Hospital receives news of funding during 40th anniversary celebrations TAMARA SHEPHARD tshephard@insidetoronto.com Etobicoke General Hospital (EGH) will begin the procurement process next year to build a new fourstorey wing and expand its health services. Hospital officials received news Wednesday at their 40th anniversary celebration that the Ontario Ministry of Health and Long-Term Care will fund the first phase of redevelopment of the hospital’s north Etobicoke site. Hospital officials estimate the

hospital’s redevelopment cost at $200 to $250 million, EGH President Matthew Anderson said in an interview. The hospital’s then-renovated emergency department and its Critical Care and Intensive Care Units will move to the new 217,000 square foot building, which will also house its fracture clinic, maternity and newborn care, day surgery, inpatient dialysis services, ambulatory clinics and new outpatient oncology facility. Crime Prevention Week hosted at Sherway Gardens Etobicoke’s Sherway Gardens will host the launch of this year’s Crime Prevention Week on Friday. The theme of this year’s Crime Prevention Week – a province-wide initiative driven by the Ministry of Community Safety and Correctional Services and that runs from Nov. 4 to 10 – is ‘Engaged Communities Prevent Crime’. The Toronto launch event will feature grades 5 and 6 students from Christ the King Catholic School singing the national anthem,

numerous information booths, and special guest speakers including Toronto Police Chief William Blair, Etobicoke-Lakeshore Councillor Peter Milczyn, 22 Division Supt. James Ramer, and ScarboroughAgincourt MPP Soo Wong on behalf of Madeleine Meilleur, minister of Community Safety and Correctional Services. Stonegate Community Health Centre is hoping to ensure more than 300 Parklawn area families have “wholesome and whole” dinners on the table this holiday season – but they need a little help to reach that goal. This year’s third annual Good Food Box Holiday Drive aims to match last year’s successful goal of $13,000 towards the purchase of baskets brimming with fresh, local and seasonal produce, said Julia Graham, Stonegate’s Food Access program co-ordinator. “It’s really sad that we need to set that target, but the number of people with food insecurity issues just keeps climbing. Every year, the number of people referred to us is increasing, which means there are more hunger issues,” she said, noting that poverty is a serious concern in the Stonegate community, where 28 per cent of families and 38 per cent of children are living in poverty. “For us, the Good Food Box Drive makes so much sense. A lot of the time, generous charities give out toys and turkeys around the holiday season, while the food bank gives out all the canned goods. Cross-dressing man wanted in bank robbery

Police have released surveillance photos of a cross-dressing man wanted in connection with an Etobicoke bank robbery. It is alleged the wigged man – who had disguised himself as a woman – entered a bank near Lake Shore Boulevard West and Mimico Avenue on Sept. 29 at around 3 p.m., handed the teller a note demanding money, then fled the scene with an undisclosed amount of cash. The suspect is described as white, aged 20 to 30, 5’8”, 130 pounds, with

long black hair (possibly a wig). He was last seen wearing a blue hoodie, a long striped t o p, b l a c k pants, and white-framed sunglasses, and was carrying a brown purse.

Police are seeking witnesses to a collision on Dixon Road in Etobicoke that sent a 21-year-old man to hospital in critical condition. Officers were called to the scene at Dixon and Celestine Drive last Tuesday evening at around 7:38 p.m., where they found the victim

suffering life-threatening injuries. It is reported that the victim was struck by a car – a 2012 Nissan Altima driven westbound on Dixon by a 52-year-old man – when he attempted to cross from the south to the north side of Dixon on foot. Haven on the Queensway hosts a free dental and medical clinic next month. The non-profit charity has partnered with Health Mission Outreach for the second year to offer appointments with a dentist, dental hygienist, physician, optometrist, acupuncturist and chiropractor to people in need on Saturday, Nov. 10. The free clinic runs from 8:30 a.m. to 5 p.m. at Church on the Queensway, 1536 The Queensway across the street from IKEA. Medical services are available to anyone without benefits. Only people on Ontario Works or without insurance qualify for dental services. Seniors are welcome. Haven is a non-profit charitable organization with a mission to help meet the physical, emotional and spiritual needs of people in Etobicoke, Mississauga and downtown Toronto who struggle in poverty or in crisis. It runs a food bank, a donated clothes’ room, various counselling groups and a homeless support program. Already, 300 clients have called to pre-register for the services from Haven’s programs and social service agencies, Haven executive director Bev Hynek said. “It’s a huge benefit to our clients who don’t have access to these services,” she said. “It’s free. It is run by qualified dentists. There is a physician on board.” Medical professionals are volunteering their time at the clinic. Call Haven at 416-6402005 to pre-register to be put on a waiting list for an appointment that day. Anyone wishing to volunteer that day, or make a financial contribution toward the cost of holding the clinic, is also urged to call Haven.

