Celebrated scooter rider, mentor remembered at skateboard park Tyler Bailey, 17, was killed by GO train this summer TOM GODFREY etg@insidetoronto.com More than 200 friends of scooter rider Tyler Bailey joined his grieving mom Shelley, and brother Ronald, in a minute of silence on Saturday to celebrate his young life cut short in a tragic accident. The non-profit C.J. Sk a t e b o a rd Pa rk a n d School on Horner Avenue in Etobicoke was packed with teenagers who had travelled from across the Greater Toronto Area (GTA) to be part of a memorial fundraiser for the popular and well-liked volunteer scooter coach and mentor. Tyler, 17, was with four others by the Dundas Street West bridge, near Sorauren Avenue, July 21, when Toronto police said he accidentally stumbled onto the tracks of an approaching GO train and was killed. His friends are staging scooter shows and demonstrations to raise funds to help his family pay for a tombstone and cover funeral expenses. “I miss him so much every day,” a mournful Shelley said. “He was a great kid who was passionate about scooter riding and that made him many friends.” Shelley, who is a single

mom, said Tyler grew up in Parkdale and the family had recently moved to the Keele Street and Eglinton Avenue West area.
“We really appreciate that his friends are doing something to remember him,” she said. “These kids did not have to be here but he touched so many of them.” Tyler also leaves behind a sister, Shantel, 19. “My brother was a humble kid who was passionate about the sport of scooter riding,” said Ronald, 24. “He will be remembered for telling the kids ‘you gotta commit,’ which are words he lived by.” Jaelin Cisneros, 15, said he was mentored by Tyler, whom
he called an excellent scooter rider and an inspiration to others. “He taught me a lot about scooter riding and I miss him so much,” Cisneros said. “He was my best friend and he made me appreciate the sport more.” Wayne Beattie, 16, said he is so indebted to Tyler that he travelled from Burlington for the event. “If I had to walk here from Burlington then I would because I did not want to miss this,” Beattie vowed. “He was a great teacher who had time for everyone.” Alex Pamintuan, a family friend, said he drove Tyler to skate parks across the GTA every weekend. “I am very heartbroken,” Pamintuan said. “He was like my younger brother and he touched a lot of people in his short life.” Jay Mandarino, owner and founder of the not-for-profit park, said Tyler convinced him to add scooter riding to his lineup of sports. “Tyler was a great kid who had surpassed many obstacles in his young life,” Mandarino explained. “He never complained and always had a pleasant smile on his face.” He called Tyler a great scooter rider, a friend to all and an amazing volunteer. Mandarino had recently offered Tyler a job to coach youngsters at the park he loved.

Police make two arrests in historic sex assault case Police in north Etobicoke’s 23 Division announced on Tuesday the arrests of two men in connection with a historical sexual assault investigation. It is alleged that over a period of 30 years, two men – both together and individu-
ally – sexually assaulted boys and men between the ages of 11 and 30. James Brian Wickens, 68, of Toronto, is charged with four counts of indecent assault on a male, and two counts of gross indecency. David Ralph Cole, 77, of
Toronto, has been arrested and is charged with three counts of indecent assault on a male and five counts of gross indecency. Both are scheduled to appear in court on Friday, Oct. 17. Cole was a department
head of Sheridan College’s Oakville campus in the 1980s. Both he and Wickens are Mexican citizens, who spend their winters in the Puerto Vallarta area of Mexico. Police believe there may be more victims.

