Medi-Cal Expands Behavioral Health Care for San Diego Somali Community

SAN DIEGO, CA -- New

behavioral health services through Medi-Cal are available for the Somali community of San Diego, Somali Family Health Services (SFHS) leaders through an unprecedented Medi-Cal initiative, clients and community members discussed during an on-site roundtable.

The Thursday, July 11 lunch meeting was held at the SFHS headquarters in San Diego, California.

Established as a non-profit, community-based social service organization in 2003, Somali Family Services has been active in addressing key issues linked with refugees, immigrants and underserved people, particularly including matters surrounding mental health.

SFSH is currently serving the multicultural refugee and immigrant communities in San Diego County. The organization's staff is noticeably multi-lingual as collectively, they speak over 10 languages, including Tagalog, Arabic, Pashto, Farsi/ Dari, Swahili, Haitian, Creole, Kirundi, Kinyarwanda, Oromo, Amharic, among others. These personnel reach out to more than 20 ethnic communities.

According to its director of health and wellness, Najla Ibrahim, the organization provides services not only related to health, but also to employment and immigration.

“Mental health is often difficult

to access,” said Ibrahim. “But now, we’re establishing a center within this building that will understand the cultural and religious nuances of the matter.” Ibrahim said the Somali community is still learning a lot about depression, anxiety, and stress, as many are challenged in affirming these things exist despite denials by other community members, even by those affected by these problems.

She added that SFSH is using Medi-Cal to bolster programs addressing substance use by youth, focusing on prevention and recovery.

At the meeting, SFSF health workers said that CalAIM — a multiyear initiative to expand MediCal programs like the communitybased behavioral health services at SFSH — was an unprecedented transformation of public health.

Agnes Hajek, a Filipino-born behavioral health consultant, said that implementing CalAIM at SFSH involved the integration of screenings for depression, anxiety, and trauma.

Through its transformation of Medi-Cal, California was at the vanguard nationwide in treating

one’s physical and mental health condition “as related”, she added.

“The good thing with Somali Family Service is that our community health work touches the power of language and cultural knowledge,” Hajek continued. “We train our staff how to ask questions geared towards suicide prevention, for example, in a culturally sensitive way, as screening is crucial to detect and prevent serious matters like this.”

Uncontrolled asthma was another behavioral health issue facing the Somali community.

Health workers present at the event shared their experience in guiding clients in improving their lifestyle through various activities, with a few workers noting that their clients are now more aware how to self-manage asthma at home and reduce asthma triggers thanks to asthma remediation programs and work groups available through Medi-Cal at SFSH.

isolated in their environment, adding that the resulting detrimental impacts to their mental and physical health are now being treated as a unit thanks to new behavioral health programs through CalAIM.

SFSH services like these “are open to everybody,” said Ahmed Sahid, SFSH president and CEO. “We have a very diverse staff speaking different languages, more than 10 of them, and there’s a great deal of collaboration among us.

“Every problem is an opportunity for us to make a difference,” he added. “We invest in our clients and make sure they do not fall into the cracks. We cover anything you can think of, from health care and advocacy, to employment, microenterprise and education.”

During the discussion, most of the attendees were women, which Sahid said was a testament to womens’ empowerment.

He added that a significant number of women were taking part in SFSH behavioral health care training sessions and directly serving the community: “The passion is there. We are happy to see that clients are benefiting from this show of care.”

who experienced the horrors of a humanitarian crisis in her native land, and who then underwent training to help others enduring similar emotional damage.

Festo, who came to San Diego as a refugee 18 years ago, shared that she lost her father and endured the trauma of this with her mother in a refugee camp.

As an organization staffed largely by Somali community members, SFHS has catered specially to East African refugees for nearly 25 years. It has also assisted both Asian and African immigrant communities with relocation in San Diego, helping them adapt to their new environment.

“In our community, some people see that the mental health problem

is a shame,” noted Festo. “As community workers, we provide the proper service to overcome mental health.”

A major figure in the San Diego East African community, Festo said “I was raised in the community and I want to take that back to the

community. I love the community worker job. Through Somali Family Services I found a way to do more for our people, and I’m doing what I love. It’s not only about the check, it’s about what’s inside you. I’m happy to give to communities that need it.”

James Reid teases 'possible' acting project with Liza Soberano

MANILA -- After focusing on his music, actor-singer James Reid is now ready to go back to acting.

In an interview with Reid during the 7th Entertainment Editors Award, Reid shared a glimpse on what to expect from him aside from producing music from his label Careless.

"I always say that I am planning to go back to acting after I explore music and I have a new EP (extended play) so I was excited. And yeah there will be a movie project and new projects coming," he said in an interview.

According to Reid, during his hiatus from acting, he discovered and explored his musicality as he produced numerous singles for his company.

"I really wanted to take a pause and discover myself through music and for the past couple of years I just really focused on composing music to figure out what I really wanted. And I think I am very happy where I am right now and excited to take what's next," he said.

Shaina Magdayao clarifies relationship status with Piolo Pascual

MANILA -- Working with Piolo

Pascual on "Pamilya Sagrado" has breathed new life into their friendship, actress Shaina Magdayao says even as she seeks to clarify rumors regarding their romantic status.

