The kitten thrown from a car on Hwy. 427 will have a new home for Christmas. And his excited new mom will be the woman who rescued him from the side of that snowy highway last week. Mandi Howard said she didn’t hesitate to pull over on southbound Hwy. 427 last Wednesday afternoon, slow traffic and save what turned out to be a small kitten thrown from a fast-moving vehicle window. On Tuesday night, Howard reunited with the tiny miracle kitten at Toronto Humane Society where he is receiving veterinary treatment. “I don’t think I could be more in love with this boy!!!” she posted on Facebook, along with a photo of the bright-eyed kitten playfully lying on his back, his injured hind feet splinted and bandaged. Howard is holding him close in another photo. She reported she will be taking the kitten she is adopting home by Christmas. Toronto has pulled for the >>crowdfunding, page 14

Man to support Alzheimer Society with skating marathon Steve McNeil to skate in honour of his late mother Eunice CYNTHIA REASON creason@insidetoronto.com At the stroke of midnight on Monday, Dec. 15, on the morning of what would have been his late mother’s 88th birthday, Etobicoke’s Steve McNeil is set to glide out onto the ice at Nathan Phillips Square to embark on a 19-hour and 26-minute skating marathon to raise funds for the Alzheimer Society of Toronto. Born in 1926, McNeil’s mother Eunice battled Alzheimer’s for the better part of 15 years before her death in February 2013. Now in its third year in her honour, McNeil said he hopes his 1926 Alzheimer Skate, combined with an upcoming 1,926 kilometre skate along the Rideau Canal in Ottawa this coming February, will raise a total of $100,000 towards a disease with wide-reaching devastation. “I’m not a business executive or anyone special, I’m just an ordinary guy who’s been touched by this disease in a bunch of different ways – and I skate,” said McNeil, a longtime Canada Post delivery man who is probably best known in Etobicoke for playing the ‘dancing mailbox’ in the annual Lakeshore Santa Claus parade. “Mind you, I’m not trying to break any land-speed records – I’m a 53-year-old hockey referee/ mailman, after all.” When he isn’t delivering the mail, McNeil said he spends at least four or five nights a week on skates, refereeing local men’s and women’s hockey teams. ing a game a few years back, in fact, that the idea for his first skating marathon came to him. “Three years ago, I stepped out onto the ice to referee and I came up with this crazy idea of how I could give back,” he said of what has since become an annual marathon skate in honour of the woman who single-handedly raised him and his four hockey-playing brothers in Rexdale. “My
mother was born in 1926, so I decided to skate for 19 hours and 26 minutes in dedication to her.” That first year, McNeil said he didn’t even tell anyone of his plans to do the marathon skate on Dec. 25, 2012 until a few days before, much less make it a fundraiser. Last year he got more organized and, despite blizzard conditions that night, changed the date of the annual event
to mark his mother’s Dec. 15 birthday, and directed his supporters to donate online to the Alzheimer Society of Toronto. This year, he’s hoping to up the ante once again and, in addition to the 1926 Alzheimer Skate, also undertake a 1,926 km skate in Ottawa this February if he can garner enough support to do so. McNeil’s goal is to rally 5,000 people to donate $19.26 each – for a grand total nearing $100,000 in donations towards the Alzheimer Society of Toronto. His ultimate hope is that some of those funds will go to supporting people who, like his wife, have sacrificed their livelihoods in order to care for loved ones suffering from Alzheimer’s and other forms of dementia. “Alzheimer’s is a disease that affects more than just the person that gets sick with it – it’s a disease that affects all the family, friends, neighbours and everybody else. My wife gave up her career as a hairdresser years ago to have her mother with dementia come and live with us,” McNeil said of taking in his late motherin-law, Elpida Grezos, for five years. “So that’s why, initially, I wanted to start a corporate fund for people like my wife, who gave up legitimate careers to bring their aging parent with dementia in to live with them, because there is absolutely no level of government in this province that helps anybody like my wife.”

