PURPOSE To establish the image of the independent electrical contractor as being informed, professional business persons; to promote a high standard within the electrical trade; to promote common business interests of those engaged in the
electrical construction industry; to cooperate with other industries, organizations, trade associations and government bodies; to promote the education of the electrical tradesman; to encourage and foster safe working practices and conditions for the electrical construction industry. CODE OF ETHICS
Code of Ethics I.
We fully appreciate the honor and responsibilities that go with membership in the Association.
II.
We therefore pledge ourselves to always conduct our business affairs in such an ethical manner as will uphold and elevate the prestige of this Association.
III.
We solemnly pledge ourselves to zealously guard the best interests of our industry and the public at all times.
IV.
We shall recommend adequate wiring and quality materials on every installation.
V.

We shall train ourselves and our employees to do all work in

The IEC GIFT Foundation ate in 2016 the IEC, under the direction of the Atlanta and Georgia Board of Directors, established a new non-profit foundation entitled “Georgia Industry Foundation for Training” (GIFT). e foundation is a 501c3 under the IRS tax code, which allows cash and equipment given to GIFT to be claimed by the giver as a total deductible donation. e purpose of formulating GIFT is to support the training function of both

the Atlanta & Georgia Chapters IEC. With this new foundation, GIFT (IEC) is now able to write grants to funding sources, such as other foundations and governmental entities to train, develop and implement new programs for special populations that also provides workers for IEC contractors. are two classes of contactor members in Georgia and is based upon their primary office address: Primary Contractor – those in Georgia but primary office is outside of the following counties – Barrow, Butts, Carroll, Cherokee, Cobb, Clayton, Dekalb, Douglas, Fayette, Forsyth, Fulton, Gwinnett, Henry, Newton, Paulding, Rockdale, Spaulding, and Walton. Associate Contractor Members are those with their primary offices in the previously listed counties. The Board of Directors governs the chapter in accordance with the Georgia Chapter bylaws. The administration of the Georgia Chapter is provided by the Chapter office staff through a contractual relationship with the Atlanta Chapter.
STRUCTURE & ORGANIZATION
The IEC is a non-profit 501(c)6 trade association providing services to independent electrical contractors. IEC is governed by a board of directors according to chapter bylaws. Chapters are divided into geographical territories with services and staffing varying according to the needs of the members and resources of each chapter. Currently, there are 50 chapters of the IEC across the country, which provide services to over 3,700 members and approximately 100,000 electrical workers. The IEC Atlanta and Georgia Chapters are administered from the IEC offices in Atlanta. Each chapter chooses both the services and dues structure to support those services. Chapter membership is based upon a company’s geographic location and whether the company is an electrical contractor or industry related supplier of products and services.

Membership • Atlanta Chapter The Atlanta Chapter’s geographic region encompasses the following counties: Barrow, Butts, Carroll, Cherokee, Cobb, Coweta, Clayton, Dekalb, Douglas, Fayette, Forsyth, Fulton, Gwinnett, Henry, Newton, Paulding, Rockdale, Spaulding and Walton. There are approximately 70 Atlanta Chapter members ranging in size from one person to over 200. The average size contractor has approximately 25 employees. •

Georgia Chapter The Georgia Chapter includes all IEC contractor members in the State of Georgia, plus the following counties in Tennessee: Bradley, Hamilton, Marion, Polk and Squatchie. There

Industry Partner Members Any person, company or organization engaged in a trade related to the electrical construction industry and not inconsistent with the objectives of the association may be eligible to be a partner member. Partner members may attend all general membership meetings and related activities, as well as, attend training programs at contractor member rates. In Atlanta there are four levels of partner members: Platinum, Gold, Silver and Bronze. Each level comes with different services and is appropriately priced to reflect the services offered. We encourage open communication between contractors and industry partners. In Georgia there is one level of membership.

IEC Atlanta/Georgia Foundation – GIFT (Georgia Industry Foundation for Training) In 2016 the IEC Atlanta/Georgia Chapters formed a new foundation – GIFT (Georgia Industry Foundation for Training) with the purpose of supporting the training programs of the two chapters. GIFT is a 501(c)3 non-profit recognized by the IRS and any donation of equipment and money is therefore tax deductible.

