he film industry in Africa is thriving. Africa is the world’s second fastest growing region, with The International Monetary Fund predicting that the continent will have the world’s fastest-growing economy during the next five years. Since film industry growth follows economic growth, Africa, and particularly South Africa’s film industry, is poised for its best year yet. In South Africa alone, the country’s R8 billion film industry has more than trebled its contribution to the economy in the last four years. Since South Africa’s first democratic elections nearly two decades ago, the industry has produced an array of award-winning films, television series, documentaries, stills, and commercials, winning everything from Oscars to Emmys and Cannes Grand Prixs. t is hard to imagine a continent that offers more diversity and beauty than Africa. The continent is made up of giant deserts, lush tropical forests, fertile savannahs and sparkling beaches. It boasts cities of every type – from the bustling metropolis of Johannesburg to the winding Middle-Eastern streets of Marrakech. There is a location for everyone. outh Africa covers 1.2 million square kilometres of land, one-seventh the area of the United States, but boasts extraordinarily varied scenery, making it a convenient location to shoot a wide range of projects. For one movie alone, ‘Lord of War’, South Africa doubled for more than 14 countries, including Bolivia, Beirut, Sierra Leone, Indonesia, Berlin and New York. From mountains and lakes, tropical-style beaches, rolling wheat fields and lush forests to desert areas of the Kalahari, South Africa has the location you need. Johannesburg, South Africa’s largest city, is popular with those looking for urban settings. With its high-density urban infrastructure and architecture, Johannesburg can double for most modern cities. Recently, the city and it’s easily accessible savannah-filled countryside stood in for Rwanda, but it is just as easily a stand-in for New York. Cape Town, on the other hand, boasts beaches in a more relaxed cosmopolitan setting. The city is surrounded by the ocean on three sides, but its biggest appeal is its diversity: within a 45 minute drive is coastal scenery, period or modern architecture, forests, and farmland. In Kwazulu-Natal borders The Indian Ocean, as well as three other provinces and the countries of Mozambique, Swaziland and Lesotho. The province, which is home to the city of Durban, is
popular for filming in tropical settings, with animals, and among art deco buildings. There is more that South Africa has to offer. Limpopo is named after the second largest river in Africa, Mpumalanga is home to the Big Five in Kruger National Park, and the North West Province boasts Pilanesburg National Park, a volcano that gave birth to a game reserve. SOUTH AFRICA Professionalism Standing the Test of Time
J
udging from the films that are made in South Africa, the country is about the history of Apartheid, a long walk to freedom, alien prawns, crazy zef rappers, football, and blondes from Benoni. Those stories certainly exist, and there are so many more. This is “Hollywood’s hottest back lot” where the world comes to tell their stories in a first-class setting using a reliable film industry that is one of the oldest in the world – it dates back to the 1800s. South Africa is also home to The Cradle of Humankind, a UNESCO World Heritage Site where humans first used fire, and fossils telling stories going back 3.5 million years. These stories are told in 11 official national languages, more than any other country, and in countless more unofficial languages. For instance, South Africa is home to the most Indians outside of India. Our country’s stories are hotly contested: just look at the competing narratives spun about the successive waves of migration and colonization from Africans, Dutch and British settlers. Central to these stories has always been the belief that a happy ending is on the horizon: whether it was for Dutch sailors hoping for land, British prospectors hoping for gold, Afrikaners hoping for their own promised land, or struggle activists’ hoping for a nonracial rainbow nation. This hasn’t just been wishful thinking: after enduring our fair share of heartbreak and edge-of-your-seat suspense, South Africans have consistently carved out happy endings. We’ve created a peaceful transition to democracy; we’ve established our country as the largest economy in Africa, with $578.6 billion GDP per year; and we’re currently writing the story of a film industry that is consistently creating happy endings at both the box office and awards shows the world over. FILM FINANCING IN SA: Rebates That Make Money Go Further
S
outh Africa’s Department of Trade and Industry (dti) offers two rebates: The Foreign Film and Television Production and Post-Production Incentive and The South African Film and Television Production and Co-Production Incentive. These are the only two rebates on the continent at present and the most important incentives of the South African film financing landscape.
FOREIGN FILM AND TELEVISION PRODUCTION AND POST-PRODUCTION INCENTIVE The Foreign Film and Television Production and Post-Production Incentive offers an uncapped: • 20% rebate on qualifying South African production spend • 22.5% rebate for projects shot in South Africa and spending a minimum of R1.5m locally on post-production • 22.5% rebate on foreign post-production spending a minimum of R1.5m locally
25% rebate for projects shot in South Africa and spending a minimum of R3m locally on post-production • 25% rebate on foreign post-production spending a minimum of R3m locally To qualify, foreign films, documentaries, animation, and television projects must shoot for at least four weeks and complete half their principal photography in South Africa, spending a minimum of R12million locally, or spend two weeks on post-production in South Africa, spending a minimum of R1.5million. An applicant must be a Special Purpose Corporate Vehicle (SPCV) incorporated in the Republic of South Africa solely for the purpose of the production and/or post-production of the film or television project.
and Co-Production Incentive offers an uncapped 35% rebate on the first R6m of qualifying South African spend and 25% of the remainder. The incentive is available only to qualifying South African productions and co-productions with a total budget of R2.5million and above. These incentives can now be accessed at key production milestones to limit the need to cash flow the rebate.

