Examining Global Security Challenges Relative to Europe The European Training Course in Security Policy (ETC) examines European security within a regional and global context thus better assessing the interconnectedness of transnational threats and responses. The ETC deepens participants’ understanding of the security policy challenges relative to Europe, and has done so for nearly two decades.

The ETC objectives are: • to provide you with a comprehensive and analytical overview of global security trends relative to Europe, • to develop your understanding of how Europe interfaces with the world on security issues, • to enhance your relevant skill sets to be effective security policy practioners, • to promote mutual understanding and generate a community of security policy professionals.
TEACHING STAFF PROFILES The ETC teaching staff includes GCSP’s own international team composed of academics and practitioners with broad experience in security policy, diplomacy and/or military affairs, as well as highlevel guest speakers (government officials, military officers, representatives from international institutions and civil society, academics and researchers). An average of sixty speakers lead sessions during the two-month course.
WHY YOU SHOULD ATTEND The course offers a unique opportunity to interact with highlevel professionals from various countries, government ministries, armed forces and civilian organisations. Since 1997, the ETC has trained over 450 individuals from more than 70 countries, including participants from EU member states, from partner countries of the Euro-Atlantic Partnership Council, NATO’s Mediterranean Dialogue and the Istanbul Co-operation Initiative, as well as countries in the Middle East, North and Sub-Saharan Africa, Central, South and East Asia, the Caucasus and North and South America. © A.Tardy / GCSP

Admission requirements
• Week 1: The Global Security Landscape: Current Trends and Challenges
Open to mid-career professionals working in national ministries and international organisations.
• Week 2: Security Policy Revisited: A Human Security Lens
Candidates must have a relevant university degree and exposure to peace and security
• Week 3: The European Union: Interests, Impact, Power • Week 4: Electives: two tracks possible: - Track 1: Defence Attaché Training Module - Track 2: Cyber Security; Intelligence; Maritime Security • Week 5: European Security Architecture: Institutions and Member States • Week 6: Wider Europe • Week 7: Europe in the World • Week 8: Leadership in Crisis Management
issues. Serving officers must have completed an advanced military staff course. Participants must be proficient in both spoken and written English, the course’s working language.
Additional Information Participants are required to obtain health insurance valid in Switzerland and the Schengen area for the duration of the course. The insurance should cover illness, accidents and repatriation and should be purchased before leaving the home country.
Course Design The ETC is highly interactive and employs numerous teaching methodologies including top-down lectures, participant-led sessions and skills enhancement. The course examines the global security landscape, the current trends and challenges in both hard and soft security, the European Union’s interests and impact, regional security architecture relative to Europe (EU, NATO and OSCE), as well as key state actors. The course also analyses Europe’s interaction and impact on its neighbours and other regions in the world, such as Asia and Sub-Saharan Africa. Relevant global challenges such as climate change, migration, terrorism and organised crime among others are explored throughout the course. Apart from the substantive elements of the course, skills enhancement is prominent in the curriculum with the inclusion of weekly practical sessions and exercises on leadership, negotiation, conflict analysis, communication, working with the media, policy analysis, intercultural competence, etc. A particular focus is placed on participant-led modules including national security policy presentations, debates, reading seminars, and individual exercises such as drafting policy briefs.
Alumni Community You become part of the expanding GCSP alumni network and enjoy continued access to our events. Security policy conferences enable current and past participants to meet, debate policy issues and share ideas and experiences in an informal setting.
