Nearly a decade ago, Richview Baptist Church challenged its youth to reach out to the Etobicoke community in a way that would benefit people in need a world away. The result of that challenge? An annual fundraising garage sale, silent auction and barbecue event now going into its 10th year. Guardian reporter wins award for house fire coverage Metroland Media Toronto journalists have been honoured with the Toronto Professional Fire Fighters’ Association 2016 Off-Duty and Media Award for their coverage of fire fighting in Etobicoke and in downtown Toronto. The Toronto Professional Fire Fighters’ Association (TPFFA) singled out Etobicoke Guardian reporter Tamara Shephard for her reporting on Toronto firefighters who saved the life of a man trapped in a house fire on Upminster Crescent on Sept. 22, 2015. The article highlighted the need for smoke and carbon monoxide detectors, and included safety messages from the service’s upcoming Fire Safety Week, and details of where readers could attend a local Fire Prevention Week event. best print article Shephard won the award for Best Print Article, Circulation under 100,000. “Shephard chose to go far beyond simply reporting the details of a house fire, and instead uses this event as an opportunity to present a story with fire safety messaging that could help save lives,” the TPFFA said. The study area, west of Royal York Road, north of Ashley Road east of The Kingsway and north of Anglesey Boulevard, is characterized by a mix of low-rise apartment buildings ranging in height from 2.5 to four storeys. There is also a 17-storey rental building at 289 The Kingsway, which is subject to a redevelopment application and an Ontario Municipal Board appeal. The SASP would implement a maximum building height limit of six storeys. It would also require any new development to adhere to the proposed Edenbridge-Humber Valley Apartment Neighbourhood Design Guidelines. “It has been a long and thoughtful process,” said Ward 4 Councillor John Campbell who represents the

area. “The Humbertown development was a mixed-use site, and I think we can agree that, by any measure, that was a somewhat overdevelopment in that particular area. Neighbours not just in Humber Valley but beyond thought that. Campbell added the SASP will add protections to the Humbertown “apartment neighbourhoods.” “This puts some solid planning measures in place so that future development is thoughtful, measured and appropriate for the community,” he said. As Campbell stated, history of the Humbertown “apartment neighbourhoods” SASP report dates back to a redevelopment application for Humbertown Shopping Centre. Its “mixed-use” designation allows for intensification, unlike “apartment neighbourhoods,” which are considered in the city’s Official Plan to be physically stable areas.

In May 2013, Etobicoke York Community Council voted against city planners’ recommendations to approve a zoning bylaw amendment to permit the redevelopment of Humbertown Shopping Centre to include three apartment buildings of three, 10 and 12 storeys, 28 townhouses, and nearly 22,000 squaremetres of commercial space. That same month, the developer appealed to the OMB. The next month, Toronto City Council upheld community council’s refusal

decision. Humber Valley residents strongly opposed Humbertown Shopping Centre redevelopment application’s proposed heights and density, and expressed concerns about its impacts on the surrounding established residential community. OMB-led mediation sessions led to a settlement agreement between the city and developers. Some area residents referred the process as a “debacle.” That settlement agreed to 615 units, down from 650, capped any single retail store at 8,000-squaremetres to prohibit any big box retailers, increased setbacks on Royal York and Lambeth roads and reconfigured at-grade parking to increase the proposed village square by 370-square-metres. At Tuesday’s community council meeting, Joanne Pickard, a Humber Valley Village Residents’ Association

board member, also thanked city staff for their work on the “thorough and comprehensive” 27-page SASP report. “We’re concerned about appropriate development and rental housing protection,” she told councillors. “After many debates, in the end, we want to acknowledge the city planners who really listened to us. Their recommendations really reflected our concerns.” Public consultations on the SASP included three, two-day open house meetings, four smaller working group meetings and a landowner meeting. The SASP includes guidelines for open space, streetscape improvements, architecture and design, building massing, characterized as low-rise in the area and a “defining feature” the report states, parking and waste storage.

