Annual guide to the county Welcome to The Gazette’s annual guide to Montgomery County. Do you need to know your elected officials? Are you wondering who to call if your recycling isn’t picked up? Or maybe you’re just looking for a new church or a sports team for your child. This guide is designed to help you find out about the services and resources that we in Montgomery County can take advantage of throughout the year. We’ve stuffed this guide with information about the county and each of the communities we cover. So if you’re living in Gaithersburg, Bethesda, Silver Spring or Rockville (to name just a few of our community editions), we have the lowdown on who’s who and what’s
where. Even in communities where we do not have Gazettes, we’ve tried to include some information. We’ve included lists of key institutions — from schools to libraries to parks to places of worship — all of which gives us an opportunity to explain how The Gazette works. We print newspapers each week for communities in Montgomery County and cover what’s happening in your county, your town, your city and sometimes your neighborhood. We tell you how your child’s sports team is doing, what schools are planning, where the movies are, how business is faring and about the celebrations important to your friends and neighbors — weddings, anniversaries and accomplishments. It’s easy to get a news item in
The Gazette. Send it to us by mail, by email, by telephone, by fax or just drop it by our main office in Gaithersburg. On page 12 are some key names and numbers to help you. And don’t forget to check our website at www.gazette.net. Note to readers Because Montgomery is so large — there are about 1 million of us living here — we might have overlooked something you need. In some cases, because of space constraints, we have omitted some information. If you can’t find certain information or see an error, send us an email at editor@gazette.net or mail the information to Community Guide, 9030 Comprint Court, Gaithersburg, MD 20877.

Verizon is the “incumbent” local telephone service in the Washington, D.C., region. Comcast is the main provider of cable television services for the county. A joint venture involving Pepco and Residential Communications Network also sells cable TV, phone and Internet access packages in parts of the county. Courts
The court system in Montgomery County is headquartered in the county seat, Rockville. Here is a brief overview of the legal system:
DISTRICT AND CIRCUIT COURT There are two levels of trial courts: the state-run District Court, operating in Rockville and Silver Spring, and the county-run Circuit Court of Montgomery County (part of Maryland’s Sixth Judicial Circuit with Frederick) in Rockville. Generally speaking, the District Court handles small claims cases, as well as misdemeanors and felonies with penalties of less than three years in jail or as much as $2,500 in fines. Speeding, redlight running, drunken driving and landlord-tenant cases generally
are heard there. All trials in District Court are argued before a judge; the court hears no jury trials. The Circuit Court handles major civil and criminal cases, family law cases such as divorce and custody, and appeals from the District Court. It is the only court in the county to have jury trials. Juvenile Court is part of the Circuit Court, but is temporarily housed at District Court in Rockville until the Circuit Court is expanded. The county’s District Court has 11 judges, including Administrative Judge Eugene Wolfe. The county’s Circuit Court has 22 judges, including County Administrative Judge John W. Debelius III. Information can be found at www.courts.state.md.us. The Rockville courthouse from the south side (Vinson Street, across from Rockville City Hall), showing the reflection on the wall of windows.

The state’s attorney for Montgomery County serves an elected four-year term. John McCarthy (D) was elected to the office in 2006 and again in 2010.

County schools The operation of Montgomery County’s school system (www.montgomeryschoolsmd.org) is the responsibility of Superintendent Dr. Joshua P. Starr, who took over the leadership of the schools on July 1, 2011. BOARD OF EDUCATION
The Board of Education is the official policy-making body for Montgomery County Public Schools. Members serve four-year terms. Elections are conducted every two years. Three, then four, board positions are filled in alternating election cycles. Two candidates run at-large, and five candidates represent the school board district in which they live. All candidates are elected countywide. The school board members are: • Judith Ringgold Docca (Dist. 1) of Montgomery Village, term ends 2014 • Laura V. Berthiaume (Dist. 2) of Rockville, term ends 2012 • Patricia B. O’Neill (Dist. 3) of Bethesda, term ends 2014 • Christopher S. Barclay (Dist. 4) of Takoma Park, board vice-president, term ends 2012 • Michael A. Durso (Dist. 5) of Silver Spring, term ends 2014 • Philip Kauffman (At-large) of Olney, first term ends 2012 • Shirley Brandman (At-large) of Bethesda, board president, term ends 2014 • Alan Xie, student board member, one-year term
ends June 30, 2012. The board can be contacted by email at boe@mcpsmd.org; by regular mail at Carver Educational Services Center, 850 Hungerford Drive, Rockville, MD 20850; or by phone at 301-279-3617.
SCHOOL BOARD MEETINGS
The board meets twice each month, usually at 10 a.m. on the second Tuesday and at 6 p.m. on the second Monday after that. Dates and times are subject to change. To see a list of upcoming meetings visit www.montgomeryschoolsmd.org/boe/meetings. Most board meetings take place in the Board of Education’s conference room in the Carver Education Services Center, 850 Hungerford Drive, Rockville. Meetings also are broadcast on Montgomery County Public Schools Cable Television channel 34, Verizon FIOS Channel 35 and RCN Channel 88. They also can be watched on the Internet at www.montgomeryschoolsmd.org/boe/meetings/.
STUDENTS
Montgomery County’s public school population continues to grow in numbers and diversity. The 2011-12 enrollment in county public schools is 146, 456 with students attending one of 200 county
schools. The school system’s population represents several ethnic groups, the largest are: 33.8 percent white, 26 percent Hispanic, 21.2 percent African-American and 14.3 percent Asian. School system students come from more than 160 foreign countries. Of the county’s school-age children, 85 percent are enrolled in public school. The rest attend private schools or are home-schooled. Each school serves students who live within the boundaries of one of the county’s high school clusters. Clusters include one or more high schools, one or more middle schools and several elementary schools. To determine which school serves your area, visit mcpsmd.org and select School Assignment Locater or call 240-314-4710.
REGISTRATION
Maryland law requires children ages 5 to 16 to attend school. Children who turn 5 on or before Sept. 1, 2012, must enroll in school for the 2012-13 school year. Elementary and secondary schools have registration sessions through the summer. Students who are not U.S. citizens may register at the International Student Admissions Office, Rocking Horse Road Center, 4910 Macon Road, Rockville. For information, call 301-230-0686. To register for school, a new student needs to show proof of age and identity, proof of county residency and immunization records.

