skip the big box store this Black Friday: Toronto BIAs Dominik kurek dkurek@thetopic.ca

You can expect a busy shopping day Friday, Nov. 25, otherwise known as Black Friday, but it doesn’t have to be a stressful one. Parkdale Village BIA executive director Anna Bartula said Black Friday is the kick off holiday shopping season for many people, a day filled with retail deals, and one that is also full of line-ups, parking headaches and jostling in shops. “My survival tip is to shop within your local community, because that’s where you’re going to find no line-ups and you’re not going to get that overwhelming bustle of a shopping centre where you are fighting for parking, lining up to eat, trying to find a bathroom, waiting in line to get into large shops,” she said. That sentiment is echoed by the Toronto Association of Business Improvement Areas, which encourages shoppers to visit their local market. When Black Friday retail deals arrived in Canada a few

years ago, it was the Canadian retailers’ response to the deals shoppers were increasingly finding online and south of the border as a way to re-capture those shoppers. Now, it has fully blown into a Canadian shopping day. Toronto’s BIAs launched their Shop Local campaign a few years ago on Black Friday weekend, trying to capture those same shoppers with their own deals. For some retailers, particularly the larger chain stores, the day has even surpassed Boxing Day, Bartula said. That’s even evident at Metroland Media Toronto, which last year delivered 20 million flyers the week of Black Friday, while delivering 15.6 million flyers leading up to Boxing Day. Black Friday flyer deliver had surpassed Boxing Day some years before. While Black Friday may have surpassed Boxing Day, Bartula said the two days offer different opportunities for shoppers. “Boxing Day is the day I go out and get a mattress,” she said. “On Black Friday or Shop

Black Friday is no longer a unique event observed only in the United States. Business Improvement Areas in Toronto are encouraging shoppers to forego the malls and big box retailers and shop locally. Local weekend, it’s gift-giving, that’s certainly on the majority of people’s minds.” Black Friday began in the

United States as the shopping day after Thanksgiving, much like Canada’s Boxing Day, according to Schulich School

of Business marketing professor Detlev Zwick. Thanksgiving is often a bigger holiday than Christmas in the U.S. because it is a four-day holiday and Boxing Day is not a statutory holiday like it is in Canada. “Black Friday has become a globalized phenomenon,” he said. “For example, I was watching Russian television and they have ads for Black Friday there. There is no Thanksgiving in Russia.” While one may think a sale event like Black Friday would increase the number of dollars spent on holiday gifts as people prepare for December, that’s not necessarily the case, Zwick added. Essentially, having such a large event means holiday shopping dollars is concentrated on one day rather than spread out over a longer period of time. Many shoppers set finite holiday shopping budgets, meaning the amount of money spent on Black Friday merchandise will determine how much retailers spend throughout December leading up to Christmas. - With files from Lisa Queen

Toronto Christmas Market opens for the season The seventh annual Christmas Market is open in the Distillery Historic District. Like those that originated in Germany in the 1400s, the Christmas market celebrates the traditional sights, sounds, and scents of the holiday season. Preparations have been underway for several weeks. On Nov. 2, the festival’s iconic Christmas tree was delivered and installed. The 52-foot-tall white spruce has been decorat-

ed with more than 18,000 lights and ornaments. Ontario Wood and Forests Ontario, a long-standing partner of the Toronto Christmas Market, donated the tree. The not-for-profit organization is dedicated to the renewal and stewardship of Ontario’s forests. A massive Christmas countdown clock was also installed that same day. Certified by and synced with Santa Claus and the North Pole, the 10-foot-tall clock is a new feature of the Toronto Christmas

Market, which runs until Dec. 22 at the Distillery Historic District, which is east of Parliament Street and south of Front Street. Admission is free during the week and $6 on weekends starting at 5 p.m. on Fridays. Those wishing to attend are encouraged to buy tickets online in advance to avoid lineups. Festival organizers have also introduced a $20 fast pass. Visit http://www.torontochristmasmarket.com/ for more information.

