Red Sands, skatepark some issues at workshop MOSANG MILES From students to proponents of preserving Red Sands Beach, concerned parties of Nelson turned out for the city’s public workshop on the Sustainability Waterfront and Downtown Master Plan Thursday, Oct. 14 to review proposals by the city and consultant IBI Group and give input on how the plan should progress. With an array of poster boards displaying possibilities for the waterfront and how to connect it to the downtown area, attendees were asked to highlight options they approved of and propose new ideas. City councillors and staff and IBI Group representatives were on hand to answer questions and discuss possibilities. Among the displays were three waterfront concepts for participants to respond to, put together in a morning workshop by members of 25 stakeholder groups in Nelson, including business groups and community organizations. Tenai Scott took part in the morning session as the youth representative and proposed including the long discussed skate park in the plan. “Youth in Nelson have no place to go, and that’s why there’s a big problem with kids on the streets partying up at Gyro because they don’t have a place to go have fun,” said Scott. Anthony Hill handed out flyers for the Save Red Sands group and advocated preserving Red Sands Beach in its current state despite the proposed Nelson Landing development at the northeast end of the waterfront. “It’s too valuable to give up to just a few residents and change it forever for the citizens of Nelson,” Hill said. Herb Couch, another member of Save Red Sands, expressed disappointment that the city’s presentation didn’t include preserving Red Sands or creating park space there as options. City councillor Robin Cherbo said there wouldn’t be a moratorium on waterfront development, including Nelson Landing, while the Master Plan is being put together. “I don’t think [Nelson Landing] will be in

opposition to the plan that’s going on in here,” Cherbo said. “The only controversial thing is Red Sands Beach, and [developer Sorensen Fine Homes is] trying to deal with that too.” Mayor John Dooley appreciated the turnout at the workshop, saying, “The community’s very passion-

I’m an optimist by nature, a glass-half-full kinda gal. So the fact that two out of three areas voted to participate in the Nelson Library in Saturday’s referendum is cause for celebration. Our glass is two thirds full. The outcome means that residents of Areas F and part of H (7,400 people) have joined 99% of the province that enjoy barrierfree library access. It means that, as of January 1st, they can get a library card and begin checking out books, audiobooks, DVDs and more, and accessing informational databases and downloading ebooks and audiobooks from home. It also means positive changes to your library, the happy result of a larger service area providing annual support while leveraging additional City and Provincial funds. While there are still details to be hammered out by the board—now up two members from F and H—it’s safe to say that the outreach service to the Slocan Valley will be back, hours of operation will increase, and we’ll be able to begin

Take a shot at reading! Read with the Nelson Leafs! For the last two years the Nelson Leafs have been working with the Nelson Library to provide a chance for kids to practice reading. The Reading Buddies program gives kids in Grades 2-5 an opportunity to meet one-on-one at the library with a member of our very own Nelson Leafs. The program is meant to be a fun time for all, providing reading time followed by game time. And the best part is that it is a chance to spend time with a member of the team. The hockey team is happy to

give something back to the kids of Nelson by helping them develop a love of reading. Some amazing friendships have grown from this program as well as an increase in participants skills. This practice time gives kids that little bit of extra one-onone-time to do some reading. Half hour sessions are to be held on Tuesdays and Thursdays after school. Resource Recovery Plan draft released by RDCK

The Regional District of Central Kootenay Board of Directors has approved the draft Resource Recovery Plan for public consultation. The Resource Recovery Plan is the most recent amendment to the RDCK’s Solid Waste Management Plan (SWMP) and, once approved by the Province, it will guide solid waste management, resource recovery related activities and policy development in the RDCK. Specific projects outlined in the Plan will occur over a five year period from 2012 through 2016. The Resource Recovery Plan will replace the 1996 Solid Waste Management Plan. The objectives of this Plan include: improved service to the RDCK public, maintaining compliance with regulations and best practices, achieving financial sustainability for Resource Recovery Services, alignment with Zero Waste goals and reducing Greenhouse Gas Emissions. Commitments outlined in the draft Plan include waste reduction initiatives and projects ����� that will increase system �� ���������� efficiency, improve service

My family watched grizzlies snuffling and huffing around our backyard. Our garbage was safely inside, leaving nothing available for the bears to eat. We wouldn’t have felt guilty if the Conservation Officer shot them; that’s the typical fate of bears that choose populated areas for a dining room. Before the provincial cutbacks, three COs worked our region, and they had time to solve problems. Now there is only one. Cutting provincial spending for COs (and

Street Talk: How should we change the waterfront?

The waterfront could be more user-friendly for people if they had more to do right at the water’s edge, near the parking lot, instead of just heading to the mall. The dog walk is nice, and the seating area.