auteng is South Africa’s smallest province, with only 1.4% of the country’s land area, but it’s also the most populous: home to 12.2 million people. Gauteng’s film industry contributes R2.5 billion to the South African GDP*. While this is a million rand less than the Western Cape, don’t be fooled: Gauteng is key to the South African film industry, as it’s home to major national film and video culture organisations, broadcasters, and the vast majority of the national industry associations. Gauteng’s summer runs from October to March, with an average minimum temperature of 17 °C (62 °F ) and a maximum of approximately 28°C (82°F). In summer, both Johannesburg and Pretoria occasionally experience brief thunderstorms in the late afternoon. You can expect clear skies in winter, with an average low of 5°C (41°F) and a maximum of 19°C (66°F).

KWAZULU-NATAL Tropical Paradise

ome to 10.2 million people, KwaZulu-Natal (KZN) borders The Indian Ocean, as well as three other provinces and the countries of Mozambique, Swaziland and Lesotho. KZN has the third largest film industry in South Africa, worth R237.6 million per year. The Durban Film Office and the Zulu Coast Film Office have created a film-friendly
environment, and the province is popular for filming in tropical settings, with animals, and among art deco buildings. Durban hosts South Africa’s premier film festival -- The Durban International Film Festival, its premier film market -- The Durban Filmmart, and its premier wildlife festival -- Wild Talk Africa. In 2012, Anant Singh’s Rinaldo Investments won an eight-year legal battle over the
purchase of the Natal Command site on the Durban beachfront. Singh plans to build film studios here. 2013 saw the launch of AFDA (the South African School of Motion Picture Medium and Live Performance) Durban, headed up by award-winning producer Richard Green and staffed by seasoned industry veterans. This is the third AFDA film school to open in South Africa.

THE WESTERN CAPE A Colourful Chameleon

ome to 5.8 million people, the Western Cape is South Africa’s fourth largest province, but boasts the country’s largest film industry, which contributes R3.5billion to the country’s GDP. Cape Town is surrounded by the ocean on three sides, but its biggest appeal is its diversity: within a 45 minute drive is coastal scen-
ery, period or modern architecture, forests, and farmland. That diversity extends to the Western Cape’s population: it boasts talent from a multitude of cultures. Its latest selling point is Cape Town Film Studios, South Africa’s first high-end, custom-built, Hollywood-style studios, which offers 7 000m2 of soundproof stages in four buildings. Since
opening in 2010, the studios have hosted blockbusters like ‘Dredd’, ‘Safe House’, ‘Chronicle’, and ‘Mad Max: Fury Road’, as well as numerous British and American TV series. To accommodate the upcoming series ‘Black Sails’ (executive produced by Michael Bay) Cape Town Film Studios now also features a man-made beach and a deep sea tank holding 10 million liters of water.

The Western Cape experiences warm, dry summers, mild, moist winters and low summer rainfall. Near the coast, summer temperatures range from 15°C to 27°C (59°F-80°F). Inland temperatures are some 3-5°C higher. Winters (May to July) range from 7°C (44°F) at night to 18°C (64°F) by day.

