Nelson City Council has taken the first step in authorizing the City to borrow up to $6 million toward Nelson Hydro infrastructure projects. The proposed borrowing will allow for the continuation of Nelson Hydro’s infrastructure improvement program. This program includes the downtown conversion project, building the Rosemont substation, distribution system upgrades, generating plant upgrade (G4 rewind), transmission line rebuilds, and improvements to the substations and generating plant. In 1996 the city borrowed 8 million to fund the new Hydro generating plant. The debt was paid two years earlier than originally schedualed. Mayor John Dooley said, “This is really good news. It means that the foresight that Council had over fifteen years ago has paid off, and we are in a strong position to further invest in our infrastructure.” If it goes forward, the borrowing would be repaid through Hydro rates and would not impact residential property taxes. Kootenay author documents Canada’s greatest mountaineer Kootenay author, Keith G. Powell, has released his second historical novel called, Raising Kain, the adventurous life of Conrad Kain – Canada’s greatest mountaineer. “Though my new book will not be officially released until early 2012, I will have limited number of advance copies available at select bookstores in the Kootenays. The new book now is available on limited basis at local bookstore throughout the Kootenays,” said Keith G. Powell, local author. With almost 70 first ascents or new routes on peaks throughout the
Canadian Rockies and 59 ascents (29 first ascents) in New Zealand, Conrad Kain, was recognized as “the prince of Canadian mountain guides” – in what can only be called the Golden Age of mountaineering in Canada. “It is my hope that this book, Raising Kain, the adventurous life of Conrad Kain –captures the rich heritage and legacy that Conrad Kain left behind in his relatively short but extraordinary life in the Canadian Rockies,” said Keith G. Powell, author and publisher. Keith G. Powell, is a life-long resident of the Kootenays.
Rock Climbing dr. science Morgan Dehnel
I was talking with Ryan Brown about rock climbing in the Kootenays the other day, and I was reminded that this is a discipline where one must pay very close attention to the physics of the situation or else dire consequences can occur. For example, the manner in which rigging is set-up affects what forces occur in the equipment. One is, of course, concerned about keeping
the forces involved much less than the failure point of the equipment. In the book “On Rope – North American Vertical Rope Techniques” by Bruce Smith and Allen Padgett published by the National Speleological Society discuss on page 62 the “High Strength Tie-Off”, for example. “A high strength tieoff requires only two wraps around the rig point (such as a tree). The high-strength tie-off is probably one of the strongest possible rigging arrangements, in that most of the rope’s strength is still available. Often a large per-

centage of a rope’s strength is lost in the tight bending of a rope as it passes through a knot. One of the biggest advantages of the high-strength tie-off is that it can be untied under tension, allowing the lowering of a disabled climber.” On page 29 of this same book it talks about what can influence the breaking strength of a rope: “The rate of pull, the temperature of the rope, the age of the rope, the moisture content of the rope, the type of knot or the diameter of the anchor, the overall length of the sample.”

Unplugged sessions at Ellison’s Cafe
Saturday, Dec. 17 at noon. Ellison’s Cafe and Market The popular Unplugged Sessions has three new acts again this week. Starting at noon is David Hartman, a fingerpicking singer/songwriter living in Rossland, who will perform folk fusion on guitar. His songs are lyrical and inspired by his travels across Canada and a connection to his home, a small town called Lafontaine. http://soundcloud.com/davidhartman-1 Next is Lynn Rosenblood, a singer/songwriter who plays guitar and piano. She now divides her time between Santa Monica, California and the Kootenays, where she lives in a tipi during the summers and writes songs. It is in this tipi where most of her debut album was written. As a child, she walked through the forest to school, took piano and dance lessons and was
always singing. Despite her formal musical training, it is nature that seeded her deep understanding of rhythm and her strong connection with trees. http:// www.lynnrosenblood.com/ Closing act is the Cosmic Caravan, a new and exciting collaboration of experienced ethnic world music artists, based in the Slocan valley. The trio consists of Nathan deBridge on oud and guitar, Randy Mead on flutes and turkish clarinet, and Joel Pelletier on a mixed world percussion kit. With a repertoire based on traditional eastern melodies & rhythms, the Cosmic Caravan loves to explore original arrangements, new compositions and the realm of inspired in-the-moment creation, journeying between the familiar, the exotic and the unknown.

Opinion&Editorial Publisher’s Note: Nelson Becker
The Express News Update event of the Year 2011
The West Kootenay event of the year has to be the march that was held on October 15 in the name of Occupy Nelson. There were over 750 people demonstrating their commitment to living in a better world. The people marching all had their own take on what Occupy meant to them. They all agreed that the past ways of doing things had to change. They all agreed values had to change. People were amazed at how many people showed up that Saturday. People were surprized they were not the only ones who wanted a new vision on how society could operate. Other mass media, governments, and even the movement themselves have
underestimated the Occupy movements influence. They have looked at the people who set up tents in town squares. The tenters are not the Occupy Movement, they are one part of it. We have not yet seen the results of the realization that each of us is not alone in our desire to live in a more cooperative world. The march was the event of the year because of the awareness it has created. The people who marched not only saw the need for change, but the fact they were out there also said they could see the possibility for change. Together, we can transform the awarenesses of 2011 into the society we want to live in, in 2012.

Zero Gravity
By Colin Greenlaw
We are witnessing the end of an indoor climbing era in Nelson with the unfortunate closure of the Gravity Climbing center. This hit home for me, a frequenter of the area’s largest gym, and it seems as though too many of Nelson’s recreational options have become unavailable to the general public. The only movie theater in Nelson, which promised a speedy renovation, is a prime example of such cut backs to our towns facilities. What is a local to do on a weekday evening? Purchasing the building from it’s Previous owner, a new private investor has other plans for space inside the area involving a renovation and a change of function for the climbing sections. This will have a significant impact on the outdoor community as climbers will have no place to train during the colder months. There will be a meeting on December 16th at 7:30pm at the Gravity Climbing Center on Victoria Street. For more Information call 250-352-6125.