he power of social media is too often taken for granted. It allows an easy avenue for people to cast judgment in a way they can’t in person. It takes no effort and yet, the consequences of that stone cast can be devastating. Last week a woman wrote a post on her facebook page complaining about a rude transit rider on a TTC bus who wouldn’t move his bag to let her sit down. He swore at her, made an obscene gesture and allegedly stomped on her foot. She also posted a photo of the man she took with her phone. The post went viral and was viewed thousands of times in only a few hours. People were outraged. As happens when things go viral, media picked it up and once our view the the story broke, another transit came forward with a video Taking revengerider of the interaction. It was posted YouTube and some said they’d out online has to try to find the man dubbed the ripple effect ‘transit leprechaun’ because of the bowler hat and green shirt he was wearing. It was public shaming the only way social media can deliver it: fast, brutal and with little to no consequence of its impact. Thousands of angry people with their finger pointed at one man. We’re not writing in defence of this transit rider. Rather, we hope to caution people before they cast judgment in such a public sphere. Things have a way of sticking online. Everything is public. Don’t trust your privacy settings. Consider the TTC driver who lost her job this summer after a video was posted showing her bus running a red light and nearly hitting a pedestrian. Before anyone knew anything about her, she was publicly shamed in a similar manner. After it was discovered she was a single mom of two and that she lost her job over the incident, the man who posted the video said if he had known that would have been the consequence, he never would have made it public. Whatever this man’s done, his punishment has surely been dealt. We may not know him, but certainly his friends, family and employer have recognized him by now. Perhaps he’s deserved this, perhaps he just made a mistake. It’s not for us to say – but when it’s said online, it speaks deafening volumes.

Imagining what Doug Ford as mayor would be like
J
ohn Tory is to be the next mayor of Toronto. All the polls point to this as the likely outcome and have for some time. So why, then, don’t we all just relax, enjoy the fall season of new television and wait for an affable and uneventful four years? Well, for one thing, there are still three-anda-half weeks to go until election day, and anything could happen. And for another, based on the polls, the second-most-likely thing to happen is that Doug Ford somehow wrestles the lead away from Tory and is elected the fourth mayor of an amalgamated Toronto. It is not such a remote possibility; those same polls that show Tory so far ahead show the label-making councillor for Ward 2 in second place. And most of them were taken when Ford was behaving – how shall we put this? – like a bit of a jerk. If Ford puts on his candidate pants, keeps it civil
david nickle the city and plays it right, a Ford mayoralty is a possibility. How would we cope with such an eventuality? Well, we can look back at his brother’s victory four years ago – where many of us simply stared slack-jawed as Don Cherry kicked of the inaugural council meeting and Rob Ford announced the end of light rail transit. Some happy few of us simply hoped for the best. No doubt they slept better, dreaming of stalled gravy trains and tax cuts and shining subways. In that spirit, I thought today we might, as a (positive) though experiment, imagine what the very best possible scenario is for a Doug Ford mayoralty. So, looking on the bright, halffull-not-half-empty side of life, we might hope for a few things: r We’ll likely see longer press availabilities and
more of them. Unlike his younger brother, Doug Ford has not been shy about talking, and sometimes hollering, in front of cameras. There will never be a question of asking Mayor Doug Ford the wrong question. All the questions will be wrong, and he will tell us why. r The Ferris wheel will be back. Well, maybe not the Ferris wheel, but expect something similarly big on the waterfront to the idea that Councillor Doug Ford floated in 2011. Maybe a Colossus of Rhodes bestriding the mouth of the Humber? No, let it be a surprise. r Toronto will have a new music festival, and it will be just like the ones Doug Ford saw when he visited Austin, Texas, and came back with Lone Stars in his eyes. Ford was pretty clear about this at the debate on the arts Monday. We might even get a new city motto out of it: Keep Toronto Weird, anyone? r We will all learn to
love Sigma Six — or at least figure out what it is. r The entertaining trench warfare that has come to characterize Toronto City Council meetings will continue, with a small reshuffling that will keep all of us guessing. While Doug Ford’s election is a longshot, Rob Ford’s election in Ward 2 is nearly a certainty. The brothers Ford will still be manning the turret in the bunker that the mayor’s office has become. Council will still be fed up with them both. It will be fun, in the way that we’ve come to define fun over the past four years. So there you have it. Keep happy, Toronto, sleep well. Harold Shipp’s dedication Say no to Line 9, says reader to Etobicoke High School will always be remembered To the editor: Re: ‘Philanthropist Harold Shipp dies at 88 after short illness,’ News, Sept. 11 Although Harold received very well-deserved accolades for his philanthropy and business success, I would like to bring attention to his longstanding relationship with Etobicoke High School where his personality and remarkable business acumen were developed as a young man. Harold, when a teenager in high school, was always busy, always curious and always interested in what was going on and wanted to be involved. Whether it was organizing meetings, social events or assemblies, his remarkable personality and leadership qualities were obvious to all at the time and was a preview of his future
accomplishments. Anxious to be involved in athletic activities as well, he was encouraged and welcomed by Etobicoke’s athletic coach Pete Jackson to be manager of several athletic teams which enabled Harold to be in charge of the athletes. For the opportunity and experience, he remained a true and loyal friend to Pete for the rest of his life. Harold was forever famous for his well-known stunt, which involved a wartime bomber flying over the Etobicoke football field distributing leaflets to the students about a fundraiser for new stands; an episode now permanently illustrated by an artist on an exterior mural in Islington. His loyalty to his high school and his mentor never dimmed
and he was instrumental in cofounding a scholarship in Pete Jackson’s name. It’s awarded each year to a graduating student athlete who exhibits outstanding scholarship, integrity and involvement in school activities. Harold was in attendance each year to present the award to the recipient. His Etobicoke connection was lifelong and Harold chaired the 65th anniversary celebrations of the school and assisted in the 75th reunion. Harold Shipp was one unique and interesting individual. Included in the list of his well-known accomplishments should be his commitment, influence and contributions to Etobicoke High School for over 60 years. Mel and Marilyn Hawkrigg