Pascual and Magdayao first worked together in the TV series "Lobo" when the actress was just 17 years old.

"We worked together when I was 17 in 'Lobo.' Siya 'yung first, siya 'yung first love scene ko, siya 'yung first kissing scene ko. So first ever mature role ko 'yun," Magdayao recalled.

Their professional paths diverged after "Lobo," though they briefly reunited for the film "On The Job" and then again for a Lav Diaz film.

"When they pitched this project to me, I'm like, seryoso ba? I know Piolo. I know his family," said Magdayao. "Pero, acting-wise, showbiz-wise, nagmature din ako as an actress. Siya rin, mas nag-mature din siya as an actor. How are we going to work together, really?"

Initially, the idea felt strange, but soon excitement took over. "It would be very interesting siguro now na parang mag-ibang tao na kayo. There are other ventures for the actress, including representing the Philippines at the New York Asian Film Festival as a jury member. While initially hesitant, she is excited about the opportunity.

Diego Filipino Cinema's Cine Libre Program

At a Friday, July 12 Ethnic Media Services briefing, digital media transparency and political watchdog experts monitoring the rise of AIgenerated disinformation discussed prospective challenges to ethnic voters in this year’s national and local elections, and suggested policy and initiatives to fight the issue.

AI disinformation As the November U.S. election nears, online disinformation “is a very real problem, turbocharged by AI, that is emerging in our democracy, literally by the day,” said Jonathan Mehta Stein, executive director of California Common Cause, a nonprofit watchdog agency.

“These threats are not theoretical,” he continued. “We’ve seen elections impacted by AI deepfakes and disinformation in Bangladesh, Slovakia, Argentina, Pakistan and India. Here, before the primary, there was a fake Joe Biden robocall in New Hampshire telling Democratic voters not to vote.”

Last week, the U.S. Justice Department also disrupted a Russian disinformation campaign involving nearly 1,000 AI-generated social media bot profiles promoting Russian government aims on X while posing as Americans throughout the country.

Additionally entire AI-generated local news websites are emerging for the purposes of Russian-led disinformation, among them D.C. Weekly, the New York News Daily, the Chicago Chronicle and the Miami Chronicle.

“India is a good example of what could happen in the US if we don’t educate ourselves,” Stein said. “As Indian voters are bombarded with millions of deep fakes and candidates have begun to embrace them. It’s created this arms race where some candidates are using deep-fake images of themselves and their opponents, and the candidates who don’t want to use them feel they have to in order to keep up.”

As the problem worsens, many social media platforms are ignoring it.

Meta has made some of its factchecking features optional, while Twitter has stopped the software it used to identify organized disinformation campaigns. YouTube, Meta and X have stopped labeling or removing posts that promote false claims of a stolen 2020 presidential election. All of these platforms have laid off large swathes of their misinformation and civic integrity teams.

“Real news is the answer to fake news,” said Stein. “We’re in an era of double-checking political news. If you see an image or video that helps one political party or candidate too

much, get off social media and see if it’s being reported … Before you share a video of Joe Biden falling down the stairs of Air Force One, for example, see if it’s being reported or debunked by the AP, the New York Times, the Washington Post, or your trusted local media.

Challenges to communities of color

“In the last 12 months, we documented over 600 pieces of disinformation across all major Chinese-language social media. And the top two themes are supporting or deifying Trump, and attacking Biden and democratic policies,” said Jinxia Niu, program manager for Chinese digital engagement at nonprofit Chinese for Affirmative Action.

“This year, AI disinformation presents this problem at a much faster speed.”

“The biggest challenge for our community to address it is that our in-language media often lacks the money and staff to fact-check information,” she explained. “In our immigrant and limited-Englishspeaking communities particularly, AI literacy is often close to zero.

We’ve already seen scams on Chinese social media with fake AI influencers getting followers to buy fake products. Imagine how dangerous this would be with fake influencers misleading followers about how to vote.”

While most political disinformation in the Chinese diaspora community is directly translated from English social media, Niu said some original content being shared by right wing Chinese influencers include AI-generated photos of former President Trump engaging with Black supporters, and AI-generated photos attacking President Biden by portraying his supporters as “crazy.”

“A huge challenge on the ground for the Asian American community is that this disinformation tends to circulate not only on social media, but is directly shared by influencers, friends ad family through encrypted messaging apps,” she continued — most popularly WeChat for Chinese Americans, WhatsApp for Indian Americans and Signal for Korean and Japanese Americans.

“These private chats become like unregulated, uncensored public broadcasting that you can’t monitor or document due to well-intentioned data and privacy protections,” Niu explained. “It creates a perfect dilemma where it’s difficult, if not impossible, to intervene with fake and dangerous information.”

“I think one of the biggest misperceptions about misinformation, is that the vast majority of it, violates social media platforms’ rules. Rather, it falls into a gray area of ‘misleading, but not technically untrue,’” said Brandon Silverman, former CEO and cofounder of content monitoring platform CrowdTangle, now owned by Meta. “It’s the difference between saying that the moon is made of cheese and saying that some people are saying that the moon is made of cheese,” he added. “In that the gray area, it’s very hard for platforms to enforce anything as quickly that they can with the directly false information.”