Rob Ford’s seat must be filled through byelection

hen it comes to how the Toronto council seat belonging to the late Rob Ford will be filled, there should be no debate. Obviously, the city must call a byelection for Ward 2 Etobicoke North. Ford, the former mayor between 2010 and 2014 and before that Etobicoke North councillor from 2000 to 2010 and then again from 2014 until his death last month after a battle with cancer, would have wanted it that way. The man believed in the power of the people and the voice of the voter as being supreme. Since there’s already been a council meeting, late last week after Ford’s funeral which took place March 30, next month’s council meeting is when his seat must be declared vacant. At the May 3 meeting, councillors can consider one of two options as to what they can do to fill the seat – either they call a byelection or they appoint someone to be a ‘caretaker’ councillor for the ward until the next municipal election in 2018. The City of Toronto Act gives councillors a lot of leeway as they are actually only required to appoint if it is less than 90 days prior to the next municipal election. There is no maximum amount of time left in a term that requires a byelection over an appointment. The decision is at council’s discretion. Given that there are more than two years left on this term, it seems clear that councillors should decide to call a byelection. It’s the right thing to do. Once called, the byelection must be held within 60 days of the seat being declared vacant. We look forward to a date for the Ward 2 Etobicoke North council seat taking place in late June or very early July. That’s what’s best for democracy, the people of Etobicoke North and Toronto council as a whole.

Will councillors go for a ranked ballot system? You don’t want to make judgements on character based on a single vote or action – we humans are more complex creatures than just one vote and we do things for all sorts of complicated reasons. But it’s hard to not draw some pretty firm conclusions about the character or at least motive of councillors who don’t support ranked ballot voting in Toronto. The system, not currently in use anywhere in Canada but applied in countries throughout the world, allows voters to rank their choices on a ballot. If their first choice candidate fails to get more than half the votes, their second choice is counted instead. This goes on until some candidate or another gets half of the total first, second, third and quite possibly 15th-place votes. The point is that only candidates who can appeal to half the voters in their jurisdiction get to be councillors. In the last term of

david nickle the city council, a majority of councillors voted to ask the provincial government to give Toronto the option to use ranked ballots rather than the first-past-the-post system that’s currently in place. Then a couple of things happened. The first was the 2014 election. In total, 29 councillors were elected with more than 50 per cent of the vote, and 11 of those 29 were elected with less than 60 per cent of the vote. Mayor John Tory had just 40.3 per cent of the popular vote. The second was a latenight vote in 2015, when Ward 5 Councillor Justin Di Ciano, elected for the first time in 2014 with 54.1 per cent, put forward a motion to tell the province council didn’t mean what it said and was very happy with the first-past-the-post system. If the province puts

the ranked ballot system in place, his motion said, Toronto should be able to opt out or require a referendum to impose it. And that won, 25-18. But the province didn’t listen, and this week announced that despite Toronto’s second thoughts, a municipality can select its representatives using ranked ballots if council agrees. No need for a referendum; just a vote of council. And we’ll see how that goes when this inevitably comes before council again. I’m not optimistic that it will go any better. A council chamber populated only by very popular councillors would not be the same one we have today. It’s not to say that the 14 councillors and one mayor who couldn’t get 50 per cent plus one on the first ballot would all be gone; they might well have made it up in second and thirdplace choices. But some, like vote-poor Ward 16 Eglinton-Lawrence Christin

Carmichael Greb would have had a real challenge parlaying her 17.4 per cent of the vote into a majority. But broadening her base of appeal, she might have. Who could say? From a campaign strategist’s point of view, particularly one working for an incumbent, that uncertainty makes for a real problem. Simply feeding one’s political base doesn’t ensure a lifetime in municipal politics under a ranked ballot system. In fact, what it does do is ensure that simply catering to one vocal minority in a ward will pretty much guarantee defeat at the polls, because that leaves one a first choice of that minority, and a second choice for no one. For politicians worried about their careers, that’s terrifying. For voters and taxpayers, that’s empowering. It’s a ray of hope.

