Safety agencies to work along I-17 ‘safety corridor’ over holiday weekend NORTH VALLEY – Heading out of town for the Independence Day weekend?

The I-17 will be made into a “Safety Corridor” this weekend to help avoid accidents and keep traffic moving safely.

Last weekend saw multiple accidents on the I-17 outside of the north valley. On June 27, a brush fire closed the I-17, backing traffic up in both directions for miles.

ADOT reports that state and local agencies are focusing efforts on promoting safety along the busy stretch of Interstate 17 between north Phoenix and Camp Verde.

CAREFREE – A family in Carefree woke up at 3 a.m. on June 23 to Rural/Metro fire crews putting out a brush fire near their home in Ridgeview Estates. The family praised the quick, thorough work of the local fire department in protecting their home and the surrounding structures and getting the fire put out without any damage or injuries.

Stanton touts city’s successes, warns of need to fight for water rights SOYENIXE LOPEZ CRONKITE NEWS

NORTH VALLEY – Phoenix Mayor Greg Stanton told a Washington panel on June 23 that Arizona is in a fight to make sure other states, particularly California, don’t take water “that rightfully belongs to the people of Arizona.”

The comments were part of a wideranging interview at a Washington Post-sponsored panel on how local governments are dealing with energy challenges, during which Stanton touched on everything from water to solar to trash management.Stanton, repeating a theme he has sounded before in Washington, said local governments have to take the lead on such issues to make up for what he called the “broken relationship” between cities and the federal government.

One area where that local leadership has shown up is in water conservation, he said.

“Phoenix has done an outstanding job with water planning, but that doesn’t mean we’re immune from the challenges of the drought,” Stanton said.

“So it is incumbent on us to do smarter water planning and more waterconservation efforts.”

He pointed to the city’s participation in the Colorado River Resiliency Fund, which helps improve water quality through restoration of northern Arizona forests, and initiatives to help farmers cut water use with drip systems and other efforts.

But Stanton said there is only so much the city and state can do on their own.

“What we can’t afford to do is for our friends in Southern California to have access to water that rightfully belongs to the people of Arizona,” he said.

A lawyer with the California Farm Bureau Federation called the mayor’s comments understandable – but misguided.

“I don’t think I would have any objection to someone protecting what they’re legally entitled to,” said Chris Scheuring, the lawyer. “That’s certainly what I’d do on behalf of my clients.

“It’s more of a question of what he means by what we’re entitled to,” Scheuring said, noting that the Colorado River Compact spells out exactly how much water each state in the basin is to receive.

Arizona Department of Water Resources, said the state still needs to be “vigilant in protecting our water rights.”

Buschatzke agreed with Stanton that Arizona must continue to ensure that its Colorado River allocation is not hurt by the drought.

“What we have been attempting to do in the Colorado River Basin is to find solutions to make the river more sustainable, specifically for the three lower basin states – Nevada, Arizona and California,” Buschatzke said.

He said the situation has improved since earlier this month, when he testified to Congress that there was a 33 percent chance of a Tier 1 shortage – which would trigger reductions in Colorado River allocations – in 2016.

“There’s almost a 0 percent chance that we will have a shortage in 2016 at this point, and the chances of it happening in 2017 have cut in half because we have had a very wet May,” Buschatzke said.

He said that water levels at Lake Mead as of June 15 stood at 37

percent full, according to Bureau of Reclamation models.

Stanton said access to water in Arizona is severely affected by climate change – one more reason that the state must show leadership on issues like sustainability, transportation and water planning, especially in light of the drought.

He said he saw Tuesday’s panel, which looked at “great ideas happening outside the Beltway … as an opportunity to brag about my city.”

Stanton believes Phoenix is in the vanguard on a range of areas, such as transportation, pointing to plans to expand light rail across the Valley. Not only will that improve the economy, he said, it will give residents more options to get from their neighborhoods to their jobs and schools.

“We are not going to get the support that we used to get out of Washington, D.C., and that reality has been hanging for … years,” Stanton said. “I embrace that and say Phoenix is going to be a leader.”

fire danger has been lessened by this year’s increased rainfall but that residents “shouldn’t be complacent” about wildfire danger.

Homes with piles of dead bush and weeds or dead trees nearby are at risk for fire. If a fire starts on that property, it can be difficult or even impossible for firefighters to save the structure, making it vital to do yard work and keep property free of debris.

