ANNUAL GUIDE TO THE COUNTY Welcome to The Gazette’s annual guide to Montgomery County. Do you need to know your elected officials? Are you wondering who to call if your recycling isn’t picked up? Or maybe you’re just looking for a new church or a sports team for your child. This guide is designed to help you find out about the services and resources that we in Montgomery County can take advantage of throughout the year. We’ve stuffed this guide with information about the county and each of the communities we cover. So if you’re living in Gaithersburg, Bethesda, Silver Spring or Rockville (to name just a few of our community editions), we have the lowdown on who’s who and what’s where. Even in communities where we do not have Gazettes, we’ve tried to include some
information. We’ve included lists of key institutions — from schools to libraries to parks to places of worship — all of which gives us an opportunity to explain how The Gazette works. We print newspapers each week for communities in Montgomery County and cover what’s happening in your county, your town, your city and sometimes your neighborhood. We tell you how your child’s sports team is doing, what schools are planning, where the movies are, how business is faring and about the celebrations important to your friends and neighbors — weddings, anniversaries and accomplishments. The mission of the Affordable Housing Conference of Montgomery County (AHCMC) is to bring elected officials, housing and community development leaders, business professionals, activists and other community members together to address affordable housing issues and seek solutions. The Conference’s annual summit draws more than 400 participants to hear expert panelists and speakers. The Conference also organizes public/private sector Roundtables and other special events to highlight the need to create and preserve affordable housing in Montgomery County, MD. AHCMC also provides down-payment and closing cost assistance through the Conference’s “Break the Barrier to Home Ownership” Program. Grants up to $7,500 are provided to individuals/families of moderate income who are first-time homebuyers in Montgomery County.

TRASH, RECYCLING, ANIMAL CONTROL TRASH The Montgomery County Division of Solid Waste Services provides refuse collection services to a portion of the county’s single-family residents, predominantly in the downcounty area. Residents living in the remainder of the county must subscribe for refuse collection services with private collectors or obtain service through their homeowner associations. People living in municipalities must contact their local jurisdiction for more information. To drop off trash, call the Shady Grove Processing Facility & Transfer Station in Derwood at 240-777-6560.
RECYCLING The Montgomery County Division of SolidWaste Services provides recycling collection services to all singlefamily households in the county, with
the exception of households in municipalities where their local jurisdiction or a private collector provides recycling collection services. In the blue recycling bin, residents can recycle glass bottles and jars, aluminum cans and foil products, bimetal steel/tin cans, aerosol cans that contained non-hazardous or non-automotive materials, and plastic bottles, containers, jars, tubs, lids, pails, buckets and flower pots. In the blue wheeled recycling cart residents can recycle cardboard boxes, newspaper, magazines, office and copier paper, telephone books, paperback and hardcover books, shredded paper, milk and juice cartons and frozen food boxes. By using reusable containers or paper lawn bags, residents may recycle grass, leaves, garden trimmings and brush. Or, try backyard composting of leaves and grass, or grasscycling by leaving grass clippings on the lawn after mowing. To recycle scrap metal items such
as appliances, bicycles, metal furniture, lawn mowers, filing cabinets and more, call DSWS the business day before your recycling collection day to schedule a special scrap metal recycling collection. Curbside recycling collection is once per week and recyclables must be set out at the curb by 7 a.m. The county also recycles other items such as computers, televisions and other consumer electronic items, motor oil, antifreeze, tires, textiles, used cooking oil and reusable building supplies. These items can be dropped off in person at the Shady Grove Processing Facility & Transfer Station/Recycling Center located at 16101/16105 Frederick Road in Derwood. ANIMAL CONTROL Montgomery County issues animal-related licenses and permits,
conducts inspections of animal-related businesses, and investigates animal cruelty, nuisance and bite cases. The county also manages a rabies prevention program, which includes projects to encourage pet vaccinations, to reduce the number of at-large dogs and cats, and to control rabid wildlife. In addition, the county removes dead animals from county roads. The Division of Animal Control and Humane Treatment is part of the Montgomery County Police Department. The Montgomery County Humane Society and Animal Shelter provides rescue, care, adoption, handles lost and found reports, returns lost pets to owners, and provides humane euthanasia of stray, unwanted, or wild animals. On-going public education efforts encourage the proper care and handling of animals. SERVICE CENTERS Montgomery County has five regional service centers: Upcounty, Mid-County, Bethesda-Chevy Chase, Silver Spring and East County. FIRE Montgomery County’s Fire and Rescue Services (www. montgomerycountymd.gov) are provided by volunteers and career staff. POLICE MONTGOMERY COUNTY POLICE DEPARTMENT The Montgomery County Police Department has more than 1,133 patrol officers, most of whom work out of six district police stations and numerous substations in the more populous regions of the county. The department is led by Chief J. Thomas Manger. As of May 2012, headquarters operations for the county’s police, fire and emergency management departments began relocating to the Montgomery County Public Safety Headquarters in Gaithersburg.
Operations for the police department’s Rockville district also were relocated to the new county public safety headquarters.
PARK POLICE The Montgomery County Park Police is the law enforcement arm of the Maryland-National Capital Park and Planning Commission, a bi-county agency responsible for park property in Montgomery and Prince George’s counties. The park system in Montgomery County includes