One building type that has cornered the market on nostalgia is the restaurant – usually the family-style neighbourhood type that we visited with our families as kids. The Pickin’ Chicken BBQ was just such a restaurant. It stood on the site of today’s Marina del Rey condomini-

ums at 2261 Lake Shore Blvd. W. in Mimico. Opened in 1953 by Saul and Jerry Goldberg, it soon had two other locations on Queen Street West at Roncesvalles, and on Kingston Road. Soon seven takeout franchise operations were opened. You could have

Group will help communities in Nicaragua be self-sufficient >>>from page 1 approximately 200 people within two Nicaraguan villages over the last three years. “The communities of San Jose and El Salto in Nicaragua have been empowered to sustain a healthy lifestyle and be self-sufficient in maintaining their water systems,” said Payne of the results of Richview’s efforts. “And our dental team has performed extractions, fillings and cleanings to a communities that rarely or never had any professional care.” To celebrate those accomplishments and to ensure that the good work continues, Richview Baptist is set to host its 10th annual Garage Sale Block Party on Saturday, May 7 from 8 a.m. to 2 p.m. at 1548 Kipling Ave. In addition to the traditional garage sale, the rain-or-shine event will also include a silent auction featuring more than 200 items up for bid, a barbecue, a petting zoo, a reptile show, and a raffle. 4 Things You Need to Know When Buying a New Roof Shingle manufacturers have application manuals specifying how their products should be installed on your house. Your product warranty is supplied by the manufacturer, and could become void if the proper instructions are not followed when your new roof system and shingles are applied. What you should know about roof surface or roof deck preparation: Your roof deck is the structural surface over which your roofing materials are applied. All roof boards and/or plywood must be fastened securely to the rafters, and damaged or rotten wood must be replaced. Your attic should be inspected before the work starts to uncover potential problems. A bad roof surface allows the nails to push up through the shingles, causing leaks. What you should know about underlayment: A complete underlay system should be applied before your shingles are installed. There are two types of roofing underlay, waterproof and water resistant. Waterproof underlay is needed in areas most vulnerable to leaks, the eaves edge of the roof; in valleys, at dormer sides, around chimneys and around skylights. Water resistant underlay, often called “tar paper”, is needed on the remaining roof area. Water resistant underlay protects the roof surface in a storm situation where a few shingles blow off, but cannot be replaced immediately.

What you should know about ventilation: Improper attic venting can cause your shingles to fail prematurely, and your product warranty requires that your attic have proper ventilation. Venting consists of intake and exhaust. To facilitate proper air flow, your attic needs intake vents located in the overhang and exhaust vents at the roof peak. A balanced venting system is required; otherwise air will be pulled from your house. An inspection of your attic is essential to present appropriate and complete venting solutions. What you should know about shingle quality: You have many shingle options with regard to style, colour, longevity and price. Estimators should include at least three grades of shingles and inform you of the real expected shingle life. In addition to their aesthetic appeal and longer life expectancy, better quality shingles often provide you with the best value when measured on a cost per year basis. On November 1, 2013, Expert Mortgage launched the “85Alive”program in Ontario. The concept was simple: as long as you had a pulse, Expert Mortgage would provide you with a home equity loan, up to 85 percent of the value of your property. No job required. Bad credit, OK. The reason why Expert Mortgage could offer a “no questions asked” lending program, while the major banks could not, is that they represent over 200 private lenders who lend strictly on property value. These subprime lenders specialize in mortgage clients who have had some bad luck, and need a helping hand until they get back on their feet. The program has been so successful that Expert Mortgage can barely keep up with the volume of calls. To help fund this unexpectedly large number of borrowers, it has partnered up with dozens more private lenders.

Licensed Mortgage Agent Puneet Garg, Expert Mortgage’s “85-Alive” representative for the GTA Region, says, “We’re seeing mostly homeowners behind on mortgage and property taxes. The banks are refusing to restructure their loans. Many of these people have lost jobs due to the bad economy... or they’re self-employed. W

hen voters decided in 2010 that Rob Ford should be the third mayor of amalgamated Toronto, they had some ideas of what to expect. The city councillor from Ward 2 had told them he would build a subway on Sheppard Avenue and kill Transit City; that he would stop “the gravy train” and save tens, if not hundreds, of millions of dollars that he said were currently being wasted. The $60 vehicle registration tax would be gone, and so would at least a part of the land transfer tax. And perhaps most importantly, the political and administrative complacency at Toronto City Hall would get a very good shakeup. As matters transpired, that last point is one of just a few voter expectations that did come to pass. Ford, who died at age 46 last month after a fight with cancer, shook things up from bottom to top at Toronto City Hall during his single four-year term as mayor, alongside his brother, Ward 2 Councillor Doug. But as to lasting changes? Early in the term, Ford did deliver on some of his promises. Hours after taking office, Ford announced that Transit City “was dead,” and for the remainder of his mayoralty, it was. He kept his promise to repeal the $60 “car tax” without difficulty – most other mayoral candidates had made the same promise, as had councillors from across the political spectrum. He and council persuaded the provincial government to deem the Toronto Transit Commission an essential service, ending the possibility of transit strikes even as it drastically reduced the city’s bargaining power for collective agreements. And through Doug Holyday, his first deputy mayor, Ford negotiated hard with inside and outside workers and avoided a strike. Although he wasn’t able to eliminate job protection clauses in the collective agreements that prevented wholesale contracting-out of garbage collection, he was able to do so enough See page 22 »

