Rexdale Women’s Centre hosts dialogue next week CYNTHIA REASON creason@insidetoronto.com The Rexdale Women’s Centre (RWC) is inviting community groups, social service providers, schools and faith communities to a meeting next week to discuss the co-ordination of support efforts for Syrian refugees in north Etobicoke. The meeting – which will be held Friday, Dec. 11 from 9 a.m. to 1 p.m. at the Rexdale Community Hub, 21 Panorama Ct. – is open to all groups that want to lend a hand to the cause, said RWC executive director Fatima Filippi. “This is an opportunity for us to really be prepared and to create a climate of support for

the refugees once they arrive,” she said. “So we put out a large cast to as many organizations, social service agencies, government organizations, as well as faith communities, and institutions, school boards, colleges as we could think of – anyone in the community that will potentially come in contact with the Syrian refugees that will be settling in our area.” With a Syrian population already settled in north Etobicoke, Filippi said she anticipates the upcoming influx of refugees fleeing civil war in Syria will only add to that already sizeable community. Student admits to driving ‘high all the time’ Humber College hosts ninth annual alcohol awareness event TAMARA SHEPHARD tshephard@insidetoronto.com Matt Hebert lives the consequences of drinking and driving. The first-year Humber College practical nursing student lost his best friend to a drunk driver five years ago. “It’s huge,” Hebert, 23, said of the prevalence of drunk driving among twentysomethings. “They don’t care. They do it anyway. They think after four or five beers, they can still drive.” Hebert was one of as many as 500 Humber College students who attended PLANiT, an alcohol awareness event, Tuesday at the college’s north Etobicoke campus at Hwy. 27 and Finch Avenue West. The ninth-annual trade show-like event featured vendors, including MADD Canada, the Ontario Ministry of Transportation, Smart Serve Ontario, Arrive Alive, LCBO, Toronto police and Toronto Public Health. Its message: drink responsibly, and plan for the ride

home after a night out. “We know we shouldn’t drink and drive,” said Ranziba Nehrin, 22, PLANiT event chair. “We’re not saying, ‘don’t drink.’ We’re saying, ‘drink in moderation. Know your tolerance. Use resources to plan your ride home. Call Uber. Text or call a friend.’” Nehrin is one of 39 Humber post-graduate public relations students who spent two months planning the alcohol awareness event. Loud music, free popcorn and cotton candy helped to attract diploma, bachelor-degree and post-grad students aged 18 to 24. Vendors provided students resources, and engaged them in conversation about Blood Alcohol Concentration, tolerance, the law, and making smart, safe choices. “We’re here to educate them about the dangers of drunk driving and preventing deaths,” said Anthony Laface, 25, a MADD Canada volunteer, as he points to the MADD Canada memorial wall behind him. Canadians killed by impaired drivers since the organization’s inception in 1989. “I think tough love is the best way to talk to young people. At 16, 17, they think they’re invincible,” Laface added. He said one male student told him: “I drive high all the time.” Humber College president Chris Whitaker said raising alcohol awareness among students is critical given “the prevalence of alcohol and

drugs in youth culture.” “We know a lot of youth, students in particular, experience peer pressure around alcohol and drugs,” Whitaker said. “It’s important to raise awareness of how they think and to encourage making right decisions. If they’re going to drink, they need to consider the consequences of their behaviour and its impact on themselves and on others.” Recently, Toronto police, joined by other police ser-

vices across Ontario, again launched its annual holiday RIDE program at Humber College. Toronto police Const. Giancarlo Marrelli, with traffic services, manned the Toronto police booth at PLANiT with two colleagues. “I have no problem with drinking,” Marrelli said he told students. “Make the right choice. Don’t get behind the wheel. Leave your car at home. Plan another way home.” Amarjot Khosh, 22, a