Commentary: Dispelling the ‘myths’ Dear Editor, I appreciate the mosaic of opinion regarding supporting the Nelson Municipal Library to become a Regional Library. I found the recent newspaper insert and article by Al Dawson and the NRACTA disappointing. I expect a code of conduct among elected officials and their predecessors that honours the fact that everyone operates under the best judgement and information they have at the time. As new directors many things done in the past are questionable, however we weren’t there and can’t judge. We inherited a high cost waste and recycling system, a recreation facility that still requires a lot of work, complicated and convoluted financial systems and in fact, it was the past board that signed on to the Climate Action Charter and the Gas Tax Rebate which required the RDCK produce a Sustainability Plan. All of these items require spending and future taxation but in turn it can be argued at least we have facilities and are addressing sustainability. After their many years in office the former directors did not discover that in fact, RDCK Development Services is not a mandatory service and therefore we are now in the process of separating out the Geospatial Information Service and the Sustainability Service to address these oversights and allow municipalities to choose to be in or out. The current budget where these functions exist will be adjusted accordingly. These functions already exist and are not new. I would be surprised if the former directors do not know this full well. Fact #1. Library usage and benefit (a) The rural membership, that is people who purchase cards is 17% of the membership of the Nelson Library. However, rural people are using 30% of the materials in circulation but paying 2 to 3 per cent of the cost of running the library. Nelson City taxpayers pay $28.00 per $100,000 of assessment. The referendum is for $10.30 per $100,000 of assessment. Additionally our community members make use of the library

on site and membership is not required to sit and read books. In fact people can not be charged to use the library. For want of a better word we are “taking advantage” of something we don’t pay for. (b) Area F residents live 10 to 20 minutes from the Nelson library and can access services more easily than those in many parts of Area E and the Slocan Valley that live 45 minutes from the library. Satellite Services equalize the taxation and in fact, Area E will contribute more to the library service if the referendum passes. Additionally children from Area F attend school in Area E at Redfish; therefore satellite services benefit them as well.

Fact #2 Who requested the referendum? Area directors as well as the library have been asked why rural Nelson is one of the few areas in the province that do not have open access to library services. Some people have been almost hostile that there isn’t “free” library service: feeling it’s a money grab by the city because there is a universal acceptance that libraries are open-access community spaces. The library provided us with information regarding the costs they are incurring and the over-use of the staff and materials by rural residents. The 3 directors for Area E,F and H wanted more information on how the community felt and hired a consultant to find facts, The last 2 referendums were over 20 years ago and there are new young adults and families that have grown up or moved in since that time. The past referendums were asking the community to invest in the capital costs of the library. This referendum DOES NOT ask rural residents to participate in capital costs....just the service we use. The Columbia Basin Alliance for Literacy has produced reports that indicate the literacy and school readiness of children in our area could benefit from universal access to libraries. There are copious reports that indicate children who are read to, regularly do well in school. It is responsible governance to determine if the community wants to support the library to

enhance family literacy.

Postpone re-zoning

Fact #3: Feasibility Study: Each area pays proportionately into the feasibility study fund at the RDCK every year. In fact if you do not use it, you pay anyway. There is no savings if the referendum is failed. It is true if the referendum is passed, the cost of the feasibility study will be charged to the new service and is in the budget forecast. Why would a service not pay its way?

Congratulations to the City of Nelson for initiating a downtown and waterfront master plan that will eventually become a part of our Official Community Plan (OCP). The City of Nelson, as mandated by the province, has an Official Community Plan – a document that talks about future development in our city and deals with rezoning. It is both a law and a guiding document for development. This plan is supposed to be updated regularly as realities change over time. When we created our original OCP, we acknowledged there needed to be a much more comprehensive waterfront plan to make the OCP complete. It has taken many years for the City to embark on this journey. The waterfront is our community’s most important asset, but

Criticism that secret meetings were held with community groups is unfathomable. Groups such as firehalls and Parent Advisory Committees represent the public and were asked to present their views in order to gauge the full spectrum of opinion and problem solve issues prior to going to full public meetings. Fact #5 Attendance at Meetings: The “NO” people had an organized presence at the meetings and were less than cordial to those speaking in favour of libraries.

Fact #6 RDCK spending on advertising for the referendum: The NRACTA accuses the directors of not advertising the public meetings well enough in Fact #4 and now is complaining about spending on providing education about the referendum and the costs and benefits.

Holding the RDCK Accountable Two new services are the Renewable Energy Service to which Area E has not signed on and a small subsidy for Nelson Search and Rescue which is a service vital to the community and has previously struggled along on grants. A comprehensive waterfront plan must include, amongst other issues, site lines to our lake and to our bridge, height restrictions, and development that is in scale with the neighboring. We also want design that would fit in with the existing architecture of the city, and uniqueness of Nelson. We should not entertain any new zoning applications before we have incorporated this waterfront plan into a councilaccepted part of the OCP. If council continues to accept new applications for re-zoning while we are in the process of developing a waterfront/ downtown master plan, we really wont be able to take this process too seriously.