When they needed him, he was there. That’s a simple yet overwhelmingly common response heard time and time again when Ford Nation faithful are questioned about their unflagging loyalty to Rob Ford, despite his ofttimes scandal-plagued mayoralty. He returned their phone calls. He showed up on their doorsteps. He fixed their problems. “The guy had a heart of gold. I called him for a couple of reasons and he came and he delivered what he promised – he was the only person who cared,” said Etobicoke’s Karen Dickinson, who met Ford the councillor after he responded to her plea for help, and soon after went on to volunteer for his mayoralty campaigns. “He came to our building not once, but twice. And here’s the amazing part about Rob: he didn’t even represent my ward, yet every time I saw him at the Etobicoke Civic Centre after that, he’d say, ‘You still got that problem over there? Do you need any help?’ That’s just the kind of guy he was – he would cross wards and everything. He really was the people’s mayor.” It was that personalized service that Dickinson said inspired her, along with thousands of other Ford Nation flag-wavers, to pay tribute during three days of public mourning last week to the late former mayor and Etobicoke North councillor who died on March 22 after an 18-month battle with a rare and aggressive form of cancer. He was 46. While hundreds lined up to pay their respects at Toronto City Hall, where Ford’s body lied in repose last Monday

and Tuesday, still more Ford-for-Mayor T-shirted supporters walked in his funeral procession from Nathan Phillips Square to St. James Cathedral the following day and later joined in the festivities at Ford’s celebration of life at the Toronto Congress Centre – many of them quite literally singing Ford’s praises. “I don’t think any other mayor has done what (Rob’s) done – coming out and calling people and returning their calls and so forth. He was one of a kind,” said Alex Pavljuk, a North York resident who made the trip to Ford’s celebration of life event in Etobicoke via access bus, with two Ford Nation flags neatly secured to the back of his wheelchair. “Rob Ford is the only mayor in my 55 years that I’ve supported enough to come out.

You know, it’s a big production to coming out in a wheelchair, but I’m here.” Many Ford Nation devotees were quick to defend Ford’s track record in the mayor’s office from 2010-2014, focusing on such achievements as having the Toronto Transit Commission declared an essential service, scrapping the unpopular $60 vehicle registration fee, and the privatization of garbage pick-up west of Yonge Street, rather than on the crack cocaine scandal that garnered Ford international notoriety as Toronto’s “Crack Mayor” and ultimately saw him stripped of his powers. Some supporters, like Rob Ford International Fan Club co-founder Sandra Haden, blamed the bad press on the “liberal media,” while others, like self-proclaimed Ford “superfan” Umberto DeFrancesco, said Ford’s personal demons were just that – personal. “People say ‘he smoked this, he smoked that,’ but Ford was for the people. I say, if you are in power and you’re helping the people, I don’t care what you do in your own life,” he said, his head adorned with a homemade hat featuring photos of both Ford and older brother Doug. Ford Nation, DeFrancesco vowed, is bigger than just one man – and it will survive its namesake’s passing. “We are a nation here in Toronto and we’re all the people that believe in Ford and his message,” he said, promising to continue the fight against the “gravy train” at city hall in Rob Ford’s memory. “That is what you call a nation and it’s always going to be like that. It’s never going to die.”