The R40m-a-year Eastern Cape film industry has a film office in East London and recently established another at Port St. Johns. Eastern Cape locations are particularly popular with shoots looking for untouched, rural Africa settings. he word’s eyes are currently on Africa. According to The Economist, Africa’s average GDP growth is moving along at about 6% despite the economic downturn. Strong growth over the last decade has made Africa the world’s second fastest growing region, after Asia, with international trade with Africa growing by 200% between 2000 and 2011. The International Monetary Fund predicts that African continent will have the world’s fastest-growing economy over the next five years, with seven of the world’s 10 fastest growing countries expected to be African: Congo, Ethiopia, Ghana, Mozambique, Nigeria, Tanzania, and Zambia.
The biggest driver of any film industry is economic growth, so this bodes well for the continent’s film sector. Africa also offers a comparatively untapped potential audience of just under a billion people. Nigeria is already making well-over 2 000 films a year -- more than Hollywood. For now, as the continent’s largest economy, South Africa, is perceived as the gateway to Africa as a service destination, with a strong reputation for high-end infrastructure and professional crew. However, strong service industries also exist in Egypt, Kenya, Namibia, and Morocco. Filming in Africa is not new -- it’s been going on for almost as long as Hollywood has existed. Kenya

T
he advent of a democratic dispensation in 1994 ushered in widespread changes to government policies, laws and institutions in South Africa. Amongst the many institutions that came to being as a result of this massive transformation drive was the Film and Publication Board. The Film and Publication Board became the replacement body of the then Censor Boards which can be famously remembered for placing stars over the private parts of human beings in pornographic content and for determining which content could be viewed or read in South Africa and by whom. The establishment of the Film and Publication Board ushered in a new mandate for the institution; such a mandate had to meet the constitutionality test in line with the newly adopted Constitution in 1996 and to recognize the rights of Citizens as spelt out in the Bill of Rights. What this meant is that the Film and Publication Board, unlike its predecessor the Censor Board, could not censor content but merely classify content in order to protect children and provide information to adults. This classification of content had to be done by means of providing age restrictions to content and consumer advice which would inform adult viewers if content contained elements such as explicit sex, language viewed as foul and violence amongst the many classifiable elements. Over the years there have been various
shifts in how classification has been exercised and new elements have become classifiable in line with developments in content societal norms, values and tolerance levels. In 2012, the Film and Publication Board undertook a major consultation exercise aimed at mobilizing the inputs of South Africans on the classification guidelines used to classify content and the applicability of such classifications to content. This exercise heeded numerous inputs and proposals that have since introduced a dramatic shift in the classification guidelines and introduced new classifiable elements which were previously unclassified. In line with the democratic ethos of our Constitution, the public consultation process was aimed at ensuring South Africans understood the difference between classification and censorship but more importantly, that the classifications accorded to films, games and certain publications requiring classification, were in line with the tolerance levels of South Africans and that they indeed were a valuable tool to facilitate the protection of children against exposure to potentially harmful content. Proposals received from the South African public included the introduction of a specific classification for ‘sexual violence (SV)’ in content as opposed to the previous classification of ‘sex (S)’ as one element and ‘violence (V)’ as another. This thus meant where a rape scene or similar was part of content, this should be classified specifically as such to better inform
the consumer of the content they wish to view. Similarly, a number of new classification elements have since been introduced and these include criminal techniques as a classifiable element. Given concerns of crime in our country and communities, this proposal suggests that some amongst us believe that criminal techniques as shown in films and games may have some contribution to the prevalence of crime and that a need exists to classify such in content. Classification is a social tool and equally an economic variable in the creation and distribution of films and games. The Film and Publication Board in 2012 made increased attempts to engage film-makers and distributors to better understand the impact of classification on their content and businesses. Films and games provided with higher age-restrictions based on their content are exposed to a limited market as opposed to those with lower age ratings that may be viewed by wider audiences. The Film and Publication Board does not censor content nor ban it for viewing or distribution in the country unless such content is illegal such as Child Pornography. The Film and Publication Board is a regulatory authority that is legally obligated to adhere to constitutional principles and to respect and protect the rights of South Africans including film-makers, distributors and consumers. Our mandate is thus enforced to balance the rights afforded in the constitution and the responsibility to protect children.

outh Africa has an impressive track record for winning awards at Cannes Lions over the years, even picking up the Grand Prix in 2001 for Traktor’s Fox Sports campaign, serviced by Cape Direct. At Cannes Lions 2012 South Africa’s most notable winner was Ogilvy Cape Town’s ‘Be the Coach’ campaign for Carling. It won Gold in the Branded Content and Entertainment category, as well as a Silver and two Bronzes. Platypus Productions was the production company on the campaign, which also won a Loeries Grand Prix, among other awards. Bouffant’s Dean Blumberg was the other South African winner at Cannes, where he added a Film Bronze to his Silver Clio for his Santam ad with Ben Kingsley for King James, as well as a Multimedia Bronze for his controversial ‘Last