To the editor: Re: ‘Line 9,’ Exclusive, Sept. 25. I cannot believe that many residents are unaware of Line 9. I have read about it and marched against it. I am aware that an oil spill can never be completely cleaned up. Enbridge can promise anything, but if there is a spill... oops! Sorry, won’t eradicate the mess. One article I read stated that the line travelled near a
subway station. I try to picture in my mind the disaster that would occur if that line were to burst. If it is true and an oil spill did occur in the vicinity, Toronto’s transportation would come to a halt. Your article omits the fact that Bitumen is like sandpaper. Imagine that travelling through a pipeline that is 38 years old. It boggles this old mind that after the horrendous
spill in Kalamazoo, Michigan, our government would even be considering transporting this danger on us citizens. It is time that we joined together and gave a resounding no to Enbridge for even considering such a drastic move. Share platforms of other candidates: resident To the editor: Re: ‘Will name recognition rule the day?’, News, Aug. 28 I appreciate your desire to know more from the community of what we think are the key issues, however you have only mentioned two candidates that are running in Ward 2. There is one candidate in particular that I think would
really represent this ward well and would be good if The Guardian could share his platform as well. His name is Luke LaRocque. Not only was Luke born and raised in this ward, his life work and passions are aligned very well to serving and meeting the needs of this community. One of the things that I think is key for this com-
munity is the diversity of this ward and the need for understanding and inclusion. There is very large immigrant community, but also a large number of young families and retirees. We need someone who is able to relate to all these people groups. Shannon Erickson

Distractions are constant and continuous and it happens far too often, so people need to be vigilant all the time.” Keeping matches and lighters away from children; keeping combustibles away from ignition sources; and keeping aware of any potential hazards in the home, Derrington added, are also a few key tips for preventing house fires. As for what to do if and w h e n f i re d o e s s t r i k e, Derrington said preparation is key. “Unfortunately, fires do happen, and that’s why you want to have a home escape plan – and as a family, you need to sit down and plan it out and practice it,” he said. “Fire spreads very, very quickly, and if your family is asleep when you hear that smoke alarm go off, you have to know exactly what to do, because you have less than a minute to get out.” In planning your family’s fire escape plan, Derrington said it’s best to map out two different routes out of the house, and to set a family meeting place outside the home where everyone can gather to be accounted for and from where 911 can be called. And once safely outside, never, ever go back into a burning building for valuables or pets: “We know of far too many cases where people have lost their lives going back into a fire after making it out safely, so if you get out, stay out,” Derrington said. To help promote fire safety, Toronto Fire Services is set to host more than a dozen open house event at fire halls across the city during Fire Prevention Week – starting with a kick-off event on Saturday, Oct. 4 at the Toronto Fire and EMS Training Centre on Eastern Avenue. “It’s our biggest week of the year, and we’re hoping to see a lot of people come out and join us for Fire Prevention Week,”said Derrington.