Time, money wasted on Mayor Ford’s subway dream

Community has a role in planning for emergencies

T

he damage caused this week by Hurricane Sandy and its after-effects to both Toronto and the American Atlantic coast should stand as a reminder to all residents of the importance of emergency preparedness. Whether we think of it or not, these episodes can be huge factors in defining community attributes or identifying community needs. And, as we head into a storm season, it presents a perfect opportunity for community organizations of all sides to impact their neighbourhoods, and provide a great public service. Resident associations can take our view a leading role in making sure their community members are Neighbours aware of the dangers they face due to high winds, heavy rains, need to care snow or other forces of nature. for each other The city should include those residents associations as a key part of emergency planning. One area of the city might be susceptible to flooding. Another area has the potential for toppled trees to create havoc. The potential problems are different for every neighbourhood – and emergency preparedness can be defined by neighbourhood as well. Local organizations are an excellent way to get street-level information out to the people who need it. Most residents associations already have street captains assigned to hand out newsletters and collect membership dues. They could also be the first sources on what steps need to be taken to prepare for or deal with emergencies. The street captains will also know of residents who have special needs that might be impacted by such things as a power outage, and can be used as resource by emergency officials. Residents groups can also take a proactive role in dealing with areas of potential danger. For instance, they should be charged with stressing the importance of keeping trees healthy and creating a list of potentially dangerous trees. And it might provide a significant and appreciated way for organizations to raise their profile and importance in the neighbourhoods of Toronto. Residents associations, community centres and local schools can all contribute to emergency planning. All of Toronto’s official organizations, including police, fire, EMS and hydro crews, did a great job in preparing for this week’s bad weather associated with Sandy. To the editor: Mayor Rob Ford has made mountains of right-wing media coverage over his insistence the city is divided – the downtown versus the suburbs. If this is true, then a good mayor would focus on down playing this and addressing it, not expanding it and fueling the fire. The mayor must focus on getting transit to all areas of the city in an affordable and sustainable manner. Ford has done nothing but cry and shout ‘I want it my way.’ All he has done is waste time and money. Stop focusing on changing the agreements that were in place. Ford has wasted two years of construction time. Transit is a major economic ingredient and surface transit is a good way to open those stores that sit unused. Passengers on subways see blank walls whereas on the surface you see places to shop, eat and be entertained. Economic development is not an underground thing. Glenn Kitchen

Toronto casino both beneficial, detrimental

T

oronto’s city manager Joe Pennachetti has upped the ante on the question of whether to allow a casino in Toronto’s borders this week. In a report to Mayor Rob Ford’s Executive Committee which meets next week, Pennachetti indicates serious economic benefits to both Toronto as a whole, and more critically, the City of Toronto’s hungry coffers. As a whole, a big casino would create some jobs, and also threaten some jobs — particularly at the Woodbine Racetrack in Etobicoke — but on balance, create more than it destroyed. And with the right deal, Pennachetti says a large casino resort could all but eliminate the city’s structural deficit. If it’s located at the Canadian National Exhibition, and the Ontario Lottery and Gaming

Corporation agrees to give Toronto a sweeter deal than other host municipalities, then it could bring in $200 million a year. And that is the range of Toronto’s structural deficit — which is to say, the difference between what it costs to run the city we want, and the conservative estimate of how much money the city can actually collect each year. It’s a compelling argument to raise, given that the city, less than a generation ago, rejected the idea of hosting a casino in a proper referendum. Will it be enough, to bring the tables and the slot

machines to Toronto? It’s tough to say. But one thing for sure is that Pennachetti has framed for Toronto councillors the most interesting kind of moral argument: one with no right solution. Because he’s right: if Toronto bargains hard and extracts a gold-plated deal with the Ontario government, gambling revenues can deliver to Toronto a balanced budget. That would mean that city services that residents value could be sustainably funded, transit could expand as needed rather than as politically expedient. City budget debates could be something other than the triage exercises they’ve become. And yet... that money will be coming from a tainted source: the pockets and savings and mortgages of people who cannot resist the temptation of those