National All Atlanta, Georgia and Industry Partner members are also members of IEC National, which is a Federation. The IEC National is governed by a Board of Directors in accordance with the IEC National Bylaws. The IEC National has 5 regions, which the Atlanta and Georgia Chapters are located in the Southeast Region. The National Board of Directors is made up of two representatives from each region, whom are elected by each region. There is also a House of Delegates, of which each chapter has one representative or vote (per one hundred members). The executive committee is elected annually by the House of Delegates and sets the strategic plan for the association and oversees the Executive Vice President of the National IEC office. IEC General Membership Meetings (GMM) GMM’s are held monthly in Atlanta at the Training Center and for the Georgia Chapter meetings are held periodically throughout the state in services delivery areas. Apprenticeship Continuing Education Training & Management Development APPRENTICESHIP CONTINUING EDUCATION TRAINING & MANAGEMENT DEVELOPMENT

Three general areas of education include: • Formal apprenticeship training programs recognized by DOL, Office of Apprenticeship (OA) •
Technical training in codes, standards, safety, electrical and low voltage systems, and new technology, all of which qualify for Continuing Education Units (CEU’s) for state licensing renewal

Business management for the contractor, lead personnel and management staff
1) Apprenticeship Programs – Certified training recognized by U.S. Dept. of Labor, Office of Apprenticeship (OA) All apprenticeship programs require both on-the-job-training and classroom instruction. Currently there are three OA recognized programs offered by IEC: •
4-Year Electrical – Online & Onsite in Atlanta, Columbus, Savannah & Valdosta
This program requires 8,000 hours of onthe-job-training (OJT) and 576 hours of classroom instruction over the four-year period. The IEC is a National program, and nearly all the IEC Chapters teach the standardized curriculum; therefore, an apprentice can transfer in and out of a chapter location without losing credit. Apprentices transferring in from a non-IEC program are required to “test-in” by taking a placement test. This must be done at least 30 days before the start of a class year. Non-IEC Apprentices are only allowed to test into the first two years of the program.. 64

2-Year Professional Electrician’s Program (PEP) – Online & Onsite in Atlanta
This program requires attendees to document that they have worked in the electrical industry for at least 5 years and 10,000 hours as an electrician. To complete the course, attendees must work an additional 4,000 hours of OJT and attend classroom training of 360 hours. •
2-Year Low Voltage Systems Technician (operated by demand only)
The IEC also provides low voltage and systems training in modular fashion, lasting anywhere from 2 to 8 weeks. Contact the Training Department at the IEC office to determine if there are modules available to meet your low voltage and systems contracting needs. The electrical contractor provides the OJT and reports the hours to the IEC office monthly, while the IEC provides the classroom instruction. The standard class schedule is 5:30 to 9:30 one night per week, with classes beginning in the fall and continuing until late spring Financial Assistance and Other Resources for Apprenticeship IEC offers each student the opportunity to apply for and possibly receive some type of financial assistance for their tuition and/or their books. Scholarships! – this benefit is open to ALL students Scholarships can be found in a myriad of places. IEC notifies students about scholarship opportunities available; however, students can also find many scholarships on their own.
Many scholarship applications are available throughout the year. Places to look are: • GIFT (Georgia Industry Foundation for Training). This is IEC Atlanta/Georgia’s newest organization and funding source. • Independent Electrical Contractors, Inc. National Office (information on this scholarship is distributed to all students) http://www.iec-foundation.org/ • Local Church and Community Organizations • National Trade Organizations: i.e. NAWIC, AGC, ABC, etc. Scholarships should be paid directly to the IEC and we will notify the Contractor and Student once it is awarded.. Other Resources: Veterans (Post 9/11 Montgomery Act) http://www.benefits.va.gov/gibill/docs/pa mphlets/ch33_pamphlet.pdf Georgia is home to 13 military bases, over 72,000 active duty personnel and more than 94,000 veterans. Many of our veterans may be eligible for the Post 9/11 Montgomery GI Bill. It is an education benefit program for individuals who served on active duty after September 10, 2001. Once approved for their GI Bill, it is paid directly to the veteran; he/she will receive a percentage of a monthly housing allowance and a book/supply stipend each month. Full benefit amount is paid as long as a minimum of 120 hours are worked in a month. IEC currently has many veterans receiving their benefits. Each year, the list keeps growing as more and more veterans enter the civilian workplace. IEC Atlanta/Georgia 2018 Directory
Workforce Investment Opportunity Act (WIOA) – this benefit is paid directly to the IEC http://www.georgia.org/competitiveadvantages/workforce-division/resources/w ioa-resources-job-seekers/ The premise of the WIOA is to increase employment, retention, and earnings of Americans. Through WIOA, clients increase their employability and earning power by gaining the skills they need through specialized training or retraining in a career of their choice. To be eligible for this program, an individual must be unemployed or underemployed; a US citizen or lawful permanent resident; and meet other qualifications as determined by the Local Workforce Investment Area (LWIA). When a Member hires an eligible WIOA applicant their school fees are paid for up to two years and they receive a tool kit. Please ask your apprentices to look for and apply for scholarships as they are announced. Scholarship announcements and application periods generally occur each year from February - May. All employers must accept and follow the Standards of Apprenticeship adopted by the IEC and as registered with the U.S. Department of Labor, Office of Apprenticeship. Upon review of these standards, the “Employer Acceptance Agreement” must be completed and returned to the IEC office.