MAY 2012
Burtonsville From its beginning as a small farming community to its suburbanization in the mid-20th century, the history of the Burtonsville area is one of perpetual change, as its residents have continued to keep pace with the times. Founded by Isaac Burton and his wife, Keturah, in the 19th century and known as Burton’s, the area was home to a small group of farmers with a store and blacksmith shop. Today, the area known as Burtonsville is a cluster of growing and increasingly developed communities, including White Oak and Fairland in the south and Cloverly and Spencerville farther west. The area has changed throughout the years, becoming a bedroom community for thousands of people working in metropolitan Washington, D.C. Most of the industrial activity in the area has centered around U.S. 29, which was built in 1816 with funds designated by the federal government. In the early 1980s, the extension of U.S. 29 as a four-lane highway made the community accessible to new residents and commercial development.

Silver Spring The origin of the name “Silver Spring” comes from a spring discovered by Francis Preston Blair, an editor of the former Washington Globe newspaper. He and his daughter, Elizabeth, were horseback riding through a wooded area near what now is Georgia Avenue when Blair was thrown off his horse. When he found the horse, its reins were caught on a bush near a stream that Blair thought looked silver. Blair liked the area so much that in 1842, he bought 1,000 acres surrounding the stream and built a mansion on it, calling it “Silver Spring.” Silver Spring’s redeveloped downtown area is gaining attention from around the Metro area, anchored by the world headquarters of Discovery Communications, Round House Theatre and the American Film Institute’s Silver Theatre and Cultural Center. The Silver Spring Civic Building and the adjoining Veterans Plaza opened last summer, and officials continue to work on completing the Silver Spring Transit Center, which will bring all forms of transportation together where the Silver Spring Metro station currently stands.

Takoma Park In the late nineteenth century, real estate developer Benjamin Franklin Gilbert wanted an alternative to the malaria-polluted air and dirty water of Washington, D.C. He looked north, purchasing 100 acres straddling the Maryland-Washington, D.C., border. Marketing what he called the “Sylvan Suburb,” Gilbert named his 1883 purchase Takoma, an Indian name meaning “high up, near heaven,” later adding Park to emphasize the bucolic atmosphere. Takoma Park incorporated in 1890, and not long after, the Seventh-day Adventist Church moved its world headquarters to the town. In the coming decades, Adventist missionaries spread Takoma Park’s name around the world. The cultural upheaval of the 1960s brought another flood of residents, as groups of artists and musicians settled there. Once again, Takoma Park’s name spread, this time for progressive social policies and a mayor who lay in front of a bulldozer to stop an interstate highway. Today, Takoma Park is a diverse “Main Street Maryland” community of 16,715 people. In 2003, Utne magazine cited the city as “probably the leftiest ’burb anywhere,” a badge of honor for many city residents.

Wheaton Thea Lafond of Kennedy High School runs the 100 meter hurdles in the state track finals at Morgan State University.
Wheaton was named by Richard T. Mitchell, who owned a tavern on the northeast corner of Georgia Avenue and University Boulevard, where the Wheaton Pharmacy stood for 50 years until 1996. The man who provided the community’s current name was Maj. Gen. Frank Wheaton, who was commanding officer of the Army of Potomac and led the defense of Fort Stevens during the Civil War. From 1890 to 1910, while the population in the rest of Montgomery County declined or grew only slightly, Wheaton doubled in size. When Gov. Theodore R. McKeldin opened the “new” Georgia Avenue on Nov. 1, 1952, Wheaton expanded. With the construction of Wheaton Plaza in the late 1950s and early ’60s, Wheaton further enhanced its influence as a regional center of major importance in Montgomery County.