Brothers Ford: love, loyalty and political life By tamara shephard During the late Rob Ford’s rise to become Toronto mayor, and in the tumultuous six years that followed, he and his older brother, Doug, seemed inseparable. The first many saw of Doug Ford came on March 25, 2010 when he stood alongside his then decade-long Etobicoke north councillor brother Rob, both men dressed in dark suits, all wide smiles and laughter, as Rob Ford registered at city hall as a Toronto mayoral candidate. Doug Ford would be his mayoral brother’s most-ardent defender. In 2010, Doug would run, and win, the Ward 2 Etobicoke North council seat his brother Rob had held since 2000. This despite the fact Doug was the long-time president of the Ford family’s company, Deco Labels and Tags, with its multimillions in annual revenues and operations in Toronto and Chicago. Doug would become an advisor to his mayor-brother and a regular fixture in Rob’s office, the pair often seen conferring at Toronto City Council meetings. In 2012, Rob reluctantly agreed to a “Cut the Waist” challenge at the insistence of his brother Doug. The brothers lost 19 pounds in their first week. In May, it was Doug who told a media scrum outside city hall his mayor brother was quitting the challenge, but would still aim for his 50-pound weight-loss target “on his own time.”

Doug acted as Rob’s spokesperson. It would be the first of many times Doug would speak to the Toronto media corps to explain the behaviour and choices of, or situations involving, his younger brother. Doug sat next to Rob in a Ford Nation YouTube video when Rob admitted he lied for months about smoking crack cocaine because he was “embarrassed.” This came after Rob finally admitted in a spontaneous confession to a Toronto media scrum, he had, in fact, smoked crack cocaine likely while in a

“drunken stupor.” And it was Doug who told the media Rob was at a rehab facility when the mayor left his home before a crowd of media photographers believed to have boarded a plane. In 2013, Doug sat next to Rob in his office during his first one-on-one interview with the CBC’s Peter Mansbridge after Toronto council voted to strip Rob of his mayoral powers and to transfer them to Deputy Mayor Norm Kelly. Ford said he was “done with alcohol” after having had a “come-to-Jesus” moment. Rob later admitted, he had been drinking again. In 2014, Rob dropped out of the mayoral race after his diagnosis of pleomorphic liposarcoma. With mere minutes left to file, Doug registered to run for mayor, replacing Rob. Rob registered to run for the council seat he had held for a decade. Doug had acted the protective, sometimes spokesman older brother, as evidenced by his statement when Rob died on March 22 after an 18-month battle with a rare, aggressive cancer. “My heart is ripped out. I loved Rob so much. I took care of him and protected him from the day he was born,” Doug told CP24 the day Rob died. “I miss him so much. He was my best friend.” A week later, Doug choked back tears as he gave a eulogy at Rob’s funeral. He concluded: “Rob, I’m going to miss you like crazy. I love you more than anything in the world.”

Robert Bruce Ford is born to Doug and Diane Ford. Diane admitted on the Ford Brothers’ CFRB-1010 radio show that Rob was unplanned.

Rob attends Scarlett Heights Collegiate Institute in Etobicoke. He played football there, developing his love of the game. He also met his wife, Renata Brejniak, during that time.

Rob drops out of Carleton University and joins the family business, Deco Labels and Tags.

Rob is arrested and charged with assault and threatening to kill his wife. But the Crown declined to prosecute. Their son Douglas is born.

Rob’s father, Deco founder Doug Ford Sr. is elected to the Ontario Legislature in Mike Harris’ Progressive Conservative government, serving one term. Rob is inspired to enter politics.

Rob runs for council for the first time, and is defeated by incumbent Gloria Lindsay Luby.

Rob is charged with drunk driving and possession of marijuana in Florida. This is only revealed publicly during the 2010 mayoralty race.

Rob is elected mayor, having run on a campaign promising to “stop the gravy train” and build a subway on Sheppard Avenue East after stopping work on the Sheppard LRT and other light rail lines underway. He survives a tough race in spite of several scandals – including a recording of a call in which he talks about helping a man purchase Oxycontin on the street, allegations that he had been abusive coaching football and revelations of his drunk driving and possession charges in Florida.

Rob’s second run for council is successful, as he topples incumbent Elizabeth Brown in Ward 2 (Etobicoke North). He marries Renata Brejniak.

Rob wades into his first budget debate, proposing a long list of cuts to perks and programs, including councillors’ office budgets, free transit passes, zoo and city golf courses.

Councillor George Mammoliti accuses Rob of calling him a “gino boy.” Rob denies making the statement. Rob begins coaching high school football at Don Bosco Catholic Secondary School.