All employers must complete the annual wage survey as required by the OA Standards.
The employer should not require the apprentice to work during the time he/she is required to attend class.

The employer must pay the apprentice according to the published pay scale as set by the wage survey each year, and as required by the OA.

Apprentices will be registered with OA within 30 days of starting classes.

Employer is obligated to pay the tuition for each apprentice each semester by contractor check. Once an apprentice begins class (1st night), full tuition is due for the semester with no refunds issued.
The employer must make every reasonable effort at providing fulltime (40 hours per week) employment to all apprentices during the 4 years of apprenticeship. If the employer is not able to provide continuous employment, they must release the apprentice from employment or utilize the loan/borrow program to keep them earning OJT hours. If the contractor chooses to release the employee, they can do so by completing the “Release Form” and sending it to the
IEC Apprenticeship Office. The employer should not refer the apprentice for employment to other contractors, but must direct them to contact the IEC office for employment. If there is only a brief lack of work an employer may loan an apprentice to another employer using the standard IEC Loan/Borrow agreement procedures.

Apprentice Application & Employment Referral Process • To apply, an applicant must be 18 years old (16 or 17 if high school youth apprentice), complete the apprentice application and take a math test. •
In order to document apprentice hours of training in the field, the employer must assure the “Monthly On-The-Job Training” form is completed and signed (by contractor) and returned to the IEC office within 10 days of the end of the month.
If the applicant does not score within the acceptable level, they must take and pass the math refresher course offered by IEC, or an equivalent course. An applicant will not be allowed to begin the apprenticeship program if they do not take the math course, or do not achieve a passing grade.

The employer is obligated to interview an applicant whom is referred to them for employment from the IEC office; however, they are not obligated to hire the applicant.
The applicant must declare under penalty of perjury that they posses a high school diploma, or GED. If they are a high school youth apprentice, the apprentice application from the high school is sufficient.
•
If the applicant is already working for an IEC contractor, their application is complete and they will be registered with the Office of Apprenticeship within 30 days of starting classes.
•
If the applicant is not currently working for an IEC contractor, the IEC office will give the applicant up to three IEC contractor names whom they may contact to set-up an interview for employment. If the employer is hiring apprentices, the employer must interview them for
To receive apprentice applicants from the IEC office, a contractor may complete the hire apprentice portion of the “Weekly Employment Needs” form and return it to the IEC office. The IEC office will make referrals to employers based upon random choice of returned weekly surveys from the contractor to the office, taking into consideration geographic

employment, but is not obligated to hire them. There is no guarantee of employment made to the applicant by the IEC office. •

Applicants are required to call the IEC office each Tuesday after 1:00 pm to receive job referrals. This keeps the application current and allows the IEC office to identify candidates that regularly call for referrals. Applicants may receive up to three job referrals per call, provided they followed through on referrals previously supplied to them. If the applicant does not accept employment with a member contractor after receiving six referrals, they may be required to meet with the Apprenticeship & Training Committee to be eligible for additional referrals. An applicant must be working for an IEC member contractor in order to be properly registered as with OA as an apprentice. Applicants that do not work for a member contractor may attend classroom training but will not be registered with the OA until they gain employment with an IEC member contractor. Any applicant who has been accepted and registered with the OA and stops attending classes will be deregistered with the OA and no refund will be issued.
Apprentice Responsibilities • All apprentices are required to review, accept and comply with the rules and regulations in the “Apprenticeship Handbook.” • An apprentice cannot continue in the program if they quit working for their IEC contractor. •
If an apprentice is released from employment and wishes to continue in the program, they must contact the