Small measures can make a big impact on the transit file

etting people moving in this city – on our roads and transit routes – is a complicated, political endeavour. Historically, the file moves about as fast as the traffic on the Gardiner Expressway during rush hour, ever frustrating commuters whose lives are impacted daily by the city’s choked arteries. That’s why it’s refreshing to see some immediate, tangible measures being taken to ease our traffic woes. Mayor John Tory’s recently announced initiatives are minor in nature compared to talk of mass transit solutions, but they make the best of a difficult situation by effecting change now. And when compounded over time, these little measures may add up to major improvements. At least something’s being done, and our view that action is breathing some new life into the transit conversation Toronto. It’s critical we conReview small in tinue to build on this momentum. Tory’s plan calls for several changes to things: the immediate towing of see effect cars and trucks illegally parked on major roads during rush hour, adding more arterial road cameras, ramping up the installation of re-timed traffic signals scheduled for next year, extending work hours on construction sites for large infrastructure projects and making private-sector firms pay more for the privilege of closing lanes and boulevards for construction. On Monday morning, Tory also made official the all-door boarding of the 504 King streetcar (though many streetcar operators have already been allowing this due to overcrowding). That same day, Toronto police launched their own anti-gridlock campaign to help get us moving. These initiatives are promising, but there’s still much to do. Long-term strategy is key and that’s already underway with a request for a SmartTrack feasibility study coming from executive committee last week. There needs to be ongoing public consultation. A review process also needs to be in place to see if these short-term measures are having the intended effect – something also called for by JeanPierre Boutros, a former city hall and TTC insider who spoke with us last week. Fixing the transit problem in Toronto is a big picture kind of dilemma. But these quick wins deliver some much-needed momentum at a time when the transit file’s been all but stalled at the gate.

And with another term, the question remains: how do you solve a problem like Mammoliti?
T
he voters of Ward 7 returned Giorgio Mammoliti to office this year – in one of the least explicable electoral decisions this side of 2010. The long-serving city councillor is after all under investigation by police for a fundraiser that so egregiously violated the rules under which councillors operate, that council also docked three months of his pay. The one thing to say in defence of these perplexing constituents is that at least they don’t have a relationship with former members of the Sussex Group – a lobbying organization named prominently in the integrity commissioner’s report as contributing to the councillor’s $80,000 take from the 2013 fundraiser. The same cannot be said for Mayor John Tory, who
david nickle the city hired two former members of the energetic lobbying organization as his senior staff: Chris Eby as his chief of staff and Vic Gupta as his principal secretary. Those hires raised some eyebrows around city hall when it was announced shortly after the election. It wasn’t really a problem, until now – just a week after Tory pushed the appointment of Mammoliti to two influential (and potentially influence-able) bodies, the committee that appoints members of the committee of adjustment, and the board of Exhibition Place. Mammoliti has now come forward with a request to cover $48,000 in legal bills he’s accumu-
lated, attempting to strike down the report from the integrity commissioner, and restore the $26,000 in pay that he’s lost. The audacity would be shocking in any other councillor than Mammoliti, whose torqueing of the entitlements of office has been almost a secondary career to the one he’s used as councillor. It’s still noteworthy – Mammoliti’s transgressions nearly always are – but it also resurrects uncomfortable questions about the embryonic Tory administration. One could sense last week that Tory and his team had realized they’d made something of an error, at least in supporting Mammoliti for the committee of adjustment appointment body. A motion by Scarborough-Agincourt Councillor Norm Kelly, to
add more members to that committee (and so dilute the individual influence of each councillor) passed easily. The Exhibition Place appointment went through easily, despite objections from local councillor Mike Layton. Tenn is acting director of the city’s transportation services division in Scarborough district responsible for the city’s east-end winter operations. Tenn chuckled when asked whether he too has heard prophecies this winter that Toronto could see a repeat performance after one of the harshest winters in recent memory last year. Toronto is confident its fleet of 600 road plows, 300 sidewalk plows and 200 salt trucks will keep the roads and sidewalks safe, he said. “If they say it’s going to be a bad, cold winter, it doesn’t matter to us. We’re ready to go,” Tenn said. “In cold winters, I get less sleep. In warm winters, I get more sleep.” The city’s winter operations program includes salting, road, windrow and sidewalk plowing and pothole filling. It is primarily contracted out, Tenn said. Here is how the city’s winter program goes. City staff continuously check road conditions and monitor weather forecasts and pavement temperature. Before a snowstorm, and when black ice is predicted, crews apply a layer of salt brine to hills, bridges and large road bends throughout the city. The salt brine prevents the snow from bonding to the pavement and makes it easier to plow. “It buys us more time when there is a snowstorm coming,” Tenn said. “It gives us more time to get there with a salt truck.” All trucks are equipped with a preset salt spread rate as a conservation measure to protect the environment.