The Toronto Star and Gawker report the existence of a video showing Rob smoking crack cocaine and making homophobic remarks about Liberal leader Justin Trudeau. Rob does not confirm the existence of the video and tells reporters “I do not use crack cocaine.” Later that month, Rob is relieved of his coaching duties at Don Bosco and several key staff resign from Rob’s office.

Toronto Council votes to build a subway extension of the Bloor-Danforth line to the Scarborough Town Centre and pay for it with a special tax levy. Rob supports the levy.

Rob is seen slurring his words in videos at the Taste of the Danforth.

Rob defends his friend and driver Sandro Lisi, after his arrest on drug-related charges. Toronto police Chief Bill Blair announces that police are in possession of the video showing Rob smoking crack cocaine. The existence of the video meant that Lisi would also be charged with extortion.

November: Rob and his brother Doug record the first and only episode of a Sun News Network program, ‘Ford Nation’. Although highly rated, production costs were too high because of the length of time it took to record the single episode. On his radio show, Rob admits to public drunkenness but promises to make changes to his life. A few days later, Rob admits that he smoked crack cocaine a year earlier, saying that he did it in one of his “drunken stupors.” But he doesn’t recall a video. Two days later, another video emerges in which Rob is speaking very quickly and acting out a violent beating.

Councillors submit a petition asking Rob to step down as mayor after he answers questions during a council debate admitting that he has bought illegal drugs in the past two years.

Nov. 14

Toronto Council strips Rob of most of his powers and transfers them to Deputy Mayor Norm Kelly. Rob suggests that doing so is the equivalent of attacking Kuwait. During the meeting, Rob knocks veteran city councillor Pam McConnell to the floor as he charges across the chamber to confront protesters.

Rob calls a Star reporter a pedophile in a television interview, alleging the reporter he peered into Ford’s back windows that summer. When Rob refuses to apologize, the reporter files a libel suit and Ford apologizes, first inadequately and then with a full retraction. The reporter does not sue.

Rob registers to run for re-election.

Jan. 21

Another video emerges, this one showing Rob intoxicated and cursing in the Steak Queen restaurant in Etobicoke, during which he speaks in a Jamaican patois, and gloats about his ability to lose a police tail.

April 30

After other videos emerge of Rob apparently smoking crack cocaine and making sexual remarks about mayoral candidate and city councillor Karen Stintz, he announces he will take a leave of absence and enter rehab.

May 20

LeeAnne McRobb is charged with impaired driving while behind the wheel of Rob’s SUV. She explains that she has become friends with Rob in the Muskoka rehab where he is recovering.

June 30

Upon his return from rehab, Rob delivers a public apology for his abuse of drugs and alcohol, his remarks about Stintz and his behaviour as mayor, then launches into a campaign speech.

Sept. 10

After going to hospital complaining of abdominal pain, Rob learns that he has a tumour in his abdomen.

Sept. 12

With minutes to spare before nominations close, Rob withdraws from the mayoral race and registers to run in his old council seat of Ward 2 (Etobicoke North). His brother Doug registers to run in his place for mayor.

Sept. 12

Rob’s doctors reveal that he has been diagnosed with malignant liposarcoma, a softtissue cancer that is relatively rare; Rob begins treatment.

Rob is elected councillor for Ward 2 (Etobicoke North).

Rob undergoes surgery for the removal of his tumor, just days after Lisi is found not guilty on drug-related charges.

Rob announces that another tumour has been found on his bladder and that he will undergo more treatment.

that his Works Committee Chair Denzil MinnanWong could lead a plan to contract out half the city’s collection. And he did make changes to the way that councillors file their expenses, again with the help of Holyday. But Ford never did tackle the land transfer tax, which brought in hundreds of millions of dollars of annual revenue – in part because after the city undergoing a review of core services, he was unable to come up with the significant cost savings that he promised. He never was able to build that Sheppard subway, after Toronto council pulled the plug, but did claim credit for the approval of the Scarborough subway, from Kennedy Station to the Scarborough Town Centre. “I think that what happened is that the wheels started to come off the bus, literally, over transit,” said Scarborough Agincourt Councillor Norm Kelly, who served as Ford’s second deputy mayor and eventually took over his duties, at council’s request. Kelly noted that Ford’s greatest strength was in his populism.