IEC office to obtain employment. Further, the apprentice can only accept employment from the referrals given to him/her by the IEC office. If employment is not secured based upon the initial referrals, and as long as the apprentice has followed up on those referrals, the apprentice may contact the IEC office for additional referrals. If employment is not secured within a reasonable period of time, the apprentice may be required to meet with the Apprenticeship & Training Committee. At that time the committee will decide whether additional referrals are appropriate. •
Maintain class attendance within the specified requirements. When an apprentice misses the allowable absences he/she will be notified in writing that they have exceeded the allowable number of absences and they will be dropped from the program. In some cases, an apprentice may be required to meet with the A & T Committee to discuss their placement in the program.

If the apprentice obtains employment without going through the IEC office, they will be dismissed from the apprenticeship program.

An apprentice who is dismissed from the program and wishes to re-enter, must wait until the session in which they were dismissed is offered again, or approximately one year. An apprentice who moves to a different contractor without going through the IEC office during the summer must wait until the next session begins the following year.

An apprentice may automatically reenter any one year twice. If he/she is unsuccessful after two attempts, they may not re-enter the program. v
Releases from Employment Other than Lack of Work • An employer may release an apprentice from employment based upon work performance, and refer them back to the IEC office for employment with another contractor using the procedures as previously outlined. •
A contractor may also release the apprentice for proven illegal activities such as substance abuse, theft, and/or similar issues. The apprentice is not eligible for employment referrals and will be dismissed from the program in these cases, for the balance of the curriculum year plus one additional curriculum year. The student may then submit a new application to join the program and 67

The IEC is very active on both the national and state/local levels regarding legislation, regulations and other proposals affecting the construction and electrical contracting industry. At the National level, the IEC has staff members whom are active on Capital Hill. Through the bimonthly fax, as well as, e-mail, our National IEC office will keep you informed of issues at the Federal level. Additionally, each Spring the IEC holds a National Legislative Conference in Washington D.C. where all of the Georgia Congres-
sional Delegation is visited by the Georgia and Atlanta members who attend the conference. Not only do conference attendees hear numerous congressmen speak, but the issues that the IEC is addressing on a National basis are also reviewed by our National Legislative Director. On a state and local level, the IEC retains a lobbyist who represents the interests of the IEC membership. Each year the IEC hosts a Legislative Reception with other associations (see date above). IEC also has a PAC fund (Political Action Committee) that has been set-up to support state candidates for public office that are supportive of small business issues. Any individual or company may give

panies that are loaning and borrowing. The IEC does not negotiate rates or relationships between the two companies, but merely acts as a referral between the two companies. IEC offers two different agreement formats that may be used between the loaning and borrowing contractors. IEC strongly suggests that members have their own attorneys review the documents for use. IEC assumes no responsibility for debts or liability between loaning and borrowing contractors. The first agreement is a simpler agreement entitled, “Loan/Borrow Agreement.” The second agreement is newer and incorporates current liability issues that contractors may face today and is entitled “Personnel Sharing Agreement.” v
PARTNERING & LOAN / BORROW
INDUSTRY PARTNERING IEC provides Industry Partnering by offering the opportunity for manufacturers, suppliers, distributors and service providers to network and more effectively conduct business with contractor members. The purpose of Industry Partnering is to educate the IEC membership on partnering concepts so that members can then individualize their partnering approach. This includes defining the core elements to all electrical work and how they can be streamlined from both the contractor and supplier side of the industry. Partner members are encouraged to contact the IEC office to take advantage of the many opportunities to promote their products and services. Some of these include; table top presentation at GMM, new product overview at a GMM, minitraining to apprentices in training during classes and providing a contractor continuing education seminar for license renewal. Partners also receive numerous other promotional benefits such as: name posted on sponsorship boards in meeting rooms (Atlanta), listing in directory, listing on internet with hotlink, event sponsorships (additional fees may apply), mailing lists and promotion of their company throughout the year in announcements and mailings. The IEC does not negotiate rates or relationships between the two companies, but merely acts as a referral between the two companies. The Loan / Borrow Agreement form below outlines the general policies of the program. The form and agreement is not required, but may be used between the two companies, or modified by mutual agreement. IEC Personnel Sharing Agreement

