TTC board officially approves fare hike

MAKING A LIST, CHECKING IT TWICE

RAHUL GUPTA rgupta@insidetoronto.com It’s about to get more expensive to ride the TTC. At its monthly meeting on Wednesday, Nov. 21, the transit agency’s board of commissioners voted to approve the 2013 operating, capital and Wheel-Trans budgets and also approved an increase in the price of all fares, excluding cash, to take effect starting Jan. 1, 2013. As a result of the increase, tokens will go up by five cents to $2.65, while a monthly Metropass will rise to $128.50, an increase of $2.50. Cash fares would remain at $3 per ride. TTC chair Karen Stintz said the fare increase was at the level of inflation and necessary for balancing the 2013 operating budget. “We don’t want to raise fares if we don’t have to, there’s no question,” said Stintz to reporters following the conclusion of the meeting at Toronto City Hall. “We understand the impact. Those who rely on the system most are most affected by fare increases.” She also said a similar inflationary fare hike was in store for 2014. “If ridership continues to grow and our costs continue to grow there will likely be an inflationary fare increase next year,” she said. Stintz said the TTC had already approached City Manager Joe Pennachetti regarding an increase in the subsidy it receives from the city for its operations. >>>RIDERS, page 20

Mother and son act air family laundry on the stage CYNTHIA REASON creason@insidetoronto.com For Asha and Ravi Jain, the stage is their courtroom of sorts and the audience their highly entertained jury. The real-life mother-son acting duo from Etobicoke will return to Tarragon Theatre later this month for a repeat engagement of A Brimful of Asha – and this time they’re hopeful the audience will help them settle a nearly five-yearold spat. Based on a true story, A Brimful of Asha chronicles a rift sparked between its two co-writers back in 2007, when Asha and her husband Ramesh secretly followed their then27-year-old son on vacation to India and tried to arrange his marriage. “Basically, I showed up in the city and got ambushed by the girl’s family at this place I was staying, and then my parents – who I thought were in Toronto – ambushed me in another city. It was a big surprise,” Ravi explained, noting that, luckily, he and this young woman were on the same page. “The girl

was totally down to earth. She wasn’t interested in any wedding, either – but neither set of parents wanted to hear that.” Fast forward a few years, and the old wounds from their fight have healed – but neither Ravi nor Asha are ready to concede they were wrong. “When we patched everything up, we were ribbing each

other one day about who was right about what happened,” Ravi said about the inspiration behind turning their argument into a play. “My mom’s insistence about being right made me say, ‘well, if we got up in front of an audience and told our story, who would they agree with?’” “And they all agree with me!” Asha laughingly inter-

Humber named one of the GTA’s top employers for second year Humber College has been named a top Greater Toronto Area employee for the second consecutive year. Mediacorp Canada Inc. recognized Humber College Institute of Technology & Advanced Learning and other employers for attracting and retaining employees through: a strong commitment to their personal and professional development, competitive compensation and health benefits, and its commitment to building an inclusive environment and positive workplace culture. The annual competition also recognized Humber College as one of Canada’s

Top Employers for Young People for 2012 and 2011. “We are thrilled to be named as one of Greater Toronto’s Top Employers for 2013. Every employee shares in this recognition and we will continue to work hard to ensure they have the opportunities and resources they need for job success,” said Deb McCarthy, associate vice-president, HR Services. “Humber supports all employees in pursuing their personal and professional goals. Faculty and staff work together to provide our students, and each other, with an inspiring and innovative

learner-centered environment.” Humber campuses serve more than 27,500 full-time students and 56,000 continuing education registrants. The college’s 150 full-time programs include four-year bachelor’s degrees, two- and three-year diplomas, oneand two-year certificates, and apprenticeship training. Humber was selected as a Greater Toronto Top Employer based on information provided to Mediacorp as part of the college’s submission for consideration as one of Canada’s Top 100 Employers and through Mediacorp’s own research.