Williams strongly recommends that residents have 30 feet of “defensible space” around their property, created by clearing out dead brush, weeds, and non-native vegetation.

“Walk around your property and identify what could burn and what could make a fire spread to your house,” Williams emphasized. In areas that the homeowner doesn’t own all the space surrounding their home, Williams recommends calling

the county and letting them know that brush cleanup is needed.

The cause of the June 23 fire has not been determined.

Accidental fires can be caused in a multitude of ways, such as cigarettes not put out properly, campfires/fire pits not put out properly, and even equipment or vehicles that overheat and/or spark. Call 911 immediately if you think a brush fire may have been started nearby.

This holiday weekend, people celebrating Independence Day with fireworks and sparklers need to use caution to avoid sparking a fire. Anyone igniting fireworks should have a garden hose on hand to put out any sparks, only light one device at a time, and keep children from playing with or igniting fireworks. The United States Consumer Product Safety Commission offers safety tips when using fireworks: • Never allow young children to play with or ignite fireworks.

• Avoid buying fireworks that are packaged in brown paper because this is often a sign that the fireworks were made for professional displays and that they could pose a danger to consumers.

• Always have an adult supervise fireworks activities. Parents don’t realize that young children suffer injuries from sparklers. Sparklers burn at temperatures of about 2,000 degrees – hot enough to melt some metals.

• Never place any part of your body directly over a fireworks device when lighting the fuse. Back up to a safe distance immediately after lighting fireworks.

• Never try to re-light or pick up fireworks that have not ignited fully.

• Never point or throw fireworks at another person.

• Keep a bucket of water or a garden hose handy in case of fire or other mishap.

• Light fireworks one at a time, then move back quickly.

• Never carry fireworks in a pocket or shoot them off in metal or glass containers.

• After fireworks complete their burning, douse the spent device with plenty of water from a bucket or hose before discarding it to prevent a trash fire.

• Make sure fireworks are legal in your area before buying or using them.

County region. The process to finalize these projects began in March with multiple requests for public comment.

Much like the current FiveYear Program, the newly adopted 2016-2020 Five-Year Program reflects a major focus on preserving the existing state highway system while moving some high-priority expansion projects forward.

ADOT must prioritize projects due to continued low revenue from the gas and vehicle license taxes and from decreased federal funding — all of which support the Five-Year Program. ADOT’s continued focus on preservation allows the department to protect its investment of $19.7 billion in the state highway system.

Without a commitment to preservation, it would cost approximately $200 billion to replace the system.

Both the Maricopa and Pima county regions in the two metropolitan areas have independent revenue streams established through voterapproved sales tax increases that allow for more expansion projects to take place and for more transportation funding overall.

IRS offers summer job tax tips NORTH VALLEY – Students often get a job in the summer.

The Internal Revenue Service is offering information for firsttime employees regarding what to expect in taxes at http:// www.irs.gov/Individuals/YourFirst-Job. The IRS offers tax tips for students: Withholding and estimated tax: If you are an employee, your employer withholds tax from your paychecks. If you are selfemployed, you may have to pay estimated tax directly to the IRS on set dates during the year.

New employees: When you get a new job, you will need to fill out a Form W-4. Employers use it to figure how much federal income tax to withhold from your pay. The IRS Withholding Calculator tool on IRS.gov can help you fill out the form.

Self-employment: Money you earn doing work for others is taxable. Some work you do may count as self-employment. These can be jobs like baby-sitting or lawn care. Keep good records of your income and expenses related to your work. You may be able to deduct (subtract) those costs from your income on your tax return.

Tip income: All tip income is taxable. Keep a daily log to report them. You must report $20 or more in cash tips in any one month to your employer, and you must report all of your yearly tips on your tax return.

Payroll taxes: You may earn too little from your summer job to owe income tax. But your employer usually must withhold social security and Medicare taxes from your pay. If you’re self-employed, you may have to

pay them yourself. They count for your coverage under the Social Security system.

Newspaper carriers: Special rules apply to a newspaper carrier or distributor. If you meet certain conditions, you are self-employed. If you do not meet those conditions, and are under age 18, you may be exempt from social security and Medicare taxes.

ROTC Pay: If you’re in ROTC, active duty pay, such as pay you get for summer camp, is taxable. A subsistence allowance you get while in advanced training is not taxable.

Everyone can prepare and e-file tax returns for free using IRS Free File at IRS.gov. You may not earn enough money to be required to file a federal tax return, but you may still want to file. For example, if your employer withheld income tax from your pay, you will have to file a return to get a tax refund.