Dictator Standing’ ad for Nando’s. 2012 was undeniably Dean’s year: at The Loeries, he won the Grand Prix for Nando’s, Gold for Santam, and helped establish Bouffant as the top ranked production company for the first time. Since the Loeries in September, he’s already scooped two Creative Circle Ads of the Month. Velocity Films’ Greg Gray also had a great year, with FNB ‘Dog’ named one of Shots’ Ads of 2012 and placed in-book at D&AD. Gray also won a Clio Gold for Cadbury ‘Voice Over’ and a Silver Clio for M-Net ‘Birth’, while Bouffant’s Erik van Wyk picked up a Bronze Clio for KFC ‘So Good’. At Cannes, Velocity’s Tristyn von Bergh was shortlisted as CFP-e/Shots Young Director of the Year, while his first PSA – Organ Donor Foundation ‘Leila’ – won a Silver and Bronze Clio, as well
as a Silver Loerie. Egg Films’ director Jason Fialkov saw his Playboy ‘Hair Through the Ages’ spot rack up nearly a million views on Youtube and be named WeLoveAd’s most viewed campaign of 2012. 2013’s already seen great spots coming out of South Africa, with Egg Films servicing Hungry Man’s Coca-Cola ‘Chase’ Super Bowl spot and having ads for Molson’s, Good Hope FM and Chicken Licken feature in Shots, among other publications. Molson’s is a great example of the versatility that keeps commercial companies coming back to South Africa: directed by Egg Films’ Kim Geldenhuys, the viral, proudly Canadian beer commercial was mostly filmed in Cape Town, which both starred as itself and doubled for Berlin, Dublin, Tokyo and Australia.

n 2012 two films shot in South Africa – ‘Chronicle’ and ‘Safe House’ - topped the U.S. box office just weeks part. Following this success, CNN wrote an article titled, “The new Hollywood? Cape Town takes on Tinseltown”. South Africa has a track record of servicing Oscar and Golden Globe winners and nominees, including Clint Eastwood’s ‘Invictus’, Neill Blomkamp’s ‘District 9’, Ed Zwick’s ‘Blood Diamond’, Terry George’s ‘Hotel Rwanda’, and ‘Asad’. But since the success of Cape Town Film Studios’ first project, ‘Dredd’, the region has started marketing itself as a destination for bigger films than ever before. This paid off in 2012 when South Africa hosted its largest film yet – ‘Mad Max: Fury Road’ -directed by George Miller and starring Nicholas Hoult, Charlize Theron, and Tom Hardy. South Africa is attracting a steady flow of stars: 2012 brought Idris Elba and Naomie Harris for ‘Long Walk To Freedom’; Orlando Bloom and Forest Whitaker for ‘Zulu’; Hilary Swank, Brenda Blethlyn, and Sam Claflin for ‘Mary & Martha’; and Alexander Siddig, Joshua Jackson, and Marisa Tomei in ‘Inescapable’. So far, 2013 has brought Samuel Jackson, India Eisley, and Callan McAuliffe for ‘Kite’ and Nicholas Hoult, Elle Fanning, and Michael Shannon for ‘The Young Ones’ to our shores. South African companies aren’t just servicing films within South Africa anymore. For instance, Juice Films provided scouting and production services in The Maldives for ‘Kon Tiki’, nominated for an Oscar and a Golden Globe as Best Foreign Film. South Africa is now also producing over 20 local feature films a year to meet growing box office demand locally. Some of these films garner critical acclaim internationally. Among them are ‘Layla Fourie’, which earned a Jury Special Mention at Berlin and ‘Adventures in Zambezia’, South Africa’s third animated feature film. ‘Zambezia’ was 2012’s big international breakout, selling over a million tickets around the world and winning Best South African film at Durban International Film Festival.

