Etobicoke School of the Arts students showcase their talents during Portfolio Day in hopes of winning full scholarships to one (or two) of the world’s top art schools TAMARA SHEPHARD tshephard@insidetoronto.com It’s one remarkable day to a ticket of a lifetime. Twenty Etobicoke School of the Arts’ (ESA) Grade 12 students showcased their photography, paintings, drawings, sculptures and films Friday in a bid to attract scholarships from 53 of the world’s top arts colleges and universities. Last year, ESA’s fifth annual Portfolio Day secured scholarships in excess of $4 million to 20 students. One student alone captured three full tuition offers, and just over $800,000 in total offers. ESA students received most of the top scholarships available to all students in the world applying for admission to these top U.S. art schools, said Matthew Varey, ESA’s head of visual arts and founder of Portfolio Day. This year, prestigious schools in attendance included Parsons The New School for Design and PRATT Institute, both in New York City, Rhode Island School of Design; California Institute of the Arts; and Central Saint Martins in London, England – schools out of reach for most students without the funding. Annual tuition for top U.S. schools runs as high as $50,000. “Art is an activity,” Varey said. “For the kids to talk with and get feedback from 15, 20, 25 people who do this every day is phenomenal.” Each Grade 12 student routinely applies to between 15 and 18 postsecondary schools. Almost every student gets accepted into the programs to which they apply, Varey said. Lilianna White is a musical arts major who showcased her photography, including a series of naked women covering themselves with pieces of meat. “Raw meat serves as a reflection of the way society treats women’s bodies, like a piece of raw meat. You season it, cut it, eat it, then you’re done with it,” White explained. She wants to become a professional photographer.

“Have a vision. Follow that vision, and know what you want to do,” is her advice to budding artists. Max Perone is a visual and sculptural artist whose 900 plaster face masks in three cages attracted much interest. Perone cast his own face in silicone, one in a neutral expression, another angry. He poured plaster in the mould six hours a day for two months.

“I’ve been starting to realize how society in general, and people, make these false faces,” he said. “Why do we have to do that? When we’re around other people, why can’t we feel how we feel and be ourselves?” He received a pre-application to the Pennsylvania Academy of Fine Art. Perone said he is considering advertising and product design or architecture as a career.

“If you’re going to do something, make that your goal and go for it. Always be moving toward a goal and dream big,” he said. Cardboard artist Shaun Rogers showcased his TTC streetcar, designed from memory, as well as a life-size desk, typewriter, gramophone, acoustic bass and electric guitar modeled after photographs. He began creating toys out of cardboard at age six.

He won gold and silver at this year’s U.S.-based Scholastic Art and Writing Awards, the largest art competition in the world. “I painted (an angel) bronze and touched it up with blue to make it look oxidized,” he said. Rogers is considering theatre production as a vocation. “Sculpture is definitely a great hobby,” he said. The south Etobicoke public high school, which focuses on the arts, has a solid academic reputation with grads launching careers, academic and professional, in dance, music, drama, theatre and film. Last year, ESA students won 43 per cent of all Scholastic Art and Writing Awards. U.S. students win the most awards, followed by those from ESA. “It’s just staggering what these kids do,” Varey said. “To win gold means extra funding, especially at U.S. schools.” The visual arts program accepted 75 students last year out of about 250 applicants. “The value of the program is entirely separate from the results achieved,” Varey said of the millions in funding offered students at the annual Portfolio Day. “We focus on what the kids are best at. We focus on talking, figuring out problems, seeing patterns, being able to write about them, speak about them. We figure out what the kids are very good at and reinforce that.” Practical, real-life experience supports the learning. Last year, students talked about their art research before an audience of 300 people at the Ontario College of Art and Design University. ESA’s Portfolio Day has grown since Varey founded it in 2000. That year he had hoped a dozen schools would attend, and offer as much as $400,000 in scholarships. Instead, representatives from 24 top institutions showed, from as far as New York and Paris. Talk alone won’t solve Toronto’s drug problem