Nutrition Assistance redemptions increasing through farmers and farmers markets NORTH VALLEY – Supplemental Nutrition Assistance Program participants are spending more of their benefits to make purchases at roadside farm stands, farmers markets, and directly from local farmers than ever before, according to a news release from the United States Department of Agriculture. SNAP redemptions at those outlets in FY14 totaled $18.8 million, a nearly six-fold increase since 2008. Agriculture Under Secretary Kevin Concannon praised the increase.

“All Americans, including those participating in our nutrition assistance programs, need to include more fresh fruits and vegetables in their diet.

America’s farmers have an important role to play in addressing that need in communities across the country,” Concannon said.

“Accepting SNAP benefits also increases the customer base for local producers, addin an extra economic boost to the community.”

In Arizona, SNAP redemptions at farmers markets grew from $7,291 to $44,881 during that period, providing an economic boost to local communities in the state, while the number of farmers markets and direct marketing farmers increased from 4 to 26.

“These increases did not just happen,” Concannon said, emphasizing that expanding access for SNAP recipients to

the fresh produce available at these outlets has been a top priority for the U.S. Department of Agriculture.

Through a partnership with the National Association of Farmers Market Nutrition Programs, USDA provides free wireless equipment to qualifying farmers and farmers markets, enabling them to accept SNAP via electronic benefit transfers (EBT). Additionally, in May, USDA announced the availability of $3.3 million in competitive funding to help farmers markets serve SNAP participants. These Farmers Market SNAP Support Grants are the latest example of USDA’s ongoing commitment to improving the diet and health of all Americans.

USDA also recently awarded $31.5 million in funding to local, state, and national organizations to support programs that encourage SNAP participants to buy more fruits and vegetables, including the fresh produce found at America’s farmers markets and direct marketing farm outlets. Funded through the Food Insecurity Nutrition Incentive program authorized by the 2014 Farm Bill, the projects will help policymakers determine how best to provide incentives to SNAP participants to increase healthy purchases.

Farmers are a vital lifeline to healthy nutrition in low-income areas, because many bring their products to “food deserts” with

“Redemptions through farmers and producers nourish local economies, while helping those in underserved neighborhoods,” Concannon said. “Without farmers markets, roadside farm stands and farmers who sell directly to the public, residents of these communities may have to travel to grocery stores outside their area to obtain fresh produce or make-do with processed foods.”

Expanding access to local food is a cornerstone of the USDA’s Know Your Farmer, Know Your Food Initiative which coordinates the department’s work on strengthening local and regional food systems.

Agriculture Secretary Tom Vilsack has identified local and regional food systems as one of the four pillars of rural economic development, along with production agriculture, the bio-based economy, and natural resources and conservation.

USDA’s Food and Nutrition Service administers 15 nutrition assistance programs. In addition to the Supplemental Nutrition Assistance Program, these programs include Special Supplemental Nutrition Program for Women, Infants and Children, the National School Lunch Program, and the Summer Food Service Program which together comprise America’s nutrition safety net.

Upcoming deadline to update data for online fall draw NORTH VALLEY – The Arizona Game and Fish Department has issued a reminder to hunters who applied online for 2015 fall hunt permittags that 11:59 p.m. (MST) July 9 is the deadline to update their credit card or debit card account information.

Online applicants are responsible for keeping their account information current.

Online applicants who have been issued a new credit card or debit card, a new expiration date, or had a change to their card’s

number should visit https:// az.gov/azgfd/draw/home. xhtml. Scroll down the page, select “Update My Payment Information” and follow the prompts. It is important to update payment information for each species for which an online application has been submitted.

If payment has been declined, the department will make three attempts within two business days to contact the payee and/ or “Applicant A” on the online application. That individual then will be afforded a means of

providing alternative payment within a specified timeframe.

If payment has not been received by the end of that specified timeframe, applicants will be rejected.

The department will post an announcement on its Web site when results of the fall draw become available. All permittags will be mailed by Aug. 7; all refund warrants will be mailed

by Aug. 17.

What does a nose know?

Evidently, our sense of smell is a key factor in our overall mental state, physical wellbeing, and love life! It is intricately linked to memories, appetite, cognition and recognition.

So when a group of men in a research project were “tested” on what scents they like on a woman, imagine the scientific breakthrough when “grapefruit” was the number one choice!