I have to count to 10,’ Angelina told him.” Angelina and Filip had remembered their mother’s training to inject Angelina with the pre-filled automatic injection of epinephrine to decrease her body’s allergic reaction and to keep it in her leg for a count of 10. Iliev told the 911 dispatcher Filip had just given his baby sister the EpiPen. By the time firefighters arrived, Angelina’s symptoms had subsided. “Filip just reacted so fast, within three minutes, I was told,” Matevski said. Angelina was transported to hospital for observation because secondary reactions often follow, Matevski explained. “She was very calm and cool. Firefighters told her that her brother giving her the EpiPen saved her. When the firefighters told the doctor, he was very impressed.” Toronto Fire Services honoured Filip last Wednesday night for his “heroic act” at its 2014 Rescue and Merit Awards at the Toronto Fire/
EMS Training Centre on Eastern Avenue. “All of the firefighters were in awe of (Filip’s) confidence and knowledge of what to do in a stressful situation,” Toronto Fire Services Capt. Adrian Ratushniak said at the awards ceremony. The annual Toronto fire awards recognize civilians and first responders for actions that assisted Toronto firefighters during various emergencies across the city. Toronto Fire Services Chief Jim Sales presented certificates of merit to each award recipient. Nearly a year later, Matevski said the family was surprised when a Toronto Fire Services’ letter arrived in their mailbox in August announcing Filip would be receiving an award of merit for his heroism. Filip insisted on wearing a tie to the awards ceremony. “You look very handsome,” his sister told him. “When he was up on stage and I was taking pictures, it was amazing. Everyone in the audience, including all the firefighters, got up from their seats and applauded,” Matevski said. “It was the most amazing moment. This little boy among all these firefighters about whom we’d heard all these heroic stories. So many people came up to congratu-
late him. The first person was a little boy, about Filip’s age. ‘I’m so happy you did what you did,’ he told him. It was so touching.” Filip was modest about his act of heroism in an interview. “I quickly ran and stabbed her in the leg and held it for 10 seconds. She was crying. When I got the award, I was pretty happy.” Filip’s advice to kids in similar situations: “Don’t be scared. Just do it.” Matevski said she trusts her son more than anyone to take care of his sister. “I trust him being with her more than anybody else. If he’s around her, I know she’s going to be OK. He tells her all the time, ‘I’m going to be here always to help you and save your life.’” The awards also recognized two Toronto police constables who assisted firefighters during a rescue, as well as a young girl who alerted her family to a fire in their apartment. Firefighters, dispatchers and civilians were honoured for their efforts during the heavy rainfall that caused extensive flooding in Toronto on July 8, 2013, as were firefighters who rescued people from a large fire at 357 Broadview Ave. July 13, 2013.

According to recently released results, a full 84 per cent of Toronto’s Catholic high school students passed the Ontario Secondary School Literacy Test (OSSLT) – up from 81 per cent in 2008. The OSSLT is a provincial standards-based test of the reading and writing skills students are expected to have acquired across all subjects up to the end of Grade 9. The test determines whether a student’s literacy skills meet the minimum standard according to the expectations in the Ontario Curriculum for understanding reading selections and communicating in a variety of writing forms.
“The success rate of our students on the literacy test speaks to the solid foundation in language that begins at the earliest stages of a child’s academic career, and continues through high school,” TCDSB Director of Education Angela Gauthier said in a statement. “In the area of literacy, our emphasis remains on supporting those students who are not successful the first time.” The Grade 9 mathematics results, meanwhile, have shown a slight improvement over time with 83 per cent of students achieving expectations (compared to 80 per cent five years ago) in aca-
demic math, and a marked improvement of 44 per cent (up from 35 per cent) for those in the applied program. While the TCDSB has made significant progress over the past five years, the board results remain slightly below the provincial average. “It is clear that more work needs to be done to ensure that our students perform as well in mathematics as they do in language,” Gauthier added. “The weaker results in mathematics are not unique to our board, and we recognize that a provincial solution is needed to ensure that our students can achieve to their full potential in this area.”