Furthermore, the existence of AI-generated or foreign-controlled accounts “does not mean that they had a measurable or meaningful impact on a topic or election,” he explained. “One of the very goals of disinformation campaigns is ‘flooding the zone’ with so much untrustworthy content that people don’t know what to trust at all … There’s a balance we have to walk of being responsive, but also not playing into their hands by making them seem so powerful that nobody who knows to trust.”

On the policy level, Silverman said he supported taxes for some percent of the revenue generated by digital advertising on large platforms, to fund ethnic and community journalism at the local level. He added that large organizations currently fighting AI disinformation include the Knight Foundation with its Election Hub of free and subsidized services for U.S. newsrooms covering federal, state and local 2024 elections; and the Brennan Center with the launch of Meedan, a nonprofit for antidisinformation news-sharing software and initiatives.

“Rather than responding to individual content, we should think about the narratives that are being consistently pushed — not only by bots but real influencers — and how can we can push back against ones we know are false,” Silverman said.

I say the conflict over the South China Sea is not just one of military might and political clout, but also one of legal strategies.

Our beloved old homeland – the Philippines – especially has sought to counter Chinese moves with a turn to international adjudication and with significant success.

Tensions over the strategic waterway, a key passage for seaborne trade, have soared in the past 18 months following a series of escalatory confrontations between Philippine and Chinese ships.

The most serious happened on June 17, when China Coast Guard personnel wielding knives, sticks and an axe surrounded and boarded three Philippine Navy boats during a resupply mission to Second Thomas Shoal on the Spratly Islands.

The Philippines will “stand our grounds” in a dispute with Beijing over the South China Sea, a top Filipino security official said Friday, 12 July 2024, eight years after an international ruling against China in the territorial contest.

While the countries agreed last week to “de-escalate tensions” over the disputed reefs and waters, Philippine National Security Adviser Eduardo Ano affirmed Friday that Manila would not back down.

The Philippines filed a case against China in 2013. Three years later, the international Permanent Court of Arbitration ruled in Manila’s favor, declaring China’s expansive claims had no legal basis.

China, however, refused to take part in the proceedings and has ignored the judgement.

Former Philippine president Rodrigo Duterte, who took office in 2016, set aside the ruling in exchange for warmer ties with China.

That changed when current President Ferdinand Marcos Jr was elected in 2022 insisting, he would not let China tramples on Manila’s maritime rights.

Since then, diplomatic relations between Manila and Beijing

have deteriorated as the Marcos administration pushes back against China’s actions.

China deploys coast guard and other militia vessels to patrol waters and reefs claimed by the Philippines. That includes Second Thomas Shoal, which lies just about 200 kilometers from the western Philippine Island of Palawan and more than 1,000 kilometers away from China’s nearest land mass, Hainan Island.

Meanwhile, U.S. Secretary of State Antony Blinken said in a statement for the anniversary that Washington remained “deeply concerned” about China’s claims “over vast areas that are clearly within the maritime jurisdiction of Vietnam, the Philippines, Malaysia and Brunei.”

Blinken called on Beijing to “abide by the 2016 arbitral ruling” and “cease its dangerous and destabilizing conduct.”

The Philippines has deepened defense cooperation with the United States and other countries in the face of China’s growing assertiveness.

Last Monday, July 15 the Philippines signed a key defense pact with Japan that will allow the deployment of troops on each other’s territory. Ano indicated Friday the Philippine government would continue to “foster closer ties with like-minded countries” and remained opened to discussing “difficult issues.”

The educational crisis in the Philippines is laced with politics, and not so much about delivering quality education. Aristotle gave us a pathway to such an endpoint when he implied that educating humans goes beyond the cognitive aspect of learning. Education, after all, is about enlightenment – not only the mind but the heart. It is a holistic development and not only about achieving a diploma.

Dr. Jose Rizal echoed a similar thought about the role of the youth being the future of the motherland. Rizal believed that education should “break the chains of ignorance and awaken the Filipinos.” We always complain about corruption in government and want to ditch traditional politicians, but traditional politicians were once idealistic candidates who became trapos themselves when corrupted by power. The cycle continues. In this regard, education must include teaching about values of humanity and ethical responsibility including accountability, moral compass, integrity, and courage to do the right thing. That is what

educating the heart is about by imparting values that produce such character. Corollary to this value formation is the teacher’s educational philosophy that focuses on the nature of knowledge – the WHAT. The curriculum itself is already imbued with topics or subjects that dissects such philosophies.

Perennialism is the belief that students should acquire the great ideas of Western civilization to bring relevance to a particular era. Attaining cultural literacy focuses on timeless ideas, enduring truths that do not change. World History, for example, is taught in Philippine high school. The Perennialist would cultivate learning about the impact or significance of a particular event, or milestone of a particular era, beyond mere recollection of a date or name of a person.

In fact, the National Youth Movement for the West Philippine Sea (NYMWPS), a peaceful, non-partisan and transglobal organization that has been advocating for the preservation of Philippine sovereignty and territorial integrity since 2015, sent a letter dated July 8, 2024 to President Ferdinand Marcos Jr., and urgently requesting him to declare July 12 as the West Philippine Sea National Day as a symbol of national pride and sovereignty of the Philippines.