Humber business management student, said many students don’t abide by the law. “Some people know drunk driving is bad. But they think it’s OK to have some drinks and drive,” Khosh said. “They’re not aware of the law. They think they can still drive and be fine. They’re not fine.” Michelle Savoie, with LCBO, said Humber’s annual alcohol awareness event is the largest post-secondary event of its kind the LCBO annually attends. Savoie offered students socalled beer goggles, which simulate alcohol impairment at twice and three times the legal limit. When wearing the goggles, objects immediately in front of the wearer appears feet away in their peripheral vision. LCBO distributed 25,000 blank LCBO paper bags to elementary schools across southern Ontario. Children write anti-drinking and driving messages on them. Then LCBO gives the bags to customers at its retail stores. “It engages people in conversation. They stop and think, ‘Oh my God. A child drew this? A child is talking to me about drinking and driving,’” Savoie said.

he Syrian humanitarian crisis has gripped the world, and the world is finally responding. Traumatized by the horrors of war, a life away from unimaginable violence is what these refugees seek. They are looking for a life of peace, a life of hope, and a future for their children in a land free from bombings, unwarranted arrests and detentions, rape, torture, intimidation and, of course, death. This is what Syrian refugees are fleeing from. Lifeline Syria, a Toronto-based organization, will recruit, train, and assist sponsor groups to welcome and support 1,000 Syrian refugees coming to Canada as permanent immigrants to our view resettle in the Greater Toronto Area over the next two years. It’s time to Its website states some startling facts: more than 75 per cent of put people Syrian refugees are women and before politics children; fewer than one per cent of Syria’s refugees will get a chance to be resettled overseas. And after nearly four years of civil war, more than a quarter of a million people have died, more than half of whom are believed to be civilians. It’s our national obligation to help the needy, the afflicted, the poor and the tortured. It’s our national obligation to welcome the Syrian refugees with open arms; not only is it the humane and decent thing to do, but our welcoming nature will help facilitate the settlement process so refugees can move from being victims of war to contributing members of Canadian society. It’s time to put people before politics. The Government of Canada will work with Canadians, including private sponsors, non-governmental organizations, provincial, territorial and local governments to welcome 25,000 Syrian refugees to our country. Welcoming the refugees is not only to benefit their physical health, but their mental and emotional well being. How can we not benefit as a collective people when we are doing good toward our fellow man? Councillors face a very real budget process It’s about to get real. That was the message from Toronto’s new top bureaucrat to Mayor John Tory and the members of his Executive Committee. For the first time in years, city staff will be crafting a preliminary operating and capital budget that will need serious political attention. City manager Peter Wallace told the Tuesday meeting of the powerful committee in no uncertain terms that if council wants to balance the budget and provide a property tax increase at around the rate of inflation, council’s going to have to figure it out. “We have a very challenging decision environment,” said Wallace, who came to the city earlier this year from his job as head of the civil service at Queen’s Park. “Pressure is around five per cent before any political decisions are made by council. That is typically the type of pressure that we see, but that is not yet consistent with a residential tax rate at

david nickle the city the rate of inflation and it’s not consistent with known capital pressures. With staff recommendations we can partially, but not fully resolve that gap.” This is a big change from the way council has become used to receiving its budget recommendations. Since the middle days of David Miller’s administration, city staff have presented a budget that more or less balances out, which is to say, the city’s programs are more or less funded by a property tax increase that more or less hits the rate of inflation. Sometimes, surprises happen as earlier this year, when money the city had been expecting from the province didn’t materialize. Council figured out a complicated self-borrowing scheme to maintain the property tax increase then,

but that was a one-time fix. This time, council is on notice that the situation hasn’t fixed itself, and city departments have generally not been able to meet the target of two per cent reductions that Tory promised would happen over the course of the year. So it’s going to be up to council, and Wallace is hopeful Toronto’s 45 elected leaders will be up to the challenge to find political solutions where mere administration is not enough. I would be more hopeful myself, had I not watched council try to do exactly that back in the early days of amalgamation, when the city was placed under extraordinary financial constraints by the downloading of hundreds of millions of dollars of new services. What resulted then was a combination of a war of words between the city and the province, and a desperate attempt to rearrange the city’s finances to enable a

property tax freeze that was finally unaffordable. Among other things, the city got deep into a computer leasing deal that cost taxpayers tens of millions of dollars and required a $26-million public inquiry to sort out. When staff brought forward their unbalanced budgets then, councillors were faced with hair-whitening options for savings or revenue that went nowhere and paralyzed the process. The solution was, ultimately, to engage staff in providing a real budget with real solutions. It made it all a bit dull. Tory has made a mandate of being a bit dull, and it will truly be a test of that mandate, to see how he deals with what is going to be, once again, a very interesting and very, very real budget process. Michael Power’s first Inside Ride hits close to home

