CAVE CREEK – The Cave Creek Unified School District Governing Board is asking homeowners for a "nickel tax" so it can join a career and technical education district (CTED), allowing high school students living in its boundaries to take specialized course work starting next school year.

On Saturday, September 1, 2018 at approximately 3:40 a.m., the suspect entered the Circle K located at 15400 N. 7th Street in Phoenix and walked around the counter taking two full packs of cigarette wraps. As the suspect fled the store he displayed a handgun to the victim, he was last seen westbound on foot.

‘Somebody’s going to have to use less’: Colorado River managers grapple with drought plans

PAGE – Years into a recordbreaking drought across the Southwest, officials of the seven states along the Colorado River finally forged an agreement in 2007 on how to deal with future water shortages. Then they quietly hoped that wet weather would return.

It didn’t.

Those states now are back at the negotiating table to hammer out new deals to avoid a slowmoving crisis on the river system that supports 40 million people from Colorado to California.

You can see the extent of the problem in a place like Page, on the southern edge of Lake Powell, the second-largest reservoir in the country behind Lake Mead.

Jennifer Pitt, who works on Colorado River policy for the National Audubon Society, stands on an overlook peering down at the lake and the immense concrete dam holding it in place.

“Now you can tell that there’s a river here underneath this reservoir because it has somewhat of a linear shape,” said Pitt, tracing the red rock canyon with her finger.

“And it’s wending its way towards where we’re standing,

here, overlooking the Glen Canyon Dam.” The canyon behind the dam is stained with a stark white ring. For the past 20 years, Pitt said, demands for water have outstripped the supply, meaning Lake Powell and Lake Mead, behind Hoover Dam further downstream, continue to drop.

Both are less than half full.

Without changes to how the two reservoirs are managed, Pitt said, levels could dip below the point where no water can be released, referred to as “dead pool.”

“If that happened, that would be a catastrophe for this region’s economy,” she said, “for all of the people who depend on the Colorado River and for all of the wildlife that depends on it as well.”

It’s not about blame That dystopian future of abandoned farms, dried-up streams and water-stressed cities is one that James Eklund of the Upper Colorado River Commission and other water managers are attempting to avoid.

“Take Lake Mead. More is being taken out than comes into it,” Eklund said. “Like your bank account, if you do that over a sustained period, you will run a deficit, and if you’re talking about water for 40 million people and economies that are massive – fifth-largest economy in the world, the Colorado River Basin represents – then that’s significant.”

Managers are attempting to boost reservoir levels with

a suite of agreements under the umbrella of “drought contingency planning.” The premise is simple: Cut water use now, use that saved water to bump up Powell and Mead, and doing so will help to avoid bigger problems in the future, when supplies are likely to be even tighter.

Drunken birds.

Yes, let that sink in for a moment. Impossible? Crazy?

Nope, it’s real.

It seems quite a few of our feathered friends are getting tipsy and it is an alarming situation.

Birds falling out of trees!

Birds flying into windows, car windshields and dive-bombing pedestrians! Birds staggering around on people’s lawns! What the heck is happening?

In a small town in Minnesota, residents were calling 9-1-1 to report what appeared to be “odd and frightening behavior” among the local bird population.

The police chief sent out a lighthearted notice on Facebook saying the birds got intoxicated on wild berries that had fermented early and were causing robins, cedar waxwings and warblers to become drunk.

“I couldn’t give them a Breathalyzer test, but we know

what looped looks like. And we have caught a few and kept them safe in shoe boxes while they sleep it off,” the Chief went on to say in the notice.

Birds on a bender? Yikes, it’s been 5 o’clock all week for these little critters. Eating the berries to fortify themselves for the long flight south to warmer weather, the birds have gotten themselves high without even flying.

Twitter (no pun intended) has been exploding on the worries, comments and jokes about “birds gone wild.” Everyone has an opinion, from scientists, comics and evidently police chiefs, to backyard bird lovers.

In the end, it is not funny!

Birds are not supposed to get drunk! No drunk flying!

The inebriated birds happened due to nature. But what about the researchers at Ohio State University who decided to deliberately get honeybees drunk with ethanol to “learn from the results.”

Hey, rather than spending public research dollars on watching a bunch of tipsy bees, maybe it would have been easier to go to a local bar at around midnight! What more do we need to know about the effects of intoxication?

What possible “learning” can we gain from this experiment?

When Science Magazine wrote about it several years ago, they called the article “Boozing Bees.” Yikes, scientists, why not solve real problems in the world?

Do not give booze to bees.

Back to our winged friends.

I guess the thought is that they will sober up and still fly south.

Perhaps the robins that come to our backyards will be a little hung over – but at least they made it.