In practice people learn that the Philippine court system has a double standard with one for the rich and the elites. The poor wallows in a different maxim: “Justice delayed is justice denied.” Mathematics, sciences, literature, and law are foreign ideas that brought progress to Western civilization. The Philippines, by extension, became a captive audience for these fields and concepts by virtue of democratization and colonialism with English as the default language of learning. The high school education concept that the Americans established in the Philippines was premised on the concept of existentialism, the idea for the curriculum to de-emphasize math and natural sciences and allow the teacher instead, to emphasize humanities.

In practice, existentialism provides students with vicarious experiences that will help unleash their own creativity and expression. In simple terms, vocational training – self-paced, self-directed and needing lots of help from the teacher (i.e., industrial arts, home economics). The curriculum that was brought to the Philippine public education system was the same one used for African American slaves. Minus the prose, the colonialists did not

want the locals to be intellectually smarter to be able to admire a firebrand like Andres Bonifacio instead of the peace-loving Jose Rizal. This, I believe, contributed to the slow evolution of quality education in the Philippines. The arrival of the Jesuits helped begin such evolution in earnest.

Essentialism (different from existentialism) in plain words is about the basics like good manners and the right conduct but delivered in a systematic and disciplined way. These are essentials that the school believes provide the knowledge and skills and academic rigor for graduates to become valuable members of society by the concept of reward through hard work, respect for authority and the value of discipline.

Progressivism focuses on the whole child, rather than the teacher or the content. The students test ideas by experimentation including liberal ideas such as free expression and freedom in school. Well, in the ‘60s and 70’s the ideas spilled over the streets when students took it a little further when they got into drugs, music, and love of sex – in totality. You know, Woodstock! The silver lining of such experimentation was achieving the courage to confront authorities with clenched fists and desiring freedom. Learning by doing.

concept about confronting the depths and breadths of societal questions to create a better society and to explore the profoundness of democracy. How well this is delivered in school settings is perhaps a paradox. Critical thinking theories such as that of Brazilian Paulo Freire who championed education and literacy to effect social change, needs to find a place in the classroom. This philosophy is probably one of the best social theories that helps students think critically. It empowers them to learn how to resist oppression (but not becoming a victim or oppressor) attendant to poverty.

Freire’s concept is probably anathema to teaching in Philippine public schools who espouses the concept of “teaching by banking,” where the educator deposits the information (knowledge) into their heads rather than allowing students to learn by inventing or reinventing the world. During my time in high school in Bicol, many students from the different city schools toyed with the ideas of Karl Marx, Leonid Lenin, and Mao Tse-tung. Martial Law followed. Was this a Freire thing that just evolved or just the eruption of a social volcano?

Growing up in Bicol and a product of the public school system, my identity is cloaked with mixed learning from various educational philosophies that I wasn’t even aware of, during the traditional process of learning. What is it really about the mother tongue language that is difficult to learn that we must continue even in college? Some will argue that language is the key to nationhood, to learning about our culture but these are concepts that are hard to grasp and apply to everyday life. Sure, you can make students sing the anthem or recite the Panatang Makabayan but you cannot force them to love their country. They must define nationhood and cultural relatedness on their own terms as viewed from their own lenses. NPAs and government soldiers show their love of the country by killing each other or blowing up bridges and other structures for their beliefs. They both love to sing “Bayan Ko.” Who is more righteous and patriotic? I remember in my senior year when our Filipino teacher made students carry a fist-size rock if caught speaking Bicol in class. She was serious about forcing the Pilipino subject for the graded test – not for love of country or some higher purpose. Nationhood and love of country is not teachable and certainly cannot be accomplished by carrying a rock all day. Inflaming the passion of young generations requires more than just a rock or a memorable line, you must inspire them to dream. (To be continued)

In the winter of our lives

Whether we like it or not we will all grow old and fade away. We have come to the winter of our lives, and what are left in us are memories of times past. Beautiful memories are the flowers that bloom in the garden of our minds. For those of us who have reached 80 and beyond and still alert and active, we become more spiritual, ever thankful to God for giving us long and fruitful lives. Others are not us fortunate for they have been robbed of their health by degenerative diseases such as Diabetes, Heart Disease, Stroke, and Cancer. Some have entirely forgotten who they are due to dementia or Alzheimer’s disease.