Grubb family descendent maintains hold on family’s heritage

T
here are many secret spots to be discovered in north Etobicoke, but one particularly special area is off the beaten path on Jason Road in Thistletown. A stroll along this quiet street – with its extensive woodland, abundant wildlife, and four amazing heritage buildings – is like stepping back in time to the early 19th century. In 1833, John and Janet Gr ubb emigrated from Scotland with their nine children and bought 150 acres of farmland straddling the West Humber River just south of today’s Islington/Albion intersection. They called their farm ‘Elm Bank’. The family moved into a small, two-storey house that already existed on the property. Its address is 23 Jason Rd., and it is on the left in the photo. Built ca. 1802-20 of Humber riverstone, it is the oldest building existing in Etobicoke and a unique example of vernacular archi-

The new house was built in a Regency cottage style, with a low-pitched hipped roof and a veranda facing south, overlooking the river. It still has its original French-style casement windows, doors and transoms. ‘When you build a facility where folks can train to be their best, they’ll rise to it’ >>>from page 1 metre facility earlier this week by Catherine Meade, the director of Capital Projects and Legacy for the Pan/ Parapan Am Games. While the outside of the dated building remains largely unchanged, inside the transformation is instantly apparent. “Wow! It’s like the ’70s have been replaced by the new millennium,” quipped Leon, as he stepped foot for the first time into the Olympium’s new and improved lobby and reception area, where some of the most noticeable transformations have taken place – including a new reception desk, waiting area, and renovated washrooms. The Etobicoke Olympium, Meade explained, was first built in 1975 ahead of the 1976 Olympics Games in Montreal, for which it hosted several medal events during the first Paralympic Games in Canada. In the years since, the Olympium has hosted countless provincial and national competitions in a number of aquatic sports, and served as a training facility that nurtured the growth of more than 30 young local swimmers who went on to become Olympians – Brittany and Heather MacLean, Owen Von Richter, Tobias Oriwol, Alexa Komarnycky, Allison
Higson and Amanda Reason, among them. “It just shows that when you build a facility where folks can train to be their best, they’ll rise to it – and we see that,” Meade said. In the Olympium pool area, extensive upgrades are nearing completion. The installation of a stateof-the-art Myrtha Pools system – the same system installed in the CIBC Pan Am/ Parapan Aquatics Centre and used at all Olympic Games – is now complete, as is the replacement of the pool’s filtration system. “Here, what we did was shave off all around the old pool so that the new pool would fit on top of the old one,” Meade said. As for the dive towers, they’ve been retrofitted to meet current Federation International de Natation (FINA) standards, while the top tower has also been widened to allow for synchronized diving, Meade said, noting the additional installation of new deck showers at the foot of the dive towers. The pool area now also boasts new, retractable bleacher seating at pool level, brand new indirect LED lighting, a cleaned and repainted ceiling, an upgraded scoring/timing booth, and new lifeguard chairs, while a new audio/sound system is still
being installed. But perhaps the biggest change to the Olympium’s pool area, Leon observed, is one that is felt rather than seen. “I don’t notice the old smell of chlorine anymore. It used to be stifling, but the air quality is great now,” he said, noting that he used to swim at the Olympium during his lunch hours in his precouncillor days. “Usually at a pool, you get that very strong odor of chlorine, and this is very clean. So whatever we’ve done, we’ve done the right way. A lot of seniors who use this pool couldn’t take the smell, so that’s a big feature to talk about – the air quality.” Meade said upgraded air conditioning system throughout the building, as well as new air handlers and a new humidification system for the pools area are to thank for the cleaner air. While the Olympium’s pools and aquatics programs are set to re-open on Oct. 14, the fitness centre and the gymnasium – which is slated to receive new flooring and a new dividing curtain in the near future – will remain closed until further notice, Meade said. How to earn a mortgage in tune with your financial goals Home ownership remains a dream for many people. Buy prospective homebuyers may find it difficult to secure a mortgage. Stricter guidelines now govern both borrowers and lenders alike, and the process can quickly frustrate prospective homeowners. Etobicoke entrepreneurs will soon benefit from Rotary Club of Etobicoke members’ broad range and decades-long history of professional business experience. The service club is launching its business strategy review and counseling service in October – Rotary International’s Vocational Service Month. Entrepreneurs apply, provide Rotarians their business plan and quarterly updates and, in exchange, volunteer at Rotary’s popular Toronto Ribfest during the Canada Day weekend, attend the first-anniversary meeting of the committee, and consider a donation to the club. “An issue any business person has, especially a smaller entrepreneur business person, is they don’t have a lot of people to bounce ideas off. They’re just in operation mode,” said Mark Winson, Rotary Club of Etobicoke president. “A lot of our club members have been in business for years, some are retired. They have a wealth of experience to share.” Club members offer successful