he war on drugs may be nearing an end, but the war of words on drugs is just getting started. At last week’s Toronto Council meeting, a debate on banning hookahs in Toronto business establishments couldn’t go for long before handwringing questions about the implications of legalized marijuana would have on such a ban. Toronto’s chief medical officer of health Dr. David McKeown told councillors again and again that the fulfillment of the Justin Trudeau government’s promise to legalize the drug wouldn’t have much impact on this ban one way or another. But that didn’t stop the rhetoric. It is an easy target for fear-mongering politicians, legalization. Here’s the thing: Torontonians epidemic are already ingesting substances illegal and legal that cause different degrees of harm. And Toronto has been dealing with that reality for a decade now, through the Toronto Drug Strategy. On Monday, McKeown provided an update on the city’s attempts to deal with problems that arise from addiction, experimentation and overdose in the city. Overdose right now is the big problem faced by public health officials. Over the past 10 years, death by drug overdose has increased by 41 per cent, and is now the second biggest cause of death for young people. (Vehicle collisions remain the first.) The culprit in the overdose spike is a resurgence in popularity for opiates like heroin – highly addictive and so difficult to discourage with the threat of arrest and long jail sentences. The Drug Strategy’s implementation board has come up with a partial solution: POINT, a Toronto Public Health program to prevent overdoses. POINT distributes a kit for delivering Naxoline, a drug that can reverse the fatal effects of an overdose if administered immediately. So far, 2,000 kits have been distributed, and the drug has been used 300 times. More lives might be saved if the province and federal government passed a Good Samaritan law so that people present at an overdose can call 911 without fear of arrest themselves. That won’t solve things either, but that is the reality: when it comes to drug use and abuse, there’s no solution, just mitigation. And no amount of talk will change that.

Sizing up garbage in Toronto is getting tiring ‘If this is what you do with an extra large garbage bin, Toronto, maybe you shouldn’t be allowed to have one.’ When Toronto homeowners moved from old-fashioned garbage bags and cans to a payas-you-throw bin system under former mayor David Miller, Torontonians went along with it gamely. The plan was intended to encourage us to recycle and use our green bins, in the spirit of extending the life of Toronto’s landfill capacity without getting into the dirty business of incineration. It had some secondary benefits, too, many of them to the health and well-being of Toronto’s solid waste workers, and also to the gradual elimination of their jobs. The bins were designed to be emptied mechanically, which meant trucks

The Etobicoke Sports Hall of Fame honours athletes, administrators, officials, media and individuals who have achieved the highest standard of excellence in sports. The induction dinner is one of two annual fundraising events, along with a golf tournament. The five inductees for this year received a video tribute, after which they each acknowledged their honour. Underhill spoke about the highs and lows of competitive figure skating, and credited Martini for helping to maintain their strength and focus. Calling him her “rock”, she thanked her former partner, saying, “So many times we came close to quitting, but we learned something each time, and this made us stronger.” She sometimes collaborates with Martini – with whom she reunited again in 2009 for CBC’s Battle of the Blades – while training students at the Mastercard Centre in Etobicoke, where

she has been a Toronto Maple Leafs skating consultant since 2012. “It’s fun to work with these great, young athletes,” Martini said. “Sometimes they won’t know who I am or my background, so I tell them to look on YouTube. Then they come back with questions.” Growing up, Martini was equally comfortable in a pair of hockey skates

as figure skates. The Woodbridge native chose figure skating since “there were a lot of guys playing hockey, but not too many skating. So I decided to play the odds.” Calling the evening “an incredible night I will never forget”, Stoneburgh became the first squash player to be inducted into the hall. A self-described “proud Etobicoke native”, the 1996

North American Open Doubles championship winner has the most wins of an amateur player. He was introduced as a teen to the sport, practicing at the former Valhalla Inn’s squash club near his family’s home. “I learned to compete at a very young age, and it benefitted me greatly in my career and everything I do. It taught me how to stay focused.” Loiselle, an announcer at Woodbine racetrack for 29 years and known as “The Voice of Canadian Horse Racing”, was inducted into the media category. “I’m getting inducted into a hall of fame. It’s amazing to me. I feel so lucky to have been inducted alongside other friends in the racing business,” he said. Doig, the chief marketing officer at Scotiabank and an Etobicoke community sports coach, was inducted into the builder category. He also runs Scotiabank Hockey, which strives to give underprivileged children a chance to play organized sports. Doig described how Scotiabank – whose philosophy is “making communities better off” – covered league fees for a hockey team in Guelph consisting of seven special needs youth.