Not only do men like the smell of citrus in general, and grapefruit in specific, but they claim it “makes a woman seem younger.” How much younger, you might wonder? Smell like a grapefruit and take off six years!

How, exactly, this research was conducted has not been disclosed, but it sounds pretty “fruity” to me. I did check out the local “lotion stores” and found that they carry a huge array of “citrus products.” Evidently, the “fresh” smell of a grapefruit is a more “youthful, sexy, smell” than the old-fashioned vanilla or lilac. I’ve quizzed my husband, Doug, on these matters, but he declines to comment on whether I appear six years younger when I slather on the citrus lotion I just purchased. Hmm, I may demand my money back.

On to other “nose matters.”

It seems that there is a huge effort on the part of farmers in Nebraska to make hog farms “smell pretty.” In order to achieve this “new pleasant aroma” and perhaps settle a few lawsuits with neighbors, hog farmers are experimenting with a chemical in the hogs’ feed.

To ensure that the experiment is “completely scientific,” the farmers are paying researchers thirty bucks an hour just to “hang out and whiff the pigs.”

I’m not making this up, Dear Readers. Some serious-minded, science “researcher” is getting paid big bucks to “objectively smell” the hogs. I’ve heard of “stop and smell the roses;” but “stop and smell the pigs?”

Did you know that a town in rural Michigan has taken to handing out little “scratch and smell brochures” (like those perfumed pieces of paper given out in the department stores)? The intention is to let potential home and land buyers know that there might be some “different” smells out there in the country. Want to know what it’s like living next to five horses, here, “scratch and smell’ this!

Thinking of buying a house next to a neighbor who has steers?

Try the “livestock whiffer.”

Imagine the endless possibilities in our own little communities!

The brilliant idea to let people “smell their surroundings” before they move there, lessens the “big stink” that occurs later.

Evidently there have quite a few “smelly lawsuits” circling around that focus on what kind

of stench is coming over the neighbor’s fence. Physicians have testified in many cases that the quality of life can be “severely compromised” by nasty smells.

While most Americans like to wear cologne, it seems that there are many “perfume-free” environments, which are usually work-places “protecting the smelling freedom of the average person.” Huh? What exactly does this mean? I suppose grapefruits are best eaten, not spritzed. To stink or not to stink – that might be the next question. One person’s sweet aroma might be another person’s nasal nightmare!

There’s a personnel manager in a small town in Texas that has required that all employees “be clean, smell nice and be free of offensive body odors.” When asked to clarify “offensive,” he would only say that he’d know it when he smelled it.

A few employees have cried “foul” about this rule. Who can blame them?

When it comes to smell, there’s just no common scents.

From citrus to hogs, I guess it all depends on personal preference…and which way the wind is blowing. No one really knows what a nose knows, but it sounds like we’d better wake up and smell the coffee…and hope for the best! Until next week…may you be surrounded by pleasant aromas!

First storm of monsoon 2015 brings strong winds, rain

Last year in Arizona, nine people were killed in a total of seven fatal crashes along highways and local streets over the Independence Day weekend.

The tragic figures were higher in 2013, when 16 people died in 15 fatal crashes across the state.

Officials say drivers hold the key to safety, and they stress the importance of being patient, obeying speed limits, buckling up, and avoiding distractions.

While the “Stay Alert, Stay Alive” safety campaign is under way, DPS will place an emphasis on speed enforcement, especially during the busy Thursday, Friday, and Sunday afternoon travel periods.

ADOT’s I-17 overhead message boards will be used to post safety and highwaycondition messages. Highway crews also are staging equipment such as front loaders and utility trucks at strategic locations along the highway, including the Outlets at Anthem mall and the Sunset Point Rest Area.

The equipment will allow crews to respond as soon as possible if crashes or disabled vehicles need to be cleared.

“I was in the center and had just hung up with my daughter from Connecticut, who is attending college there; I turn to my relief coming in the door and said, ‘so sorry I was on the phone with daughter in CT.’ She said, ‘I’m from CT.’ We discussed for the next few minutes where and who we knew. Turned out I lived a few streets from her in-laws growing up. As this is taking place, a family walked in and was listening, they were from NY but their daughter went to college with mine in CT! Such a small world, even here in Cave Creek, a smaller pot, but still a melting pot nonetheless. It’s the people that make the town, not the town that makes the people!”