This Agreement pertains to all personnel which LOANING CONTRACTOR provides to BORROWING CONTRACTOR (parties identified below) for the performance of electrical work. The terms of this Agreement will remain in effect from the date of execution until terminated under terms expressed hereafter. Either party to this Agreement may terminate this Agreement, but only in writing. However, the termination of this Agreement will not mitigate or eliminate any obligations and/or financial requirements previously in effect. Such obligations and/or financial requirements, as applicable, shall remain in full effect until resolved, as applicable to that original term.
1. Provide Workers’ Compensation and Employers Liability insurance for all personnel provided to Contractor under the terms of this agreement, and file and process claims when appropriate. Minimum coverage must include Statutory levels for Workers’ Compensation and the following minimum limits for Employers Liability: $1,000,000 Each Accident, $1,000,000 Disease Policy Limit, $1,000,000 Disease - Each Emp. 2. Pay required taxes for its employees, including Social Security taxes (FICA), State and Federal Unemployment Taxes, and to continue to provide standard Client employee benefit programs to its employees. 3. Be solely responsible for verification of work eligibility of its employees and for full compliance with federal and state laws governing eligibility to work in the United States. 4. Provide Loaning Contractor personnel with a basic knowledge of safety, Personal Protective Equipment-PPE (ANSI-rated safety glasses and safety toe work boots) and appropriate levels of trade-related training. Borrowing Contractor will have the right to remove any Loaning Contractor personnel at any time from applicable Borrowing Contractor sites for any reasons, including any breach of this agreement (please note point 9). 5. Release, indemnify and hold Borrowing Contractor, any prime contractor and/or any project owner harmless from and against any/all liability, loss, damage, claims demands, awards and/or fines which arise out of any conduct, accident, regulatory action, or employment action, which happens or is alleged to have happened in, about, or in the vicinity of the place where Loaning Contractor personnel have been assigned on behalf of Borrowing Contractor, whether based upon or claimed to be based upon statutory, contractual, tort, or other liability, and whether or not caused or claimed to have been caused by active or inactive negligence or other breach of duty by Loaning Contractor personnel. Loaning Contractor, and/or its insurance carrier, shall defend all action based thereon and pay all charges of attorneys and all other costs and expenses of any kind arising from such liability, damage, loss, claims, demands and actions. 6. Require Loaning Contractor personnel to comply with and adhere to all directions provided by Borrowing Contractor.
Borrowing Contractor Agrees to: 7. Provide all appropriate supervision, tools (except Loaning Contractor personnel’s personal tools), equipment and processes to adequately fulfill tasks required by Borrowing Contractor personnel. Borrowing Contractor will not be responsible for Loaning Contractor personnel’s lost, stolen or damaged tools.

When providing personnel to Borrowing Contractor, Loaning Contractor agrees to:
8. Obtain, and maintain for the duration of applicable work activities, all necessary licenses and permits that will involve the trade work to be performed by Loaning Contractor personnel. 9. Provide, at no charge to Loaning Contractor personnel, a Borrowing Contractor hard hat. Loaning Contractor personnel are required to wear this hard hat at all times on the Contractor sites, and return the hard hat upon departure from overall assignment to the Contractor site. Loaning Contractor’s invoice will be reduced by $20 for each Borrowing Contractor hard hat lost or not returned by Loaning Contractor personnel. Loaning Contractor personnel are required to wear all-cotton shirts with 4” sleeves without any organization or company name contained thereon.