Thousands of people went to watch the annual lighting of the Christmas tree and the opening of the Distillery District’s Christmas Market. Dan Pearce/Metroland

Etobicoke pony jumper wins again Etobicoke’s Laura Robertson rode to victory for a second year in a row at the Royal Pony Jumper Final on Sunday, Nov. 6 at the 94th Royal Agricultural Winter Fair. Robertson, a Grade 12 at Richview Collegiate Institute, secured her repeat win with new mount Bloomsbury, an 11-yearold chestnut mare owned by Katie Bowering. “This is the second year I’ve done pony jumpers and my first full season on a completely new pony to the jumper scene,” said Robertson, 17, who leased Bloomsbury under the direction of trainer Dominique Maida of King City, Ont. “She was a backyard pony, and her owner called my coach saying she had a pony she wanted to find someone for. We tried her and took her the same day.” “She’s sassy and definitely has a personality, but she is the sweetest pony and is a lot of fun,” she added. Although they had a rail down, Robertson and Bloomsbury stopped the clock in 28.02 seconds to ultimately win the $5,000 Royal Pony Jumper Final after Grace Munro of Wolfville, NS, and her own Ever So Clever picked up eight faults in 25.79 seconds. As she moves on from the pony ranks,

Laura Robertson of Toronto, on Bloomsbury, claimed victory in the $5,000 Royal Pony Jumper Final, presented by Marbill Hill Farm, at the Royal Agricultural Winter Fair.

Robertson already has her sights set on returning to The Royal Horse Show in 2017. “I have come to The Royal every year since before I can remember, and I remember looking out at that ring, seeing all these amazing riders, and saying that one day I would be out there,” she said. “To be here is a pretty incredible feeling and a great experience.”

TTC board approves 10 cent fare hike for 2017

Presto integration, Spadina subway extension present major financial pressures, says Josh Colle Rahul Gupta rgupta@insidetoronto.com

facing for this year's operating budget - what's currently unfunded even with projected revenue from the fare increase plus over $14.4-million from the TTC's reserves taken into account. TTC staff had prepared an "Armageddon list" of potential service cuts and fare discounts for the board to consider implementing. But in the end, the board opted to approve an unbalanced budget and force Toronto Council to come up with the money, or make the decision to cut service. Colle defended the move, saying the TTC had already slashed its costs and met a mandate from Mayor John Tory to reduce expenditures by 2.6 per cent, representing $16-million toward the TTC's 2017 operating budget. It identified a total of $75-million in cost savings, from reduced administrative expenses to cheaper fuel costs. Any more cuts, and service will be affected, he said. "The good news is kids will continue to ride for free ... and at the same time we've approved hundreds of new buses, renovated stations, overhauled subways and streetcars on top of the tens of millions added in new service," he said. "That's something you'd want to preserve."

Another fare increase will come as a disappointment to riders, the chair of the TTC concedes. But Josh Colle insists it's necessary to fund major transformative changes to the transit commission next year. Colle and a majority of the TTC's board of commissioners voted Monday for a ten-cent increase in 2017. To soften the blow, the board also endorsed a freeze for 2018, with the rationale of keeping transit prices at the rate of inflation. A modest increase, the sixth consecutive year one has been imposed, was necessary to provide a balance between offering more service and dealing with economic realities, he said. "We're doing our best to find that sweet spot in

challenging economic times to continue to deliver better service without letting fares rise too much," said Colle following Monday's marathon meeting at city hall which saw dozens of public debutantes plead unsuccessfully with the transit commission's board to not impose another TTC fare hike. "With some of the immense pressures that are unique to 2017, we just have to be upfront about that source of revenue." Next year will be a pivotal one for the TTC, with the PRESTO fare card system set to be fully integrated, plus the opening of the Spadina Subway extension. Hundreds of millions in federal funding is also set to flow for badly-needed repair projects that don't receive the fanfare of a ribbon cutting but are no less important in making the TTC more reliable, said Colle. But that comes as small relief to transit riders who at the start of January will see ticket/token prices jump up to an even $3, monthly Metropasses go up by nearly $5, as well as reduced discounts on student and seniors fares. Adult cash fares are exempt from the fare hike and will stay at $3.25. Of equal concern is the $61-million gap the TTC is