tables, those slots. Casinos do best with the gamblers whose addiction causes them to give up their whole financial lives. It’s a choice that past and present provincial governments have already made, as they’ve built casinos in 24 communities around the province over the past few decades. Those revenues have become part of the bedrock of the Ontario government, and no government has dared look back. Toronto could dip into that pool as well. A great many Torontonians would benefit. A comparatively few number of Torontonians would suffer catastrophic loss. It’s a tough question – a moral question. U.S. political parties mine for votes in Toronto Democrats, Republicans urge dual citizens, expats to vote on Nov. 6 JUSTIN SKINNER jskinner@insidetoronto.com While much of Canada will be watching raptly on Tuesday, Nov. 6 as U.S. voters decide whether Democrat Barack Obama or Republican Mitt Romney will lead their country for the next four years, some Canadians have more at stake in the election than others. For dual citizens and expats, particularly the members of Democrats Abroad and Republicans Abroad, the election will hold extra importance. Democrats Abroad Canada committee chair Allenna Leonard and Republicans Abroad Canada chair Mark Feigenbaum have been hard at work trying to urge people to turn in their ballots. “Our major effort is just to get out the vote,” Leonard said. “We have members from all 50 states so we’re making calls to members from all 50 states.” Feigenbaum noted that, even though the Democrats have traditionally gotten more of the youth vote, he and his organization are

more interested in seeing people of all stripes ensure their vote is counted. “I like to encourage people, even if they prefer the Democrats, to exercise their right to vote,” he said. “It seems strange to me that some of the people who are the most vocal and critical of the government are the same people who don’t exercise that right.” Both Leonard and Feigenbaum have reasons for supporting their candidate of choice. Naturally, the hot-button issue of health care was front-of-mind for both. Leonard said Obama’s plan to implement universal health care will provide huge benefits to all Americans, and most notably the most vulnerable. “We (at Democrats Abroad) really think the closer the U.S. health care system gets to Canada’s the better off (Americans) will be,” she said. “Governor Romney wants to dial things back to the 1950s and allow employers to determine what health care they’ll give to people.” Feigenbaum, however, disagreed with Leonard’s assessment. That significant investment is in addition to a $4.2 million renovation of existing areas in the past two years, including the laboratory, day surgery and diagnostic cardiology units. Provincial government redevelopment funding is particularly welcome news to the hospital’s emergency department, said Dr. Naveed Mohammad, vice-president of medical affairs, former EGH site corporate chief of emergency medicine and an ER doctor at the hospital since 1997. Etobicoke General treated 33,000 patients per year in its emergency department when it opened in 1972. This year, it will see more than 80,000 patients, Mohammad said. Yet, the hospital’s emergency department wait times remain better than the provincial targets, in fact, better

than the provincial average, Mohammad reported. Last month, the hospital added more ER doctor hours to assist patient volumes and wait times. “Success is not always measured by data and wait times,” Mohammad said. “It’s about commitment, passion, compassion and teamwork, all exhibited by talented individuals providing excellent care.” Mohammad recalled how emergency department staff took in employees at a local bakery for carbon monoxide and ammonia exposure minutes before receiving all the passengers from Air France Flight 358 that overshot the runway at Pearson International Airport on Aug. 2, 2005. All patients were seen and treated between 5 p.m. and 2 a.m. the next morning, he said. In 2003, EGH officials received eight-days’ notice, Mohammad said, it would become one of the SARS (Sudden Acute Respiratory Syndrome) hospitals. Officials converted its emergency

Ontario Lottery and Gaming Corporation (OLG), revenues from a casino in downtown Toronto could permanently fill Toronto’s structural deficit. That was the word Monday from Toronto’s C i t y Ma n a g e r Jo e Pennachetti, following the release of his report on the economic impact of a casino on Toronto’s economy. The report will be going to Mayor Rob Ford’s Executive Committee Nov. 5 and from there will likely be public consultations before council finally deals with the question of whether to allow casino gambling – probably in February or March. For now, however, Pennachetti has laid out a case for a casino in Toronto so long as the OLG is willing to sweeten the pot with higher-than-usual hosting fees. “There are issues that council has to decide on related to social and health impacts,” said Pennachetti, speaking with reporters Monday. “But if the hosting fees and the property tax revenues are anywhere near the potential of a change in formula, the fiscal benefits to the city would be significant enough to virtually solve our operating

fiscal sustainability budget problem.” Whether the city can negotiate higher-than-usual fees with the OLG is an open question, but Pennachetti argues in his report that a full-scale entertainment complex in the right place could generate as much money as all of the other 24 gaming venues operated by the OLG combined. The OLG pays a hosting fee to those municipalities. Pennachetti is arguing that because of the amount of revenue OLG could expect from a Toronto casino, it should adjust its hosting fee accordingly — up to $168 million a year. He said, however, there are social costs to hosting a casino and said council would ultimately have to weigh that before approving a casino. But in his report, he concluded given that OLG is committed to building a casino somewhere in the GTA, a location in Toronto would mean council would have some control of the way the casino was implemented. “If a casino is located... outside Toronto, the city would have less ability to shape the development proposal and would not participate in any revenue sharing,” the report reads. “Toronto residents and businesses would, however, still be subject to broader impacts associated with problem gambling, increased traffic and competition for discretionary entertainment expenditures.”
