Technology helping parents gain quick access to school information County school system ‘aggressively’ pushing electronic communication n

Last August was a busy time for the Prince George’s County Public School system’s communication office. “There was the earthquake, then the hurricane, then the flooding,” schools spokesman Briant Coleman said, and each time, the office was flooded with calls from parents. “We found if we put out information on the website, it would reduce the calls we got. But then the website would go down because so many people were going on it.” The string of emergencies showed the school system they were not doing enough to get information to parents, so in November, they introduced the E-Alert system, which sends par-

Officials say K-8 academies better prepare students for high school, college BY

Three years since seven Prince George’s County schools were transformed into kindergarten through eighth grade academies, school officials say the format better prepares middle school-aged students for high school and beyond. “This has the potential to be hugely successful,” said Glenda Washington, principal of William W. Hall Academy. “In a K-8 setting, there is a better chance of fostering relationships. That’s what’s needed to have the type of results we’re hoping to see in children, which is higher achievement.” A. Duane Arbogast, the school system’s chief academic officer, said the Board of Education voted in 2009 to consolidate under-enrolled schools and converted seven schools into

K-8 academies. Arbogast said the consolidation of select schools into K-8 academies was done to offer continuity in the types of academic programs, such as visual and performing arts offered, so an education focus stays with the students longer. “It’s all about the continuity of programs,” he said. “So for French immersion, we don’t want there to be a French immersion elementary school and then not a middle school.” Arbogast said test scores of K8 academies do not show a significant increase or decrease in performance. Washington said the Capitol Heights school has become a family-like environment for students by instilling the idea that the 535 students should treat all 30 teachers as if they were their own. “There are teams of teachers teaming on two grades, so the children may see four teachers one year, then next year they’ll see two new ones and two who are the same,” said Washington, who added that strategy has helped students feel comfortable and, in turn, perform better in
their education and be more open to learning. Amy Hansen, PTA president at Greenbelt Middle School, which has a traditional middle school model with grades six through eight, said it might be better for students to transition into new schools with new teachers and students. “You’re getting a bigger variety of kids and can offer more courses,” Hansen said. “You have the potential of being able to offer courses like French and Spanish, but you can’t do that when you have a smaller population of students.” At the Accokeek Academy, Principal Judy Adams said having a K-8 structure allows the students to be better thinkers and have a more organized mind. Still, some K-8 school parents say they have seen some downsides to the setup. Ray Lacy of Accokeek has two children attending Accokeek Academy and is a member of the school’s Parent Teacher Student Association. He said the focus of the K-8 structure is on “collegereadiness” when it should be more geared toward “high-school ready.”

Teachers dialing up cell phones for classroom use Experts: Not all students need phones
Educational functions being tapped, although some say utilization could disrupt instructional time n

When students glance at their cell phones during class, it doesn’t necessarily means they’re texting a friend or looking up an answer. Prince George’s County teachers and students are harnessing the increasing abilities of smart phones that can access the Internet — for education-related purposes. “It’s good that [students] have found a way to take what they’ve seen at school and use it on their personal devices,” said Cara McMahon, Spanish teacher at Nicholas Orem Middle School in Hyattsville. “It’s an important thing to harness. Technology’s not going away.” McMahon’s students use phone applications such as iTranslate to help with words they don’t know. Other students who are interested in learning French, which is not offered at the school, have downloaded French language apps to teach themselves, McMahon said. Some students find it helpful to listen to music while working independently, which doesn’t bother McMahon, she said, if she’s not giving instructions. The county school system’s written policy says students can use cell phones “for approved instructional use by the student’s teacher” but at no other nonemergency time during the school day. “Images taken or stored on cell phones or [personal electronic devices] during school hours and/or on school property may not be shared or posted electronically,” the policy continues. Schools spokesman Briant Coleman said the policy is enforced by principals on a caseby-case basis. Jasmine Gillispie, a recent graduate of Oxon Hill High School, said her teachers often allowed students to use their phones to take notes, write deadlines in a calendar or look up information. “Having a phone with Internet access is helpful,” said

Pullen Creative and Performing Arts School in Landover, a cell phone when she was in the sixth grade. The family established cell phone rules such as limiting use exclusively for contacting parents or caregivers, Holmes Johnson said. “There was just a whole other level of anxiety that came about after 9/11 and more recently after the [Aug. 24] earthquake,” said Holmes Johnson, who added text messaging to her daughter’s phone after calls wouldn’t go through that day. For students who have “a level of independence where they’re not constantly under supervision, it’s an important device to have,” she said. Holmes Johnson said her

