5th Baku Course for Afghan Officials This course develops capacity in the Afghan government and civil society by training selected Afghan participants dealing with or implementing key aspects of security sector reform (SSR) as part of postconflict reconstruction and stabilisation in a delicate transition phase. It builds on the experience of other states or regions that have emerged from war, insurgency, ethnic conflict, invasion or occupation.

The course will enable you to: • Understand how security sector reform (SSR) can be one of the keys to improve national and human security; • Ensure that the key elements of the security sector are accountable, placed under the rule of law and respect of human rights; • Analyse the damage that corruption in government, the security sector, justice and society can cause in terms of political, economic and social development; • Explore examples of initiatives that may lead to sustainable human security, gender mainstreaming, social justice, and consensual mechanisms for the fair and non-violent expression of social diversity.
The course teaching staff includes GCSP’s international faculty composed of academics and practitioners with broad experience in international affairs, security policy, diplomacy and military affairs, as well as high-level international guest speakers from civil society, government, academic and international organisations.

During this training course, speakers from or with experience in Afghanistan and other regions such as Central Asia or the Balkans provide first-hand examples of how their respective nation-states have managed change. The course provides the participants with a diversity of approaches so that they have a ‘menu of choice’ to consider, reflect upon, adapt, or reject as they deem appropriate for their institution or government department.
Upon completion of the course, you become part of the expanding GCSP alumni network and enjoy continued access to our events. Security policy conferences enable current and past participants to meet, debate policyissues and share ideas and experiences in an informal setting.

Course design
Participant profile
The course mixes group work, participantled activities, practical exercises and case-study presentations by experienced practitioners and regional experts. All course-related material are translated into Dari and available for continued training of other Afghans by certified participants.
The participants selected for this course come both from the central and regional/ local government and civil society organizations:
Border Security • Fight against Trafficking Internal Security • Law Enforcement and Justice Reform Security Sector and Public Society
Crisis Response
• Representatives of main ministries or agencies, including military superior officers, as well as members of Parliament, involved in decision- and policy-making; • Representatives of decentralised institutions at the provincial, district, and local (municipal) levels, involved in policy implementation or oversight (Human Rights Commissions, Trade Unions, independent media, etc.); •
Balance between male and female participants, and among the ethnic, language and religious components of Afghan society.
The size of the group will be limited to 20.
