ANNUAL GUIDE TO THE COUNTY Welcome to The Gazette’s annual guide to Montgomery County. Do you need to know your elected officials? Are you wondering who to call if your recycling isn’t picked up? Or maybe you’re just looking for a new church or a sports team for your child. This guide is designed to help you find out about the services and resources that we in Montgomery County can take advantage of throughout the year. We’ve stuffed this guide with information about the county and each of the communities we cover. So if you’re living in Gaithersburg, Bethesda, Silver Spring or Rockville (to name just a few of our community editions), we have the lowdown on who’s who and what’s where. Even in communities where we do not have Gazettes, we’ve tried to include some
information. We’ve included lists of key institutions —from schools to libraries to parks to places of worship — all of which gives us an opportunity to explain how The Gazette works. We print newspapers each week for communities in Montgomery County and cover what’s happening in your county, your town, your city and sometimes your neighborhood. We tell you how your child’s sports team is doing, what schools are planning, where the movies are, how business is faring and about the celebrations important to your friends and neighbors — weddings, anniversaries and accomplishments. RECYCLING
The Montgomery County Division of Solid Waste Services provides refuse collection services to a portion of the county’s single-family residents, predominantly in the downcounty area. Residents living in the remainder of the county must subscribe for refuse collection services with private collectors or obtain service through their homeowner associations. People living in municipalities must contact their local jurisdiction for more information. For questions about trash, call the county at 240-777-0311, or visit www.montgomerycountymd.gov/solidwaste. To drop off trash, call the Shady Grove Processing Facility & Transfer Station in Derwood at 240-777-6560.
The Montgomery County Division of Solid Waste Services provides recycling collection services to all single-family households in the county, with the exception of households in municipalities where their local jurisdiction or a private collector provides recycling collection services. In the blue recycling bin, residents can recycle glass bottles and jars, aluminum cans and foil products, bi-metal steel/tin cans, aerosol cans that contained non-hazardous or nonautomotive materials, and plastic bottles, containers, jars, tubs, lids, pails, buckets and flower pots. In the blue wheeled recycling cart residents can recycle cardboard boxes, newspaper, magazines, office and copier paper,
telephone books, paperback and hardcover books, shredded paper, milk and juice cartons and frozen food boxes. By using reusable containers or paper lawn bags, residents may recycle grass, leaves, garden trimmings and brush. Or, try backyard composting of leaves and grass, or grasscycling by leaving grass clippings on the lawn after mowing. To recycle scrap metal items such as appliances, bicycles, metal furniture, lawn mowers, filing cabinets and more, call DSWS the business day before your recycling collection day to schedule a special scrap metal recycling collection. Curbside recycling collection is once per week and recyclables must be set out at the curb by 7 a.m. The county also recycles
other items such as computers, televisions and other consumer electronic items, motor oil, antifreeze, tires, textiles, used cooking oil and reusable building supplies. These items can be dropped off in person at the Shady Grove Processing Facility & Transfer Station/ Recycling Center located at 16101/16105 Frederick Road in Derwood. ANIMAL CONTROL Montgomery County issues animal-related licenses and permits, conducts inspections of animal-related businesses, and investigates animal cruelty, nuisance and bite cases. The county also manages a rabies prevention
program, which includes projects to encourage pet vaccinations, to reduce the number of at-large dogs and cats, and to control rabid wildlife. In addition, the county removes dead animals from county roads. The Division of Animal Control and Humane Treatment is part of the Montgomery County Police Department. The Montgomery County Humane Society and Animal Shelter provides rescue, care, adoption, handles lost and found reports, returns lost pets to owners, and provides humane euthanasia of stray, unwanted, or wild animals. On-going public education efforts encourage the proper care and handling of animals. For pet complaints, lost and found reports, licenses, to report dead animals on roads, low-cost