If we do not have the answer, we will research the requested information, or refer you to others within the industry that is knowledgeable on the given topic. Their site contains many areas of useful information, such as the latest Georgia Amendments to the NEC and a complete listing of all building inspectors in the state. NETWORKING OPPORTUNITIES Many members feel that the networking opportunities the IEC provides is the most important benefit received from their membership. But, as with most experiences, “you get back what you put into it.” And this is no truer than “networking,” – simply put, “making contacts and picking up valuable information.” Through networking, members have the opportunity to receive many benefits, including: keeping up to date with trends in the local and national market; the latest in code and product information; receiving a job referral from another member; partnering with another member on a job, knowing who to call for technical problems; borrowing a piece of equipment; knowing what GC’s
to be wary of; who and where OSHA has been inspecting; who has been low bidder; regulatory changes; and the list goes on. The IEC provides networking opportunities at General Membership Meetings, committee meetings and social outings. If you are not taking advantage of these opportunities, you may be missing out on the greatest benefit IEC offers! CODES & STANDARDS The IEC monitors electrical codes and regulatory standards both locally and nationally. On a national basis, the IEC is represented on all of the code making panels. IEC member, Bruce Bowman, Fox Systems from the Georgia Chapter represents IEC on Code panel 19 and technical committee for the NFPA 70e. Whenever opportunities arise to place our membership on leadership roles within the electrical industry IEC lobbies to support their representation. INSURANCE PROGRAM
As a tool to help recruit and retain your workforce, IEC has a 401k retirement plan for IEC members only – The IEC Members Savings Plan. The plan will not only greatly reduce your company cost of administering a 401k plan, but also reduce your liability for the plan. The plan is administered by BenSource, an IEC member and provided by Transamerica Retirement Solutions. Because we pool the assets of all members within the plan, we are able to offer a much lower transaction cost due to the volume of all IEC members. There are normally no start-up costs, TPA or document fees, which are normally $3-5K per year. It is your own plan with specifications, such as matching and vesting scheduled. No audit costs or form 5500 filings. There are an extensive variety of mutual funds, such as Vanguard, American Funds, Janus, Morgan Stanley and many more. It also reduces your tax burden when complying with DavisBacon wages for fringes on Federal jobs. Even if you already have a 401k or Simple plan, you can switch over to the IEC Member Savings Plan and start saving money for you company and your employees.

INDUSTRY REPRESENTATION The IEC represents the interests of the independent electrical contractor at a number of meetings, associations and councils. These meetings are listed below with a brief description: • GAEL – Greater Atlanta Electric League – a varying group of manufacturers, distributors, contractors and trade associations from the Atlanta area •

IAEI – International Association of Electrical Inspectors – an association for electrical inspectors. The local chapter is Georgia. CEFGA – Construction Education Foundation of Georgia – promotes and provides construction education in high schools and post secondary. Trade 5 – Governor’s Office of Workforce Development has initiated Trade 5 to promote the skilled trades to students and the public.
WORKFORCE DEVELOPMENT / INDUSTRY OUTREACH On a weekly basis (bi-weekly for GA), the IEC office faxes and e-mails a “Weekly Employment Needs” to Atlanta members. This survey is used by the IEC staff to refer new apprentice applicants to contractors. By returning this weekly survey to the IEC office, you are eligible to receive new applicants or current apprentice referrals from the IEC. Additionally, if you are hiring journeyman, low voltage technicians or helpers, the IEC will refer names and numbers of workers that have been released from other IEC members. Likewise, if you are laying-off workers in these categories, by providing the IEC with these worker’s names and numbers, we will then pass this information along to other members for employment consideration. The IEC also actively represents its membership by recruiting and marketing at career days within schools and industry job fairs. Additionally, the IEC advertises in local papers for job openings according to member needs. Leads for new 76
apprentices are then referred to contractors based upon those contractors responding to the weekly survey. IEC has a Workforce Recruiting Representative to recruit new apprentices to work for IEC member contractors. Once employed, they will then have the opportunity to attend the IEC Apprenticeship Program. Call our Workforce Developer if you have specific recruitment needs at (770) 242-9277. Hiring Electrical Workers In addition to the “Weekly Employment Needs Survey” IEC also provides services directly to the membership through website, which is located on the “Services” tab. A member must be logged in to gain access to this section of the website. • List of Eligible Applicants and Apprentices – This list provides not only the individual’s contact information, but also the amount of experience they have in a number of skill sets. IEC members may contact these individuals directly for hiring consideration. •
Recruit Lists allows registered IEC members to view journeyman level workers whom have applied through IEC advertisements on various websites. Members can then view and contact these individuals directly for their hiring consideration. (see the next section for details)