Many kind people in Gilbert, Minn., have taken it upon themselves to help the birds while they “sober up and sleep it off.” Shoe boxes, dog crates, pet igloos and comfy, safe places have been discussed on social media to make sure the birds are able to “get back to normal.”

Still, the problem in Minnesota persists.

The now famous police chief just posted another notice to all residents of Gilbert saying, “Only call us if Tweety bird is acting like it’s 10-feet-tall and getting into confrontations with cats.”

Drunken birds? A sobering thought for the week.

Domestic violence awareness includes you

Governor Doug Ducey proclaimed October as Domestic Violence Awareness month and directed that the Capitol Dome remain lit with purple every night through the month of October. However, this is a nationwide, if not worldwide focus.

Family Advocacy Program held events and distributed information, in that case for our troops in Germany.

Domestic violence, like DUI, cuts across every income level, race, age group and educational level. Arizona has a very broad definition of domestic violence.

It includes misconduct that goes well beyond what some may typically view as being a type of violent behavior.

In Arizona, domestic violence has two basic elements. First, the two people involved in the events must either be family members or be in (or have been in) a romantic relationship.

Second, there must be some type of specific criminal conduct (A.R.S. § 13-3601).

Offenses include endangerment, threatening or intimidating, assault, custodial interference, unlawful disclosure

of nude pictures, trespassing, property damage, harassment by phone, secretly photographing, stalking and cruelty to animals.

At first, cruelty to animals may seem like and odd example of domestic violence. Prior to becoming a judge, I thought so too. However, you would be surprised how many people try to control their partner by harming or by threatening to harm a pet. I frequently issue orders of protection stating that a defendant cannot come near the plaintiff ’s cat or dog.

If you or someone you know is a victim of domestic violence, then you should reach out to someone you trust and seek help. If immediate assistance is needed, you can contact the Shelter Line for Maricopa County at 480-890-3039. The organization UMOM can also provide temporary housing or

other resources and they can be reached at 602- 275-7852.

Arizona’s judicial branch has a web page with information on domestic violence resources, safety plans and information on orders of protection. It can be located at: https://www.azcourts. gov/domesticviolencelaw/Domestic ViolenceInformation.aspx Some domestic violence cases can go from a misdemeanor to a murder in a single weekend.

If someone is in an unsafe situation, they should seek safety immediately, but carefully. Get ahold of a safety plan and treat it like a checklist.

Public premiere of film ‘Sleeping Giant’ launches Smithsonian Water/Ways in Black Canyon City BLACK CANYON CITY – The first public viewing of the documentary “Sleeping Giant,” which tells the Black Canyon City water story and was written, directed and produced

by Arizona State University (ASU) students at the Walter Cronkite School of Journalism and the School of Sustainability will take place on October 20, at the Albin’s Civic Center.

The free public viewing of the documentary will also kick off Smithsonian’s Water/Ways for the community of Black Canyon City (BCC), which is a traveling exhibit and program that focuses on Arizona’s water stories in rural areas.

Arizona water officials plan to work through November to develop an agreement that state lawmakers would need to approve next spring.

“There is clearly enough evidence that if we were to have another 2000 to 2004 kind of a multiyear drought, the system is in very serious

trouble,” said Eric Kuhn, the former general manager of the Colorado River District in Glenwood Springs, Colorado.

When the current management guidelines were written in 2007, planners were optimistic, Kuhn said.

“Historically, we’ve always said, ‘Well, next year will be better,’” Kuhn said. “And that’s the easy way out.”

Now, after another of the driest and hottest water years on record, much of that optimism has evaporated.

Kuhn said Arizona has had the hardest time coming to an agreement because of intrastate battles over who will take cuts to water allocations and when they’ll take them. But states in the river’s Upper Basin have had issues, too.

For example, with the concept of demand management.

“It’s the difficult one,” Kuhn noted. “Somebody’s going to have to use less.”

Kuhn said there’s a fear that if those cuts aren’t doled out fairly, it could injure economies throughout the Southwest.

Colorado River District officials and Western Slope agricultural interests have said they’re on board with a demand management program only if farmers are given a choice about how much water they

give up, and that they’re paid for forgoing water deliveries to their operations. But state officials have left the door open to mandatory cutbacks in a crisis.

Over the past three years, drought contingency negotiations have laid bare old tensions throughout the basin.

Farmers and cities have blamed each other’s collective water uses for decades. Same with water managers protective of their own interests in either the Upper or Lower basins.

“The thing we have to remember is (water use) in the basin is over 80 percent agriculture,” said Colby Pellegrino, who handles Colorado River issues for the Southern Nevada Water Authority, the utility serving metro Las Vegas.

Current conservation programs, like the utility’s aggressive buyback of residential lawns, won’t be enough, Pellegrino said.

“We can take out all the lawns we want and still not solve the problems that climate change is going to throw at us,” Pellegrino said.