SERVICE CENTERS Montgomery County has five regional service centers: Upcounty, Mid-County, Bethesda-Chevy Chase, Silver Spring and East County. The centers link residents with the county executive and with county services and programs available to them. The mission of the regional service centers is to represent the county in their respective regions by providing liaisons between Montgomery County and residents and businesses, and by working with individuals, community groups, regional citizen advisory boards and other agencies to give information, identify and assess regional issues and recommend and/or implement solutions. East County Regional Services Center Jewru Bandeh, director The East County Citizens Advisory Board represents citizens in a 47.5-square-mile area that includes the Colesville, Cloverly, Fairland and White Oak communities. The 18-member board advises the county executive of East County citizens’ issues and concerns, advocates for regional priorities and helps to facilitate solutions. The board represents the communities of Boyds, Clarksburg, Darnestown, Damascus, Derwood, Gaithersburg, Germantown, Goshen, Laytonsville, Hyattstown, Dickerson, Barnesville, Beallsville, Tobytown, Washington Grove, Montgomery Village, Poolesville and parts of North Potomac. Hartman, director The Western Montgomery County Citizens Advisory Board has 19 members that advise the director of the Bethesda-Chevy Chase Regional Services Center, the county executive and the County Council on topics such as transportation, human services, environment, public safety and other issues of local importance. The board forms opinions on issues that pertain to the board’s region — which includes Bethesda and North Bethesda, Cabin John, Chevy Chase, Friendship Heights, Garrett Park, Glen Echo and Potomac — and then makes recommendations to the appropriate county government agencies. to county officials. UTILITIES The Washington, D.C., region’s largest electric company is Potomac Electric Power Co. (Pepco). Allegheny Power and Baltimore Gas & Electric (BGE) provide service in small areas of Montgomery County. Washington Gas Co. supplies natural gas in parts of the county, as does Allegheny Power and BGE. Verizon is the “incumbent” local telephone service in the Washington, D.C., region. MONTGOMERY COUNTY POLICE DEPARTMENT The Montgomery County Police Department has more than 1,133 patrol officers, most of whom work out of six district police stations and numerous substations in the more populous regions of the county. MONTGOMERY COUNTY TRANSIT Although it might seem like everyone in the county drives, public transportation is widely available. There are many alternatives to driving. Below is information on where you can find a ticket to ride and a few tips on how you can more sanely reach your destination. There are many ways to get around Montgomery County. Metrorail, Metrobus and Ride On serve the county. With the addition of bicycle racks on all Ride On buses, cycling might be a good alternative. The best way to avoid traffic is to avoid driving during rush hour. Peak travel times generally are considered to be 7 to 9:30 a.m. and 4 to 7 p.m.

Montgomery County’s public school population continues to grow in numbers and diversity. The 2012-13 enrollment in county public schools is about 149,000 with students attending one of 202 county schools. The school system’s population represents several ethnic groups, as of the 2011-2012 school year: 33 percent white, 26.6 percent Hispanic, 21.3 percent African-American and 14.3 percent Asian. School system students come from more than 160 foreign countries. Of the county’s school-age children, 85 percent are enrolled in public school. The rest attend private schools or are home-schooled. Each school serves students who live within the boundaries of one of the county’s high school clusters. Clusters include one or more high schools,

GOVERNMENT The county executive and the nine members of the County Council are elected every four years. The next election is in 2014. The primary election takes place in June, followed by the general election in November. The Executive Office Building is at 101 Monroe St., Rockville. The County Council meets Tuesdays and also has committee meetings during the week. Public hearings on legislation before the council usually take place midday Tuesday and on Tuesday and Thursday evenings. The Council Office Building is at 100 Maryland Ave., Rockville. Council and committee meetings and hearings are recorded and many are broadcast live
on County Cable Montgomery (Channel 6 on the Comcast and RCN cable systems, and Channel 30 on Verizon). Maryland SoccerPlex Run by the Maryland Soccer Foundation, the SoccerPlex is one of the premier soccer facilities in the country, with 24 professionally constructed and maintained outdoor soccer fields, and a lighted championship stadium that seats 3,200 spectators. Three of the fields are lighted synthetic turf fields that can be used year round. The SoccerPlex is home to the Soccer Association of Montgomery, which has soccer development programs and leagues for children ages 3 through 17. The mission of the Affordable Housing Conference of Montgomery County (AHCMC) is to bring elected officials, housing and community development leaders, business professionals, activists and other community members together to address affordable housing issues and seek solutions. The Conference’s annual summit draws more than 400 participants to hear expert panelists and speakers. The Conference also organizes public/private sector Roundtables and other special events to highlight the need to create and preserve affordable housing in Montgomery County, MD. AHCMC also provides down-payment and closing cost assistance through the Conference’s “Break the Barrier to Home Ownership” Program. Grants up to $7,500 are provided to individuals/families of moderate income who are first-time homebuyers in Montgomery County.