COURTS The court system in Montgomery County is headquartered in the county seat, Rockville. Here is a brief overview of the legal system:
DISTRICT AND CIRCUIT COURT There are two levels of trial courts: the state-run District Court, operating in Rockville and Silver Spring, and the county-run Circuit Court of Montgomery County (part of Maryland’s Sixth Judicial Circuit with Frederick) in Rockville. Generally speaking, the District Court handles small claims cases, as well as misdemeanors and felonies with penalties of less than three years in jail or as much as $2,500 in fines. Speeding, red-light running, drunken driving and landlord-tenant
cases generally are heard there. All trials in District Court are argued before a judge; the court hears no jury trials. The Circuit Court handles major civil and criminal cases, family law cases such as divorce and custody, and appeals from the District Court. It is the only court in the county to have jury trials. Juvenile Court is part of the Circuit Court, but is temporarily housed at District Court in Rockville until the Circuit Court is expanded. The county’s District Court has 11 judges, including Administrative Judge Eugene Wolfe. The county’s Circuit Court has 22 judges, including County Administrative Judge John W. TRANSIT MONTGOMERY COUNTY TRANSIT Although it might seem like everyone in the county drives, public transportation is widely available. There are many alternatives to driving. Below is information on where you can find a ticket to ride and a few tips on how you can more sanely reach your destination. There are many ways to get around Montgomery County. Metrorail, Metrobus and Ride On serve the county. With the addition of bicycle racks on all Ride On buses, cycling might be a good alternative. The best way to avoid traffic is to avoid driving during rush hour. Peak travel times generally are considered to be 7 to 9:30 a.m. and 4 to 7 p.m.
PARK AND RIDE LOTS
There are a number of county, state and privately maintained free park-and-ride commuter lots with connecting buses that allow you to meet your carpool or to take public transportation. Metrorail opens at 5 a.m. weekdays and at 7 a.m. weekends. It runs until midnight Sunday through Thursday and until 3 a.m. Friday and Saturday nights. Holiday hours vary. Fares run from $1.95 to $5 per trip, depending on the distance and time
of day. Metrobus schedules vary by route. Regular fares are $1.70; express fares are $3.56 with SmarTrip, $3.85 cash, senior/disabled fares are 75 cents SmarTrip and 85 cents cash. Exact change is required unless you are using a pass or SmarTrip card. A 20-cent fee is added to regular fares during peak-of-the-peak period — 7:30 to 9:30 a.m. and 4:30 to 6 p.m. based on the starting time of the trip. Passes and farecards: A pass or farecard is required to ride the Metro. Montgomery County’s public school population continues to grow in numbers and diversity. The 2012-13 enrollment in county public schools is about 149,000 with students attending one of 202 county schools. The school system’s population represents several ethnic groups, as of the 2011-2012 school year: 33 percent white, 26.6 percent Hispanic, 21.3 percent African-American and 14.3 percent Asian. School system students come from more than 160 foreign countries. Of the county’s school-age children, 85 percent are enrolled in public school. The rest attend private schools or are home-schooled. Each school serves students who live within the boundaries of one of the county’s high school clusters. Clusters include one or more high schools,

www.shadygrove.umd.edu The Universities at Shady Grove opened in fall 2000 on 50 acres at the intersection of Darnestown and Shady Grove roads in Rockville. The center is in collaboration with nine of the 11 degree-granting University System of Maryland institutions, and offers daytime undergraduate upper-division courses for students to complete their final two years of study for a bachelor’s degree. The Shady Grove campus also offers evening and weekend undergraduate and graduate programs.

