Annual guide to the county Welcome to The Gazette’s annual guide to Montgomery County. Do you need to know your elected officials? Are you wondering who to call if your recycling isn’t picked up? Or maybe you’re just looking for a new church or a sports team for your child. This guide is designed to help you find out about the services and resources that we in Montgomery County can take advantage of throughout the year. We’ve stuffed this guide with information about the county and each of the communities we cover. So if you’re living in Gaithersburg, Bethesda, Silver Spring or Rockville (to name just a few of our community editions), we have the lowdown on who’s who and what’s

Service centers Montgomery County has five regional service centers: Upcounty, Mid-County, Bethesda-Chevy Chase, Silver Spring and East County. The centers link residents with the county executive and with county services and programs available to them. The mission of the regional service centers is to represent the county in their respective regions by providing liaisons between Montgomery County and residents and businesses, and by working with individuals, community groups, regional citizen advisory boards and other agencies to give information, identify and assess regional issues and recommend and/or implement solutions. The Montgomery County Division of Solid Waste Services provides refuse collection services to a portion of the county’s single-family residents, predominantly in the downcounty area. Residents living in the remainder of the county must subscribe for refuse collection services with private collectors or obtain service through their homeowner associations. In the blue recycling bin, residents can recycle glass bottles and jars, aluminum cans and foil products, bi-metal steel/tin cans, aerosol cans that contained nonhazardous or non-automotive materials, and plastic bottles, containers, jars, tubs, lids, pails, buckets and flower pots. In the blue wheeled recycling cart residents can recycle cardboard boxes, newspaper, magazines, office and copier paper, telephone books, paper-

back and hardcover books, shredded paper, milk and juice cartons and frozen food boxes. By using reusable containers or paper lawn bags, residents may recycle grass, leaves, garden trimmings and brush. Or, try backyard composting of leaves and grass, or grasscycling by leaving grass clippings on the lawn after mowing. To recycle scrap metal items such as appliances, bicycles, metal furniture, lawn mowers, filing cabinets

and more, call DSWS the business day before your recycling collection day to schedule a special scrap metal recycling collection. Curbside recycling collection is once per week and recyclables must be set out at the curb by 7 a.m. The county also recycles other items such as computers, televisions and other consumer electronic items, motor oil, antifreeze, tires, textiles, used cooking oil and reusable building supplies. Utilities The Washington, D.C., region’s largest electric company is Potomac Electric Power Co. (Pepco). Allegheny Power and Baltimore Gas & Electric (BGE) provide service in small areas of Montgomery County. Washington Gas Co. supplies natural gas in parts of the county, as does Allegheny Power and BGE.

Verizon is the “incumbent” local telephone service in the Washington, D.C., region. Comcast is the main provider of cable television services for the county. Fire Montgomery County’s Fire and Rescue Services (www.montgomerycountymd.gov) are provided by volunteers and career staff. The Department of Fire and Rescue Services employs full-time fire and rescue workers who are assigned to the various fire departments throughout the county. The components of the Montgomery County Fire and Rescue Services operate under the policy-making authority of the Fire and Rescue Commission. Richard R. Police MONTGOMERY COUNTY POLICE DEPARTMENT

The park system in Montgomery County includes 410 parks with more than 33,000 acres and 200 miles of hiking and biking trails. Also falling under park police jurisdiction are homes and businesses located in the park system.

The Montgomery County Police Department (www.montgomerycountymd.gov) has more than 1,133 patrol officers, most of whom work out of six district police stations and numerous substations in the more populous regions of the county. The department is led by Chief J. Thomas Manger. As of May 2012, headquarters operations for the county’s police, fire and emergency management departments began relocating to the Montgomery County Public Safety Headquarters in Gaithersburg. Operations for the police department’s Rockville district also were relocated to the new county public safety headquarters.

The Montgomery County Sheriff’s Office is responsible for a variety of services and duties that support the courts and law enforcement. Among the duties are serving warrants for the Circuit Court, as well as civil warrants for the District Court; transporting prisoners; providing courthouse security; enforcing judgments by the court; carrying out evictions and summonses; enforcing child support; and handling all domestic violence warrants for both courts.

The Montgomery County Park Police is the law enforcement arm of the Maryland-National Capital Park and Planning Commission (www.mc-mncppc.org), a bi-county agency responsible for park property in Montgomery and Prince George’s counties.