Well-liked and recent grad Stephanie Caines was hit with cancer diagnosis as she packed for university frosh week CYNTHIA REASON creason@insidetoronto.com Orange-faced oompa loompas, masked superheroes, Scooby Doo and the gang, and even Santa and his reindeer – everyone wanted in on the action at Michael Power-St. Joseph Catholic Secondary School’s first annual Inside Ride last week. The Nov. 26 event, which raised money and awareness for the Coast to Coast Against Cancer Foundation, saw a total of 28 teams of colourfully costumed students pedal their way well past their original fundraising goal – raising a total of more than $9,500 for victims of childhood cancer. That cause, said student organizers, is one that hits especially close to home for many Michael Power students and alumni, following the diagnosis earlier this year of a wellliked former student with stage 4 non-Hodgkin lymphoma. “The main thing that motivated our team to put this event together is that we have a close friend, Stephanie Caines, who was diagnosed with cancer right before going into her first year at McMaster (University),” said Erica Yarmol-Matusiak, a member of the Michael Power Inside Ride organizing committee. “She’s a really close friend and mentor to a lot of us, so that was a huge part of our motivation, because we know all the money we raise is going to help people like Steph.” Caines – who is currently undergoing chemotherapy treatments every three weeks – was on hand Thursday to cheer on her former classmates during the Inside Ride. “When they came up and asked me about it, I thought it was the sweetest thing – it made me cry,” she said of the event, which was dedicated to her. Now 18, Caines was still an active student in her senior year at Michael Power when, in December 2014, she woke up one morning with a large lump under her arm. As a student athlete involved with Michael Power’s ski, swim and dragon boat teams, she initially shrugged it off as a pulled muscle. But after several visits to the doctor, a course of physiotherapy, and prescribed medications failed to work, Caines was referred to a specialist in February. At Princess Margaret Cancer Centre, Caines underwent more testing – one of the results of which came back positive for non-Hodgkin lymphoma. Two subsequent tests after that, however, came back negative, so she was cleared and sent home.

“I didn’t appear as a cancer patient, because I still had lots of energy – I kept doing sports, I finished high school, I was doing fine,” she said. “But then in the summer, I started getting pains in my abdomen...it got to the point where I would scream in pain in the middle of the night.” By the end of July, Caines was back in hospital again for another round of testing – but this time the results were definitive. “On Aug. 28 I was diagnosed again, but at that point it was stage 4,” she said. “I was actually packing up for university when I got the phone call, and I went ‘oh, that sucks’ – but I ended up going (to university) the next day, anyway. It was frosh week, and I wasn’t going to miss frosh week.” Following three months of chemo, Caines retains her positive attitude

as she tries to maintain as normal a lifestyle as she can – living in a university dorm, attending classes, and socializing with friends. ‘school’s a great distraction’ “It’s been really good. School’s a great distraction and I find that, honestly, I even forget sometimes,” she said. “That’s just the way that I’m coping with it – I just keep going.” “Keep going” was a likewise common refrain often heard over the blaring music at Michael Power on Thursday morning, as Caines’ former classmates cheered their Inside Ride teammates on as they took turns huffing and puffing their way through 10-minute sessions on the event’s stationary bikes. “It was fine for the first few minutes, but then my legs started to

burn and it hurt so much,” laughed a sweat-band-clad Nicholas Carbone, 16, just minutes after he completed his 10-minute leg of the event. “But I wanted to keep going no matter what, because we’re raising money for kids with cancer and it’s such a good cause.” According to event coordinator Hannah Spence, Coast to Coast Against Cancer Foundation hosts approximately 125 Inside Ride events across Canada every year. Here in Ontario, about 80 or 90 per cent of the funds raised at such events benefit two programs run by the Pediatric Oncology Group of Ontario (POGO): • a financial assistance program that reimburses families for some of the costs they incur while their child is in cancer treatment (i.e., lost income, food and accommodation,

child care, etc) • and a survivor care program that provides support, information and services to help children overcome the long-term impacts of cancer and cancer treatment. Upon hearing the event’s final fundraising tally had topped $9,500, student organizer Natalie Severino was overjoyed. “I’m so happy. It feels so nice, because all of our hard work has paid off,” she said, noting that she hopes the Inside Ride will become a tradition at Michael Power. “Our school has really great spirit, so I knew it would be awesome no matter what, but it’s more than I ever expected – especially for our first event.”

