The mission of the Affordable Housing Conference of Montgomery County (AHCMC) is to bring elected officials, housing and community development leaders, business professionals, activists and other community members together to address affordable housing issues and seek solutions. The Conference’s annual summit draws more than 400 participants to hear expert panelists and speakers. The Conference also organizes public/private sector Roundtables and other special events to highlight the need to create and preserve affordable housing in Montgomery County, MD. AHCMC also provides down-payment and closing cost assistance through the Conference’s “Break the Barrier to Home Ownership” Program. Grants up to $7,500 are provided to individuals/families of moderate income who are first-time homebuyers in Montgomery County.

Trash, recycling, animal control TRASH

The Montgomery County Division of Solid Waste Services provides refuse collection services to a portion of the county’s single-family residents, predominantly in the downcounty area. Residents living in the remainder of the county must subscribe for refuse collection services with private collectors or obtain service through their homeowner associations. People living in municipalities must contact their local jurisdiction for more information. For questions about trash, call the county at 240-777-0311 or visit www.montgomerycountymd.gov/solidwaste. To drop off trash, call the Shady Grove Processing Facility & Transfer Station in Derwood at 240-7776560.

RECYCLING

The Montgomery County Division of Solid Waste Services provides recycling collection services to all single-family households in the county, with the exception of households in municipalities where their local jurisdiction or a private collector provides recycling collection services. In the blue recycling bin, residents can recycle glass bottles and jars, aluminum cans and foil products, bi-metal steel/tin cans, aerosol cans that contained non-hazardous or non-automotive materials, and plastic bottles, containers, jars, tubs, lids, pails, buckets and flower pots. In the blue wheeled recycling cart residents can recycle cardboard boxes, newspaper, magazines, office and copier paper, telephone books, paperback and hardcover books, shredded paper, milk and juice cartons and frozen food boxes. By using reusable containers or paper lawn bags, residents may recycle grass,

Utilities The Washington, D.C., region’s largest electric company is Potomac Electric Power Co. (Pepco). Allegheny Power and Baltimore Gas & Electric (BGE) provide service in small areas of Montgomery County. Washington Gas Co. supplies natural gas in parts of the county, as does Allegheny Power and BGE.

Verizon is the “incumbent” local telephone service in the Washington, D.C., region. Comcast is the main provider of cable television services for the county. Police MONTGOMERY COUNTY POLICE DEPARTMENT

The park system in Montgomery County includes 410 parks with more than 33,000 acres and 200 miles of hiking and biking trails. Also falling under park police jurisdiction are homes and businesses located in the park system.

The Montgomery County Police Department (www.montgomerycountymd.gov) has more than 1,133 patrol officers, most of whom work out of six district police stations and numerous substations in the more populous regions of the county. The department is led by Chief J. Thomas Manger. As of May 2012, headquarters operations for the county’s police, fire and emergency management departments began relocating to the Montgomery County Public Safety Headquarters in Gaithersburg. Operations for the police department’s Rockville district also were relocated to the new county public safety headquarters.

The Montgomery County Sheriff’s Office is responsible for a variety of services and duties that support the courts and law enforcement. Among the duties are serving warrants for the Circuit Court, as well as civil warrants for the District Court; transporting prisoners; providing courthouse security; enforcing judgments by the court; carrying out evictions and summonses; enforcing child support; and handling all domestic violence warrants for both courts.

Courts

There are two levels of trial courts: the state-run District Court, operating in Rockville and Silver Spring, and the county-run Circuit Court of Montgomery County (part of Maryland’s Sixth Judicial Circuit with Frederick) in Rockville. Generally speaking, the District Court handles small claims cases, as well as misdemeanors and felonies with penalties of less than three years in jail or as much as $2,500 in fines. Speeding, redlight running, drunken driving and landlord-tenant cases generally

are heard there. All trials in District Court are argued before a judge; the court hears no jury trials. The Circuit Court handles major civil and criminal cases, family law cases such as divorce and custody, and appeals from the District Court. It is the only court in the county to have jury trials. Juvenile Court is part of the Circuit Court, but is temporarily housed at District Court in Rockville until the Circuit Court is expanded. The county’s District Court has 11 judges, including Administrative Judge Eugene Wolfe. The county’s Circuit Court has 22 judges, including County Administrative Judge John W. Debelius III. Transit Although it might seem like everyone in the county drives, public transportation is widely available. There are many alternatives to driving. Below is information on where you can find a ticket to ride and a few tips on how you can more sanely reach your destination. There are many ways to get around Montgomery County. Metrorail, Metrobus and Ride On serve the county. With the addition of bicycle racks on all Ride On buses, cycling may be a good alternative. The Board of Education is the official policy-making body for Montgomery County Public Schools. Members serve four-year terms. Elections are conducted every two years. Three, then four, board positions are filled in alternating election cycles. Two candidates run at-large, and five candidates represent the school board district in which they live. STUDENTS