You Dream, I Design SHEA STANFIELD ARTS COLUMNIST

“You ponder, I innovate; you dream, I design; together we amaze,” a spellbinding reflection from Tile Art Works founder and local artist Scott Donars. Scott’s creative scope is boundless; each one of his tiles, sculptures, pieces of furniture, and decorative features are one of a kind. Scott’s creative possibilities are endless: handcarved clay tiles, masterfully sculpted metal pieces, beautifully worked wood, and stone, as well as brilliantly fabricated glass.

His patrons have adorned their walls with stunning mosaics, enhanced their kitchen or bath countertops, created eyepopping fireplaces, and create endless conversational focal points as indoor and outdoor furniture. Your imagination and Scott’s design create a provocative and exciting array of decorative and functional art masterpieces.

Scott developed a keen eye for the detail and the wonders of nature at an early age. Growing up in the Chicago suburbs, he was fascinated with the smallest and most delicate items in nature: the intricate patterns in the wings of a dragonfly, the prism-like structure of an insects eyes, or the fascinating array of color found in the shimmering wings of a resting butterfly.

All provided inspiration for a developing design mind of an emerging artist.

As a young man, Scott developed his “design for action” by obtaining an AA in Graphic Arts and Web Design from the College of Dupage, then moving on to complete his BA

in Marketing from Utah State University. In 1983, Scott took a job selling advertising space for a Chicago newspaper; it was not the selling he was after, but the designing of ad campaigns that really caught his interest.

In those days, individuals working in advertising design actually need to know how to draw, hand letter, and paste up layout boards for the cameraready art, all of which would eventually make its début in one of the nation’s popular or trade publications. By the 1990s, computers were silently creeping into the everyday world of advertising. Scott recognized early on the possibilities these hard wired, plastic, and glass inventions would provide for the world of art. He opened the door for the computer, a possible partner in his future, by night classes at a local college. Soon, the new millennium found Scott designing Web sites for his former newspaper clients.

Scott’s family traveled to Tucson many times over the years he was growing up. During one of these trips, the family discovered Santa Teresa Tileworks, where they would purchase concrete benches and cover them with their own tile designs. Finally, in 2010 Scott moved to Arizona.

Here, he would obtain an “upclose and personal” pursuit of his artistic interest at the Mesa Arts Center. He began with clay and has since gone on to attend classes in welding, lapidary, and glass fusing, all of which are used in his art today.

Scott works in his home studio in Scottsdale and manages The Gallery at el Pedregal in North Scottsdale, where he currently exhibits. An example of Scott’s outdoor mosaic work “Luther’s Rose” can be seen in the outdoor courtyard of Living Water Lutheran Church, 9201 E. Happy Valley Road, in Scottsdale. Scott also offers workshops at his studio; one of the most fun and innovative “hands on” experiences is Scott’s Mosaic Tile Party. He brings to your home a mobile display stand and thousands of small handmade tiles. The participants then create their own trivet or wall hinging. Take a hike – and more. Study ranks Arizona high for length of workouts AUBREY RUMORE CRONKITE NEWS

NORTH VALLEY – People in Arizona work out longer than those in almost any other state, according to an analysis of data from millions of users of a popular fitness app.

Arizona ranked fifth among states, with an average weekly workout of 79 minutes, said the analysis of data from the MapMyFitness app. California was first, at 87.4 minutes per week on average, followed by Colorado, Washington and Oregon.

Experts caution that the numbers don’t necessarily mean that Arizonans themselves are working out more – the app only records where a person works out at a given time, not where they live. But they also said that, current heat wave aside, the state’s standing makes sense given its climate for the rest of the year.

“It doesn’t surprise me,” said Sam McClung, president of the Southern Arizona Hiking Club. “Everyone’s active all year round, they don’t take any sort of break for the winter.”

He said he sees people in Arizona putting forth effort to get outside constantly, and his club plans hiking trips every week of the year. Summer heat just calls for earlier starts.

The analysis was done by UnderArmour, which owns the fitness app. It said 22 million people use the app, which lets users enter what type of exercise they’re doing and then tracks the time and location of that workout.

Arizona ranked 34th among states for duration of users’ runs, according to the data, but fourth for both walking and biking, to give the state a combined fifthplace finish.

That those three are outdoor activities is likely a factor in Arizona’s high rank, said Kristin Hoffner, a senior lecturer of kinesiology at Arizona State University.

“We do see correlations with things like nice weather, and a good environment to promote active behaviors,” Hoffner said.

Arizona was among the top states for length of workout by users of a fitness app, a fact that experts credit to the state’s climate and the chance to get outdoors year-round for exercise.