jected during a joint interview with The Guardian. Not so, said Ravi, while reluctantly admitting that the audience usually is more halfand-half than he expected. “It’s a really fun show, because we spend all this time telling our story and talking about our relationship, so afterwards people really want to stay and talk to us –

and they do take sides a lot,” he said laughing. “It’s funny, because it’s really split down the middle. I thought I’d win more.” A complete newbie to the stage, Asha said she was compelled to play herself in A Brimful of Asha so that she could tell her side of the story. “I don’t know where I got the courage, but I think it was because I wanted to tell people how I am the victim more than Ravi,” the Bloor Street West and The West Mall area resident laughed, as Ravi scoffed in the background. “I can never understand why (kids these days) need to take so much time. I met my husband for only one hour, the next day I was engaged, and within 15 days I was married. And we are still together.” Born and raised in New Delhi, it wasn’t until Asha turned 21 and married Ramesh that she moved to Toronto, settling in Etobicoke with her husband and giving birth to two boys – neither of whom were keen to marry on their parents’ timeline. Still, she said, the experi-

ence of co-writing and costarring in A Brimful of Asha has brought her to a whole new understanding of her son and his chosen career. For Ravi, A Brimful of Asha has been a therapeutic experience. “What I love about the show is that it was actually a really sad, painful fight between us, but the fact that we’re able to laugh about it – the show really is quite funny, because my mom is kind of hilarious – but that we can laugh about it is what I think is great,” Ravi said. “All families have stuff we go through, but we have to be able to remember that we’re family – and that’s what this is about for me.” A Brimful of Asha opens at Tarragon Theatre’s Extra Space, 30 Bridgman Ave., on Nov. 27 and runs to Dec. 16. Shows run Tuesday-Saturday at 8 p.m.; Sunday matinees at 2:30 p.m. Tickets range from $21$53 (Discounts for students, seniors and groups) and can be purchased through the box office at 416-531-1827 or online at www.tarragontheatre.com

Students laugh it up for charity at Humber Humber students looking to laugh off some exam stress will have the opportunity to do just that next week during The Lake Show – a late night talk show inspired live variety event featuring a Movember ‘Stache Off, as well as student comedy and musical entertainment. The student-run event will see the L-building on Humber’s Lakeshore Campus transformed into a Letterman-esque talk show set for the three-hour laugh fest, scheduled to run from 11 a.m. to 2 p.m. on Thursday, Nov. 29. A highlight of the show? A parade of some of Humber’s fanciest – and wackiest – Movember moustaches. With support from Humber’s Student Success and Engagement department, the event is being run by 35 students in the public relations postgraduate program, and serves as a

hands-on project to showcase their skills, as well as those of participating students from Humber’s music program and comedy school, said PR student Ali Azzopardi. student-run event “It’s a completely studentrun event – one that kind of display of what we’ve learned this year,” she said, noting that the students in her class have been planning The Lake Show since September. “It’s definitely been stressful, but it’s taught us the importance of staying on the critical path and that everyone has to be on the same page.” A d d e d S a c h a Gudmundsson, chair of The Lake Show, in a statement: “We’re looking forward to promoting the many talents of our Humber peers, while also practising the skills our class has acquired this semester in PR.”

Hosted by Humber comedy student Tyler Morgan, the show will also feature performances by ukulele player Beth McClelland, along with student musicians and comedians from Humber – all while raising awareness and funds for two worthy charities in the United Way and Movember, which raises funds towards men’s health issues, specifically prostate cancer. “The Lake Show provides Humber students with an opportunity to showcase their talents, highlighting the programs offered at the Lakeshore Campus,” Shaun Carson, Manager of Humber’s Community Judicial Affairs and Residence Life, said in a statement. “ The event not only relieves students during a stressful exam period, but raises money and awareness for two well-deserving charities.” ~ Cynthia Reason

