Celebrate Daisy Mountain Fire’s 30th anniversary at its open house NEW RIVER – Daisy Mountain Fire and Medical (DMFM) will be celebrating its 30th anniversary on Saturday, November 16, from 10 a.m. to 2 p.m. with a special open house. Residents are welcome to visit Fire Station 142, 41104 N. Daisy Mountain Drive during the open house to celebrate and reminisce about how far DMFM has come, and how things have changed over the last 30 years. Daisy Mountain will be facilitating fire station tours, and providing an up close look at some of its fire trucks. This is a free, family friendly event. PHOENIX – The Maricopa County Board of Supervisors will consider adopting the final draft of the New River Area Plan Update, which could include a name change, at its meeting on the morning of November 20, in downtown Phoenix. The Maricopa County Planning and Zoning Commission officially recommended the approval of the updated New River Area Plan on October 24, along with a proposal to rename it to the Daisy Mountain Area Plan. The board will have to approve the

The victim sustained a leg injury, and it took the rescue crew over two hours of technical, steep, strenuous climbing to bring the hiker down safely, using a stokes basket. She was transported to a local hospital with non-lifethreatening injuries, according

Arizona recycling programs are in trouble, thanks to residential contamination BY JORDAN EVANS CRONKITE NEWS

PHOENIX – Cheesy pizza boxes, plastic grocery bags and grass clippings are a big reason more cities in Arizona are cutting back or even eliminating long standing recycling programs. But contamination isn’t the only factor at play. China, which for decades has bought the bulk of U.S. recycling, including most plastics and paper products, threw the industry into disarray early last year when it severely cut back on imports of recycled materials because too much of it was contaminated with food and other nonrecyclable materials. “The problem is that people are sending too much waste in their (China’s) direction,” said Charles Rolsky, a postdoctoral environmental student at Arizona State University. “Out of all plastics created, truly only about 9% has been recycled, and most of it ends up in the landfills.” China’s move has forced cities to rethink what they can afford to recycle. Mesa is the latest to cut back on what it recycles because of the rising costs, and

Surprise, in the northwest Valley, suspended its program in August because of contamination. “It has to do with the way that our commodities are being processed now,” Shane Wilhite-Valdez, maintenance manager at Waste Management’s Northwest Regional Material Recovery Facil-

ity, told Cronkite News. “So before we essentially had an open door where China was accepting everything; now they’re very, very limited on the products that they’re taking.” Contamination also is an issue in Arizona Recycling plants, also known as mate-

rial recovery facilities, contain conveyor belts that move materials up and down multiple floors, enormous magnets pull metals from waste, and sanitation workers in gloves manually sort through recyclables and nonrecyclables. All of this manual sorting comes at a cost, and when residents contaminate their recycling, it costs their city money. This shift comes at a time when Americans – after decades of campaigns explaining the benefits – finally have embraced recycling, according to the latest data from the Environmental Protection Agency. Yet, according to that same EPA data, Americans generated 262.4 million tons of waste in 2015, up 60% from 1985. Surprise is the latest Arizona city to suspend its recycling program due to the rising costs. Globe, Sierra Vista, Casa Grande have also suspended their programs within the last year. Mike Gent, public works director for Surprise, said residents aren’t making it easy for the city to recycle.

Oh, Wizard Rock, how we missed you. To think that thieves with heavy equipment so brazenly hoisted you up onto a truck and stole you from its rightful owners – we the people of Arizona – is quite disturbing. Little did the crooks (had to be more than one person) know that you would become “America’s Most Wanted Rock” with national exposure. What kind of evil and cunning people steal a one-ton boulder off the side of the road? Surprise! Our Wizard Rock mysteriously showed up right back where it was stolen from. Along Hwy 89A, where in plain sight the boulder was taken, then returned. Without a witness. Many folks claim the guilt of doing the dirty deed is what caused the thieves to bring Wizard back. Not so fast. I think the boulder was going to be displayed in someone’s front yard, and once the distinctive black and white rock was flashed all over the news, the thieves got scared of being caught. Imagine how embarrassing it would be to

have your friends over for a party, with a “hot rock” in your front yard. It is not the first time that thieves have done something so bold that it seems impossible no one noticed. I had sold a house and while it was in escrow, the entire mare motel and 300 feet of five-rail horse fencing was stolen. There was also the case of people in Carefree and Cave Creek having cacti and massive saguaros being stolen off their property. No small feat. A huge truck and entire crew would have to pull this off. Oh, and my quiet little country place in Skull Valley has a wonderful apple tree that someone likes to rob. Yes, my bounty of big green apples has been stolen just before I get to pick them. Every last apple - gone. No, not a strong wind or a bunch of birds. Clean picked tree in my front yard by some crazed human who thinks it is okay to steal other people’s apples! And not my neighbors, because we all have taken turns guarding the dang tree. Had they asked, I would have given