“But a populist approach can only carry you so far — it has its limits,” he said. And as other colleagues note, Ford was not much interested in policy details. “Rob did not really develop any policy,” said Don Valley East Councillor Shelley Carroll, who was one of 43 councillors along for the ride. “He’s not really a legislator. He’s an exposer of things, a person who builds pressure around things and yells a lot. Those places where he insisted on keeping policy in his own office, like transit, he really just made a mess of and didn’t change anything.”

Ford’s transit track record leaves mixed legacy By rahul gupta Rob Ford may be remembered for all of his attentiveness to the problems of individual taxpayers, but his record improving transit for the city proved a decisive failure. Ford’s first act upon assuming the mayoralty following the 2010 election was repealing a $60 vehicle registration levy enacted by his predecessor David Miller. The move strengthened his appeal in the eyes of car-loving Ford Nation, but no such consideration was afforded to the city’s transit riders. By Ford’s decree the TTC’s budget was slashed, resulting in higher fares and sharp reductions to service. Not only did TTC riders end up paying more for transit during the Ford years, they did so receiving worsening service. “Rob Ford claimed a populist approach to transit but did not give transit the support that it needed. The cutbacks he initiated led to overcrowding and service delays, which hurt the people he claimed to support,” said Moaz Ahmed, a Toronto area transit watcher. On the capital side, Ford took credit for deliver-

ing a subway to Scarborough, for which he was able to coax federal funding out of the normally transit-apathetic Harper government. This would prove to be short-lived as the provincial Liberals, eyeing votes for a crucial Scarborough byelection, sidelined Ford, allocating previously budgeted money towards a truncated version of the original subway plan. In 2013, at a surreal press conference held in the searing heat at Kennedy GO Station, thenTransportation Minister Glen Murray gleefully jibed Ford for not coming up with its share of the original $2.3 billion subway plan, of which the province promised only 1.8 billion ‘and not a penny more’. At one point, Murray pulled a nickel out of his pocket and crowed it was more money than what Ford and city council had managed to scrape up for the plan. Ford was eventually able to convince a sliver-thin majority of city council to fund the three-stop plan, partially with a 30-year property tax hike dedicated for transit building. That scheme has since been replaced.

Ford proved unsuccessful even when cancelling infrastructure projects. He unilaterally cancelled the provincially funded Transit City light rail plan only to see most of it resurrected by city council barely one year later. His promise of a subway for Sheppard Avenue built entirely by the private sector proved so impossible even the hand-picked architect of his plan admitted it wasn’t realistic. Ford’s most important contribution to the transit file arguably was pioneering the refrain ‘Subways, subways, subways,’ which became the battle cry to rally the discontent of suburban voters over years of neglect by city hall. That catchphrase was eventually co-opted to

the point of parody, epitomizing a never-ending transit debate where evidence and expert advice was discarded in favour of bluster and political interference but resulted in no new shovels in the ground. Over four tumultuous years as mayor, Ford did manage to assist transit’s cause, however unwittingly. Champions for more inclusive transportation models, chief city planner Jennifer Keesmaat and Transportation Services general manager Stephen Buckley, were hired under his watch. Andy Byford, given the TTC’s top job following an ouster engineered by Ford’s handpicked allies on the transit commission board in 2012, has overseen a long-needed modernization of the transit commission. Ford’s performance on transit, whether sober or in the throes of his admitted drunken stupors, is largely forgettable. While he did succeed in delivering a Scarborough subway plan, all John Tory had to do after entering office was reverse the worst of Ford’s TTC cuts to gain the trust of skeptical transit-philes.