In addition to the inductees, the hall also awards seven annual scholarships to Humber College and high school students, as well as Special Olympics athletes. The $1,000 Special Olympics scholarships are awarded to a male and female athlete of the year. This year Cory Potter (skiing) was awarded male athlete of the year and Marianne Scharf (track and field) female athlete of the year. Upon accepting the Jim Sturino Special Olympics scholarship, Potter said, “It feels like I’m at the Oscars.” “The ‘Special O’ athletes are role models in their own right,” said Joanne Noble, the hall’s chair of the board. “Their drive, dedication and humbleness are key qualities that make a great athlete,” she said. The Humber College recipients are Tania Serafino, Gerardo Magno, Thalia Hanniman, Sam Kirwin, while the high school recipients are Sophia Herrera, Jack Dominico, and Shania Sutherland. New Queens Quay

confusing, yet improved RaHUL GUPTA rgupta@insidetoronto.com There’s no question the revamping of Queens Quay has proved a success, with large crowds flocking to the central waterfront’s main promenade since it re-opened in the summer after years of neglect. In addition to newfound interest in the formerly moribund street, the revitalization also opened up a significant amount of space for nonmotorists. Waterfront streetcar service in both directions was shifted to one side of the street and a widened pedestrian promenade established on the south side. There’s also a new paved portion of the Martin Goodman Trail (MGT) that allows for an uninterrupted cycling path from Mimico to the Beach. But with the changes there’s been confusion, and some road users seem perplexed by the street’s new configuration leading to cars traveling in the wrong lanes, cyclists getting into confrontations with pedestrians and other safety concerns. No fatalities have been reported, but many users have made their safety concerns for the new Queens Quay clear to Waterfront Toronto, a planning agency responsible for revitalization projects along the waterfront. In late October, Waterfront Toronto released a report summarizing how people have adjusted to Queens Quay’s new configuration based on feedback provided through email, social media and an online survey between June and the end of August. In all, the agency received

more than 950 pieces of correspondence related to Queens Quay. Since Queens Quay reopened, MGT cycling trips taken on the weekend have gone up by 888 per cent, with another 938 per cent increase in Saturday bike traffic, the report states. It would seem closing the path’s gap from Bay Street to west of Lower Spadina Avenue has generated a lot of interest for cyclists seeking a route safely separated from car traffic. The increase wasn’t confined to just weekend day-trippers: a count by Waterfront Toronto in late August showed 6,000 cyclists using the trail daily, with 600 spotted in the evening rush hour alone. With the increase in demand perhaps it’s not surprising to note concerns were raised that some cyclists are ignoring traffic signals at mid-block crossings or riding way too fast and aggressively. It also appears some pedestrians are unaware the new paved section of the MGT is intended for cyclists only, and were spotted crossing or walking on it. The concerns over the behaviour of pedestrians and cyclists, which made up 40 per cent of the feedback received by Waterfront Toronto, seem to be echoed by the agency, which in its own observations noted cyclists frequently ignoring red lights and pedestrians jaywalking or crossing against the light. Even more worrying are the number of pedestriancyclist conflicts observed by Waterfront Toronto, which noted such encounters taking

place once every 10 minutes, although no collisions were reported. Eighty per cent of witnessed conflicts were created by a pedestrians stepping in the path of a cyclist. Safety messages have been painted directly onto bike lanes indicating to watch for pedestrians as well as stop at red lights. There’s more signage on the trail and posted speed limits of 20 kilometres per hour. Another message is posted indicating cyclists must dismount their rides east and west of the Portland Slip, where the trail momentarily ends. In the case of car traffic, some drivers were confused about left-turn lane markings and lane markings in general along Queens Quay. Some of the confusion has led to cars turning east directly onto the streetcar tracks just south of the actual lane they should have gone into. Independent observations from the agency also indicate such incidents, as well driving on the pedestrian promenade, were taking place at least once per hour. Waterfront Toronto does note the majority of cars were spotted turning properly from Yo Yo Ma Lane, where the revitalized portion of the street ends, without entering the streetcar tracks. In response to the confusion, signs have been posted at track crossings. Even with the concerns, the report states opinions of Queens Quay are favourable and traffic issues will be minimized as road users adjust to the street’s configuration.

No autumn closure of the Gardiner planned There will be no closure of the Gardiner Expressway for maintenance this autumn. The entire expressway from Hwy. 427 to east of the Don Valley Parkway is regularly closed for a weekend once a season for maintenance work ranging from pothole and minor road repairs to bridge and sign inspections. But it won’t be necessary this time around, said the city, since the

work can be co-ordinated at other times of the year and as part of separate roadwork projects. What will be continuing however is long-term rehabilitative work on the elevated portion of the Gardiner, which was approved by Toronto City Council in 2014 as part of a 13-year plan to extend the expressway’s shelf life beyond 60 years.