Courts

There are two levels of trial courts: the state-run District Court, operating in Rockville and Silver Spring, and the county-run Circuit Court of Montgomery County (part of Maryland’s Sixth Judicial Circuit with Frederick) in Rockville. Generally speaking, the District Court handles small claims cases, as well as misdemeanors and felonies with penalties of less than three years in jail or as much as $2,500 in fines. Speeding, redlight running, drunken driving and landlord-tenant cases generally

are heard there. All trials in District Court are argued before a judge; the court hears no jury trials. The Circuit Court handles major civil and criminal cases, family law cases such as divorce and custody, and appeals from the District Court. It is the only court in the county to have jury trials. Juvenile Court is part of the Circuit Court, but is temporarily housed at District Court in Rockville until the Circuit Court is expanded. The county’s District Court has 11 judges, including Administrative Judge Eugene Wolfe. The county’s Circuit Court has 22 judges, including County Administrative Judge John W. Debelius III. Transit Although it might seem like everyone in the county drives, public transportation is widely available. There are many alternatives to driving. Below is information on where you can find a ticket to ride and a few tips on how you can more sanely reach your destination. There are many ways to get around Montgomery County. Metrorail, Metrobus and Ride On serve the county. With the addition of bicycle racks on all Ride On buses, cycling may be a good alternative. County schools The operation of Montgomery County’s school system (www.montgomeryschoolsmd.org) is the responsibility of Superintendent Dr. Joshua P. Starr, who took over the leadership of the schools on July 1, 2011. BOARD OF EDUCATION

The Board of Education is the official policy-making body for Montgomery County Public Schools. Members serve four-year terms. Elections are conducted every two years. Three, then four, board positions are filled in alternating election cycles. Two candidates run at-large, and five candidates represent the school board district in which they live. Montgomery County’s public school population continues to grow in numbers and diversity. The 2011-12 enrollment in county public schools is 146, 456 with students attending one of 200 county

schools. The school system’s population represents several ethnic groups, the largest are: 33.8 percent white, 26 percent Hispanic, 21.2 percent African-American and 14.3 percent Asian. School system students come from more than 160 foreign countries. Of the county’s school-age children, 85 percent are enrolled in public school. The rest attend private schools or are home-schooled. Each school serves students who live within the boundaries of one of the county’s high school clusters. Clusters include one or more high schools, one or more middle schools and several elementary schools. REGISTRATION

Maryland law requires children ages 5 to 16 to attend school. Children who turn 5 on or before Sept. 1, 2012, must enroll in school for the 2012-13 school year. The county executive and the nine members of the County Council are elected every four years. The next election is in November 2014. The primary election takes place in September, followed by the general election in November. The Executive Office Building is at 101 Monroe St., Rockville. The County Council meets Tuesdays and also has committee meetings during the week. Public hearings on legislation before the council usually take place midday Tuesday and on Tuesday and Thursday evenings. The Council Office Building is at 100 Maryland Ave., Rockville. Boyds is a community established by the railroad. In 1860, Col. James A. Boyd, an orphaned immigrant from Scotland who was raised by his grandmother, won the bid to build the Metropolitan Branch of the Baltimore and Ohio Railroad from Washington, D.C., through Montgomery County to Point of Rocks. On May 25, 1873, a steam engine made its first journey along the tracks stopping at stations along the way, including the new Boyds station opened to serve the area that Boyd had made his home. He purchased 1,200 acres and built a homestead he called Bonnie Brae. Still largely a rural expanse, it is the largest single land preservation acquisition in Montgomery County and is located at the center of a green corridor that stretches between the Potomac and Patuxent rivers, linking more than 5,000 acres of protected land. The town’s first settler, William Clarke, saw a crossroads south of Frederick brimming with potential. Working out of his wagon in the 1730s, the peddler from Lancaster County, Pa., set up shop at the wooded intersection of two major Indian trails. There he swapped trinkets for furs he could send to Europe's wealthy markets. As traffic picked up in the area, an entrepreneur named Michael A. Dowden saw his fortune. He built a 17-room hotel and tavern in 1754 near Clarke's post. Lt. George Washington and British Gen. Edward Braddock would stay at Dowden’s in 1775 for three days — while soldiers camped on the snow-blown hillsides — on their march toward Fort Duquesne. The town takes its name from Clarke’s

son, John, who in the early 1790s surveyed the town and laid it out in lots, including “villages” for industries such as tanning and blacksmithing. In 1800, Clarke became the town’s first postmaster. Throughout the years, the “e” was dropped from the family name and the town became Clarksburg. Clarksburg began to decline in importance after the 1880s, when the Baltimore and Ohio rails laid a path for the Brunswick line that bypassed Clarksburg and ran through nearby Boyds, four miles away. After the turn of the century, hotels and industries began to close. Clarksburg is undergoing major development. The population is expected to grow to about 40,000 by 2025.

Damascus The history of Damascus is depicted in its farms, churches and schools. The town began as a crossroads on a hill. A historic marker near the Methodist Education Center on Main Street recognizes the original land grant of 1,101 acres, patented by Matthew Pigman on April 13, 1774, but historical records indicate there was activity in the area well before the 18th century.

The name “Damascus” is a biblical reference. The first official mention of Damascus was in 1816, when Edward Hughes received congressional approval for a postal route through town. Ridge Road (Md. 27) was part of the Susquehanna Trail that began near what now is Harrisburg, Pa., and wound along the hilltops to Seneca Creek. Damascus was

Gaithersburg The city of Gaithersburg continues to function thanks to the hard work of various people, from its roughly 250 full-time city staff to the countless residents who volunteer to serve the city. The 10-square-mile municipality, located in the center of Montgomery County, can be called a high-tech business hub. It also is the home of Olde Towne, a historic downtown area featuring shops, offices and restaurants that is undergoing a revitalization effort. Before it was Gaithersburg, residents called the area Log Town. In 1802, Benjamin Gaither built a house and several retail establishments at Frederick and Diamond avenues. The town’s name was changed shortly thereafter. The Gaither family also helped to bring the railroad to the city in the 1850s.