NOTICE OF HIGHWAY 409 TO HIGHWAY 427 RAMP CLOSURES Highway 427 Widening from Campus Road/Fasken Drive to Steeles Avenue Ministry of Transportation Contract 2014-2016 The Ministry of Transportation (MTO) is undertaking the widening and rehabilitation of Highway 427 from Campus Road/Fasken Drive to Steeles Avenue, a distance of approximately 7.3 km. The project area lies within the City of Toronto and the City of Mississauga. The works include median side widening of Highway 427 to accommodate one High Occupancy Vehicle (HOV) lane in each direction from Campus Road/Fasken Drive to Steeles Avenue, plus the addition of one General Purpose lane northbound from south of Rexdale Boulevard to Steeles Avenue. Other improvements include: rehabilitation of the existing pavement surface; installation of median concrete barriers, storm sewers, stormwater management facilities, new high mast illumination; replacement of overhead signage; widening and rehabilitation of seven (7) bridge structures to accommodate the additional traffic lanes. AECOM has been retained by MTO as the Contract Administrator for this project. The construction contractor is Dufferin Construction Company. As part of the contract, ramp closures are necessary to facilitate Highway 427/ Highway 409 bridge reconstruction. The following are the ramps and the dates of the closures:

Council votes to preserve Gardiner Most Toronto council detractors who are against a plan to preserve the Gardiner Expressway voted for it anyway. By a 36-5 margin, council opted to support the so-called hybrid plan, which was initially approved last year. The $718-million construction project will see new on-ramps built and the elevated section of the Gardiner east of Jarvis Street pushed north to open up new development lands – if the city can secure crucial infrastructure funding from the federal government. Etobicoke’s Faustina Fury Minor Peewee Select team is aiming to go ‘bar down’ in its fight against juvenile diabetes and juvenile arthritis. Now in its fourth year, the team’s Giving Back Hope fundraising initiative was first inspired by the “perseverance and determination” of two of the team’s very own: Avery DiMaria, 11, and Jake Da Luz, 12, whose day-to-day lives are impacted by the chronic diseases. “The kids on the team understand that Jake and Avery have some difficulties that they deal with every day, but they also see them doing that in a way that they persevere,” Giving Back Hope co-organizer Jen Magnus, Avery’s mom, said of her daughter’s struggles with Type 1 juvenile diabetes and Jake’s with juvenile systemic idiopathic arthritis. All proceeds from Giving Back Hope’s main fundraiser this year – the second annual Bar Down by the Lake Ball Hockey Tournament – will go toward juvenile diabetes and juvenile arthritis research at the Hospital for Sick Children (SickKids). eight to 10 players in four age divisions: Colts (five to eight years); Mustangs (nine to 12 years); Stallions (13 to 15 years); Mules (16 plus). Registration is $300 per team but any team that fundraises $1,000 toward Giving Back Hope will have those registration fees refunded.

Now, they can add bragging rights. Adam Dong and Jesse Assing shared the prize for male Athlete of the Year, while Cassandra (Ceejay) Nofuente and Olivia Lei were heralded as co-winners for the top female award. The 22-year-old Dong, a student

in recreation and leisure at Humber, played in a professional league in China before coming to Canada and hasn’t lost a badminton match in Men’s Doubles competition since he arrived two years ago. “It’s a great feeling to win, but being recognized for the Athlete of the Year award will always be something very special to me,” Dong said. A provincial all-star and Ontario Colleges champ, he tag-teamed with Ryan Chow to win the Canadian Colleges gold medal. As for Assing, he was a two-sport

Mom’s Secret Recipe Earns Vegan Entrepreneur Fans Amongst Toronto Carnivores As Well No matter the occasion, a holiday or visit during spring break, Kailey Gilchrist knew that when she made that drive from university in Toronto back home to Barrie, she’d be greeted by a familiar smell – that secret family recipe, her mom’s cashew sauce. “She had been making this cashew sauce for years,” she says.

So when the theatre major went vegan, her mom followed suit and they took to evolving the cashew sauce into a vegan alfredo. It was a work in progress when her mother died. “I was finishing up my degree and cooking like crazy to deal with the grief,” she says. The rest of her time was devoted to working her job demoing products at a health food store. “And my sister was like ‘hey, you should sell some of the stuff that you’re making.’ ” It was an a-ha moment for Kailey. The entrepreneurial theatre major set out perfecting the sauce and launched NONA Vegan Foods, expanding to include two more vegan sauces – carbonara-style and cheesy-style. She’s grown from local, independent shops to over 50 stores including Loblaws and Whole Foods throughout Ontario especially the Greater Toronto Area. To help launch her business, Kailey took advantage of groups like Enterprise Toronto and Futurepreneur, which Kailey received both a loan and mentorship from.“I’m blown away with how many resources there are in Toronto – all these little hubs and networking events and the little communities that just want to support small businesses,” she says.