Climate change is just one pressure to get these deals done quickly. The U.S. Department of the Interior has given the Colorado Basin states an end-of-year deadline to

get things done. If not, the assumption is the feds will step in to do it for them.

“That’s I think a fear of everybody on the river, especially in the Upper Basin,” said Jennifer Gimbel, a former Interior undersecretary, now with Colorado State University.

“And the last thing we want is interference by the federal government in that role.”

The fate of the entire region hangs in the balance, said Gimbel.

At Glen Canyon Dam, Pitt, with the Audubon Society, said more than the fates of people and economies are tied up in river politics: An entire ecosystem is at stake.

“I think a lot of people who care about wildlife in this region are concerned,” Pitt said. “And it’s not just birds. Seventy percent of all wildlife in the arid West rely on rivers at some point in their life cycle. So it has outsize importance for anyone who appreciates nature in this part of the country.”

CAVE CREEK – For 30 years, Foothills Food Bank & Resource Center has been a community leader in providing food and financial assistance to towns, cities and residents within its 180-mile radius.

In October 2018, the expanding food bank celebrates this milestone with clients, donors and friends, as its more than 400 volunteers reflect on the key events that helped shape the food bank, and how it has grown to serve people in need.

Foothills Food Bank opened in Cave Creek in 1988 with the help of several area churches with a mission to help families in Cave Creek. Foothills Community Foundation donated $3,000 for food so the food bank could begin serving the community, according to executive director Pam DiPietro.

History, tragic and triumphant can have a profound effect on the future, so impactful a date, time, or place becomes burned in your memory and you will remember for your entire life.

Where were you on September 11th? Where were you when Barack Obama was elected President? These are two recent moments that have that type of effect. However, perhaps the greatest “where were you” moment was when astronaut Neil Armstrong stepped foot on the surface of the moon.

Director Damien Chazelle, who won the Academy Award for directing the musical “La La Land” in 2016, crafts a grandiose and intimate film focused on Neil Armstrong and the American space program leading up to the momentous Apollo 11 undertaking.

Mr. Chazelle does a nice job of exploring the character, never offering much of a history lesson, but rather looking into the personal afflictions.

Specifically, the loss his daughter Karen, which would define the motivation of a man who was consistently looking towards the heavens.

It’s never glamorously constructed, but instead restrained in its depiction of the world around him.

Monte’s Rating 3.50 out of 5.00 This controlled perspective may not provide the splendor and awe seen in other space travel movies, where space shuttles float amidst starry filled backgrounds. Because the purpose of maintaining minimal views helps in creating tension, helping make this well-known adventure to the moon have some uncertainty associated with it.

It’s a method that works early in the film, but as the historical familiarity settles in, unfortunately it doesn’t connect the emotion like it’s intended and instead it feels underwhelming.

Still, Mr. Chazelle understands how to evoke that old-fashioned Hollywood nostalgia in moments. Sometimes it’s big and boisterous and other times it’s small and composed.

Armstrong is portrayed as a mild-mannered family man who fits in nicely at the

neighborhood barbecue; Mr. Gosling provides a quiet, analytical perspective for the character.

Claire Foy provides the standout performance here however as Janet Armstrong.

Ms. Foy is tasked with being the emotional core of the film and she succeeds on numerous levels.

Mr. Chazelle takes a few moments to investigate the American perspective of the era, with protests about the space programs exorbitant funding. One Gil Scott-Heron song that clearly identifies the race relation situation is used, but he never examines these aspects for long.

“First Man” remains clear of its purpose, displaying the space race from the eyes of the man who would become the hero America was looking for at the time.

Boundless Creativity in Fabric Art

“Time is an encoded pattern of fabric woven with information and energy,” author Vishwanath S.J. wrote.

In many ways local fabric artist Joan Tandet Nelson uses gathered information, intuitive imagination and boundless creativity to create elegant and timeless works of fabric art.

Under the influence, of her

birth city, Chicago, Ill., Joan grew-up in the nearby suburb of Skokie, traveling to the “Windy City” often to spend time the Chicago Art Institute. There she became acquainted with the likes of Rodin, Monet, Chagall, Seurat and Renoir, loving their use of color, light, shadow and composition.

She balanced her artistic wanderings with afternoons in the sun at Wrigley Field watching the Cubs on their

long way to their future World Series win.

Joan completed her bachelor’s degree from Southern Illinois University in special education, then married and became a stay at home mom for her three children for 15 years. During this time, she discovered a love of sewing and quilting.

In the beginning Joan started with traditional cutout patterns and gradually grew toward more contemporary, creative patterns as her confidence and skill level increased. During this time the family moved to California in the Bay area, where Joan taught special education, and received her master’s from San Jose State University.

In 2002, the family moved to Scottsdale, Ariz., where Joan continued teaching at the Cave Creek Unified School District.