A city bylaw requires those homeowners to shovel their sidewalk within 12 hours after a snowfall. Seniors or people with disabilities downtown can apply to the city to have their sidewalk plowed.

Crews plow windrows (the bottom end of driveways), but only to create a three-metre wide opening. It is not meant to clear the entire width of driveways, Tenn said. The city mechanically clears snow from sidewalks in neighbourhoods in and around Etobicoke, North York and Scarborough, which have wide boulevards. Sidewalks are cleared when the snow has stopped and accumulation has reached eight centimetres in November, December and March and five centimetres in January and February. In the city’s core, due to a multitude of on-street parking, residents and business owners are required to clear their sidewalks of snow within 12 hours after a storm. Failure to do so could result in a $100 fine plus $25 surcharge. D ow n t ow n p r o p e r t y owners who are seniors or disabled may apply to the city to have their sidewalk plowed. Find the application online here bit.ly/1wda1ft Potholes are commonly an outcome of the freeze-thaw cycle. Water on the asphalt freezes and lifts. Vehicles drive on the asphalt and break it. The city recorded 354,000 potholes between January and November this year. That is nearly double the 182,000 it recorded in the same period in 2013. As of Dec. 1, the city’s winter fleet has been ready to hit the streets, he said. “We have an army of staff, primarily contractors, but also in-house.”

Crowdfunding raised more than $6,000 >>>from page 1 brown-and-white kitten in a big way since Howard launched a crowdfunding project Saturday morning to raise money for his veterinary care. Howard was driving southbound on the 427 express around 3 p.m. Dec. 3 when she saw something being thrown from a window a few vehicles ahead of her. At first, she thought it was a coffee cup. Then she saw fur blowing in the wind. The south Etobicoke resident pulled over onto the left shoulder before the Gardiner Expressway. She carefully got out of her car and walked the highway shoulder as cars whipped by. She realized it was a kitten. Part of its body was on the line separating the shoulder from the passing lane. Seeing a lull in traffic – “that’s incredible; there’s never a lull” – Howard straddled the line with both hands in the air. Once she made eye contact with one approaching driver, she pointed to the kitten. That driver edged over toward the next lane. Drivers behind him followed suit. “At that point, the baby looked at me. Just staring at me with those big eyes,” she said. “I’m whispering to myself, ‘please don’t run. Please don’t run. Please let me get him. Please let me get him.’” She did. “He let me walk right up to him and scoop him up. It felt like time slowed. People were just staring at us. Staring at us.” A nurse in Humber River Regional Hospital’s emergency department, Howard wrapped the terrified kitten – “He was covered in blood and screaming at this point” – in a blanket from her car, careful to support his neck and spine in case of spinal trauma. She got in her car, put the kitten on her chest and buckled the seatbelt around them. “I got you now, baby. You’re OK. I’m going to get you help,” she told him.