The committee harkens back to Rotary International’s roots when Chicago business people in various industries founded the organization. “The thought was, if you’re going to sit at the table with someone who is not a competitor, you don’t mind sharing ideas, opportunities and issues,” Winson said. “Rotary started as a forum to exchange ideas. It evolved much more into a service club, charity-oriented organization.” Jack Fleming, the club’s presidentelect and chair of its new vocational service committee, agreed with Winson on the committee’s value to entrepreneurs.
Even big business leaders, like CEOs or business unit leaders, are often “in a very lonely place,” Fleming said, where they cannot at times share a significant issue or idea with their board of directors or senior management team. Fleming said one person he spoke with called the Rotary committee a “board of wisdom”. “We’re not there to tell them how to run their business, but to offer perspective,” Fleming said. “The entrepreneur can step back and open up to trusted people about the challenges they’re facing, the opportunities they think might be out there. Getting objective feedback can be very helpful.” There is no fee for the service. Rotarians will vet applicants, who will then meet with committee members to assess the fit and communicate expectations. The first phase of the project is expected to begin in November. Rotarians will meet with the chosen entrepreneur or entrepreneurs three or four times a year. The final selection of candidates will be made by Oct. 31.

of Sept. 13 to find two young men planting a new maple tree – on her front lawn. Clarke thought it was a tree for her longtime neighbour, Norman Leger, who had removed a large lilac bush from his front lawn and had received a city notice it would need to be replaced.
“Can you imagine going to work with no tree and coming home to a tree on your front lawn? There were two youngsters planting it. ‘Why is Norman’s tree on our lawn?’ I said. ‘Why are you planting a tree on my lawn?’” The city tree program

