To ensure student safety in Prince George’s County Public Schools, the school system is beefing up security by adding electronic safety devices to all schools and practicing emergency protocols. The school system is investing $7.5 million in devices such as surveillance cameras, electronic entry and panic buttons, and a system for alerting authorities in an emergency situation for its 205 school facilities, said Michael Blow, director of security for county public schools. Parent Teacher Organization President Dawn Wampler of Heather Hills Elementary School in Bowie said the measures are a good step for improving school security, as county schools don’t appear to be designed in a way that allows good supervision of the buildings. “I know that security issues are something that has been very important to the staff,” Wampler said. “I’m glad that the county is actually being proactive in making some changes.” Because of school size and layout, some schools will take longer than others to get physical security enhancements. This summer, Blow said officials did a preassessment on the schools to see which would be easier to do based on the building’s age, size and layout. “It won’t happen by the time school starts, but by the time school starts we will
be well underway,” Blow said. The installments will begin Aug. 1 and be done by the end of the school year, he said. While about 150 of the schools have surveillance cameras, about a quarter of county schools still do not, Blow said. The school system has been authorized to have supervisory personnel oversee security staff at all of the schools and the security staff’s job will be to make sure staff are in the appropriate places and to support the principals, Blow said. There was also a large-scale active shooter drill July 19 at High Point High School in Beltsville, with observers from the school system and law enforcement personnel. Blow says the schools system plans to partner with law enforcement and fire safety at least three times in different locations throughout the year to ensure school officials and public safety personnel get the opportunity to practice for crises together. Prince George’s County Public Schools Security is also in the infancy of planning quarterly lockdown drills to make sure everyone has a basic understanding of the appropriate responses if an incident occurs, Blow said. Segun Eubanks, school board chairman, said during the spring security staff worked closely with law enforcement partners to make recommendations to the board for expanded security measures, such as panic buttons and electronic entry. “I believe these measures will greatly improve safety and peace of mind for both students and staff,” Eubanks said. “After we have had the opportunity to see these new measures in action, we will see what additional improvements need to be made.”
Reporting bullying and harassment in Prince George’s County Public Schools may become easier this school year with a new online version of the form available on the school system’s website. Downloadable copies had previously been available at www1.pgcps.org/antibullying/, and had to be delivered by hand to the school, but the new forms can be filled out and submitted online, said Diane Powell, director of Student Services in the Office of Student Engagement and School Support. Powell said the online form will make it easier for students, who may feel intimidated or worried about retribution, to file bullying reports. Forms are also available in each school’s office, in guidance counseling and at other locations in schools, in both English and Spanish, Powell said. In the 2011-2012 school year, there were 325 reported bullying incidents in county schools, according to the “Bullying, Harassment or Intimidation Report” presented to the Maryland General Assembly in March as required by law.

According to the report, Prince George’s has the second lowest number of reported incidents per 100 students (2.6) in the state with only Harford County having fewer per-capita reported incidents (2.1). Beth McCracken-Harness, former president of PGTAG, a community organization for parents of children in the county’s Talented and Gifted (TAG) program, said the issue of bullying is a major concern. “I think there are lots of unreported incidents,” said McCracken-Harness, based on conversations with other parents. The new online system will also allow for better tracking of reports, Powell said. Parents or students who file reports will be notified of the outcome, Powell said, but due to privacy concerns, cannot be notified of any punishment issued to the offender. If parents are not satisfied with the outcome of the investigation, they are encouraged to contact her office, at 301-567-5702, and officials will take a second look at the investigation. William Reinhard, spokesman for the Maryland State Department of Education, said parents can contact the MSDE if they feel a bullying incident has still not been handled satisfactorily. “But the bottom line is, these incidents should be handled locally,” he said.