Both teens are enrolled in Thistletown’s Culinary Specialized High Skills Major program, where they study under former Chopped Canada champ Keith Hoare. In an interview with The Guardian in November, Yohannes and Justice said “Mr. H” was a huge help in getting them prepared to compete on the show – taking them on culinary field trips to local restaurants and markets to expose them to some of the exotic ingredients they might encounter in their “mystery baskets”; reviewing past episodes of Chopped Canada with them after school to prepare them for the high-pressure scenarios of the competition; and even conducting a series of in-classroom practice challenges, where Yohannes and Justice faced off against each other with their impromptu culinary creations. “Everything that Mr. H taught us came in handy on the show, because he exposed us to so many cuisines, he took us to so many restaurants to try different types of cultural food, and he gave us so many playful mystery box ingredients,” Justice said. Carbon-monoxide scare leads to charges An Etobicoke homeowner is being charged for allegedly disabling a carbon-monoxide detector after a family of three was rescued from their home suffering poisoning from the odourless, colourless, and tasteless gas last week. The family, including a two-year-old child, was rushed to hospital at around 2 a.m. on Nov. 25 after Toronto Fire Services received a report that the occupants of a home

in the Renforth Drive and Rathburn Road had repeatedly passed out. Toronto Fire Capt. David Eckerman told the Toronto Star when firefighters arrived at the home, the door was open and the two adults were in and out of consciousness and unable to walk, while the child was unconscious. A firefighter was also taken to hospital for carbon-monoxide exposure.

Toronto Fire Services (TPS) conducted air-monitoring tests at the Wareside Road home and found readings of carbon monoxide at 900 parts per million, which far exceeds acceptable levels. The homeowner is being charged by the TFS under the Ontario Fire Code for allegedly disabling the carbonmonoxide alarm. - files from Torstar News Service

GO Transit eyes fare hike for 2016 A GO Transit fare hike for 2016 is on the agenda of Metrolinx’s board of directors, which meets today. The regional transit provider is recommending a five per cent hike, which would mean an increase of 60 cents for any fares exceeding $8.25. Five per cent annual increases have been the norm for GO, under the justification the money is used to fund service improvements. The Metrolinx board will also hear from Union Pearson (UP) Express staff about plans to adjust the service’s rates including making it free for children 12 and under.

Car passenger dies in hail of bullets on Finch Avenue West TAMARA SHEPHARD tshephard@insidetoronto.com Toronto police have identified 27-year-old Jamahl Darling from Toronto as the man killed in an early-morning shooting Monday on Finch Avenue West near Hwy. 27. Police are appealing for witnesses after Darling, a front-seat passenger in a late-model, dark grey Honda Accord, was shot in a hail of gunfire around 4:30 a.m. “The vehicle was stopped. Another vehicle pulled up alongside and shot several times into the stopped vehicle,” Toronto police Supt. Ron Taverner, unit commander of the area’s 23 Division, said Monday afternoon. “We believe the man was targeted.” A post-mordem was sched-

uled for Tuesday. Police described the suspect vehicle as a dark, fourdoor, newer-model, crossover SUV. There was more than one occupant in the vehicle, police said. Witnesses said it was last seen traveling eastbound on Finch. Finch is a major east-west arterial road that passes through several residential neighbourhoods in north Etobicoke. The Honda was riddled with bullet holes in the front passenger window, the windshield and front right fender. “It is worrisome whenever anything like this happens. were seen walking in the neighbourhood. Humber College’s north campus is located immediately adjacent to the crime scene. Both are on the southwest corner of Finch and Hwy. 27. Bullet cases could be seen on the ground at the scene. Finch Avenue West was closed for hours Monday in both directions between Hwy. 27 and Humber College Boulevard while forensics officers investigated. Hwy. 27 was also reduced to one lane southbound. Darling is Toronto’s 48th homicide of the year. SIU investigates death of man Man, 34, reportedly fell off balcony at Eva Road building The province’s police watchdog is investigating the death of a 34-year-old man at an Etobicoke apartment building Tuesday. Police responded to an unknown trouble call from an apartment at 2 Eva Rd. near Bloor Street and The West Mall shortly after 9 a.m. The Special Investigations Unit said officers went to a