Backstage: Welcome to the Kootenays! (And let’s welcome Shane Koyczan, too.) When I first set foot in the Capitol as new manager in 2005, there were many thoughts running through my brain. Outside of the job interview I had never been to Nelson before. I wasn’t in Kansas anymore. In fact I thought I had been cast in a Christopher Guest movie. The luxurious accommodations of the Kerr Block provided a view of the Capitol Marquee from any window in my new tiny apartment, just in case I forgot why I was here. That apartment and rentals later I bought my own chunk of Nelson, a tiny home near Baker Street. I’m not waiting for Guffman anymore. I am of the lucky ones that call Nelson home and V1L an important part of my postal code. That first day in the theatre I wondered what I had gotten myself into. After 3 months of running from Edna Whitely, I was finally flattened by the Nelson Welcome Wagon and ever since have been enjoying free-range chicken eggs from the Middle Road and becoming more “Nelsony” as each day passes. Poverty and stigma, and connecting HIV/AIDS with homelessness

Conversations about blood borne infections like HIV/ AIDS or hepatitis C (HCV) often focus on the “other” as if we ourselves are not at risk, or are not living with a virus. The same can be said about homelessness. The “Other” in this example is someone living with mental illness, addiction, in poverty or the disenfranchised. Inevitably, early on in the discussion we are approached with a request for numbers... ”Just how many people in Nelson live with HIV?”, “How many people use injection drugs?” or “How many people in Nelson are homeless?”. The assumption is that beyond shock value, the numbers will tell us something useful about each individual’s experience. We can see this tendency as a strategy for distanc-

ing ourselves from our own vulnerability and fragility, from our own risks and risky behaviour. So, instead of discussing blood borne infections, such as HIV or Hep C and their link to homelessness, we made a decision to delve into what is at the heart of both issues: poverty and stigma. Stigma when it comes to blood borne infections, can be defined as, “Prejudice and discrimination directed at people living with HIV/AIDS (PLWHA), or Hep C and the groups and communities that they are associated with. It can result in people living with HIV/AIDS or HCV being rejected from their community, shunned, discriminated against or even physically hurt” (Avert.org). Do It for James: Fundraiser for an Advanced Cancer Patient Thursday, Oct. 28, 7 p.m. at the Hume Hotel, 422 Vernon St.

At 23, James was in pilot school, fulfilling his dreams. Today, James is 32 and has struggled with neuroendocrine cancer for the past 9 years. In that time, he has undergone three major operations including a pancreaticoduodenectomy, two liver resections and two rounds of chemotherapy. This past April, after being in remission for two years, James was forced to leave his job as a Smokejumper with Parattack to face liver cancer. Then, after months of coming to terms with the reality of a liver transplant, spots were identified in his lungs. James is no longer eligible for the transplant. With his cancer fast advancing, James and his team of doctors are trying one final treatment option for the metastatic liver tumors: Radioembolization.

Every year, approximately 2,700 women will be diagnosed with breast cancer in British Columbia, and 650 women will die from the disease. What is breast cancer? Normally, a cell’s DNA carefully controls the way that it grows, functions and reproduces. Sometimes, the DNA of a call is changed in a way that disrupts normal growth and causes that cell to grow in an uncontrolled manner. The uncontrolled cell growth can form a lump or tumour, which is sometimes benign, or noncancerous, and sometimes cancerous - breast cancer. Over 80 per cent of breast abnormalities are benign. However, it is still important to discuss any changes with your doctor. Most breast cancers are unrelated to family history; only 5-10 per cent of breast cancers are inherited, so even if no one in your family has breast cancer, you are still at risk. October is Breast Cancer month, but the Kootenay Rhythm Dragons want women to be aware, educated and diligent all year round. The Rhythm Dragons is a team of 55 ladies who participate in dragon boat paddling three times a week and train to race in two festivals each year. The team is made up of breast cancer survivors, friends and supporters. The team is about health, wellness, camaraderie and community awareness of breast cancer survivorship. In addition to summer paddling the team participates in winter fitness activities and volunteers for many community events including fundraising for the CT scanner. They are an integral part of the CIBC Run for the Cure, the Canadian Cancer Society Relay for Life, the Nelson Breast Cancer Support Group, and many other awareness events during October. Early detection is crucial for survivorship and by displaying pink in the community this team is a reminder to all women about breast health, mammograms and quality of life after breast cancer diagnosis. Feeling a little tinge in the air and thinking about the winter season ahead? Been procrastinating about getting that pumpkin carved for Halloween? Relax, Slocan Valley Recreation has an event that will take care of both urges at once! Every type of winter sporting goods can be either brought to sell or - hopefully - found there. Look for snowboards, skis, skates, boots, all types of bindings, poles, sports clothing, sleds and more! All items being brought to the event should be in good working condition. The NDCU is celebrating with a Great Pumpkin Contest. Bring down your biggest pumpkins; the winners get their pumpkin’s circumference of inches in loonies. Bradley Roulston, a manager of NDCU explains, “We wanted a fun festive event not only to celebrate the cooperative movement, but also to honour our local amateur and pro farmers. We’ll also be giving a matching prize to a local non-profit of the winner’s choice.” There are households and farm divisions. All pumpkins will be on display outside the Credit Union branches. “We are also excited about the ‘best dressed’ category. Have fun decorating any sized pumpkin for a chance to win a term deposit.” Roulston cautions people not to carve their pumpkins, because those that have been left behind will be donated to local food banks.