Gunpoint robbery steals sense of security

Raising fares a good idea only if there’s a purpose

I

t should come as no surprise the Toronto Transit Commission approved a five-cent increase on tokens, to $2.65, in the new year. A fare increase should be expected, if Torontonians want the public transit system they deserve. That said, with last year’s increase of 10 cents, this week’s five-cent increase, and a warning from TTC chair Karen Stintz that riders should expect the same kind of inflationary hike in 2014, Torontonians should start to raise an eyebrow or two. With ridership projected to grow by 25 million rides to 528 million in 2014, there are plenty of transit-riding Torontonians who should pipe up with their concerns – and hopefully some ideas. our view An increase in fares makes sense, but should come with a focus on building and improvRiders bearing ing public transit. Raise rates, brunt of transit hold to current spending, and direct all revenues from those increased rates toward a specific costs in city infrastructure improvement. The 2013 increase will raise $18 million, which will close a $10 million gap in the TTC operating budget a budget the TTC approved on Wednesday. However, if the TTC were to raise fares by 10 cents, that would bring in approximately $36 million - a drop in the bucket for anything the TTC needs to do, especially when it takes $1 billion per kilometre to build a subway. But it’s a start. Imagine a one-year increase of 50 cents or a flat transportation tax across the board for a set time? Raising billions would be easier. This does not cure all the TTC’s woes, but it might help bring Toronto one station closer to a better subway system. With an operating budget that was to remain flat next year at approximately $411 million, Stintz said the TTC will ask the city manager for a subsidy increase for 2014. Will the TTC then reduce rates? Not likely. They will only increase those rates as inflationary pressures continue. The TTC’s public consultations of a few years ago should be an ongoing process, not just one that comes up when the TTC needs to raise its profile, deflect criticism, or improve its image. The TTC must learn from its users. Whatever your mode of transportation, it’s obvious public transit is a concern. All manner of revenuegenerating ideas have been suggested, but only fares are hiked. If this is the only option, make sure those paying the fares know where the money is going and for what. Toronto Community News is a division of Metroland Media Group Ltd. Council must recover funds from development

M

aybe the memo about the slowing pace of highrise development in Toronto’s core hasn’t yet reached the development community. There’s a lot of activity – and it must be profitable for developers or they would not be risking their capital. And although sales for new units are slowing, there are still thousands of willing buyers every month. In Toronto’s core, higher density residential construction produces a virtuous circle: additional people bring retailers, cultural attractions and jobs, which in turn creates further demand for homes. Already service-based companies are moving back downtown, to be closer to their workers. These downtowners are examples of urban living: they are knowledge workers in clean offices, they take transit when they don’t walk or cycle to work. With their higher average incomes, they enhance the vibrancy of our retail and cultural sectors. However, it’s a fair question to ask if redevelopment in general is good for our city. It’s easy to see the negatives, most of which centre on overburdened infrastructure. The big challenge is to channel the incredible amount of funding

Beyond the headlines

david soknacki

and activity from development projects to build better transit, ease gridlock and create more green space. Under provincial law, Toronto is entitled to charge new development the equivalent amount that new residents will burden city infrastructure. Every term of council, consultants forecast how much each form of development will cost the city across the entire range of municipal services. For example, the additional burden caused by a household moving into a new two-bedroom condominium will be about $13,000, including about $3,800 for transit, about $2,300 for roads and about $1,800 for parks. This amount is usually recovered from buyers in the purchase price. As you can imagine, when council considers development charges, every major developer and their advocates argue that charging the maximum will cause higher housing prices, lower employ-

ment and depress the Toronto economy. Council then levies rates at less than recovery cost. At present, it charges about $2,500 less than allowed for a two-bedroom unit. There are problems with council’s position. The first is that these development charges are not for what would be nice to have, but are estimates of how much those new households will cost for current levels of service. Charging less means that present residents subsidize new purchasers. There’s a gap well in excess of $100 million. We all recognize crumbling infrastructure is a problem. That council is not recovering funds available for that purpose just makes the situation worse. Allegations that higher development charges would make Toronto uncompetitive are wrong. Neighbouring municipalities charge between double and triple what Toronto does. Many of the plans for development in Toronto’s core will be great for our future. But let’s make sure they pay their own way. n David Soknacki is a former City of Toronto councillor and budget chief. Contact him at www.soknacki.com

