ANNUAL GUIDE TO THE COUNTY Welcome to The Gazette’s annual guide to Montgomery County. Do you need to know your elected officials? Are you wondering who to call if your recycling isn’t picked up? Or maybe you’re just looking for a new church or a sports team for your child. This guide is designed to help you find out about the services and resources that we in Montgomery County can take advantage of throughout the year. We’ve stuffed this guide with information about the county and each of the communities we cover. So if you live in Gaithersburg, Germantown, Bethesda, Silver Spring or Rockville, we have the lowdown on who’s who and what’s where. Even in communities where we do not have Gazettes, we’ve tried to include some information. We’ve included lists of key institutions — from schools to libraries to parks to places of worship — all of which gives us an opportunity to explain how The Gazette works.

The Montgomery County Division of Solid Waste Services provides refuse collection services to a portion of the county’s single-family households, predominantly in the downcounty area. Residents living in the remainder of the county must subscribe for refuse collection services with private collectors or obtain service through their homeowner associations. People living in municipalities must contact their local jurisdiction for more information.

RECYCLING The Montgomery County Division of Solid Waste Services provides recycling collection services to all single-family households in the county, with the exception of households in municipalities where their local jurisdiction or a private collector provides recycling collection services. In the blue recycling bin, residents can recycle glass bottles and jars, aluminum cans and foil products, bi-metal steel/tin cans, aerosol cans that contained non-hazardous or nonautomotive materials, and plastic bottles, containers, jars, tubs, lids, caps, trays, deli containers, plastic clamshell containers and deli containers, pails, buckets and flower pots. In the blue wheeled recycling cart residents can recycle cardboard boxes, newspaper, magazines, office and copier paper, telephone books, paperback and hardcover books, shredded paper, coated paper items such as milk and juice cartons and frozen food boxes. Residents may also recycle all these paper and cardboard items by

Trash haulers pick up garbage as the snow begins to fall in Olney in January 2014. placing them in a cardboard box with a lid or a paper bag or by bundling them with string or twine and placing the bag/box/bundle beside their blue bin at the curb. By using reusable containers or paper lawn bags, residents may recycle grass clippings, leaves, garden trimmings and brush. Or, try backyard composting of leaves and grass, or grasscycling by leaving grass clippings on the lawn after mowing. To recycle scrap metal items such as appliances, bicycles, metal furniture, lawn mowers, filing cabinets and more, call 240777-0311 by 7 p.m. the business day before your recycling collection day or go online to schedule a special scrap metal recycling collection by 11:59 p.m. the day before your recycling collection day.

Curbside recycling collection is once per week and recyclables must be set out at the curb by 7 a.m. The county also recycles other items such as computers, televisions and other consumer electronic items, motor oil, antifreeze,

tires, textiles, used cooking oil and reusable building supplies. These items can be dropped off in person at the Shady Grove Processing Facility & Transfer Station/ Recycling Center located at 16101/16105 Frederick Road in Derwood. MONTGOMERY COUNTY ANIMAL CONTROL In Montgomery County, animal-related issues and concerns are primarily handled by the Montgomery County Police Department’s Animal Services Division located at the Animal Services and Adoption Center, 7315 Muncaster Mill Road in Derwood. It is the law in Montgomery County that all dogs, cats and ferrets four months of age or older receive a current rabies vaccination and that dogs and cats be licensed through the county or a local municipality. Residents of the

cities of Rockville and Gaithersburg must license their pets with their municipality.

Animal Services Division officers are responsible for responding to and investigating calls seven days a week, 24 hours-a-day for animals atlarge, cruelty and neglect, nuisance and noise complaints, injured wildlife, and rabid or other aggressive or dangerous animals. They also conduct inspections of animal-related businesses in the county. The Animal Services and Adoption Center serves all animals in need from dogs and cats to farm animals, wildlife and exotic animals. It offers adoptions, lost and found pet assistance, vaccination clinics, education and outreach. UTILITIES Montgomery County’s largest electric provider is Pepco, which serves approximately 324,000 customers in the county.

Potomac Edison (a FirstEnergy Company) and Baltimore Gas & Electric (BGE) also provide electric service in some areas of Montgomery County.

As of May, Exelon Corp. of Chicago is seeking regulatory approval to acquire Pepco’s parent company, Pepco Holdings Inc. If the deal goes through, Exelon would own Pepco in addition to BGE, which it currently owns.

Washington Gas Co. supplies natural gas in the county.

Verizon provides local telephone service in the county.

POLICE MONTGOMERY COUNTY POLICE DEPARTMENT The Montgomery County Police Department has more than 1,133 patrol officers, most of whom work out of six district police stations and numerous substations in the more populous regions of the county. The department is led

by Chief J. Thomas Manger.

Police headquarters are located in Public Safety Headquarters, 100 Edison Park Drive, in Gaithersburg.

Operations for the police department’s Rockville district also were relocated to the new county public safety headquarters.

PARK POLICE The Montgomery County Park Police is the law enforcement arm of the MarylandNational Capital Park and Planning Commission, a bicounty agency responsible for park property in Montgomery and Prince George’s counties.

The park system in Montgomery County includes 420 parks covering 36,000 acres, 100 miles of hiking and biking trails and 219 playgrounds, swimming pools, campgrounds, golf courses. horse stables, soccer stadiums and stream valleys.

COURTS The court system in Montgomery County is headquartered in the county seat, Rockville.