A friend asked me recently, “Do you have your Last Will and Testament? Your end-of-life advance directive? Your cemetery plot and burial arrangement? I am embarrassed to answer these questions, because I never came around to thinking about death. I was about to share these questions with my husband at the dining table, when all of a sudden I saw his eyes unresponsive, with the food coming out of his sagging lower lips, and his face muscles slowly drooping as if some unseen hand was pulling them down. I said to myself, “This is a stroke. Win is having a stroke.” I immediately called my children, one of them promptly responded and said, “Mama call 911”. And so with all the serenity I could muster, I called up 911. The voice at the end of the line told me to ask my husband to smile and to ask him questions. I was using my cellphone and the guy must have heard me saying, “no response, no response. Please come”. In no time

My Personal Testimony

paramedics were knocking at the door. I remained calm as I prayed for God’s healing hands, and as I answered all the questions about his medical history, medications, and the hospital where they will take him. Of course, the nearest hospital from our home is Scripps Mercy Chula Vista and so after a few minutes Win was already in the hands of the Emergency Room staff. My two daughters, both nurses, congratulated me for doing a good job in calling 911 promptly. Their Dad’s stroke was averted by the administration of a powerful “blood clot buster”, which the doctor said could only be effective within the first three hours of the stroke’s onset. I firmly believe in the power of prayer. Early that morning I prayed for wisdom and discernment in resolving challenges that may confront me during the day. Then later on, I decided to stay home instead of going out with friends to a birthday party. One of my neighbors called and said that they were waiting for me at the lobby and I told them, “No, I would like to stay home and be with Win”. I felt comfortable saying “no” to my friends. As of this writing, I am still asking myself, “what would

have happened if I left Win to fend for himself, as I sometimes do?” My prayers for wisdom and discernment were answered by an omnipresent and omniscient God.

It was His gift of wisdom and discernment that made me stay at home, perform my wifely duties, and calmly respond to the crisis situation before me at the dining table.

I praise and thank the Lord for His guiding hands and for using the paramedics and, the hospital staff as His instruments for healing and caring. Win is back to normal, but he needs further physical therapy.

I have to make a heart- rending decision on whether to take him to a skilled nursing facility or take him home. But, prayer has always been a part of my decision-making process. My son-in-law and I visited three highly recommended facilities and we were guided by the Holy Spirit to choose a 5-star State-rated Rehabilitation facility, Castle Manor in National City.

I claim the words of the Psalmist, “Trust in the Lord with all your heart and lean not on your own understanding; in all your waysacknowledge him and he will direct your path.”(Psalm 3: 5-6)

Greetings in the Lord!

Today is the sixteenth Sunday in the ordinary liturgical calendar of the Church. Our gospel reading is so connected with the gospel reading of last Sunday, allowing me once more to synthesize it for your recollection. Last Sunday we spoke about Christian mission, highlighting the fundamental elements of missions which are namely: Jesus is the sender; the purpose of the mission sending is to proclaim the advent of the reign of God that is realized through faith in the gospel and personal conversion; poverty as the spirit of the missionaries, making them dependent on God’s grace and the cooperation of the recipient of the missions and the consequence of receiving or not accepting the missionaries and their mission. I ended my homily requesting that we pray for missionaries spread all over the world and be open and welcoming missionaries into our into our hearts, into our homes and into our own parish community. Very surprisingly after my last mass last Sunday, I was told that there were four missionaries wanting to see me. Without any hesitation I accepted them: one is a priest, another a seminarian and two fathers of their Christian families. What a blessing to know that many of you have been welcoming them, giving them assistance and praying for them. I mentioned in my pastor’s message that this coming Thursday two bishops and three priests will be visiting and staying with us for several days. They will also be here to do mission appeals for their own dioceses and once more may I ask for your prayers for them.

Our gospel today speaks of the return of the apostles from their mission. They should have had a lot of stories to tell, both acceptance and rejection from the people whom they proclaimed the message of salvation. The gospel did not speak about this anymore, but I presumed that they should have had a wonderful

and very enlightening experiences. Nevertheless, the gospel focused more on how Jesus responded to them after they “gathered together with Jesus and reported all they had done and taught. He said to them, “Come away by yourselves to a deserted place and rest awhile.” May

I share with you my reflections on this passage. The first missionaries, after having done their mission, returned to Jesus and reported all they have done and taught. It is clear here that they were aware that their mission was not their own. They reported to the sender, Jesus himself.

I imagine that they must have shared among themselves in the presence of the Jesus, who sent them, their joys of being accepted, their pains of being rejected and the lessons they have learned from proclaiming the good news, healing the sick and bringing hope to so many people in despair at a time when Israel was under the reign of both secular rules from a foreign land and from among themselves, as well as insensitive religious leaders whose concerns were not their welfare but their own interests. So, they reported to Jesus and shared their experiences to affirm that their mission was the mission of Jesus himself. Today the mission of the missionaries, the pastors, the catechists, the parents are not their own. We are all but instruments of Jesus to bring the message of salvation, the reign of God, faith in Him and personal conversion, to

Paul desired a career in the building industry. Early in his career, he was working with a large ministry to help direct several of their construction projects. As the projects were completed, Paul was asked to stay on for future projects. To keep him busy he was given a number of jobs - one of which was cleaning toilets. He recalls getting down on his knees each day and complaining to the Lord, "Lord, I'm a college graduate!"

Discouraged, Paul told the Lord, "I will not leave here until You promote me. Please give me contentment with my circumstance."

Paul felt totally forgotten by God. A few months later, Paul received a phone call from a man in the Midwest who owned five successful businesses who wanted to interview Paul for a job. This came as a total surprise to Paul. As he drove to the interview, he told the Lord, "I only want your will in my life, nothing else. I am content to remain obscure for the rest of my life if I have You. You must override my lack of experience for me to get this job."