GERMANTOWN Germantown’s roots reach back to the 1800s, when farming was the way of life where housing developments stand today. The not-quite-a-town got its name from the large number of German business owners who settled in the crossroads area of Clopper Road and Md. 118 in the 1830s and 1840s, according to

POOLESVILLE Poolesville is on the northwestern edge of the county between the Potomac River to the west and farmland to the east. It covers 2,375 acres. Poolesville first began to take shape when two brothers from Anne Arundel County, John Poole Sr. and Joseph Poole Sr., purchased 160 acres in the area in 1760. GAITHERSBURG The city of Gaithersburg continues to function thanks to the hard work of various people, from its roughly 250 full-time city staff to the countless residents who volunteer to serve the city. The 10-square-mile municipality in the center of Montgomery County can be called a high-tech business hub. It also is the home of Olde Towne, a historic downtown area featuring shops, offices and restaurants that is undergoing a revitalization effort. Before it was Gaithersburg, residents called the area Log Town. In 1802, Benjamin Gaither built a house and several retail establishments at Frederick and Diamond avenues. The town’s name was changed shortly thereafter. The Gaither family also helped to bring the railroad to the city in the 1850s. Gaithersburg’s 2010 population was 59,933, giving it the fourth-highest population in Maryland, according to the U.S. Census
Bureau. The city, which was incorporated in 1878, operates under a council-manager form of municipal government. The city manager is appointed by the five-member city council and serves as a city employee. The manager acts as the city’s chief executive officer and answers to the mayor and council concerning city affairs. The mayor and city council are elected officials who serve staggered four-year terms. The mayor serves as the president of the city council and offers input without voting on the issues. Other municipalities around Gaithersburg include Washington Grove, with a population of 555 at the edge of East Diamond Avenue, and Laytonsville, an incorporated town with a population of about 350 north of Gaithersburg.
The original full name of Washington Grove was the Washington Grove Camp Meeting Association of the District of Columbia and Maryland, reflecting the town’s founding as an outdoor religious summer camp. Washington probably was chosen because the majority of the people who founded the camp were from Washington, D.C., churches, and “grove” was chosen to advertise that meetings would take place in a place filled with trees. Laytonsville was established in 1789 on a tract of land granted to James Brooke. It originally was known as Cracklintown, named after the popular cracklin bread — bacon corn bread — that was baked locally. Laytonsville received its name after the local post office was moved to John Layton’s saddle shop. The town was incorporated as a municipality in 1892.

Gaithersburg Coalition of Providers The Gaithersburg Coalition of Providers is a coalition of more than 60 nonprofit agencies that serve individuals and families in the Gaithersburg area. It is coordinated by the city of Gaithersburg Community Services Office. The coalition meets quarterly for trainings and social service information updates with the goal of ensuring coordinated and comprehensive services for

OLNEY In the 18th century, Olney was the smaller and sleepier cousin of the surrounding towns. It started to grow when it began attracting artisans by the early 1800s. Sarah Brooke and Dr. Charles Farquhar named their home Olney after poet William Cowper’s hometown in England. The town was named after

CLARKSBURG The town’s first settler, William Clarke, saw a crossroads south of Frederick brimming with potential. Working out of his wagon in the 1730s, the peddler from Lancaster County, Pa., set up shop at the wooded intersection of two major indian trails. There he swapped trinkets for furs he could send to Europe’s wealthy markets. As traffic picked up in the area, an entrepreneur named Michael A. Dowden saw his fortune.

He built a 17-room hotel and tavern in 1754 near Clarke’s post. Lt. George Washington and British Gen. Edward Braddock would stay at Dowden’s in 1775 for three days — while soldiers camped on the snowblown hillsides — on their march toward Fort Duquesne. The town takes its name from Clarke’s son, John, who in the early 1790s surveyed the town and laid it out in lots, including “villages” for industries such as tanning and black-
smithing. In 1800, Clarke became the town’s first postmaster. Throughout the years, the “e” was dropped from the family name and the town became Clarksburg. By 1850, Clarksburg was the third-largest city in Montgomery County, behind Rockville and Poolesville. The town was booming with four general stores, two hotels, a school and even its own band, according to local author and historian Susan