When she regained her composure, she drove straight to the Toronto Humane Society’s (THS) River Street building. Vets treated the kitten, whom they named Pedro. They surgically repaired his lacerated lips, put splints on his hind legs – the kitten broke every toe in his hind feet in the fall – and treated his scrapes. A shifted growth plate in one of his hips may mend on its own, or require surgery in future. THS staff estimate the kitten “just about the size of your hand” is about 10 weeks old, said Mikyla Deleo, Toronto Humane Society spokesperson. Despite his serious injuries, Pedro does not appear to be traumatized, Deleo said. “He’s a sweet little guy,” she said. “He’s a little shy. But you can pick him up. He has been purring for our staff. He eats like a little monster. He was very hungry when he came to us.” Deleo said she has never seen anything like Pedro’s case. “It’s unbelievable,” she said of the act of cruelty. investigating The Ontario Society for the Prevention of Cruelty to Animals is investigating after Howard notified them last week. The OPP is also investigating.
Anyone who witnessed the kitten being thrown from the vehicle window, or who has any information, is urged to contact Const. John Ennis at 416-235-4981. Howard said she is hopeful witnesses will come forward. “The one thing I want to come out of this is that if anyone did see this happen, whether they saw the colour, make and model of the vehicle or the licence plate, please come forward. Share any small detail they can remember about it. It may take awhile, but the pieces could be put together.” Howard credits her medical training, and her animal activism, for keeping her calm and able to save Pedro. She volunteers with Toronto Pig Save, Toronto Cow Save and www.ivegan.ca campaign, ‘Why love one... but eat the other’. Howard pledged to donate any remaining crowdfunded donations to THS “as a token of love and appreciation,” she said. “I just cry every time I update it,” she said of strangers’ generosity. “I’m trying to send people thank yous. I’m so overwhelmed by the love and support that has come to me and Pedro. “People say I’ve restored their faith in humanity. But they’ve restored mine.”

The initiative will run until the end of December. In the meantime, Tretter said 22 Division will also be running extra patrols through residential neighbourhoods to combat holiday break-andenters. “We do find that when people place their presents under the Christmas tree this time of year, all nicely wrapped up, we tend to get
reports of home entries where the gifts are targeted, so we’ll run a project with respect to break-and-enters, as well,” she said. Now that the mornings are turning colder, officers from 22 Division are also urging residents who leave their vehicles running to warm up in the early morning hours to remain vigilant, as police often see a spike in the number of vehicle thefts in such circumstances this time of year. “We’re asking people, with respect to warming up their vehicles, to make sure their vehicles are locked and secure,” she said. “We recommend that people, if they have a remote starter, to use the remote and make sure your car is locked. And always keep an eye on your car, even when using a remote starter.” Motorists are also advised that the Holiday RIDE program is already in effect. GO Transit wants to hike fares GO Transit riders should brace themselves for a fare hike in 2015. The regional transit agency is recommending Metrolinx’s board of directors, scheduled to meet today, approve a tiered fare increase to take effect in February. For the first time, GO wants fares to be determined by calculating total distance traveled. For example, the minimum cost of $5.20 for a one way trip would increase by 10 cents, while it will cost 50 additional cents compared to 2014 for fares exceeding $8.25. BIKE SHARE GETS NEW CORPORATE SPONSOR Toronto’s city-operated bike share service has a new corporate sponsor and, it would seem, long-term viability. Despite beating last year’s all-time high the TTC will not meet its ridership growth projections for 2014. The transit commission had hoped to reach a threshold of 540 million rides this year, representing growth of three per cent from 2013, but it’s expected to fall five million short. In his monthly performance report to the TTC board, Byford said 2014’s final ridership tally will still exceed last year’s record total of 525 million rides.

