ANNUAL GUIDE TO THE COUNTY Welcome to The Gazette’s annual guide to Montgomery County. Do you need to know your elected officials? Are you wondering who to call if your recycling isn’t picked up? Or maybe you’re just looking for a new church or a sports team for your child. This guide is designed to help you find out about the services and resources that we in Montgomery County can take advantage of throughout the year. We’ve stuffed this guide with information about the county and each of the communities we cover. So if you live in Gaithersburg, Germantown, Bethesda, Silver Spring or Rockville, we have the lowdown on who’s who and what’s where. Even in communities where we do not have Gazettes, we’ve tried to include some information. We’ve included lists of key institutions — from schools to libraries to parks to places of worship — all of which gives us an opportunity to explain how The Gazette works. We print newspapers each week for communities in Montgomery County and cover what’s happening in your county, your town, your city and sometimes your neighborhood. We tell you how your child’s sports team is doing, what
schools are planning, where the movies are, and how business is faring, and about the celebrations important to your friends and neighbors — weddings, anniversaries and accomplishments. The Montgomery County Division of Solid Waste Services provides refuse collection services to a portion of the county’s single-family households, predominantly in the downcounty area. Residents living in the remainder of the county must subscribe for refuse collection services with private collectors or obtain service through their homeowner associations. People living in municipalities must contact their local jurisdiction for more information. For questions about trash, call the county at 240-777-0311 or visit www.montgomerycountymd.gov/solidwaste.
RECYCLING The Montgomery County Division of Solid Waste Services provides recycling collection services to all single-family households in the county, with the exception of households in municipalities where their local jurisdiction or a private collector provides recycling collection services. In the blue recycling bin, residents can recycle glass bottles and jars, aluminum cans and foil products, bi-metal steel/tin cans, aerosol cans that contained non-hazardous or nonautomotive materials, and plastic bottles, containers, jars, tubs, lids, caps, trays, deli containers, plastic clamshell containers and deli containers, pails, buckets and flower pots. In the blue wheeled recycling cart residents can recycle cardboard boxes, newspaper, magazines, office and copier paper, telephone books, paperback and hardcover books, shredded paper, coated paper items such as milk and juice cartons and frozen food boxes. Residents may also recycle all these paper and cardboard items by

By using reusable containers or paper lawn bags, residents may recycle grass clippings, leaves, garden trimmings and brush. Or, try backyard composting of leaves and grass, or grasscycling by leaving grass clippings on the lawn after mowing. To recycle scrap metal items such as appliances, bicycles, metal furniture, lawn mowers, filing cabinets and more, call 240777-0311 by 7 p.m. the business day before your recycling collection day or go online to schedule a special scrap metal recycling collection by 11:59 p.m. the day before your recycling collection day. Curbside recycling collection is once per week and recyclables must be set out at the curb by 7 a.m. The county also recycles other items such as computers, televisions and other consumer electronic items, motor oil, antifreeze,
tires, textiles, used cooking oil and reusable building supplies. These items can be dropped off in person at the Shady Grove Processing Facility & Transfer Station/ Recycling Center located at 16101/16105 Frederick Road in Derwood. MONTGOMERY COUNTY ANIMAL CONTROL In Montgomery County, animal-related issues and concerns are primarily handled by the Montgomery County Police Department’s Animal Services Division located at the Animal Services and Adoption Center, 7315 Muncaster Mill Road in Derwood. It is the law in Montgomery County that all dogs, cats and ferrets four months of age or older receive a current rabies vaccination and that dogs and cats be licensed through the county or a local municipality. Residents of the