She found the math and pattern principles of quilting and scrapbooking translated well into math lessons, reading concepts and writing exercises. This made learning more fun for the students while they were learning and practicing basic concepts.

Now that Joan is retired from teaching she creates full-time with her fabric art.

Today Joan works from her home studio and continues her education attending classes and workshops in quilting, color theory and other artistic

techniques. She incorporates what she learns into her everevolving fabric pieces.

“You just cannot beat the beauty and colors in nature, and often man-made buildings and architecture provide inspiration,” Joan says about where she receives inspiration.

“I also draw inspiration from other quilt artists to inform and motivate my design.”

For Joan there just aren’t enough hours in the day or fabrics on the planet to exhaust the multitude of ideas she has yet to create.

She is participating in this year’s Hidden In The Hills Artist Studio Tour and Sale in November, as a guest artist, with clay sculpture artist Sylvia Fugmann-Brongo at Studio number 35.

Carefree dad and resident on the CCUSD ballot question

Greetings fellow residents, I am writing today to offer some thoughts on a very important ballot measure coming up for vote on the November 6, for residents registered in the Cave Creek Unified School District (CCUSD).

This is an important measure because it affects our kids. When I say our kids, I mean kids in our community, not just kids in our home. As residents, we have taken on the responsibility of acting as stewards for our community, being responsible citizens, doing what is right for others, being a good neighbor and pay it forward.

The Horny Toad is attempting to tighten the gap by helping raise $25,000 for the local nonprofit organizations the Scott Foundation, and Triple R Horse Rescue, by selling raffle tickets that are eligible for hundreds of prizes at balloon ball drop event happening in December.

The proceeds will go to help with food, vaccinations, hoof care, emergency medical care, grooming supplies and training for Triple R Horse Rescue based out of Cave Creek. The Scott foundation creates an experience for Arizona foster kids with horses that strengthens their compassion and leadership skills in partnership with Triple R. “Each registered raffle ticket enters the purchaser into a balloon ball drop, which makes them eligible for hundreds of prizes,” said Lori Bello, general manager at the Horny Toad.

“In addition, raffle buyers can garner some unique giveaways and discounts that are good through the end of 2018.”

Out of the 26,344 households in our CCUSD community, 25 percent have one or more children. But this measure affects all residents. We have a responsibility to give our kids every opportunity to succeed, and this measure helps us in doing just that.

We have all seen the green signs around town that say “CCUSD √ YES JOIN CTED.” A CTED is Career and Technical Education District. A CTED allows public schools to provide career and technical education for specific job skill training that students may not otherwise have access to.

I met with CCUSD Superintendent Dr. Debbi Burdick, and Associate

Superintendent Dr. Kent Frison, to collect more information about the CTED, East Valley Institute of Technology (EVIT), and its pending partnership if the initiative passes. This program will provide opportunities for our high schoolers to learn technical skills such as automotive, dental, culinary arts, fire science, HVAC, nursing, veterinary and more.

Programs are offered at EVIT campuses around the Valley, and transportation will be provided by CCUSD and paid for by state funds.

In addition, the currently unused buildings of the Desert Arroyo Middle School on 56th Street will be leased and staffed by EVIT to provide

VISTANCIA – They call it “Thirsty Troop Thursday,” when members of the Trilogy at Vistancia Veterans Club get together on the second Thursday of each month to share war stories, exchange experiences in the military and enjoy the company of like-minded military veterans.

The Veterans Club has a membership of over 180 members and it includes all military branches of service, including the Royal Canadian Air Force and the United Kingdoms’ Royal Navy. The club, which is a 501(c)(3) non-profit organization, supports a wide-variety of charities including, Soldier’s Best Friend, Veterans Outreach Center, and U.S. VETS. This month, Thirsty Troop Thursday, or Triple T as club members call it, was a little more special. Trilogy Veterans Club President, Scott Duke, along with over 20 members of the club were on hand to present a letter of appreciation to the owner Cross Eyed Cricket sports bar, Mark Gaydosz.

“Mark and his staff provide exceptional support to the Trilogy Veterans Club," Duke said. "Whether it is supporting

our Veterans Club Golf Tournament in November, monthly meeting space for Triple T, or making room for club members to watch interservice rivalry games on the sports bar’s big screen, they are always welcoming and seeing what they can do to make our experience with them better.”

While presenting the framed letter to the owner, Duke talked about the club’s plan to purchase gym-sized military flags, so the bar can display them at the sports bar.

"We do what we can help out, but that is the least we can do to try to give something back to our military veterans,” Gaydosz remarked, while thanking the veterans club and saying he would be honored to display the flags.

The Cross Eyed Cricket is a sports bar, located at 28615 El Mirage Road in Peoria. Since its opening earlier this year, it has quickly become a “go-to” spot for neighborhood families.