The owner of the company asked Paul a surprising question: "If I asked you to clean a toilet, what would you do?" Paul sat there, stunned. He wanted to burst out laughing. Paul assured him that he would simply pick up a sponge and start cleaning.

Amazingly, Paul was hired even though other candidates were more qualified. After several months of success Paul asked his boss why he hired him. His boss replied, "Paul, I still have a large stack of applications from people who wanted this job. Do you remember the first question I asked you in the interview? I asked each one the same question. You were the only one who said he would clean the toilet. Paul, I

the whole world and the whole of humanity. The second very striking point of the gospel this Sunday is what Jesus assured, after, I believed, he must have happily welcomed and listened to them. “Come away by yourselves to a deserted place and rest awhile.” The disciples after their mission have to rest and be alone not for any other reason but to be able to rest and refresh themselves. It is in resting that we are able to see the purpose of our mission, who we are and who is God to us and the how we relate with Him in our lives. Rest and recreation is so important for all of us so that we can regain our lost energy, retool ourselves and make ourselves strong and ready for more activities in the world. The missionaries so deserve to rest. In fact in the Diocese of San Diego, it has been the policy that our clergy enjoy, one day off for rest and recreation every week; one month of vacation every year, annual convocations, bi annual clergy assemblies for retooling and a week of personal retreat or educational advancement. There is no other purpose for all these but to remind us that as missionaries we have no other sender but Jesus, we have no other message but the message of salvation that the Gospel proclaims and is realized through faith and personal conversion. This is also true to every Christian. There should always be a time for all of us to recreated ourselves, rest from work, be with our families, re-energize and refresh so that we would remain faithful in the fact that we also have our own mission in life, namely, to bring to the world the gospel of the Love and Mercy of God in a world that has become so blinded to itself even to the extend to making man the center of his own existence and a god who decides his own life and destiny. Let us all remember that we share in this mission.

It was obvious though President Joe Biden didn’t have much energy that night of the debate as he had been fighting a head cold, hoarse voice, and jet lag.

But this happens even to the best of us, at times…. writer’s block, an artist’s creative slowdown, an athlete’s miscalculations, or an injury during a game. When unintended mishaps happen to our loved ones or dear friends, we are quick to tell our child, friend, artist, or athlete...

“Well… You tried your best… Your next game will be better”. And we leave it at that.

Thus, I am aghast and dismayed about the reactions of Democrats these past few days after the June 27th debate. Some Democrats, the President’s party mates, denounced and decried the President for his performance at the Debate.

They were quick to say, “Find a candidate to replace him”. You are treating your President like a bottle cap that could be replaced within a minute. Calm down!

These Democratic congressmen have forgotten about the 50-plus years of service of then-Senator and elected President Joe Biden to his community and his country.

We see that Joe Biden has a strong and rich character. This matters much in leading a strong and rich nation.

UPAASD scholarship announcement

The Purpose of the UPAA-SD, a non-profit 501(c)(3) organization, is to reward a deserving senior high school student in San Diego receive monetary support for her some of college needs (i.e. tuition, laptop, school supplies, etc.)

Each year during the end of the summer, UPAA-SD awards a minimum of (4) $750 scholarships to well deserving students in high school and college.

Applicant Eligibility:

4. Applicant must be a United States citizen or permanent resident.

Celebrating Heritage: Experiencing the Filipino American Friendship Festival with My Children

CHULA VISTA, CA -- On

July 13, 2024, my family and I had the pleasure of attending the fourth annual Filipino American Friendship Festival at NTC Liberty Station in San Diego, California. As my husband and I stood amidst the vibrant crowd, surrounded by echoes of Tagalog and English, I couldn't help but feel a surge of pride in our shared heritage. This festival was not just an event; it was a bridge connecting our past in the Philippines to our present lives in the United States, and a legacy we eagerly wished to impart to our children.

The festival began with a colorful procession, where different Filipino organizations proudly showcased their cultural heritage. Traditional clothing, banners, and flags waved in the air as participants marched, representing the rich diversity within the Filipino community. It was a moment of unity, a visual reminder of the diverse tapestry that makes up the Filipino community here in San Diego. As the national anthems of both countries filled the air, I glanced at my children, hoping they would cherish this dual heritage as much as we do.

The program that followed was nothing short of spectacular. Hosted by the famous Filipino comedian Erick Esteban, it was filled with humor and warmth. We listened attentively as both the former and current mayors delivered heartfelt speeches, underscoring the contributions of Filipino Americans to our city's rich tapestry. They spoke of the resilience and industrious spirit of Filipinos, values that have greatly enriched our community. Their words resonated deeply with me, reminding us of our own journey and the importance of instilling these values in our children.

One of the highlights for us was witnessing various cultural dances, from the energetic Igorot to the graceful Sayaw sa Palayok and the playful Pandango dance. Each dance told a story, preserving traditions that span generations, now shared with our Americanborn children who were captivated by the colorful costumes and lively rhythms. The Igorot dance, with its intricate footwork and rhythmic beat, was particularly mesmerizing, symbolizing the unity and strength of the indigenous people of the Philippines. And the Sayaw sa

Palayok, performed with clay pots balanced on the dancers' heads, was a delightful display of skill and creativity. The Pandanggo, with its elegant and fluid movements, showcased the grace and poise of our ancestors. Strolling through the festival grounds, we discovered the bustling booths of educational exhibits and community projects, showcasing the Filipino spirit of bayanihan, working together for a common good. Volunteers, tirelessly ensuring the event's success, reinforced the sense of community and belonging that defines our Filipino American experience. We learned about various initiatives aimed at supporting education, healthcare, and cultural preservation within the Filipino community. It was inspiring to see the collective effort and dedication of so many individuals working towards a better future for our community.