cities of Rockville and Gaithersburg must license their pets with their municipality. Animal Services Division officers are responsible for responding to and investigating calls seven days a week, 24 hours-a-day for animals atlarge, cruelty and neglect, nuisance and noise complaints, injured wildlife, and rabid or other aggressive or dangerous animals. They also conduct inspections of animal-related businesses in the county. The Animal Services and Adoption Center serves all animals in need from dogs and cats to farm animals, wildlife and exotic animals. It offers adoptions, lost and found pet assistance, vaccination clinics, education and outreach. The county also manages a dead animal removal program that disposes of dead deer or other large animals that are beside or obstructing roadways. UTILITIES Montgomery County’s largest electric provider is Pepco, which serves approximately 324,000 customers in the county. Potomac Edison (a FirstEnergy Company) and Baltimore Gas & Electric (BGE) also provide electric service in some areas of Montgomery County. As of May, Exelon Corp. is seeking regulatory approval to acquire Pepco’s parent company, Pepco Holdings Inc. If the deal goes through, Chicago-based Exelon would own Pepco in addition to BGE, which it currently owns. Washington Gas Co. supplies natural gas in the county. Verizon provides local telephone service in the county. Long distance service is provided by AT&T. Cable television services in Montgomery County are provided by Comcast, Verizon FiOS and RCN. Water and sewer service in Montgomery County is provided by the Washington Suburban Sanitary Commission. Utilities operating in Maryland are regulated through the Maryland Public Service Commission. MONTGOMERY COUNTY POLICE DEPARTMENT The Montgomery County Police Department has more than 1,133 patrol officers, most of whom work out of six district police stations and numerous substations in the more populous regions of the county. The department is led by Chief J. Thomas Manger. Police headquarters are located in Public Safety Headquarters, 100 Edison Park Drive, in Gaithersburg. Operations for the police department’s Rockville district also were relocated to the new county public safety headquarters.
PARK POLICE The Montgomery County Park Police is the law enforcement arm of the MarylandNational Capital Park and Planning Commission, a bicounty agency responsible for park property in Montgomery and Prince George’s counties. The park system in Montgomery County includes 420 parks covering 36,000 acres, 100 miles of hiking and biking trails and 219 playgrounds, swimming pools, campgrounds, golf courses, horse stables, soccer stadiums and stream valleys. CRIME SOLVERS Crime Solvers is a program designed to enlist the public’s help in solving crimes. The program, funded by private donations, pays a cash reward for information leading to an arrest or indictment for a felony crime or persons wanted for a felony crime.

REGIONAL SERVICE CENTERS Montgomery County has five regional service centers: Bethesda-Chevy Chase, Eastern Montgomery, Mid-County, Silver Spring and Upcounty. COURTS The court system in Montgomery County is headquartered in the county seat, Rockville. Here is a brief overview of the legal system:
DISTRICT AND CIRCUIT COURTS There are two levels of trial courts: the state-run District Court, operating in Rockville and Silver Spring, and the county-run Circuit Court of Montgomery County (part of Maryland’s Sixth Judicial Circuit with Frederick) in Rockville. Generally speaking, the District Court handles small claims cases, as well as misdemeanors and felonies with penalties of less than three years in jail or as much as $5,000 in fines. Speeding, redlight running, drunken driving and landlord-tenant cases generally are heard there.
All trials in District Court are argued before a judge; the court hears no jury trials. The Circuit Court handles major civil and criminal cases, family law cases such as divorce and custody, and appeals from the District Court. It is the only court in the county to have jury trials. Juvenile Court is part of the Circuit Court. The county’s District Court has 12 judges, including Administrative Judge Eugene Wolfe. TRANSIT Although it might seem like everyone in the county drives, public transportation is widely available. There are many alternatives to driving. Below is information on where you can find a ticket to ride and a few tips on how you can more sanely reach your destination. The best way to avoid traffic is to avoid driving during rush hour. Peak travel times generally are considered to be 7 to 9:30 a.m. and 4 to 7 p.m.