the thief a basket of apples. This year we also saw pumpkins being stolen off people’s front porches and even a very beautiful skeleton wearing a blue formal gown was snatched out of a front yard. Are these just pranks? Maybe, but when “pranks” involve stealing, they have crossed the line! Still, I am reminded of the goodness of people, like when someone loses a wallet and it is returned to its owner. Or when we need a helping hand, so many folks reach out to give us a lift. Fortunately, most of us are honest. But a few “bad apples” can sure make us scratch our collective heads and wonder why some folks think it is okay to steal. Dear Readers, I know I am singing to the choir, because no thieves read this fine paper. As for my apples? No one better return them. But I would accept a few pies. Take greater control of your 401(k)

ANTHEM – If your employer offers a 401(k) or similar plan, you’ve got a powerful retirementsavings tool at your disposal. And yet, how well you do with your 401(k) depends greatly on your choices and actions. What steps can you take to maximize the benefits of your plan? For starters, be aware that your 401(k) may come with what might be called “standard” features, which you should review to determine their applicability to your situation. These features include the following: Default deferral rate When you take a job, your employer may automatically enroll you in the company’s 401(k) plan and assign a “default” contribution rate – the

That’s like a 50 percent rate of return even before you invest this added money. Taking control of your 401(k) in the ways described above can help go a long way toward getting the most from your plan – and, as a result, may help get you closer to supporting the retirement lifestyle you’ve envisioned. You can’t use up creativity

Mayo Angelou eloquently described the creative process as, "You can't use up creativity… the more you use the more you have." Local artist Lynn Thrower is a perfect example of endless creative energy and expression. Lynn grew up in Sunnyvale, Calif., in the very heart of what we know today as Silicon Valley. When she was a child the valley was full of orchards, farms

and large open spaces where families, at the time, found affordable lifestyles. Lynn credits the Girl Scouts for introducing her to the art of sewing. She absolutely loved it. She describes sewing as, "the ability to take a flat piece of cloth, choosing the texture, design and color and making it into something beautiful." She would go from basic patterns to eventually designing and sewing her wedding dress. Over the years Lynn has

traveled extensively through Europe, Latin America, the Caribbean, Mexico and South America, which impacted her use of vibrant colors and designs incorporated in her work today. Interestedly enough Lynn's career path took her into finance and accounting. She was a controller, chief accounting officer and chief financial officer. Lynn readily points out that her creativity does not fuse into her accounting career, saying it's "A good way to get into big trouble!". When Lynn's family moved to Arizona over 20 years ago, they settled in the Ahwatukee area and fell in love with the weather, vast amounts of sun and the serenity. Now retired, she and her husband make their home in the Town of Carefree. Today Lynn's artistic expressions and design sensibility take on a sculptural style in decorating wildlife skulls that create amazingly interesting focal points in homes, offices and in outdoor living space. The ingredients in Lynn's skillfully creative works, is her lifelong love and experience with the use of color, texture and design. She creates from her home studio and shows her work in several stores in Carefree, Cave Creek and Scottsdale. In November 2019 you can

PHOENIX – For the past six years, the Maricopa County Parks and Recreation Department has been telling park visitors to “take a hike!�. While this is one of many activities offered in the county’s regional parks, the department makes a point of stressing these three words to their park visitors on November 17, for National Take a Hike Day. In recognition of National Take a Hike Day, the $7 per vehicle day-use entry fee will be waived at all of Maricopa County’s regional parks on Sunday, November 17. All other fees apply. “We understand that National Take a Hike Day isn’t an official holiday; however, National Parks and Recreation Month is in July and that’s when our industry typically promotes outdoor activities,� said R.J. Cardin, Maricopa County Parks and Recreation Director. “To ensure park