Two schools moving into newly built buildings, a just-starting public charter school and new career academies in schools are samples of what’s to come in the 2013-2014 academic year for the Prince George’s County school system. Expanding specialty programs in select schools for students wanting specific career paths will continue next year, according to school system officials. Four additional high schools will start offering career academies — student programs that target specific professions. The additions are a part of the district’s Secondary School Reform, which brings academy schools and career-oriented programs to schools throughout the county. This will be the third year of a six-year implementation plan, said Lynn McCawley, a school system spokeswoman. She said that in addition to new schools starting academies, the Aviation and Transportation and Environmental Studies academies will open for the first time. Current academies in select schools are: Architecture and Design; Consumer Services, Hospitality and Tourism; Business and Finance; Global Studies; Law, Education and Public Service; Engineering and Science; Graphic Arts, Media and Communication, and Health and Biosciences Academies, all of which will be expanded. “The addition and expansion of these programs include new curriculum, staffing and facilities,” McCawley said. Apart from career-based programs, a new public charter school launches this school year. The College Park Academy
in Hyattsville, offered to middle and high school students countywide, will open its doors, beginning with grades 6 and 7 its first year and expanding each year. The new charter school will become the county’s eighth. The academy will be housed in a former private school on Adelphi Road in Hyattsville, just outside College Park’s city borders. The school will start with about 200 students. The school’s curriculum will have a mix of face-to-face teaching for traditional subjects such as science, and online instruction for subjects such as Chinese. “It’s a unique learning approach this school is taking that will allow students to use the best instruction to accelerate their learning,” said Mickey Revenaugh, a spokeswoman for Connections Academy, which formed the academic model used at College Park Academy. “Each student will have an individualized learning plan.” A few capital improvement projects also will take shape this school year, such as a new school for Oxon Hill High School. The new building is on Clipper Way, next to Oxon Hill’s current school building. The $82 million, 254,000-square-foot building will have athletic fields, a gymnasium, 65 classrooms, computer labs, an 800-seat auditorium, and a health and wellness center, according to officials. Avalon Elementary School also will move to a new building on Webster Lane in Fort Washington, replacing the former building on the same site. The new $19 million, 60,000-squarefoot school will house 450 students and 25 classrooms, and will have athletic fields. Both Avalon’s and Oxon Hill’s school buildings are expected to receive a LEED Gold Certification, a environmentally friendly building designation given by the U.S. Green Building Council’s Leadership in Energy and Environmental Design.
T. Carter Ross, secretary of the Hyattsville Elementary PTA, said fourth-graders at the school started last school year with more than 30 students per teacher. An influx of kindergartners posed problems too, he said. “We had a huge cohort of kindergartners. Then they added a fourth kindergarten teacher, and that made things easier,” Ross said of Hyattsville Elementary, which has a state-rated capacity for 406 students, but last year had 537, according to school data. State-rated capacity is “the maximum number of students that can be reasonably accommodated in a facility without significantly hampering delivery of the educational program,” according to the state Department of Education website. Although the Prince George’s school system no longer tracks average class sizes, school data shows that 42 of the county’s 204 public schools are expected to have student populations exceeding their staterated capacity this school year. Earnest Moore, president of the Prince
George’s PTA Council, an umbrella group for school PTAs, said many overcrowding problems are temporary. “We had parents comment on classroom overcrowding at the beginning of the year, but when we checked back in with them in the middle and especially by the end [of the school year], most of those problems seem to have been resolved,” Moore said. The county school system has 63.9 teachers per 1,000 pupils, a lower ratio than the state average of 68.2 teachers per 1,000 pupils, according to the 2012-13 Maryland State Report Card. Approximately 125,000 students are enrolled in county schools, according to schools data. “If a school is overcrowded, we have a couple ways to deal with the issue,” said Max Pugh, the county school system’s director of communications. “One way is to repurpose rooms. For example, you might use a science lab as a classroom. Or, you might move the band classes to the stage and use the band room for a classroom. Once schools run out of space, we put temporary classrooms on the site.” Other ways the school system has dealt with overcrowding is to realign boundaries with underpopulated schools, or, when necessary, build new schools when funding becomes available.

Instead, she uses an iPad computer tablet with a mobile application to create work tailored to her class, allowing students to access the work electronically, as well. “They can copy and paste the definition from the Webster’s app, they can add a picture, and it is much more multisensory for them,” she said, explaining that having iPads in the class helps keep students attentive because the devices offer more interactive learning. “They tend to retain the knowledge and they are much more attentive to what the word is and its meaning.” Galinat teaches at one of four middle schools in Prince George’s County that uses iPads in everyday teaching. Students at Charles Carroll in New Carrollton, Nicholas Orem in Hyattsville and William Wirt in Riverdale also have one-toone usage — as each student is assigned a tablet. Although most county schools do not have iPads for every student to use during class time, many have begun to use them as learning tools. In 2012-2013, there were 28 county schools that had at least 100 iPads for class-time use, and each principal and assistant principal throughout the school system has been issued an iPad for use in developing new course work and to use for administrative tasks. Lynn McCawley, a school system spokeswoman, said iPads bring technology and new learning opportunities for students. For example, iPads allow for “flipped” classroom models, where students take iPads home to learn lessons and do assignments when they return to class, rather than the traditional model of learning the lessons in class and doing assignments for homework, said Carroll Principal David Curry. While they do their assignments in class, iPad applications tell teachers where students need improvement, said Curry, who had 12 teachers operating flipped classrooms in the 2012-2013 school year. “It gives [teachers] real-life data to immediately assess the needs of the kids instead of figuring it out during the class period,” Curry said. The school system is also using iPads for the ease of use, portability and affordability, said Wes Watts, chief information officer for the school system. A cart of about 30 laptop computers cost about $30,000 while the same number of