HEALTH SERVICES The Department of Health and Human Services (www.montgomerycountymd.gov/hhs) is the largest department in county government. More than 120 programs deliver services at more than 20 locations in Montgomery County. Core services protect the health and safety of at-risk children and vulnerable adults and address basic human needs, including food, shelter and clothing. The county executive and the nine members of the County Council are elected every four years. The next election is in 2018. PLANNING BOARD The Planning Board, part of the Maryland-National Capital Park and Planning Commission, acquires, prepares and administers a general plan for the physical development of most of the county. The board also develops and administers parks in the county. The five commissioners meet each Thursday in Silver Spring to decide planning, zoning, subdivision and park matters. Commissioners serve four-

LEGISLATORS Most state officials, including the governor and members of the General Assembly, are elected to four-year terms. The next gubernatorial election is in 2018. The General Assembly, consisting of the state Senate and the House of Delegates, begins its 90-day session on the second Wednesday in January in Annapolis (although some legislative committees meet at other times during the year). Members of the U.S. Senate are elected every six years. Members of the U.S. House of Representatives are elected every two years. The next presidential primary election is scheduled for April 2016, the general is scheduled for Nov. 8, 2016.

Run by the Maryland Soccer Foundation, the SoccerPlex is one of the premier soccer facilities in the country, with 24 professionally constructed and maintained outdoor soccer fields, and a lighted championship stadium that seats 3,200 spectators. Three of the fields are lighted synthetic turf fields that can be used year-round. The SoccerPlex is home to the Soccer Association of Montgomery, which has soccer development programs and leagues for children ages 3 through 17. The SoccerPlex hosts local soccer league play as well as eight to 10 major soccer tournaments each year.

Montgomery County’s public school population continues to grow in numbers and diversity. The 2014-15 enrollment in county public schools is about 154,000 with students attending one of 202 county schools. The school system’s population represents several ethnic groups, as of the 2014-15 school year: 31 percent white, 28.3 percent Hispanic, 21.5 percent black and 14.2 percent Asian. School system students come from about 158 foreign countries. Of the county’s school-age children, about 86 percent are enrolled in public school. The rest attend private schools or are home-schooled. Each school serves students who live within the boundaries of one of the county’s high school clusters. Clusters include one or more high schools, one or more middle schools and several

REGISTRATION Maryland law requires children ages 5 to 16 to attend school. Children who turn 5 on or before Sept. 1, 2015, must enroll in school for the 2015-16 school year. Elementary and secondary schools have registration sessions through the summer. Students who are not U.S. citizens may register at the School Counseling, Residency and International Admissions Office, Rocking Horse Road Center, 4910 Macon Road, Rockville. BOYDS Boyds is an unincorporated community in rural Montgomery County. In 1860, Col. James A. Boyd, an orphaned immigrant from Scotland and a construction engineer with the Baltimore and Ohio Railroad, won the bid to build the Metropolitan Branch of the B&O fromWashington, D.C., through Montgomery County to Point of Rocks. He built temporary housing for his em-
ployees near what is now Boyds and, soon after the railroad began operation, a mill and other businesses were established nearby. Boyd lived in the area until his death in 1896. Boyds is a community at a crossroads, working to protect and maintain its rural character as development continues across the upcounty, especially in the neighboring communities of Germantown and
Clarksburg.

CLARKSBURG The town’s first settler,William Clarke, saw a crossroads south of Frederick brimming with potential.Working out of his wagon in the 1730s, the peddler from Lancaster County, Pa., set up shop at the wooded intersection of two major American Indian trails. There he swapped trinkets for furs he could send to Europe’s wealthy markets. The town takes its name from Clarke’s son, John, who in the early 1790s surveyed the town and laid it out in lots, including “villages” for
industries such as tanning and blacksmithing. In 1800, Clarke became the town’s first postmaster. Over the years, the “e” was dropped from the family name and the town became Clarksburg. By 1850, Clarksburg was the third-largest city in Montgomery County, behind Rockville and Poolesville. The town was booming with four general stores, two hotels, a school and even its own band, according to local author and historian Susan Soderberg. Clarksburg began to

DAMASCUS The history of Damascus is depicted in its farms, churches and schools. The town began as a crossroads on a hill. A historic marker near the Methodist Education Center on Main Street recognizes the original land grant of 1,101 acres, patented by Matthew Pigman on April 13, 1774, but historical records indicate there was activity in the area well before the 18th century. The name Damascus is a biblical reference. The first official mention of Damascus was in 1816, when Edward Hughes received congressional approval for a postal route through town. Ridge
Road (Md. 27) was part of the Susquehanna Trail that began near what now is Harrisburg, Pa., and wound along the hilltops to Seneca Creek. Damascus was incorporated for about 25 years in the early 20th century. The community’s population now exceeds 30,000. Neighboring communities include Boyds and Hyattstown, as well as Clarksburg.