Here is a brief overview of the legal system:

DISTRICT AND CIRCUIT COURT There are two levels of trial courts: the staterun District Court, operating in Rockville and Silver Spring, and the county-run Circuit Court of Montgomery County (part of Maryland’s Sixth Judicial Circuit with Frederick) in Rockville.

Generally speaking, the District Court handles small claims cases, as well as misdemeanors and felonies with penalties of less than three years in jail or as much as $5,000 in

fines. Speeding, red-light running, drunken driving and landlord-tenant cases generally are heard there.

All trials in District Court are argued before a judge; the court hears no jury trials.

The Circuit Court handles major civil and criminal cases, family law cases such as divorce and custody, and appeals from the District Court. It is the only court in the county to have jury trials.

Juvenile Court is part of the Circuit Court. The county’s District Court has 12 judges, including Administrative Judge Eugene Wolfe. The county’s Circuit Court has 22 judges, including County Administrative Judge

TRANSIT Although it might seem as if everyone in the county drives, public transportation is widely available. Below is information on where you can find a ticket to ride and a few tips on how you can more sanely reach your destination.

There are many ways to get around Montgomery County. Metrorail, Metrobus and Ride On serve the county.

With the addition of bicycle racks on all Ride On buses, cycling may be a good alternative.

The best way to avoid traffic is to avoid driving during rush hour. Peak travel times generally are considered to be 7 to 9:30 a.m. and 4 to 7 p.m.

HEALTH SERVICES The Department of Health and Human Services (www.montgomerycountymd.gov/hhs) is the largest department in county government. More than 120 programs deliver services at more than 20 locations in Montgomery County. Core services protect the health and safety of at-risk children and vulnerable adults and address basic human needs, including food, shelter and clothing. GOVERNMENT The county executive and the nine members of the County Council are elected every four years. The next election is in 2018. The primary election takes place in June, followed by the general election in November.

The Executive Office Building is at 101 Monroe St., Rockville.

The County Council meets Tuesdays and also has committee meetings during the week. Public hearings on legislation before the council usually take place midday Tuesday and on Tuesday and Thursday evenings.

PLANNING BOARD The Planning Board, part of the Maryland-National Capital Park and Planning Commission, acquires, prepares and administers a general plan for the physical development of most of the county.

The board also develops and administers parks in the county.

The five commissioners meet each Thursday in Silver Spring to decide planning, zoning, subdivision and park matters.

Commissioners serve four-year terms and are limited to two full terms. The chairman is appointed by the County Council.

STATE OFFICIALS AND LEGISLATORS Most state officials, including the governor and members of the General Assembly, are elected to four-year terms. The next gubernatorial election is in 2018.

The General Assembly, consisting of the state Senate and the House of Delegates, begins its 90-day session on the second Wednesday in January in Annapolis (although some legislative committees meet at other times during the year).

Members of the U.S. Senate are elected every six years. Members of the U.S. House of Representatives are elected every two years.

The next presidential primary election is scheduled for April 2016; the general is scheduled for Nov. 8, 2016.

Montgomery County’s public school population continues to grow in numbers and diversity.

The 2014-15 enrollment in county public schools is about 154,000 with students attending one of 202 county schools.

The school system’s population represents several ethnic groups, as of the 2014-15 school year: 31 percent white, 28.3 percent Hispanic, 21.5 percent black and 14.2 percent Asian. School system students come from about 158 foreign countries.

Of the county’s school-age children, about 86 percent are enrolled in public school. The rest attend private schools or are home-schooled.

Each school serves students who live within the boundaries of one of the county’s high school clusters. Clusters include one or more high schools, one or more middle schools and several

elementary schools.

REGISTRATION Maryland law requires children ages 5 to 16 to attend school. Children who turn 5 on or before Sept. 1, 2015, must enroll in school for the 2015-16 school year. Elementary and secondary schools have registration sessions through the summer.

BETHESDA Bethesda is named after Bethesda Presbyterian Church, which was built in 1820, according to “Bethesda: A Social History” by William Offutt.

Like the church, whose membership has outgrown the sanctuary, Bethesda — population 60,858 according to the 2010 census — is bursting with restaurants, boutiques, and new and renovated office buildings.

OLNEY In the 18th century, Olney was the smaller and sleepier cousin of the surrounding towns.

It started to grow when it began attracting artisans by the early 1800s.

Sarah Brooke and Dr. Charles Farquhar named their home Olney after poet William Cowper’s hometown in England. The town was named after the home, which still stands and is known today as The Olney House.

Olney retained its rural character until the mid-1950s, when the first major development was built. By the early 1970s, growth changed the town’s character dramatically. The greater Olney community now boasts about 39,462 residents, according the Montgomery County Department.

The area, which measures roughly 47 square miles, has about 13,129 households (single-family, townhouse and garden apartments).

The town of Brookeville, to the north of Olney along the major north-south thoroughfare of Georgia Avenue (Md. 97), was founded in 1794

by Richard Thomas on land inherited by his wife, Deborah Brooke. He named the town after his wife’s family.

Brookeville was incorporated in 1808 by the Maryland General Assembly, which appointed three commissioners to run the town.

Sandy Spring was founded by Quakers who arrived in the early 1700s in search of new land to grow tobacco and corn. The population of the Sandy Spring-Ashton area is about 5,628, based on 2010 statistics available at Park and Planning.

The greater Olney area also includes such smaller communities as Brinklow, Ednor, Norbeck, Norwood and Sunshine.