Veterans Services – Military personnel whom are transitioning from the armed forces and looking for work are an excellent source for contractors that are looking for experienced workers and have a great work ethic. There are multiple sources on our “Industry Outreach” web page to utilize when recruiting
veterans. Additionally, there are tax incentives for employers whom hire veterans. Veterans who attend the IEC apprenticeship program can also receive GI benefits that pay for the cost of tuition and books. •
High School Students, especially those coming from a career path of vo-tech, are especially good candidates for contractors when wanting to hire new workers. There are multiple sources through the “Trade 5” initiative, which are listed on our “Industry Outreach” page.

IEC Services FACILITY RENTAL SERVICES The IEC Training Center, located at 4500 Winters Chapel Rd., Atlanta, is available to contractor members free of charge. Contractor Members – Free Partners Members - Full day - $100, ½ day - $ 50 (a.m. or p.m.) Non-members – Full day - $200, ½ day - $100 For extended use of the facility, call our office for rates.
Safety Consultation Services These services are offered in a number of different ways. First, IEC Atlanta has a safety committee that all members, including Georgia, are welcome to attend. The group meets quarterly and also shares information between meetings about issues within the safety arena. Next, members may contact either the IEC Atlanta office or the National office for questions or information on safety. They can either provide program safety information directly or refer you to an expert regarding your question. Finally, IEC has on its staff certified OSHA trainers on staff who can assist contractors in setting up a safety program, implementing the program, or provide training directly. Resource Material All members receive access to a complete safety manual that may be downloaded and is also customizable. Additionally, through our websites, members may access train the trainer information, updates on the newest regulations and alerts on what OSHA is currently implementing and closely monitoring. Toolbox talks are available, along with the latest required posters and other related safety topics. LABOR RELATIONS The IEC believes that positive, a proactive relationship with labor is the best approach to maintaining a work environment that is productive. The IEC has literature on maintaining a union-
free merit shop environment, including information on hiring practices, what a contractor can do before and during a union campaign, and most importantly, proactive methods in labor management. The IEC also has a number of labor specialists and labor attorneys that have been screened if the need arises – call the IEC office for literature, consultation or a referral to a labor specialist. PROFESSIONAL SERVICES The IEC has Partner members who have been screened to become part of the association in the professional service areas of: accountants, computer applications and attorneys in a number of different disciplines. CONTRACTOR BUSINESS DEVELOPMENT The IEC receives calls from consumers regularly for referrals of contractors to perform electrical work for them. The IEC refers these inquiries to members based upon the type of work required and the geographical location. The IEC also attends trade shows such as the IAEI, ABC and AGC, promoting IEC contractors to inspectors and general contractors. IEC’s website also provides a list of member contractors, as well as, a searchable database where consumers and GC’s may find a member based upon type of work and geographical location. The National IEC website now also has a searchable database based upon size of member contractor. PUBLICATIONS & COMMUNICATION A variety of methods are used to keep members informed of industry and association events, education, meetings, trends and requirements within the electrical industry. The National IEC publishes a monthly magazine, “IEC Insights” from a national prospective, including industry trends and member services. The Atlanta Chapter sends out weekly “IEC Updates” alerting members to upcoming events and training. The Atlanta and Georgia members also receive on-line newsletters on a regular basis with more detailed information. Additionally, 80
the local office will send out notices and alerts to members on areas such as new code and regulatory requirements. Benefits to Chapters IEC believes that the majority of the benefits members receive should be through the local chapter and not directly from the National IEC. However, the following two pages outline money-saving programs that the National IEC has established for members. National IEC focuses its resources and developing new programs and services for the chapters, so that they may in turn provide them to their members on a local basis. This is especially true in the area of the apprenticeship program, where the National IEC develops, updates and publishes the curriculum for the chapters’ use. The process of guiding National in the development of programs and services for members to be delivered by the chapters is done through a National committee structure as listed below.