Lake Shore ramp closed daily The westbound Lake Shore Boulevard ramp onto the westbound Gardiner Expressway, at Jameson Avenue, is closed daily, as of last Friday. The ramp will be closed from 2 to 7 p.m. Monday to Friday. The ramp closure is a result of changes to the work zone of the Gardiner construction project from Spadina Avenue to Dufferin Street. The Jameson ramp closure

during the weekday evening rush hour will help improve safety and alleviate traffic congestion on the Gardiner, according to a statement from City of Toronto officials. Timing changes to traffic signals to enhance traffic flow on nearby routes will be implemented and realtime traffic information on overhead signs will also be implemented to mitigate traffic congestion associated with the ramp closure.

department requesting use of the building in question as a methadone clinic, nor have any permits been issued to renovate the building for that purpose. “Still, my residents are beside themselves about what’s happening. They want to be consulted. They want to be educated as to what’s happening there – and I don’t have those answers for them,” he added. “There’s no city process to take place for this – so even I, the local representative, don’t know what’s going in there.” It was during his conversations with city staff about the matter, in fact, that Grimes said he first learned that there is currently no specific business licence or zoning requirements for such clinics, where methadone – a drug used in the treatment of morphine and heroin addiction – is dispensed. So in addition to requesting that Municipal Licensing and Standards review the Mississauga bylaw, Grimes’

motion also instructed city staff to report to the next meeting of EYCC on “the current municipal requirements for public or privately owned methadone clinics in Etobicoke” and on “the feasibility of providing notice to the local Councillor when any application is submitted for the purpose of opening a methadone clinic in the Etobicoke York District.” Grimes’ motion also sought an educational component/ community consultation process under any new bylaw to be passed regarding the licensing of methadone clinics. “These are badly needed facilities, I’m sure. To stop people from seeking treatment would be wrong,” he said. “But at the same time, (this rumoured methadone clinic) is very close to Seventh Street Junior School, so people need to be educated as to what might be going on there.”

New shoreline greenspace project gets Peel approval Construction could take seven to 10 years A future lakefront naturalized conservation area the size of 48 football fields, just west of the Etobicoke-Mississauga border, got a further push in the process recently. Peel Regional Council lent its continued support to the Lakeview Waterfront Connection Project, which will add much-needed greenspace to the Lakeview community. It is scheduled to take seven to 10 years to complete. “Today’s council decision demonstrates a strong commitment to restoring our natural environment and creating a sustainable future for generations to come,” Jim Tovey, Peel regional councillor representing Mississauga’s Ward 1 said in a statement. The project will create a publicly accessible conservation area roughly 48 football

fields in size with 1.5 kilometres of new shoreline, stretching from the former Lakeview Generating Station to the Toronto border at Marie Curtis Park.

The environmental benefits will extend beyond the local area into Lake Ontario and the Great Lakes ecosystem.

The Waterfront Trail will be rerouted along the newly created shoreline, instead of its current inland path near Lake Shore Boulevard West. The project will be created using only clean fill from con-

struction projects. The western Lake Ontario shoreline is a key stopover area for migrating birds, bats and insects. “The environmental benefits will extend beyond the local area into Lake Ontario and the Great Lakes ecosystem,” said Deborah Martin-Downs, Credit Valley Conservation CEO, in a statement. The project is a partnership between the Region of Peel, Credit Valley Conservation and Toronto and Region Conservation Authority with the support of the cities of Mississauga and Toronto. Construction of an access road to transport clean fill to the site is slated to begin this winter. Construction of the conservation area itself is scheduled to begin in mid-2016.

TTC chair wants to lower fares to $1 Eglinton-Lawrence Councillor Josh Colle wants TTC fares to drop considerably, and for the province to make up the difference in revenue. At this week’s budget meeting, the TTC chair put forward a motion calling on the Kathleen Wynne government to subsidize every TTC ride, like it does for other Ontario transit agencies, to bring down fares to $1 by 2017. This would require a $1-perride subsidy from the province. The provincial subsidy would then increase to $1.30 per ride after 2017, and continue to increase thereafter to maintain an even split between the province and city in operating costs.