McCawley said the school system had not run an analysis of how much the iPads cost the school system in total and had no estimate. But there is a price tag for the implementation of the one-to-one program operated at William Wirt, Buck Lodge, Charles Carroll and Nicholas Orem, said Debra Mahone, director of state and federal programs for the county school system. The program was paid for through $3.5 million in grant

funding from the American Recovery and Reinvestment Act, which funded iPads, some MacBooks for the schools, and teachers’ training to use the iPads and applications, she said. She said the school system would not be able to fund similar one-to-one programs at other schools unless grant funding is obtained due to the costs. McCawley said it was difficult to assess whether the iPads have led to any increases in school performance, but the school system is working to assess their impact. For her part, Galinat said the iPads help keep students attentive in class because they offer more interactive learning. Jovany Melgar, a rising eighth-grader at Buck Lodge, said the iPads have helped him when he needed to know quick information. “When I was in social studies class, I didn’t know that George Washington had a wig on,” he said. “So I looked it up. … I was not able to do that before.”

lthough Prince George’s County students are using iPads more frequently in schools, education officials said they have no plans yet to go paperless, as some schools across the country are aiming to do. But the implementation of iPads means paper will be used less often in county schools, which one expert said may not be such a bad thing. More research will need to be done to study the effects of using less paper on learning in the classroom, said Joseph McCaleb, who is helping oversee an iPad computer tablet program for students at Emma K. Doub School for
Integrated Arts and Technology in Hagerstown. However, from what he has seen, he said students often are more engaged and attentive to detail when typing in an iPad rather than writing with pencil and paper. “They can use they keyboard relativity easily and they can change things like misspellings or words left out or make other revisions,” said McCaleb, who is also a professor in the College of Education at the University of Maryland, College Park. McCaleb said writing by hand should still be practiced, and a good balance should be struck between using iPads and doing work on paper to keep students practicing their handwriting. As far as reading, he said e-books, digital publications of books that can be read on electronic devices, are often more convenient, as students can more easily take notes in the text and highlight areas to reread. But there are cost considerations for using primarily ebooks for class, said Lynn McCawley, spokeswoman for the county school system.

Despite uniforms, students find ways to show individuality n
Flexibility in dress code varies by school BY

Olivia Perkins of Laurel doesn’t mince words when it comes to the uniform policy at her school, Laurel High School. “To be honest, I absolutely hate it,” said the 15-year-old. “It doesn’t let us portray our personality.” Still, even with the school’s policy that requires a collared white shirt and khaki pants, Perkins and other students in Prince George’s County find ways to add bits of personality to the uniform, she said. One school day, Perkins had accessorized her uniform with a light brown sweater, black earrings, a red hair clip, and four brightly colored bracelets with messages such as “Say no to bullying.” “When I wake up in the morning, I don’t want to wear the same uniform as everyone else. I want to look different,” she said. “I’m

going to try and find more and more things I can add in that works with the uniform policy.” During the 2012-2013 school year, 160 of the county’s 204 schools had a mandatory uniform policy, setting standards for pants, shirts and shoes worn during school hours. The county school system has allowed individual schools to maintain uniforms since the 1998-1999 school year, Lynn McCawley, a spokeswoman for the county school system, said in an email to The Gazette. Schools can establish a uniform policy by a vote among parents and guardians at the school, according to PGCPS rules. Each school sets its own standards for what color or type of clothing may be worn, but students still can express themselves in a variety of ways, according to principals. Bracelets, necklaces, rings, earrings, belt buckles and even hairstyles are open areas for students to show a bit of flair. “We do have the uniform look, but you can see their per-
sonality through the jewelry or accessories they have on,” said Pearl Harmon, principal of Barack Obama Elementary School in Upper Marlboro. Harmon’s school has a uniform policy that consists largely of navy blue shorts or pants and a gold, light blue or burgundy shirt. Depending on each school’s policy, officials said various restrictions may apply, such as ensuring hairstyles and jewelry does not contain any offensive imagery. Students who skirt the uniform policy at Kingsford Elementary School in Mitchellville that calls for a light blue top and navy blue pants with items such as colorful earrings or brightly colored shoes are generally counseled by school staff. Counseling or a note sent home to parents generally resolves the matter, said Paulette Watkins, principal of the school. “We understand they want to have a little individuality,” she said. “A bow here and there, that’s not disruptive. Loud green shoes, those are disruptive.”

Bond Mill Elementary in Laurel does not have a uniform policy and isn’t looking to adopt one in the near future, said Justin Fitzgerald, the school’s principal. “I don’t want to have spend a
portion of my day figuring out if a student has the right color belt,” he said. “I’m able to focus my attention on other areas of the school day, observing a classroom [or] watching students learn.”