Wesley Watts Jr., the school system’s chief information officer. By December, that number will be almost 100 out of about 200 county schools. The use of cell phones in the classroom could be helpful, but “it would put those students who can’t afford those phones at a disadvantage,” said Richard Dixon, a Capitol Heights resident whose son, J.D., is a rising junior at Forestville Military Academy. And cell phones likely provide more distraction than instruction, as students would be tempted to check text messages or play games, he said. According to 2012 research, more than 75 percent of all 12- to 17-year-olds nationwide have a cell phone, said Amanda Lenhart, a senior research specialist with Pew Research Center's Internet & American Life Project. The following is a list of Aftab’s recommendations for parents: n Do spot checks of text messages, pictures, Internet history and
available accounts, such as Facebook, on your child’s phone. Any time a parent asks, the child must give the phone for a spot check.
n Take away the phone at bedtime. Children often text or call friends when they should be sleeping.
n Use parental controls available from major carriers to block Internet access to certain sites, to limit the number of text messages sent or received, to disable calling and texting features during certain times, and to monitor where your child is using a GPS feature. Cell phones can prove distracting in school and could pose a threat to test security, as students could photograph test questions or send a text message asking for an answer, said Glenn Chester, president of the parent-teacher-student association at Potomac High School in Oxon Hill. But Chester also noted possible uses for cell phones: research, text message reminders, educational applications and digital calendars. Karyn Lynch, Prince George’s County school system’s chief of student services, said there might be educational uses for cell phones, but there’s no reason students need cell phones at school. Any resource students need, such as a nurse or an office phone on which to call a parent, is provided at each school, she said. The school system’s policy says students who do bring cell phones to school must keep them off and put away during the school day. access educational resources.” Issues such as cyberbullying and the disruption of class time are why Parry Aftab, founder of the cybersafety group WiredSafety.org, recommends all schools have a “well-articulated, enforced policy” that keeps cell phones in lockers during the day and put away while students are on a school bus. But “the risk of using [cell phones] at school far outweighs the benefits,” Aftab said. About 12 percent of teenagers said they were bullied in person in the past year, compared with 9 percent who said they were bullied via text message, 8 percent who said the bullying occurred online, and 7 percent who reported they were bullied through a phone call, Lenhart said, based on Pew’s 2012 research. About one in five children admits to being an online bully, said Rebecca Randall, vice president of education programs for Common Sense Media, a San Francisco-based family advocacy organi-
zation focused on investigation and education about media and technology. But all children must be taught to behave responsibly and respectfully online, whether on a smart phone or a computer, she said. “More and more, schools are incorporating mobile technology,” Randall said. “That line between home and school has blurred.” To ensure the most effective use of technology in the classroom, students must learn what is acceptable to share online, how to respect others’ privacy, and what constitutes fair use of a copyrighted piece of work, said Randall, who would like to see cell phones used more frequently in classrooms. “I would like to see more adoption of [cell phones] — if they’re used ethically,” she said, mentioning apps that send text message reminders before tests and that create online flash cards. “This is the world they are living in,” Randall said. “Our kids are growing up surrounded by, bombarded by digital media.We want kids to harness it to its full potential.” abrownback@gazette.net

County schools plan to stay in the flow of cursive writing Although some systems are nixing the practice, Prince George’s officials say it remains a necessity n

The average second-grader is many years away from signing a personal check, but the cursive writing needed to pen a signature still is a necessity despite a state curriculum standard that doesn’t include it, Prince George's County public school officials say. There are no plans to phase out cursive writing, a linked and curved type of formal handwriting, from the school system’s curriculum despite the fact it is not included in the Common Core Standards, said A. Duane Arbogast, chief academic officer for the system's division of academics. State curriculum reflects Common Core Standards, a national set of teaching objectives for language arts and math that the state adopted in 2010. Arbogast said there’s an emphasis on communication, writing content and precision in Common Core Standards, but cursive writing wasn’t specifically listed. The omission of the cursive writing requirement has sparked debates nation-
wide, dividing those who think the time spent on the lessons could be better used — especially in light of the increasing use of computers and text messaging — and those who say cursive writing is a necessity. Arbogast said cursive writing is a code that students need to be able to crack, he said. “The requirement to use cursive in the upper grades and later in life don't seem to be like when we were young, but they still have to be able to read and write in cursive, so it's still with us,” Arbogast said. Benita Nicholson, a reading specialist at Capitol Heights' Doswell E. Brooks Elementary School, said cursive writing is a quicker form of writing, and students won't be able to decipher handwritten documents such as letters if they don't know how to write in cursive. "Once they begin, they like it and they like the way it looks because of the easy flow and the way the letters are formed," Nicholson said. "It's not just sticks and the ball. Each person's signature is different, each person's cursive writing is different." Nicholson said teachers typically begin teaching cursive writing at the end of the second grade, and then reinforce it in the third and fourth grades. "The reality is that most students have difficulty with the keyboarding,"