So far this year, the “very popular” program has planted 250 free trees in Clarke’s lakefront south Etobicoke Ward 6. Across the city, between 90,000 and 100,000 trees have been planted in 2014 on city streets, in residential neighbourhoods, on major arterial roads, in parks and ravines, and on the city road allowance in front of commercial businesses, reported Ray Vendrig, supervisor of tree nursery and natural resources management with the city’s urban forestry division. Each year, city transportation staff inform city urban forestry staff of residential streets across Toronto where no roadwork is expected for the next five to 10 years. “Moratorium streets” is what the city calls them. “Every year, we get updates on where those streets are. In urban forestry, we go out to those wards with lists of those streets and look for suitable tree-planting locations, generally where there is no tree in front of the house,” Vendrig said. City staff then leave a card explaining the program with homeowners. “Urban forestry comes out, surveys properties, chooses a couple species and planting locations and leaves a card in the door or mailboxes for homeowners to ask if they’d like a tree planted in the city road allowance portion of their home. Residents with questions or concerns are instructed to call 311,” he said. Most residents offered a free city tree accept it, Vendrig reported. But Clarke said she didn’t receive the city notice. She does not want the tree. ‘Tiny’ is the word that best describes the front yard of Clarke and her mother, Frances’ home. It is perhaps 10 feet by 10 feet. yard fence that abuts a city laneway. “My argument is, if the city is going to plant a tree, why don’t they cut down the three evergreen trees on our front lawn that are dead?” Clarke said. “We called the city and were told we’d be fined if we cut them down. We want the three dead trees taken down. The city says no. Then they plant another tree? “How is that possible?” Vendrig suggested Clarke call 311 and ask to be referred to the city forestry data management centre. “Someone needs to go out and meet with the homeowner to give them proper guidance,” Vendrig said of the Clarkes’ situation. But generally, the treeplanting program is wellreceived, Vendrig said. “We try very hard to convince people to take the trees,” he said. “It grows the city’s tree canopy. It has real estate benefits, water runoff benefits, so many benefits. “Our goal is to increase the city’s tree canopy and we’ve got the support of council. In most cases, we can convince people to keep the tree. Sometimes people don’t want it. We try to deal with it on an individual basis.” Toronto’s urban forest
canopy covers as much as 28 per cent of the city. The city’s goal is to increase the tree canopy to 40 per cent in the next 50 years, the city reported. The city will accommodate residents who request a different kind of tree. “We listen. If a resident has a problem with a species, we try to accommodate it,” Vendrig said. “If they don’t want a really large-growing tree, we try to offer a smaller flowering tree.” Now almost every residential front lawn on Seventeenth Street that didn’t have a tree has one. The Clarkes’ neighbour got a city notice. He said he called to tell the city he didn’t want it. “I was told it would be noted, but it would be up to the city,” Leger said. Now that the tree is there, Leger said he doesn’t mind it. Adjacent to the Legers’ tree is a “for sale” sign. The couple has lived in their New Toronto home for four decades, but plans to move. “We like the tree,” Leger said. “Even if we don’t sell, we like the tree.” But Leger said he can see issues with the Clarkes’ tree: “Whoever planted the tree, it’s crooked and its leaves are drying up.”

Urban-suburban ‘politics of division’ still factor in mayoral campaign MIKE ADLER madler@insidetoronto.com It may turn out to be a temporary truce, but it feels like the political civil war inside Toronto is ending. People have heard for years this city – created from six municipalities in the late 1990s – is divided. Residents of the so-called inner suburbs and the “downtown” of old Toronto, the argument goes, didn’t want to merge and don’t have the same values. Like it or not, Rob Ford used that argument four years ago to become mayor. After seven years under leftleaning mayor David Miller, Ford portrayed Miller allies in old Toronto as spendthrifts and the young megacity as close to financial collapse. To suburban voters who