GAITHERSBURG The city of Gaithersburg continues to function thanks to the hard work of various people, from its roughly 250 full-time city staff to the countless residents who volunteer to serve the city. The 10-square-mile municipality in the center of Montgomery County can be called a hightech business hub. It also is the home of Olde Towne, a historic downtown area featuring shops, offices and restaurants that is undergoing a revitalization effort. Before it was Gaithersburg, residents called the area Log Town. In 1802, Benjamin Gaither built a house and several retail establishments at Frederick and Diamond avenues. The town’s name was changed shortly thereafter. The Gaither family also helped to bring the railroad to the city in the 1850s. Gaithersburg’s 2010 population was 59,933, giving it the fourth-highest population in Maryland, according to the U.S. Census Bureau. The city, which was incorporated in 1878, operates under a council-manager form of municipal government. The city manager is appointed by the fivemember city council and serves as a city employee. The mayor and city council are elected officials who serve staggered four-year terms. The mayor serves as the president of the city council and offers input without voting on the issues. Other municipalities around Gaithersburg include Washington Grove, with a population of 555 at the edge of East Diamond Avenue, and Laytonsville, an incorporated town with a population of about 350 north of Gaithersburg. The original full name of Washington Grove was the Washington Grove Camp Meeting Association of the District of Columbia and Maryland, reflecting the town’s founding as an outdoor religious summer camp. Washington probably was chosen because the majority of the
people who founded the camp were from Washington, D.C., churches, and “grove” was chosen to advertise that meetings would take place in a place filled with trees. Laytonsville was established in 1789 on a tract of land granted to James Brooke. It originally was known as Cracklintown, named after the popular cracklin bread — bacon corn bread — that was baked locally. Laytonsville received its name after the local post office was moved to John Layton’s saddle shop. The town was incorporated as a municipality in 1892.

MONTGOMERY VILLAGE Located 17 miles outside Washington, D.C., Montgomery Village has more than 40,000 residents and 12,099 single-family homes, townhouses, condominiums and apartments. Developed in the late 1960s, it covers 2,500 acres that were once farmland. Montgomery Village will be celebrating its 50th anniversary in 2016. The Montgomery Village Foundation is a nonprofit organization that services one of the largest planned communities in the country. It includes 10 homes corporations, 11 condominium associations, four apartment complexes and the Poplar Spring subdivision.

POOLESVILLE The Town of Poolesville is on the northwestern edge of the county. It covers 2,375 acres and, as of the 2010 census, has 4,883 residents. Poolesville first began to take shape when two brothers from Anne Arundel County, John Poole Sr. and Joseph Poole Sr., purchased 160 acres in the area in 1760. In 1793, John Poole Jr. built a two-room log store on 15 acres given to him by his father and sold parcels to other merchants, including a tailor, tanner and tavern owner; and Poolesville was born. The town was incorporated in 1867. Poolesville is governed by five elected commissioners.

GERMANTOWN Germantown’s roots reach back to the 1800s, when farming was the way of life where housing developments stand today. The not-quite-atown got its name from the large number of German business owners who settled in the crossroads area of Clopper Road and Md. 118 in the 1830s and 1840s, according to historian Susan Soderberg, author of “A History of Germantown, Maryland.” Although most of the area’s farmers and landowners were English, travelers and visitors remembered the accents of the shopkeepers, who were a mix of German immigrants and also from German
settlements in Pennsylvania, and began to call the area “Germantown.” The community’s 2010 population was about 86,400.