At The 2012 Veolia Wildlife Photographer of the Year Awards, Kim Wolhuter won The Gerald Durrell Award for Endangered Species for ‘Dog Days’; Brent Stirton’s ‘Deadly Medicine’ photo essay was runner-up for the Wildlife Photojournalist Award; and Hannes Lochner’s ‘Lion By Lightning’ was runner-up in the category Animals in Their Environment. This trend continued in 2012, with Malik Bendjelloul’s ‘Searching For Sugarman’ winning an Oscar for Best Documentary, Connie Field’s five-part documentary series, ‘Have You Heard From Johannesburg?’, winning an Emmy for Documentary Filmmaking, and Julian Jarrold’s ‘The Girl’’s nomination for three Golden Globes, including Best Mini-Series or Motion-Picture Made For Television. Recent TV shoots in South Africa include ITV’s Agatha Christie adaptation ‘Marple’, the BBC’s William Boyd adaptation ‘Restless’,
CBBC’s ‘Leonardo’, E4’s ‘Beaver Falls’, BAFTAnominated ‘Mad Dogs’, Discovery’s ‘How We Invented the World’, and Channel 5’s ‘Extreme Frontiers: South Africa’. South Africa is currently hosting its largest fictional TV series yet: ‘Black Sails’, a ‘Treasure Island’ prequel set 20 years earlier than Robert Louis Stevenson’s classic novel. Executive produced by Michael Bay for Starz, ‘Black Sails’ is being shot at Cape Town Film Studios. But even ‘Black Sails’ looks small compared to ‘Why Poverty?’, a series of eight feature documentaries and 30 short films that was carried by over 70 broadcasters around the world in November 2012. Produced from Cape Town by Steps International, ‘Why Poverty?’ follows on from the Oscar-winning ‘Why Democracy?’ and has already started racking up awards nominations, with ‘Solar Mamas’ winning Ox-

n our current YouTube era, formats are more flexible than ever before, so South African filmmakers are increasingly working outside the traditional fields of features, television, or commercials. South Africa’s music video industry, in particular, is booming. ‘Control’ the music video for Spoek Mathambo, by production company Orange Films and directors Pieter Hugo and Michael Cleary, was included “In Book” at D&AD. ‘Baby’s On Fire’ and ‘Fatty Boom Boom’, the Die Antwoord music videos co-directed by Ninja and Egg Films’ Terence Neale, have over 10 million and 9 million views on YouTube respectively. Both featured on a number of the Best Music Video of 2012 lists, with ‘Baby’s On Fire’ winning the jury prize at mv-f in Brazil. South African short films are also competing on the world stage. Matthew Jankes’ ‘Umkhungo’ won Best African Short Film at Film Africa, while Greg Rom’s ‘Loot’ was named Best Narrative at the One Screen Film Festival and won the Audience Award at The New York City Shorts Film Festival. Kudzanai Chiurai, born in Zimbabwe but based in South Africa, screened his short film ‘Iyeza’, a feminist rendition of The Last Supper, in the New Frontier section at Sundance in 2013. ‘Iyeza’ also screened at documentary in Germany, where The Puma Collection bought one of its limited five copies. Allan Shelley was the South African winner of the Jameson First Shot competition, earning himself the chance to direct Kevin Spacey in ‘Spirit of a Denture’, a short film that’s already had over 200 000 views on YouTube. Director Jenna Bass also had her experimental mixed media project, ‘Room O’, selected as one of 15 projects to be presented at the Venice Biennale College production lab, out of 433 submissions from 77 countries.

outh African crew are among the best in the world, with legendary directors like Clint Eastwood among their champions. Alex Garland, writer and producer of ‘Dredd’, called them “first-rate,” while ‘Safe House’ stars Denzel Washington and Ryan Reynolds both described them as “amazing”.
There’s no need to import heads of department and other crew when filming here. Most South African crew have trained in multiple areas, so they have a unique understanding of other departments. Their high productivity allows for shorter shooting schedules and more value on the screen. They all speak English and aren’t unionized.

he Department of Trade and Industry rebates were recently broadened to incentivize post-production in South Africa. The Foreign Film and Television Production and Post-Production incentive now offers an uncapped 22.5% rebate for projects shot in South Africa and spending a minimum of R1.5m locally on post-production; or a 22.5% rebate on foreign post-production spending a minimum of R1.5m locally; or a 25% rebate for projects shot in South Africa and spending a minimum of R3m locally on
post-production; or a 25% rebate on foreign post-production spending a minimum of R3m locally. This is an additional 2.5-5% compared to the 20% rebate available for films that don’t keep their post-production in South Africa. South Africa’s post-production show-reel is growing at a rapid rate and is experienced in supplying dailies, editorial services, digital intermediates, grades, online and deliverables, whether you’re working with ArriRaw, Redcode Raw, or 35mm film. Two key South African growth areas are

animation and visual effects. For example, ‘Adventures in Zambezia’ was nominated for two Annie Awards after becoming South Africa’s third animated feature film and one of its most successful films ever at the international box office, while ‘Chronicle’ director Josh Trank praised South African visual effects supervisor Simon Hansen for helping create, “flying like you’ve really never seen in a movie before. It is really the most realistic flying I’ve ever seen.” Simon was also the visual effects producer on 2012 Golden Globe nominee ‘The Girl’.