GOVERNMENT The county executive and the nine members of the County Council are elected every four years. The next election is in 2014. The primary election takes place in June, followed by the general election in November. The Executive Office Building is at 101 Monroe St., Rockville. The County Council meets Tuesdays and also has committee meetings during the week. ROCKVILLE Rockville’s early history can be traced to pre-Revolutionary War, when the first inhabitants were Piscataway Indians and white trappers. When Montgomery County was founded, the area was first called Montgomery Courthouse. It also was known as Williamsburgh, after prominent landowner William Prather Williams, who hired a surveyor in 1784 to lay out much of the town. But when the city’s area officially was entered into county land records in 1803, the town was called Rockville, perhaps taking its name from Rock Creek, some historians say. The city’s crest calls it the city “built upon a rock.” The arrival of the Baltimore and Ohio Railroad in 1873 further enhanced growth, and the community’s proximity to Washington, D.C., brought summer tourists and permanent residents. At the turn of the 20th century, more than 1,000 people lived in Rockville. A large post-World War II housing boom brought thousands of people to Rockville. Two large mixed-use communities, King Farm in the city’s northern reaches, and Fallsgrove in the northeastern section of the city, have added thousands more in the past decade. Today it is a diverse community with quiet neighborhoods, a bustling retail corridor along Rockville Pike, new and continuing commercial and residential development in its downtown core, and residents of all walks of life. The population of Rockville is 61,209, according to the 2010 census. There are 25,199 households of all types, from single-family houses to apartments and condominiums, within the city of approximately 13 square miles, according to the Census Bureau.

ASPEN HILL Aspen Hill is said to be named for the aspen trees near the area’s first post office, which opened around 1864 in a general store on what was then the Washington-Brookeville Pike (now the intersection of Connecticut and Georgia avenues). The largely developed residential area is nestled among the larger communities of Rockville, Olney and Wheaton. The area includes Leisure World, an 8,500-resident community of senior housing. The planning area has a population of about 62,865 out of a total county population of 971,777, according to 2010 U.S. Census Bureau statistics. It is about 17 square miles, and has a population of about 14,225 residents, according to Park and Planning statistics.
KENSINGTON Kensington was incorporated as a summer retreat town in 1894 when Washington, D.C., real-estate developer Brainard Warner began purchasing parcels of land and molding them into a Victorian community, which he named Kensington Park. The community, nestled north of the Capital Beltway on both sides of Connecticut Avenue, was
one of a string of railroad towns that sprouted along the old Baltimore and Ohio line around the turn of the century. According to the 2010 census, the town of Kensington has 2,213 residents.
OTHER AREA GOVERNMENTS Founded in the 1880s, Garrett Park is a residential
enclave of 365 homes, 992 residents and four miles of roads, straddling the stretch of Strathmore Avenue near Rockville Pike. Incorporated in 1898, the town is known for its eclectic architecture and its communal ethos. Residents here have no home mail delivery, so the post office in the Penn Place building serves as the town’s unofficial community center.

CHEVY CHASE Ten towns and villages rule themselves in Chevy Chase, many since the turn of the century. Through their elected officials and managers, the municipalities organize trash collection, road and sidewalk repairs, landscaping, police and security and neighborhood activities. A healthy tree canopy provides a buffer for neighborhoods against thriving development on all sides. Residents of these communities are among the most affluent in the state, according to the U.S. Census Bureau, and enjoy the charm of quiet residential streets within walking distance of restaurants, shopping and the Metro.

BETHESDA Bethesda is named after Bethesda Presbyterian Church, which was built in 1820, according to “Bethesda: A Social History” by William Offutt. Like the church, whose membership has outgrown the sanctuary, Bethesda — population 60,858 according to 2010 census — is bursting with restaurants, boutiques and new and renovated office buildings. Nearly 200 restaurants are open in Bethesda’s commercial heart, making the downtown a virtual city of restaurants. Bethesda is home to giants such as Lockheed MartinCorp. and Marriott Corp., and the new Walter Reed military hospital arrived on the campus of National Naval Medical Center last year. Walter Reed National Military Medical Center treats the men and women of the armed forces. The national and international attention packed into a community near the border of Washington makes Bethesda a welcoming place for powerful decision-makers, activists, young professionals and families.

NORTH POTOMAC
North Potomac came into being in 1988 when a group of homeowners got together to bring more services to the community, which did not have its own library or community center. It also did not receive trash collection and other maintenance services. The result was the creation of a new community, North Potomac, carved from the fringes of Darnestown, Gaithersburg, Potomac, Rockville and Travilah.
The Upcounty Regional Services Center, an extension of the county government that provides services to communities north of Shady Grove Road, generally considers North Potomac to be the area west of Md. 28, Darnestown Road and north of Shady Grove Road as far as Jones Lane. According to the 2010 census, North Potomac’s population is 24,410.