The musical performances were another significant highlight. Several Filipino bands took to the stage, playing famous Filipino songs that evoked memories of our homeland.

The music, a mix of traditional and contemporary Filipino hits, created an atmosphere of nostalgia and joy. My husband and I sang along to familiar tunes, while our children, initially shy, soon joined in the fun. It was heartwarming to see them embrace the music that had been such a big part of our own upbringing.

As the day continued, we explored the various booths showcasing Filipino products and delicacies. We admired intricate handmade jewelry, traditional textiles, and beautiful artwork that reflected the creativity and skill of Filipino artisans. Each piece told a story of its own, connecting us to the rich cultural heritage of our ancestors. The jeepney replicas, in particular, stood out as a symbol of Filipino ingenuity and resourcefulness. Our children were fascinated by their colorful designs and unique features. We took the opportunity to explain their significance and share stories of our experiences riding jeepneys back in the Philippines. It was a wonderful way to bridge the gap between their lives in the US and our past in the Philippines. The food booths were an absolute delight. We indulged in a variety of Filipino dishes, from savory adobo and lumpia to sweet treats like halo-halo. Each bite was a journey back to our childhood, filled

with flavors and aromas that brought back fond memories. We were thrilled to see our children enjoying these dishes, and we took the time to explain the cultural significance of each one. It was a delicious and educational experience that we hope they will cherish.

Our day wouldn’t have been complete without a visit to the karaoke booth. Karaoke, or "videoke" as it's known in the Philippines, is a beloved pastime. While we were too shy to sing in front of the crowd, we enjoyed watching others take the stage and perform their favorite Filipino tunes. At home, karaoke is a regular activity for our family, and our children love to sing along with us in the comfort of our living room. Seeing the karaoke booth at the festival reminded us of the joyful moments we share at home, and it was a lovely connection to our everyday lives.

Reflecting on our day at the Filipino American Friendship Festival, I realized that this event wasn't just about entertainment; it was about preserving and passing on our heritage. For my children, born in this land of opportunity, I wanted them to understand where they came from, to appreciate the sacrifices and triumphs of their Filipino ancestors, and to embrace the cultural mosaic that makes them who they are. As the day drew to a close, the stage was once again graced by Erick Esteban, who wrapped up the event with his renowned comedy act. His performance was a perfect blend of humor and cultural anecdotes, leaving the audience in stitches and ensuring that the festival ended on a high note. Laughter filled the air, and it was a wonderful way to cap off a day filled with pride, joy, and community spirit. In the years to come, as we reminisce about this festival, I hope my children will carry forward the traditions, values, and stories we shared together; a legacy of resilience, community, and the enduring spirit of being Filipino American. This festival at Liberty Station was more than just a day of fun and celebration; it was a living testament to our rich cultural heritage and a beacon for future generations to stay connected to their roots while thriving in their new homeland. CSET: FILIPINO REVIEW SESSION

SAN DIEGO, CA -- A CSET:Filipino Review Session is being offered by the Council for Teaching Filipino Language and Culture (CTFLC) to prepare prospective teachers of Filipino language and culture. There is a growing demand for Filipino language teachers in California as well as in other states, but because of the No Child Left Behind (NCLB) Legislation, teachers without a credential in the subject area (Filipino) cannot teach the subject. This review session is free and will be conducted via Zoom on Saturday, 27 July 2024 from 2:004:00pm (PST) for the test dates scheduled on 26 Aug. – 22 Sept. 2024.

VP Sara turns over DepEd helm to Angara

MANILA -- Vice President Sara

Duterte on Thursday formally turned over the helm of the Department of Education (DepEd) to new Secretary, Senator Juan Edgardo “Sonny” Angara.

The transition ceremony was held at the DepEd Central Office in Pasig City, a day before Duterte’s resignation takes effect on Friday.

Undersecretary and spokesperson Michael Poa, Undersecretary for Administration Nolasco Mempin, Assistant Secretary Sunshine Fajarda, Assistant Secretary for Procurement Reynold Munsayac, and Assistant Secretary for Administration Noel Baluyan also resigned their posts.

In a media interview, Duterte hoped that Angara would continue the curriculum review and the institutionalization of alternative delivery modes (ADM), among other priority agenda for the education sector.

“Alam ko naiintindihan niya ang importansya nito iyong pag-review ng Senior High School (SHS) curriculum, iyong Grades 11 and 12 at pagimplement ng bagong curriculum to make sure na pag-graduate ng mga bata sa Grade 12 ay pwede na silang dumiretso sa trabaho (I know he understands the importance of the SHS curriculum review, the Grades 11 and 12 and the implementation of a new curriculum to make sure that once the Grade 12 learners graduate, they can be immediately hired),” she said.