Camp Concord opens in Etobicoke Concord in the City hosts fundraiser Nov. 21 in support of adults with special needs ALI RAZA etg@insidetoronto.com Camp Concord, which is known for hosting summer camping trips for people with special needs, is now operating in Etobicoke six days a week. The new Concord in the City location offers personalized education programs for people with special needs, such as continuing education, life skills training, and coaching for volunteer and employment opportunities. The new Concord in the City is located at 5084A Dundas St. W. in Islington Village. It initially began as a Saturday program for Camp Concord’s campers from Toronto. But in September the program expanded to a five- and six day-a-week program for any adults with special needs who have aged out of the school system. The program offers a curriculum based on personal-

ized goals. Teaching methods vary from participant to participant. “It’s very wide-ranging,” said Concord in the City director Melissa Ray. “Because we’re a small organization we’re able to focus on these goals.” Ontarians can stay in the school system until the age of 21. Ray believes this makes it challenging for families who end up scrambling to find alternatives. “It’s then up to the families to find programs or take time off to look after individuals with special needs,” she said. Ray acts as director and is the only full-time staff member at Concord in the City. There are also two parttime staff members at the centre and additional staff at the camp, including child and youth care workers, social workers and teachers. The program costs users $80 a day. Ray says funding from the Ministry of Community and

Social Services isn’t sufficient for its programming, and the organization is aiming to become a non-profit – which means it will raise money through fundraisers. Concord participants will be holding a fundraiser on Saturday, Nov. 21 at Islington United Church, 25 Burnhamthorpe Rd., from 1:30 to 3:30 p.m. The event includes vendor tables and a silent auction. Families of participants in the program have been happy with their results, Ray said. Grace Rotatore’s son Patrick is a long-time camper with Camp Concord and now a participant at the new Etobicoke centre. “Patrick is thriving,” she said in a statement. “Government funding, once a young person leaves high school, doesn’t come easy. The St. Clement Catholic School students joined two dozen classmates who first audibly gasped, then loudly applauded, when they learned of the $6.5 million Ministry of Education funding for a new school addition. Ministry funding will accommodate 170 students currently in portables, add four new classrooms, a new gymnasium, three full-day Kindergarten classes and 49 new childcare spaces. “This funding will make a difference not only for our children, but for the broader community. It will be big enough for the current student complement and to grow in the future,” local Liberal MPP Yvan Baker told students, school administrators, parents, and Toronto Catholic District School Board staff. The Catholic elementary school on Bloor Street West, west of Markland Drive, was built in 1964 to accommodate 200 students. Current enrolment of students from kindergarten to Grade 8 is 314 pupils. The expanded school will accommodate 439 students. Last month, the province announced the Ontario schools set to receive what it calls Capital Priorities Funding for new additions, among other capital projects. B o a r d Tr u s t e e A n n Andrachuk said St. Clement’s funding approval is of particular cause for celebration since the school just missed out on the ministry’s last funding round. “A few years ago, we thought we were getting it.

“Thank you to parents for their persistence and support, without which, this might not have happened for a while longer.” Education Minister Liz Sandals commented on funding to grow capacity for earlyyears classrooms. “Adding approximately 4,000 childcare spaces in schools across the province is an important step towards improving access to highquality, licensed childcare for all families,” Sandals said in a statement. The Ontario government has pledged in the next decade to provide school boards with more than $11 billion to help build new schools in areas of high growth, to improve existing schools and to invest in projects to consolidate schools to reduce surplus space.

Humanity First Canada is helping to resettle Syrian refugees in Canada and it’s assisting other organizations in doing the same.

Richview Collegiate Institute is hosting a Healthy Body Healthy Mind Wellness Expo Thursday, Nov. 19. The free event is open to the public. It runs from 6:30 to 8:30 p.m. The keynote speaker, Dr. Rahul Saxena, who will speak about the wonders of the adolescent brain. Her presentation starts at 7:30 p.m. Community agencies and partners will be on hand to provide information about today’s health concerns, including mental health. DONOR CONFERENCE The charity is hosting its Donor Conference on Settling Syrian Refugees at north Etobicoke’s Woodbine Banquet & Convention Hall, 30 Vice Regent Blvd., on Friday, Nov. 20. A pre-conference workshop is scheduled to begin at 3 p.m. and the conference will begin at 5:30 p.m. Proceeds from the event will go towards helping Syrian

refugees resettle in Canada. It is hosting the conference in the hopes of spurring similar action from other organizations such as church groups, constituency groups, refugee sponsorship organizations and anyone who is interested in helping. Humanity First says nearly 12 million Syrian people are displaced from their homes, which is about half the country’s population, and more than 220,000 have been killed during the current crisis. Participation costs $100 per person.