To the editor: Recently, one of my family members was robbed at gun point, on our driveway no less. This is simply unacceptable, on so many levels. It hurts me deeply that my brother could have been seriously injured or killed over a crime of opportunity and that such a senseless act occurred literally right at home, and that these young men thought it OK to behave in such a way. What has this city come to? How can a young person no older then 17 or 18 even get his hands on a hand gun and have the confidence to point it at a stranger’s chest and demand their personal belongings? Where are the role models to teach what’s right from wrong? I live in the Martin Grove and Rathburn roads area, a neighborhood that I have always felt safe walking around at night. It is pitiful that my sense of safety has now been compromised by a group of low lives who probably should have been studying math or world history on a Monday night, not trolling the suburbs terrorizing its citizens. I ask all my friends and family in the city and elsewhere to stay safe and keep those you love close. Officers told us that several crimes of this nature occurred that same night in central Etobicoke area. If you know the person responsible, I urge you to contact the authorities. Rant concluded. P. ‘Clutch Cat’ proves key to Ohio U’s soccer success Post-season TAMARA SHEPHARD tshephard@insidetoronto.com Cathryn Rogers just ended her U.S. college soccer career widely lauded as a game-winner. The senior mid-fielder scored seven goals, cracked Ohio University’s Top 10 scoring list, and was named Second Team All-Conference. “I came in freshman year and got to play right away. I had four great years,” Rogers said. “It was hard work and some luck. It’s nice to be acknowledged for the hard work you put in. But I wouldn’t get it without a great team and a great coach.” Rogers, 21, also scored four assists and 18 points in her senior season with the Ohio University women’s soccer team, starting all 19 games and playing 1,346 minutes on the field. The scoring senior is known as “clutch Cat” for her game-winning goals in the heat of competition. Recently, she ended her career with 13 goals – tying for ninth place in Ohio University history. Nine of those 13 goals were game winners. “I like it. I think I always do better under pressure,” Rogers said. Twice this season, the MidAmerican Conference in which the the team, nicknamed the Bobcats,

play named Rogers Offensive Player of the Week. Her most recent naming occurred earlier this month after she scored both the Bobcats’ goals in an important weekend of conference matches. Earlier this month, Rogers also picked up Ohio’s first All-Conference nod since the 2010 season.

Rogers’ success proved to be Ohio’s success, as the Bobcats posted a 9-3 record this season during the 12 matches in which Rogers’ recorded a goal. Rogers’ coach Stacy Strauss credited her rare marriage of strength and skill with both her success and that of her team this season. “This year in particular, Cat

carried a lot of the burden for our team’s offense and raised her own expectations,” Strauss said. “She’s a much better communicator. She’s the quarterback on the field. Overall, it’s her strength, combined with being very skilled and knowledgeable (that results in her success). It’s rare to see both qualities in a divisional college-level player. Her background in playing hockey helps. She just flies through the tackles.” While the Bobcats are now out of competition play, they won six games in a row this season for the first time in more than eight years, Strauss said. The National Soccer Coaches Association of America honoured Ohio U’s women’s soccer team with the Team Academic Award for its players’ GPA (Grade Point Average) of 3.43. Rogers is studying sociology and criminology. She hasn’t yet determined her post-college studies. But she is keen to continue to play soccer abroad, perhaps in Europe, she said. Friends play soccer in Switzerland and in Scotland. “The opportunities for women’s soccer in the U.S. and in Canada is limited,” Rogers said. “I used to play for the Jamaica national team in my last year of high school and first year of college. It was so awesome.”

play continues The fall high school sports season has all but wrapped up with just a couple of Etobicoke teams still in action – having made it deep into their respective post-seasons. The Don Bosco Eagles are leading the way with a perfect record, having made the prestigious Metro Bowl final which will be held Tuesday, Nov. 27 at 8 p.m. at the Rogers Centre against Newmarket’s Huron Heights Warriors. JUNIOR FOOTBALL Richview won the Toronto District School Board junior championship last week 15-2 over Northern Secondary School. Michael Power-St. Joseph Catholic Secondary School lost the Toronto Catholic District School Board title 44-16 to North York’s Chaminade College. BOYS VOLLEYBALL Michael Power-St. Joseph Catholic Secondary made it to the 4A finals in Hamilton; and Etobicoke Collegiate at the 3A finals in Kingston. Both tournaments conclude with the championship games tomorrow.

Amazing New Tune-Up Guarantees Your Furnace Won't Break Down… Or This Service Is FREE! No One Else In My Field Makes You This Bold Guarantee!

Double Risk Free Money-Back Guarantee

ETOBICOKE. Now you can have your furnace rejuvenated to “Factory Fresh” condition. And I guarantee it won’t cost you a penny! In fact, you’ll make a pro t.