ANTHEM – Arizona’s largest freshcut Christmas tree arrived at the Outlets in Anthem on October 24, making it the 18th consecutive year the outlets has welcomed the state’s biggest, fresh holiday tree. The Outlets at Anthem will be holding a Tree Lighting Festival on November 16, from noon to 6 p.m., which includes a day of family-friendly holiday entertainment,

including Santa’s Village, crafts, a petting zoo, vendors, an interactive light show and much more. The Tree Lighting Ceremony will begin at 5 p.m. After Santa Claus lights the Christmas tree, the Musical Theatre of Anthem and Diamond Dance Works will perform. Followed by Sound and Color, an interactive light show that is set to music, which will light up the Outlets at Anthem

every night through Christmas Eve. “Our tree will have a nightly light show! Lights strung on the tree and surrounding rooflines will be set to music creating a nine-minute animated light show. On Friday and Saturday evening the 6 p.m. light show will also feature dance performances by Toy Soldiers and Sugar Plum Fairies. The arrival of the enormous 80-foottall and 20-foot-wide tree officially kicks of the holiday season in the local community. The tree was placed using an industrial crane and is always a popular event, drawing in crowds from across the Valley. This year’s tree came from the California Oregon border, and more than 1.5 miles of LED lights will illuminate the tree, which is over 10,000 bulbs. guidelines for future land uses to 121-square-miles of unincorporated county land encompassing New River, Anthem, Desert Hills and other areas of greater North Phoenix. If approved by the board the updated plan with replace the 1999 New River Area Plan. “This is plan is strictly something we are required to do through state statutes, and we want to represent what this community wants to be for a vision of their future,” Pokorski said. “We recognized there are really four unique areas up there: Upper New River, New River, Desert Hills and Anthem.” She added during an interview with The Foothills Focus last week: “Daisy Mountain is something that is important to the community, there are a lot of informal trails on Daisy Mountain, it is a recognizable peak, so that is was why we made that recommendation [name change].” Some of the most significant changes to the updated plan was removing a “town center,” which had allowed for some commercial zoning. Under the new plan that area will become rural, low-density zoning. New River Road was also designated as a scenic corridor, and descriptions of the unique four communities in the area were added to the plan. With the addition of the New River Scenic Corridor, the updated

The county has a strategic goal to update all the area plans over the next five years, and the New River Plan was one of the first to be amended. However, annexations occurring across the Valley are causing the county’s area plans to shrink, according to Pokorski. According to county planners

at a public meeting this June, the New River planning area has been reduced by about 25 percent due to land annexation. Shrinking the 166-square-mile area to 121-square miles. “We’ve heard a lot of concerns about too much growth too fast,” Pokorski said at a meeting in Anthem on June 25, 2019. Surveys used by planners at public meetings over the last year revealed the biggest concerns for residents were rapid population

growth, water scarcity and unpaved roads that cause dust and access issues. The Guiding Principles identified by county planners that were used to update plan are: preserve and respect the rural lifestyle; support lowdensity, large-lot residential; balance responsible land use decisions with private property rights; preserve and enhance natural features and open space; and protect scenic corridors. If the Maricopa Board of Supervisors votes to adopt the plan, it will become effective immediately. Residents can

Movie Review

Author Stephen King published “The Shining” in 1977. Director Stanley Kubrick would adapt the book into a film three years later in 1980, turning it into one of the seminal horror movies of all time -- even though Stephen King has made public statements of how much he dislikes it. King would continue to look into the past for influence on his 2013 book “Doctor Sleep,” a sequel to “The Shining.” The sequel follows young Danny Torrance after the events at the Overlook Hotel and into his complicated adulthood. It details struggle with addiction and the continuation of evil in different forms. Director Mike Flanagan, who last helmed the fantastic Netflix series “The Haunting of Hill House” and another King adaptation of the impressive “Gerald’s Game,” takes an interesting approach to “Doctor Sleep.” He crafts a film that pays special attention to King’s source material themes, both in

vague and specific ways, while offering a superb homage to Kubrick’s iconic film. Danny Torrance (Ewan McGregor) has been haunted by the events that occurred at the Overlook Hotel when he was a child, the memories and ghosts of that day continue to torment him. However, Danny further develops his special ability, which he calls “the shining.” With the help from the ghost of his old friend Dick Hallorann (Carl Lumbly playing the role made famous by Scatman Crothers from “The Shining”), which allows him to trap the spirits around him inside his mind. Danny grows up troubled with addictions, wandering from place to place until he winds up in a small New Hampshire town. There he finds peace and sobriety with the help of a kindly friend named Billy (Cliff Curtis). Things aren’t safe for Danny, along with other people who can “shine” because a murderous roaming caravan of people is feeding off of them. The

caravan is hunting a young girl named Abra (Kyleigh Curran), who Danny has developed a friendship with. “Doctor Sleep” has a lot of story to tell here. A lifetime in the case of Danny Torrance, who experiences so much trauma as a young boy, and then grows into adulthood with the scars that are still very much healing. Sometimes even still bleeding when a ghost comes wandering back into his life. Director Mike Flanagan taps into this character, utilizing a subdued and affected Ewan McGregor to make this character the emotional core of the film. Stephen King crafts the novel with an approach that is far less of a supernatural tale and one that is more about the horror happening in everyday life; the evil that exists without ghosts or paranormal monsters. Flanagan focuses on this narrative element, crafting tension with the roving group of killers led by the wicked Rose. Rose is played fiercely by Rebecca Ferguson, and orchestrating some disturbing elements involving children. One of these specific scenes is extremely hard to watch, a moment played to increase the peril, which is effectively done right before Abra becomes a target for the group. Flanagan clearly understands and respects the vision of Stephen King for this story, but