YWS launches Home for the Holidays initiative Etobicoke’s Youth Without Shelter (YWS) will host “the most important meal of the year” – and it’s inviting everyone. The shelter’s A Home for the Holidays breakfast event will take place on Wednesday, Nov. 18 from 7:30 to 9 a.m. at the Cineplex Odeon Theatre, 1025 The Queensway. Up to 2,000 youth seek shelter in Toronto every night, according to YWS. “Youth are one of the fastest growing segments of the homeless population in Canada,” YWS officials said in a release, noting that youth currently make up one out of every five shelter users in this country. “Youth who are homeless have similar goals and needs as youth who are not homeless. The holidays are no time for a youth to be homeless.” Participants of A Home for the Holidays will enjoy a continental breakfast similar

to that offered to youth at the shelter each morning – albeit, with a few “added twists” from the chefs at Woodbine Entertainment Group, the breakfast’s new sponsor Attendees will then be treated to the premiere screening of the A Home for the Holidays film, featuring on-camera appearances from YWS youth sharing their journeys out of homelessness. Participants will also take part in the Snow Globe Challenge – a Family Feudstyle trivia game testing participants’ knowledge of the myths, facts and realities of youth homelessness – hosted by celebrity emcee Tiffany Pratt, of HGTV’s Buy It, Fix It, Sell It. Mountaineers grab lacrosse awards

The Mimico Mountaineers Minor Lacrosse Club was recognized for its 125th anniversary at the Ontario Lacrosse Association’s (OLA) annual general meeting Nov. 6 and 7 in Niagara Falls. Additionally, the club took home plenty of hardware for what it accomplished in the past season, particularly, but not exclusively, for its midget rep team, which won the midget ‘A’ provincial cham-

pionship in August. Players receiving major field lacrosse awards were: Gareth Haigh, the Ryan Haber Memorial Award for combining talent and hard work; and Liam Limoges, the Stan Cockerton Award (to a graduating player) for combining talent and sportsmanship. The coaching staff, comprised of Jonny Grimes, Evan Bolotta, Johnny Ladesic and Kevin MacRory, received the

Ontario Lacrosse Coach of the Year Award. It marked their second time winning the award, the first was in 2009 with the Mimico peewee team. This year’s Mimico peewee team, which also won its Top ‘A’ provincial championship, was also in the spotlight with Thomas MacDonald receiving the Rick “Tuggy” Passfield Memorial Award presented to the top peewee goaltender.

Toronto asks residents for help to replant tree canopy Officials intend to plant 3.8M trees in next decade The City of Toronto wants to grow more trees on the streets where you live. Toronto’s beneficial green canopy – after losing trees to emerald ash borer, road salt, storm damage and other causes – is down to approximately 27 per cent, or 10.2 million trees. Mayor John Tory promised to plant 3.8 million trees across the city over 10 years, but the city is not sure how to pay for that.

Toronto Drug Strategy marks 10 years; sets goals and strategies for the future DAVID NICKLE dnickle@insidetoronto.com

The strategy was approved in 2005 after having been first proposed by the Toronto Board of Health in 2003 and has been used in a myriad of initiatives to deal with drug and alcohol use across the city. While many of those initiatives are long-term advocacy and education projects, some, said Cressey, have saved lives. “I would point to one example and that’s the city’s POINT (Public-Health Implemented Prevention Overdose in Toronto) program,” Cressey said. “As part of the program we have distributed more than 2,000 Naloxone kits, that have been used over 300 times.” Naloxone is a drug that can help reverse the potentially fatal impacts of a drug overdose. And drug overdoses, said Cressey and Toronto’s chief medical officer of health

It has been 10 years since Toronto City Council approved the Toronto Drug Strategy – and at a conference looking back on the strategy’s first decade of implementation, health officials admitted that it could take more than another decade to eradicate the problems associated with substance use and abuse, if such a thing is ever possible. “Alcohol and drug use is complex,” said TrinitySpadina Councillor Joe Cressey, who chairs the Toronto Drug Strategy Implementation Panel. “People have consumed drugs throughout history for all kinds of reasons. Substance use is not going to end tomorrow. In fact, that’s not necessarily the goal. We have more work to do in setting and addressing those issues.”

Dr. David McKeown, are a looming crisis. Over the past 10 years, death by overdose has increased by 41 per cent and is now the second biggest killer of young people next to vehicular collisions. “These deaths are preventable,” Cressey said.