Fares announced for Union Pearson Express RAHUL GUPTA rgupta@insidetoronto.com Metrolinx has unveiled the fare structure for the Union Pearson (UP) Express air rail link service which is getting set to launch this spring. It will cost $19 for a one-way adult ticket for a 25-minute trip along the length of the four stop rail line connecting Pearson International Airport with Union Station, for Presto card users. That number jumps to $27.50 for those who don’t use the electronic fare card. Airport employees making use of UP will receive a discount amounting to $10 oneway and $300 for a monthly pass, which Metrolinx officials said would work out to $7.50 per trip based on 40 one-way trips. The pass is also eligible for a federal tax credit. Metrolinx also announced

Police embark on enforcement campaign to reduce city gridlock ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Police in Toronto have launched an anti-gridlock campaign that will focus on education and awareness for the next four weeks followed by “heavy” enforcement. Chief Bill Blair kicked off the initiative, dubbed ‘You Know you Shouldn’t...so Don’t’, at police headquarters Monday. “Much of the problem caused on our roadways is caused by us, it’s caused by our citizens being inconsiderate in the way in which they park their car, they cross the street and the way in which they sometimes block an intersection,” Blair said. “We will undertake a public education campaign over the next four weeks and then beginning in the first week in January a very significant traffic enforcement and parking enforcement campaign will be undertaken that will

traffic, increasing travelling time or raising frustration levels of all our road users,” said Supt. Gord Jones of police traffic services. “I would ask each person as they prepare to travel that they focus all their energies on being the very best pedestrian, the best driver, the best cyclist that they can be by being professional, courteous and focused on the chosen task at hand.” Police plan to post five public service videos onto their website as part of the campaign. “We think it’s very important to educate the public,” Blair said. “Much of the intent of our enforcement is to keep our roadways safe and to keep our roadways moving. Company fined in swing stage collapse that killed four workers on Christmas Eve 2009 The Ottawa-based company that supplied the swing-stage platform that collapsed at an Etobicoke highrise on Christmas Eve 2009, killing four workers, has been fined $350,000. The Old City Hall court-ordered fine against Swing N Scaff Inc. – plus an additional fine of $50,000 against company director Patrick Deschamps – was announced in a court bulletin released last Thursday by the Ontario Ministry of Labour. “After forensic examination of the swing stage, Ministry of Labour investigators found it was not fit for its intended use as fabricated,” the statement reads, noting that, in particular, the welds on the platform were inadequate. On Christmas Eve 2009, Alexander Bondorev, 25, Aleksey Blumberg, 33, Fayzulla Fazilov, 31, and Vladimir Korostin, 40, plummeted 13 storeys to their deaths when the 40-foot Swing N Scaff swing stage they were working on at 2757 Kipling Ave. broke apart in the middle and collapsed. nected to his safety harness. Swing N Scaff Inc. pleaded guilty to failing to ensure that the suspended platform and/or a component supplied to Metron Construction Corporation was in good condition, and was fined $350,000. Deschamps pleaded guilty to

failing to take all reasonable care to ensure the suspended platform was in good condition and that a platform weighing more than 525 kgs was designed by a professional engineer in accordance with good engineering practice. He was fined $25,000 for each count, for a total fine of $50,000. In addition to the fine, the court imposed a 25 per cent victim fine surcharge, as per the Provincial Offences Act. The surcharge is credited to a special provincial government fund to assist victims of crime. All six men killed or injured in the accident were migrant workers from the Republic of Uzbekistan, Ukraine, and Latvia employed by Metron Construction Corporation at the time of the swing stage’s collapse. For its part in the accident, Metron – a Toronto-based construction company – pleaded guilty to criminal negligence causing death in the case back in June 2012, becoming the first firm in Ontario to be convicted on such charges.
Police are investigating the sexual assault and robbery of a female escort at an Etobicoke hotel early Tuesday morning. Staff Insp. Mike Earl told reporters the 22-year-old victim opened her door to whom she thought was a client just before 5 a.m. when the robbery took place. “The door burst open and three other males entered the apartment and pushed her back into the bathroom, at which time she was assaulted about the head,” Earl said. The men, also made demands for the woman’s cash, clothing, cellphone and credit cards. Two of the male suspects then allegedly sexually assaulted the woman, then threw her onto the bed, before fleeing the scene, Earl said. This latest incident is one of five robberies of its kind currently being investigated by police. Police believe female escorts are being targeted, in which a male poses as a client before a group of men join him to rob the victim. A press conference was scheduled after Guardian deadline about arrests made in the case.