GEORGIA ELECTRICAL LICENSING & STATE RECIPROCITY
Electrical licensing is governed by the State Construction Industry Licensing Board, which is overseen by the Secretary of State’s Office. The Licensing Board may be contacted at (478) 207-1416. They are located in Macon and may also be contracted at their website: www.sos.state.ga.us/plb/construct. The licensing board has the authority to determine who make take the exam for licensing (both low voltage and electrical) and reviews all complaints that are filed against electrical contractors or unlicensed individuals doing work without the proper licensing. The State of Georgia has a reciprocal agreement with certain states for electrical and low voltage as indicated below. The procedure for receiving a licensing in this state is to request an application from each state, then request a certificate from the Georgia Licensing Board and submit the certificate with the application to the state to which you are applying. Satisfied, Challenged, Thankful
SATISFIED, CHALLENGED, THANKFUL
In reflecting back over 2017 and contemplating 2018 plans for both the Atlanta & Georgia Chapters, three words came to mind – satisfied, challenged, thankful. First, satisfaction comes from knowing that the staff, volunteers and instructors provided not only many enhancements to IEC training and services, but also added a number new benefits throughout the year. For example, an off-site meeting and tour was added at our longtime member Eaton Corporation. We also began recording the monthly luncheon meeting presentations and are now available on our website (bet you didn’t know that)! Two new apprenticeship program locations where added; one at South Georgia Tech in Americus and another in Augusta, giving our membership a total of 6 physical locations, as well as online for the apprenticeship program. Our numbers in the apprenticeship program statewide swelled to over 500 in 2017! During this fall, IEC implemented a new comprehensive membership management system to reduce redundancy, upgrade member information, and streamline billing and payment processing. Phase two of this system will allow members to view their own accounts and the progress of each of their students in the apprenticeship program when they login into their account. Our new Workforce Developer, Delast Muhammad has done a terrific job this year of enhancing our recruitment services through career fairs, job fairs and connecting our members to high schools across the state of Georgia. She also produces short video interviews of applicants and forwards them to members in pursuit of new apprentices. If you have not tapped into Delast and her high level of energy and expertise, I encourage you to do so as soon as possible!

Next, that sense of satisfaction soon turns to challenged because knowing what we have accomplished, inspires us to enhance our services further, including the addition of new member benefits. What’s in the works for 2018? First, our volunteer and two-time IEC National Instructor of the Year, Mike Gunter has been busy making new multi-purpose lab boards that will be used in the apprenticeship program, for SkillsUSA competition and IEC’s new Certified Professional Electrician exam that will be offered later this year. The A&T Committee of IEC ATL/GA chapters is embarking on the development of a new plan to enhance the delivery of the apprenticeship program that will entail reviewing policies and procedures to enhance the quality, instructional delivery and skills of apprentices. We strongly believe that the key to having an effective apprenticeship program lies in the ability of the instructors to relay the information in an interesting and informative manner. We have added a new “instructor coach” to assist individual teachers of the apprenticeship program with enhancing the manner in which they instruct apprentices. One of the top questions asked by our contractors involves a health insurance program. Therefore, early in 2018, IEC will introduce a new health insurance program for the IEC membership – watch for details! For the Georgia, we will re-introduce luncheon meetings around the state of Georgia that will not only allow members to connect, but also provide an opportunity for the IEC staff to hear from members regarding their needs. The luncheon meetings will also have a continuing education component that provides Georgia CEU credits for attendees. Additionally, the Georgia Chapter will add another program location at North Georgia Technical College in Calhoun, making 7 physical locations in Georgia!

And finally, thankful comes to mind for the continued support from the membership as IEC expands services to improve their success. I am also thankful for the fantastic staff that always keeps the interests of our members first on the priority list. The leadership and support that is provided by 18 members on both the IEC Atlanta and Georgia Board of Directors is stellar, and I know the entire membership is grateful for their diligence and guidance. These individuals, along with the volunteers that serve on the 5 working committees of the IEC, provide critical feedback and direction to the staff as we determine the best use of our resources. This is why the Atlanta Chapter won the National Chapter of the Year (over 90 members) and the National Apprenticeship Chapter of the Year for 2017. Our longtime instructor and graduate, James Wesley won the 2017 National Instructor of the Year, and VP of the Georgia Board of Directors Robbie Jones, CEO of Coastal Electric of Georgia, was names a National Emerging Leader. We look forward to another great year as we are satisfied, challenged and grateful for the entire IEC membership, leadership, volunteers and staff!