Gaithersburg’s 2010 population was 59,933, giving it the fourth-highest population in Maryland, according to the U.S. Census Bureau. The city, which was incorporated in 1878, operates under a council-manager form of municipal government. The city manager is appointed by the five-member city council and serves as a city employee. The manager acts as the city’s chief executive officer and answers to the mayor and council concerning city affairs. The mayor and city council are elected officials who serve staggered four-year terms. The mayor serves as the president of the city council and offers input without voting on the issues. Other municipalities around Gaithersburg include Washington Grove, with a population of 555 at the edge of East Diamond Avenue, and Laytonsville, an incorporated town with a population of about 350 north of

Gaithersburg. The original full name of Washington Grove was the Washington Grove Camp Meeting Association of the District of Columbia and Maryland, reflecting the town’s founding as an outdoor religious summer camp. Washington probably was chosen because the majority of the people who founded the camp were from Washington, D.C., churches, and “grove” was chosen to advertise that meetings would take place in a place filled with trees. Laytonsville was established in 1789 on a tract of land granted to James Brooke. It originally was known as Cracklintown, named after the popular cracklin bread — bacon corn bread — that was baked locally. Laytonsville received its name after the local post office was moved to John Layton’s saddle shop. The town was incorporated as a municipality in 1892.

The Gaithersburg Coalition of Providers is a coalition of more than 60 nonprofit agencies that serve individuals and families in the Gaithersburg area. It is coordinated by the city of Gaithersburg Community Services Office. The coalition meets quarterly for trainings and social service information updates with the goal of ensuring coordinated and comprehensive services for the residents of Gaithersburg.

Montgomery Village Located 17 miles outside Washington, D.C., Montgomery Village has about 40,000 residents and 12,471 single-family homes, townhouses, condominiums and apartments. Developed in the late 1960s, it covers 2,500 acres that were once farmland. The Montgomery Village Foundation is a nonprofit organization that services one of the largest planned communities in the country. It includes 10 homes corporations, 11 condominium associations, four apartment complexes and the Poplar Spring subdivision. The foundation maintains parks, recreation centers and some roads within the village. It has a roughly $7.5 million budget, which comes mostly from homeowner assessments and fees collected from recreational programs. The foundation is governed by a nine-member board of directors whose members serve three-year terms. The president and vice president are selected annually and serve one-year terms.

Olney In the 18th century, Olney was the smaller and sleepier cousin of the surrounding towns. It started to grow when it began attracting artisans by the early 1800s. Sarah Brooke and Dr. Charles Farquhar named their home Olney after poet William Cowper’s hometown in England. The town was named after the home, which still stands and is known today as The Olney House. Olney retained its rural character until the mid-1950s, when the first major development was built. By the early 1970s,

growth changed the town’s character dramatically. The greater Olney community now boasts about 39,462 residents, according to county Park and Planning. The Town of Brookeville, to the north of Olney along the major north-south thoroughfare of Georgia Avenue (Md. 97), was founded in 1794 by Richard Thomas on land inherited by his wife, Deborah Brooke, from her father, Roger Brooke IV, son of James Brooke, an influential Quaker settler and landholder. He named the town after his wife’s family.

Brookeville was incorporated in 1808 by the Maryland General Assembly, which appointed three commissioners to run the town. Sandy Spring was founded by Quakers who arrived in the early 1700s in search of new land to grow tobacco and corn. They gathered at the Quaker Meeting House, built in 1817, near a sparkling spring — the spring that would give the community its name. The town was once a bustling center of commerce and much larger than the sleepi-

er neighboring communities. Today, it still boasts of its Quaker heritage and its role as a haven for freed slaves. The Sandy Spring Museum houses much of the community’s past. The population of the Sandy SpringAshton area is about 5,628, based on 2010 statistics available at Park and Planning. The Upper Rock Creek planning area, to the west of Olney, encompasses what often is called Derwood. It is about 17 square miles and features a population of about 14,225 residents, according to Park and Planning statistics.

Poolesville Poolesville is located on the northwestern edge of the county between the Potomac River to the west and farmland to the east. It covers 2,375 acres. Poolesville first began to take shape when two brothers from Anne Arundel County, John Poole Sr. and Joseph Poole Sr., purchased 160 acres in the area in 1760. In 1793, John Poole Jr. built a two-

room log store on 15 acres given to him by his father and sold parcels to other merchants, including a tailor, tanner and tavern owner — and Poolesville was born. The town was incorporated in 1867. The residents — about 5,800 — share an appreciation for the town and its simple way of life, yet opinions differ about its future growth potential.