23rd-floor apartment where they encountered an injured woman. Shortly after the officers entered the apartment, a 34-year-old man was found dead on the terrace of the building. He had reportedly fallen off a balcony. To r o n t o P a r a m e d i c Services said the man received

a “traumatic injury related to a fall from a height” and was pronounced dead on scene. A 31-year-old woman suffered minor injuries and was taken to hospital for treatment. The SIU has assigned seven investigators to the case and is asking anyone with information to call the lead investigator at 416-622-1988.

OUR FaLL In Review

IT HaS been a bUSY 2015 HeRe aT aRTS eTObIcOKe. We spent the summer regrouping after our spectacular spring: Dancing In The Third act, Pan am Path Mural launch, artful Palate; and planning for the fall. Our after-School art Drop-in has expanded thanks to The Geoffrey H. Wood Foundation and The Johansen-Larsen Foundation. We have extended the program to cover more of the school year. Currently we have the Drop-In running on Wednesdays for the 10-18 year olds and Thursdays for the 6-9 year olds and both sessions are over capacity. Led by Artist Facilitator Faten Toubasi, the classes explore a variety of art disciplines including still-life, sculpture, print making and many more. This fall both classes are also exploring movement with dance instructors Mairéad Filgate and Judi Lopez.

a class for seniors and adults, taught by natalie Kauffman. Through a variety of exercises the students explore writing, drawing, and painting to express creativity. The final class of the fall, also for adults and seniors, is a 2-day workshop calligraphy: Text as art taught by Soheila esfahani. Whatever your language, this class uses the shape of letters and words to create art. This year our gallery has been very busy as well, playing host to a variety of community groups and professional artists. Currently we have our a.r.t. (art Rental Toronto) exhibition running until January 6, 2016. This exhibition features select work from the Arts Etobicoke art collection curated by art consultant Margie Macdonald. Our Saturday Art Classes have also been in full swing, starting off with a carnival arts class for 8-14 year olds taught by SwizzleStixx Theatre. They learned costume making, theatrical makeup, and stilt-walking. Next up was creativity, Inspiration, & Wellbeing,

Silverthorn family leaves lasting legacy in Etobicoke S ilverthorn Avenue. Silverthorn Park. Silverthorn Bush Drive. Mill Road. Cherry Hill Public School. These are just a few of many places in the Toronto area named for the pioneer Silverthorn family. Born in New Jersey in 1762, John Silverthorn, his wife Esther and their son Joseph moved to Niagara in 1786 where nine more children were born. In 1807, Joseph and his wife Jane moved to Toronto Township (Mississauga) where they had been granted land at Dundas Street and Cawthra Road. They called their home Cherry Hill, and it still stands as a restaurant on Silver Creek Boulevard. In 1811, John and Esther moved to a 120-hectare property in Etobicoke, east of Etobicoke Creek, north of Dundas Street. They built a large log cabin by the river, naming their new home ‘Mill Farm’. John and his son Aaron built saw

and grist mills just north of Dundas, and dammed the river to create a mill pond. They also built a bridge over the creek and opened a road from Burnhamthorpe to Dundas to facilitate travel to their mills. The bridge was washed out during Hurricane Hazel, but the north section of this road is still called Mill Road today. A village called ‘Silverthorn’s’ developed along Dundas on both sides of the creek, later renamed ‘Summerville’. When the War of 1812 broke out, sons Joseph, Thomas and Aaron all served in the York Militia. Thomas was wounded and unable to farm after the war, so he opened Summerville’s first inn in 1818. Aaron married Mary Custead in 1813 and they had eight children. Sadly, cholera epidemics in the 1830s claimed two of their

daughters and Aaron’s brother, Thomas. Aaron continued to live at Mill Farm and work alongside his father, so he inherited the property when John died in 1846. A shrewd businessman, Aaron invested in properties which later made money for his descen-

dants, including land where Sherway Gardens and Queensway Health Centre are today and land northeast of St. Clair and Old Weston Road where Silverthorn Avenue is located. The original Silverthorn log house burned down in 1869, and the family imme-

diately replaced it with the stucco over frame dwelling that you see on the right in the above photo. Aaron passed away in 1872, predeceased by his wife Mary in 1853. They are buried in Dixie Union Cemetery in Mississauga where John Silverthorn had played a key role in found-