Montgomery County’s public school population continues to grow in numbers and diversity. The 2011-12 enrollment in county public schools is 146, 456 with students attending one of 200 county

schools. The school system’s population represents several ethnic groups, the largest are: 33.8 percent white, 26 percent Hispanic, 21.2 percent African-American and 14.3 percent Asian. School system students come from more than 160 foreign countries. Of the county’s school-age children, 85 percent are enrolled in public school. The rest attend private schools or are home-schooled. Each school serves students who live within the boundaries of one of the county’s high school clusters. Clusters include one or more high schools, one or more middle schools and several elementary schools. REGISTRATION

Maryland law requires children ages 5 to 16 to attend school. Children who turn 5 on or before Sept. 1, 2012, must enroll in school for the 2012-13 school year. Government

The county executive and the nine members of the County Council are elected every four years. The next election is in November 2014. The primary election takes place in September, followed by the general election in November. The Executive Office Building is at 101 Monroe St., Rockville. The County Council meets Tuesdays and also has committee meetings during the week. Public hearings on legislation before the council usually take place midday Tuesday and on Tuesday and Thursday evenings. The Council Office Building is at 100 Maryland Ave., Rockville. Council meetings are broadcast on County Cable Montgomery (Channel 6 on the Comcast and RCN cable

systems, and Channel 30 on Verizon) or can be viewed on the website by going to www.montgomerycountymd.gov and clicking on County Cable 6 on the left side of the page. PLANNING BOARD

The Planning Board, part of the MarylandNational Capital Park and Planning Commission, acquires, prepares and administers a general plan for the physical development of most of the county. The board also develops and administers parks in the county. The five members meet each Thursday in Silver Spring to decide planning, zoning, subdivision and park matters.

Aspen Hill Aspen Hill is said to be named for the aspen trees near the area’s first post office, which opened around 1864 in a general store on what was then the Washington-Brookeville Pike (now the intersection of Connecticut and Georgia avenues). The largely developed residential area is nestled among the larger communities of Rockville, Olney and Wheaton. Bethesda According to “Bethesda: A Social History” by William Offutt, Bethesda is named after Bethesda Presbyterian Church, which was built in 1820. Like the church, whose membership has outgrown the sanctuary, Bethesda — population 60,858 according to 2010 census — is bursting with restaurants, boutiques and new and renovated office buildings. Through their elected officials and managers, the municipalities organize trash collection, road and sidewalk repairs, landscaping, police and security and neighborhood activities. North Potomac North Potomac came into being in 1988 when a group of homeowners got together to bring more services to the community, which did not have its own library or community center. It also did not receive trash collection and other maintenance services. The result was the creation of a new community, North Potomac, carved from the fringes of Darnestown, Gaithersburg, Potomac, Rockville and Travilah. The Upcounty Regional Services Center, an extension of the county government that provides services to communities north of Shady Grove Road, generally considers North Potomac to be the area west of Md. 28, Darnestown Road and north of Shady Grove Road as far as Jones Lane. According to the 2010 census, North Potomac’s population is 24,410.

Potomac The word “Potomac” is from the Algonquin Indian language and means “where something is brought.” The first settlers of the Potomac area came in 1716 — the Canaze Indian nation. The Canaze created a path called the Tehogee Indian Trail, which is now called River Road. In 1714, Edward Offutt was given a 600-acre land grant by Lord Baltimore and the area around the intersection of what is now River Road and Falls Road became known as Offutt’s Crossroads — a name used until 1881 when the name was changed to Potomac. The 2010 Census shows Potomac is home to 44,965 people.

Rockville Rockville’s early history can be traced to pre-Revolutionary War, when the first inhabitants were Piscataway Indians and white trappers. When Montgomery County was founded, the area was first called Montgomery Courthouse. It also was known as Williamsburgh, after prominent landowner William Prather Williams, who hired a surveyor in 1784 to lay out much of the town. But when the city’s area officially was entered into county land records in 1803, the town was called Rockville, perhaps taking its name from Rock Creek, some historians

say. The city’s crest calls it the city “built upon a rock.” The arrival of the Baltimore and Ohio Railroad in 1873 further enhanced growth, and the community’s proximity to Washington, D.C., brought summer tourists and permanent residents. At the turn of the 20th century, more than 1,000 people lived in Rockville. A large post-World War II housing boom brought thousands of people to Rockville. Two large mixeduse communities, King Farm in the city’s northern reaches, and Fallsgrove in the northeastern section of the city,

have added thousands more in the past decade. Today it is a diverse community with quiet neighborhoods, a bustling retail corridor along Rockville Pike, new and continuing commercial and residential development in its downtown core, and residents of all walks of life. The population of Rockville is 61,209, according to the 2010 census. There are 25,199 households of all types, from single-family houses to apartments and condominiums, within the city of approximately 13 square miles, according to the Census Bureau.