Nicholson said of computer learning. "They're still picking with one finger. They'd rather write something rather than do it on the computer because they've been doing it so long."
Nicholson said students should be secure with cursive writing by the end of the fifth grade, but typically don't learn keyboarding until they reach middle school. Wendy Frederick, a Talented and Gifted coordinator for Capitol Heights Elementary School, said students ask why they have to learn to write in cursive when they often use a computer, and she reminds them they will need to know cursive to write checks. "They're probably not thinking about that in second or third grade or even fourth, but I let them know that it has to be in cursive, your distinctive writing," Frederick said. Central High School senior Tobi Oke, 18, said he only writes in cursive since he attended private schools for the first and second grade that told him he would need to know how to write in cursive by the time he reached high school. Upon transferring to Mitchellville’s Kingsford Elementary School in the third grade, he said his teachers did not require students to write in cursive. “Going to a Prince George’s County Public School it’s not something that’s enforced,” Oke said. “... For Prince George’s County students, the opportunity to learn continues after school hours thanks to a variety of free programs aimed at providing students with tutoring and homework help. During the school year, the county offers programs such as the Count On US Math Show, a live TV show aired Monday and Wednesday that allows students to call in questions or send emails about math problems. Educators support programs that provide opportunities to learn outside the school day and school year, said Briant Coleman, a spokesman for the county’s school system. “We know that learning doesn’t stop once a child leaves the classroom,” he said. “It has to be a holistic approach to the education of children.” Students also can view videos made by the school system that provide tips for preparing for various standardized exams such as the Maryland School Assessment, High School Assesment, the SATs and Advanced Placement exams. Perhaps most useful to children is the library system’s Brainfuse online learning program, said Kathleen Teaze, direc-
tor of the county’s library system. The online service allows library patrons to ask questions on a variety of topics. The service is available from 2 to 11:55 p.m. daily. The library’s Ask Us Now program allows students to be con-
nected to librarians via text chats or email and receive instant help with questions. Students may not be interacting with their local librarian though as the 24-hour program also uses librarians in other states and countries.
“While we’re not an extension of the school system officially, we take the lifelong learning piece of our mission very seriously,” said Teaze, who has worked in libraries for 22 years. There also are community groups that offer free homework help and tutoring. One of them is the city of Greenbelt, which offers free, drop-in tutoring Saturday mornings for students of all ages through the Greenbelt Cares Youth and Family Services Bureau. Other organizations also have stepped up to provide help. Hillside Work-Scholarship Connection, a regional nonprofit that provides a mixture of mentoring and tutoring, gets youth ready for college or employment after high school. “This year we graduated our largest class to date, 52 students,” said Carene Brodie, executive director of the program. The organization serves about 200 students yearly and currently partners with Central, Fairmont Heights and Suitland high schools and G. James Gholson and Drew Freeman middle schools. “If they’re enrolled at any of those schools, we can screen them for enrollment,” Brodie said. The opportunities available to students can vary depending on school and time of year. Students or their parents should check with guidance counselors and teachers to see what free programs might currently be available.
New education software improves collaboration, officials say Google Apps for Education allows for better group work, instant teacher feedback

Students at Oxon Hill High School’s online student newspaper, The Searchlight, may not spend their days designing a print edition of their publication, but they’ve discovered an easy way to manage and edit their articles — Google. The students use Google Apps for Education, a suite of applications from word-processing to website design, to write, edit and publish their stories. Ashley King, 16, an 11th-grad-
er and reporter for The Searchlight, helped another student reporter answer editors’ questions via Google Documents’ live commenting function. “It’s great, because people can leave comments and you can reply and collaborate on articles,” Ashley said. “...It’s a lot better than dealing with handwritten notes and comments.” Students at 38 Prince George’s County public schools, including all 30 high schools, have access to the free programs, which officials and students said helps them to learn in new and more efficient ways, from the use of multimedia tools to teachers providing quicker feedback on work throughout the writing process, not just after something has been turned in.
Meghen Ehrich, a county schools instructional technology specialist, said Google Apps also provides a professional development outlet, since teachers can share lesson plans and best practices with each other, either in the same school and across the county. Ehrich, who trains teachers to use the various apps, said the programs help teachers and students collaborate on a real-time basis, whether in the classroom or at home or the library after school. “Google Docs allows students to collaborate with their classmates together in class, in another section or another school altogether, either simultaneously or at separate times,” she said. “And with Google’s ‘commenting’ feature, they can see feedback from
their teachers immediately so they can revise their work. It’s really an ongoing learning process.” Briant Coleman, a county schools spokesman, said a report showed that between February 2012 and July 2012, the system featured between 37,000 and 39,000 users reading and contributing in the various applications. Jason Flanagan, an English and journalism teacher at Oxon Hill High School, said he had groups of students work simultaneously on slides through Google’s slideshow presentation app as they read Julius Caesar. He said teachers have been slowly incorporating more aspects of the software’s functionality. “The teachers have to become more comfortable with the soft-
ware [before you’ll see more widespread use],” Flanagan said. Hyattsville resident Earnest Moore, president of the Prince George’s County Parents and Teachers Association Council, said parents have given generally positive reviews, especially teachers’ new ability to collaborate more quickly and directly with students in and out of the classroom. But some students eventually would like to see the system better integrated in their standard social media landscape. “They don’t like having to constantly log into the system to follow up, rather than just doing it through Twitter and Facebook,” Moore said. “They’d just like to have it more in line with what they currently use.”