Basement Flooding Remediation and Water Quality Improvement Master Plan - Study Areas 35, 36, 38, 39 & 41 Municipal Class Environmental Assessment Notice of Study Commencement Study Overview The City of Toronto is starting five Class Environmental Assessment (EA) studies to identify causes of flooding and develop solutions to reduce the risk of future surface and basement flooding, as well as, to improve stormwater quality before it is discharged to watercourses. These five EA studies, for Study Areas 35, 36, 38, 39 and 41, are located in the Etobicoke area.They have experienced basement and surface flooding during extreme storms in the past. In response, the City of Toronto has initiated these EAs to address flooding that originates within the City’s property such as roads and sewer infrastructure, as well as, to identify solutions for stormwater quality improvement in the area. The Process Each EA study is being planned as a Master Plan in accordance with the Municipal Class Environmental Assessment process, and will result in a series of recommended basement flooding remediation and water quality improvement projects. The Master Plan will define the problem, consider and evaluate alternative solutions, assess impacts of the preferred solutions, and identify measures to lessen any adverse impacts. Public Consultation Two (2) Public Information Centres (PICs) are planned for each Study Area.The first sets of PICs are expected to take place throughout 2016. City staff and the consulting team will be present to answer questions and discuss the next steps in the process. Notification of the PICs will be advertised in the local community newspaper and information mailed to residents within each study area. North York’s Chaminade College School, the Toronto Catholic District School Board (TCDSB) champ, lost its Golden Horseshoe Bowl game Monday, Nov. 30 49-8 to Hamilton’s St. Thomas More, one of two entries from the host Golden Horseshoe Athletic Conference (GHAC). least 18 of those are destined for Etobicoke. The majority of Syrian refugees, however, will be government-assisted refugees who will be settled in communities like Rexdale, where organizations with support services are available to help them integrate. “We want to be ready for them when they come, in terms of the immediate need for services they

might have,” Filippi said. “Housing, settlement, language training and employment are going to be the immediate needs, as well as working with the schools to get the kids in the classroom, making sure that the kids can integrate, and identifying supports for them when they need them.” There will also be a need for basic household items and winter clothing for the influx of Syrian

“It’s really a call to action for north Etobicoke to get ready and to co-ordinate ourselves with one another to make sure that we’re all working towards the same goal,” she said. “I’m really excited about this, because it’s a community effort and we’re already seeing a lot of interest. THE STUDY The Ontario Ministry of Transportation (MTO) has retained Amec Foster Wheeler Environment and Infrastructure to undertake a Detail Design and Class Environmental Assessment Study for the structural rehabilitation of seven (7) structures at the Highway 401 and Highway 427 Interchange (Contract No. 2), in the City of Toronto. The limit of structural rehabilitation is shown on the attached map. The intent of this project is to rehabilitate the structures to extend the life of the existing infrastructure and improve the safety of the interchange. THE PROCESS This study will follow the approved Class Environmental Assessment for Provincial Transportation Facilities (2000) as a Group ‘C’ project. An Environmental Screening Document (ESD) will be prepared, reporting the results of the study investigations, recommended improvements, consultation process, potential environmental issues and any commitments and mitigation measures made to address identified issues. Group ‘C’ projects are considered approved, subject to compliance with the Class EA. No future public notices will be provided for this project.

Shooting suspect sought A man is in hospital being treated for a single gunshot wound following a shooting in north Etobicoke Tuesday night. Const. Alyson Douglas-Cook said police were called to a townhouse complex in the Finch Avenue West and Islington Avenue area at around 7:58 p.m. “There were reports of four to seven shots heard, and it was believed that the shots were heard coming from the grounds of the nearby townhouse units,” she said, adding police found one victim, who was suffering from a single gunshot wound.