She also noted that a gym workout can be intimidating to some people – but everybody knows how to walk.

“Thus, the outdoor exercise appeals to many more people that the gym may not,” Hoffner said.

Aside from the obvious draw of weather, local government officials said many Arizona cities also have developed trail systems that contribute to people wanting to get outside to exercise.

“I think we take the trails here very seriously, too,” said Joe Daynes, recreation services director for the city of Prescott.

“People are really taking advantage of that right now.”

Daynes said the attraction makes sense.

“If you can get a good workout and be surrounded by Mother Nature at the same time I think you have a pretty good deal,” he said.

But Lawrence Frank, a professor of public health at the University of British Columbia, cautioned against taking data from a set of exercise-conscious people and trying to apply it to the state’s population at large.

“You have to understand, only a certain kind of person uses the app,” Frank said.

He also said there are other factors that could skew the data, which is self-reported.

People who walk to work every day, for example, might not consider that “fitness” and might not log it.

Frank said data he has worked with in his research does not show Arizona to be a particularly high-ranking state in terms of overall physical exercise. The MapMyFitness data measures only users, not that larger state population, he said.

But Frank, who lived for a time in Tucson, said the data does generally reflect the longtime active and outdoor culture that is rooted in Western states.

Jim Buyens, president of the Arizona Trailblazers Hiking Club, said a lot of the appeal to hiking in Arizona lies in the range of scenery.

“Scenery is probably the No. 1 reason people join our club.

They’re literally awed,” Buyens said in an email.

The climate also helps, said Buyens, whose group hikes trails all over the state.

“Hiking in the frozen north is, of course, possible, but I still suspect there are more summeronly hikers up there than yearround,” he said.

For hikers up north, he said, he supposes that “hiking one quarter-mile stretch of flat farmland has to be pretty much like hiking any other.”

Not so in Arizona.

“They have nothing like the Grand Canyon, the San Francisco peaks, the Painted Desert, Monument Valley, Sedona, Mount Lemmon, and the many trails around Phoenix to draw them out,” Buyens said.

Wrong-way driver arrested on I-17 YAVAPAI COUNTY – A wrong-way driver was arrested on I-17 northbound, north of Black Canyon City, on June 21. No injuries were caused by the wrong-way driving, but the Arizona Department of Public Safety reported two non-injury collisions as a result of it.

DPS noted that 39-yearold Damian Ballesteros of Phoenix had traveled four miles in the wrong direction before being stopped near Black Canyon City. According to a DPS news release, after being stopped, Ballesteros said he was “confused” and had been talking on the phone while driving southbound in the northbound lanes on I-17.

NORTH VALLEY – When voters approved the Arizona Independent Redistricting Commission they were reaffirming a “core principle” of government, the Supreme Court said June 29, “that voters should choose their representatives, not the other way around.”

The court ruled 5-4 to uphold the commission that was approved by Arizona voters in 2000 as Proposition 106, in an attempt to curb gerrymandering of legislative and congressional districts.

The Arizona Legislature challenged the commission in 2012, after the most recent congressional district boundaries were drawn, claiming that the Constitution’s elections clause put the power to draw congressional districts in the hands of the legislature.

But Justice Ruth Bader Ginsburg disagreed, writing for the majority that the elections clause cannot be invoked “to disempower the state’s voters from serving as the legislative power for redistricting purposes.”

“The people of Arizona turned to the initiative to curb the gerrymandering and, thereby, to ensure that members of Congress would have ‘an habitual recollection of their dependence on the people,’” Ginsburg wrote, citing the Federalist Papers.

In the main dissent, Chief Justice John Roberts accused the majority of “deliberate constitutional evasion” by “revising ‘the Legislature’ to mean ‘the people.’”

“The court’s position has no basis in the text, structure or history of the Constitution, and it contradicts precedents from both Congress and the court,” he wrote in a dissent joined by Justices Samuel Alito, Clarence Thomas and Antonin Scalia.

That sentiment was echoed June 29 in a joint statement from Arizona House Speaker David Gowan and Senate President Andy Biggs, who said “clear constitutional design had been demolished in Arizona by five

“We are disappointed that the Supreme Court has decided to depart from the clear language of the Constitution. The Framers selected the elected representatives of the people to conduct congressional redistricting,” the statement said.

But voting-rights groups hailed the decision, which they said would be felt in any state where voters can petition issues to the ballot.