Angara, meanwhile, vowed to uphold the welfare of learners and teachers while sustaining critical programs launched by his predecessor.

"Ang trabaho niyo ang magsisilbing matatag na pundasyon sa mga programa at proyekto na aming isusulong (Your works will serve as our strong foundation for the programs and projects we plan to push). We will build from what you have already started," he said in a speech during the turnover ceremony.

"We want to hit the ground running and we want to learn from all of you here as we go along," he added.

Besides the curriculum review and ADM institutionalization, Duterte urged Angara to focus on other programs that remain undelivered including the “overtime pay of teachers, a universal school-based

feeding program for Kindergarten learners, calamity fund for teaching and non-teaching personnel, HMO or health insurance for teaching and nonteaching personnel, and other key areas of MATATAG curriculum launching including MATATAG Center and portal.”

The MATATAG Curriculum, which was piloted in September 2023, targets to decongest the curriculum and resolve misplaced learning competencies from Kinder to Grade 10.

MATATAG stands for “Make the curriculum relevant to produce jobready, Active and responsible citizens; TAke steps to accelerate the delivery of basic education services and provision facilities; TAke good care of learners by promoting learner well-being, inclusiveness learning, and positive learning environment; and, Give support for teachers to teach better.”

2-year accomplishments

Duterte, meanwhile, cited DepEd’s accomplishments for the last two years under her leadership including the MATATAG Agenda rollout, the pilot launch of the K-10 MATATAG curriculum, the start of SHS curriculum review, and the return of in-person classes for the postCovid-19 pandemic, benefiting around 27 million learners.

The DepEd also entered into an agreement with the Technical Education and Skills Development Authority, Commission on Higher

Education, and Department of Labor and Employment for the free national certification assessments of SHS graduates, as well as pushed for procurement reforms resulting in textbooks and e-learning cart purchases for public schools nationwide.

For teachers and non-teaching personnel, Duterte said the DepEd has issued a policy to provide mechanism for their workload and overtime pay, removed their administrative tasks, institutionalized a 30-day break, entered into a pact with the Commission on Elections and the Public Attorney’s Office to give legal aid to teachers during elections, as well as the Government Service and Insurance System for DepEd special lanes and premium contributions, and cooperated with the World Bank to conduct a study for teachers’ salary.

Other key projects include the DepEd Mental Health Program, the Learner Rights and Protection Office, and the Telesafe hotline for abuses in schools, among others.

VP Sara: I will no longer serve in another cabinet post'

Vice President Sara Duterte said Thursday she’s not planning to accept another cabinet function after her resignation as secretary of the Department of Education (DepEd).

"Hindi na ako magse-serve in another cabinet post sa (I will no longer serve in another cabinet post) under (President Ferdinand R.) Marcos (Jr.’s) administration," she said in a media interview on the sidelines of the ceremonial turnover of the DepEd leadership to incoming Secretary Juan Edgardo “Sonny” Angara.

With her resignation set to take effect on Friday, Duterte said she regrets leaving the department with some unfulfilled “dream programs.”

"It is with a heavy heart that I leave the Department of Education. Minahal ko itong trabaho na ito. Mahal ko iyong mga kasama ko sa (I loved my work here. I love those I worked with in the) Department of Education,” she said.

“So mayroon talaga akong regrets dahil gusto ko talagang tapusin iyong kung ano man iyong deliverables ng Marcos administration (I do have regrets because I wanted to finish whatever deliverables we have under the Marcos administration).” (MNS)

Now, Comic-Con Museum visitors will be able to immerse themselves in the worldwide debut of “Becoming Betty Boop,” a Comic-Con Museum exclusive and original exhibit that started on Thursday, June 27.

In collaboration with Fleischer Studios, Comic-Con Museum curated this one-of-a-kind multimedia exhibit to take fans on a nostalgic journey, starting with Betty’s beginnings to her rise to international popularity—and what makes her a fan favorite today.

Visitors will also have the opportunity to purchase an exclusive poster created by comic artist and Fleischer Studios Creative Director, Frank Caruso, for this exhibit, along with a line of new and Comic-Con Museum-exclusive merchandise.

“Betty’s influence on international animation and the popular arts continues to be monumental. She entertains and inspires audiences with her flair for independence, self-determination, and glamour,” said Comic-Con Museum Executive Director Rita Vandergaw.

“Fleischer Studios has opened its vault doors to Comic-Con Museum to display some of the oldest artifacts we’ve ever exhibited at the Museum. We can’t wait for visitors to experience this exhibit and be dazzled by Betty in all forms—vintage items, costumes, and even on the screen in our theater.”

First seen in 1930 in the animated film Dizzy Dishes as a dog-like character, Betty Boop quickly evolved into a fully human character, was officially given her name in 1931, and became the first female animated screen star in history. Personifying the fabulous Flappers and Jazz artists of the day, she was also the earliest animated character to be on broadcast television, drawn live on-air by creator Max Fleischer.

“This wonderful exhibition weaves together Betty’s origins from the inkwell on my grandfather’s desk, with the explosive growth in her popularity from 1930 to present day, and the