Tips to prepare your home for winter weather Try as you may to ignore it, winter weather is on its way in Ontario, putting your home’s energy system to the test. “Bitter cold temperatures may not be universally welcomed,� says Bob Betts, a spokesperson for the Ontario Natural Gas Alliance. “But homeowners should consider the seasonal change as a good opportunity to think of ways they can keep their home’s energy use in-check and performing at an optimal rate.� The very low natural gas energy prices that we are seeing now can make us com-
placent and cause us to forget that there are further savings that can be achieved through simple conservation. Betts says keeping just a couple tips in mind can help homeowners save their hard-earned dollars on heating bills this winter by reducing their consumption levels. 1. Think of winter as your annual time to take a good check on your furnace, says Betts, who adds that considering a two-stage natural gas furnace is a great way to save. Two-stage furnaces are smarter be-
cause they automatically using less gas until it determines that 100 per cent of its capacity is needed to maintain the desired temperature. That might only happen a few times each winter, meaning that you effectively are using a smaller furnace for most of the season. 2. .During daylight hours, pull the curtains back and let the sunshine heat your home. Says Betts: “It’s free energy that you can take advantage of to prevent your furnace from coming on as often.� 3. Lower your thermostat during the hours

The intent? “To make people aware that the greatest symbol of this country — the Canadian flag — is celebrating its 50th anniversary next year,” said Chris Korwin-Kuczynski, vicechair of the Lakeshore Village Business Improvement Area (BIA). “Recognition is important. Not just for that community, but for the city as a whole.” The Lakeshore Village BIA will host a Canadian Flag Day Winter Carnival on National Flag of Canada Day, Sunday, Feb. 15 from noon to 4 p.m. on Lake Shore Boulevard at Sixth Street. local artist Chris Irvine, the bold Canadian statement recently won the Lakeshore Village BIA which commissioned it the Outstanding Murals award at the Toronto Association of Business Improvement Areas’ (TABIA) Fourth Annual Toronto BIAs Recognition Awards Dinner held Dec. 2 at the Palais Royale. “We’re very happy about the award,” Korwin-Kuczynski
said. “We put special effort into that mural. We really need to thank Chris Irvine. He did just a terrific job. It has been great public relations for the BIA.” Fourteen Toronto BIAs were recognized for their contributions to the community in categories that included branding, floral, master plan, streetscape, marketing and volunteers, among others. Kingsway BIA took home the Round of Applause award for the second consecutive year for its impressive floral displays along Bloor Street West. “Basically, we’re keeping the area beautiful, friendly and inviting so people will want to come and feel comfortable bringing friends and strolling along,” said Cathy Beaulieu, chair of The Kingsway BIA. The BIA purchases the flowers and maintains and waters them throughout the warmer months. BIAs appreciate the recognition, Beaulieu said.

“We do work hard and it shows. It’s nice that the city recognizes and values our work,” she said. “There is no denying the BIAs work.” Both Lakeshore Village BIA and The Kingsway BIA have operated for 41 years, making them among the oldest BIAs in Toronto. Bloor West Village was Toronto’s first BIA. The recent Kingsway BIAfunded 14th annual Carolling in The Kingsway Out of the Cold concert raised nearly $10,000, Beaulieu reported. TABIA is a non-profit umbrella organization working with more than 78 BIAs within Toronto, which represent more than 35,000 business and property owners. Metroland Media Toronto, which publishes The Etobicoke Guardian, the City of Toronto, Street Graffitti Solutions, CTM Media Group and Wish Twice Productions sponsored TABIA’s Fourth Annual Toronto BIAs awards.