There are moments in “Doctor Sleep” where Flanagan recreates scenes, characters and designs from “The Shining.” And they are amazing, utilized so effectively in accommodating the tone of this film. “Doctor Sleep” has some minor pacing issues, which makes the story feel like it may have been better suited for

an extended series to provide attention for all the characters and Danny's journey. Still, these are minor issues for a film that feels so accomplished in its vision. Even when it’s working hard to honor the themes of the source material and the artistic style of Stanley Kubrick’s film. Mike Flanagan has demonstrated with his recent films, and specifically with “Doctor Sleep,” that he is truly the current master of horror. a dangerous 35-mile-long stretch of Interstate 17 from about Carefree Highway to north of Sunset Point. “Reducing contamination or eliminating contamination would be a big lift for every community, and every community has been working on it for years,� Gent said. “Unfortunately, the combination of education and enforcement hasn’t been enough to really tackle that challenge.� More cities in Arizona are making huge cuts to their recycling programs, which means less-frequent curbside pickups and tighter restrictions on accepted materials. Mesa announced on social media in October that more restrictions are coming. Tucson has also made huge cuts to its program, and Kingman consolidated its seven recycling dropoffs into one location in July. Putting a lid on recycling Cities pay for curbside recycling through contracts with Waste Management, Right Away Disposal and similar companies. Contracts signed a few years ago were drawn up during a thriving market for recyclable materials, when China had no restrictions on what it would take. China now buys only a small fraction of what it bought in 2016, and it plans to end all imports, Wilhite-Valdez said. “As of 2020, recycling is going to be completely cut off where they (China) will no longer be taking recyclables from the United States,� he said. “If they’re expecting to get this delivery of plastic and they get a bunch of plastic mixed in with trash, it becomes a problem,� said Rolsky at ASU. “Why would they (the Chinese) want to keep buying it if then it takes them extra manpower to separate all that trash out and then move on with the recycling process?� A study published in Science Advances suggests China’s policy will displace an estimated 111 million metric tons of plastic waste by 2030, which is nearly

equivalent to all of the plastic waste that has been imported globally since 1988. An uncertain future The recycling market continues to drop, and questions about the future of recycling continue to rise. Until the market becomes more affordable for cities, you can expect the suspension of programs to continue, and perhaps more cities will do the same thing. Gent knows Arizonans are concerned. “On social media and in person, residents are asking, ‘What can we do to get recycling back? What can we do to make it work?’ If we could eliminate contamination, we might even go back to generating revenue again.� Tempe Vice Mayor Lauren Kuby agreed. “We are trying to educate our residents, too. If we can divert waste away from recycling and into the landfill, that will save money.� Smaller cities don’t have the resources to continue to participate with rising costs. “We used to make $600,000 off of our recycling,� Kuby said, “and now we lose about $500,000, so it is incredible that it has turned into a million dollar swing.� Surprise hopes to resume curbside recycling once the market becomes affordable again. Until then, residents can drop off their materials at the Northwest Regional Material Recovery Facility in Surprise on Saturday mornings. If you live in a city that has also suspended curbside pickup, contact the public works director for information on where you can take your recyclables. The best thing residents can do is to stop contamination. Check your city’s website for information on what can and cannot be recycled. Put your materials in loosely in your container. If your city has suspended curbside pickup, find a drop site near you.

Pet of the week: Meet Larry ANTHEM – Larry is a beautiful male kitten with orange and white spots everywhere. He loves playing with the other cats and kittens in his foster home. Larry has lived with two dogs as well. Even though the dogs aren’t his favorite, he just avoids them, and all is well in his world. He likes to jump, run and climb around with his litter mates. He would do well with another cat in the home to play with. Larry loves dinner time because he gets chicken scraps if he meows loud enough! He may be a little shy with people at first, but in time he will warm up to them and make a great addition to any family. Larry is neutered, litter box trained, up-to-date on shots, and microchipped.