Get your furnace restored to “Factory Fresh” condition for only $59 and here’s my guarantee to you: Guarantee #1: If your furnace breaks down this winter and needs repair for any reason I’ll refund your $59… no questions asked. Guarantee #2: If this amazing tune-up doesn’t save you at least $100 (giving you a pro t) in lower fuel savings I’ll also refund the $59 with no hard feelings.. Since it can cost you thousands of dollars to replace your furnace; and, since you can make a guaranteed pro t when you consider the fuel savings; and since you have absolutely no risk; doesn’t it just make sense to give my tune-up a try? It’s easy just call Veronica my dispatcher and she will schedule a “Champion Technician” to your home.

As you already know, your furnace gets dirty; out of alignment; less ef cient; and wears out with age. What you probably don’t know is that it wears out about twice as fast as it should! In fact, most furnaces die in ”middle age” and use 1/3 to 1/2 more fuel than they need to. But I’ve created a fascinating solution to this problem that will make your home more comfortable, safe and save you a pot full of money..with a special offer I hope you’ll nd irresistible. $159 Worth Of Service For Only $59! Now, I know what you’re thinking... “What’s the catch? Where’s the gimmick? Are you completely nuts?” But there’s a method to my madness. I have two reasons for letting you get this much service for 37 cents on the dollar. First, we are offering this to new customers only. Once you sample our service our goal is to continue to earn your trust and have you like us. To do that I am going to strip out everything but my raw cost to gain your business. Second, I’ll actually make money on this in the long run anyway. Most people who sample my service like it so much they use me again at my normal prices (which, by the way, are great compared to my competition). So, both of us win. You’ll just win sooner than I will. Anyway, doesn’t it just make sense to get this service so your family doesn’t have to live with the uncertainty of an unsafe furnace?

Duncan involved in community >>>from page 1 national issues, including pushing for clinical trials for the “Liberation Procedure”, a controversial multiple sclerosis (MS) treatment, honouring Canadian veterans, and setting up a House of Commons’ subcommittee on brain health, for which she has spoken before the U.S. Congress. MP colleagues are also familiar with her trademark late nights in her House of Commons’ office working, she said, until 3 or 4 a.m. On a typical weekend, she said she attends eight to 10 events in her home riding of Etobicoke North. “I love to serve,” Duncan said. “I don’t know how long I get to do this. I don’t want to waste a minute of it. I want to raise their issues, be there for them on the hard days. I work on the national level with MS patients, with veterans, on the environment.” Duncan also spoke of her international work: she sits on the steering committee of Parliamentarians for Climate Justice with the United Nations’ Development Program, and

sits with parliamentary champions on the United Nations’ Disaster Relief Program in keeping with her professional work on pandemic planning and business continuity. This week, Duncan had an article published on student hunger and autism on World Children’s Day. Duncan credited Canadian veterans and two former prime ministers Pierre Trudeau and John Diefenbaker with her work ethic. “My mom played in a pipe band. I grew up at the legion,” Duncan explained of her drive. “When I was a little girl, the veterans would all explain to me they didn’t go to war for their generation, 100,000 never came home. But they went for my mom’s generation and mine. “I’m five years old and veterans asked me, ‘What are you and your friends going to do for the future we fought for?’ I’ve never forgotten those words. I remember those gentlemen like it was yesterday. “Everyone teases me in Parliament because of the hours I put in. When

When I’m here or in my constituency, I’ve got to put in that same kind of commitment and dedication.” Duncan said she does what she does because she wants “everyone to have a chance to fulfill their full potential. “The hardest thing in this job is you see where people fall through the cracks and where the system fails them, where the system needs fixing,” Duncan said. “I put forth a lot of bills and a lot of motions, I work nationally and internationally, I work across political parties. “You try to fix the system so that people don’t fall through the cracks.” The Parliamentarians of the Year Awards also awarded Best Constituent Representative, Most Knowledgeable, Best Orator, Most Collegial and Rookie of the Year to Canadian MPs. ~With files from Cynthia Reason

RAHUL GUPTA rgupta@insidetoronto.com The Clean Train Coalition is mulling an appeal after losing a legal bid to re-open a decision to run diesel trains along the air rail link (ARL). The west-end residents’ group had sought a judicial review of a decision by Metrolinx to purchase 18 diesel trains from manufacturer Sumitomo Corporation of America last year on the grounds the provincial transit planning agency “exceeded its jurisdiction” by not first conducting a feasibility study for electrifying the link. But a panel of three Ontario Superior Court judges hearing the case disagreed with the coalition saying in a four-page judgement Metrolinx was required by statute to accept direction from the province – which set the deadline of 2015 for the ARL’s completion and mandated running of diesel trains.