Her year also included being selected as U.S. college swimmer of the year after helping the University of Georgia Bulldogs, where she is currently in her third year, to a national title. Her highlights there included winning the 500 and 1,650 freestyle titles and coming in second on the 800 freestyle relay and fourth in the 200 individual freestyle. “NCAAs (National Collegiate Athletic Association) was pretty much the meet of my life, then doing well at Canadian trials, breaking some Canadian records in the summer and winning my first set of international medals, I couldn’t have asked for anything more,” said MacLean, in a recent Swimming Canada release. “It’s definitely exciting and I got to travel the world and cheer on all my teammates.” It marked a fantastic comeback after an off year in 2013 due in part to injuries. MacLean, who was named Canada’s junior swimmer of the year in 2012, attended grades 11 and 12 at Silverthorn Collegiate after spending grades 9 and 10 at Martingrove Collegiate. Prior to that she attended three elementary schools in Etobicoke – Hollycrest Middle School (high performance program), John G. Althouse Middle School and Princess Margaret Jr. School. She joined Etobicoke Swimming when she was seven years old.

Etobicoke’s Brittany MacLean is Canada’s female swimmer of the year – again. The 20-year-old Etobicoke born and raised Olympian was cited by Swimming Canada for a “breakout 2014” in which she “won her first major international hardware.” She brought home five medals from the Commonwealth Games and the subsequent Pan Pacific Championships, including: • at the Commonwealth Games in Glasgow, Scotland, bronze in the women’s 800-metre freestyle and a team silver in the women’s 4x200m freestyle relay; • and in the subsequent Pan Pacific Championships in Australia, bronze in the 800, 1,500 and 4x200 events. In the process, she claimed the Canadian records for the 800 and 1,500 to go along with the 400m mark she set at the 2012 London Olympics.

Landlord gets three years in jail for fire death of rooming house tenant The Etobicoke landlord of an illegal rooming house that caught fire in March 2011, killing a tenant, was found guilty of criminal negligence causing death and sentenced to three years in prison last week. In her verdict, delivered in August, Superior Court Justice Bonnie Croll ruled that Jasvir Singh cut corners on rooming house fire safety measures when it came to his property at 73 Humber College Blvd. Singh, she said, “concluded the retrofit (for a rooming house) was
too costly so he decided not to comply.” Following a 2010 fire inspection that found at least nine people living in the house with no working smoke alarm, Singh was ordered to make changes to the house in order to safely rent rooms to individual tenants – including the installation of an interconnected smoke alarm system with a smoke detector in each bedroom and fire-resistant doors. In order to pass fire inspection without having to make the costly
changes, however, Singh instead claimed he was renting the twostorey detached house to a single family, with a separate basement unit, Insp. Karen Borne testified. Single family dwellings, the court heard, have fewer, and therefore less costly, fire safety requirements because families are more concerned with each other’s safety in the event of a fire than individual tenants. Croll ruled despite knowing the risks, Singh continued to operate a rooming house, renting to three indi-
viduals who hardly knew each other. She also found after the fatal fire on March 6, 2011, Singh fabricated a document to attempt to prove the tenants were a family. The fire was caused by a hot plate belonging to tenant, Karnail Singh Dhaliwal, catching fire while he was passed out drunk. Dhaliwal died of smoke inhalation and his friend staying in his room, Harbir Bhinder, suffered severe burns and was hospitalized for four days. For unknown reasons, no smoke alarm went off
that night to warn the other two tenants, students attending nearby Humber College, but they managed to escape safely, as did the couple who lived in the basement apartment. Singh showed a “wanton and reckless disregard” for the safety of the tenants, Croll ruled in August, also finding Singh guilty of criminal negligence causing bodily harm, endangering the safety of the tenants, and four counts of criminal mischief. – Torstar News Service