“Not only is it a victory for retaining this nonpartisan independent redistricting body, but it also strategically is an important victory for legislating through the ballot box,” said Sam Wercinski, executive director for the Arizona Advocacy Network.

Had the court ruled otherwise, Wercinski said, it could have put at risk all other citizenpassed laws. He criticized the Republican-dominated Legislature for filing the challenge in the first place.

“I think it’s unfortunate that every year we see a Republican majority backed by big-money special interests challenging laws that have been passed by the voters of Arizona,” Wercinski said.

Proposition 106 was approved overwhelmingly by state voters in 2000. It created a five-member commission – two Democrats, two Republicans and one

independent – that is charged with drawing congressional and legislative districts from scratch after every decennial Census.

Common Cause President Miles Rapoport said Monday’s decision affirms Abraham Lincoln’s declaration that “ours is a government of, by and for the people.”

“Now that our highest court has given their initiative its blessing, we’re hopeful that citizens and legislators alike in other states will push politics aside and create independent bodies to draw truly representative districts after the 2020 Census,” Rapoport said.

Kathay Feng, national redistricting director for Common Cause, said the group will be working “across the country to end political gerrymandering through the creation of citizen-driven commissions like the one in Arizona.”

Rep. Raul Grijalva, D-Tucson, said in a prepared statement that the court ruling validates the demands of Arizonans to leave partisan politics behind when it comes to drawing district boundaries.

“Elections are not games for politicians to rig, and this court decision makes clear that public officials cannot trump the will of the people in an attempt to stack the electoral map in their favor,” his statement said.

instead of just focusing on Mike like the first film did. Everyone has the spotlight for a moment.

The cast isn’t tasked with difficult emotional portrayals here. Instead, they are simply seductive and charming physical specimens who gyrate in front of willing participants. While the film is rated R, it is more for coarse language/conversations and provocative situations than anything else.

The film is also filled with excellent cameos; one in particular is the addition of

“We have a tsunami of dollar bills to get to.” This campy line reflects the attitude of the sequel to Steven Soderbergh’s film about an ambitious male entertainer named Mike. Gone is the grittiness that made “Magic Mike” feel more authentic and dramatic. Gone is the unsavory characterization of the male entertainers being portrayed, one that displayed a lifestyle of indulgence. This makes “Magic Mike XXL” feel like a completely different film than the first, and while this usually spells disaster for a sequel, the happy-go-lucky turn, increased humor, and non-stop party-like atmosphere make this film far more entertaining than it should be. “Magic Mike XXL” finally feels like the film everyone thought it would be, a two drink minimum showstopper.

Mike (Channing Tatum) is out of the male entertainment industry, accomplishing his dream of starting a custom furniture business, though everything isn’t going great.

Mike’s girlfriend left him, and the business is struggling to take off. An unexpected phone call invites Mike back to the company of his former occupation and onto a road trip to a male entertainer convention for one final showcase.

The story, well, it takes a backseat here because it is basically non-existent. Once the guys load into the food truck, a business venture from one of the guys that will offer a party and frozen yogurt on wheels, the story comfortably

Jada Pinkett Smith, who plays the master of ceremonies for the club that gave Mike his start. Smith fills the role left by Matthew McConaughey, and she absolutely nails it. She is intimidating and confident, and she garners respect from the men she employs and from the audience. Joe Manganiello is given a heftier role this around; one scene in particular is laughout-loud funny because of Manganiello’s dedication to the character at that moment.

“Magic Mike XXL” is not without its shortcomings.

Much of the narrative is lopsidedly stitched together, and the dialogue feels painfully improvised. Steven Soderbergh is listed as editor and director of photography for this film. He served as both for the first film as well, though the nuances of style and flair that characterize all his films feels overdone here. While “Magic Mike XXL” may not have much to say about the men who nightly perform for an admiring and gazing public, it instead focuses on the exuberance and excitement felt when the lights go out and the MC says, “Welcome to the stage”.

NORTH VALLEY – Traveling to Las Vegas soon?

The drive will be a bit simpler.

The Arizona Department of Transportation has completed another widened section of US 93, approximately 20 miles north of Wikieup.

The completion of this section moves the project one step closer to the agency’s ultimate goal of transforming the entire 200mile stretch from Wickenburg to the Hoover Dam bypass bridge into a modern, four-lane divided highway.

The completed $20 million project widened the three-milelong Antelope Wash segment of US 93 (mileposts 101104), which included building two new southbound lanes and reconstructing the two northbound lanes to tie into the new roadway configuration.