shared his dislike of bike lanes and streetcars, Ford offered something the city’s core already had – subways. Ford walloped his rival George Smitherman. He won most easily in north Etobicoke, western North York and in Scarborough, while Smitherman ward victories were kept to old Toronto. Four years later, almost everybody who doesn’t live near a subway line still wants one, a fact politicians can’t ignore. But municipal and provincial representatives have settled on one suburban subway project – extending the Bloor-Danforth line from Kennedy station in Scarborough to Sheppard Avenue – as a city-building exercise. “I s e e t h a t we d g e being driven, the ‘us versus them’,” but a different generation – more experienced with life in different parts of the city – will perhaps not think of it the same way, said Stephen Holyday, running for council in Etobicoke, where several longtime council incumbents from 2010 have stepped aside, including Holyday’s father Doug. “The City of Toronto is one unit now and that’s the way that we live,” said Holyday, who noted residents’ definition of “downtown” is expanding, growing. “Maybe one day – maybe not in my generation – Etobicoke will be considered downtown.” Holyday said in this election “the talk is transit” because politicians understand its importance. “We’re never going to unify as a city until we overcome that problem with congestion,” he said. There is another divide, though, that of Toronto’s widening income gap, which politicians have seemed more reluctant to address. The Toronto Community Foundation spelled out the city’s paradox in 2010: How can Toronto be so praised for its “liveability” and also be “severely unaffordable,” with a deepening gap between rich and poor? Before the last election, David Hulchanski, a University of Toronto professor, showed the city dividing into three – with family incomes rising in the wealthy core and poverty pushed to the less expensive edges. The number of Toronto’s predominately middleincome neighbourhoods, which made up 63 per cent of the city in 1970 and only 23 per cent in 2010, continues to shrink. “This is evidence of the growing income polarization of the city between very high income neighbourhoods and very low income neighbourhoods.” Chow has referenced Hulchanski’s work, saying parts of the city – in which 29 per cent of children live
below the poverty line – have been “left behind” and their residents need to matter more. She seems to argue the subway-building approach is too narrowly focused, picking “which neighbourhoods succeed, and which don’t.” Si n c e t h e v i o l e n t summer of 2005, the city government built community social service hubs and other resources in “priority neighbourhoods” within the inner suburbs. Toronto councillors continued the strategy this year, but switched focus to some new neighbourhoods and adopted a new system for measuring success. They also dropped the “priority” label for “neighbourhood improvement areas” – they thought was more politically acceptable to residents worried it produced a stigma. These “poor areas” were never treated as the city’s “priority,” so a division between them and the rest of Toronto remains, and their residents haven’t benefited, said Antonius Clarke, who in 2010 ran unsuccessfully for councillor in Ward 8. “They are voters, and they do have issues that need to be addressed. But for some reason no one is addressing them,” he said last week. A subway is being built through North York, but one that bypasses his own “priority” neighbourhood, Jane-Finch, Clarke said. Still, he said he and his advocacy group, the Inner City Union, want to unite the city by focusing on what makes its residents the same, rather than different. “A lot of people want to see this as a black problem. It is more than that. This is (also) an immigrant issue,” said Clarke, whose group is inviting mayoral candidates to debate “priority neighbourhood” issues at North York’s Yorkwoods Library Theatre Oct. 10.

It will immediately double existing GO bus capacity at Union – which stands at 580 bus trips per day – when it’s completed, said Prichard.
Metrolinx will spend $106 million to build a new GO Transit bus terminal as part of a planned office tower development near Union Station scheduled to open in four years. The new Union bus terminal is part of a $2-billion development planned for the intersection of Bay Street and Yonge Street, which will see the construction of a pair of 48-storey office towers, at 45 and 141 Bay St., walking distance from Union Station. The project, owned by real estate acquisition giant Ivanhoe Cambridge, will include office and retail space, as well as an elevated public park, which will hang above the Union rail tracks and link both of the towers. “We expect this will do nothing but improve the environment around Union,” said Metrolinx chair Rob Prichard during a media announcement Tuesday. “It will be great

The new terminal will have enough space to allow for other service providers beyond GO as well as the regional transit agency’s double decker bus fleet, which doesn’t enter the existing Union site because of a lack of safe clearance under the Bay railpass. The new location will allow GO buses to avoid the underpass. To get the space, Metrolinx agreed to sell the property and air rights to 141 Bay, the home of its current Union GO bus terminal, to Ivanhoe. Metrolinx will make a minimum investment of $30 million towards the cost of the new bus terminal. Prichard said the valuation was fair and the existing bus bay, which opened in 2000, is in urgent need of replacement. “Our existing site is very constrained. Ontario Transportation Minister Stephen Del Duca said the bus terminal would open at the same time as 45 Bay, which is scheduled for completion by late 2018. That will allow GO to continue using the existing bus bay right up until the new facility is ready. But during construction he said commuters will have to prepare themselves for more traffic congestion caused by a major work project. TTC sets new ridership record The TTC has set a new record for daily ridership. Last week TTC spokesperson Brad Ross tweeted that on Friday, Sept. 12 there were 1,812,031 recorded rides, surpassing the previous mark of 1,806,502 set last year on Nov. 28. In 2013, the TTC set a single-year record for ridership with an estimated 528 million, which was more than the previous record of 514 million riders the year before. The TTC is promising allnight subway as well as extra bus and streetcar service for Nuit Blanche. The dusk-to-dawn citywide art crawl starts just before 7 p.m. Saturday and carries on until Sunday morning. During that time, the subway will remain open between Keele and Woodbine stations on the Bloor Danforth line, and between St. Clair West and Eglinton on Yonge-University-