The panel, made up of justices Katherine Swinton, Frances Kitely and Renee Pomerance, also ordered Clean Train to pay Metrolinx legal costs of $30,000 as well as additional court costs of $3,500. Following the judgement, Clean Train chair Rick Ciccarelli said the group was considering appealing the verdict. Metrolinx released a statement welcoming the verdict. The decision came just two days after the group presented its case in a downtown courtroom. “What we are asking is for Metrolinx to go back and do a thorough analysis for electric, as well as diesel, and make a decision,” said Ciccarelli at the time. Metrolinx was requested by the province to co-ordinate construction of a 3.3 kilometre rail spur to Terminal 1 of Pearson International Airport which will connect via the Georgetown South GO rail corridor to Union Station downtown.

Riders penalized for using transit: advocate >>>from page 1 “Those discussions are underway and I expect that next year we will see an increase to our subsidy,” she said. But that came as little solace to Franz Hartmann of the TTCriders advocacy group who pointed out that at 87-cents per rider, Toronto has the lowest amount of subsidy for transit than anywhere else in

North America despite record ridership. “Essentially what the board has done is to penalize people for using public transit,” said Hartmann following the decision. Hartmann, who made a co-presentation to the TTC board opposing the fare hike, said he understood the TTC’s burden in ensuring its budgets remain balanced, but said

it was unfair to rely on ridership to meet the fiscal imbalance. “Transit riders keep on being penalized for doing the right thing,” said Hartmann. “Everyone else who benefits from transit is not paying any more.” The decision was expected following a decision by the board to agree in principle to a fare increase back at the Sept. 27 meeting.

wellness Achieve your fitness goals your way Many of us want to get fit, but with the pressures of daily life, starting and staying on fitness plan can be hard. The good news is that achieving your fitness goals is possible if you stick to a realistic plan that suits your lifestyle. Here are some tips to get you started on your path to reaching your best self:

Set realistic goals Whether you want to lose weight, tone up, or just increase your physical activity, it’s important to set goals that are realistic and fit with your lifestyle. Start small, build your confidence and set yourself up for success.

Have a plan to keep on track Whether it means joining a local gym or taking a walk with your family after dinner, there are many ways to incorporate fitness into your life, no matter how busy you are. Schedule a workout in your calendar the same as you would

do for a meeting or doctor’s appointment. If you don’t book it, it’s easy to forget or dismiss. Your plan should also include a “plan B”. If the rain is keeping you from your morning jog, have an indoor activity such as a fitness DVD ready as backup.

Track your progress Remember to keep tabs on yourself to see how you are tracking against your goals. If your original fitness plan isn’t working, it’s time to try something else. It could be that you set your goals too high or too low, or that you’re bored with the activity you chose. A simple revision can really do the trick and help you keep on track.

Eat balanced meals Incorporating fitness into your life is important, but if you’re not seeing results, it could be because of your diet. Eating a nutritious, balanced diet will help you feel fuller longer, ensure you reach your recommended daily allowance of nutri-

ents and minerals, and support your fitness goals.

Find your motivation and don’t give up Whether it’s working out with a buddy, changing up your music playlist or rewarding yourself occasionally, a little motivation can go a long way. Missing a workout or

two isn’t the end of the world, and shouldn’t be mistaken for failure. Just get back to your plan as soon as you can, and if you find that you are skipping your workout more often than not, it may mean you need to revisit your fitness plan.

Give the Gift of Beauty!

The gift of jewellery can mean so many differentthings to people. Whether gifted as a token oflove, affection, friendship, or nostalgia, a beautifulpiece crafted from precious metals and stones isuniversally appreciated. However, the one aspect of shopping for jewellery that can often prove to be a stumbling block is the price. Spending big can feel great once in a while, but for many it is just not practical. Luckily, Crawford Jewellers can offer you an alternative: high quality, affordable jewellery.