For the past two decades, the Arizona Department of Transportation has made the US 93 corridor a priority, by methodically turning what was once a two-lane rural roadway into a modern fourlane divided highway along the primary travel route for Phoenix motorists headed to Las egas and a vital corridor for trade and commerce.

This was one of two US 93 widening projects ADOT has been working on this year. In February, ADOT launched

another expansion project along US 93 between state routes 71 and 89 (mileposts 185-190), just north of Wickenburg.

The $12.5 million project will include converting the roadway from two lanes to four lanes and is expected to be completed in 2016.

Since 1998, ADOT has invested more than $350 million in projects to upgrade the US 93 corridor, which stretches from Kingman to the Nevada state line and Wickenburg to Interstate 40 (a 23-mile segment of I-40 east of Kingman connects the north and south sections of US 93).

Currently, all but 46 miles of the 200-mile drive (more than 75 percent) from Wickenburg to the Nevada state line has been upgraded to a four-lane divided highway in an effort to improve traffic flow, support the movement of freight and enhance safety through this heavily traveled area. The entire northern segment of US 93 from Kingman to the Nevada state line (mileposts 1-68) is now a four-lane divided highway following the completion of a $71 million project in 2010.

County Supervisors adopt $2.2 billion budget for upcoming fiscal year NORTH VALLEY – Faced with sluggish tax revenues and $32.2 million in state budget impacts, Maricopa County supervisors recently adopted a conservative $2.2 billion budget for the upcoming fiscal year.

The budget adds significant new funding for criminal justice, including more prosecutors, probation officers, public defense, and money to replace the existing Durango Jail with a new intake center and jail.

“Our citizens can believe in this conservative budget that reflects our needs, not our wants,” commented Steve Chucri, chairman. “It is a collaborative effort that delivers a strong criminal justice system, invests in the County’s longterm infrastructure needs, and provides quality services.”

The spending plan includes a replacement jail and intake center. In addition to the jail, there will be four new courtrooms in the East Court Building.

“The Board has continued to demonstrate its commitment to fiscal prudence,” commented Supervisor Denny Barney.

“This is evidenced by more departments than ever submitting zero-based budgets which increases accountability.

The county is also making more shifts to invest in technology which will help reduce employee costs in the long-run.”

Officials described the operating budget and spending for three special districts as “structurally balanced,” with current revenues meeting current spending levels without

fund transfers or similar financial gimmicks.

“I am very proud of the conservative policies and prudent decisions put in place in delivering this year’s budget,” said Supervisor Clint Hickman.

“With almost 52 percent of this budget dedicated for public safety, we invested in Adult Probation, County Attorney and the Sheriff ’s Office, to make sure justice is served more quickly.”

According to County Manager Tom Manos, seven departments received budget increases from the current year, all of them in public safety and criminal justice. He said 40 other departments kept their budgets flat or made cuts.

“First and foremost, Maricopa County remains on solid financial ground with

today’s balanced budget and our long-term debt remains among the lowest in the nation,” stated Supervisor Andy Kunasek.

“Despite the multi-million dollar shifts and new state mandates, Maricopa County has been able to deliver quality services for our constituents in a fiscally sound way.”

The county will spend an additional $13.9 million, totaling $32.2 million next year in state-mandated cost shifts and direct contributions to the state as a result of legislative action to balance the state budget.

The county has absorbed $269 million from the state in adverse budget impacts.

The total budget is $2,234,405,833 for FY 2016; 52 percent will go to public safety and criminal justice.

“This was my first county budget process and it was surprisingly smooth,” said District 5 Supervisor Steve Gallardo. “It was very different, much more inclusive, than at the legislature. I feel we came up with a fair budget. We added much needed positions to important judicial functions and balanced the budget.”

The supervisors and budget officials agreed to add general fund money into the detention fund, depleted in recent years by slower growing jail sales tax revenues. That will allow the county to replace the aging Durango Jail, which opened in 1976 and houses about 1,700 inmates. The jail will also house a new intake center, currently located within the 4th Avenue Jail in downtown. The county will build the replacement jail with current funds as it continues to follow its modified “pay-as-you-go” policy for capital construction.

Other budget highlights: • Adds 30 probation officers for heavier caseloads; • 26 new prosecutors and support staff for County Attorney’s Office; • Invests in increased cybersecurity protection; • Two new initial appearance courtrooms; • Total budget is $157 million below maximum tax levy.