Fare hike aside, it could have been worse for transit riders This will come as small solace to hundreds of millions of TTC riders facing another fare hike next year, but it could have been a lot worse. With the TTC facing a $61-million funding gap, staff had assembled an “Armageddon list” of services and fare discounts to potentially axe, everything from discounts for War Amps to the new service upgrades announced with great fanfare by Mayor John Tory and TTC board chair Josh Colle just last year. As CEO Andy Byford was quick to mention, no staff recommendations were made on what to cut, just a “menu of options” for the board to consider, making for a really terrible meal for transit riders. What they ended up getting, a 10-cent fare hike, is lukewarm to be sure but not nearly the disaster it could have been. And there

Rahul GuPTa TO in Transit might even be a measure of respite coming in 2018, if the board is sincere in its plan to freeze fares for the first time since 2011. By passing an unbalanced budget, the TTC board has placed the pressure squarely on Toronto Council, and most crucially Mayor Tory, to deliver the tough medicine if the intention is to achieve $61-million in cost-savings at the expense of service. It seems unfathomable Tory would go against his repeated pledges for better transit and hamstring the tran-

sit commission at a point when it’s finally starting to see some gains following years of underfunding, particularly since he’s been quick to take credit for the service improvements. Let’s be clear here: a fare hike for the sixth straight year is nothing to be proud of. Tough choices will have to be made by too many Torontonians as whether to purchase transit fares or spend it on a more essential need, like food. One million fewer riders will take the TTC in 2017. And in the absence of a longterm funding strategy or manna from a higher level of government, more tough decisions will have to be made at this time next year on how to keep the trains, streetcars and buses running. West-end councillors endorse 399-unit development on Dundas West

Residents voice concerns over increased traffic CYNThIa ReasON creason@insidetoronto.com

West-end councillors unanimously endorsed a development proposal that will bring 399 residential units and just over 3,000 square metres of retail space to the RONA site on Dundas Street West in Etobicoke. The proposed development includes; an eight-storey mixeduse building containing 116 residential units fronting Dundas Street West, two blocks of threestorey stacked townhouses total-

ling 80 units, and a 21-storey, 203unit apartment building at the rear of the site at 4208, 4210 and 4214 Dundas St. W., just east of Royal York Road. If ultimately approved, the development will also include a public road, a public park, and 522 parking spaces - and translate into an influx of $300,000 in Section 37 funds, to be earmarked for parkland improvements, better access to the Humber River Valley trail system and/or community facilities in Ward 4. Several local residents who spoke at the Nov. 15 meeting of Etobicoke York Community Council, however, said they fear the development will also bring even more heavy traffic to an area that already suffers chronic rush-hour

congestion. One 30-year resident of the area urged councillors to reinstate a previously proposed - yet ultimately deleted - connection from the new development to a set of existing traffic signals at a nearby shopping plaza via the new public road. “If that public road does not connect with the King’s Mill Plaza traffic light, it’s going to create such a bottleneck,” the man, who lives at 4170 Dundas St. W., warned councillors. “If that’s not done I predict a myriad of car collisions and trepidation on the part of motorists and pedestrians alike.” Etobicoke Centre Councillor John Campbell acknowledged those traffic concerns: “The city is growing at a very rapid rate and we have to do what we can to

engineer our way around traffic difficulties the best that we can,” he said. Urban Capital’s original 628unit proposal for the T-shaped, 4.7-acre site, Campbell added, was much larger and more dense when first submitted in July 2014 - calling for a 457-unit residential building containing both 10- and 24-storey towers; a 99-unit, eight-storey seniors building with 3,331 square metres of retail commercial space on the two lower levels; and 72, three-storey stacked townhouses. Campbell commended Urban Capital for working with the city and local residents to come back with a more reasonable proposal after hearing the community’s concerns. “The developer has been quite

co-operative in bringing this down to under 400 units, so I’m supportive,” he said, urging his fellow councillors to likewise endorse the proposal. “Everywhere you go across the city people are experiencing growing pains with the rapid pace of development. What we try to do as city councillors is try to assure that the development that occurs is as sensible as possible ... and in the end I think that what we have here is a reasonable development for an area that is growing.” Etobicoke York Community Council voted unanimously to endorse the application. The matter will now go before Toronto City Council at its Dec. 13-14 meeting for a final decision.
